Abstract Subject and purpose of work: The purpose of this research is to the a ssess the Indo-French bilateral cooperation in the Indo-Pacific region. The study aims to identify the main areas of cooperation between India and France. This paper assesses a roadmap for the broader strategy for the „Indo-Pacific Parks Partnership”. Materials and methods: It uses the empirical approach to know to what extent the Indo-French cooperation achieves its goal. Further, this study answers the following research questions to test a hypothesis. What kind of bilateral partnerships are the two countries shaping for deeper comprehensive cooperation? Why is the Indo-Pacific the central part of the Indo-French partnerships? India and France strategically shifted their bilateral partnership towards the Pacific and Indian Ocean regions for deeper cooperation. Results: The bilateral partnership between India and France has been tremendously accelerating for the last decade. Both the countries are better attuned in the context of Maritime Security and trade cooperation in the Indo-Pacific region. Conclusions: The article concludes that India and France need a deeper partnership in the Indo- Pacific region to accelerate trade and business in the maritime domain.

Abstract Greek Company Law has its origins in the French “Code de Commerce” of 1807, which, although never legislated in Greece, applied as a Greek law to the business transactions even before the Greek Independence (1830). The German influence took over progressively early in the 20 th century. Such influence is visible in the important Law on SAs (1920), the chapter of the Greek Civil Code on the contract of society (1946) and more recently in Law 4072/2012 on commercial partnerships. The list of business associations available in Greece includes the usual business forms (general and limited partnerships, silent partnership, and capital companies) provided in continental Europe. Recent legislative developments include a new law on SAs (2018) and a new company form, the Private Company (2012), which is mostly used by small and medium entreprises. The Greek Sarl is fading out. The introduction of a new entity has been envisaged (but not yet adopted), imitating the “individual enterprise with limited liability” of French law.

Civil/ordinary partnerships as non-commercial entities play a vital role as an alternative form of doing business in various jurisdictions. Though the issue of where they should be regulated is becoming nonsensical in recent times, it is wise to have a well-structured legal framework which regulates these entities. This article aims to conduct a comparative analysis of the regulation of Ethiopia’s ordinary partnership with the French civil code partnership and the Thai ordinary partnership only on issues of formation, transfer of share, management, liability of partners, dissolution of partnership, distribution of profit and loss, and expulsion of a partner. The comparative analysis shows that in many areas of regulation, the Ethiopian law has more commonalities with that of Thai ordinary partnership and French civil code partnership legal regimes. This article also finds that the Ethiopian law of ordinary partnership ought to be improved as regards the issues of the transfer of shares related to ascendants and descendants, on the distribution of profits and losses, on the role of partners in a dissolution of the partnership, and on the expulsion of a partner.

Small businesses face multiple constraints on innovating that open innovation (OI) has potential to help overcome. The aim of this study is to examine the association between business group affiliation and the extent of OI engaged in by SMEs. Unlike independent SMEs, those that have affiliations might benefit from internal and also external networks to initiate partnerships to innovate. We analysed data collected from 711 French SMEs that engage in innovation to assess the association between business group affiliation and open innovation practices. We found that business group affiliation has no significant relationship with the degree of engagement in open innovation or with partnership openness. Nevertheless, we found that affiliation to an international group influences the geographical openness of SMEs’ innovation. These findings contribute to our understanding of open innovation among SMEs by acknowledging the geographical challenges of partnerships in open innovation.

This article examines the role of French as a heritage language in the United States within the context of a multilingual world and a framework of respect for other languages and cultures both locally and globally. As more than 10M Americans are of French ancestry and 2M speak French in the home in the US, French language and Francophone culture are part of American history and cultural identity. In addition, French is a global language spoken by 300M around the world, so French language skills and understanding of Francophone culture are also part of the global skills set. The history and current status of French in the US along with French language and Francophone cultural organizations, French language learning, and organizations and initiatives aimed as valuing the French language and Francophone culture in the US are examined. The article concludes with a discussion of the future of French, the importance of partnerships, the role of advocacy, and an affirmation of the importance of French language and Francophone culture in a globalized multilingual world and an increasingly multilingual American society.

J. C. Penney, one of Americas largest department stores, and Sephora U.S.A. Inc., an affiliate of the French cosmetics chain, entered into a partnership in 2006. The agreement allowed Sephora to exclusively operate cosmetics stores within J. C. Penney stores and to service J. C. Penney online customers through a link from J. C. Penney web-site to Sephora web-site. The purpose of this case study is to stimulate a critical evaluation of the decision by these companies to enter into a partnership instead of a merger or an acquisition. The case can be used as a tool to facilitate broader discussion of various corporate strategies and their relative merits and demerits. The accompanying teaching note refers the reader to an analytical framework that can be used to determine when to go for corporate partnerships instead of mergers or acquisitions and applies that framework to this case.

This article challenges the notion of French “influence.” It traces a network of like-minded reformers in France and the Balkans that came together in the early nineteenth century to further popular education. Examining interactions between actors in a cultural, scientific, and political center (France) and their allies on the periphery (in present-day Greece and Romania), the article reassesses these relationships, revealing the extent to which French individuals and organizations depended on such partnerships. Conceiving of joint Franco-Balkan reform agendas as programs of development, it offers a model and a vocabulary for the study of French soft power in post-Napoleonic Europe.

Perhaps the most prescient of Beckett's early critics were the French writers Georges Bataille and Maurice Blanchot in their analyses of (respectively) and . In this paper I argue that the essence of the intellectual friendship that the two critics shared – one of the great tacit 'partnerships' of the last century, which has yet to be fully unravelled – can be discerned through their writings on Beckett. His novels are thus treated as a kind of 'border' across which their own ideas continue to emerge and evolve, which in turn has implications for the development of French theory.

