Повний текст джерелаIl presente lavoro affronta lo studio di due problematiche idrogeologiche complesse e molto diverse tra loro, mediante un approccio geofisico integrato con le indispensabili indagini geologiche e idrogeologiche: (1) caratterizzazione delle risorse sotterranee solforose in ambiente montano al fine di localizzare una o più aree adatte alla perforazione e quindi all’estrazione di acque solforose; (2) caratterizzazione idrogeofisica di un area golenale soggetta a forti eterogeneità locali che possono influenzare il flusso, alterando consistentemente la conduttività idraulica. I risultati delle indagini geofisiche costituiscono nei casi descritti un indispensabile supporto funzionale per comprendere approfonditamente le aree studiate con particolare riguardo alla ricostruzione dei sistemi acquiferi, circuiti idrogeologici e disponibilità di risorse idriche e termali al fine di realizzare un'azione progettuale ingegneristica mirata e consistente.

Повний текст джерелаIl quadro nazionale e comunitario degli strumenti e delle esperienze di pianificazione, gestione e riqualificazione dei territori caratterizzati dalla presenza dell'acqua, nei medesimi presente in diverse forme, impone la necessita' di operare con un approccio sistemico, collaborativo e partecipativo (Barraque, 2001; Kallis et al., 2001; Aubin et al., 2002; Kaika, 2003; Carter, 2007; Vacik et al., 2014). In questa logica operano i Contratti di Fiume (Bobbio et al., 2008; Magnaghi, 2008; Bastiani, 2011), che concorrono alla definizione e all'attuazione degli strumenti di pianificazione di distretto a livello di bacino e sotto-bacino idrografico, quali strumenti volontari di programmazione strategica e negoziata che perseguono la tutela, la corretta gestione delle risorse idriche e la valorizzazione dei territori fluviali, unitamente alla salvaguardia del rischio idraulico, contribuendo allo sviluppo locale di tali aree (art.43 Contratti di Fiume DDL 1676 XVII Leg., noto come Collegato Ambientale). Le principali motivazioni del lavoro sono desunte dall'interesse per l'applicazione del modello Contratto di Fiume in specifici territori posti all'interfaccia fiume mare, con lo scopo di facilitare l'attuazione delle politiche e dell'azione di governo dell'acqua a livello locale (Governa, 2014; Alberton et al., 2011, De Vito, 2011; Armitage, 2008), in un'ottica generale di sviluppo sostenibile per i territori medesimi alla luce dell'aggiornato quadro normativo e del nuovo ciclo programmatorio comunitario. Tali motivazioni hanno consentito di costruire e argomentare il background e l'inquadramento concettuale della ricerca. I concetti base sono pertanto diventati: le peculiarità dei territori di foce rispetto ai territori fluviali di medio e lungo corso, lo stato dell'arte del governo e della governance dell'acqua in Europa e in Italia con approfondimenti rispetto agli approcci partecipativi e alla politica dei luoghi (place-based), i Contratti di Fiume dai principi e regole fino alle esperienza piu' significative, il passaggio dal modello tradizionale del Contratto di Fiume al nuovo modello concettuale del Contratto di Foce ragionato a partire da una serie di limitazioni riconosciute nel primo a seguito dall'analisi delle principali esperienze e della scelta di considerare l'applicabilita' nei territori di foce. L'obiettivo generale della tesi di dottorato e' risultato quindi essere quello di costruire un nuovo modello concettuale di water governance alla scala geografica dei territori di foce, posti all'interfaccia fiume-mare, in una logica unitaria di gestione integrata e partecipata delle risorse idriche e secondo la politica place-based per uno sviluppo locale sostenibile di tipo partecipativo incentrato sul tema dell'acqua. Il percorso logico che ha consentito di perseguire tale obiettivo generale, e' stato strutturato in tre parti, riconducibili a sub-obiettivi, funzionali all'orientamento degli output principali della ricerca riportati come risultati. Tali sub-obiettivi sono stati: definizione del nuovo modello concettuale Contratto di Foce per i territori all'interfaccia fiume-mare, sulla base dell'adattamento/evoluzione del modello tradizionale del Contratto di Fiume e a partire dalle limitazioni riconosciute in quest'ultimo (sulla base di alcune esperienze ritenute rappresentative); applicazione sperimentale del nuovo modello concettuale nell'area