The United States Forest Service planning processes, which are driven in large part by the requirements of the National Environmental Policy Act (NEPA), are a part of all major (and some minor) land management decisions by the agency. The outcomes of these processes are the result of multiple factors, many related to the manifold smaller incremental decisions made by agency personnel directing the processes. Through qualitative review of 21 NEPA documents and 5 case study processes in which we interviewed decision makers, team leaders, and team members, this study examines those incremental decisions and the factors that drive them. Risk emerged as a dominant lens through which agency personnel weigh and make process-related decisions. We identify the different types of risk perceived by agency actors and the risk management strategies they employ. Our interviews suggest that different actors within the agency tend to assume responsibility for responding to different forms of risk associated with particular tasks. Most time and energy appears to be focused on minimizing process-related risks, especially those caused by external entities in the form of public opposition and threats of appeal/litigation, rather than resource-related threats. We discuss the potential implications of this focus and its associated strategies on organizational and social learning within agency planning processes, on adaptive ecosystem management, and internal agency relationships and morale.

This is a historical study of the intersection of political economy with natural resources management, as played out on the national forests between 1945-1991. Specifically, it focuses on two core national forest management policies; sustained yield and multiple use. These two policy directives represent an attempt by the public and elected officials to apply principles of sustainable development to publicly-owned forest lands, and to ensure that a wide variety of both market and nonmarket forest values are preserved for the benefit of present and future generations. Interest groups, the Forest Service, and policy makers have conceived of sustained yield and multiple use in different and evolving ways over the years. This study explores how these principles have been variously defined and either implemented or thwarted. After World War Two, with escalating demands on national forest resources, the U.S. Forest Service turned to "intensive management" as a technological method of enhancing natural forest productivity and mitigating the environmental effects of increased use. But the agency's optimistic vision of efficient, sustained production of forest commodities through technical mastery over nature has met overwhelming fiscal, environmental, technical, and political obstacles. Nevertheless, agency leaders, industry advocates, and politicians have consistently promulgated an optimistic faith that intensive applications of labor, capital, and technology can maximize and harmonize multiple uses, rehabilitate damaged resources, and sustain high levels of outputs in perpetuity--despite repeated failures to achieve balanced multiple use management and to manage grazing and timber extraction at sustainable levels. The conspiracy of optimism ideologically justifies continued unsustainably high levels of resource extraction. Changing public values since the 1960s and the popularization of ecology have initiated a growing skepticism toward the premises of intensive management. At the same time, field level forest managers have grown frustrated with top-down imposition of resource production quotas and the lack of adequate political, fiscal, and organizational support for sound forest management. As the last old growth forests fall to the chainsaw, and as the federal subsidies required to access these remote timber stands on the national forests escalate, public controversy deepens. In this decade of the national forest centennial a revolt of conscience has erupted among grassroots Forest Service personnel, and a strong challenge from the environmental community has gained momentum. Another major period of policy evaluation and revision appears to be taking place. Whether the conspiracy of optimism can continue to sustain the old status quo is questionable.

ABSTRACT The purpose of this paper is to evaluate and discuss the evolution of forest management practices in the United States. The paper discusses the trends in forest management that have occurred within the United States in general, and specifically within the western (Oregon) and southern (North Carolina and Florida) United States. The trends discussed include the three (3) to four (4) epochs of management and use that are generally accepted within the forest management literature, with the exception of North Carolina that is in the process of a fifth (5). The comparative analysis within the paper discusses the western model of management which tends to be distinctly different from the southern model in terms of regulatory approaches. The western model (i.e. Oregon) tends to be highly regulated, while the southern model is primarily voluntary, and quasi-regulatory in terms of using alternative mechanisms of regulation (i.e. Best Management Practices that regulate water quality). The paper also discusses the role of professionalism within the various forest services in each state, although the regulatory mechanism is the most important explanatory variable. In general, each state's forest services tend to be highly professional with licensing requirements, educational services and cooperative management. The two models are also distinctly different in terms of ownership, with Oregon being owned (nearly 50%) by the public, whereas the southern states are dominated by Nonindustrial Private Forest Owners (NIPF).

