Temporary urbanism has become a distinctive feature of urban life after the 2008 global financial crisis. This book offers a critical exploration of its emergence and establishment as a seductive discourse and as an entangled field of practice encompassing architecture, visual and performative arts, urban regeneration policies and planning. Drawing on seven years of semi-ethnographic research, it explores the politics of temporariness from a situated analysis of neighbourhood transformation, media representations and wider political and cultural shifts in austerity London. Through a longitudinal engagement with projects and practitioners, the book tests the power of aesthetic and cultural interventions and highlights tensions between the promise of vacant space re-appropriation and its commodification. Against the normalisation of ephemerality, it presents a critique of the permanence of temporary urbanism as a glamorisation of the anticipatory politics of precarity which are transforming cities, subjectivities and imaginaries of urban action.

This chapter traces the relational position of civil society through the history of three key organizations: Baikal Environmental Wave, the Tahoe-Baikal Institute, and the Great Baikal Trail. The development of local environmental civil society around Lake Baikal in the post-Soviet years was conditioned by two important changes. First, the Soviet collapse opened the door to global interaction. Local civil society was inextricably linked to global networks and forces that shaped the course of its development. Second, civil society’s strength and independence shifted along with the status of other power holders in the larger field. In the 1990s, the economy and the state were in crisis and collapse. Civil society was then most free to define itself and take aggressive positions. As the two opposing powers recover in the 2000s, accommodation to economic and political power is preferred.

This book is the first of its kind to examine the role of great powers in the international politics of climate change. It develops a novel analytical framework for studying environmental power in international relations, what counts as a great power in the environmental field, and what their special environmental responsibilities are. In doing so, the book connects International Relations (IR) debates on power inequality, great powers, and great power management, with global environmental politics (GEP) scholarship. The book brings together leading scholars in IR and GEP whose contributions focus on major environmental powers (United States, China, European Union, India, Brazil, Russia) and international institutions and issue areas (UN Security Concil, multilateral environmental agreements, international climate leadership, coal politics). The contributors to this volume examine how individual great powers have responded to the global climate challenge and whether they have accepted a special responsibility for stabilizing the global climate. They place emerging discourses on great power responsibility in the context of wider debates about international environmental leadership and climate change securitization. And they provide new insights into how international power inequality intersects with the global ecological crisis, and what special role great powers could and should play in the international fight against global warming.

Global democracy is a field of academic study and political activism concerned with making the global political system more democratic. This topic has become a central area of inquiry for established literatures including political philosophy, international relations (IR), international law, and sociology. Along with global justice, global democracy has also been critical to the emergence of international political theory as a discrete literature in recent decades. Global democracy is particularly concerned with how transnational decision-making can be justified and who should be entitled to participate in the formation of global rules, laws, and regulations. As democratic nations increase trade among themselves, policies like isolationism and nationalism make far less sense. Borders blur through free trade agreements and the creation of economic zones. As nations begin to take the interests of their partner nations into consideration when drafting laws and regulations, global democracy begins to take shape. However, due to globalization, the supposed alliance between democracy and the nation-state has come unstuck. The expansion of global connections has functioned in close cooperation with increased efforts to govern global affairs. Many scholars argue that increased transnational activity undermines national democracy. On the contrary, global democrats share the view that individuals should collectively rule themselves—to the extent that decision-making power migrates beyond the state, democracy should follow.

In the past several decades, there has been a growing chorus of voices contending that the Supreme Court and federal judiciary should stay out of foreign affairs and leave the field to Congress and the president. Challenging this idea, this book argues instead for a robust judicial role in the conduct of U.S. foreign policy. The book demonstrates that the Supreme Court and federal judiciary have the power and duty to apply the law without deference to the other branches. Turning first to the founding of the nation, the book shows that the Constitution's original commitment to separation of powers was as strong in foreign as domestic matters, not least because the document shifted enormous authority to the new federal government. This initial conception eroded as the nation rose from fledgling state to superpower, fueling the growth of a dangerously formidable executive that today asserts near-plenary foreign affairs authority. The book explores how modern international relations makes the commitment to balance among the branches of government all the more critical and considers implications for modern controversies that the judiciary will continue to confront. At a time when executive and legislative actions in the name of U.S. foreign policy are only increasing, the book makes the case for a zealous judicial defense of fundamental rights involving global affairs.