studio prescelta del Delta del Po, parte dell'arco costiero della Regione del Veneto, come Contratto di Foce Delta del Po costruito sull'effettiva dimensione territoriale ragionata sui caratteri idrografici, fisici, umani ed economici dell'area in attuazione della politica place-based; resportabilita' del Contratto di Foce e confronto con le politiche nazionali (nel caso specifico dell'applicazione sperimentale del Contratto di Foce Delta del Po scelto dalla Regione del Veneto e dal Ministero Economia e Finanza Dipartimento per lo Sviluppo e la Coesione Economica per l'attuazione della Strategia Nazionale Aree Interne ai sensi dell'Accordo Partenariato Italia 2014-2020. In fase di restituzione della relazione finale, il lavoro è stato organizzato secondo la modalità di seguito riportata. Le motivazioni generali del lavoro e gli obiettivi della tesi sono stati illustrati nel Capitolo 1 Introduzione, mentre i concetti di base su cui e' stata fondata la ricerca sono trattati nel Capitolo 2 Background e inquadramento concettuale. Detti concetti di base si riferiscono innanzitutto alla caratterizzazione di area idrografica dei territori fluviali tradizionalmente intesi e nelle specificita' dei tratti terminali dei fiumi, in corrispondenza dello sbocco a mare, a cui vanno riconosciute differenti peculiarita' e dinamiche, ma soprattutto importanti conflitti per gli usi, frammentazione di competenze e una complessa quanto gravosa gestione della risorsa idrica. E stato quindi ricostruito il quadro normativo e di indirizzo per il governo e la governance dell'acqua a livello comunitario e nazionale, con approfondimento della riflessione rispetto alla network governance a livello locale che la letteratura riconosce come un'opportunita' su cui investire le politiche di sviluppo e in forza della scelta che la ricerca fa di prediligere la dimensione territoriale. Sono stati conseguentemente esplorati gli approcci partecipativi e intersettoriali, sempre a sostegno della politica rivolta ai luoghi e per una migliore comprensione degli strumenti piu' vocati da considerare nella costruzione del nuovo modello concettuale, nello specifico del processo partecipativo. Sono stati infine analizzati i Contratti di Fiume, cosi come recepiti nella pianificazione di settore e territoriale, nel piu' recente quadro legislativo nazionale e secondo le principali esperienze internazionali e nazionali. Mentre il paragrafo che conclude il capitolo e' stato dedicato all'individuazione dei limiti del modello concettuale tradizionale, riconosciuto non-adeguato rispetto ad un'ipotetica applicazione sui territori di foce. Detti contesti geografici sono diventati il principale riferimento per gli argomenti dei capitoli successivi. Il Capitolo 3 Materiali e Metodi riporta le specifiche sulle fonti e sui documenti utilizzati per la ricerca nonche' la descrizione della metodologia di lavoro con riferimento soprattutto all'elaborazione dell'inquadramento concettuale. Vengono quindi illustrati il processo logico e la metodologia che hanno consentito l'adattamento del modello concettuale, da Contratto di Fiume a Contratto di Foce, in virtu' dell'applicabilita' sull'area studio poi prescelta e in generale per l'esportabilita' dello stesso in altri contesti territoriali all'interfaccia fiume-mare. Particolare attenzione viene poi posta alla descrizione della metodologia utilizzata nella lettura del territorio, in riferimento al tema guida della dimensione territoriale, e a quella elaborata per l'individuazione e l'analisi degli attori da coinvolgere nel processo partecipativo, compresa la descrizione degli strumenti di partecipazione esistenti e di quelli invece scelti ed utilizzati, con le relative modifiche di adeguamento che la ricerca apporta, per coerenza con il nuovo modello. Nel Capitolo 4 Caso studio: il Delta del Po vengono descritti gli elementi caratterizzanti che entrano in gioco nel nuovo modello concettuale del Contratto di Foce, secondo la metodologia precedentemente descritta. Particolare attenzione viene posta all'illustrazione delle peculiarita' di area idrografica oltre che alla frammentazione di competenze esistente soprattutto dal punto di vista della gestione della risorsa idrica principale causa del mancato recepimento delle politiche a livello locale. Il Capitolo 5 Risultati e discussione infine riporta i principali output della ricerca, che