Globalisation in general and trade liberalisation in particular have impacted on many areas of industrialised governments’ foreign economic policy. Export support is an area which is inevitably affected by trade liberalisation, as governments are expected to decrease their intervention into exports in the name of barrier-free(er) trade. However, if one considers that the 1990s and 2000s have seen governments expanding their trade promotion agencies, increasing funding for export support provision and developing a range of new export support programmes, it is easy to recognise that government export support seems to have grown, rather than diminished over the past decade. This thesis investigates the complex influences of the world trade regime, to create a nuanced picture within globalisation theories - which ultimately explains the paradox of growing government support in the era of deepening trade liberalisation.

ENGLISH ABSTRACT: Policy makers and development practitioners particularly in developing countries face daunting challenges in formulating strategies to achieve sustained growth and improved standards of living through productive engagement of the population in the economy rather than through welfare transfers. Business activities are self-sustaining and therefore have the potential to contribute greatly through the economic system to the creation of sustainable employment and prosperity. Yet many developing countries are faced with inadequate levels of business activity and business growth. Historical approaches to stimulating and supporting business development have proved largely cost ineffective and unequal to the challenge. The hypothesis that fundamental paradigm shifts in the approach to business support are taking place internationally is tested in this thesis. Key features of an evolving entrepreneurial approach to business support are identified and described representing the defining elements of the new business development support paradigm. Institutional implications of the approach in the context of institutional development theory and current approaches to the stimulation of local economic development at local community level are also discussed, as are key implications of the new paradigm for local government.
AFRIKAANSE OPSOMMING: Beleidmakers en praktisyns in ontwikkelende lande staar uitdagings in die gesig wat betref die handhawing van volgehoue ontwikkeling en die verbetering van lewensstandaarde by wyse van werkgeleentheidskepping en produktiewe betrokkenheid van die bevolking by die ekonomie eerder as deur sosiale welvaarts oordragte. Sake bedrywe en 'n dinamiese sakesektor het die potensiaal om aansienlik by te dra tot volhoubare ontwikkeling. Maar die meeste ontwikkelende lande ondervind ontoereikende vlakke van sake aktiwiteit en van groei in die omvang van die sakesektor. Benaderings tot die stimulering van uitbreiding van die sakesektor as grondslag vir volgehoue werkskepping is in die verlede grootliks koste ondoeltreffend en die resultate was ontoereikend. Die hipotese dat daar 'n fundamentele aanpassing van die paradigma onderliggend aan benaderings tot stimulering van die sakesektor as deel van algehele ontwikkelingsstrategie plaasvind word in die tesis getoets. Kern eienskappe van 'n nuwe benadering word geidentifiseer en omskryf. Institusionele implikasies van die benadering in die samehang van ontwikkelingsteorie en huidige benaderings tot plaaslike ekonomiese ontwikkeling op plaaslike gemeenskapsvlak word ook bespreek, asook kern implikasies van die nuwe paradigma vir plaaslike regering.

Small businesses are an important part of innovation, competitiveness and economic development. Support systems such as business incubators have emerged with the purpose of helping these startups develop. The startups which are in focus in this thesis operate in different industries, in technology-based industries where commercialization and growth is in focus, to creative industries which focus on developing individual talent and creativity. The characteristics and core of the businesses differ, giving them different business logics by which the startups operate. The business logic leads the startups to face different challenges, which the thesis considers to regard liabilities of smallness, liabilities of newness and liabilities of uniqueness as well as organizing.  These variations give the startups differences in how they operate and hence, also a need for different types of support given by business incubators. Business incubator support is in the thesis categorized into three components of Networks, Infrastructure and Business Services, as suggested in a triad model of Carvalho & Galina (2015). As varying business logics makes a difference on what type of value startups produce, it is important to study the relationship between these logics and the support provided by an incubator. It is important in order to understand how incubators can adapt their support more effectively to help entrepreneurs overcome their challenges.  The thesis purpose is to broaden the understanding of how business logics and challenges of startups adhere to the industry they are in, and how the support given by business incubators can help the businesses to overcome challenges associated with these business logics. The research design was qualitative, and data was collected by performing six semi-structured interviews with entrepreneurs within creative and technology-based industries, enrolled at business incubators with these specializations.  The study results in a proposed model, giving extension to the original triad model by Carvalho & Galina (2015). In the proposed model, new dimensions of the support system as well as the nature of the startups’ business logics, and challenges are addressed. The proposed model and the study’s results may act as a guiding framework for future research in the field, aiming to gain a better understanding of the reality of startups with different business logics.

ENGLISH ABSTRACT: In Namibia the small business sector is seen to play a very important role in the creation of jobs and the growth of the economy. At the same time small enterprises face a wide range of problems, which keep the failure rates of new ventures high and often prevent dynamic business growth. To address these challenges it is insufficient to have a national strategy for small businesses or to just rely on national government and other national bodies. This is particularly important in a country like Namibia which has a small population, stretched over a vast territory, with huge differences in the resources and development patterns of the various regions. Against that background this study focuses on a particular area of Namibia, viz the Erongo Region along the coastal belt. It is Namibia’s best developed region after the central Windhoek/Khomes area, with the two towns, Walvis Bay and Swakopmund, the harbor of Walvis Bay, the Uranium mines and tourism being the foundation for business growth. After reviewing the spectrum of small business support bodies available in Namibia the study looked at a sample of 100 small enterprises in the Erongo area. They were asked about their business engagement, business prospects, main problems experienced and their awareness and utilization of support programmes. These needs profiles were then compared to the set of actual service suppliers found in the Erongo region. This showed that in practice very few of the problems are addressed, largely due to a lack of awareness, pro-activity and cooperation on both sides: local small enterprises and local support suppliers. The study ends with a range of proposals which should, if tackled on a partnership basis and in closer cooperation between the head offices in Windhoek and local bodies, lead to a steady improvement of the SME support process.

During the past decade (1984-1994), Australia experienced its worst recession since the depression of the 30's, followed by a no-growth period and an unemployment rate hovering around nine per cent. The awareness of Commonwealth and State Governments of the need for specific policies to stimulate new ventures and support small and medium enterprises (SME's), was increased by a range of reviews which resulted in a variety of initiatives. However, two key national initiatives, licensed Management and Investment Companies (MIC's) and the Second Board Stock Market, which aimed at making access to funds easier for new ventures, failed to provide sustained financial support to new innovative firms. Small businesses in Australia account for some 80 per cent of all businesses and 50 per cent of employment in the private sector. While many factors contribute to the successful establishment and growth of new businesses, a key factor is the availability of and access to affordable finance. The major objective of this study was to identify key success/failure factors in new venture creation and to review in detail the rise and fall of the Second Board Stock Market (1984-1992) - arguably one of the most significant Government initiatives during the 80's to provide access to equity funds. A survey of Melbourne companies listed on the Second Board was to provide valuable information on the success/failure of the Second Board Stock Market and to illuminate desirable Government initiatives meeting SME's survival needs.

Purpose - This paper aims to analyze different groups, such as venture capitalists’, banks’, governmental support agencies’ and incubator managers’ attitudes toward business plans.

Approach – The interviews have been conducted within the following institutions: Jönköping Business Development (JBD, Handelsbanken and Swedbank, Jönköping, ALMI and NyföretagarCentrum (Government Support Agencies (GSAs) and Business Incubator Science Park Jönköping (BISPJ). The author has chosen to conduct the study within this the previous mentioned institutions because those are the ones who mostly demand a formal written BP from firms or potential businesses.

