CV Belawan Indah as a company engaged in the field of freight services is also not free from problems arising from mistakes of drivers and transport companies. In discussing the problems in this thesis needed a method of data collection, to obtain data with research. The research in question is the research method of library research and interviews that is collecting material obtained from primary data and secondary data. The data obtained will be analyzed normatively which is descriptive qualitative so that it illustrates the reality. Based on research results obtained at CV. Belawan Indah that the driver and the transport company are jointly responsible by disadvantage arising in the freightage via truck transportation to delays, damage, and lose the goodsin each operation of transportation and efforts of the owner of the disadvantage in the freightage the goods can file a claim for compensation through a consumer and business dispute resolution agency or the so-called BPSK or through a court of law within the general court.

Improving the operational efficiency of transport is one of the main catalysts for raising the quality of life and socio-economic development. The prevailing global trends are aimed at establishing logistic chains from producers to consumers. The cross-border movement of world production within the framework of globalization, the deepening of integration processes between countries highlight the issues of developing a methodology for planning and evaluating international transport corridors from various points of view, and economic, technical, social, environmental and other aspects. The urgent issue is the harmonization of the technical and regulatory framework for the organization of «seamless» transportation, the synchronization of the technological cycles of various modes of transport, including operation of multimodal transport hubs. A large number of studies are dedicated to the modelling and control of traffic flows, new methods of forecasting the transport situation using the results of computer dynamic transport modelling, analysis of existing infrastructure resources and elimination of bottlenecks in the existing railway system (including through the expansion of the railway network and innovative methods of traffic control).Hence the achievement of target parameters of efficiency of production activity of all participants in railway transportations is possible through qualitative changes in the system of the organization of transportation process, the objective of the research was to study technological aspects of improvement of quality of functioning of the transport system in relation to activity of the Russian railways.The research applied methods of system analysis of scientific and technical data and technical and economic indicators of complex systems.The issues of implementation of end-to-end principles of transportation process management are considered, the concept of «technological polygon of transportation process management» is expanded. The analysis and grouping of methods for improving the efficiency of railway transport was carried out with regard to improving the operation quality indicators and refined model of rolling stock management, increasing the efficiency of the use of traction equipment, profiling of railway itineraries in respect of the preferred types of traffic, establishing sections well-provided for safe passage of freight trains and synchronized with the operation ranges of locomotives, organizing freightage in wagons withincreased axle load, removing barriers and restrictions in the power supply sector, etc.The transition to the «polygon» model of the organization of the technological process, the unification and optimization of the use of available resources, and, as a result, the reduction of risks of losses from transportation, service provision and unplanned use of resources are effective tools to improve the quality of rail operations.

Data on freight vehicle and commodity flows in Australia are poorly covered by official statistics, yet for many strategic purposes the analyst requires a nationwide picture of commodity flows. FreightInfo satisfies this requirement. FreightInfo is a database based on a combination of assembly techniques: the expert development of secondary data from existing national data collections, the systematic identification of major flow sources and sinks, and a rolling program of field data collection from freight consignors, consignees, and carriers. These are integrated into a coherent and consistent database covering the whole of Australia by all modes. A description of FreightInfo is presented, its creation is described, and some aggregate results relating to Australia are presented.

Freight carriers experience major challenges while operating in highly dense inner-city areas. Timely deliveries are crucial for the success of businesses and for the long-term economic growth of metropolitan areas. Previous freight studies have paid little attention to the characteristics of freight movements in a highly dense urban context. Accordingly, this study sought to quantify the operational practices for freight carriers that deliver light parcels to inner-city business receivers. Direct insights were collected using semistructured interviews and an online survey with freight carriers in Melbourne, Australia. The intent was to describe the delivery trips and vehicle types involved in this unique segment. An assessment of operational challenges to the efficiency of freight carriers is presented in the study. In general, freight deliveries to inner-city receivers are characterised by underutilised transport capacity along with a large number of delivery stops. The findings shed light on the challenges that couriers encounter in congested inner-city areas.

Purpose – The purpose of this paper is to identify current impediments to the competitiveness of the rail industry in the Australian non-bulk freight market. Design/methodology/approach – A systematic literature review was adapted to identify the impediments and challenge themes from 1,081 studies available on the Australian rail industry. To select the studies relevant to the research question, a tollgate criterion was then deployed. Impediments were identified by a structured data synthesis process and a heuristic algorithm was developed to explore the possible relationships between the impediments and challenges. Findings – Four major themes are apparent, each of which presents the rail industry with challenges in the non-bulk freight market. “Infrastructural inefficiencies and the need for further integration” was ranked as the main rail industry challenge, while “environmental concerns and the associated costs of externalities” was the least. In addition, across the four themes data synthesis identified 43 impediments from purely policy related to technical and operational aspects. Research limitations/implications – The major implication of this review is the identification of impediments that have no linkage to the four industry challenges as revealed by stakeholders in the literature. That means that the rail industry has been dealing with a number of issues that have not been explored and studied in depth either by practitioners or academics. The underlying elements of impediments in this group are perceived as managerial, organisational and leadership factors. The rail industry has failed to manage its organisational ties across the system, both horizontally and vertically. This issue has been intensified as the result of complex interactions between different transport modes and operators associated with the non-bulk freight sector. Originality/value – For the first time in the Australian context, this study provides an en masse and summarised picture of impediments to the competitiveness of the rail industry in the non-bulk freight market by systematically reviewing the reports generated by different stakeholders in the last ten years. The outcomes will assist the rail industry and government to understand impediments impacting on the quality of rail freight services that may lead to collaboration on decision-making and investment strategies.