nella sequenza sono stati: la creazione del nuovo modello concettuale del Contratto di Foce, l'applicazione del medesimo nell'area studio prescelta del Delta del Po comprensivo della discussione sugli esiti maturati dalla sperimentazione nell'ambito del processo partecipativo avviato secondo la metodologia ideata (Tavoli Tematici), infine l' esportabilita' testata del modello in altri contesti territoriali di foce (e non solo) e l'orientamento delle politiche nazionali. Il Capitolo 6 dedicato alle Conclusioni, in cui si evidenzia che la tesi di dottorato nell'elaborare il nuovo modello concettuale del Contratto di Foce, che rappresenta il primo output della ricerca, alla luce dei risultati raggiunti soprattutto a seguito dell'applicazione del medesimo modello nel territorio Delta del Po, ha dimostrato che nei territori all'interfaccia fiume-mare l'attivazione di tale strumento di programmazione negoziata puo' essere strategico e determinante nel promuovere lo sviluppo locale e nel facilitare il recepimento e l'attuazione delle politiche alla scala locale, contribuendo al superamento delle complessita' e frammentazioni esistenti nella gestione della risorsa idrica e delle risorse territoriali in generale. Tale utilita' e' stata confermata dai policy maker, ulteriore risultato raggiunto dalla ricerca, che hanno riconosciuto il Contratto di Foce quale strumento di facilitazione alla scala locale per l'attuazione della Strategia Nazionale Aree Interne una delle tre opzioni strategiche, insieme a Mezzogiorno e Citta', su cui e' focalizzata la politica di sviluppo place-based voluta dal Governo Centrale ed espressa nell'Accordo di Partenariato Italia 2014-2020. Seguono infine il Capitolo 7 Bibliografia, organizzato in due paragrafi distintamente riferiti alla bibliografia generale e a quella specifica contenente normativa e regolamenti, programmi, piani e progetti, linee guida e sitografia; e il Capitolo 8 riservato agli Allegati in cui sono catalogati i principali documenti di studio e analisi prodotti durante la ricerca, in particolare durante la fase sperimentale della medesima. In conclusione si puo' ritenere che, oltre il riconoscimento dell'opportunita' di affinare ulteriormente il nuovo modello concettuale del Contratto di Foce a seguito dei risultati emersi in fase di applicazione del medesimo sull'area studio prescelta del Delta del Po, la tesi abbia pienamente soddisfatto l'obiettivo generale preposto.

The design and construction of a prototype of a new Tubular Solar Still (TSS) with a parabolic solar collector for the water desalination and purification. The TSS prototype has been tested in the Columbia University Engineering Solar Lab in New York City. The traditional water supply system for the arid areas Khetteras or Qanat. The green Infrastructure and the green roofs. Has been considered the role green infrastructures in sustainable water management practices and energy saving. Case of studies: • A sustainable water management and water desalination project, by Appropriate Technologies, for rural communities in the Moroccan Sahara desert. • The Research project “Quantifying the fundamental behavior of green roofs in a urban environment” runned by Columbia University and NASA. Повний текст джерелаIl presente progetto di ricerca dottorale verte sulla valutazione del ruolo ecologico ed epidemiologico che alcuni patogeni emergenti idrotrasmessi, i protozoi Giardia duodenalis e Cryptosporidium parvum, rivestono all'interno delle filiere idriche integrate. Entrambi i protozoi presentano una forma di resistenza ambientale, denominata rispettivamente cisti per Giardia e oocisti per Cryptosporidium, che conferisce loro una maggiore capacità di sopravvivere sia ai convenzionali trattamenti di potabilizzazione dell'acqua che a quelli di depurazione del refluo. Il pericolo che essi rappresentano come contaminanti delle risorse idropotabili consiste dunque nella loro potenziale capacità di dare luogo a focolai epidemici di sindromi gastroenteriche, sia a livello dell’intera comunità che fruisce del servizio idrico, che degli eventuali frequentatori di aree balneabili soggette a contaminazione. In primo luogo si è condotta un'approfondita ricerca bibliografica volta a determinare lo stato dell'arte sul tema: essa ha consentito di individuare le molteplici linee di ricerca già perseguite nell'ambito descritto, ottenendo così un