Findings – it was found that all the institutions interviewed thinks that a formal written business plan is very important for the entrepreneurs to clarify goals and raise funds. They don’t see any direct negative sides with a business plan.  It was also found that the majority were of the opinion that a business plan does not need to be long. The funding decision is mostly based on the personal characteristics of the entrepreneur; it can be very hard for start-ups manager to convince the funds providers that they are the right people. The type of resources provided to the venture determines the need of follow-ups. It is done mainly based on the financial aspects while those who provide advice or assistance tend to not engage in follow-ups.

Limitations - the study was conducted in the period when the many of the potential people to be interviewed were on holiday. The language was sometimes a limitation since English is not the first language neither for the interviewer nor the interviewees.

Since 1994, tourism has become one of the most benefited industries among the overall of the South African economy. However, the industry is still far from being an example of transformations. The tourism industry in South Africa is still dominated by white-owned large enterprises, leaving limited space for the development of black-owned small tourism businesses. The existing literature identifies that government support represents a key variable regarding small tourism business development, specifically among black entrepreneurs. This study evaluated the role of provincial government support in the development of black-owned small tourism businesses in the South Africa, with a focus on Cape Town.

The aim of the study is to determine the extent of Total Quality Management training by the government business support institutions in the enterprise development of Small Medium Micro Enterprises in Buffalo City Metro area. The study reflects on the Total Quality Management elements and enterprise development activities by the government institutions located in the Buffalo City Metro area. The researcher conducted literature review to ascertain what does Total Quality Management training entails. The study discussed the enterprise development services offered by the Government business support agencies in Buffalo City Metro. The empirical study conducted determined the views of Small Medium Micro Enterprises assisted by government business support service towards Total Quality Management. The researcher collected quantitative data from the judgemental sample using five point linkert scale questionnaire. The study achieved the response rate of 52.5 percent. Descriptive statistics of the data was analysed using MS Excel, and the internal consistency or reliability was determined using SPSS software. The data achieved the Chronbach’s Alpha co-efficient of 0.879. The research finding has certain limitations, and these limitations provide opportunities for further research studies. The limitation of this study was the fact that the sample was judgemental. It is possible that if another sampling method is used, it could arrive at a different conclusion. The results from the study indicate that the government business support institutions in Buffalo City area do not provide total quality management training. Although it was not a focus of the research, the study found that the three government institutions also located in Buffalo City Metro area are not used by the Small Medium Micro Enterprises. Government business support institutions need to offer total quality management training as part of enterprise development.

The objective of the study was to develop a framework for the implementation of a Business Information Management System in order to increase the efficiency of the knowledge management strategy in the ultimate quest to deliver administrative support to public schools at the Gauteng Department of Education within the Sedibeng East District Office geographical area. A literature investigation was done on the concepts of e–Government, eplatforms, information technology and enablers to determine if Government models are working effectively and efficiently. Based on the findings of the literature study, a questionnaire was designed and used to measure the efficiency of the knowledge management strategy in the base of administrative support to public schools. Government to Government models are the ability to interact and support services through the availability of e–platforms in the ultimate support, and sharing of knowledge through effective knowledge management. Knowledge in an organisation alternates between tacit and explicit knowledge as it goes from an idea to explicit knowledge that can be shared throughout the whole organisation and in the process gives the necessary administrative support to public schools and learners. Proper managed and implemented systems are important for the management of knowledge in an organisation. Knowledge management is a never–ending cycle that starts at discovering knowledge and goes through generating knowledge, evaluating knowledge, sharing the newly found knowledge to leveraging the knowledge. This cycle forms the heart of a knowledge management model like the different education e–platforms that is available. It was concluded that the knowledge in an organisation can be managed with the help of one standardized e–platform model throughout the entire Education Department. Knowledge in an organisation is a very important resource and ought to be strategically managed. The knowledge management strategy starts by determining what knowledge is needed and what is available in the organisation. The chosen standardized model will form the central part of a successful knowledge management strategy. The test for the success of a knowledge management strategy is determined with a knowledge audit. The state of the knowledge management strategy at Gauteng Department of Education, Sedibeng East District Office was assessed by employing convenience survey questionnaires to extract the data. Sedibeng East District Office and therefore the Department of Education, still have a long way to go in order to optimise the management of knowledge. The key area of concern is a lack of a written knowledge management strategy and policy which results in informal e–platform usage and therefore different ways of managing knowledge. A large portion of the indecisiveness seen in the analysis of the questionnaires could be attributed to the lack of a formal knowledge management strategy. It was further concluded that a knowledge gap assessment is the start of the knowledge management strategy and will give direction to the strategy. The culture at Sedibeng East District Office was not tested to determine if the staff will be supportive of a knowledge management strategy. However, the survey indicated that much needed administrative support to public schools needs to be formalized in order to optimize the services and standards of support. A practical knowledge management framework is proposed in order to assist the Department in the implementation of a knowledge management strategy and bridging the gaps found after analysing the questionnaires.

It is an accepted fact that small businesses are the economic growth "engines" in developed countries. This reality is given as the main reason for the active involvement of local government, in promotion and development of small enterprises, with the purpose of reversing the trend of growing unemployment in South Africa (even with high economic growth rates) and reducing the high poverty index. Internationally, local municipalities have become primary players in supporting and promoting small business. Prior to 1994, local government in South Africa is perceived to have played a passive role in this field. This study aims to evaluate and critically analyse local government's involvement in the support and promotion of small enterprises on the Cape West Coast (Western Cape Province, South Africa) in order to stimulate greater government involvement in small enterprise development. The study follows a qualitative approach in the form of interviews with a sample comprising of emerging entrepreneurs in the fishing, tourism, engineering, mining and agricultural economic sectors. On the basis of the findings, specific recommendations are made for the promotion of small enterprises as a vehicle for reducing the level of poverty.

Resumo: A análise e interpretação dos dados gerados pelos sistemas de informação é uma realidade para as organizações públicas e privadas. Para atender a esta necessidade, surgiram os Sistemas de Suporte à Decisão. Dentre estes, os sistemas de Business Intelligence foram e estão sendo adotados pelo setor privado. No entanto, poucos trabalhos discutem a adoção destes sistemas para o setor público. Este trabalho discute as formas como os sistemas de Business Intelligence podem ser aplicados para auxiliar a administração pública, considerando as particularidades existentes neste setor. Ainda, este trabalho apresenta uma proposta pra construção de um ambiente de Business Intelligence utilizando ferramentas e tecnologias de código aberto. Este ambiente foi aplicado em um cenário real, onde é feita análise dos dados sociais da cidade de Campinas, SP
Abstract: The analysis and interpretation of data generated by information systems is a reality for both public and private organizations. As a solution to this problem, the Decision Support Systems were created. Among those, Business Intelligence systems were and are being adopted in the private organizations. Even though, just a few papers discuss the adoption of these systems in public organizations. This dissertation discusses how Business Intelligence systems can be applied to support public administration, considering the public organizations particularities. Still, it presents a proposal to create a Business Intelligence environment using open source tools and technologies. This environment was applied in a real scenario, where the social data from the city of Campinas, SP, was analyzed

Representatives of entrepreneurship always appear as one of the most vulnerable economic agents during a global crisis, especially if this crisis is of an unpredictable external nature. The purpose of this degree project is to determine the impact of an economic crisis on the development of forced and opportunity-based entrepreneurship, as well as how the context of an economic downturn affects creativity, which is a key compound of the entrepreneurial process. In order to accomplish this task, the researchers apply iterative induction strategy, resorting mainly to quantitative analysis method and ensuring that the study is credible, reliable and follows the core principles of business ethics. Within the course of the following degree project, the researchers conduct interviews with business representatives from various fields and countries, as well as analyze secondary statistics available for external crises of 20th and 21st centuries. The outcome of the research suggests that in times of a recession entrepreneurial activity based on intrinsic motivation and the use of market opportunities is suppressed due to such obstacles as unfavorable credit and uncertain economic environment, while generally compelled entrepreneurship usually develops, since it becomes one of the most effective methods to combat rising unemployment. The study also proves that government support is an important impetus for the recovery of SMEs during the post-crisis period. Last, but not least, is that the results of the interviewing and statistical data confirm that the state of an economic downturn has a positive effect on the development of creativity.