The ability to accurately assess forest carbon storage is critical to understanding global carbon cycles and the effects of changes in land cover on ecological processes. However, existing methods for calculating carbon storage do not explicitly account for differences in carbon stored by different species of trees. Those methods that do reflect some of this variability, such as remotely-sensing canopy structure to estimate biomass, can be resource-intensive and difficult to reproduce over past or future time steps in order to assess change. I examined the accuracy of several carbon mapping approaches to understand how specificity of forest type classification (for example, classifying forest as "sugar maple/birch" versus simply "deciduous") affects landscape estimates of forest carbon storage in the northeastern United States. I constructed three distinct models to estimate aboveground and coarse roots forest carbon across the study region. These models varied primarily in the specificity of forest type classifications in the input maps and the corresponding carbon storage estimates used for each type. The forest classification schemes tested, from highest to lowest specificity, were: 1) relative basal area by species, 2) species association classes, and 3) coarse forest types (in accordance with IPCC (2006) guidelines). The specificity of forest type classifications in the input maps did influence results, with higher carbon storage estimates generated by models using coarser forest classifications. Maps generated by models that included relative basal area or species association classifications had similar means and standard deviations to the validation plots, as well as the highest correlations with 1000 random points from a remotely-sensed biomass map, suggesting that they better represent variability in carbon storage across the region; however, this variability was largely driven by the incorporation of stand age. Error increased at higher elevations, and decreased with higher total maple-beech-birch components. This likely reflects the dominance of low elevation hardwoods in the studies on which carbon storage estimate tables are based and demonstrates the importance of matching input estimates to region-specific studies. Current estimates of forest carbon storage from the US Forest Service predict 84-90 Mg/ha in this study area, a low value when compared with my modeled estimates of 104 Mg/ha, 108 Mg/ha, and 118 Mg/ha from the relative basal area, species association, and high IPCC models, respectively. If IPCC carbon estimates are to be applied in the northeastern US, the high end of these ranges should be used. Carbon storage estimates that consider different carbon storage capacities of different tree species are useful to explore temporal trends and relative spatial patterns in carbon storage across heterogeneous landscapes, but because of the coarse resolution and low accuracy of existing stand age maps, remotely-sensed biomass maps may be a better approach to quantify carbon stored at specific locations.

There are two prevailing views today about our forests and natural resources. Both views are considered the "right" view, each position comprising a set of values by which we make decisions and choices about using our natural resources. The "dominant world view," is anthropocentric and agriculturally based, with a strong belief that we can "fix" environmental problems through the use of technology. The key result of this view is a belief in the efficiency of economic expansion and its continued growth. The second view maintains we are part of nature, not masters of it, and that we have developed an arrogant attitude toward nature, believing we have the right to do as we wish regardless of the consequences. The result of this view is a belief in the interconnectedness of all life, thus all life has rights. This work argues that the "dominant" worldview shaped the policies of the U.S. Forest Service (USFS). Consistent with this worldview, the USFS management. paradigm was to provide the greatest return, a commodity-driven focus. However, when public values changed towards a more ecocentric view, the USFS should have reevaluated its method of doing business. Instead, it remained entrenched in its management objective- timber production. After the courts enjoined the USFS against cutting in the Pacific Northwest, aftet struggling with confrontational environmentalists and increased activism within the agency, the USFS attempted to re-write its management paradigm. However even though the policy sounds eco-friendly, the USFS is still mandated by Congress, and forced by appropriations approved by Congress, to cut trees. Different ideologies are accommodated only when they do not conflict with economics. Thus, in spite of changing values, it is still business as usual.