quadro complessivo che delinea, sia a livello internazionale che nazionale, l'ambito conoscitivo noto circa i due suddetti patogeni emergenti. Contestualmente si è ottenuta anche una panoramica sulle differenti metodiche analitiche disponibili per la detezione di Giardia e Cryptosporidium nelle matrici ambientali. I protocolli descritti in letteratura, per lo più derivanti dalle metodiche impiegate nella parassitologia clinica, non sono risultati compatibili con un'attività di monitoraggio ambientale routinaria. Il motivo principale di tale inadeguatezza risiede principalmente nei costi troppo elevati degli stessi. All'interno di tale cornice teorica è emersa innanzitutto la necessità di realizzare una nuova metodica per la detezione delle (oo)cisti protozoarie nelle acque, caratterizzata da costi più contenuti, ma pur soddisfacentemente versatile, efficiente, sensibile e specifica. Il protocollo analitico implementato, denominato metodica della filtrazione su cartuccia in polipropilene (FCP), è stato utilizzato per la valutazione preliminare della qualità dell'acquifero di attingimento dell'Alto Vicentino ed in seguito impiegato per il monitoraggio della filiera idrica integrata che serve la città di Padova, selezionata come sistema sperimentale. La rete di monitoraggio di tale filiera è stata ricamata grazie alla selezione strategica di 18 siti di campionamento che consentono di ottenere una visuale complessiva dell’intero sistema, che nel complesso si compone di: filiera di distribuzione dell’acqua potabile (5 siti), sistema di allontanamento e depurazione del refluo civile (6 siti), corpo idrico recettore (5 siti) e, da ultimo, aree marino-costiere balneabili prospicienti la foce dello stesso (2 siti). Come attività corollaria, si è poi fruito dei numerosi case-report reperibili in letteratura che descrivono epidemie di giardiasi e criptosporidiosi, innescate o dall'ingestione di acqua infetta o dalla balneazione in acque contaminate, per la creazione di un database epidemiologico relativo al periodo 1954-2012 e denominato Giardiasis & Cryptosporidiosis Database (GCDB). Tale database consente non solo la catalogazione sistematica e la consultazione interattiva degli eventi epidemici, ma è stato sfruttato per implementare un modello predittivo capace di stimare il Rischio di Contaminazione Protozoaria delle Risorse Idropotabili tramite il computo di un apposito indice numerico (IRCPRI).

Повний текст джерелаL’obiettivo di tale studio è stato quello di implementare un Sistema di Informazione Geografica (GIS) per il monitoraggio dell’attività di pesca e delle risorse alieutiche, considerando le marinerie delle Isole Egadi, a rappresentanza di alcune tipologie di base dell’attività di pesca artigianale e per i diversi vincoli ambientali che in quest’area insistono quali la Riserva Naturale Marina e i Siti Natura 2000, al fine di suggerire opportune strategie di protezione sia per le risorse pescabili che per l’ambiente. Quindi un sistema esperto a supporto delle decisioni, che consenta di visualizzare i complessi scenari nell’ambito della valutazione delle risorse alieutiche nella dimensione spazio-temporale (Spatial Decision Support System), orientato alla pianificazione territoriale per un uso sostenibile delle risorse naturali, sinergica e coordinata tra i vari enti territoriali preposti. Nel corso di tale studio è stato messo a punto un data-warehouse, orientato alla pianificazione territoriale contenente differenti tipologie di dati ambientali, un database relazionale (RDBMS) contenente i dati riguardanti la pesca e la flotta, e un GIS in grado di gestire, analizzare, integrare dati eterogenei, riferendoli alle rispettive posizioni geografiche, finalizzato nello specifico ai seguenti obiettivi: - Studio delle caratteristiche ambientali dell’area di interesse; - Caratterizzazione della struttura della flotta per ciascun porto; - Variabilità degli attrezzi utilizzati nel tempo e nello spazio in ciascun porto; - Indagine delle specie catturate, qualitativamente e quantitativamente; - Indagine dello sforzo di pesca e cattura per unità di sforzo (CPUE), nello spazio e nel tempo; - Analisi dei principali parametri chimico-fisici ambientali (temperatura, salinità, ossigeno, etc); - Rilevazione delle condizioni climatiche e meteo-marine; - Individuazione di specie e habitat di elevato valore ecologico; - Valutazioni ambientali