This study investigates the source of financing in Austrian tech startups and aims to identify the main factors that affect the decision making of these firms. In doing so, we aim to contribute to the relatively limited field of research conducted in Europe. In order to achieve the purpose of this study, we implemented a multiple case study method as the research design. For the purpose of this study, a literature review was used that generated a theoretical framework. This framework focuses on capital structure with the main emphasis being on the pecking order theory. Additionally, government financial support is included as a  secondary priority. Together with the theoretical framework, our empirical findings i.e. data from the interviews with six companies, one email response, and two additional secondary data from an Austrian startup publication comprised the basis for our analysis.   Our findings from the sample companies used in this study show that Austrian tech startups use internal funding as an initial source of financing their new venture. When it comes to the order of funding, our findings show that most of the startups used in this study utilized equity as a second source of financing after internal funding and before debt. However, when it comes to the preference of the founders, half preferred a financing order that is inline with the pecking order theory while the remaining half preferred otherwise choosing equity to debt.   From this, three conclusions can be drawn. First, the limited funding options available affect the decision making and preference of the tech startups. Second, founders value the nonfinancial added value they can get from investors both when implementing and preferring a financing option. Third, the future growth potential and the long term strategy of the startups and their founders play a crucial role in the funding option they prefer to finance their venture.   Additionally, when it comes to capital structure, we see that most Austrian tech startups used in this study do not have a set policy. When it comes to Government financial support (GFS), we see that financial support from the government plays a significant role in Austrian tech startup financing.

La question de la compétence de l’entrepreneur est tout à fait centrale. Cependant la prise en compte de cette notion demeure un problème persistant qui inhibe les performances de l’accompagnement et entrave ainsi le développement du phénomène entrepreneurial. Dans ce travail de recherche, nous avons orienté notre intérêt vers le concept des compétences entrepreneuriales afin de repositionner la relation accompagnateur/créateur au centre du processus d’accompagnement. Nous avons mis en œuvre une recherche axée sur l’analyse de l’auto-perception des compétences entrepreneuriales par les entrepreneurs naissants faisant l’objet d’un accompagnement dans une structure d’appui.Sur la base de l’ensemble des classifications typologiques des compétences des entrepreneurs, nous avons arrêté le choix de l’objet de notre étude sur la typologie proposée par Man et al. (2002). Les auteurs proposent un modèle conceptuel permettant de relier les caractéristiques des entrepreneurs des PME et la performance de leur entreprise. Partant de la conviction selon laquelle la prise en compte des compétences est susceptible de produire des nouveaux outils et pratiques d'accompagnement mieux adaptés à la compréhension et la valorisation des différentes dimensions du phénomène entrepreneurial, la problématique soulevée dans cette recherche est de savoir : dans quelle mesure une structure d’accompagnement en phase post-création contribue-t-elle à l’amélioration de l’auto-perception des entrepreneurs de leurs compétences entrepreneuriales?Pour répondre à cette question, nous avons opté pour une étude empirique quantitative et longitudinale. Dans le but d’accéder au terrain et de collecter le maximum de données, notre étude a été réalisée dans le cadre d’un partenariat entre le centre de recherche en Entrepreneuriat de l’EM Lyon Business School (CRE) et Réseau Entreprendre® (RE®). Nous avons réalisé, parallèlement, trois études longitudinales à travers lesquelles nous avons administré, à deux reprises et avec 8 mois d’intervalle le même questionnaire auprès de trois populations différentes : lauréats de Réseau Entreprendre® (population de base), les accompagnateurs et candidats non retenus (groupe témoin). Les trois premières vagues de questionnaires ont été lancées le 29 février 2012, les secondes, vers la fin du mois d’octobre 2012.Pour réaliser les traitements d’analyse, nous avons utilisé l’approche des régressions linéaires avec le logiciel SPSS.11 pour tester la nature des relations entre les variables clés de notre étude. The issue of entrepreneur’s competence is quite central. However, the taking into account of this concept remains a persistent problem that inhibits the performance of new venture support and/or incubation programs and thereby hinders the development of the entrepreneurial phenomenon. In this research, we focused our interest on the concept of entrepreneurial competencies in order to replace accompanying person/new venture creator relationship at the center of new venture support process. We implemented a research based on nascent entrepreneurs self-perception of entrepreneurial competencies. Based on some typologies of entrepreneurial competencies, we used the typology proposed by Man et al. (2002). The authors proposed a conceptual model that links the SME’ entrepreneurs characteristics with the business performance.We started with the belief that it is very important to consider entrepreneurial competencies because our research is likely to produce new tools and help support’s practices to better understand and enhance the different dimensions of the entrepreneurial phenomenon. The issue raised in this research is as follows: to what extent a post-creation support structure contributes to the improvement of entrepreneurs self- perception of his entrepreneurial competencies? To answer this question, we opted for a quantitative and longitudinal empirical study. In order to access the research field and to collect the maximum of data, our study was conducted as part of a partnership between the Research Center in Entrepreneurship of EM Lyon Business School (CRE) and Réseau Entreprendre® (RE®). We carried out three longitudinal studies through which we administered twice, with 8 months interval between each time, the same questionnaire to three different populations namely: the winners of Réseau Entreprendre® (Lauréats) (baseline population), the accompanying persons and non-selected applicants (control group). The first three waves of questionnaires were launched on February 29, 2012, the second towards the end of October 2012. To achieve the treatment analysis, we used the approach of linear regressions with SPSS.11 software to test the nature of the relationships between key variables in our study. Entrepreneurship is key to drive innovation, create wealth and jobs in any economy. Entrepreneurial startups hold the promise of high growth, yet they encounter high failure rates due to uncertainties, particularly in early stages. Hence, supporting entrepreneurship is critical in transitioning economies like India. Even while India is home to several burgeoning entrepreneurial ecosystems, support for entrepreneurship is underdeveloped. This makes case for government support to develop institutions for entrepreneurship support. Technology business incubators emerged as a key vehicle for entrepreneurship support in India. However, there is a dearth of quantitative empirical studies examining effectiveness of incubation support in India. In this study we examine the effectiveness of incubators supported by Department of Science and Technology, Government of India’s institutional mechanisms across six states. We conceptualize incubation support at macro-, meso- and micro- levels corresponding to the main stakeholders viz. the government, the host university and the entrepreneurial startups, respectively. At the macro-level, we look at the government’s objective to develop access and availability of incubation support to startups. Government support has led to qualitative development of market infrastructure and financial access to startups. We report key differences in scale, efficiency and survival among incubated startups based on an incubator typology. We find that university-based incubators have not achieved scale as compared to private-sector incubators. We find that specialized incubators are more efficient and share long term risks with technology startups through their investments. At the meso-level, we look at the universities’ objective to become entrepreneurial by supporting technology startups. We evaluate the efficiency of universities in performing entrepreneurship support through incubators alongside their traditional research and teaching outcomes. We use a slack-based Data Envelopment Analysis (DEA) to compare efficiency of universities across the six states. From our analysis we find that fully efficient universities were only a few and were performing well across all the three outcomes. Moderately efficient universities were mostly teaching oriented and the weakly efficient universities mostly did not show particular orientation towards any of the outcomes. We show the existence of distinct strategies for universities to evolve into active entrepreneurial universities through incubation. At the micro-level, we look at the startups’ objective to develop new products and services utilizing incubation support. At the initiation stage startups exhibit distinct motivations on infrastructure and networking to seek incubation. At the engagement stage, startups utilize incubation services and network with the host universities. We find that such an engagement is contingent on the alignment of startup knowledge areas with the university and the orientation of the university. We argue that this supports knowledge-spill over from the university to the startups through the incubator. At the performance stage, we find that incubation contributes to technology development capability of startups. Based on the analyses, we derive managerial and policy implications for incubator managers, universities, startups and the government. We recommend potential strategies including specialization and public-private partnerships. These strategies can help improve the entrepreneurial ecosystem and drive the growth of genuine, innovative technology startups in India

