Анотація:
В работе рассмотрена задача планирования объема разнородных ресурсов в промышленных GERT-сетях с функционально зависимыми случайными операциями. Представлены основные шаги алгоритма для применения линейных функциональных зависимостей случайных величин в экспоненциальных GERT-сетях ресурсов. Рассмотрены примеры расчета объема ресурса одинакового или разного типов. Даны сравнительные результаты выходной величины GERT-сети, полученные численным и математическим методами. The paper considers the problem of planning the amount of heterogeneous resources in industrial GERT networks with functionally dependent random operations. The main steps of the algorithm for applying linear functional dependencies of random variables in exponential GERT-networks of resources are presented. Examples of calculating the volume of a resource of the same or different types are considered. The results of the output value of the GERT-network obtained by numerical and mathematical methods are compared.

Рассматривается задача определения условных плотностей вероятностей ресурсов в телекоммуникационной сети с обновлением информации, содержащейся в заявках, передаваемых по сети. Разработана математическая модель вычисления вероятностно-ресурсных характеристик GERT-сети по экспоненциальным и нормальным распределениям. The problem of determining the conditional probability densities of resources in a telecommunication network with updating the information contained in requests transmitted over the network is considered. The work developed a mathematical model for calculating the probabilistic resource characteristics of the GERT-network by exponential and normal distributions.

Анотація:
Graphical Evaluation and Review Technique (GERT) is a systems analysis technique for project management. GERT provides a visual picture of the system and helps to analyse the system in a less inductive manner. Therefore, the purpose of this paper is studying the application of project scheduling in agriculture, for operations scheduling of sugarcane production (preserve operations, harvesting and rationing) using classical GERT method in Khuzestan province of Iran. Results showed that the network model was able to answer any statistic all the questions concerning the project. GERT networks are increasingly becoming a powerful tool for modelling, scheduling, planning, controlling and analysing of agricultural mechanization projects.

Анотація:
The aim of the work is to develop mathematical and software tools for modeling planning and allocating processes of heterogeneous resources in industrial networks. Two approaches to the application of functional dependencies of random values of resources to the model of GERT-network are proposed: parallel and sequential, which corresponds to the processes of planning and allocating resources. The approaches proposed in the work allow expanding the capabilities of classical GERT-networks. To generalize the process of implementation and automation of calculations, a computer modeling system has been developed. The main stages of mathematical modeling of industrial networks based on GERT-models are also proposed. An algorithm for planning and allocating of heterogeneous resources in t industrial networks has been developed. A computer modeling system ResourceModeler has been developed, which allows calculating the distribution laws of output values in a GERT-network using linear functional dependencies based on the heterogeneity of resources.

The article proposes an approach to predicting the numerical parameters of the life cycle of information resources. The main task of this work is to develop a tool for numerical forecasting of the life cycle of information resources based on actual life cycle data in the form of resource history event logs. The forecast is carried out using the apparatus of stochastic GERT networks. The construction of the GERT model is performed using the Process Mining algorithmic apparatus and the ProM software framework. The object of the analysis was the data of the Scientific Electronic Library Online. The data is publicly available on the Kaggle.com website. To build a GERT network describing the life cycle model of an information resource, we used the methods of intellectual analysis of Process Mining processes implemented using the ProM Framework. In the course of the work, an analysis of the life cycle of information resources of the Scientific Electronic Online Library was carried out. The paper presents the process of extracting data used to model a GERT network using the ProM framework. The data obtained made it possible to restore the topology of the stochastic network and identify the laws of probability density distribution of the duration of the life cycle stages. On the basis of the constructed GERT-network, the law of distribution of the probability density of the duration of the life cycle of an information resource was described. The obtained result confirms the applicability of Process Mining technology to probabilistic analysis and forecasting of the life cycle of information resources.

In view of the situation that tasks or activities in the GERT model may have multiple realizations, this paper explores the time dependence of each repeated execution node under the condition of fuzzy information, and studies the characteristics of the z-tag fuzzy GERT model and its analytic algorithm. Firstly, the F-GERT model related to the number of executions of activities is defined, and the simplified rules, related properties and theorems of the network model are examined. Secondly, solving algorithm, conditional moment generating function and process arrival time of the F-GERT model for repeated execution time are studied. Finally, the application of F-GERT queuing system based on element execution time in weapon equipment management is discussed. The feasibility and effectiveness of the model and algorithm are verified by the practical application of the project.