e indicazioni gestionali. In particolare, è stata indagata l’area di studio, gli aspetti geologici, biologici, con particolare rilievo ad habitat e specie di interesse scientifico e/o ecologico, mediante ricerche bibliografiche e campagne sperimentali in mare. Sono state realizzate le indagini inerenti la pesca e la flotta mediante i seguenti metodi: metodo indiretto e metodo diretto. Il metodo indiretto ha compreso la raccolta dei dati settimanalmente mediante rilevazione allo sbarco, per un intero anno. Il metodo diretto ha compreso la realizzazione di campagne sperimentali opportunamente pianificate, utilizzando come campionatore diverse tipologie di imbarcazioni e attrezzi delle marinerie dell’area, per la raccolta diretta di dati, sempre nell’arco di un anno. Durante le pescate sperimentali si è fatto uso di strumentazione GPS (Global Positioning System) per registrare le coordinate geografiche del punto iniziale, medio e finale dell’attrezzo in pesca. La profondità, a cui sono state effettuate le pescate, è stata registrata mediante ecoscandaglio. I dati oceanografici sono stati prelevati in situ, mediante sonde multiparametriche. Sono state rilevate informazioni riguardo le condizioni climatiche e meteo-marine. E’ stato realizzato un GIS facendo uso del software ArcGIS 9.1 della ESRI. Per la definizione dei temi e per uniformare le informazioni raccolte e catalogate nel datawarehouse, questo è stato strutturato in accordo ad un Thesaurus di Riferimento per Applicazioni ambientali (Environmental Applications Reference Thesaurus, EARTh). I dati riguardanti la pesca e la flotta sono stati elaborati e organizzati in un Database relazionale (RDBMS), che ha permesso la gestione dell’informazione geografica assicurando caratteristiche quali efficienza nelle prestazioni, controllo degli accessi, controllo delle ridondanze, conferendo una formidabile elasticità alla struttura e quindi di analisi spaziale, permettendo così di analizzare i diversi aspetti dei fenomeni. Questo è stato arricchito con collegamenti (hyperlink) a documenti utili (leggi, direttive, vincoli territoriali), immagini (foto di barche, coste, specie, attrezzi), pagine web. Infine, il sistema è stato organizzato in modo che, effettuando differenti interrogazioni ed operazioni quali analisi di dati spaziali (interpolazioni, operazioni di overlay, raster calculator), analisi degli attributi (query o funzioni di ricerca, SQL, summarize, statistics) e analisi integrata (spaziali e attributi), ha permesso di ottenere differenti informazioni nella dimensione spazio-temporale. In conclusione, il sistema è stato predisposto per analizzare e visualizzare i complessi scenari esistenti nell’ambito della valutazione delle risorse alieutiche nella dimensione spazio-temporale (monitoraggio), considerando le caratteristiche ambientali e le diverse problematiche dell’area, in modo da prevedere i possibili scenari futuri (forecasting) creando una modellizzazione della realtà, al fine di: fornire indicazioni nel pianificare una gestione ottimale delle risorse, razionale, integrata e sostenibile, quindi fornire spazialmente una scelta di soluzioni al decisore (Spatial Decision Support System) per la conservazione degli stock ma anche per preservare gli ecosistemi marini; avviare in caso di un’area sottoposta a più vincoli (Riserva Marina, Sito Natura 2000, IBA) una pianificazione concertata e sinergica tra i diversi livelli istituzionali preposti (governance multilivello e interscalare) ed evitare quindi una pianificazione conflittuale o ridondante. Il sistema realizzato potrebbe vedere applicazione nell’ambito delle seguenti pianificazioni: per la realizzazione dei piani di gestione pesca regionali, inerenti il Programma Operativo Pesca - FEP nazionale (Fondo Europeo per la Pesca); per l’elaborazione dei piani di gestione dei Siti Natura 2000; per la predisposizione delle varie fasi della Valutazione Ambientale Strategica (VAS); per la predisposizione di piani territoriali di Gestione Integrata della Fascia Costiera GIZC; nell’istituzione di Aree Marine Protette o Riserve Naturali Marine, Parchi, ed in particolare risulterebbe utile nella pianificazione della zonazione, soprattutto quando in tali aree è presente come forte componente l’attività di pesca, ricoprendo un elevato valore in termini di occupazione, commercio, attività ricreative e quindi di benessere economico.