Actualmente, num mundo aparentemente insaciável de informação e acessibilidade, o universo da incubação deve procurar acrescentar mais serviços para acompanhar a evolução da sociedade e dos negócios. É impossível prever o futuro das necessidades exatas das empresas à medida que crescem e mudam a uma taxa muito rápida, o melhor que se pode fazer é tentar avaliar, entender e suportar as suas necessidades. O principal problema a ser estudado vem da vasta gama de empresas que se podem inscrever no programa de incubação da ESA BIC Portugal. Essas empresas podem estar em diferentes níveis de desenvolvimento e especializar-se em diferentes áreas, o que dificulta o processo de incubação, devido às suas diferentes necessidades que requerem suporte específico em determinadas áreas. O objetivo do trabalho apresentado nesta dissertação é a conceptualização de um novo processo de incubação para a ESA BIC Portugal. O trabalho desenvolvido foi baseado numa metodologia de Design Thinking para aproveitar a sua filosofia de resolver problemas complexos com base na abordagem pessoal, na definição de ideias e a capacidade de testar facilmente protótipos de incubação. The final work presents a new process, based on providing a customized service for each startup, one that fits their needs - a modular approach. A ten module system, which encompasses the fundamental areas of business, was developed to help project managers identify the key areas where the startups are having difficulties, in order to develop a more efficient strategy to help them overcome such setbacks.In the end, an overview of ESA BIC’s ventures and activities is presented, their results are studied and approached as a step towards 4th Generation Incubation.

Business incubators are a very recent worldwide phenomenon, but they have been assuming an increasing role in the growth of the global economy. However, the existing literature on this subject is very scarce and little developed, so what I intended to do in this report was a synthesis of the main themes that should be inherent to the topic of business incubation, never forgetting the historical part of its emergence.Companies during their creations go through a very complicated and even decisive period to implement themselves in the market. It is in this sense that business incubators have emerged, in an attempt to provide aid and to offer the services necessary for their growth and development. However, the way in which a business incubator operates, as well as the services and support available to it, have not always been done in the same way and there have been three generations of incubators.However, a business incubator must have a high degree of demands associated with it in order to achieve success, which is why it is so important to explain how the whole incubation process takes place, the types of incubator we can find - for profit or not -as well as the differences between American incubators and European incubators.At the end of the incubation process, it is important to realize if it revealed itself as an added value for the companies or if it only delayed its failure. In this way, it is essential to understand the post-incubation period, that is, if the companies continue to operate in the market or if they end up closing the activity.Finally, and perhaps the most important and innovative point of this report when compared to the available literature, is to understand why the government supports business incubators.This report also covers the experience of doing a curricular internship in one of the most awarded companies in Portugal: IPN-Incubadora, in the city of Coimbra.
As incubadoras de empresas são um fenómeno mundial muito recente, mas que têm vindo a assumir cada vez mais um papel preponderante no crescimento da economia global. Porém, a literatura existente referente a este tema é muito escassa e pouco desenvolvida, pelo que o que pretendi fazer neste relatório foi uma síntese dos principais temas que devem estar inerentes ao tema da incubação de empresas, nunca esquecendo a parte histórica do seu surgimento.As empresas aquando das suas criações passam por um período bastante complicado e até decisivo para se implementarem no mercado. Foi neste sentido que surgiram as incubadoras de empresas, numa tentativa de prestar auxílio e oferecer os serviços necessários para o crescimento e desenvolvimento das mesmas. Porém, a forma de funcionamento de uma incubadora de empresas, bem como os serviços e apoios que dispunham, não foram sempre feitos da mesma maneira, tendo havido até então três gerações de incubadoras.Contudo, uma incubadora de empresas tem de ter associada a si um elevado grau de exigência para conseguir vingar, daí ser tão importante a explicação de como se desenrola todo o processo de incubação, dos tipos de incubadora que podemos encontrar – com ou sem fins lucrativos -, bem como das diferenças que se podem encontrar entre as incubadoras americanas e as incubadoras europeias.Findo o processo de incubação, importa perceber se este se revelou uma mais valia para as empresas, ou se apenas só atrasou o seu fracasso. Desta forma, é essencial compreender o período pós-incubação, isto é, se as empresas continuam a operar no mercado ou se acabam por encerrar a atividade.Por último, e talvez o ponto mais importante e inovador deste relatório quando comparado com a literatura disponível, é perceber o porquê de o governo apoiar as incubadoras de empresas.É ainda abordada neste relatório a experiência de fazer um estágio curricular numa das empresas pertencentes a uma das incubadoras de empresas mais premiadas em Portugal: a IPN-Incubadora, na cidade de Coimbra.