This paper has determined the relevance of the issue related to improving the accuracy of the results of mathematical modeling of the software security testing process. The fuzzy GERT-modeling methods have been analyzed. The necessity and possibility of improving the accuracy of the results of mathematical formalization of the process of studying software vulnerabilities under the conditions of fuzziness of input and intermediate data have been determined. To this end, based on the mathematical apparatus of fuzzy network modeling, a fuzzy GERT model has been built for investigating software vulnerabilities. A distinctive feature of this model is to take into consideration the probabilistic characteristics of transitions from state to state along with time characteristics. As part of the simulation, the following stages of the study were performed. To schematically describe the procedures for studying software vulnerabilities, a structural model of this process has been constructed. A "reference GERT model" has been developed for investigating software vulnerabilities. The process was described in the form of a standard GERT network. The algorithm of equivalent transformations of the GERT network has been improved, which differs from known ones by considering the capabilities of the extended range of typical structures of parallel branches between neighboring nodes. Analytical expressions are presented to calculate the average time spent in the branches and the probability of successful completion of studies in each node. The calculation of these probabilistic-temporal characteristics has been carried out in accordance with data on the simplified equivalent fuzzy GERT network for the process of investigating software vulnerabilities. Comparative studies were conducted to confirm the accuracy and reliability of the results obtained. The results of the experiment showed that in comparison with the reference model, the fuzziness of the input characteristic of the time of conducting studies of software vulnerabilities was reduced, which made it possible to improve the accuracy of the simulation results.

In engineering projects, project duration and a cost increase occur in every phase and will propagate their impacts downstream. Associated with the compensation of project duration, the duration and cost impacts are transferred among phases. In this paper, after illustrating the transmission of project duration and cost impacts, we will use the risk transmission theory and GERT (Graphic Evaluation and Review Technique) network technique to build a transmission model. We have designed equivalent parameters of project duration and cost impacts in the GERT model for serial, parallel, and hybrid structures. The algorithm of the GERT network for project cost and duration transmission is analyzed. The effectiveness of this model and algorithm is proved by numerical examples. This paper provides a new analytical method for cost and duration control of engineering projects.

The transformation of East Germany from a socialist to a market economy has brought about the need to restructure all East German firms. Managing this transformation process is comparable to the planning and controlling of a large project in a quickly changing economic environment. The main goal for the managers of firms in transition is to ensure the survival of their companies and to reduce the time required for the restructuring processes. The purpose of this study is to assess stochastic activity network analysis as a tool for the management of transformation. Network analysis allows to identify the necessary management activities, to plan the optimal sequence of these activities, and to control ongoing transformation processes. Our experiences so far suggest that the stochastic activity network technique GERT is a well suited technique for the analysis of transformation processes. To illustrate this new application of GERT, the study presents a simulation of a GERT activity network for the transformation process of a firm. The simulation is based on more than 20 in-depth case studies conducted in East Germany.

В дисертації вирішено завдання забезпечення необхідного рівня безпеки системних програмних засобів на основі синтезу методу проектування ПЗ КСКЗ. На підставі вивчення сучасних методологій проектування ПЗ встановлено, що існує протиріччя між збільшенням ступеня використання системних програмних засобів в комп'ютерних системах критичного застосування, підвищенням вимог до його безпеки та існуючим станом методів ПЗ КСКЗ. Обґрунтовано вибір технології математичної формалізації на основі GERT-мережі. Розроблено комплекс математичних моделей технології управління та тестування програмних засобів, що складається з GERT-моделі тестування програмних засобів та GERT-моделі системи управління тест-кейсами. Це дозволило підвищити точність результатів математичного моделювання в умовах тестування на уразливості до різного роду загроз зловмисних хакерських вторгнень та проводити попередню оцінку часових витрат етапу розробки технічної документації проекту. Розроблено метод масштабування методології проектування програмних засобів з урахуванням вимог безпеки, що відрізняється від відомих можливістю управління існуючими в організації силами як в складі команди, так і в площині фахівців суміжного напряму. Розроблено математичні моделі етапу ініціалізації та реалізації функціоналу програмних засобів. Це дозволило виділити ряд найбільш важливих параметрів оцінки часових витрат ініціалізації, визначити їх залежності від якісних характеристик учасників проекту, та підвищити точність результатів моделювання на 3%. Синтезовано спосіб масштабування існуючої методології проектування програмних засобів комп'ютерних систем критичного застосування з урахуванням вимог безпеки. Обґрунтовано практичні рекомендації щодо застосування розроблених методів.