In view of increasing supply chain disruption events, for example the China–United States trade war, the COVID-19 pandemic, and the Russia–Ukraine war, the complexity and dynamicity of global freight management keeps increasing. To build a resilient and sustainable supply chain, industrial practitioners are eager to systematically revamp the freight management decision process related to the selection of carriers, shipping lanes, and third-party logistics service providers. Therefore, this study aims at strengthening decision-making capabilities for global freight management, in which an industrial blockchain-based global freight decision framework (IB-GFDF) is proposed to incorporate consortium blockchain technology with the Bayesian best-worst method. Through the blockchain technology, pairwise comparisons can be conducted over the international freight network in a decentralized and immutable manner, and thus, a secure and commonly agreed-on pairwise comparison dataset is acquired. Subsequently, the pairwise comparison dataset with multi-stakeholder opinions is analyzed using the Bayesian best-worst method in order to prioritize the selection decision criteria related to carriers, shipping lanes, and 3PL service providers for global freight management. To verify the methodological feasibility, a case study of an Australian agricultural supply chain firm was conducted to support the development end-to-end (E2E) supply chain solutions originated from Australia. It was found that port infrastructure, ports of call and communication effectiveness were the major criteria for the selection decision, which can be emphasized in future global freight collaboration. In addition, an immutable and append-only record of pairwise comparisons can be established to support the visibility of time-varying stakeholders’ preferences.

Although the Australian road freight transport industry has seen three mass limits reviews in the mid 1970s, the mid 1980s and in the late 1990s, (Hassall, 2005), there were two very significant truck configuration changes that happened in the mid 1980s and then again in the early 2000s. The first was the trials of a variant of the Canadian B-train (the B-Double) which was introduced into Australia in the mid 1980s. This ‘Australian’ B-Double could achieve payloads some 30% to 40% higher than the conventional ‘semi trailer’ articulated combination. By 2016 some 18,900 of these vehicles were operational in Australia. The second adoption of new vehicle configurations started in 1999 through the National Road Transport Commission (NRTC), who adopted, and further developed, another Canadian concept, that of “Performance Based Standards” (PBS). This effectively allowed for new, flexible truck designs, as long as the vehicles performed against a set of 17 specific technical engineering performance criteria. This Performance Based Standards approach, since 1998, also allowed even larger configurations to B-Doubles to be used by operators. The benefits already of these new configurations has delivered billions of dollars in kilometre savings to the road freight industry and to its customers, as well as very significant safety benefits to the community.

The Coronavirus Disease 2019 (COVID-19) is a major virus outbreak of the 21st century. The Australian government and local authorities introduced some drastic strategies and policies to control the outspread of this virus. The policies related to lockdown, quarantine, social distancing, shut down of educational institute, work from home, and international and interstate travel bans significantly affect the lifestyle of citizens and, thus, influence their activity patterns. The transport system is, thus, severely affected due to the COVID-19 related restrictions. This paper analyses how the transport system is impacted because of the policies adopted by the Australian government for the containment of the COVID-19. Three main components of the transport sector are studied. These are air travel, public transport, and freight transport. Various official sources of data such as the official website of the Australian government, Google mobility trends, Apple Mobility trends, and Moovit were consulted along with recently published research articles on COVID-19 and its impacts. The secondary sources of data include databases, web articles, and interviews that were conducted with the stakeholders of transport sectors in Australia to analyse the relationship between COVID-19 prevention measures and the transport system. The results of this study showed reduced demand for transport with the adoption of COVID-19 prevention measures. Declines in revenues in the air, freight, and public transport sectors of the transport industry are also reported. The survey shows that transport sector in Australia is facing a serious financial downfall as the use of public transport has dropped by 80%, a 31.5% drop in revenues earned by International airlines in Australia has been predicted, and a 9.5% reduction in the freight transport by water is expected. The recovery of the transport sector to the pre-pandemic state is only possible with the relaxation of COVID-19 containment policies and financial support by the government.

