Анотація:

Economic changes create a strong need for the reconsideration of the system of financial and budgetary knowledge and paradigms already created in developed countries regarding the possibility of their use in the countries with developing economies. In this article, the authors clarify that the process of formation of the efficient and mutually agreed budget policy with strategic tasks of the social and economical development of countries requires development of the budget strategy. Its essence is the dynamic realization of the system of goals, principles, directions, tasks of state authorities, co-ordination and adequacy of their long-term regulatory measures to internal and external changes in the economic environment and social transformations aimed at ensuring macroeconomic stability, accelerating economic growth and improving the well-being of the population. The principles of budget strategy development have been clearly defined: scientific substantiation; integrity; efficiency; systematic approach; adaptability; variability; interdependence; purposefulness; sociality; legitimacy. The share of government expenditures, budget deficit and public debt in the gross domestic product in the EU and Ukraine has been estimated. The priority directions of budget strategies in the conditions of economic transformations have been defined, in particular, regarding the increase of efficiency of public expenditures and establishment of restrictions on their level of growth; improvement of the mechanism for managing budget deficits, public debt and guarantees and reduction of their limits. The research has demonstrated a huge influence of the budget strategy on the social and economical processes and on the development of the social relations.

Анотація:

A theoretical analysis of the crisis of the neoliberal model of globalization, which led to the processes of deindustrialization in many countries of the world, including Ukraine, is presented. It is shown that through the restoration of the development of high-tech sectors of the real economy, a global economic model is changing, that gives a chance to overcome negative consequences of the global crisis. The analysis of various models of capitalism under conditions of neoliberal globalization, including those in the countries emerging in the postsocialist space, has been carried out. It is shown that solving the contradiction that has developed in Ukrainian economy between current and long-term tasks is possible on the basis of a reproductive approach.

Retreat and Specters tell such stories toshape perceptions of globalization as a threat demanding vigorous scholarlyattention and creative political responses. Both books depict globalizationas a frightening menace heralding social tumult; dislocation; “ayawning hole of non-authority” (Strange, p. 14); and a terrifying legacy of“economic immiseration, political oppression, cultural marginalization,and racial and ethnic cleansing” (Matustik, p. x). Strange outlines potentialthreats, leaving readers to conjure responses. Matustik seeks to openthe conceptual space necessary to craft alternative conditions, leavingreaders to specify the threats and imagine how to achieve alternatives.Neither author explains or analyzes globalization. Strange disdains globalizationas no more than empty jargon, and describes it as an economicand technological phenomenon with political consequences. Matustik considersit to be social with political and cultural consequences.Both authors address prevailing stories of globalization as much asglobal conditions. Each exhorts readers to confront globalization byexploring the gritty reality and actual conditions confronting individuals,rather than by accepting prevailing stories. Thus, each confirms Cerny’s claim (1996:260) that globalization is more significant as a contested discoursethan as an analytical literature or global condition. Анотація:

Background. The international finance in the conditions of globalization is providing the strengthening for international cooperation and activity of supranational institutions, up growth volumes of foreign trade, and development of digital technology. It is important to identify the factors that influence and determine the development of international finance. The aim of the paper is to develop the theoretical and methodological approaches to defining the determinants of globalization's impact on the development of international finance. Materials and methods. It was used a system of scientific methods and approaches, which allowed to achieve the study goal, in particular: system method –for disclosing approaches to the evolution of international financial relations and substantiation of the determinants of their development; methods of scientific abstraction, structural, analysis and generalization are used for the study of the dynamics and features of the functioning of individual segments of international finance. Results. The development of international finance reflects the growth of financial potential countries and the global GDP. The new general principles in society development are forming in the condition of globalization. The international finance makes for “blurring the borders”, acceleration of calculations and the movement of capital. It has deepened the system of interrelations of the architectonics of international finance and it is forming a new matrix of their relations. The financial and banking technologies of settlements play an important role in the conditions of globalization. The emergence and functioning of global financial centers accelerated the movement of international financial flows. There is an accumulation of significant financial resources at the disposal of TNCs, TNPs, TNBs in the world. The dollarization of the nation's economy and rapid development of Internet digital technologies affect the volumes of foreign economic activity, and individual sovereign and global risks. International financial institutions play an important role in stabilizing global development, financing the strategic goals of the world community, counteracting and overcoming financial-banking crises, etc. Conclusion. The deepening of integration processes in international finance strengthens the influence of general and specific factors. The adaptability of the international finance system provides a new global matrix of financial relations and its institutional architecture. Transparency, stability, and development of national financing and banking systems and international financial-credit institutions play a significant role in ensuring sustainable development in the world. The development of the institutional environment should ensure the effectiveness of international cooperation and the use of financial resources, the protection of national sovereignty, and national security.