The dissertation solves the problem of providing the necessary level of security of system software on the basis of synthesis of the design method of software. Based on the study of modern software design methodologies, it has been established that there is a contradiction between the increase in the degree of use of system software in critical computer systems, increased requirements for its security, and the existing state of software methods. The choice of technology of mathematical formalization on the basis of GERTnetwork is substantiated. A complex of mathematical models of control technology and software testing software, consisting of GERT-model testing software and GERT-model of test-case management system, was developed. This allowed to improve the accuracy of the results of mathematical modeling in terms of testing vulnerability to various types of threats of malicious hacker intruders and to conduct a preliminary assessment of the time costs of the stage of development of technical documentation of the project. The method of scaling the software design methodology with the requirements of security is developed, which differs from the known ability to manage the existing forces in the organization both in the team and in the field of specialists of the adjacent direction. The mathematical models of the stage of initialization and implementation of the software functionality are developed. This allowed to highlight a number of the most important parameters for evaluating the initialization costs, determine their dependence on the qualitative characteristics of project participants, and increase the accuracy of simulation results by 3%. The method of scaling the existing methodology of designing software tools of computer systems of critical application with the requirements of safety is synthesized. Practical recommendations on application of the developed methods are substantiated.

Project management is the application of knowledge, skills, tools and techniques to project activities to meet project requirements. Project Management Information System is tightly connected with organizational structure and particularity of executed projects. However the main objective of this research was to identify project management model that would be universal, helpful and easily used with small and medium projects In analysis phase we reviewed different methodologies, project management processes and methods, that are used to implement these processes. For our model we’ve chosen Adaptive Project Framework and basic process groups, such as time, resource management and some other, that can be effectively used in computer-driven system. During research we compared our project management system prototype with existing solutions to ascertain suggested model for its universality, helpfulness and easy use. The comparison showed that our model fits the requirements, though its not the most useful, but the proportion of functionality and usefulness is the best.

The value of accountability as a key feature of strengthening health systems and reducing maternal, newborn and child mortality is increasingly emphasised globally, nationally and locally. Frontline health professionals and managers play a crucial role in promoting maternal, newborn and child health (MNCH) services in an equitable and accountable manner. They are at the interface between higher-level health system management and communities, facing demands from both sides and often expected to perform beyond their available means. Although accountability is a central topic in the governance of MNCH literature, it has mostly been approached at global and national levels, with little understanding of how accountability is integrated into the routine functioning of local health systems. This PhD explores the forms and functioning of accountability at the district level focusing on MNCH as a programmatic area with long-established institutional mechanisms (structures and processes) in South Africa (SA). The thesis is presented in the form of four empirical papers (published or submitted), exploring different dimensions of accountability, which are embedded in a series of narrative chapters. In this thesis, accountability is understood as a set of relations between an accountholder and ‘accountor’ (or duty bearer), in which the latter provides information or justification for actions or decisions taken, and faces the resulting consequences of his/her actions (reward or sanction). Accountability mechanisms are the means to regulate accountability relationships and include broad strategies, interventions or instruments. These mechanisms can take various forms including performance, financial and public accountability, and operate both vertically (accountability inside bureaucratic hierarchies, or towards external stakeholders and/or the community), or horizontally (between peers, ‘neighbour’ units, departments or ministries in a national health system). Drawing conceptually on the field of governance and considering the complexity of the accountability phenomenon, I adopted a case study approach to the PhD research, using a combination of policy document review, interviews (with managers, providers, community representatives and members of labour unions) and field observations, conducted iteratively over 16 months. The study was conducted in Gert Sibande District, one of the three South African health districts in Mpumalanga Province, with an in-depth focus on two of the seven sub-districts in the District. The research found that frontline health professionals have a clear understanding and conceptualisation of accountability in the SA health policy context, despite the reported inability to define accountability by health professionals described in the literature. Respondents referred to accountability as responsibility, answerability and virtue, and also argued for strengthening accountability mechanisms as critical to addressing maternal and child mortality. While deeming accountability as important, frontline professionals experienced the existing accountability mechanisms as ‘too much’ and indicated the desire for the streamlining of existing mechanisms. In this regard, the study documented numerous mechanisms at district level, almost all related to performance accountability in MNCH. These included a performance management system, quality assessment and accreditation processes, quarterly reviews, and death surveillance and response processes. The existence of multiple and overlapping accountability mechanisms engenders operational confusion and ‘accountability overload’ for frontline providers, encouraging empty bureaucratic compliance, while critical gaps – notably in community accountability – remain. In practice, at their best, some mechanisms operate following a reciprocal1 pathway of capacity building with resource provision (from management) and expectation for better performance (from providers). There were, however, contextual variations in the implementation and practice of the mechanisms between sub-district settings. The fieldwork observations and interviews were also able to document how formal institutionalised mechanisms are embedded within a complex system of informal accountability relationships and social norms (‘accountability ecosystem’) that enables or constrains the ability of frontline professionals to fulfil their tasks. In addition, using a Social Network Analysis approach, the research identified key actors and their involved network, which form the relational backdrop to the functioning of accountability mechanisms for MNCH. By revealing complex relationships and collaboration patterns among frontline health professionals, the study was able to show the multi-level action and multiple actors required to achieve MNCH goals.