International cooperation can be a tool for national reform. Given the importance of education in development, international partnerships are developing to improve education systems. The author examines the importance of international cooperation in the development of education in the Indian Ocean, essentially taking the example of the French language in Madagascar. Interventions in this area can take several forms. The Agence universitaire de la Francophonie (AUF) contributes to the strengthening of the French language, which plays a major role in the Malagasy education system. These interventions improve the relationship between students and teachers as well as the conditions for transmitting knowledge.

Purpose The purpose of this paper is to examine how major changes in an industry may differentially affect firms based on their organizational structure. The authors examine midstream oil and gas firms, comparing master limited partnerships (MLPs or uncorporates) with more traditional midstream corporate firms when the industry changed from one that was considered mature to a more rapid growth industry. Design/methodology/approach Non-parametric comparisons of returns, distributions, and operating ratios are presented across the two organizational forms and across two distinct industry activity periods. The risk-adjusted return analysis, including Fama and French factors, incorporates a wild bootstrap to address heteroscedasticity in the data. Findings In the industry’s mature market period, partnerships provided a significantly greater payout, return, return on equity (ROE), cash flow, and lower leverage, while exhibiting lower levels of systematic risk than corporations. In the later growth period, midstream corporations and partnerships are no longer significantly different in their returns, ROE or margins. MLPs now have significantly higher leverage levels, while continuing to provide significantly higher dividend payouts. Originality/value The paper contributes to the literature with an analysis of the effects of a changing industry environment on two different organizational types across a common industry. The authors find that the optimal organizational structure may be dependent on the environment. The findings during the initial period are consistent with prior research comparing publicly traded partnerships and corporations. During the growth phase, the findings lend support to the seminal literature with respect to corporations potentially best-suited to “growth” industries, while highlighting specific results by organizational form.

SUMMARYInitially conceived as human-exclusion zones (the segregative model), protected areas are more and more often established within a management framework that integrates conservation and development projects with multiple partnerships and encourages engagement with local stakeholders (the integrative model). In this study, we investigated the conservation attitudes and practices of management staff in the network of nature reserves (NRs) in France. We found that conservation practices, such as law enforcement, habitat management, environmental education and partnerships, and the socio–cultural and psychological profiles of their managers show a wide distribution along a segregative to integrative gradient. Our results indicate that while the policy of these protected areas is still structured by a segregative cliché, in practice, many managers implement a more integrated approach. This coexistence of the two approaches reflects a general pattern of evolution of nature protection thought and the institutionalization of NRs, as well as demonstrating the adaptation of NRs to their local contexts and how they function, within the surrounding landscape, as a single but complex social–ecological system.

The circulation of livestock pathogens in the pig industry is strongly related to animal movements. Epidemiological models developed to understand the circulation of pathogens within the industry should include the probability of transmission via between-farm contacts. The pig industry presents a structured network in time and space, whose composition changes over time. Therefore, to improve the predictive capabilities of epidemiological models, it is important to identify the drivers of farmers’ choices in terms of trade partnerships. Combining complex network analysis approaches and exponential random graph models, this study aims to analyze patterns of the swine industry network and identify key factors responsible for between-farm contacts at the French scale. The analysis confirms the topological stability of the network over time while highlighting the important roles of companies, types of farm, farm sizes, outdoor housing systems and batch-rearing systems. Both approaches revealed to be complementary and very effective to understand the drivers of the network. Results of this study are promising for future developments of epidemiological models for livestock diseases. This study is part of the One Health European Joint Programme: BIOPIGEE.

The article examines the progress towards equality in the practice of the ECtHR and its significant impact on the partnership agreement in de facto alliances. It has been established that over the last thirty-five years, the approaches of the European Court of Human Rights to the issue of the right of same-sex partners to family life and its formal recognition have undergone significant changes. It was found that the issue of discrimination was the subject of a number of cases concerning various rights of homosexual unions.
It is substantiated that in the aspect of the right to formal recognition of same-sex partnerships by the state, the decision of the European Court of Human Rights in the case “Oliari and others v. Italy ». It was found that despite many years of case law of the European Court of Human Rights and the provisions of Council Regulation № 2016/1104, not all EU countries have provided legal certainty for same-sex couples, even in the form of civil partnerships (namely, Slovakia, Poland, Romania, Bulgaria, Latvia and Lithuania).
The French experience of regulating the procedure for concluding, essential conditions of a partnership agreement, as well as the procedure for its termination is studied.
It is substantiated that taking into account the European integration processes in Ukraine, reforming its private law according to European standards, our state, given the principle of equality and positive obligations under Article 8 of the Convention for the Protection of Human Rights and Fundamental Freedoms should guarantee partners in de facto unions sex legal certainty. In our opinion, it is optimal to amend the Central Committee of Ukraine and grant the right to conclude civil partnership agreements to persons regardless of the article. At the same time, the IC of Ukraine must maintain a heteronomous approach, ie guarantee the right to marry persons of the opposite sex, which fully complies with Art. 12 of the Convention for the Protection of Human Rights and Fundamental Freedoms.
Given that a partnership agreement can be an effective legal regulator of relations between individuals in de facto unions, it is worth borrowing the positive experience of France in improving Ukrainian legislation.

