An examination of land freight transport in Australia shows that a diverse range of influences have shaped its development and structure over time. Parochial political interests have constituted a potent input into the development of policy, made possible by the federal structure of the Australian governmental structure. Australia is in no way unique in this sense, but the structure and its constituent elements have, over time, resulted in the development of land freight transport policy which has proven, in some respects, to be inefficient and ineffective. Despite a perception that land freight transport policy has been inadequate in the past, attempts to comprehensively reform the regulatory framework in which the land freight transport task is undertaken have not proved successful. This has been partly due to constraints imposed by institutional forces beyond the reach of policy makers. More recently, however, changes in institutional constraints provided an opportunity for reform to be initiated. Coupled with a commitment on the part of constituent governments to seek economically efficient national solutions, changes have occurred in the regulatory environment for land freight transport in Australia. The nature of the economic relationships underlying the freight transport task are examined, and a modelling framework developed for analysing the freight transport task within a spatial equilibrium framework. Although not applied directly to the issue of concern in the present study, the technique represents a useful tool to analyse freight transport relationships in the future. In lieu of the direct application of the spatial transport equilibrium model developed, previous Australian studies are reviewed and inter-state land freight transport demand relationships estimated. The economic implication of regulatory and competition reforms are assessed in the context of a federal structure of government, and a scenario in which the freight transport task represents a diverse set of activities. The study concludes that although the reforms offer opportunities to enhance the regulatory environment for land freight transport, the results to date do not show unambiguous gains from the changes which have occurred, or which are envisaged. Moreover, considerations other than cost-benefit considerations may undermine the persuasive arguments on which much of proposed reforms have been premised. This is likely to lead to misguided policy which, in the long run, does not prove to be welfare enhancing, and which may not correspond with the institutional framework underlying the Australian federal structure.

Road-rail transfer facilities ( or terminals, as they are referred to), represent a significant component of intermodal transportation. The term "intermodal" refers to the combination of two or more different modes used in transportation process of freight, in case of this study taking place between the road and the rail. The complexity of intermodal transportation has created a considerable demand for extensive application of computer modelling of its operations. Intermodal infrastructure represents a multimillion dollar capital investment, the utilisation of which has to be closely monitored. In recent years some innovative technologies have found their way into intermodal and some of them have been implemented with a various degree of success. One of those successful innovations is a system commonly known as RoadRailer. Its main features are bimodal trailers with the capability of being hauled on road as well as on rail. The research presented here includes the development of simulation models which are used to evaluate the operating performance of road-rail intermodal terminals. Two main types of terminals are modelled, namely: conventional container transfer facilities and RoadRailer trailer port facilities. The results of changing key operating resources and the incidence of trailer breakdowns have been tested using the simulation models developed as part of this thesis. Operations of other types of terminals and/or their combinations (for example sea-rail) are not the subject of this work. 960 detailed observations of important operations activities were made by the author during the research. The data collected were analysed to find the appropriate type of statistical data distribution. The Chi-Square test was performed to determine the best-fit line, with the conclusion, that the Erlang distribution was chosen correctly (Chapter 4.4 and Appendix F). The RoadRailer model described in Chapter 6 was developed as a mean of assessment of the new extended Adelaide RoadRailer terminal operation expected to commence from 1 March 1994. Data representing real-life operating performance were to be collected in due course, evaluated and used for the calibration of that model. However, due to changed ownership of RoadRailer trailers and interstate operating rights (which resulted in cessation of the interstate operation), the forecast scope of operation has not been realised. Thus the necessary data have not become available for the planned model calibration. An alternative approach had to be adopted, resolving the absence of data. A comparison of results achieved under the past limited scale of operations, with that given by the model, was performed. The RoadRailer terminal operation can take place under different set of conditions which influence the final result. The impact of specific conditions is investigated in depth in the model described in Chapter 6. The results thus obtained provide to the best knowledge of the author the first successful attempt in Australia to use computer simulation in modelling RoadRailer terminal operation. Dynamic simulation was found to be a very efficient tool for investigation/modelling of intermodal operations, both conventional and RoadRailer. As such it can be recommended for practical application whenever a number of factors with variable parameters of performance have to be considered The investigation of a Conventional terminal operation has proved the container manipulations (it means loading, unloading, transferring and storage manipulations from road to rail and vice versa) to be more efficient/productive than RoadRailer manipulations performed under a comparable set of operating conditions. However, it is recommended that a decision about the right choice between these two technologies be made according to marketing objectives and results of a detailed comparison of infrastructure capital costs. The close investigation of RoadRailer terminal operations has revealed a considerable impact of the number of resources deployed and the trailer breakdown ratio upon the performance reliability. If a performance commensurate with the best world standards is targeted, while sustaining a high breakdown ratio, then a relatively high level of resources have to be used. Reliability of trailers has been proved as a very important issue. The technical complexity of trailer design raises the possibility of trailer breakdowns unless an efficient preventive maintenance system is put in place. With the breakdown ratio grater than 5% it is highly recommendable that a dedicated repair crew be used. If the ratio exceeds 10% then successful performance is not achievable without such a crew, especially in the long run. These results have nevertheless to be considered as valid for the particular operating environment and as such do not claim general validity. After setting out the results obtained using the terminal models, several topics closely associated with the operating performance of road-rail terminals are discussed in Appendices. These are based on the experience of the author and Australian National. In Appendix G the key performance factors for a terminal are discussed, and associated performance indicators are put forward. In Appendix H the types of lifting equipment commonly used in terminals are described together with their main advantages and drawbacks. The strong relationship between the linehaul and terminal components of the overall road-rail intermodal task is highlighted with respect to customer service variables in Appendix I.