Global health politics has emerged over the last two decades as a distinct, interdisciplinary field of study which, although its boundaries are not set, is beginning to demonstrate signs of maturity. It is concerned with the actions, practices, and policies that govern the sphere of global health. Its emergence is intimately linked with the reconceptualisation of health as global. The field addresses not only the processes of decision-making, but also the structures of power that shape what is possible and the requirement for collective action to address global problems. Politics is unavoidable, necessary, and integral to effectively addressing global health challenges. The study of global health politics therefore is not about how to minimise interference in rational decision-making, but rather about explaining and improving the quality of political institutions and processes that will, in turn, improve global health action and, ultimately, outcomes. Fundamental to this is an understanding of the nature of politics and the workings of power. But the field also requires knowledge and techniques from a variety of disciplines, which intersect to produce a more complete understanding than any one discipline can provide. The result is inherently both multi- and interdisciplinary, characterised by methodological pluralism and varied theoretical perspectives.

This chapter presents an overview of major theoretical policy network developments, disputes, and alternative models, as well as key research results. Taking a chronological approach, the first section identifies the origins of policy network research in studies of power structures and interlocking directorates. The next section examines theories of policy networks constructed on both sides of the Atlantic in the late twentieth century. The third section looks at recent policy network developments, including the emergence of global networks and applications of new theories and advanced statistical methods to policy network research. The chapter concludes that the field has greatly matured as a multidisciplinary specialty and become more institutionalized in recent years. Although it still lacks cohesion around a core set of innovative ideas that could facilitate greater integration, opportunities await for creative analysts to propose paradigms that could take policy network studies in surprising new directions.

Whereas civil society has previously been considered a “check” upon concentrated elite power, this chapter explains civil society as one player in a larger field of power. The field of power is a meta-field that contains all other social fields. To contend in the field of power requires a generalizable power source, and these powers operate simultaneously at two levels: in discrete social fields and in the field of power as a whole. Thus, through a close examination of a single social field, one can trace the shape of the larger field of power. Because power can be garnered and deployed in multiple spatial scales, the field of power approach is particularly appropriate for understanding civil society in the twenty-first century, which is characterized by globalization and a resurgent authoritarianism. The book examines the global field of power by focusing upon the dynamic interactions of power players around Lake Baikal in eastern Siberia.

Megaprojects are characterized by complex technical interdependencies—both compatible and contentious—novel technologies and systems, cross-cutting regional and political forces, and the presence of multiple institutional frameworks. This chapter stresses the role played by institutions. Employing a broad conception, it views institutions as consisting of three types of elements: regulatory (rules, laws, orders), normative (norms and values) and cultural-cognitive (beliefs, schemas, frames). As a form, megaprojects incorporate and are subject to a diverse, complex, and conflicting combination of elements. Viewed as an organization field, megaprojects confront a highly diverse set of participants who exhibit varying degrees of embeddedness in their local environment and are obliged to manage their operations across multiple changing phases which entail shifts over time in their power and influence. These challenges require that successful megaprojects develop flexible legal-contractual managerial controls, common norms and values, and shared identities anchored in a robust project culture.

Pierre Bourdieu is the quintessential theorist of domination and social order. South Africa presents an exemplar from the Global South—fractured, contested, disputative, disorderly, violent. This chapter examines Bourdieu’s concepts of order through the jagged realities of South African society, at the same time exploring South African society through the conceptual lenses provided by Bourdieu, and in the process rethinking both. The author uses this double reflection to rethink Bourdieu from a Southern perspective, recovering a potent passage from Bourdieu regarding the “margin of freedom” from the tyranny of habitus and field provided by the concept of symbolic power. The chapter reconstructs the concept of political field to provide for multiple overlapping, mutually unintelligible, and subversive fields of practice occupying the same social space, thus accounting for double meaning, ambiguity, violence, and subaltern agency in the making and unmaking of social order.

This book presents a historical study of the international law of the private business corporation. The literature on corporations and international law typically concentrates on the failure to regulate corporations. This book challenges this ‘failure’ narrative and presents an alternative historical reading: a history of its facilitative role in constituting an economic order. This study draws inspiration from scholarship on the history of international trade law, international investment law, the history of global governance, and political economic analysis of international law, and connects these specialized fields in a single lens: the corporate form. The point of departure for this history is the simultaneous emergence of international law as a modern legal discipline and the turn to free incorporation in corporate law during the last third of the nineteenth century. The book demonstrates how the sovereign veil of the state and the corporate veil of the company were applied in tandem to insulate corporations from responsibility. Nevertheless, less powerful states invoked the same prevailing conceptions of the corporation, the sovereign state, and the relation between them, to curtail corporate power in struggles associated with decolonization. Reacting to these early victories, capital exporting countries shifted to a vocabulary of human rights and protected companies under a new regime of international investment law, which entrenched the separation between market and politics.