Introduction. International business has big differences compared to business based within a certain country. The same principles which are used by national companies to ensure business processes in a particular country cannot be fully applied in international business. With this in mind, the study and analysis of the peculiarities of international business are necessary tasks. Many foreign and domestic scientists studied the process of development of international business in the context of globalization in their works, such as D. Johnson, K. Turner, S. Robock, S. Mocherny, S. Fomishin, EG Panchenko et. al. The purpose of the paper is to study the peculiarities of the development of international business in the context of globalization. Results. In recent years, the growth of international business has been impressive. This rapid development was influenced by two main reasons: the strategic goals of companies that contribute to the process of globalization, as well as the changing business environment. The processes of globalization and internationalization contribute to increased competition in international markets and cause certain structural changes in the external environment. Conclusion. Thus, globalization is a large-scale and multifaceted process that is developing quite rapidly. International business in the context of globalization is influenced by many factors, including: increasing the dependence of economies of different countries, the creation of transnational corporations, strengthening the competitiveness of the state in the world market, as well as the development of international institutions and membership in international organizations.

The article presents some analytical results of Udmurtia museums’ work in connection with the processes of globalization. A museum, as a sociocultural institution of society, reacts and feels changes in the world that change the museum's space, and finds other forms of interaction with libraries, archives, universities and research institutes. Informatization as an integral part of globalization has changed the accounting, storage and presentation of historical, cultural and natural heritage to a visitor in domestic museums, including in Udmurtia. Public attention is focused not only on material, but also on intangible objects. Museums of the Udmurt Republic are part of the unified electronic museum space of Russia and the world, where there is an opportunity to join the great cultural achievements of all mankind. Globalization opens up new opportunities for visitors to access the museum's collections and research into the material and spiritual culture of mankind. Museums of Udmurtia are closely connected with the phenomenon of globalization. Based on the use of SHOT analyses to evaluate the activities of the state museums of the Udmurt Republic, the prospects for development are outlined. Some aspects of Udmurtia museums activities are analyzed: informatization of museum environment, new forms of communication and the role of philanthropists and patrons. Museums develop modern forms of communication, introduce multimedia resources, use interactive technologies, successfully develop and participate in projects, and provide visitors with disabilities with group and individual classes - master classes. Museum employees develop special programs for working with such visitors. Udmurtia museums strive to be open to all visitors. Museum community presents successful projects in the field of preservation and study of historical and cultural heritage to Russia and the world. In the process of globalization, museums in Russian society remain a traditional institution where you can see authentic exhibits of history and culture, feel the power of their impact on the thoughts and feelings of a person. It is this educational aspect that makes a museum different from other institutions of society.

The Krakow Scientific Conference of Religious Studies in December 2014 was held at Jagiellonian University under the general title "Religion in the Context of Globalization." In her author of this article, he was moderating the section "Multidimensionality of the religious situation in the modern world: a comparative analysis of the main tendencies of its development in confessionally different countries." Reflecting on the role of religion and its organizations in the context of world history, I came to a sad conclusion: religion itself has become the most destructive factor of social life for many centuries and destabilizes the world's historical process, the source of many wars. The Protestant movement, initiated in 1910, aimed at the attainment of the unity of Christian churches, did not gain the result that was oriented. It is surprising, in particular, that in its organizational structures, in general, sympathetic to ecumenism, did not include Catholics, but at the same time, being a member of the World Council of Churches, the Orthodox Churches, most notably the Church of the Moscow Patriarchate, are most opposed to Christian unity.

