Since 1989, the co-riparian States of Georgia, Florida and Alabama have been locked in an overt and institutionalized conflict to secure access to the waters of the Apalachicola-Chattahoochee-Flint (ACF) River Basin. In 1997, in an effort to end this interstate conflict which had earned the reputation as the longest water conflict in U.S. history, public officials at the federal and state scales agreed to suspend all pending litigation against one another and concurrently deployed a dispute resolution mechanism, known as `compact negotiations,' in the hope of equitably allocating the waters of the ACF Basin. Despite proclamations by public officials, exclaiming their commitment to the process of compact negotiations and their desire to see an end to the lingering conflict, 2014 marks the 25th anniversary of the bitter conflict over the ACF waters and a sustainable resolution has not yet been achieved. Against this background, this study provides an in-depth empirical explanation for why multiple efforts to resolve the ACF conflict have been unsuccessful and largely counterproductive. Using data collected from in-depth interviews with elite stakeholders and archival data parsed from executive agencies, bureaucratic reports and media sources, this study demonstrates that Georgia's strategic efforts to (a) rescale water management authority in the basin along neoliberal lines and (b) spatiotemporally displace demand- and supply-side management policies, have allowed Georgia and metropolitan Atlanta to achieve water security through a process of accumulation by dispossession. Finally, this study shows that Georgia and Atlanta's water security has compromised the authority of federal agencies to manage interstate waters, exposed the inability of the three riparian states to reach equitable compromise, and demonstrated the Court's express complicity in (re)producing uneven development in the American South.

Gwinnett County, Georgia experienced rapid growth in the 1970’s without the infrastructure so septic systems were installed for residential homes. The number of septic systems grew to over 85,000 with a density of 487 septic systems per square mile. This study mapped the distribution of septic systems to determine regions of potential pathogen surface water. This study addressed what potential health risks do high density septic systems have on surface water quality and how can the history of Gwinnett County assist in future development in the Metropolitan Atlanta area? It was found that the density of septic systems has reduced the surface water quality for streams in the Yellow and Alcovy River basins. An average rainfall cause septic flushing and an increase in the fecal coliform. Other trends observed in the surface water quality of increased BOD, water temperature, and various metals also indicated this flushing effect.

This study is a quantitative analysis of the performance of seventh grade students with disabilities on the state standardized mathematics test, the Georgia Math Criterion Referenced Competency Test (CRCT), across a three-year period. Information pertinent to the outcome of this study was gathered at an urban middle school in Atlanta, Georgia with an enrollment of approximately 800 students. The research was designed to determine whether or not the basic function calculator was a viable intervention for students with disabilities on the Georgia Math CRCT. The sample for this study identified 52 seventh graders with disabilities and 11 math educators at one Atlanta urban middle school. Several variables were identified in this study. Statistical relationships between the dependent variable of student achievement and several independent student and teacher-relevant variables were quantitatively analyzed with the utilization of the Statistical Package for the Social Sciences (SPSS) through independent samples t-tests, Pearson correlations, one-way analysis of variance, and cross tabulations. Based on the findings, implications and conclusions of this study, suggested recommendations are provided to educational stakeholders that include policy makers, educators, school leaders, and parents. Thus, recommendations of this study are for the aspects of student performance to improve student achievement in mathematics for students with disabilities through instructional deliveries, effective systems of communications between teachers and parents, and the perspectives of professional practices of math educators as found in this study.