This book shows how the privatization of politics assumes a new dimension when billionaires wield power in world politics, which requires a re-thinking of individual agency in International Relations. Structural changes (globalization, neoliberalism, competition states, and global governance) have generated new opportunities for individuals to become extremely rich and to engage in politics across borders. The political agency of billionaires is being conceptualized in terms of capacities, goals, and power, which is contingent upon the specific political field a billionaire is trying to enter. Six case studies explore the power of billionaires in their pursuit of security, wealth, and esteem. The chapter on security analyzes Raj Rajaratnam’s relationship to the Tamil cause in Sri Lanka, and Sheldon Adelson's transnational electioneering in the Israel-Palestine conflict. Regarding the economy, the book studies how the Koch brothers' political protection of fossil fuels is affecting climate change mitigation, and how Rupert Murdoch's opinion-shaping is valorizing conservatism across borders. The chapter on social entrepreneurship and esteem examines the role of Bill Gates in the governance of global health and George Soros's attempts to build open societies as a 'stateless statesman'. An analytical conclusion evaluates the prior findings in order to address three major questions: Is it more appropriate to see billionaires as 'super-actors', or as a global 'super-class'? What is the relative power of billionaires within the international system? What does the power of billionaires mean for the liberal norms of legitimate political order?

Feminist international relations (IR) theories have long provided interventions and insights into the embedded asymmetrical gender relations of global politics, particularly in areas such as security, state-nationalism, rights–citizenship, and global political economies. Yet despite the histories of struggle to increase attention to gender analysis, and women in particular, within world politics, IR knowledge and practice continues to segregate gendered and feminist analyses as if they are outside its own formation. IR as a field, discipline, and site of contestation of power has been one of the last fields to open up to gender and feminist analyses. One reason for this is the link between social science and international institutions like the United Nations, and its dominant role in the formation of foreign policy. Raising the inferior status of feminism within IR, that is, making possible the mainstreaming of gender and feminism, will require multiple centers of power and multiple marginalities. However, these institutional struggles for recognition through exclusion may themselves perpetuate similar exploitative relationships of drawing boundaries around legitimate academic and other institutional orders. In engaging, listening and writing these struggles, it is important to recognize that feminisms, feminist IR, and IR are intimately linked through disciplinary struggles and larger geopolitical struggles of world affairs and thus necessitate knowledge terrains attentive to intersectional and oppositional gendered struggles (i.e., race, sexuality, nation, class, religion, and gender itself).

Since the fourth century, Christians have wrestled with how to interact with political authority—what it means to give to Caesar what is Caesar’s and to God what is God’s. The most common view holds that while Christians’ ultimate loyalty rightfully belongs to God, as earthly citizens they also have loyalties to the countries where they live and a moral responsibility to improve the world that surrounds them. Given these realities, it seems natural for the church to fervently engage in political life and cultivate a close relationship with the state. Such beliefs, however, result in a “paradox of privilege.” The church yielding to political power’s seduction—either by allowing itself to be coopted by worldly powers or by seeking to advance the kingdom of God through the machinery of the state—has often worsened the very problems Christians are trying to solve and harmed the church itself in the process. On the other hand, Christians resisting cooptation by the state, contesting the myth of the chosen nation, and demanding an equal playing field for all faith traditions has placed the church in the best position to fight injustice and violence, promote development, and engage in peacebuilding and reconciliation. Using global data and case studies, the book examines the paradox of privilege with respect to some of the most important areas in contemporary global politics: violence and persecution, human rights, foreign policy, and peace and reconciliation. This book also considers what the paradox of privilege means for the church itself.

It is an ecological treasure trove and a natural reservoir of global proportions. The region is also home to a strong environmentalist community that works tirelessly to protect Baikal from human harm. Environmentalists around Baikal began their campaign in the late 1950s, sparking the first national protest against the Soviet government’s planned industrial development. They have remained active in some form ever since, across the years of chaos, instability, and crisis: from Russia’s opening to the forces of globalization through the authoritarianism of Putin in the present. This book examines the struggle of Baikal environmentalists across these periods in order to develop a new understanding of civil society under conditions of globalization and authoritarianism. Through extended, historically informed ethnographic analysis, the book reveals that civil society is engaged with political and economic elites in a dynamic struggle within a field of power. Understanding the broader field of power helps to explain a number of apparent contradictions surrounding civil society and environmentalism. For example, why does civil society seem to both bolster democracy and threaten it? Why do capitalist corporations and environmental organizations form partnerships despite their general hostility toward each other? And why has democracy proven to be so elusive in Russia? The field of power posits new answers to these questions, as Baikal environmental activists struggle to protect and save their Sacred Sea.