The electrification of vehicles from the automotive and public transport industries can reduce harmful emissions if implemented correctly, but there is little evidence of whether the electrification of heavy freight transportation vehicles (HFTVs), such as multi-articulated vehicles, used in the freight industry could see the same benefits. This work studied heavy multi-articulated freight vehicles and developed a comparative analysis between electric and conventional diesel power trains to reduce their total emissions. Real-world drive cycle data were obtained from a heavy multi-articulated freight vehicle operating around Melbourne, Australia, with a gross combination mass (GCM) of up to 66,000 kg. Numerical models of the case study freight vehicle were then simulated with diesel, through-the-road parallel (TTRP) hybrid and electric power trains over the five different drive cycles with fuel and energy consumption results quantified. Battery weights were added on top of the real-world operating GCMs to assure the operational payload did not have to be reduced to accommodate the addition of electric power trains. The fuel and energy consumptions were then used to estimate the real-world emissions and compared. The results showed a positive reduction in tailpipe emissions, but total greenhouse emission was worse for operation in Melbourne if batteries were charged off the grid. However, if Melbourne can move towards more renewable energy and change its emission factor for generating electricity down to 0.49 kg CO2-e/kWh, a strong decarbonization could be possible for the Australian road freight industry and could help meet emission reduction targets set out in the 2015 Paris Agreement.

Many people are now aware of drones or remotely piloted aircraft (RPAs), and several others have predicted the significant impacts that drones will bring across society. Today, there is an expectation that drones will play a pivotal role in industries such as surveillance, security, surveying, construction, and freight transport. However, in all these cases, whenever a drone is flying over a populated area, it poses a danger to people or things on the ground. Perhaps the sector where the greatest risk of injury to the everyday person exists is the drone delivery industry. The drone freight industry is proliferating fast, with many companies like Skycart and Amazon investing in this sector. These companies plan to transport groceries, medical supplies, food, and par- cels, among many other things. If fleets of delivery drones are deployed around suburbs, the descent to lower altitudes and the general logistics of an airborne delivery presents a novel risk of harm. A drone failure resulting in a crash could lead to property damage, destruction of natural environments, and injury or death to persons, especially in areas of high population density. One promising way to prevent such harm is to use structural condition monitoring technology to preempt any deterioration of the airworthiness of a drone. In the absence of any existing precedent or authority on this, this Article investigates the legal implications of using such technology to guide future regulations and areas of research.

The basic idea behind the concept of a dry port is a more efficient seaport access, movement of the seaport’s interface inland with the shift of flows from road to rail. The application of the concept results in a reduction of road transport to/from the seaport together with the associated broad social and environmental benefits. This paper examines the complex factors influencing the timeframes and location of close inland intermodal terminals with dry port characteristics - metropolitan intermodal terminals, as they are usually referred to - and their implementation, with a case study of the Sydney metropolitan region and Port Botany, Australia. The issues surrounding suburban freight terminals are a sub-set of the wider social and environmental problems of the interactions of seaports with their hinterland. Port Botany and its close inland intermodal terminals are very distinctive: there are very few ports in the world with such a well-developed network of close inland intermodal terminals. Nevertheless, the Moorebank terminal was first mooted in 2003 but the latest plans anticipate operations commencing in 2018. The paper illustrates some problematic aspects of long timeframes for the development of significant freight infrastructure.

<p>The dedicated all-cargo aircraft market is vital to the global economy. Freighter aircraft now carry around 56 per cent of world air cargo traffic. Using an in-depth case study research design, this study examined the Qantas Freight Boeing B747-400 and B767-300 freighter aircraft route network design during the 2017/2018 Northern Winter Flight schedule period, which was in effect from the 29th October 2017 to March 24th, 2018. The qualitative data were examined by document analysis. The study found that Qantas Freight deploy their leased B747-400 freighter aircraft on a route network that originates in Sydney and incorporates key markets in Thailand and China with major markets in the United States. The Boeing B767-300 freighter aircraft operated 5 services per week on a Sydney/Auckland/Christchurch/Sydney routing as a well as a weekly Sydney/Hong Kong/Sydney service. The Boeing B747-400 freighter services could generate 114,755,020 available freight tonne kilometres (AFTKs) over the schedule period. The Boeing B767-300 freighter aircraft could generate 46,974,1440 AFTKs. The Qantas Freight route network and freighter fleet is underpinned by Australia’s liberalized freighter aircraft policy, the “Open Skies” agreement between Australia and China – which permits the onward carriage of cargo traffic across the trans-Pacific – and the liberalized “open skies” agreement with New Zealand.</p>

Purpose The purpose of this paper is twofold: first, to empirically evaluate the key impediments to the competitiveness of the rail sector in Australia; and second, to provide relevant transport management and policy recommendations for enhanced competitiveness. Design/methodology/approach This paper has adopted an empirical approach. A survey was developed and distributed among rail stakeholders in Australia. Accordingly, exploratory factor analysis and confirmatory factor analysis were conducted to evaluate the key impeding areas. Findings This paper found four areas that are impeding rail development, these being infrastructure management, shortage of freight data and poor information sharing, service delivery and organisational and commercial interactions. Research limitations/implications The theoretical approach of this thesis can be applied to any freight market where competition exists between different transport modes. However, the specific strategies provided in this research in terms of transportation management, infrastructure planning and policy were made according to the specific market condition, infrastructure quality and regulation that exist in Australia. Practical implications The findings provide important implications for both industry and government in terms of making transport planning and policy decisions, but also useful insights by identifying the weak parts of the rail sector and directions to target them. Originality/value The notion of the rail stakeholder does not appear to have been previously defined in the literature. Therefore, this research takes a broader view of rail stakeholders to include various interest groups within the rail sector and its operational environment.