The problem of research. The relevance of the research is due to the urgent need to find new approaches to the musical development of students in general education, which makes it significant to refer to the experience of France in connection with the existence in the country of an original model of musical education with an established system of multifaceted partnerships controlled by the bodies of the Ministry of National Education and the Ministry of Culture of France. The purpose of the article: scientific and practical justification of the need to develop a Russian strategy of musical development based on the interaction of educational and cultural organizations. Materials and methods. As a methodological basis, a system-structural approach was used, which made it possible to conceptualize the data obtained as a result of the analysis of sources, as well as in the process of personal communication with French colleagues. The results of the study. The mechanism of the studied interaction in various forms of educational, extracurricular and out-of-school musical activities is based on a clearly structured scheme of cooperation between schools and partner structures in the field of culture and art at the state (conceptual), academic (coordination) and local (performing) levels. The impetus for the construction of this system of partnerships was the recognition by the pedagogical community and the authorities of France of the priority of musical education as a powerful stimulant for the development of personal, intellectual and creative abilities of students necessary for successful implementation in any field of activity. Discussion and conclusion. The initial impulse to the emergence of the concept of attracting artistic and cultural structures in the musical and educational field was the introduction in the early 80s of the twentieth century of the original system of professional and amateur musical training of students in the framework of general education in college and lyceum. In the future, the experience of partnership interaction in the field under study gradually spread not only to academic, but also to extracurricular and out-of-school activities. As an important "breakthrough" of the French musical and educational project, a significant contribution to the educational activities of musical and cultural centers of global importance should be recognized. The far-sighted policy of the French authorities aimed at substantial support of artistic, especially musical culture as the basis for the development of the whole society can serve as a strategic guideline for the modernization of the music education system in Russia in terms of developing management schemes and educational technologies based on the interaction of educational institutions with cultural and art institutions.

This paper analyses the nature of high-tech firms created by academic researchers and the key factors that lead to their successful evolution. The author bases his remarks on a survey of 250 French high-tech companies with their origins in public research centres. He argues against the stereotypical representation of the academic as a poor entrepreneur and identifies common characteristics and expertise required by academic research workers and managers of high-tech SMEs. He demonstrates that the spin-off companies which have developed most successfully have been those with the greatest ability to bring into play a wide range of resources and skills, working through partnerships and networks, at local, national and international levels.

Background and context: 20% of the children with cancer live in the high-income countries, where the survival rate is 80%, while 80% live in low- and middle-income countries, where the survival rate is <40%, and even lower in the poorest countries. Aim: In 2006 Sanofi Espoir Foundation launched the My Child Matters program, to give all the children with cancer, wherever they live, the same chance to have access to diagnosis and care. Strategy/Tactics: This program is based on public–private partnerships in the field of pediatric oncology in low- and middle-income countries. Program/Policy process: The program works with calls for projects, with 3-year-cycle grants founded by Sanofi Espoir Foundation. The first call for projects was launched in December 2005 in 10 countries, leading to 14 projects supported by the foundation. The last call for project was launched in 2015, the next one is expected at the end of 2018. The projects are various, according to the local needs, strengths and opportunities, and can focus on early diagnosis improvement, psychosocial support, treatment abandonment reduction, capacity building, cancer registries, development of palliative care and pain management or a holistic approach. They are selected by an international expert committee. The engineering involves the medical direction of Sanofi Espoir, a scientific overview in partnership with St. Jude Children’s Research Hospital, a mentoring program with the commitment of various international experts and some training sessions for the team. Strong partnerships are established with UICC, SIOP, St. Jude Children’s Research Hospital, Alliance Mondiale Contre le Cancer (French branch of INCTR), Groupe Franco Africain d'Oncologie Pédiatrique and some local associations and foundations. Outcomes: 58 projects implemented in 42 countries in Asia, Africa and Latin America. 18 on-going projects; 75,000 children cared for; 20,000 healthcare professionals trained; ∼100 scientific articles related to the My Child Matters have been published. An ancillary call for projects, dedicated to the nurses in pediatric oncology, have been launched as well in 2015. What was learned: At the local level, the team leadership, the efficacy of the mentor–mentee duo, the commitment of the local government, the partnerships with local associations are decisive in succeeding and reaching a sustainable model. At the international level, reinforcing partnerships with NGO and other foundations increases the opportunities of collaborations for improving the life of children with cancer and contributing to reach the SDG 3.

Purpose – The purpose of this paper is to discuss how French universities can play a key role in generating Smart City (SC) through an innovative Public-Private Partnership (PPP) dedicated to urban transformation. Design/methodology/approach – The authors led an action-research study for five years with several research and pedagogic projects, including users or citizens. Findings – The paper points out main factors of SC development. It also presents shared demonstrators’ characteristics, including industrial scale, sustainability, and citizens’ participation. Research limitations/implications – This research is experimented with only one regional multi-case study. Practical implications – Practical implications of this paper include a University of Lorraine diversification strategy through the “Chaire REVES” supported by public and private partners. Social implications – At the regional level, industrial-university-territorial partnerships could tackle both societal and economical issues “with,” “for,” and “by” citizens. Originality/value – Based on the Living Lab concept, this case study shows a concrete regional university strategy involving: user-centric design, collaborative processes, citizens’ workshops, and new financial and organizational answers enabling collaboration between private companies and public institutions. The paper also argues that innovative PPPs involving users are necessary for developing SC.

Performing artists’ activities in public libraries have received scant research attention. To address this gap, this study is based on semi-directed interviews with staff in charge of performing artists programmes in 11 libraries, and an email survey of libraries in the two main French metropolises of Paris and Marseilles. Four types of goals underpin the programming strategies of the public libraries surveyed: the development of audience; the enhancement of collections; the modification of institutional image and the decompartmentalization of arts. Finally, the article examines the effects on the libraries’ governance as regards audience development, their core missions and their development partnerships.

