Анотація:

This paper discusses the concept of corporate governance and its application as well as its development in the case of Uzbekistan. The paper briefly focuses on the history of the corporate governance and provides different approaches, which were used to explain the underlying concept of corporate governance. This review of main definitions is followed by necessary regulations adopted for improving the practice of corporate governance in Uzbekistan. The paper also mentions important steps taken in order to develop corporate government principles. Moreover, the legislation of corporate governance is also thoroughly discussed through the paper. Finally, the paper discusses the application of corporate governance principles of developed countries including Germany, USA and UK.

Анотація:

Since the 1990s the concept ‘good governance’ has become one of the most widely used in debates in development, public policy and international relations. Despite its recent prominence the concept ‘good governance’ has frequently used in different meanings and implications. Following an introduction, which includes a historiographic note on development discourse, the first part of this paper is intended to be an overview of diverse definitions, interpretations and measuring problems of good governance. The purport of the second part of this paper is to focus on whether good governance matters in development or not, the performance of good governance in Albania. This paper has argued that good governance is indispensable in Albania, because misgovernance is a great hindrance and predicament to development. The politicization of bureaucracy, judiciary, appointment, transfer and promotion in all most all offices, lack of voice and accountability, inefficiency and satisfying the vested interest fall within the purview of misgovernance

Анотація:

Throughout the article, the relation between the governance indicators and the Human Development Level (HDL) is investigated. The analysis is conducted by using Panel Data Regression Method. The valid annual data of World Governance Index between the years 2002–2012 for 33 member and candidate countries of European Union (EU) is collected from World Bank’s official website. To measure HDL, data of Human Development Index (HDI) belonging to 2002-2012 term is gathered from United Nations Development Programme’s official website. The analysis concluded that, at least three of the governance indicators as Government Effectiveness, Regulatory Quality and Rule of Law have significant positive coefficients in the panel data regression model. It means that better governance performance for any country provides better performance at the HDL. It is evaluated that the results of the research may provide useful instrument both for public policy designers and for academics.

From May 31 to June 4,1999 over eight hundred participants from al1 levels of government and nongovernmental organisations attended the World Conference on Governance held in the Philippines. It had been organised by the Eastern Regional Organisation for Public Administration (EROPA), the Philippine Civil Service, and the National College of Public Administration and Governance at the University of the Philippines, in cooperation with numerous international and regional organisations, including the Asian Development Bank, the Canadian International Development Agency, the Economic Development Institute of the World Bank, the United Nations Development Programme and the United Nations Department of Economic and Social Affairs. Its theme was From Government to Governance with emphasis on public finance, capacity building and partnerships. But its major concern was promoting good governance, a topic which has been attracting increasing international attention since the late 1980s and has become a key objective of many technical assistance programmes. The World Conference can be seen as a culmination of these efforts to focus on good governance in institutional development and to prepare an agenda for future action by taking account of current ideas and opinions of all those involved. What follows is a brief overview of some major issues that run through the notion of promoting good governance.

Анотація:

Literature suggests a positive relationship between a country’s social and economic development, good governance, and institutions. However, there is not a consensus on the nature of this relationship and the aspects of the governance that are most important for economic development. This paper addresses this question by empirically examining the relationship between a country’s economic performance and governance indicators in 1996-2019. Economic performance indicators include GDP per capita and GDP. Governance indicators are adopted from the World Bank’s Worldwide Governance Indicators. The paper shows that while most governance indicators have a positive and statistically significant impact on economic growth, their importance varies with the income level of the country. As such, improvements in different aspects of governance become more effective for economic growth as countries move through different stages of economic development.

The paper explores two concepts that are gaining prominence around the world: Sustainable Development (SD) and Good Governance. The paper provides a literature review on both of the two concepts and their histories. The two are then related to each other in order to explore the interrelation and integration between the two concepts. It is determined that achieving SD requires Good governance, and achieving Good Governance requires SD. This is studied using Heliopolis University for Sustainable Development as a case study in which a sample of 100 (n = 100) from both administrative and academic staff members, responded to a questionnaire on the topics of SD and Good Governance. The results showed a strong relationship between the various concepts and variables of Good Governance measured and between the applications of SD concepts. The significance of the study is that, while there is a significant research and study on the topics of SD and Good Governance, little focus has been placed on the intersection between these two critical fields. Furthermore, this study provides empirical evidence for the connect as well as the implications Good Governance has on the success of the institutionalization of SD. Анотація:

This note explores trends in e-governance development in Africa and examines barriers and challenges confronting the development of Urban e-Planning in the continent. It has three main sections, besides the introduction and conclusion. The first is focused on e-governance development in Africa, examines the overall context of ICT in Africa and assesses e-government progress in Africa; the second deals with the barriers confronting e-planning; and the third discusses the challenges for e-planning implementation in Africa. Despite the overall negative picture of e-governance development in Africa that emerges from this review and the huge barriers it is confronted with, there are signs that it is feasible to have a rapid and sustained progress in the field of Urban e-Planning in the near future. However, considering the low level of conventional urban planning development in the continent, gradual implementation of e-Planning solutions in African cities is recommended.