Few studies have examined the link between air cargo and business travel, despite there being a generally accepted understanding that these two variables are inextricably related to each other. This paper examines the relationship between air cargo and business travel at the international level and analyses how these two variables are causally related. Moreover, we break down the sample into three major Australian states (New South Wales, Queensland, and Victoria), as each possesses a distinct flavour in trade and commerce. Utilising Granger causality methods, we have found evidence that there is a direct causal relationship between business travel and air cargo in the short run, and a bi-directional relationship in periods of 12 months and longer. The nature of the Granger causality at the state-level substantially differs from state to state, suggesting that the economic landscape of Australia’s local economy has a significant impact on the air cargo and business travel relationship.

Ensuring the safety of running trains is the main condition of railways exploitation for transport of passengers and cargoes all over the world. This is determined by the growth of moving speed in railways and by the wear of the rolling stock. As the moving speed increases, the requirements of quality of railways and of the rolling stock become stricter. This entails the necessity of optimal use of rolling stock without decreasing the movement safety. In particular, in Russia, occurs the wear of car and locomotive stock. A similar situation exists in railways of India, Australia and some former socialist countries.

In the past year, due to the Coronavirus disease 2019 (COVID-19), sea freight prices and domestic transportation costs have risen sharply, an increase that has not been seen for many years. This leads to a change in customs valuation. In most countries worldwide, collection of duties is based on the cost, insurance and freight (CIF) value of goods, there, any increase in transportation costs, lead to additional collection of import duties. The United States, Canada, Australia, New Zealand and South Africa, however, impose duties on the free on board (FOB) value of goods, meaning, therefore, transport costs changes do not lead to additional import duties in those countries. COVID-19 effects on transportation costs are a global issue and may last for a long time. The introduction of High Productivity Vehicles (HPVs) in Australia, through the Performance Based Standards (PBS) scheme, was predicated on new mechanical engineering standards that were mandated especially for these new vehicles. These standards improved vehicle stability, general performance and safety, especially safety. Two national surveys showed both massive safety and productivity benefits compared to conventional Australian road freight fleets. The first Australian PBS vehicles operated under permits from 1997 but the formalized Australian scheme was implemented in 2006. So arguably the introduction of HPVs under permit and now under a formal regulatory PBS framework has allowed some 20 years of research observations. However, only one major type of single rigid, high productivity truck, without a trailer, has been active in an urban environment as a pilot, over that time. This paper examines this special urban High Productivity Vehicle which could be exceptionally useful for the urban freight task in many countries should they ever adopt it.

Greenhouse gas (GHG) emissions in shipping have been receiving growing concerns in the maritime industry. Recently, the International Maritime Organization (IMO) is considering the introduction of a global shipping carbon tax, which has become the most talked-about topic in both industry and academia. To assess the potential impact of the carbon tax on maritime trades, a trade-volume-based model of shipping carbon emissions was developed. Considering that bulk shipping is the second-largest carbon emitter in the maritime industry and the low value-to-weight nature of bulk cargoes, the model was applied to analyze the dry bulk trade in China, one of the leading countries in the global dry bulk trade. The results show that the introduction of the carbon tax could have significant impacts on freight rates and commodity prices. Depending on the trading regions and the carbon charges, shipping freight rates would increase by 10–30%, which is equivalent to 1–4% of the trading prices. Additionally, since shorter shipping distances may have less emission per trading tonnage, the shipping carbon tax may significantly change the dry bulk trade patterns, resulting in China’s increasing reliance on nearby countries, e.g., India and Australia, for the import of key commodities. These findings can help shipping companies and sectors make better carbon reduction responses, such as redeploying their fleets, promoting the development of low-carbon shipping technologies, and increasing investments in Australia, as well as South and Southeast Asia.

Freight carriers, receivers and citizens in the inner-city area suffer the most from issues impacting last mile delivery due to exacerbated traffic congestion, limited parking and unsustainable delivery vehicles. Freight consolidation policies offer a sustainable solution to address these problems. The freight vehicles used in the consolidated deliveries could play a significant role in the sustainability and success of these policies. This paper applies a multi-stakeholder decision support approach to evaluate the suitability and potential of various delivery fleet configurations in addressing the perspectives and requirements of all stakeholders involved in last mile delivery to perform the consolidated delivery in the inner-city area. The Multi-Actor Multi-Criteria Analysis (MAMCA) framework was utilised to assess and rank various delivery configurations involving a combination of eco-friendly delivery vans, trucks and cargobikes based on the objectives of the stakeholders. The weight allocation of the criteria was determined through the Fuzzy Analytic Hierarchy Process (F-AHP) method using responses collected from key actors representing all stakeholder groups in Melbourne, Australia. The multi-stakeholder analysis, which was performed using the Preference Ranking Organization Method for Enrichment Evaluation (PROMETHEE) method, suggested that the consolidated delivery should be performed using a combination of eco-friendly delivery vans and cargobikes to incorporate the concerns of the societal stakeholders and operational requirements of the business stakeholders. The mono-actor analysis revealed the heterogeneity of the stakeholders’ preferences and clashing views regarding the optimal delivery fleet. This highlights the importance of incorporating a multi-stakeholder perspective in the planning and selection of suitable urban freight policies. Accordingly, a suitable implementation plan for the consolidated delivery fleet was proposed to reflect the perspectives and requirements of these stakeholders.