Whatever stories we tell about the feminist past will shape our visions for its future. Hence, my explorations attempt to caution us not to situate a feminist remapping of the field of biblical studies within the context of neoliberalism. It is important to note that gender studies arrived on the scene at the same time as neoliberal economic globalization and its academic discourses gained ground around the world. Thus, the history of gender studies is not just a story important for feminism in the West, but rather a story of global dimensions. Today, kyriarchal neoliberal publishing structures not only rob wo/men of our intellectual traditions through misrepresentation, silencing, and exclusion, but much more through the reifying and stealing of our intellectual power. They do so through the control of print and other media. Hence, any remapping of the field must pay attention to this neoliberal capitalist cooptation of feminist work.

As Russian business emerged from collapse and mafia-style capitalism in the 2000s, the surviving oligarchs set their sights on the global market. As they entered the field of global capitalism, they learned the norms and business practices of Western capital, including corporate social responsibility. One corporation, Oleg Deripaska’s En+ Group, emerged as the primary corporate sponsor for Baikal environmentalism. Activists were ambivalent about the relationship, but accepted the money and donned the corporate logo. In so doing, these two generalizable power holders enacted a trade: money for virtue. Not only does such an interaction bolster the capacity of civil society, it also ensures its independence—only an independent civil sector can garner virtue and possess it in such a quantity to trade. Moreover, such a trade is superior to En+’s in-house attempt to create public will, because concern for the company’s image exceeds concern for environmental outcomes.

Development cannot be separated from global political economy, but it is an inherent component of the latter. The concept of development was popularized through expansion of colonization, and underwent various transformations as the socio-political structure of the world changed over time. Thus, the central task of development theory is to determine and explain why some countries are underdeveloped and how these countries can develop. Such theories draw on a variety of social science disciplines and approaches. Accordingly, different development paradigms have emerged upon which different scholars have shown profound interests and to which they gave extensive criticisms—modernization, dependency, Marxism, postcolonialism, and globalization. With the recent emergence of the post-modern critique of development, power has become an important subject in the discourse of development. Nevertheless, a full theoretical understanding of the relations between power and development is still in its fledgling stage. Though highly apparent in human societies, social power per se is a polylithic discourse with no unified definition and implication, which has led different proponents of development paradigms to understand power differently. Although there is a dialectic contradiction between the different dialogic paradigms, the reality of development theory is that there is a large choice of theories and models from which field practicioners will draw pragmatically the most appropriate elements, or they will create their own model adapted to the situation.

The pandemic tragedy is not only sanitary; It also untangles the inner "wounds" of our society with its structural problems that compromise the health of all inhabitants of the planet. And if we think of vaccines as the solution for a return to normality, we must ask: what do we mean by normal? Social stratification and inequality; structural racism and machismo; the destruction of our ecosystems and natural reserves. Could we consider all of this as normal or natural? Furthermore, what would be the basis for these problems which affect life on our globe? We argue here that the major issue is in the field of the evaluation. Our worldview, compromised by coloniality, driven by moral values, embodied in our social relations, needs to be questioned. For this reason we are proposing reflection and debate on morality and ethics, starting from a fundamental question: to what extent would values influence the power relations that define the field of politics? And how can we think about the similarities and differences of these relations from these two domains?