Introduction. The current alternative type of bank lending is the market of financial instruments. Nowadays it is gaining considerable popularity in international practice, but remains rather new in the domestic financial market and beyond. Such situation causes the actualization of scientific research related both to the coverage of the theoretical positions of the functioning of the financial instruments system, as well as to the improvement of practical features of their implementation. At the same time, taking into account bank-centricity of financial market of Ukraine (the assets of banks make over 87 % of combined assets of financial mediators) and absence of the adjusted infrastructure of stocks market, the banks themselves must become the initiators and providers of new financial mechanisms of the investment support of the domestic economy. Purpose. The article aims to determine the features, advantages, disadvantages and consequences of financial instruments usage on the basis of theoretical generalization of the essence and functional characteristics of financial market instruments and carrying out financial and economic analysis of their use. Method (methodology). The implementation of the tasks has been realized with the help of estimation and analysis of methods of risks and financing efficiency, estimation of financial and economic performance, statistical methods. Results. Research of dynamics and structure of financial mediation in the different countries of the world have allowed to draw the following conclusion: prevailing of the bank crediting in the structure of outsourcing of financing of activity of subjects of the real economy in the world, with the exception of Japan and USA; reduction of part of the bank crediting in the combined volume of the credits which have been given in economy by the financial sectors of different countries of the world; increasing of role of financial instruments in economic growth ensuring.

Research background: In the last two decades, labor markets around the world have become increasingly integrated. Political change and economic reforms have transformed China, India, Indonesia and the former communist bloc countries, effectively involving their consistent workforce in market economies. Purpose of the article: The aim of this paper is to offer globalization, a concept that identifies in the minds of many people with multinational companies and greedy capitalism and that would exploit anyone, a more humane image in terms of the beneficial effects it has on working conditions. Methods: As it becomes more and more a contemporary reality, globalization becomes the most controversial concept in the international economic and political literature. In order to write this article, a methodology was used based on the analysis of demographic and socio-economic statistics, analysis and interpretation of the literature, as well as conducting a case study on the impact of globalization of an emerging country, namely Indonesia. We live in a globalized world and yet there is still no consensus on what globalization means Findings & Value added: At the same time, the development of technologies, combined with the gradual removal of restrictions on cross-border trade and capital flows, have allowed production processes to be relocated away from target markets for an increasing number of products and services. The process of choosing the location of the production center has become more receptive to labor costs.

Introduction. The paper to study is the peculiarities of transformations of marketing technologies in the marketing system of companies in the conditions of globalization changes. Development of global management institutes has created a wide range of theoretical research on the role and nature of marketing in international markets of goods and services. The micro-level economies showed the latest marketing concepts with innovative tools and methods of researching marketing activities of companies. The purpose of the paper is to study marketing activities in the conditions of globalization. The theoretical and methodological basis of the study are modern theories, concepts, hypotheses. The methodological and information basis of the work are scientific works, materials of periodicals, information resources. Results. The expediency of using the “celebrity endorsement” strategy in marketing campaigns to increase the level of identification of the target audience of the brand company is substantiated. The company's recommendations are provided on the strategy for developing an advertising address that hypothetically will increase the level of audience identification with the company's brand. The “celebrity endorsement” strategy is a marketing company development strategy that provides for the active use of celebrities in order to create confidence, expanding market markets and ensuring company competitiveness, target audience identification with its brand. Conclusion. One of the methods for evaluating the intensity of the customer identification is a questionnaire that contains issues with the elements of the self-report. However, the issues of constituent identification remains open. Prospects for further research are proposed, namely, development: methods of evaluating client identification process with brand company within the framework of the “celebrity endorsement” strategy, budgeting and planning and other marketing procedures.

Abstract Scholars have long debated whether economic globalization increases citizen support for welfare policies to compensate for or insure against the new economic risks. The vast majority of what we know about such issues is gleaned from study of Western polities. We know little of such dynamics in Asia, the continent harboring much of the world’s population and having experienced the most extensive development in economic globalization. This article remedies such silence by focusing on public opinion in Asian countries to substantially rethink whether and under what conditions globalization exposure generates support for welfare spending. We argue that two such conditions are crucial: (a) levels of economic development influencing who wins and loses under globalization and (b) existing institutions for social protection that influence whether globalization’s losers look to public forms of compensation. We find support for our rethinking of embedded liberalism using five rounds of the Asiabarometer survey covering 28 Asian countries.