The five acts of jihadist violence between 2012–2020, particularly the 2015 Paris attacks, combined with an increasingly polarized political discourse in France, have pushed jihadist extremism to the center of government policy and public opinion. Approaches to jihadist extremism in the last decade have comprised two characteristics: claims amalgamating Islam and Muslim religious practice—especially in its stricter forms—with extremist violence, along with the idea that such forms of dangerous religious indoctrination are best battled through education. As a result, there has been a renewed debate concerning the principle of laïcité (secularism) within public schools and other public institutions. One of the leading efforts in this context has focused on processes of “deradicalization”. These projects include various educational tools, rehabilitation attempts inside and outside of prisons, cultural and artistic initiatives, and administrative bans imposed on organizations inciting violence. However, the most ambitious of these efforts have also been subject to the greatest criticism. Projects within the public school system have been accused of securitizing education and stigmatizing Muslim students, whereas measures undertaken in prisons are currently limited to risk assessment of inmates linked with jihadist violence, while lacking more meaningful plans for their rehabilitation. Public–private partnerships have developed more promising initiatives, but their moderate success is still recent and requires further study.

IntroductionBuilding capacity to improve sex/gender knowledge and strengthen patient engagement in clinical trials requires training and support. The overall goal of this 2-year project is to refine, translate and evaluate two web-based open-access patient and investigator decision aids aimed to improve patient engagement partnerships in clinical trials.Methods and analysisTwo decision aids were designed in Phase 1 of this programme of research and this protocol describes a subsequent sequential phased approach to refine/translate (Phase 2A) and conduct alpha/usability (Phase 2B) and beta/field (Phase 3) testing. Decision aid development is guided by the International Patient Decision Aid Standards, User-Centred Design, Ottawa Decision-Support Framework and the Ottawa Model of Research Use. We have integrated patient-oriented research methods by engaging patient partners across all phases of our programme of research. Decision aids will first be refined and then translated to French (Phase 2A). Eight iterative cycles of semistructured interviews with 40 participants (20 patient partners and 20 investigators) will be conducted to determine usability (Phase 2B). A pragmatic pre/post pilot study design will then be implemented for field/beta testing using another purposive sample of 80 English-speaking and French-speaking participants (40 patients and 40 investigators). The samples are purposive to ensure an equal representation of English-speaking and French-speaking participants and an equal representation of men and women. Since sex and/or gender differences in utilisation and effectiveness of decision aids have not been previously reported, Phase 3 outcomes will be reported for the total sample and separately for men and women.Ethics and disseminationEthics approval has been granted from the University of Toronto (41109, 28 September 2021). Informed consent will be obtained from participants. Dissemination will include co-authored publications, conference presentations, educational national public forums, fact sheets/newsletters, social media sharing and videos/webinars.

This article explores the key developments of the French Indo-Pacific strategy in the aftermath of the “submarine deal” and the creation of AUKUS in September 2021. For many observers, the misunderstanding with Australia and the United States seemed to be a real turning point in regional policy, due to which the previous partnerships should be inevitably recalibrated. Yet, as numerous examples show, Paris’ response is quite limited after all. Firstly, the article summarizes French efforts to turn the page on the “submarine deal” by restoring the dialogue with Anglo-Saxon powers. In this respect, the emphasis is made on Emmanuel Macron’s meetings with new prime ministers of the United Kingdom and Australia as well as on his steps towards transatlantic solidarity with Washington (not without new disagreements on the Taiwan issue, however). Secondly, several multi- and minilateral activities of French diplomacy are analyzed, such as the EU-Indo-Pacific Ministerial Forum held for the first time in Paris, 2022, or the president’s participation in the APEC summit in Thailand. It is noteworthy that France tries to find the second chance for its “Indo-Pacific axis” involving the UAE instead of Canberra and keeping in touch with India. Thirdly, the article defines that key weaknesses of the French regional strategy are the same as before September 2021. In particular, it still implies a certain ambiguity because the discourse on the “third way” and unwillingness to be a part of U.S.-China confrontation is followed by an indisputable affiliation of France to the collective West. French diplomatic activity is poorly supported by military capabilities given small contingents at overseas territories with mostly outdated weapons. The conclusion is that the AUKUS factor did not change France’s policy in the Indo-Pacific dramatically anyway; moreover, the continuity is likely to prevail for a few more years.

Abstract This article examines the ways in which recent military experiences have affected France's approach to the use of military power, the role of allies and its vision of future warfare. In its management of strategic challenges, we identify the persistence of many traits of France's historical habits and practices. France remains a distinct, outward looking, and militarily willing and able European power. However, the threats that France has sought to address and the operational and financial constraints it has faced in the past decade in particular, have led to significant changes in its approach to and conduct of warfare. In particular, the threat of Islamist terrorism has led to a reframing of French governments' priorities around more narrowly-defined national interests. It has translated into a ‘pragmatic’, or ‘realist’ turn in foreign policy, and a move from ‘wars of choice’ to ‘wars of necessity’. In this context, France's military alliances are being rethought around a core number of functional partnerships to compensate for capability gaps and military overstretch. Meanwhile, French armed forces are getting prepared to face the challenges posed by emerging technologies and the future of Great-Power competition. Overall, the multiple security challenges faced by successive French governments have confirmed, yet redefined, the contours of France's traditional dilemma between a desire for an autonomous defense policy and the reality of a necessary reliance on allies.

Since the early 1990s, in France, the increase in water prices and the denunciation of public–private partnerships have encouraged the state, water companies and local authorities to enhance management transparency and develop their relationships with consumer groups. The opening to user representatives is challenging the French model of water supply management. These transformations are resulting in tensions between different representations of users as consumers or citizens. Between consumer and citizen, which representation is actually emerging and how is the user's status affected? At the national level, the state and consumer groups tend to develop a pro-consumerist policy involving reflection on price levels, the efficiency of utilities and consumer information. On the other hand, companies are trying to highlight the representation of the citizen concerned about the environment and water quality. At the local level, user status varies with context. The user can be perceived either as a simple consumer or as a citizen–consumer hybrid. The examples of Grenoble and Ardèche show that consumption issues can be open to debate about public choices, investment strategies or drinking water quality. This opening up of debate depends on local authorities' competence and communication strategies, consumer groups' agendas and specific local issues (e.g. resource scarcity, corruption).