The objective of this study was to implement a Geographic Information System (GIS) for the monitoring of fishing activities and alieutic resources in the Egadi Islands, as being representative of a few fundamental kinds of small-scale fishing and for various existing environmental restrictions such as the Marine Reserve and Natura 2000 sites. The purpose was to suggest appropriate conservation strategies for both alieutic resources and the environment. In other words, an expert system to decision support, making it possible to visualize complex scenarios in the assessment of alieutic resources in a space-time dimension (Spatial Decision Support System), geared towards spatial planning -for a sustainable use of natural resources- in synergy and coordination among the various authorities in charge. In the study a data-warehouse was set up, geared towards spatial planning and containing various categories of environmental data, a relational database (RDBMS) containing data on fishing and fleets, and a GIS capable of processing, analyzing and integrating heterogeneous data in reference to their respective geographical locations, with the following specific objectives: - Study of the environmental characteristics of the area of focus; - Characterization of the structure of the fleet for each port; - Investigating fishing gear changes in time and space in each port; - Quantitative and qualitative investigation of the species caught; - Analysis of fishing effort and catch per unit effort (CPUE), in time and space; - Analysis of the main environmental -physical and chemical- parameters (temperature, salinity, oxygen, etc.); - Survey of climatic and sea weather conditions; - Identification of species and habitats of high ecological value; - Environmental assessment and management guidelines. In particular, the investigation was carried out on the area of focus, its geological and biological aspects, with special attention to habitats and species of scientific/ecological interest, through bibliographic research and experimental sampling at sea. The investigation on fishing and fleets has been carried out with the following methods: indirect method and direct method. The indirect method has involved weekly collection of data from interviews at landing, over a whole year. The direct method has involved carefully planned sampling trips, using various types of boats and gear of the local fisheries for direct collection of data, also over a whole year. In the sampling process, a GPS (Global Positioning System) was used to record the initial, middle and final geographical coordinates of the fishing gear. Depths of experimental fishing were recorded with an echo sounder. Oceanographical data were obtained on site, with the use of multiparametric probes. Information has been recorded on climatic and sea weather conditions. The GIS was set up using ArcGIS 9.1 software by ESRI. For definitions of topics and to standardize the information collected and filed in the data-warehouse, this has been structured in accordance to the Environmental Applications Reference Thesaurus (EARTh). Data regarding fishing and fleets have been processed and organized in a relational database (RDBMS), which has made it possible to manage geographical information as well as assuring characteristics such as efficiency of performance, access control, redundancy control, thus giving the structure remarkable flexibility also in terms of spatial analysis and the possibility of looking at the various aspects of events. The database has also been enriched with hyperlinks to useful documents (laws, directives, planning restrictions), images (photos of boats, coastlines, species, gear), and web pages. Finally, the system has been organized so as to be able to obtain various kinds of information in a space-time dimension through operations and procedures such as spatial data analysis (interpolation, overlay, raster calculator), analysis of attributes (query or search functions, SQL, summarize, statistics) and integrated analysis (spatial data and attributes). In conclusion, the system has been set to analyze and visualize complex scenarios in the assessment of fishable resources in a space-time dimension (monitoring), taking into consideration the environmental characteristics and various critical factors of the area, so as to forecast possible scenarios and create models of reality with the purpose of: providing indications for optimal, rational, integrated and sustainable resource management, as well as a range of spatial options for decision-makers (Spatial Decision Support System) for the conservation of stock and marine ecosystems; in the case of areas subjected to multiple restrictions [Marine Reserve, Natura 2000 site, IBA (Important Bird Areas)], giving way to a concerted, synergic planning activity among the various authorities in charge (multi-level and inter-scalar governance) and thus avoiding any conflictual, redundant planning. Such system could be applied in the following planning situations: implementation of regional fishing management plans within the national Operational Programme – EFF (European Fisheries Fund); preparing of management plans for Natura 2000 sites; preparation of the various phases of Strategic Environmental Assessment (SEA); preparing of plans for the Integrated Coastal Zone Management (ICZM); institution of Marine Protected Areas or Marine Reserves, Parks, in particular, it would be useful to plan the zoning of this areas protected, especially when fishing activity is strong and of high value for occupation, trade, recreational activities and hence economic welfare.

Повний текст джерелаSono sviluppati metodi per rendere operativo l’adattamento ai cambiamenti climatici a partire da processi partecipativi per l’armonizzazione del sapere. Il primo paradigma affrontato è la gestione integrata delle risorse idriche, caso studio è il progetto BRAHMATWINN; il secondo paradigma è la gestione del rischio, con un caso studio fondato su un progetto di armonizzazione delle conoscenze in corso in Guatemala. Tre sono i risultati: 1. la tabella integrata degli indicatori, mediante la quale si è stabilita una relazione biunivoca fra risultati della ricerca e necessità degli attori locali; 2. la matrice per l’analisi delle carenze di politiche per il rischio inondazione, in cui sono identificati ritardi nella legislazione e nella sua implementazione; 3. la mappa cognitiva totale, attraverso cui si possono raccogliere ed analizzare le visioni che gli attori locali hanno sul rischio e sulla sua gestione, per identificare e migliorare le sinergie possibili fra istituzioni che si occupano di gestione del rischio.