Анотація:

The article analyzes the use of land resources of countries in the context of globalization. Investment-attractive regions have been identified, the socio-economic and political conditions of which contribute to the seizure of land by foreign investors. Sources of food security of countries with developed economies are substantiated. Peculiarities of formation of land and resource space of European neo-colonial countries are determined. One of the most important historical events in the political and socio-economic dimensions of the world was colonialism, associated with the development of capitalism. In the book, Eric Wolfe, "Europe and People Without History", describes in detail the global expansion of the borders of European states in order to control both human and natural resources, as well as to expand global development and promote Christianity. European colonialism became an early form of globalization that shaped most of the world's current political borders. In this way, technologies, food and ideas based on the colonial countries - Britain, Spain, France, Portugal and the Netherlands, etc. were transported. The main goal is to use the limited resources of the colony country and make a profit. This approach is called neocolonialism (corporate colonialism), just as classical European colonialism aims at the comprehensive exploitation of natural resources, labor, and markets for superprofits.

Abstract Globalization is a process often identified with the economic integration of countries, the creation of a single market while neglecting other aspects of globalization. Besides its economic dimension, The KOF index of globalization includes the social and political dimensions. One of the questions is how the countries manage to strengthen their competitive position in the international market in the age of globalization. Is it challenging to maintain a stable competitive position in the conditions of greater connection of countries and in what form? For this reason, the paper deals with the change of the Global Competitiveness Index, a renowned measure of the competitiveness of national economies according to the methodology of the World Economic Forum, under the influence of increased economic globalization of Southeast European countries. It also estimates the impact of globalization, or its economic, social and political dimension on the economic growth of Southeast European countries, which is one of the requirements for successful positioning on the international economic scene.

The influence of globalization processes on the functioning and implementation of the strategy of economic development of the state is analyzed and proved. The author's approach to defining the concept of economic globalization and economic strategy of the state taking into account globalization challenges is offered, the model of realization of strategy of economic development of the state in the conditions of globalization is developed. New external challenges for Ukraine in the context of globalization and further integration of the country into the world economy include both potential benefits that should be sought to maximize and serious risks and threats that require targeted action to identify, mitigate and neutralize. Ukraine's economic development are formed. In the light of modern globalization challenges and a new stage of Ukraine's economic development, the importance of scientific substantiation of national economic strategies and the formation of effective state economic policy on their basis is growing. It is important to form a new vision for the choice of economic development strategies, which will be based on scientific knowledge, existing patterns of modern economic development and a clear understanding of the possibilities of advanced development. The choice of economic development strategy in the context of globalization requires a theoretical understanding of the essence of this phenomenon, its impact, determining their place in the system of macroeconomic development. New external challenges for Ukraine in the context of globalization and further integration of the country into the world economy include both potential benefits that should be sought to maximize and serious risks and threats that require targeted action to identify, mitigate and neutralize. The strategy of economic development of the state should be to effectively integrate the economy into globalization, which ensures maximum use of the resulting benefits and minimize the inevitable risks in favor of successful economic development. The strategy of economic development of the state in the effective introduction of the economy in the processes of globalization, which ensures maximum use of benefits and minimizes the risks in favor of successful economic development of the state.

This article reviews Pamela M. Lee's Forgetting the Art World (2012) and TJ Demos's Return to the Postcolony (2013). Reviewer examines the texts' shared concern with self-reflexive art practices that in different ways work to expose their own conditions of existence with respect to globalization. Both authors, according to the review, engage with art as a privileged medium that is capable of materializing knowledge about globalization and that thereby holds some potential to shape, mediate, or confront its trajectory. After appraising both the originality and limitations of Lee's and Demos's approaches, reviewer concludes with an outline of the core issues and challenges that globalization poses for art-historical methods.

Introduction. The functioning of banks in the highly competitive environment requires some research on the patterns of their activity in the market. Increased competition between deposit institutions, the emergence of compete it or sin the face of non-banking institutions (insurance, trust companies, pension funds), the outflow of investments from banks due to the development of the securities market have led to the need for banks to use marketing tools. In this context, the importance of digitalization on banking business in Ukraine plays an important role. Therefore, a necessary prerequisite for effective banking is the integration of digital and traditional marketing components, which will vary depending on the business model adopted and the status of the product and price segments of the market. Purpose is to investigate the trends of influence of modern information technologies on the development of banking marketing, to substantiate on this basis the ways of development of innovations of the banking product line in the conditions of financial instability. Results. The basic essential and evolutionary features of banking marketing have been analyzed and systematized, which made it possible to define modern banking marketing as an active search by banks for profitable markets of banking products. The influence of modern information technologies on the development of banking marketing is investigated. The key aspects of the strategic transformation of the bank into the digital era are identified. The directions of introduction of banking innovations in the conditions of financial instability, increase of banks' ability to use information resources effectively, development of new banking technologies and products, preservation of their competitive positions in the market and customer trust are offered. Conclusions. We see the prospects for further study of the stated problem in the study of challenges and threats that bring features of digitalization of the economy to all participants of this process. Due to the constant growth of cyberattacks, it is necessary to protect Internet applications and mobile financial applications, smart contracts, payment and automated banking systems, etc. by increasing the level of information security. A more detailed exploration of systems approaches to ensuring that Big Data and cloud services are used as test platforms is promising.