Анотація:

The difficulties of achieving sustainable development reflect several internal tensions in the three-pillar approach: The adoption of economic development as a separate pillar from social development challenges the view that the purpose of one is to achieve the other; economic valuation of the environment removes the distinction between environmental and economic goals; and no distinction is drawn between the development of developing countries and the development of developed ones. These tensions are shown to be symptomatic of difficult issues being avoided. A closer examination revives doubts about whether the conservation of the global commons and the development of developing countries can both be achieved without major changes in economic structures and governance systems, nationally as well as globally. It is concluded that the development of more appropriate systems requires imaginative research in every discipline of the social sciences, with a vital role for cooperation between American and Chinese institutions.

In this paper we note that the institutional context (and therefore the structure of incentives and organization) in developing and transition economies is quite different from those in advanced industrial economies, and this necessitates the literature on decentralization in the context of development to go beyond the traditional fiscal federalism literature. We review some of the existing theoretical work and empirical case studies of decentralization from the point of view of delivery of public services and of conditions for local business development, and point to ways of going forward in research.

Emerging trends point to good governance as a panacea towards accelerated development in economic, political and social sectors of nations. Nigeria, wishing to realize, promote or maintain economic, political and social strides, should strive to embrace good governance. Efficient political and economic strands promote social order. The leaders and the led should embrace the good governance philosophy if development administration is to meet the underlying rationale it stands for. Both the leaders and the led have their (individual) roles to play to embrace good governance and strengthen development administration. Good governance in development administration is showcased in government‘s ability to design, formulate and implement policies and programmes which are development oriented and committed to the improvement of the quality of life of the citizens. It is especially accepted, that to promote good governance, the civil society should be obedient to the policies or constitutional dictates expected of them. However, the government through its arms should lead while the citizens follow.

AbstractGood governance is a concept for governance that should be run. Theoretically, the discourse of good governance reaps its pros and cons since it had been firstly introduced. However, as a concept and a strategic offer it deserves to be appreciated and re-examined. There are principles in good governance that are compatible with Islam such as accountability, transparency, deliberation, and others. Good governance will be achieved when it involves a good communication among the government, civil society, and the business sector. The author uses the perspective of contemporary maqaasid asy-shari'ah to view the discourse with more emphasis on development and right. The perspective is different from the old maqasid which emphasizes more on the protection and preservation. The result of the study shows that good governace needs harmonious relationship among the followers of religion, social justice, organized and equitable education, human rights protection, and the development of civilized law.Keywords : Good Governance, Maqâsid asy-Syaari’ah, DevelopmentAbstrakGood governance merupakan sebuah konsep tata kelola pemerintahan yang seharusnya dijalankan. Secara teoritis, diskursus good governace menuai pro-kontra sejak awal kemunculannya. Meskipun demikian, sebagai sebuah konsep dan tawaran strategis patut untuk diapresiasi dan dikaji kembali. Terdapat prinsip-prinsip dalam good governance yang berkesesuaian dengan Islam diantaranya akuntabilitas, transparansi, musyawarah, dan lainnya. Upaya mewujudkannya tidak hanya dilakukan oleh satu pihak saja, tetapi komunikasi antara pemerintah (goverment), masyarakat sipil, dan sektor dunia usaha. Dalam melihat diskursus ini, penulis menggunakan perspektif maqaasid asy-Syaari’ah kontemporer dengan lebih menekankan pada development (pembangunan; pengembangan) dan right (hak-hak). Berbeda dengan maqasid lama lebih pada protection (perlindungan) dan preservation (penjagaan; pelestarian). Berdasarkan hasil kajian tersebut bahwa dalam mewujudkan good governace diperlukan pembangunan dalam berbagai aspek seperti membangun hubungan harmonis antar pemeluk agama, mewujudkan keadilan sosial, penyelenggaran dan pemerataan pendidikan, perlindungan terhadap hak asasi manusia, pembangunan hukum berkeadaban..