AbstractThe Levantine business community—the Sursuqs, Bustruses, Tuenis, Khuris, Debbases, Trads, Tabets, Naggiars, and Farahs—created large agricultural estates in the Levant and established company branches in Beirut, Alexandria, Haifa, London, Liverpool, Paris, and Marseille in the mid-nineteenth century. Against both culturalist and new institutional paradigms, I argue that the trajectories of the Levantine firms were much like those of their European counterparts; Dutch and English capitalism—what came to be recognized as modern forms of capitalism—developed out of long-distance trade and relied on forms of coerced and semi-coerced labor as well as other so-called “non-capitalist” or “precapitalist” elements. Beirut-based companies relied on tenant contracts, sharecropping, and other forms of labor control rooted in the Ottoman social formation. Drawing upon the unexplored private papers of these business families in Beirut and a diverse collection of documents from Istanbul, Beirut, Jerusalem, London, Liverpool, and Marseille in Arabic, German, Ottoman Turkish, and French, this paper examines the parallels and the links between the business practices of the Levantine joint-stock companies and their European partners. It contends that the development of nineteenth-century capitalism relied on several different institutions and relations of production formulated and articulated on both sides of the Mediterranean and in the competition between them. Only after World War I, because of settler-colonialism, the settlement of nomads, and large-scale European capital investment backed by imperial power, did Levantine capital accumulation begin to take a form that was subordinate to Europe.

Since 1966, the Programme de recherche en démographie historique (PRDH) has worked to create comprehensive genealogical data of the Quebec population. The PRDH longitudinal database, the Registre de la population du Québec ancien (RPQA), draws upon the French Catholic parish registers of the St. Lawrence Valley as its main source material. This family reconstitution covers the French Catholic population of Quebec up to 1799, along with deaths after 1800 of persons born before 1750. Subsequent partnerships with l’Institut Généalogique Drouin, FamilySearch and Ancestry as well as collaboration on the 2011–2017 Infrastructure intégrée des microdonnées historiques de la population du Québec (1621–1965) (IMPQ) project enabled the PRDH to continue efforts to reconstitute the French Catholic population up to 1849. Despite these advances, pushing family reconstitution forward to the mid-19th century has forced the PRDH team to reckon with the increasingly mixed and geographically mobile Quebec population of the 19th and early 20th centuries. This article describes the content and design of the RPQA database, detailing the structure of the RPQA relational database and the breadth of variables available for data management and analysis. It then describes features of the IMPQ extension of family reconstitution from 1800 to 1849, including observational protocols necessary to use these data and consideration of data completeness after 1800. At the same time, the article addresses the fundamental question, "what is my population?" as part of a broader reflection upon the target population encompassed by these data.

With the incessant propulsion of the Open Door Policy, which is related to the consolidation of international collaborative partnerships, an increasing number of Chinese companies are moving toward cooperating countries to participate in infrastructure construction, employing a win-win strategy in favor of the people and governments of both countries. Among the cooperation domains, our country’s electrical companies have achieved a series of remarkable results in the international Engineering, Procurement, and Construction (EPC) project market with their outstanding business capabilities and technical advantages. Nevertheless, some shortcomings cannot be overlooked, the most notable of which appears to be the impediment associated with engineering translation, which has always been an obsession among translators of Chinese companies. Taking the transmission line project in the Republic of Madagascar as an example, an analysis of French-Chinese translation methods of electrical engineering terminology in the field of the transmission line is carried out.

The aim of this paper is to examine questions that have not yet been researched thoroughly: how are the positions of the RRPs on China shaping and changing, what causes such differing positions on China among these RPPs, and have there been any changes in their approach to China in the times of COVID-19? This paper aims to answer these questions by analyzing the policies toward China of said political parties (primarily, the Hungarian Fidesz, Italian Lega Nord, French Rassemblement National, but also parties such as the British UKIP, the PiS, Dutch PVV, and the German AfD). The paper underlines that RPPs’ policies on China are formulated basing on what they perceive the development of international politics can do “for the people”. Their attitudes depend mainly on their stance toward free-market globalization, their need for alternatives in relations with the US and the EU, and their axiological perception of China.

Over 4000 digitized objects are brought together on a single platform to bear witness to historical, artistic, scientific and literary relationships. The France-Poland Digital Library is composed of four major thematic groups, divided into smaller sections. Each of these are accompanied by articles both in French and Polish to contextualize historically and culturally the selected documents. Starting with the election of Henry of Valois to the Polish throne in 1573, it goes up to Charles de Gaulle’s memorable visit in 1967. Part of the Shared Heritage collection and ranking first in terms of visit, the project is continuously enriched with new content and sections and aims to develop new partnerships.

The global academic publishing industry, with its entrenched colonial practices, perpetuates inequality between the Global South and North. In this context, young Malagasy scholars face numerous challenges, including limited academic writing skills and a lack of awareness about international publishing opportunities. Moreover, asymmetric power dynamics, imposed by senior scholars, hinder their ability to publish and promote their work online while language barriers confine them to French-speaking journals, limiting global exposure and collaboration. To address these issues, the Economic Social Research Council-funded project Hybricon organized a publishing workshop during the conference called "Hybriconference" in Madagascar, fostering a unique south-north dialogue. The event brought together global south and north scholars and editors, facilitating collaboration and knowledge exchange. It served as a model for mutually beneficial partnerships, showcasing the importance of inclusive publication practices. The initiative aims to decolonize the publishing ecosystem, emphasizing equity, diversity, inclusivity, intersectionality, and ethical responsibility.