Notre compréhension de la structuration des chaînes trophiques pélagiques du Paléozoïque inférieur, mise en place lors des évènements d’« explosion Cambrienne » et de « Grande Biodiversification Ordovicienne » et qui a abouti à la mise en place des écosystèmes marins à « caractère moderne », reste encore très fragmentaire. Nous nous intéressons ici à comprendre les origines et la dynamique de paléobiodiversité des Radiolaires polycystines, composantes biotiques clefs du plancton hétérotrophe, dans le but de mieux comprendre le calendrier et la dynamique de diversification du plancton au cours du Paléozoïque inférieur. La découverte de nouveau matériel provenant des montagnes de l’Altaï (Sibérie) apporte de nouvelles données sur l’enregistrement fossilifère des premiers radiolaires biominéralisés avec l’identification des plus anciens représentant de la famille des Archéoentactinidae d’âge Botomien. Des études menées sur du matériel de Terre-Neuve et d’Australie ont permis de caractériser l’ensemble des changements biotiques intervenus au sein des assemblages à radiolaires à l’aube de la révolution planctonique mais également de préciser la répartition paléogéographique des radiolaires au Cambrien supérieur. Une étude taxonomique menée sur un échantillon provenant du Kazakhstan a également permis la découverte d’un nouvel assemblage à radiolaire enrichissant considérablement notre connaissance de la diversité des radiolaires à l’Ordovicien moyen
Our understanding of the structuration of Lower Paleozoic pelagic trophic chains during the ‘Cambrian Explosion’ and the ‘Great Ordovician Biodiversification Event’, which has lead to the establishment of modern marine ecosystems, is still very fragmentary. We are here interested in understanding the paleodiversity dynamics of polycystines Radiolaria planctonic group, a key biotic component of the heterotrophic plankton, in order get a better idea of the timing and dynamics of plankton diversification at the Lower Paleozoic. The discovery of new material from the Altai Mountains (Siberia) brings new data on the fossil record of the first biomineralized radiolarians with the identification of the oldest representatives of the Archeoentactinidae family dated of a Botomian age. Study conducted on Newfoundland and Australian material allowed us to characterize precisely the various biotic changes undergone by radiolarians during the Cambrian-Ordovician transition, at the dawn of the planktonic revolution but also to precise their paleogeographic distribution at the Late Cambrian. A detailed taxonomic study conducted on a Kazakhstanian sample has allowed us to describe a new radiolarian assemblage enriching considerably our knowledge on the radiolarian diversity at the middle Ordovician

This study considers industrial society and development in the East Tennessee Copper Basin from the 1890s through World War II; its main focus will be on the primary industrial concern, Tennessee Copper Company (TCC 1899), owned by the Lewisohn Group, New York. The study differs from other Appalachian scholarship in its assessment of New South industries generally overlooked. Wars and increased reliance on organic chemicals tied the basin to defense needs and agricultural advance. Locals understood the basin held expanding economic opportunities superior to those in the surrounding mountains and saw themselves as participants in the nation’s industrial and economic progress, and a vital part of its defense. The study upends earlier scholarship contending local industrial concerns acted proactively to challenges from farmers harmed by industrial pollution; investigation shows firms hesitated to initiate new production processes and manipulated local elections. Partisan developments woven amid all this underscore errors in assuming ancient regional affinity for Republicans. Confederate heritage gave Democrats an historic advantage that fractured before New Deal progressivism and expanding basin Republican power. Markets forced basin firms to merge and embrace technological change affecting working people’s relationships, forcing workers to improve skills or settle for low-skill jobs. Excepting TCC managers and supervisory staff, provincialism ruled; suspicions and competitiveness among workers grew as most miners lived a few scattered villages and most managers and craftsmen settled in the basin’s “Twin-cities” district. Early union efforts collapsed before union mismanagement, rational management and a company union based upon Sam Lewisohn’s ideals. Management managed to wrest control of its industrial relations despite the effects of Depression and the New Deal’s empowerment of workers. Workers’ infighting, reflecting neighborhood demographics and ideological differences, benefitted TCC; it convinced locals TCC could best protect industrial peace. The submissive AFL union installed fit of ownership’s nationally recognized program for industrial relations reliant on federal power. After competition crippled local industry, locals continued their reliance on government: to investigate the medical consequences of extraction work and coordinate environmental restoration. Recent regional anti-government populism makes the basin’s peculiar historic reliance on federal help engaging.