Повний текст джерелаIncreasingly scarce and less affordable, water is taking on the characteristics of a precious resource able to increase marked inequities. The high consumption due to civil use – in domestic and tertiary sectors – fuels the pressure on the environment, drawing a very high water-stress condition in most Italian cities. The issue of water resources management within buildings stands as a priority field of investigation, and as a central process in the transition to a sustainability model in construction, today recognizable as ‘Regenerative Design’. Water scarcity represents a pending risk derived from environmental, technological, economic, social and political interferences. It threatens consequences on the availability and affordability of resources. The research aims to interpret the sustainability principle in water resources management, through the understanding of the best practices for harvesting, collection, treatment and reuse – with a circular approach – to preserve water quantity and quality in buildings, as various case studies can attest. The work tries to extend the field of analysis to all the components that contribute, even indirectly, to water consumption along all phases of the building’s life cycle and to integrate the evaluation criteria through a set of Key performance indicators, instrumental to define the relevance of strategies and the affinity with the research objectives. The result is the proposal of a regenerative model with complementary approaches for buildings, capable of providing a support tool to address aware and functional design choices in preventing water scarcity risk.

Повний текст джерелаIrrigated agriculture plays a vital role for socio-economic development of the Mediterranean area, although it is the largest exploiter of both water and energy re-sources. Given its importance, in a context in which water resources experience in-creasing pressure due to different global challenges (i.e., climate change, growth population and economic development among others), there is an urgent need of sustainable management of irrigation water resources. Nevertheless, it is extremely challenging, especially at the local scale, due to several complex and interconnected dynamics establishing in a given irrigation system. In such systems, multiple actors are indeed involved in decision-making processes, and the use of natural resources strongly depends on their behaviors affecting the dynamics of the system itself. As result, facing sustainable management of water resources issues through only a technical knowledge is not enough. Whereas, a careful knowledge of the system and its dynamics is essential for supporting a sustainable management of water re-sources. For the above reasons, integrated approach are needed for dealing with ho-listically water management issues. Among the recent integrated approaches devel-oped in scientific literature the Water-Energy-Food Nexus is surely an useful method-ology for supporting sustainable management of water resources by studying com-plex linkages among resources and integrating management and governance across sector and scale. In order to holistically evaluate sustainable resource management, this study proposes an innovative integrated methodology capable to operationalize the Water Energy Food Nexus (WEFN) at local level evaluating the multi-dimensional implications of irrigation use by identifying the main factors controlling the selection and exploitation of water sources. In detail, a model based on Causal Loop Diagrams (CLD) was implemented in a case study, used as reference, located in Southern Italy in order to get a deeper insight into a complex irrigation system. Moreover, three sustainability indices based on the “footprint” concept were defined in order to quan-tify the multidimensional implication of irrigation practice. Firstly, the Irrigation Water Footprint Index aims to evaluate the impacts of irrigation use on the available water resources of a given area. Secondly, the Energy Footprint for Irrigation Index quanti-fies the amount of energy consumed for water withdrawals and pumping, compared to the unit crop revenue. Finally, the Irrigation Water-Cost Footprint Index supports the evaluation of the economic benefits of agricultural production, compared with the costs of water for irrigation. All indices can be expressed both in an aggregated and disaggregated form to assess the impacts and benefits related to the use of specific water sources. Moreover, the integration of the aforementioned approaches is also proposed as the innovative element for supporting the sustainable management of water resources. Indeed, indices are important instrument to quantitatively evaluate the state of resources exploitation, but they reveal little of a given irrigation system dynamics, which are essential to quantify for identifying the effectiveness of a given sustainability policy. The obtained results reveal some general conclusions. As first finding, a dense network of relationships among different decisional actors involved strongly influence the dynamic of the system. Moreover, it is clear that actor behav-iors is affected by external drivers (i.e., crop market price and water availability) and internal constraints (e.g., water tariff). At the end, the mid-long time effectiveness of a given policy is affected by system dynamic.