From a sociology of punishment perspective, it compares the ‘penal imaginations’ of domestic and international criminal justice, and considers the particularly central role of victims as a universalized symbol of humanity for the legitimacy of international criminal justice. With clear global asymmetries emerging from the work, Advocates of Humanity provides descriptive as well as explanatory understandings of criminal punishment ‘gone global’, analysing its social causation while examining its cultural meanings, particularly as regards its role as an expression of ‘the international’ will to punish. Global economic governance refers to efforts to organize, structure, and regulate economic interactions. In substantive terms, economic governance deals with a host of policy challenges, including the definition of basic property rights, efforts at monetary and fiscal cooperation, ando concerns for the “macroprudential regulation” of financial markets. The Global Financial Crisis has demonstrated not only the importance of macroeconomic and regulatory cooperation, but also the role of crises in redefining the purposes of economic governance itself. Debates in the fields of international relations (IR) and international political economy (IPE) over global economic governance have revolved around strategic interactions, social psychological forces, and the post-crisis emergence of new agents and international organizations. In applied IPE settings, these debates more explicitly pertain to the systemic importance of hegemonic power, multilateral interactions, or intersubjective interpretations. These views intersect with neorealist, neoliberal, and constructivist assumptions regarding systemic interactions. Over the 1990s, IR and IPE scholars would increasingly seek to move beyond both the structural materialism associated with hegemonic stability theory and the structural idealism associated with “first-generation” Wendtian constructivism. Future research should focus on broader questions of whether the Global Financial Crisis will spark renewed theoretical creativity and contribute to an enhanced policy relevance, or whether IR and IPE will continue to work to mask the role of power in limiting such possibilities.

Bitcoin—the first widely implemented cryptocurrency and blockchain architecture—seemingly separates itself from the existing territorial boundedness of nation-state money via a process of algorithmic decentralisation. Proponents declare that the utilisation of cryptography to advance financial transactions will disrupt the modern centralised structures by which capitalist economies are currently organised: corporations, governments, commercial banks, and central banks. Allegedly, software can create a more stable and democratic global economy; a world free from hierarchy and control. In Money Code Space, Jack Parkin debunks these utopian claims by approaching distributed ledger technologies as a spatial and social problem where power forms unevenly across their networks. First-hand accounts of online communities, open-source software governance, infrastructural hardware operations, and Silicon Valley start-up culture are used to ground understandings of cryptocurrencies in the “real world.” Consequently, Parkin demonstrates how Bitcoin and other blockchains are produced across a multitude of tessellated spaces from which certain stakeholders exercise considerable amounts of power over their networks. While money, code, and space are certainly transformed by distributed ledgers, algorithmic decentralisation is rendered inherently paradoxical because it is predicated upon centralised actors, practices, and forces.

This book provides an incisive analysis of the emergence and evolution of global Internet governance, unpacking the complexity of more than 300 governance arrangements, influential debates, and political negotiations over four decades. This group is composed of Brazil and India—two regional powers operating in very different security environments—and Iran, Israel, and Saudi Arabia, who confront each other in a truly existential conflict. In the early twentieth century, a good number of college-educated Protestant American women went abroad by taking up missionary careers in teaching, nursing, and medicine. Most often, their destination was China, which became a major mission field for the U.S. Protestant missionary movement as the United States emerged to become an imperial power. As educators and benevolent emancipators, they attempted to transform Chinese women into self-sufficient middle-class professional women just like themselves. As this book shows these aspirations ran parallel to and were in conflict with those of the Chinese xin nüxing (New Women) they encountered. The subjectivity of the New Woman was an element of global modernity expressing gendered visions of progress. At the same time, it was closely intertwined with the view of historical progress in the nation. Though American and Chinese New Women emphasized individual autonomy in that each sought to act as historical agents for modern progress, their notions of subjectivity were in different ways linked to the ideologies of historical progress of their nations. This book's transnational history of these New Women explores the intersections of gender, modernity, and national identity within the politics of world history, where the nation-state increased its presence as a universal unit in an ever-interconnecting global context.

The theme for the 2021 Edinburgh Dialogue was ‘The Changing International Order and Its Impact on Constitution Building Support’. This Dialogue sought to contribute new thinking on the constitutional implications likely to be triggered by changes to both the international order and the nature of conflict in the past decade, in particular given their impact on the peacebuilding field, which attempts to revise the underlying political settlement. The discussion was premised on an increasing sense within the social science academy and among practitioners that the post-Cold War global order for dealing with intrastate conflict has been fundamentally disrupted. Debates within comparative politics, international relations and international law—to a much greater extent than in comparative constitutional law—are dealing with the shift in the geopolitical balance of power—even if this shift has not yet reached the institutional architecture of the international order. Acknowledging these changing conflict dynamics, some of the ‘models’ with which international actors attempt to assist stakeholders’ exit from conflict—including by constitutionalizing political and legal institutions—are (or should be) changing.