Inland Rail Project is a proposed 1700 km freight rail line connecting Melbourne and Brisbane via three States in Australia–Victoria, New South Wales, and Queensland. Operational rail noise assessment is undertaken differently across these States in Australia. The assessment generally considers the existing and future noise exposure across day and night, along with single pass-by maximum levels. However, the assessment durations and statistical means of assessing single events differ across the States. The key acoustic criteria relevant to operational noise assessments and how they differ across the project footprint are discussed in this paper. Specifically, the effect of application of various criteria in the project context are discussed, along with statistical analysis of train pass-by noise data sets. A Monte-Carlo based methodology is proposed for estimating Single Event Maximum, a criterion for assessing single rail-noise events in Queensland. The methodology is discussed in the context of field data and greenfield scenarios where the method may be beneficial for acoustic consultants. The effects of inclusion of noise sources such as train horns and crossing bells are also briefly discussed. Finally, a proposed methodology for a consistent assessment of rail noise on such nationally spread projects is discussed.

PurposeTechnologies continue to disrupt logistics and freight transport (known as smart logistics), but their impacts on smart city sustainability is underinvestigated. Drawing on technology, organisation and environment (TOE) perspective, the objective of this study is to empirically investigate the hierarchical effects of smart logistics on smart city sustainable dimensions (i.e. environmental, social and economic).Design/methodology/approachThe study used cross-sectional survey to collect data from urban transporters, warehouse managers, retailers and information technology (IT) managers in Australia. Data were analysed using structural equation modeling (SEM) to test the hypothesised relationship between constructs of smart logistics and smart city sustainable performance.FindingsThe findings reveal that information and communications technologies (ICTs) use and IT capability (ITC) have positive and significant effects on smart logistics. Technology-enabled smart logistics have an immediate positive effect on smart city environment, which in turn has positive impacts on social and economic performance.Practical implicationsThe study informs managers that smart logistics equipped with freight transport telematics can improve smart city environment through enhanced tracking and tracing of goods movement. The improved environmental stewardship is likely to support social and economic performance.Originality/valueSmart city research remains primarily theoretical and focussed on concerns surrounding sustainable growth amid urbanisation and digitalisation. City logistics and urban freights play key role in smart city economic growth, but vehicular pollution pose social and environmental challenges. Technology-assisted smart logistics are likely to improve smart city sustainable performance but yet to find how they affect each other.

Freight trains already passing through level crossings in rural areas at night can be difficult for approaching motorists to see. Crashes can occur if the crossing has ‘passive’ controls (Give way/Stop signs) and motorists fail to stop. Retroreflective screens on the far side of the crossing to motorists that reflect headlights and produce a ‘strobing’ effect between carriages could increase train conspicuity. A prototype screen was applied to a crossing in South Australia. Four videos of freight trains at night from the perspective of an approaching vehicle (conditions: high versus low beam headlights, screen versus no screen) were recorded and used in a reaction time experiment with N=29 drivers. Mean reaction times to the four videos were examined using multivariate analysis of variance. Results were mixed. With high beam headlights, the screen led to shorter reaction times, which suggests it increased train visibility. With low beam headlights, it led to longer reaction times, which suggests it reduced train visibility or that it confused drivers. The detrimental effect of the screen with low beam headlights could be, at least partly, due to methodological limitations relating to differences between trains in the videos, the instructions given to participants, and the degree to which the experiment replicated real-world driver behaviour. However, the screen may genuinely have confused or distracted participants and may do so in realworld conditions. Further experimental testing would be required to determine whether the results in low beam conditions persist when potential methodological limitations are addressed.