At the turn of the XX—XXI centuries, transformation of the world economic system is determined by a complex of processes, among which globalization occurred as the basic trend of the world economy, despite the contradictory comprehension of its imperatives and consequences in the world economic space. The current process of globalization is the result of increasing trends in polarization of the world architecture in terms of economic power and empowerment. This phase of the functional configuration of the world space causes the emergence of global problems and conflicts, predetermining the need for the economies of the world to cooperate closer and more openly on the design of the most effective mechanism for economic synthesis. Thus, the main line of today’s interaction of national economies at the global level is integration which is creating internal sources for economic growth and development. In the context of the above, the authors consider that integration trends in the global community have been caused by the ongoing globalization trends. The specifics of such changes are presented on the example of the Asia-Pacific region. At the same time, the main directions of Russian geopolitics and its role in the formation of integration associations in the Asia-Pacific region are shown.

This article sets out to rethink the dynamics of the migratory process under conditions of globalization. Two main models of migration and incorporation dominated academic and policy approaches in the late twentieth century: first, the settler model, according to which immigrants gradually integrated into economic and social relations, re-united or formed families and eventually became assimilated into the host society (sometimes over two or three generations); second, the temporary migration model, according to which migrant workers stayed in the host country for a limited period, and maintained their affiliation with their country of origin. Globalization, defined as a proliferation of cross-border flows and transnational networks, has changed the context for migration. New technologies of communication and transport allow frequent and multi-directional flows of people, ideas and cultural symbols. The erosion of nation-state sovereignty and autonomy weakens systems of border-control and migrant assimilation. The result is the transformation of the material and cultural practices associated with migration and community formation, and the blurring of boundaries between different categories of migrants. These trends will be illustrated through case-studies of a number of Asian and European immigration countries. It is important to re-think our understanding of the migratory process, to understand new forms of mobility and incorporation, particularly the emergence of transnational communities, multiple identities and multi-layered citizenship.

The agro-industrial complex of Ukraine with its basic component – agrarian sector is a system-forming element of the national economy. The Ukrainian agrarian sector has a production potential, which far exceeds the needs of the internal market. It is a link that can become the engine of development of the national economy and its effective integration into the world economic space. The purpose of this research is to determine the approaches to ensure sustainable development of the agrarian sector of Ukraine in the context of globalization and integration processes strengthening. The main task is to determine the problems of ensuring the sustainable development of the agrarian sector of Ukraine in the process of its integration into the world economic space. The category of “sustainability of agrarian sector development” has been considered and improved. It has been suggested to include in the classification of “sustainability of the agrarian sector” an element of the description of global integration processes. It has been proved that the sustainability of the agrarian sector development lies in the balanced combination of industrial, economic, social, environmental, intellectual and globalization processes.

Анотація:

This article examines the relationship between globalization and national education reforms, especially those of educational systems. Instead of exploring the much debated issues of how globalization affects national educational systems and how the nations react by what kinds of systemic education reform, however, it focuses on what such a method often leaves out, viz., the internal conditions of a nation that facilitates or hampers reform efforts. Taking South Korea as an example, it explores that country's unique national context which restricts and even inhibits education reforms. Especially noted here is the established "statist" political economy in education. In the paper's analysis, although South Korea's statist political economy has made a substantial contribution to economic and educational development, it is now considered increasingly unviable as globalization progresses. Nevertheless, the internal conditions, resultant from the previous statist policies, set limits on policy makers' efforts to alter the existing educational system. The analysis suggests that a fuller assessment of globalization's impact upon national educational systems or their reforms requires a perspective which is broad enough to encompass not only the concepts and/or theories of globalization and nation states but also the power relations and ideological setup of individual nations.