The aim of the paper is to study the European Union’s geoeconomics policy for cooperation in the Indo-Pacific region. In recent times, the Indo-Pacific has been gaining attention of the global economic powers. On this issue, the EU has launched a cooperation policy in the IndoPacific. This study examines the EU’s comprehensive strategy for the expansion of its presence in the Indian Ocean and the South China Sea. The EU wants economic and security partnerships among the Indo-Pacific countries. Among the EU member states, the French government is much enthusiastic about strategic cooperation in the Indo-Pacific. The European Union’s policy has been operating in the regions as an instrument of soft and hard power. The research highlighted that the EU implies the construction of structural strategic networks to intensify the high capacities in the projection of power. The EU uses the key approaches of hard and soft power to achieve transatlantic goals. The comparative case study method is useful to know the objectives and results of the research. In conclusion, the EU needs to establish a much stronger relationship among the pacific countries to counter the Chinese aggression and expansion in maritime diplomacy.

SUMMARYCervical cancer is the second most frequent cancer in women in French Guiana. Studies have shown that populations living in the remote areas of the interior have early sexual debut and that multiple sexual partnerships are common. The objective of the present study was thus to determine the prevalence of human papillomavirus (HPV) infection in these areas. A study was conducted in women aged 20–65 years with previous sexual activity. Women were included on a voluntary basis after using local media and leaders to inform them of the visit of the team. HPV infection was defined by the detection of HPV DNA using the Greiner Bio-One kit. In addition to HPV testing cytology was performed. The overall age-standardized prevalence rate was 35%. There was a U-shaped evolution of HPV prevalence by age with women aged >50 years at highest risk for HPV, followed by the 20–29 years group. Twenty-seven percent of women with a positive HPV test had normal cytology. Given the high incidence of cervical cancer in French Guiana and the high prevalence of HPV infections the present results re-emphasize the need for screening for cervical cancer in these remote areas. Vaccination against HPV, preferably with a nonavalent vaccine, also seems an important prevention measure. However, in this region where a large portion of the population has no health insurance, this still represents a challenge.

Whether considered as a form of “diplomacy by cities,” as a strategy for small and mid-sized communities to assert their role amidst globalization, or as a means of territorial cooperation, twinnings between municipalities of different countries represent a common and oft celebrated facet of contemporary transnationalization. Sister cities in Louisiana and Canada’s Maritime Provinces play an important part in the transnational networks among populations of the Acadian diaspora, a people “scattered to the wind” in the eighteenth century after mass deportation by British authorities. There are currently 12 such twinnings, and partnerships with the French-speaking world figure prominently in external subnational relations across the Maritimes, especially in New Brunswick. This article examines emerging discourses of diasporic Acadian identity through municipal twinnings between Louisiana and l’Acadie des Maritimes. After a general profile of twinnings in the Maritimes, I analyze the evolution of language used in sister-city agreements before offering examples of sister cities’ unique contribution to a sense of diasporic belonging.

Abstract This article examines the global history of the Age of Revolution through the lens of the Nouvelle Compagnie des Indes (1785–94). Established in the aftermath of the American Revolution, the company was not only a commercial entity but also an integral part of a diplomatic strategy for reestablishing the postwar Franco-British relationship. The geopolitical context of the Indian Ocean world forced French political and commercial actors to imagine forms of imperial and commercial power that frequently placed French interests under British protection, often in ways that provoked significant opposition in the metropole. Amid ideologies of competition, Anglophobia, and militarism, the case of the Nouvelle Compagnie des Indes reveals how both state and private actors struggled to promote wide-ranging commercial collaboration between France and Britain in the 1780s and 1790s in ways that often anticipated later partnerships between the two empires. Cet article examine l'histoire globale de l’ère de la Révolution française à travers le prisme de la Nouvelle Compagnie des Indes (1785–94). Etablie après la guerre d'indépendance américaine, la compagnie n’était pas seulement une entité commerciale, mais une partie intégrante d'une stratégie diplomatique pour rétablir les relations franco-britanniques. Le contexte géopolitique de l'océan Indien exigeait que les acteurs politiques et commerciaux français imaginent de nouvelles formes de pouvoir impérial et commercial. Celles-ci plaçaient fréquemment les intérêts français sous la protection britannique, souvent d'une manière qui provoquait de fortes résistances dans la métropole. Dans un contexte idéologique de compétition, d'anglophobie et de militarisme, le cas de la Nouvelle Compagnie des Indes révèle que des acteurs aussi bien étatiques que privés essayaient de promouvoir une vaste collaboration commerciale entre la France et la Grande-Bretagne dans les années 1780 et 1790, en anticipant souvent les partenariats ultérieurs entre les deux empires.

Abstract Achieving meaningful progress against Alzheimer’s disease and related dementias (ADRD) requires an urgent public health response. Since 2005, the Alzheimer’s Association, Centers for Disease Control and Prevention (CDC), and other public health partners collaborated on the Healthy Brain Initiative (HBI). HBI seeks to advance public health awareness of and action on ADRD as a public health issue. The HBI Road Map Series, State and Local Public Health Partnerships to Address Dementia: The 2018–2023 Road Map (S&L RM) and Road Map for Indian Country, provide the public health with concrete steps to respond to the growing burden of ADRD in communities, consistent with the aim of the Building Our Largest Dementia (BOLD) Infrastructure for Alzheimer’s Act (P.L. 115-406). This series of RMs for state, local, and tribal public health provide flexible menus of actions to address cognitive health, including ADRD, and support for dementia caregivers with population-based approaches. The purpose of this session is to illustrate public health’s role with ADRD—past, present, and future. An overview of the evolution of HBI RM series will be provided (McGuire) and preliminary evaluation data of 24 actions from S&L RM will be presented (French, Shean, Beatty). Holt, Reed, & McGuire will share lessons learned and next steps from CDC’s Regional Action Institutes designed to facilitate implementation of the RM series across the US. The intersection between the RM series and Age-Friendly Public Health Systems will be described as a starting point for public health (Wolfe, French, Shean).