Childhood asthma is a major health issue in Australia, and traffic emissions play a causative role. Two urban planning policies that impact children’s exposure to traffic emissions are considered in terms of the potential health risks to children in a Melbourne suburb with high truck volumes and hospital attendances for childhood asthma. Firstly, the health impact assessment component of the state planning approval of a major road project, and secondly, local government placement of childcare centres and schools in relation to freight routes. Three sources of air quality monitoring data were examined: (i) a Victorian EPA reference site; (ii) a site with planning approval for development into a childcare centre; and (iii) five sites within the boundary of the West Gate Tunnel Project, an AUD 10 billion road and tunnel project. The Australian Urban Research Infrastructure Network data was utilised to assess distances of childcare centres and schools from major truck routes. A range of cconcentration–response functions for childhood asthma (0–18 years) from international systematic meta-analyses and a smaller Australian cross-sectional study were applied to comparative elevations in fine particulate matter (PM2.5) and nitrogen dioxide (NO2) concentrations between the EPA reference monitor (used for project risk assessment) and local roadside data. It was found that comparative elevations in NO2 concentrations were associated with the following risk increases: developing asthma 13%, active asthma 12%, and lifetime asthma 9%. Overall, 41% of childcare centres (n = 51) and 36% of schools (n = 22) were ≤150 m to a high-density truck route. Truck emissions likely make a substantial contribution to childhood asthma outcomes in the project area. This study exemplifies how current practices may not be commensurate with guiding policy objectives of harm minimisation and equitable protection.

Public commentary has offered mixed opinion on the likely impact of COVID-19 restrictions on drug-related offending. On the one hand, it is argued that drug users – and the drug markets in which they interact – may have become the incidental targets of law enforcement as police seek to enforce social distancing regulations by focusing their efforts on street-level pedestrian activity or open-air gatherings. On the other, interstate border closures and restrictions on person and freight traffic are thought to have interrupted illicit drug supply chains, temporarily reducing or displacing market activity at the street level and thus reducing police detections of drug users. In this study, we extend current analyses of crime during the COVID-19 pandemic to explore how the rate of police detection for drug possession and other drug-related offences has changed. Using crime data from the Australian state of Queensland, we use Auto-Regressive Integrated and Moving Average time series modelling techniques to explore historical trends and their dynamic forecasts. We then compare actual offence rates for March through June to identify any statistically significant changes. We find that reported drug offences significantly vary across time and location highlighting that the impact of COVID-19 is not universal across Queensland. Thus, the significant heterogeneity in local drug market dynamics that has elsewhere been documented remains even in a major crisis with significant changes in policing activity and resource allocation. Our analysis has significant import for criminal justice practitioners in further understanding drug market dynamics and drug-related offending during COVID-19 restrictions.

The article describes the global coal market as the ratio of demand and supply depending on the development of energy technologies in the historical section. The continental specificity of coal mining is given. The basic world exporters and importers of coal and their role in the sale of energy fuels are analyzed. The key coal producing countries are China, India, the USA, and Australia. The largest consumers of coal products are China, India, Japan and Korea. There are unconditional leaders in the export coal market: Indonesia and Australia. In addition, a comparison of large coal companies and their share in the world market is presented. The features of coal supplies are analyzed in accordance with international rules (Incoterms), which regulate the rights and obligations of the buyer when conducting international trade, as well as determine the moment of transfer of risks from the seller to the buyer. The following supply bases were characterized: FOB (Free On Board), FAS (Free Alongside Ship), CIF (Cost Insurance and Freight), DAP (Delivered At Place), FCA (Free Carrier) etc. Trends in the logistics component of the global coal industry are revealed. Logistic of coal supply chains in comparison with other energy fuels and their features are disclosed. The problem of profitability of mines and their effectiveness is presented. Assessment of the environmental components of coal use in industry and energy is analyzed. It was noted that on the background of the trend to protect the environment and promote renewable energy, coal is becoming less popular in developed countries. This trend is further exacerbated by state subsidies for green energy.

This research conducted a probabilistic life-cycle assessment (pLCA) into the greenhouse gas (GHG) emissions performance of nine combinations of truck size and powertrain technology for a recent past and a future (largely decarbonised) situation in Australia. This study finds that the relative and absolute life-cycle GHG emissions performance strongly depends on the vehicle class, powertrain and year of assessment. Life-cycle emission factor distributions vary substantially in their magnitude, range and shape. Diesel trucks had lower life-cycle GHG emissions in 2019 than electric trucks (battery, hydrogen fuel cell), mainly due to the high carbon-emission intensity of the Australian electricity grid (mainly coal) and hydrogen production (mainly through steam–methane reforming). The picture is, however, very different for a more decarbonised situation, where battery electric trucks, in particular, provide deep reductions (about 75–85%) in life-cycle GHG emissions. Fuel-cell electric (hydrogen) trucks also provide substantial reductions (about 50–70%), but not as deep as those for battery electric trucks. Moreover, hydrogen trucks exhibit the largest uncertainty in emissions performance, which reflects the uncertainty and general lack of information for this technology. They therefore carry an elevated risk of not achieving the expected emission reductions. Battery electric trucks show the smallest (absolute) uncertainty, which suggests that these trucks are expected to deliver the deepest and most robust emission reductions. Operational emissions (on-road driving and vehicle maintenance combined) dominate life-cycle emissions for all vehicle classes. Vehicle manufacturing and upstream emissions make a relatively small contribution to life-cycle emissions from diesel trucks (<5% each), but these are important aspects for electric trucks (5% to 30%).