The Internet is now facilitating the provision of an increasing number of services. Thus, technology has become a more integrated part of people‟s daily routine. Some of these technologies include electronic communication, online banking, and shopping as well as electronic learning - to name but a few. However, for various reasons, such as limited formal education (which is a key promoter of reading and writing skills), access and skills, not everyone has an equal opportunity to benefit from the use of these technologies. The unequal distribution of opportunities of such nature is often broadly referred to as the digital divide. That is the gap between those who have access to Information and Communication Technology (ICT) and those who do not. One noted challenge that influences the use of ICT consists of socio-economic conditions, which together elicit high levels of poverty. An identified strategy for uplifting these areas was (and still is) entrepreneurship, notably small businesses. These small businesses however, generally have very short and mostly unsuccessful lives. As a result the government at all levels (national, provincial and local) has endeavoured to provide support to these businesses. Some of this support is provided through mediums, such as the Internet (here named "
electronic support"
) to assist these small businesses. This support, which comes from government, is however, not being fully utilised by the intended beneficiaries. Thus, the small businesses are not benefiting from the support provided. Consequently, many are still experiencing a short and unsuccessful existence. This research thus analyses the small businesses in areas of the greater Cape Town, which are characterised by high levels of poverty and unemployment. Previous studies in these areas have reported the lack of ICT related skills, also known as electronic skills (e-skills), as one of the reasons for the low uptake of electronic support (e-support). This e-support is provided by various levels of government through selected agencies (service providers). In essence, this study is aimed at investigating the influence of e-skills in the access and use of the provided e-support by owners of small businesses. Considering that the lack of adequate e-skills has been identified as influencing the use of e-support, the study also aims to identify the e-skills needed to fully utilise the provided e-support. The approach to this investigation included a review of pertinent literature and devising a conceptual model. This model was then tested in the empirical setting of this study. This setting included: (i) Providers of e-support (various specialised government agencies) and (ii) the intended beneficiaries of this e-support, i.e. small businesses in the previously disadvantaged areas (PDAs) of the greater Cape Town. Through the use of case study methodology and face to face interviews, it was found that many small business owners were not able to appropriately use the provided e-support. This was due to their lack of e-skills, which resulted in their inability to use ICT. Additionally, some were unaware of the existence of the e-support or the service providers. During the review of pertinent literature done as part of the study, an e-skills framework was designed. The framework identified the e-skills considered necessary in order for small business owners to effectively utilise the provided e-support and other technologies. The e-skills framework suggested by this study could be used as a tool to assist: (i) The providers of e-support to understand the usage of their services and enable (ii) a more informed understanding of the need for appropriate e-skills among small business owners, in relation to their use of the provided e-support. Additionally, (iii) small business owners should be in a better position to recognise the benefits of using technology, especially the Internet. The contribution of this study is seen as twofold. Firstly, it should assist the providers and users of e-support. This is done by addressing the practical side of the provision and usage of these services. Secondly, the study contributes an informative e-skills framework related to the effective use of e-support. This study also furthers academic knowledge in the area of the investigation, and suggests further directions for research. Considering, the limited small business sample (only participants from three PDAs), the generalisation of this study is limited. This limitation does not however, influence the validity of this research, or the credibility of the findings.

In the last decade, Small Medium and Micro Enterprises (SMMEs), and Women-owned SMMEs in particular, have significantly increased in many parts of the world. The growing contribution of SMMEs towards the Gross Domestic Product (GDP), job creation, poverty reduction, social and economic development, can no longer be ignored. In recognition of the significance of SMMEs, many countries in the world have created special mechanisms to enhance and facilitate the creation and growth of SMMEs. Lately, the main support services offered to small enterprises include both business development services and financial services by using the cutting edge of Information Communication Technologies (ICT). However, a review of various writings has revealed that despite efforts by numerous governments to establish a support structure for SMMEs, their efforts have not been very rewarding. SMMEs still complain about the lack of access to government support and services. Issues of accessibility were worsened as female business owners face different challenges than their male counterparts. A review of those challenges was conducted in the context of Rwanda. By using a multiple case study design and an interview method for the collection of data, the study identified the support and services provided by the government and the challenges that women-owned SMMEs encountered in their attempts to access them.

Therefore, the performance standard of container terminal within the port plays a key role in logistics cost, trade facilitation, and operational competitiveness. In this context, the availability of resources is quite strategic, and that has been extensively researched (Bichou, 2013; Cullinane & Wang, 2010; Lee, Yeo, & Thai, 2014; Sun, Yuan, Yang, Ji, & Wu, 2017, p. 584; Wanke & Barros, 2015). The resources, from RBV perspective, are referred to as valuable, rare, inimitable, and non-substitutable (VRIN) to enhance the sustained competitive advantages (Barney, 1991). Nevertheless, resources that the firm can also exploit are likely to be a conventional type, albeit they offer a temporary competitive advantage (Ray, Barney, & Muhanna, 2004). The case is valid for Indonesia container terminal operations where resources are inadequate, and performance is negatively affected. Preceding studies have found a positive effect of resources and capabilities on firm performance (Huselid, 1995; Kuo, Lin, & Lu, 2017; Ray et al., 2004; Yang, Marlow, & Lu, 2009; Yang & Lirn, 2017). However, it is essential to note that capability and process, although used separately, this study uses them as just one construct “resourses”. As the resources are the set of assests and capabilities are the ability to successfully employ these resources to satisfy customers’ requirement (Lai, 2004), they are treated as antecedents to firm performance. The business process, on the other hand, is a routine task of processing these resources and delivers the finished products/services to the customers (Ray et al., 2004). This is central to this research that examines the influence of resources and business processes on the terminal service performance, which is under-investigated in literature. In term of strategizing the regulation and policy for port development, the institutional environment, financial support, privatization policy and other supportive regulations are beneficial for port firms to leverage their operations in the national and international level (Dunning, 2000; Hall & Soskice, 2001; Hoskisson, Eden, Lau, & Wright, 2000; Landau, Karna, Richter, & Uhlenbruck, 2016; Lazzarini, 2015). While government policy is not a direct resource, it can play supportive role to formulate an advantage for the organization to operate in a competitive business environment. Firms can utilize government support as a source of advantage (Hall & Soskice, 2001; Landau et al., 2016). Further, government supports the development of capital goods projects that facilitate the terminal operators to complete the tasks within the terminal. Further, terminal operators are also encouraged to add firm-specific tangible and intangible resources. Therefore, this research argues for government support and terminal operators’ assets as a bundle of resources used in the terminal operations. A study combining government support, firm resources, and logistics processes within a comprehensive framework and assessing their influence on terminal service performance is considered to be understudied in the area of port research. Building on the resource-based view and institutional theory, the aim of the research is to investigate empirically the relationship between resources, processes, and performance (RPP), a newly conceptualized theoretical model in a terminal container context. The processes as the mediator in the RPP relationship is also investigated. The study used cross-sectional survey data of 216 respondents from Indonesian container terminals. A structural equation modeling (SEM) was employed to test the hypothesized relationship between resources, processes, and performance constructs in a theoretical model. Results show that container terminal resources, both sourced from government and terminal operator firms, have positive and significant effect on logistics processes that in turn have a positive effect on service performance. Also, logistics processes mediate fully the relationship between container terminal resources and service performance. Resources, however, are not found to have a direct effect on terminal service performance. A mediation analysis confirmed that logistics processes act as a full mediator of the relationship between resources and service performance. The study offers significant theoretical and practical contributions. The theoretical framework developed to analyze the RPP relationship reveals that amalgamation of government support and firm resources is crucial to impact service performance, and this can be leveraged through configuration of logistics processes. Practically, the terminal managers need to understand that resource composition and accumulation alone cannot enhance the overall service performance. Instead, an adequate logistics process can mediate resource extraction to the optimum delivery of service performance.