This research focuses on fleet management in freight transportation systems. Effective management requires effective planning and control decisions. Plans are often generated using estimates of how the system will evolve in the future; during execution, control decisions need to be made to account for differences between actual realizations and estimates. The benefits of minimum cost plans can be negated by performing costly adjustments during the operational phase. A planning approach that permits effective control during execution is proposed in this dissertation. This approach is inspired by recent work in robust optimization, and is applied to (i) dynamic asset management and (ii) vehicle routing problems. In practice, the fleet management planning is usually decomposed in two parts; the problem of repositioning empty, and the problem of allocating units to customer demands. An alternative integrated dynamic model for asset management problems is proposed. A computational study provides evidence that operating costs and fleet sizes may be significantly reduced with the integrated approach. However, results also illustrate that not considering inherent demand uncertainty generates fragile plans with potential costly control decisions. A planning approach for the empty repositioning problem is proposed that incorporates demand and supply uncertainty using interval around nominal forecasted parameters. The intervals define the uncertainty space for which buffers need to be built into the plan in order to make it a robust plan. Computational evidence suggests that this approach is tractable. The traditional approach to address the Vehicle Routing Problem with Stochastic Demands (VRPSD) is through cost expectation minimization. Although this approach is useful for building routes with low expected cost, it does not directly consider the maximum potential cost that a vehicle might incur when traversing the tour. Our approach aims at minimizing the maximum cost. Computational experiments show that our robust optimization approach generates solutions with expected costs that compare favorably to those obtained with the traditional approach, but also that perform better in worst-case scenarios. We also show how the techniques developed for this problem can be used to address the VRPSD with duration constraints.

This study focussed on the evaluation of quality management at one of the selected South African freight rail construction projects. Transnet Freight Rail (TFR) was selected for its high rate of accidents and injuries that happen on daily basis which affect the company’s operations and profits. The study’s approach was to obtain as much as possible opinions from local and international experts on quality management in construction projects. The opinions were gathered through a number of official journals on the best practices for quality management, comparing all of these practices to that of TFR in order to conclude whether the need for improvement or the change in practicing quality is required. The mixed − method approach was employed, to gather more and accurate data. The strengths of qualitative research approach can make up for the weaknesses of the quantitative research approach, this was the reason why mixed − method was chosen. The targeted population of this study included the internal stakeholders such as quality assurance officers, project managers, project coordinators and project team members. This targeted population was able to provide the accurate information as they are directly involved in the execution of the projects in terms of quality management of the project. A questionnaire was developed and employed as a tool to gather data to satisfy the research questions. This study was a case study because it only focused on TFR Iron Ore line projects. The focus was that, within TFR Iron Ore line, only those who are affected directly by the above mentioned projects were interviewed. The study has revealed that the Total Quality Assurance measures are being ignored at TFR, such as unscheduled quality tours, quality audits, quality control routines, random sampling of errors and record seen defects, and quality monitoring throughout the project life cycle.