Thus he presents private partnership in Code civil des Français, also known as Code Napoléon — Napoleonic Code of 1804; in Svod Zakonov Rossiyskoy Imperii of 1832 in its 1914 edition with amendments and supplements; in Allgemeines Bürgerlisches Gesetzbuch ABGB, i.e. the Austrian Civil Code of 1811, with amendments; and the German Civil Code of 1896 — Bürgerliches Gesetzbuch BGB.The author’s objective is to demonstrate similarities and differences in the legal constructs of private partnership in the foreign legislation temporarily kept in force in Poland, emphasising the differences that constituted areal challenge for Polish codifiers in the Second Polish Republic. The article presents ahistorical-legal perspective and emphasises the significance of the author’s analysis of post-partition regulations of private partnerships in the Second Polish Republic to research into the current legislation in Poland in this respect. Juridical constructs as well as the content of the current regulations point to influences primarily of German legislation but also Austrian, French and Swiss legislations, with an evolution of views expressed in case-law and the doctrine, both Polish and foreign. Der Autor befasste sich mit der Gesetzgebung der Nachteilungszeit, die auf den zentralen Gebieten und im Ostpolen, dann auf den südlichen Gebieten, d.h. in Kleinpolen und im Teschener Schlesien sowie in den Westgebieten galt. Er stellte daher der Reihe nach die Gesellschaft bürgerlichen Rechts im Code civil des Français auch Code Napoléon genannt — dem Kodex Napoleons aus dem Jahre 1804, im Swod Zakonow Rossijskoj Imperii aus dem Jahre 1832, nach der Ausgabe von 1914 mitsamt der Änderungen und Ergänzungen, im Allgemeinen Bürgerlichen Gesetzbuch ABGB, d.h. dem österreichischen Zivilgesetzbuch aus dem Jahre 1811, mit Änderungen und im deutschen Zivilgesetzbuch aus dem Jahre 1896 — dem Bürgerlichen Gesetzbuch BGB dar.Ziel des Autors war, auf die Ähnlichkeiten und Unterschiede in der rechtlichen Konstruktion der Gesellschaft bürgerlichen Rechts in der zeitweilig in Polen in Kraft bleibenden fremden Gesetzgebung hinzuweisen, mit nachdrücklicher Hervorhebung dieser Unterschiede, die eine wahre Aufforderung für die polnischen Kodifikatoren in der Zweiten Polnischen Republik darstellten.Der Artikel hebt sowohl die geschichtsrechtliche Perspektive hervor, als auch betont den erkenntnisreichen Inhalt der durchgeführten Analyse der nachteilungszeitlichen rechtlichen Regulierung der Institution der Gesellschaft bürgerlichen Rechts in der Zweiten Polnischen Republik für die Forschungen über die aktuelle diesbezügliche Rechtslage in Polen. "Family" has been a contested institution for the first Italian gay movement in the Seventies, sharing the feminist rebellion against patriarchy. It was Arci Gay that started using the word famiglie (in the plural) in the 90s during the political campaigns for a legal recognition of same-sex couples, while more radical groups still contested the term. In the mainstream political debate, the use of the singular family vs the plural families became a sign of closure or opening towards the GLBT movement's requests. National polls and Eurobarometers have tested the level of social acceptance for same-sex unions and adoptions overtime, and are a good source to describe the changing social situation for families with lesbian and gay parents. In 2000s political groups formed specifically around the issue of GLBT parenting. The word omogenitorialitÀ was coined after the french example, and used in the political debate. Notwithstanding the long debate and the diffusion in many countries all over the world of the recognition of same-sex partnerships and parenthood, in Italy no law has been approved yet, and opposition is still strong.

The scientific communication landscape has undergone a significant disruption since the COVID-19 pandemic: a huge number of publications, ample use of preprint publications, a fast-spreading digitalized information. This reflected the unprecedented speed of the research on disease and vaccines. Two kinds of infodemic blew up very soon: a scientific and a tabloid one. With knowledge evolving continuously, governments and institutions deployed their communication campaigns very quickly to explain the different measures, including the vaccination strategies and to fight against infodemics. The need for a more focused population, the French-speaking community, arose spontaneously in Israel, leading to the creation of a Vaccine Task Force, independent, multidisciplinary, and composed of 20 high-level volunteers, physicians, pharmacists, and scientists, which provides evidence-based information, open and free, to healthcare professionals and the public, both most in demand, and then the experts’ meetings in Israel and abroad. Current resources: 40 webinars, all recorded and accessible on the association website, questions and answers, press and scientific literature review, and hotline; communication through the website, social media, and audio-visual media. In French, English, and Hebrew. The team undertook to explain the role of Israel in vaccine rollout and real-world data provision to the international community, both in Israel and abroad. Performance indicators are as follow: attendees’ number (~3000), website frequentation (7200 +) social media followers. In conclusion, this information campaign requires no budget; relies on volunteers who expressed their willingness to contribute to the global effort, as seen all over the world; and uses simple, cheap, and ubiquitous IT platforms. AbstractThis article explores an attempt by one Polish organisation – known until 1952 by the name of its weekly journal Dziś i Jutro, thereafter as PAX – to assemble a ‘Catholic-socialist’ international in the decade following the Second World War. This transnational project was predicated on co-operation across the Iron Curtain by Catholic thinkers and activists opposed to the rearmament and incorporation of (West) Germany into an integrated European community. The project's author Wojciech Kętrzyński deployed a discourse of protecting the ‘human person’ based on the prioritisation of global peace. Polish encounters with francophone Catholic activists from across Western Europe – especially with the French journal Esprit – bred serious intellectual engagement across the Iron Curtain at the level of Catholic philosophy and theology. Paradoxically, however, these activists accepted that the dignity of the human person would be best served by transnational anti-Germanism, at the price of complicity with – or outright participation in – Stalinism. The self-styled Catholic-socialist project thus failed, yet, surprisingly, it failed neither immediately nor completely. It thus reveals that possibilities existed throughout the cold war – even at the height of Soviet-bloc Stalinism – for intellectual, cultural and political exchanges and partnerships across the Iron Curtain.