Exploration undercover presents a significant challenge and relies heavily on the effective interpretation of geophysical data. Magnetotelluric (MT) surveying is an ideal method for characterising these covered terranes because it provides resolution from the shallow cover into the deep earth. Undercover terranes often lack constraining information, creating a significant impediment for translating geophysical features into geological interpretations. This thesis presents advances for understanding MT inversion uncertainty to produce better geological interpretations in data-poor areas. The project area is along strike from major Pb-Zn-Ag deposits at Mount Isa and George Fischer, and includes the location of a proposed suture between the Mount Isa Province and the North Australian Craton. The structure is interpreted from potential field data by previous workers but is not observable in outcrop. The prospective Proterozoic packages are concealed beneath 200-1200 m of Phanerozoic cover and consequently exploration success in this area has been very poor. The project dataset contains 1600 audiomagnetotelluric (AMT; 10-4 to 100 seconds) and broadband MT (BBMT; 10-2 to 103 seconds) sites; with approximate survey dimensions of 90 km north-south with line spacing of 5 km, and 150 km east-west with inter-site spacing of 2 km. The project area has scarce geological and geophysical information, and there is an inadequate understanding of the macro-scale geological structure. Three studies were undertaken with the aim of creating a new geological interpretation for the area. These studies were based on quantifying inversion variability and integration of information during interpretation. One study presents a workflow to objectively assess the variability of models produced during 3D magnetotelluric inversion. The workflow uses a sequential inversion methodology to examine model variability while minimising the computational demand of 3D inversion. The results highlight the high degree of variability permissible in 3D MT inversion models and reinforce the clear impact inversion parameterisation has on the inversion models. Our method allows objective differentiation between well- and poorly-constrained features. The second study integrates the results of 3D magnetotelluric inversion and variability analysis from the previous study, with deep crustal seismic and potential field data to refine our understanding of the southern Mount Isa Province. A new crustal-scale west-dipping feature is identified that is adjacent to a major change in crustal thickness and associated with a major change in crustal resistivity (that extends at least 400 km to the north). There is additionally a conductor located on or just above the interface and significant changes in the potential field response corresponding to both upper crustal and lower crustal depths. The structure is spatially associated with a low-resistivity feature (interpreted to be due to fluid movement or alteration), extends into the shallow crust and represents a possible exploration target. The third study is focused on resolving the depth to basement and basin morphology of the Neoproterozoic-Mesozoic cover basins in the project area. Resolving the depth to basement from MT data is inherently difficult due to the data’s insensitivity to the top of a resistive package (such as crystalline basement rocks). We used a combination of 1D probabilistic inversion, 2D deterministic inversion and synthetic modelling of downhole resistivity data to produce the final interpretation. The interpretation includes the base of the Eromanga Basin, an intra-Georgina Basin low-resistivity layer and depth to basement, all of which have associated error estimates. Understanding variability in geophysical inversion is integral to the construction of a well-supported geological interpretation. This is especially true for areas where constraining information is limited or absent. We demonstrate that an understanding of data resolution and model uncertainty enables interpretation of new, worthwhile geological information from MT inversion even in data-poor greenfield terranes. Our new interpretation de-risks mineral exploration and provide new insights into crustal structures important for exploration targeting.

Coho salmon (pnayrhynchus kisutch) declines in the Strait of Georgia, British Columbia have been attributed to overfishing, marine survival, and habitat loss; however, the relative impact of each is difficult to ascertain. In many cases of commercial fish population declines, factors other than fishing are blamed. In British Columbia considerable funding is allocated to habitat restoration projects; however, if spawners fail to colonize streams, then funding and effort may be wasted. I investigated the contribution of freshwater habitat loss in the Georgia and Lower Fraser Basins of British Columbia to a substantial decline in coho salmon abundance from mid-1970 to 1995. I used land use as an indicator of potential habitat loss and degradation for an index set of watersheds and measured land use change over four decades using aerial photos and a Geographic Information System. I compared land use to coho escapement and coho fry for sixteen watersheds and over three time periods (1955, 1975 and 1995) using linear regressions. I found no significant relationships between mean coho escapement and land use for each time period. Land use change over time was not related to the realized rate of population growth (g) for coho or coho fry. Coho fry abundance was positively related to proportion old growth in a watershed, and negatively related to proportion urban land use in the 1995 time period.

Georgia Basin QUEST is a computer-based scenario generation and evaluation system designed to encourage thinking about sustainability in a regional context. Global warming/ climate change is an important public policy issue for every world citizen especially for those who contribute much more to the causes, like the residents of the Canadian side of the Georgia Basin in British Columbia. Through QUEST users explore different possible scenarios of the region's future by selecting a Worldview to characterize the global future as well as particulars in many categories that are pivotal in forging sustainable lifestyles locally. Strategic choices in these categories, which include land use, transportation, energy, waste, agriculture, forestry and fisheries, also affect the average regional citizen's greenhouse gas emissions both directly and indirectly. Could there be a way to interweave informative material about global warming/ climate change in with the piecewise linear graph QUEST produces showing greenhouse gas emissions decade by decade in a user's scenario? Since there is a time lag between emissions and impacts in climate change processes that is longer than the 40-year time frame QUEST offers users to build their future scenario, it is impossible to offer the opportunity to express preferences about global warming/ climate change considerations and link output directly with those choices as is done in the other QUEST categories. However, this thesis proposes to use the remaining 'real estate,' three-quarters of a single output computer screen for global warming-related material by accompanying the graph showing greenhouse gas emissions resulting from the user's choices with graphs or text dealing with climate change impacts, adaptation or mitigation. Categories the user has emphasized in scenario construction would be highlighted and the slant could be keyed to the chosen Worldview. It argues that the issue is too important to sustainability efforts to overlook.