Performance of small and medium enterprises (SMEs) remains an issue of concern in entrepreneurship and management research. This is because SMEs play a critical role in supporting economic growth in both developed and developing countries. In Uganda, a developing country, agricultural SMEs here-forth agri-based SMEs play an important role in wealth creation and economic development. However, increasing global market competition has placed Ugandan SMEs at risk due to resource constraints. As such, their performance in a challenging business environment largely depends on their ability to develop unique capabilities and in being entrepreneurially oriented. This thesis aims to examine the impact of entrepreneurial orientation (EO) dimensions on firm performance in terms of both short term growth and long term survival of agri-based SMEs in a developing country context, Uganda. Despite an increasing number of studies EO research, findings are inconsistent and mixed. Some studies have found negative or non-significant results of EO on firm performance. Besides, there remains a paucity of EO research within the context of agri-based SMEs in a developing country. Furthermore, this thesis provides new insights into the boundary conditions of the EO dimensions–performance relationships for SMEs in developing countries. Therefore, another aim is to extend our current understanding of boundary conditions of EO dimensions by exploring the moderating roles of government support programs (GSP) and business environment uncertainty (BEU). Equally important, capabilities conceptualised as firm functional processes have been found to have a positive impact on firm performance of SMEs. Even though the role of various capabilities in enhancing the performance of SMEs has been extensively researched, there is scant evidence in the context of developing economies. Hence, another aim for this thesis is to examine the impact capabilities on the performance of agri-based SMEs in developing economy specifically Uganda. Additionally, this thesis attempts to explain boundary conditions of the capabilities–performance relationship for SMEs in developing countries. Therefore, the last aim is to provide more understanding of boundary conditions of capabilities by examining the moderating roles of GSP and BEU. To address the above research gaps, the following research questions are offered: (1) what is the impact of EO dimensions on short–term growth and long–term survival of agri-based SMEs in a developing country? (2) What is the impact of business capabilities (marketing, networking, financial and technological) on short–term growth and long–term survival of agri-based SMEs in a developing country? (3) Do government support programs moderate EO-performance and capabilities-performance relationships? (4) Does business environment uncertainty moderate EO-performance and capabilities-performance relationships? Following a quantitative approach and cross-sectional survey research design, these questions are empirically tested in agri-based SMEs in Uganda. The findings augment extant literature by showing how each dimension of EO impact firm performance when coupled with GSP and BEU, and support the stream of research that conceptualises EO as a multidimensional formative construct (do vary independently of each other). This underscores Lumpkin and Dess’s (1996) argument that the five dimensions of EO do not co-vary and their impact on performance can be viewed separately. Furthermore, the findings support the arguments that EO scales are applicable to both developed and developing country contexts. Similarly, the findings indicate that capabilities: marketing, networking and technological (with the exception of financial capabilities) positively and significantly improved both short term and long term survival of sampled agri-based SMEs in Uganda. The thesis also revealed new insights into moderating effects of GSP and BEU for EO-performance and capabilities-performance relationships. Moreover, this is the first capabilities and EO study to propose and operationalise GSP as a multidimensional construct: non-financial support (NFSP) and financial support (FSP) dimensions. By examining both NFSP and FSP, this thesis provides new insights into the role of GSP in SME performance. The findings provide foundational grounds for recommendations for agri-based SMEs management in strengthening their EO and capabilities, and useful for policy-makers to design relevant entrepreneurship and capabilities support programs for agri-based SMEs.

Small Businesses (SBs) in the city of Tshwane increasingly engage in export activities due to higher growth rates. The South African government recognises the significance of SBs, resulting in support programmes to increase involvement in export markets. However, SBs still face export challenges from internal and external sources. This study explored export involvement processes of SBs in the City of Tshwane. 20 participants took part in a qualitative data collection method using observation and semi-structured interviews. Atlas.ti software was used to analyse the data. Findings suggest that SBs are confronted with varying constraints affecting commitment in export involvement processes. Low levels of awareness and participation in export programmes make it difficult to determine their contribution to the export involvement of SBs. Recommendations are for an evaluation of government export programmes accompanied by export education and training programmes to ensure that SBs achieve desirable outcome of export involvement in various export markets.

This research examines the effects of government holding and appointed investment management companies’ investment factors on profitability of SMEs invested by the SME Business Start-up and Incubation Trust Investment Account(hereafter refer to as the Investment Account) of the SME Development Fund in Taiwan. The major results are as follows: First, we have not found significant relationship between the shareholding ratio by the government and the profitability of the SMEs invested by the Investment Account. Second, the numbers of board members appointed by the government is found no vivid impact on the profitability of the SMEs invested by the Investment Account. Third, we have found significant reversely relationship between the ratios of participate in the investment by the appointed investment management companies and the profitability (ROE & ROA) of the SMEs invested by the Investment Account. Fourth, the operation years of the appointed investment management companies influence distinctively on the profitability (ROE & ROA) of the SME invested by the Investment Account. Finally, the relationship goes significant reversely between the capital scales of the appointed investment management companies and the profitability (ROA) of the SMEs invested by the Investment Account. In the future, we suggest SMEs Business Start-up and Incubation Trust Investment Account choose carefully the appointed investment management companies, and regard operation years as an important evaluation factor. We wish the experiences of appointed investment management companies on developing high-quality cases and well post-investment management can be adopted well to improve the profits of the SME invested by the Investment Account.

Como em qualquer outra entidade, o ambiente organizacional das Autarquias Locais está em constante modificação, o que leva a que estas tenham que ser ágeis e tomem decisões complexas de forma menos intuitiva, mais fundamentada na informação e no momento. Desta forma, os sistemas de Business Intelligence poderão ter um papel fundamental nas Autarquias Locais. Na presente dissertação é dada ênfase ao desenvolvimento de um sistema de Business Intelligence para suporte à Gestão Orçamental de uma Autarquia Local e ao estado atual destas soluções. Neste âmbito, foi realizada a revisão de literatura dos vários conceitos e tecnologias necessárias para o seu desenvolvimento. Abordaram-se os conceitos transversais ao Business Intelligence, à Gestão Orçamental das Autarquias Locais, às tecnologias e às implementações destas soluções nas referidas entidades públicas. Com base nos resultados obtidos da revisão de literatura e das necessidades da Autarquia Local designada, Câmara Municipal de Braga, foi desenvolvido um sistema de Business Intelligence segundo a metodologia Kimball, para ajudar a simplificar e orientar todo o processo de construção. Os resultados obtidos na dissertação consistem numa análise do contributo de soluções Business Intelligence na Gestão Orçamental das Autarquias Locais, o ponto de situação destas soluções no Governo Português, bem como os requisitos necessários para o desenvolvimento de um sistema funcional de Business Intelligence numa Autarquia Local através de uma aplicação prática.
Nowadays, the management of the Public Administration is of an extreme complexity. Since the diversification of the processes interacting with citizens, with companies and with other entities on the public administration, until its own internal management of stakeholders. In order to deal with this increasing management complexity, the use of Business Intelligence systems by the Portuguese Government has significantly grown. As in any other entity, the organizational environment of local government is constantly changing. This leads the need to be more agile and take complex decisions in a less intuitive way, basing actions on information. Thus, Business Intelligence systems may play a fundamental role in the local government. This project gives emphasis to the development of a Business Intelligence system which supports the financial management of the local government. In this context, was performed a literature review of several concepts and required technologies for its development. Therefore, this document addresses the crosscutting concepts of Business Intelligence systems, the financial management of local government, the technology and implementation of these solutions in these public entities. Considering the results from the literature review and the needs of the designated local authority, Braga’s City Council, it has been developed a Business Intelligence system according to Kimball’s methodology so as to simplify and guide all the construction process. The results of the thesis consists in an analysis of the contribution of Business Intelligence solutions in the Local Authorities Budget Management, the status of these solutions in the Portuguese government, as well as the needed requirements for the development of a functional system of Business Intelligence in a Local Authority through a practical application.