This dissertation proposes approaches that enable effective planning and control of mobile transportation resources in large-scale consolidation networks. We develop models, algorithms, and methodologies that are applied to fleet sizing and fleet repositioning. Three specific but interrelated problems are studied. The first two relate to the trade-offs between fleet size and repositioning costs in transportation resource management, while the third involves a dynamic empty repositioning problem with explicit consideration of the uncertainty of future requirements that will be revealed over time. Chapter 1 provides an overview of freight trucking, including the consolidation trucking systems that will be the focus of this research. Chapter 2 proposes an optimization modeling approach for analyzing the trade-off between the cost of a larger fleet of tractors and the cost of repositioning tractors for a trucking company operating a consolidation network, such as a less-than-truckload (LTL) company. Specifically, we analyze the value of using extra tractor repositioning moves (in addition to the ones required to balance resources throughout the network) to attain savings in the fixed costs of owning or leasing a tractor fleet during a planning horizon. The primary contributions of the research in this chapter are that (1) we develop the first optimization models that explore the impact of fleet size reductions via repositioning strategies that have regularity and repeatability properties, and (2) we demonstrate that substantial savings in operational costs can be achieved by repositioning tractors in anticipation of regional changes in freight demand. Chapter 3 studies the optimal Pareto frontiers between the fleet size and repositioning costs of resources required to perform a fixed aperiodic or periodic schedule of transportation requests. We model resource schedules in two alternative ways: as flows on event-based, time-expanded networks; and as perfect matchings on bipartite networks. The main contributions from this chapter are that (1) we develop an efficient re-optimization procedure to compute adjacent Pareto points that significantly reduces the time to compute the entire Pareto frontier of fleet size versus repositioning costs in aperiodic networks, (2) we show that the natural extension to compute adjacent Pareto points in periodic networks does not work in general as it may increase the fleet size by more than one unit, and (3) we demonstrate that the perfect matching modeling framework is frequently intractable for large-scale instances. Chapter 4 considers robust models for dynamic empty-trailer repositioning problems in very large-scale consolidation networks. We investigate approaches that deploy two-stage robust optimization models in a rolling horizon framework to address a multistage dynamic empty repositioning problem in which information is revealed over time. Using real data from a national package/parcel express carrier, we develop and use a simulation to evaluate the performance of repositioning plans in terms of unmet loaded requests and execution costs. The main contributions from this chapter are that (1) we develop approaches for embedding two-stage robust optimization models within a rolling horizon framework for dynamic empty repositioning, (2) we demonstrate that such approaches enable the solution of very large-scale instances, and (3) we show that less conservative implementations of robust optimization models are required within rolling horizon frameworks. Finally, Chapter 5 summarizes the main conclusions from this dissertation and discusses directions for further research.

The Quebec City - Windsor corridor is the busiest and most important trade and transportation corridor in Canada. The transportation sector is the second largest greenhouse gas (GHG) emission category in the country. Governments around the world, including Canada, are considering increased mode share by rail as a way to reduce transportation emissions. To understand whether freight mode shift is a realistic means to reduce transportation emissions, an analytical model is needed that can predict the effect of government policy on mode split.
This thesis provides background on the freight transportation-GHG nexus in Canada and describes the development, implementation, reasoning behind, and results of, a Stated Preference shipper carrier choice survey for the Quebec City - Windsor corridor conducted during the fall of 2005. It then describes how the resulting carrier choice models are used to estimate the potential to displace truck traffic to rail (premium-intermodal) under current conditions, as well as to test the effectiveness of different possible future policy or service offering scenarios.
The results show that premium-intermodal has the potential to capture a substantial share of traffic between the main destinations in the Quebec City - Windsor Corridor. However, its ability to contribute significantly to reducing CO2 emissions is limited. According to the analyses conducted, potential reductions are considered to be in the range of nil to 0.413 Mt---a fraction of what the federal government was hoping to be able to achieve through "further public-private collaboration to promote the use of intermodal freight opportunities and to increase the use of low-emission vehicles and modes" (Government of Canada 2002).
At the same time, these potential reductions are based on a small proportion of total truck-related emissions and a few city-pairs. Extension of the current analysis to more city-pairs separated by longer distances might arrive at different conclusions.

The objective of this research is to implement multi-modal cost calculations on a freight transportation network, in order to estimate the cost of freight shipments from parts suppliers to original equipment manufacturers (OEMs), and from OEMs to final consumers involved in the automobile manufacturing industry supply chain. The research will describe gaps in the current freight cost estimation literature, determine the strengths and weaknesses of current practices, and offer possible improvement strategies. The necessary components for this research include: a multi-modal (highway-rail-water-air) network database, the geocoded locations and activity levels of auto industry parts suppliers and OEMs; freight movement cost functions; information on the modes and vehicle/vessel types used for the shipment of certain commodity types; and distance- based travel costs per-mile for these modes. A product of this line of research will be a method that other industries, in other locations, might also use to determine overall freight transportation costs throughout an entire supply chain. The present research effort provides an example using data gathered on the automobile manufacturing industry centered in Georgia and Alabama. The network-based freight costs derived in this research should also be useful in other applications, including the estimation of origin-to-destination flows, as well as in the estimation of transportation costs used in regional and statewide freight planning models.