The purpose of this study is to provide an analytical summary of the Queensland tomato supply chain, by focusing on margins along the supply chain. For that, a representative tomato gross margin model in Southern Queensland was used to analyse the estimated income, grouped variable costs and the gross margin for four tomato varieties: gourmet, round, grape, and cherry. The mean yields of the sampled varieties varied considerably, depending on climatic conditions, pests and diseases, the season and whether tomatoes are grown on the ground or trellises. Driven by high revenues and relatively low freight costs, grape tomatoes have the highest gross margin ($73 thousand per hectare) as well as the highest market price at $4.64 per kilo compared to other varieties. The cost of growing the crop up to harvest can exceed $10,000 per hectare with high labour requirement for harvesting and packing. While costs for machinery, fertiliser, herbicide, weed control, insecticide, and fungicide largely remain constant across four tomato varieties, it is planting and irrigation that makes a difference. With average value of $9,303 per hectare, planting costs range from $5,134 for round tomatoes to $12,241 for cherry tomatoes. The results of this gross margin analysis can be helpful to explore profitability at the farm level, allowing regional and international comparisons

This study aimed to survey farmers’ knowledge and practices on the management of pastures, stocking rates and markets of meat goat-producing enterprises within New South Wales and Queensland, Australia. An interview-based questionnaire was conducted on properties that derived a significant proportion of their income from goats. The survey covered 31 landholders with a total land area of 567 177 ha and a reported total of 160 010 goats. A total of 55% (17/31) of producers were involved in both ‘opportunistic harvesting’ and commercial goat operations, and 45% (14/31) were specialised seedstock producers. Goats were the most important livestock enterprise on 55% (17/31) of surveyed properties. Stocking rate varied considerably (0.3–9.3 goats/ha) within and across surveyed properties and was found to be negatively associated with property size and positively associated with rainfall. Overall, 81% (25/31) of producers reported that the purpose of running goats on their properties was to target international markets. Producers also cited the importance of targeting markets as a way to increase profitability. Fifty-three percent of producers were located over 600 km from a processing plant and the high cost of freight can limit the continuity of goats supplied to abattoirs. Fencing was an important issue for goat farmers, with many producers acknowledging this could potentially add to capital costs associated with better goat management and production. Producers in the pastoral regions appear to have a low investment in pasture development and opportunistic goat harvesting appears to be an important source of income.

The objective of the paper is managerial evaluation of the level of logistics on individual continents and to find out dependence between the level of logistic systems and the level of GDP in the selected countries of the world. To evaluate logistics, we used the Logistics Performance Index and its six categories (customs clearance, infrastructure, international shipment, logistic competencies, monitoring shipment, and satisfaction). The index of gross domestic product was shown per capita and in constant U.S. dollars for 2010. The analyzed period was the years 2010, 2012, 2014, 2016, and 2018. Together, we analyzed 134 countries from five of the world’s continents. Results are provided separately for the European countries and the Slovak Republic. To find out mutual linear dependence, we used the correlation coefficient. From the results of the research, it is clear that there is a connection between the variables LPI and GDP and thus that there exists a direct linear dependence. Only in one case, that of the African continent in 2018, was the coefficient of correlation close to zero and we had to state that the variables were not linearly dependent. For most resulting values of the correlation coefficient, we found only slight linear dependence. The exception was the countries of Australia and Oceania, where a strong dependence was found for all the years in question. This kind of analysis has significance primarily on the macroeconomic level. The individual countries can investigate, evaluate, and consequently improve their respective logistic systems and services. Understanding and decomposing the components of trade and logistics performance can help countries improve freight transport efficiency and identify where international cooperation could help overcome barriers.

The role of towns and small business is poorly understood, yet towns are vital for the long-term viability of communities in rural and remote Australia. This case study in the central western region of Queensland (CWQ) examines the impacts of drought on rural towns and how to build a resilient regional community and alleviate hardship. Evidence was collected during drought from town businesses through surveys, interviews and a public meeting in 2017. Towns in CWQ are especially exposed to the risks of drought, as approximately half of the businesses are directly linked to agriculture. Townspeople are major contributors to social cohesion and resilience in rural and regional communities, which are often service and maintenance centres of nationally important infrastructure such as roads for inter-state freight transport and tourism. Drought and declining grazier incomes have led to reduced spending in towns. Populations have dropped sharply, as itinerant agricultural workers leave the region. The complex economic and social flow-on impacts of drought have resulted in lower socioeconomic resilience. The majority of community members interviewed expressed a desire to build secure livelihoods, which echoes other research where existing and new rangelands livelihoods are seen as contributing to the success of the nation, a common global desire. Local organisations in CWQ display innovative business and community strategies. Future actions need to support and build on these initiatives. A framework with the acronym D.U.S.T. has been developed, with associated actions aimed at building resilience in these communities. D.U.S.T. is appropriate for this often-dusty region, and stands for: D. Decide to act; U. Understand the context; S. Support and develop local capacities and institutions; and T. Transform regional governance. The key for decision-makers is to work with local people who understand the contextual complexity and local needs. Actions need to be based on principles of adaptability, equity and inclusiveness, and working with the whole of the community. Building on existing collaborations and innovations as well as transforming governance and secure funding arrangements are needed. Lessons from the communities in CWQ may help other rural and remote regions build resilience to cope with the unpredictable financial, social and environmental future.