At the dawn of democracy in South Africa, there were still an estimated 12 million people without adequate water supply services and nearly 21 million people without adequate sanitation services (Strategic Framework for Water Services, 2003). Since then South Africa has made great strides in reducing this gross inequality in water services provision. In response to this evident challenge, the South African Government has developed various key pieces of Local Government legislation which aim to address water services. To speed up water services provision, a number of service delivery strategies and agents were explored. The Mvula Trust is one such agent that was established in 1993 with the sole mandate of supporting the Department of Water Affairs and Forestry (DWAF) to develop affordable and sustainable water services in both rural and peri-urban parts of South Africa. After the establishment of Local Government in year 2000, the Mvula Trust had to enter into a new contract with this tier of government for the continuation of their primary constitutional mandate for water services delivery. In order to respond to the new operational requirement put on it and to align itself with the Local Government mandate, Mvula Trust embarked on the process of crafting its new strategy that would strengthen its ability to support the water services delivery role of Local Government. Hence the main objective of this research study was to conduct a rigorous evaluation of Mvula's Strategic Business Plan (SBP) developed in 2003 by subjecting it to contemporary strategic planning processes. The study also looks at the extent to which the crafted five-year strategy has supported three northern KwaZulu-Natal District Municipalities of Uthungulu, Umkhanyakude and Zululand to deliver water services to their respective communities. A qualitative approach was employed to gather data about the situation under investigation. The first step was to gather secondary data from documents developed by both Mvula and the Department of Water Affairs and Forestry. The second step entailed collecting data from officials of Uthungulu, Umkhanyakude and Zululand District Municipalities using the questionnaire. The total number of questionnaires administered for the purpose of this study was thirty (30). For data analysis, all twenty-five (25) returned questionnaires were captured and coded using the software called Microsoft Access and subsequently imported into an analytical tool called stata. The main results from literature review and analyses indicate that Mvula's crafted strategy is not providing the organization with the competitive edge since it was not developed in line with contemporary strategic planning processes. Secondly, the existing strategy is not delivering on services requirements of municipalities. The services articulated by municipalities are mainly Institutional and Social Development (ISD) and quality sanitation development, in which roles Mvula can serve as a Project Agent (PA) instead of an Implementing Agent (IA). Finally, Mvula has not succeeded in supporting the water services delivery role of Northern KwaZulu-Natal District Municipalities. These findings imply that Mvula should embark on a rigorous strategic review. It should develop both a vision statement and a new mission statement which will respectively serve as a roadmap of the organization's future as well as a description of the organization's present capabilities, customer focus, activities and business make-up. Mvula should broadly consult with existing and prospective clients to better understand their support services needs. It is recommended that Mvula define its specific niche within the water services sector. Thus, the resulting strategy should adequately support local government towards meeting the 2014 deadline set for the eradication of water services backlog in their jurisdictional areas.

As organizações estão perante um ambiente em constante mudança exigindo reestruturação das estratégias adotadas pelas organizações e uma capacidade contínua de inovação e adaptação para dar resposta a cada vez mais desafios. As organizações públicas não são exceção. Os sistemas de Business Intelligence (BI) com as suas diferentes perspetivas de análise sobre os dados da organização tornam-se preciosos para ajudar a compreender melhor o seu negócio e auxiliar os gestores nas decisões a tomar. Porém, o ciclo económico recessivo que atravessamos pode comprometer o investimento das organizações em soluções de BI, pois normalmente recorrem a soluções proprietárias que são dispendiosas. Assim, importa procurar outras alternativas, nomeadamente soluções open source. Neste trabalho pretende-se desenvolver um protótipo de um sistema de BI para a administração pública local recorrendo a tecnologia open source ou software livre. Avaliar até que ponto se consegue lançar as bases para um sistema de BI, de baixo custo, fiável e capaz de satisfazer as necessidades de uma organização pública local é o objetivo deste trabalho. O resultado esperado é lançar as bases para um sistema de BI de baixo custo, de fácil utilização e capaz de apresentar informação precisa, relevante e atual, pretendendo-se munir a organização com soluções para melhor compreender o seu negócio e ajudar no processo de tomada de decisão.
Organizations are facing very quick environment changes which require restructuring the strategies and a continuous ability to innovation and adaption to meet new challenges. Public organizations are no exception. Business Intelligence (BI) systems with different data analysis perspectives become an important tool to better understand the business and assist managers to make decisions. However, with the current economic crisis, organizational investments in BI may be compromised because these investments usually based on commercial tools are very costly. It is therefore important to look for other alternatives, including open source solutions. The aim of this work is developing a BI prototype using open source or free software and assessing the foundations for a low cost solution, reliable and able to meet the needs of one local public organization. This solution need to be easy to use and able to provide accurate, relevant and current information. Organizations with these systems can better understand their business and can improve the process of decision making based on low cost solutions.

This study examines the factors appear to lead to the failure of small businesses in the Kagiso Township. The high failure rate can be partially attributed to the lack of support that the small, medium and micro-enterprises (SMMEs) receive from support institutions as well as to their own internal weaknesses. Strategies are recommended that will help small businesses be more successful. The study was exploratory, descriptive and qualitative in nature. Semi-structured interviews were used to gather data. Results indicated that the most common causes of business failure were lack of knowledge regarding legal matters, lack of funding and a general lack of business acumen. The study recommends that government should improve the effectiveness of its support mechanisms and that record keeping and cash flow management training is critical for SMEs. These recommendations, if applied properly, will ensure small businesses' success in Kagiso and the rest of South Africa.

This study empirically examines the political and institutional drivers of privately financed R&D investment behavior in the electrical equipment division of the manufacturing (EEM) sector with an emphasis on the roles of intellectual property protection, human capital formation, international trade openness, and direct government funding using rich unbalanced panel data of industry-specific business enterprise R&D expenditures of 12 OECD economies spanning the period 2000 to 2016. Unlike previous work, the effectiveness of a specific set of European Union (EU) policy initiatives targeted at the EEM-sector is also subject to investigation by applying a difference-in-differences approach. Consistent with theoretical predictions, empirical evidence advocates the conventional view that intellectual property rights protection, as well as human capital formation, have a spurring effect on business R&D intensity irrespective of the type of specification, thus, being important institutional predictors. Interestingly, the econometric analysis unambiguously indicates a significantly negative association of direct government funding with industry-specific R&D activity suggesting an inducement of crowding-out rather than additionality effects. Adding to this, no statistical confirmation has been found in terms of the difference-in-differences estimator providing no evidence in favor for a significant effect of the EU research funding initiatives on EEM sector business R&D spending. Against expectations, the research was incapable of drawing explicit conclusions on the relationship of international trade openness to R&D activity, and ultimately, to find empirical support for trade openness to be an essential and robust determinant.