The critical analysis the book provides explores the linkages across these fields, particularly in relation to Soft Power and Public Diplomacy, and is supported by a wide range of sources and methodologies. The book draws in a range of scholars across these different fields, and includes esteemed FIFA scholar Prof. Alan Tomlinson. Tomlinson addresses diplomacy within the world’s global game of Association Football, while other subjects include the rise of Mega Sport Events (MSE) as sites of diplomacy, new consideration of Chinese Ping-Pong Diplomacy prior to the 1970s, the importance of boycotts in sport – particularly in relation to newly explored dimensions of the boycotts of the 1980 and 1984 Olympic Games. The place of non-state actors is explored throughout, be they individual or institutions they perform a crucial role as conduits of the transactions of sport and diplomacy Based on twentieth and twenty-first century evidence, the book acknowledges the antecedents from the ancient Olympics to the contemporary era and in its conclusions offers avenues for further study based on the future Sport and Diplomacy relationship. The book has strong international basis because it covers a broad range of countries, their diplomatic relationship with sport and is written by a truly transnational cast of authors. The intense media scrutiny on the Olympic Games, FIFA World Cup, and other international sports will also contribute to the global interest in this volume.

The history of development studies as a field of academic inquiry can be traced most directly back to the Cold War era when public funding for “development studies” went hand in hand with international development as a state project, particularly in the United States. Economists, sociologists, and planners began to take the development of the “Third World” as an object of analysis, partially in response to new funding opportunities and a discursive context legitimating it as a field of study. By the 1960s, geographers began to take (so-called) “Third World” modernization and development as an object of research. Geographers’ engagement with development as intervention, and eventually the exploration of uneven global development as part of the “ebb and flow of capitalism,” can be divided into three waves. The first wave, visible in the early 1960s, took the quantitative spatial models dominant at the time in geography, such as those concerning urbanization patterns, transportation linkages, regional development, and population movement, and began to apply them to “Third World” contexts. This second wave, linked to the turn toward Marxist theory by a new generation of geographers in the 1960s, explored the uneven geography of wealth and power produced by capitalism and launched a powerful critique of development intervention as imperialism. The third wave of debates emerged in the late 1980s–early 1990s and is associated with poststructural and postcolonial critiques gaining traction at the time in geography and related disciplines.

Colonial Phantoms argues that Dominican cultural expression from the late nineteenth century to the present day reveals the ghosted singularities of Dominican history and demographic composition. For centuries, the territory hosted a majority mixed-race free population whose negotiations with colonial power were deeply ambivalent. Disquieted by the predominating black freedom, Western discourses ghosted—mis-categorized or erased—the Dominican Republic from the most important global conversations and decisions of the 19th century. What kind of national culture do you create when leaders of the world powers, on whose recognition you depend, rarely remember your nation’s name? Dominicans, both island and diasporic, have expressed their dissatisfaction with dominant descriptors and interpellations through literature, music, and speech acts. These expressions run the gamut from ultra-conservative, anti-Haitian nationalist literature to present-day Afro-Latinx activism. Dominant fields of knowledge constructed to account for various modes of being in the Americas have not been able to discern, and, in some cases, have helped to obscure, the kinds of free black subjectivity that emerged in the Dominican Republic. Analyzing literature, government documents, music, the visual arts, public monuments, film, and ephemeral and stage performance, this book intervenes at the level of knowledge production and analysis by disrupting some of the fields. In so doing, it establishes a framework for placing Dominican expressive culture and historical formations at the forefront of a number of scholarly investigations of colonial modernity in the Americas, the African diaspora, geographic displacement (e.g., migration and exile), and international divisions of labor.

The book tells the story of the ‘glories of the age of Anne’: the union of England and Scotland to form Great Britain and its establishment, through the victories of the War of the Spanish Succession, as a European and a global power. This was the achievement of two men above all: Queen Anne’s Captain-General, John Churchill, 1st Duke of Marlborough, and her Lord Treasurer, Sidney, 1st Earl of Godolphin, of whom it was said that each ‘was the greatest of his kind that hardly any age has afforded’. Their partnership not only embodied the emerging military-fiscal state; it was also a close and lifelong friendship which fully encompassed Marlborough’s beautiful and tempestuous wife Sarah. Tracing the partnership as it proved itself in a succession of victorious summer campaigns in the field and bitterly contested ‘winter campaigns’ at home connects aspects of a complex period which are often studied in isolation. But was the partnership in the end too successful, too self-contained, too mutually supportive; a dangerous concentration of power in fact and a threat to the queen and the constitution? ‘Rebellion and blood’ were always undercurrents of the last Stuart reign. A troubled dynasty would end with Queen Anne’s death and a contested succession depended on the outcome of the European war that occupied almost the whole of her reign. This is a story of sovereignty and ambition, glory and defeat, but above all of love and friendship, which helped to shape the modern world.