Purpose – The purpose of this paper is to explore what the attitudes of small firm owner-managers are to developing the skills of their key resources and then examine how these and other factors affect owner-managers’ preferences for training these employees. Design/methodology/approach – This study of training in small road transport firms in West Australia is cast in light of the literature on human resource management in small firms underpinned by insights drawn using the resource based view of the firm. Small firms (less than 20 people) dominate this industry, while the increasing freight task, and extreme distances between West Australian ports, towns and mines highlight this sectors’ importance. Survey results from 39 small road transport firms and interviews with nine owner-managers are analysed. Findings – Legislative, regulatory and licensing requirements were shown to be a key determinant of skills development. Employers ensured that basic standards for employee certification and qualification were met, as the penalty for not doing so would be too high. Regulations drove the need for certain types of training – licenses, fatigue management, occupational health and safety, handling dangerous goods, the Maritime Security Identification Card card, forklift license, mine site inductions – while owner-managers knew where to get the training their staff needed. Although regulation appeared most visible in prescribing what happened in relation to training for drivers, the relevance of owner-managers’ attitudes could not be ignored, nor could conditions in the firms external environment as this shaped how these requirements were met. Research limitations/implications – The RBV is useful in showing how skill development enabled similarity in skills across firms, while the attitudes owner-managers and economic and social conditions meant what happened in firms around skill development varied. The importance of small firm owner-managers’ attitudes are clearly highlighted and shown to influence organizational decisions and choices around training, but these were not independent of the regulatory framework and the economic and social conditions within which the firm operated. The small firms in this study did engage workers in formal training when necessary but it was put in the context of the idiosyncratic approach of the owner-manager and the day-to-day needs of the firm. “Training” was essentially about ensuring certain types of skills were held by employees and then passing on knowledge to ensure the behavior of employees was consistent with the owner-manager’s vision for the firm in its current environment. Originality/value – Ways industry and government can encourage training activity that goes beyond the day-to-day firm needs are suggested.

AbstractThe freight sector in Australia has been growing at an ever-increasing rate due to domestic and international demand for goods, commodities, and resources. Increased volume of traffic comes with increased greenhouse gas. Greenhouse gas impacts climate change and air pollution, increasing the risk of public health and safety. The European Union used Marco Polo to shift transit freight from road to sea, rail, and inland waterways to reduce the number of trucks on the road to lessen congestion, less pollution, and more reliable and efficient transport of goods. Fuel Tax Credit was similarly introduced in Australia to address some of these issues. It is now time to analyse the impact of these schemes. This paper is a systematic literature review using the Mixed Method Appraisal Tool and Critical Appraisal Skills Programme. Findings include using alternative modes of transport for long distances reduces carbon dioxide and the likelihood of using renewable fuels like electric and hydrogen fuel for trucks. However, research was limited on renewable fuels.

As in many countries, rail electrification in Australia is largely confined to the major cities, and elsewhere most trains are powered by diesel. Electrification is expensive and only viable on lines where traffic density is high. Having adopted the 2050 Zero CO2 emissions target, there is limited time to find alternative power sources or repower all diesels. Hydrogen is one of the most promising alternatives, and a few hydrogen-powered trains are already in service in Europe. However, hydrogen must be stored as a compressed gas or a liquid, and either way the storage volume is much greater than diesel fuel, and handling is difficult. This paper looks at the feasibility of hydrogen for locomotive-hauled freight applications, with a focus on Australia.

PurposeThis paper aims to identify the interplay of standard Capesize optimal speeds for time charter equivalent (TCE) maximization in the Australia–China iron ore route and the optimal speeds as an operational tool for compliance with the International Maritime Organization (IMO) carbon intensity indicator (CII).Design/methodology/approachThe TCE at different speeds have been calculated for four standard Capesize specifications: (1) standard Capesize with ecoelectronic engine; (2) standard Capesize with non-eco engine (3) Standard Capesize vessel with an eco-electronic engine fitted with scrubber and (4) Standard Capesize with non-eco engine and no scrubber fitted.FindingsCalculations imply that in a highly inflationary bunker price context, the dollar per ton freight rates equilibrates at levels that may push optimal speeds below the speeds required for minimum CII compliance (C Rating) in the Australia–China trade. The highest deviation of optimal speeds from those required for minimum CII compliance is observed for non-eco standard Capesize vessels without scrubbers. Increased non-eco Capesize deployment would see optimal speeds structurally lower at levels that could offer CII ratings improvements.Originality/valueWhile most of the studies have covered the use of speed as a tool to improve efficiency and emissions in the maritime sector, few have been identified in the literature to have examined the interplay between the commercial and operational performance in the dry bulk sector stemming from the freight market equilibrium. The originality of this paper lies in examining the above relation and the resulting optimal speed selection in the Capesize sector against mandatory environmental targets.