Parents with a sick child in a neonatal intensive care unit (NICU) usually experience stress, anxiety, and vulnerability. These precarious feelings can affect early parent–child interactions and have consequences for the child’s neurodevelopment. Parents who have had a sick child in an NICU (veteran parents) can offer helpful interventions for these vulnerable families. This article is a scoping review of parental interventions used with the families of NICU infants, and an overview of French perspectives. Two independent reviewers studied the scientific literature published in English between 2001 to 2021 using Covidence software. The databases used were MEDLINE, ISI Web of Science, the Cochrane Database, and Google Scholar. Themes were identified from the articles’ results using an open coding approach. The data are presented in a narrative format. Ten articles were included, and four major themes addressed: (1) description of activities, (2) recommendations, (3) impact, and (4) barriers (resulting from recruitment, training, remuneration, and organization). Activities were very diverse, and a step-by-step implementation was recommended by all authors. Peer-support interventions might be a potential resource for those anxious parents and improve their NICU experiences. These challenges are described by SOS Préma in France. This article brings together recent studies on partnership in the NICU. It is an innovative topic in neonatology with vast issues to explore.

This article explores the current approach of France to the issue of regulating migration in the context of Emmanuel Macron’s European diplomacy. Today the French government believes that taking part in the elaboration of a common EU migration and asylum policy is a necessary addition to the measures at home, paying particular attention to this topic since 2017. On the basis of public speeches, international documents and the elements of comparative analysis, the article summarizes the main initiatives put forward by France at European level and the challenges they faced. It points out that a part of Emmanuel Macron’s proposals regarding the governance of the Schengen area and the strengthening of the external borders control was implemented to some extent (taking into account the buildup of border capacities or the establishment of the “Schengen Council”), even if these proposals did not fully correspond to his initial project. On the contrary, France’s bilateral relations with its major neighbors (Germany, Spain, the United Kingdom or Italy) demonstrated a generally controversial dynamics because the partnerships on migration issues clearly depended on the political parties in power. In this regard, Italy, with the pro-European periods quickly followed by sovereignist shifts, looks like a particularly illustrative example. Moreover, numerous steps proposed by Paris to deal with the migration fl ows outside Europe often lacked any details and common ground with the partners. This is particularly noticeable in the African direction where French eff orts, from settling regional confl icts to restoring dialogue with Maghreb countries, produced insuffi cient results. The article concludes that from 2017 to 2023, France continued to seek balance between “responsible” and “solidarity-based” approaches to migration policy at the European level, and this would be the case until the end of current presidency. Yet, in 2027, the situation could change according to ideological preferences of Macron’s successor.

Objective. To analyze, describe, and quantify the collaborations and scientific output of the two university teaching hospitals of Martinique and Guadeloupe, at the regional, national, and international level. Methods. A bibliometrics analysis was performed from the international databases Web of Science and PubMed, for the period from 1989 to 2018, inclusive (30 years). Three types of bibliometric indicators were used, namely quantitative indicators, performance indicators, and organization-specific indicators. Affiliations of the first and last authors were identified from PubMed. Results. Between 1989 and 2018, a total of 1 522 indexed articles were published with at least one author affiliated to either the University Hospital of Martinique (n = 827) or the University Hospital of Guadeloupe (n = 685). The majority of articles were in category Q1 (35.8% for Martinique and 35.2% for Guadeloupe). In Martinique, over the last 30 years, the three main research areas have been clinical neurology, ophthalmology, and surgery, together representing 28.7% of all research areas, with the highest number of articles published in the field of clinical neurology (n = 81). In the University Hospital of Guadeloupe, the area of hematology was largely represented, with 79 articles published. For both hospitals, the first and last authors of the article published were mainly from mainland France Conclusions. This quantitative analysis shows the development of medical and scientific research in Martinique and Guadeloupe over the last three decades, as well as the extent of their collaborative partnerships at the national and international levels.

Since the Olympic Agenda 2020, legacy has been widely used as a justification for hosting the Olympic Games, through which sustainable development can be achieved for both events and host cities. To date, no universal definition of legacy has been established, which presents challenges for legacy-related international knowledge transfer among host cities. To address this gap, a multilingual systematic review of the literature regarding the concept of legacy was conducted in French, Japanese, Chinese, and English. Using English literature as a baseline, points of convergence and divergence among the languages were identified. While all four languages value the concept of legacy as an important facet of mega-events, significant differences were found within each language. This finding highlights the importance of strategies that align different cultures when promoting sustainable development of some global movements such as the Olympic legacy. Sport management is replete with international topics, such as international events and sport for development, and each topic is studied simultaneously in several languages and with potentially differing frameworks and perspectives. Thus, literature reviews that examine the English literature, exclusively, are innately limited in scope. The development of partnerships and resources that facilitate cross-lingual and cross-cultural consultation and collaboration is an important research agenda. More research is needed on knowledge translation across languages.