This study explores the flawed procurement and delivery of Learner Teacher Support Materials (LTSM) in East London district at public secondary schools in the Eastern Cape province. Poor management of the procurement of LTSM has the result that some schools in the country have limited access to LTSM because of late delivery, non-delivery, incorrect and, or delivery shortages. These problems have contributed to under-achievement in the affected schools and in turn undermine the learners’ constitutional rights and educational aims and goals. Like many other provinces, the Eastern Cape also encountered difficulties with the procurement and delivery of textbooks to various public schools. To investigate the problem, a qualitative and exploratory study was carried out. The data were collected from a sample of 19 participants involved in the three levels of the procurement process; that is, district officials, school principals and the provincial head office officials. The researcher conducted face-to-face interviews using open-ended questions. The research results showed that although the procurement process of LTSM is centralised at the head office level, the other two levels, namely the district office and the school levels, play a significant part. While these levels play an important role in determining and collating the textbook needs, they require additional communication processes and systems to be in place to avoid prolonged timeframes and follow ups that bring about delays of the overall procurement process. Between communication of the relevant guidelines, and collating and submitting book needs information, delays happen along the way at one or more levels and these ultimately lead to either late procurement, late or non-delivery of books to the relevant schools. The study showed that although there are rules, regulations and various policies that serve as guidelines in the procurement process, the actual implementation and monitoring is flawed. The lack of coherence promotes mistrust and conflict between the relevant stakeholders, which in turn brings about minimal consultation on changes relating to effective management processes during procurement and distribution of LTSM. The study recommends changes that are needed to achieve effective management to alleviate problems encountered during the procurement and distribution of LTSM in the East London district public secondary schools

The study was undertaken to investigate the effectiveness of the interventions made by the Mogale City Plato mentorship programme to promote growth and sustainability of SMMEs. Though there have been interventions through the Plato mentorship programme to help develop SMMEs, there is still a high failure rate of small businesses in MCLM. The study will therefore evaluate if the Plato mentorship programme achieved its envisaged aim. A structured research instrument (questionnaire) was used to collect data through a self-administered survey. Questionnaires were distributed to the respondents by the researcher, and 100% of the questionnaires were returned for analysis. The results of the study showed that Mogale Plato mentorship programme adds value and advances small businesses and entrepreneurship. The study concluded that owners that took part in the MCLM Plato mentorship programme acknowledged that the programme was effective and increased business performance. The study showed that owners are faced with different challenges in running their businesses, which spoke volumes regarding the effectiveness of the mentorship programme. The findings also revealed that a majority of business owners benefited from the assistance received from MCLM Plato mentorship programme. The study recommends that MCLM sets up an office for mentoring individuals/groups in the municipality. This means that within MCLM, there should be a mentoring office and training twice a month that is aimed at helping business people know how to improve their businesses and manage challenges and take advantage of opportunities around them. The study also recommends that the municipality to create an incubating site for new owners/managers. The new owners/managers could share common services such as secretarial services, bookkeeping, and boardrooms

This project studies employment containment in Melbourne, Australia. Employment containment is a measure of the proportion of people that work in a location close to their home. Recent urban planning policies in Melbourne have aimed to improve employment containment in the city’s suburbs. While there has been analysis of the rates at which people both live and work within broadly defined ‘local areas’, little work has been done to investigate employment containment using smaller and more uniform catchment areas as the unit of analysis. This research attempts such a finer scale analysis using dasymetric downscaling techniques. A regression modelling approach supported by land use data, alongside a binary dasymetric method, is used to develop fine scale estimates of employment distribution, while binary and populationdensity weighted methods are used to develop a fine scale estimate of working population distribution. For the employment distribution estimate, the Poisson model that distributed employment to employment-related land use classes produced the smallest error. However, the error produced by this model is still high. For the working population distribution estimate, the population-density weighted estimate is the more accurate of the approaches, and overall produced low error. For the employment containment analysis, a number of employment centres were randomly selected and an employment containment catchment has been derived from a 5 km2 commuting distance catchment. Commuting flows from an origin-destination matrix were areaweighted to estimate flows into the employment centre from the 5 km2 catchment. The method is found to be potentially useful; however inspecting the results of this employment containment calculation highlighted flaws in the current estimates that should be addressed before the measures can be used to further analyse employment containment in Melbourne. Improvements to this method would support urban strategic and transport planning analyses at a metropolitan-wide scale.

Owing to the fact that entrepreneurship is widely considered to be a mechanism for reducing unemployment, the purpose of the study was to assess whether final-year Commerce students in the predominantly rural provinces, the Eastern Cape Province and the Limpopo Province, have the intention to start their own businesses.The study draws heavily from entrepreneurial intent models and focuses on the relationship between three key variables, namely, exposure to entrepreneurship education, awareness of entrepreneurial support and social capital to establish whether they are related to the intention of final-year Commerce studentsto start their own businesses. The literature review concentrated on entrepreneurial intent and entrepreneurial intent models; government entrepreneurial support initiatives in South Africa and in other countries and their role in the development of entrepreneurial intent, emergence of new ventures and the growth of small, medium and micro enterprises (SMMEs); entrepreneurship education and its role in enhancing entrepreneurial self-efficacy, entrepreneurial competencies and entrepreneurial intent;the influence of social capital on entrepreneurial intent and the different stages on the new venture life-cycle; and concludes with the link between entrepreneurship and the establishment of SMMEs. A survey was conducted among National Diploma (ND): Internal Auditing, Cost and Management Accounting and Financial information systems students (IAUD, CMA and FIS) (who had six months exposure to entrepreneurship education), ND: Entrepreneurship/Small Business Management (E/SBM) (who had three years exposure to entrepreneurship education) and ND: Management (without exposure to entrepreneurship education). The respondents for the study comprised 355 final year students of which 276 were from Walter Sisulu University in the Eastern Cape Province and 79 were from Tshwane University of Technology (Polokwane Campus) in the LimpopoProvince.Data was analysed using descriptive statistics and nonparametric statistics. The findings reveal that the majority of the respondents had the intention to start a business in the future.The entrepreneurial intent of the ND: E/SBM students was v stronger than the entrepreneurial intent of the ND: IAUD, CMA and FIS students and ND: Management students. Some significant relationships were found between entrepreneurial intent and the key variables of the study.

Manufacturing performance measures the extent to which the manufacturing plant has built capabilities like low cost, high quality, delivery, and flexibility. The importance of identifying drivers of these capabilities has been underscored by many scholars although limited evidence exists so far regarding this issue. The available evidence is also primarily based on data obtained from manufacturing firms operating in developed and emerging economies and not from firms in developing economies. This study, therefore, bridges this gap by exploring key internal and external drivers of manufacturing performance taking evidence from the manufacturing sector of a developing economy - Ethiopia. A quant-emphasis mixed method approach was used along with cross-sectional survey design to gather data and answer the research questions in the study. The unit of analysis is the manufacturing plant, and hence primary data was collected using multidimensional questionnaires at plant level from 197 medium and large scale firms from Addis Ababa and its periphery. Secondary data was obtained from census reports, the country’s Growth and Transformation Plan (GTP), and report on the performance of the Ethiopian economy, which were analyzed qualitatively and the implications to manufacturing performance drawn in the study. A series of scale checks and analyses were made to test unidimensionality, reliability, and validity of measures and then structural equation modeling (SEM) was used to analyze hypothesized relationships. The main finding is that environmental dynamism significantly influences competitive priorities and firm’s strategic orientation, which in turn significantly influence manufacturing decisions. Structural and infrastructural manufacturing decisions eventually significantly influence manufacturing performance when firms place increased emphasis on quality or delivery. The competitive priorities also significantly influence external learning capability of the manufacturing plant, although the influence of strategic orientation on this variable was not significant even at the 0.1 level except in the delivery priority model. Both the competitive priorities and strategic orientation, however, play little role in guiding leadership practices of manufacturing managers. The study further indicates that government support directly influences manufacturing performance, though it does not significantly influence external learning capability. Based on the findings, it is suggested that manufacturing firms should give due attention to what is going on in their external environment and accordingly align their competitive priorities, strategic orientation, and investments in structural and infrastructural resources to enhance plant performance. They should exhaustively utilize the supports provided by government as well.