Given its inter-disciplinary nature and community-oriented perspective, the field of planning is well poised to help create more sustainable, local food systems. Yet the food system has been virtually ignored by the planning profession (Pothukuchi and Kaufman, 2000). Such ignorance is puzzling given the enormous importance of the food system to urban sustainability, a central issue of planning practice. Drawing on the theory of urban political ecology, I propose food system planning as an approach to designing and implementing sustainable urban systems. This thesis identifies the barriers and opportunities that exist to the emerging field of food system planning. Thirteen interviews were conducted with local government planners in the Georgia Basin region of British Columbia. Two central themes emerged from the research: first, political, public and institutional will are major factors in helping and/or hindering food system planning, a finding that supports urban political ecology theorists who contend that sustainable development is as much about governance as it is about ecology, community or economy. Second, food system planning faces a major barrier in that it is perceived as lying outside the roles and responsibilities of planners, a barrier attributed to a dualistic view of planning that sees agriculture as separate from the food system, social planning as separate from land use planning, and the domain of the public sector as separate from the domain of the market. These dualisms must be overcome if urban sustainability strategies, including food system planning, are to be successfully implemented. While the future of food system planning is not without significant challenges, the experiences of participants provided valuable insight into how the food system might be more comprehensively inserted into the local government planning agenda. Strategies are presented for advancing the field of food system planning in British Columbia, including recommendations for practice, policy and further study.

Many people do not like thinking about the future. If they do, over 50% of Canadians think “our way of life” (p. 7) will end within 100 years and over 80% of Canadians think “we need to change our worldview and way of life if we are to create a better future for the world” (Randle & Eckersley, 2015, p. 9). There is a good reason for this. Alarms have sounded over global urgent complex problems with potential for catastrophic consequences such as the development of artificial intelligence, climate change, mass extinction, nuclear war and pandemics (Marien & Halal, 2011). Society is also increasingly fragmenting as imminent crises build on lack of understanding, the sense of incapacity to act, fear, distrust, blame and a lack of hope. This struggle for humanity’s survival is complicated by the turbulent global environment in which institutions continue to follow path-dependent trajectories set forth in a different time and context. Governments at various levels face a problem of “fit” between current structures and processes, that have not progressed sufficiently to meet changing needs of a global society mired in complexity and governance challenges. However, hope exists. Incremental progress on many fronts and a massive amount of efforts and resources are being engaged worldwide. There are emerging fields, lenses and tools that can potentially alleviate complex problems and address this emergency. The purpose of this dissertation is to understand and assess dialogue-based foresight practices being applied towards complex problems in Canada to provide insights into how these practices can assist society to alleviate global urgent complex problems and their impacts, within this backdrop of looming crises. Foresight, alternatively known as future studies or scenario-building, is a forward-looking practice recognized and used globally with over 100 research organizations focused on foresight, widespread usage by firms and over 18 countries involved in foresight activities (Berze, 2014b). Overall literature findings suggest foresight is widely and at least incrementally effective with a number of impacts in various areas (Calof, Miller, & Jackson, 2012; March, Therond, & Leenhardt, 2012; Meissner, Gokhberg, & Sokolov, 2013) but the extent of this effectiveness, the mechanisms involved, and the specific foresight benefits per type of project needs further research and evidence. For instance, limited literature exists on whether foresight can transform complex situations and if so, under what conditions. Thus, opportunities exist for assessing and increasing foresight’s impact. This dissertation is a contextualized, systematic empirical study that taps into transdisciplinary literature and practice, case studies of how foresight has been used to address specific types of complex problems in Canada, as well as surveys and interviews with foresight experts and participants. This dissertation uses a foresight community scan and a comparative case study approach to provide practical and theoretical benefits to foresight and complex problem area stakeholders. The research focuses on studying the broad interactions of foresight and identifying the impacts of dialogue-based foresight projects on people and the outcomes of complex problems. The dissertation concludes that dialogue-based foresight is a valuable and unique practice for ameliorating complex problems and their consequences. Insights are offered towards dialogue-based foresight’s potential contributions within the context of other efforts directed at humanity’s struggle for survival and global complex problems. These insights can then foster the further development and application of dialogue-based foresight on a global scale to alleviate complex problems and their effects. The dissertation outlines recommendations on key next steps to realize these potential contributions.