Graphical Evaluation and Review Technique (GERT) is a popular method for analyzing complex system in simulation field. Thus, the GERT only can analyze crisp value and in real industry the many models can be observed that some variables/parameters may belong to the uncertain factors. Hence, the fuzzy GERT should be developed for analyzing complex system in uncertainty environment. The fuzzy GERT usually adopts triangular fuzzy number (TFN) to represent variables/parameters and calculate results by α-cut arithmetic. However, α-cut arithmetic has been mentioned that has excessive accumulating phenomenon of fuzziness and complex operation. This may make decision maker can not believe the analytic result of fuzzy GERT. Therefore, this study develops the fuzzy GERT with the Tw arithmetic operations to substitute traditional fuzzy GERT technology. In order to observe for semiconductor manufacturing minimum fuzzy analysis results. In numerical example the study models and analyzes semiconductor manufacturing processes in lithography area is one of important manufacturing area. In lithography area through complicated back enclosing, re-entry process which makes the complicated operation equation. Using Tw and α-cut arithmetic make a analysis to assess in result. Then we also examine various fuzziness and fuzzy slant-left, slant-right. From observing the result we can find that fuzzy GERT with the Tw arithmetic operations can efficiently reduce accumulating phenomenon of fuzziness than traditional fuzzy GERT technology, and our proposed method can simplify operations. It can keep the fuzzy prototype that counts, and keep steady more than α-cut arithmetic in decision environment.

Recently, various network analysis methods have been widely applied in different domains. Among these approaches, CPM and PERT are two of the most well-known approaches that have been successfully employed in project management area. However, these two approaches can not efficiently handle loop and stochastic concept in the network analysis. To enhance that, Prisker etal. (1996) proposed a new network analysis techniques called GERT. GERT is more flexible in dealing with real-world network problems than CPMand PERT. However, the parameters of GERT are usually determined by the fecision maker''s subjective opinion or by expert''s suggestion. It implies that the values of parameters in the GERT network are inprecise and uncertain. Thus, traditional GERT network can not reflect the characteristics of real-world network problems.   To overcome the above weaknesses, this research attempts to use fuzzy number to represent the parameter values, and develop a complete Fuzzy GERT model. The purpose of this research is to (1) allow the parameter values to be uncertain; (2) use stepwise computation as a basis to develop this model; (3) prove that traditional GERT model is a special case of the proposed Fuzzy GERT model. The major steps of the proposed Fuzzy GERT model consists of the following steps: (1) use triangular fuzzy numbers to represent the parameter values; (2) apply the operation of triangular fuzzy numbers and a-cut computation method to formulate two Fuzzy GERT models.   To validate the proposed Fuzzy GERT model, three different numerical examples have been adopted. The results shows that the values computed by the operation of triangular fuzzy number are the approximation of the exact solution using a-cut computation. In addition, this research also proves that the traditional GERT network is a special case of the proposed fuzzy GERT model when the parameter values are certain. Finally, a real-world application, the development of stainless door, is provided to illustrate the proposed Fuzzy GERT model.

This chapter focuses primarily on Graphical Evaluation and Review Technique (GERT), one of the intriguing techniques used for network-based management. It is a stochastic network technique and has many advantages over the conventional Critical Path Method (CPM) and Programme Evaluation and Review Techniques used for project management. The formulation of the GERT network for linear situation can be development by analytical techniques (such as signal flow graph theory); thus for a non-linear and other complex conditions, the Q-GERT (included Queueing Concepts) is used. To reinforce the importance of GERT and Q-GERT, a firm study is carried out on the limitations of the CPM and PERT. Thus, a solid comparison of GERT network with the CPM and PERT network is done not only to emphasize the applicability of the network but also to validate of the network. The scheduling of concrete formwork systems are considered for the comparison.

In this chapter, the authors present Air Navigation System (ANS) as a Socio-technical System (STS). The authors present models of decision making (DM) operators of STS, such as the deterministic models obtained for using network planning; the stochastic models obtained for using decision-tree; models in uncertainty obtained for using criteria Vald, Laplace, Savage, Hurwicz and other. The authors presented also DM models of operators in ANS, such as the neural network models, fuzzy models, the Markov network models, GERT-models for modelling and forecasting of behavioral activity of ANS's Human-operator (H-O) in flight emergencies situation. The scenarios of developing a flight situation in case of selecting either the positive or negative pole in accordance with the reflexive theory have been obtained. They demonstrate some examples with DM's deterministic and stochastic models for engineers, pilots, air traffic controllers, Unmanned Aerial Vehicle (UAV) operators, managers etc. In addition, the chapter presents some examples of DM models developed by the author and students at National Aviation University.