Human trafficking is an international crisis which has emerged as a human rights issue of the highest priority for many nations. This is not a new occurrence, although the onset of globalization has provoked increased intensity in this international crime. Recent studies, including the U.S. State Department's 2009 Trafficking in Persons Report have predicted that the recent global economic crisis will inflate these numbers to an even larger number of victims. This thesis will investigate these phenomena ultimately asking: Do immigration policies and economic conditions contribute to the recent proliferation in cases of human trafficking for labor purposes? Moreover with the recent global economic crisis, has consumer demand affected an increase in cheap migrant labor furthering vulnerabilities that create prime situations for human trafficking and forced labor? This thesis will investigate these questions by focusing on the geographic parameters of the United States and Mexico due to their physical proximity and the history of immigration between these neighboring countries.

In the United States, federal, state, and local forest policies affect many aspects of the forest industry. Regulations from all levels dictate how resource professionals manage the forest resources of the country. This study examines state and local regulatory relationships with a primary focus on local regulations in the Northeast, Mid-West, and western regions of the United States. A total of 388 local forestry ordinances were identified among the 35 states of the Northeast, Mid-West, and western regions of the United States. The Northeast contains the majority of local forest ordinances with 351. These ordinances are distributed among 8 states and many small local government types. The Mid-West currently embraces fewer local forest regulations with 16 ordinances across 4 states. In the West, 21 local forestry ordinances were found of which most are fostered by comprehensive forest practice acts. The primary objective of most local regulations in all regions is to regulate timber harvesting to some degree. The scope of the remaining local regulations; however, varied by region. The presence of local regulations has existed for over 30 years, and there are indications that they will have an even greater impact on forest management in the future. In addition, local regulations are steadily becoming more comprehensive in scope, which makes it difficult to determine their impacts. The cumulative impact of local regulation rests not only in the number of ordinances, but also in the area they govern, stringency of provisions, local resource conditions, and degree of enforcement.

Cette étude de l’histoire des dépenses militaires américaines pendant les années 1990 allie la recherche sur le développement économique local, les débats sur le budget national et la stratégie internationale des États-Unis pour illustrer la gestion de l’investissement dans le domaine militaire à la fin de la Guerre froide. Pendant plus de quarante ans de Guerre froide, les dépenses militaires américaines historiquement importantes étaient justifiées par l’éventualité d’un conflit militaire avec l’Union soviétique. Entre 1989 et 1991, cette menace existentielle disparaît, créant aux États-Unis des attentes pour que les fonds dédiés auparavant à la Défense puissent être redéployés sur des besoins de politique intérieure. Les appels pour ces « dividendes de la paix » sont alors d’autant plus nombreux que le pays entre dans une phase de crise économique au début de la décennie. Cependant, à la fin des années 1990, le budget militaire le plus bas est à peu près au même niveau que les dépenses moyennes pendant la Guerre froide. Ce projet doctoral analyse les raisons politiques à l'origine de la poursuite de dépenses militaires historiquement élevées pendant cette période de l’après-Guerre froide (1989-2001). This study of the history of American defense spending policy in the 1990s combines local economic development, national budget debates and international strategy to discuss the planning and management of the post-Cold War defense drawdown. For over 40 years during the Cold War, the primary justification for historically high levels of American defense spending was the threat of military conflict with the Soviet Union. Between 1989 and 1991, that existential threat effectively disappeared, creating expectations within the United States that funds previously dedicated to defense could be applied to domestic needs. Calls for this “peace dividend” were increased by an ongoing economic recession. However, by the end of the 1990s, the lowest the defense budget would fall was merely equal to the Cold War average level of spending. This doctoral project documents the primary political reasons for the continuation of historically high defense budgets during the post-Cold War period (1989-2001) and the related decisions about managing defense spending, defense policy, economic development and industrial policy in the context of this post-war drawdown

On October 1, 2018, Mexican President Enrique Peña Nieto, U.S. President Donald Trump, and Canadian Prime Minister Justin Trudeau signed the United States-Mexico-Canada Agreement (USMCA), concluding 13 months of negotiations that concerned economies totaling 27.88% of world GDP. The recentness, magnitude, and relevance of the USMCA invokes a comprehensive analysis of the multidimensional factors that led to this agreement. Explaining the USMCA of 2018 requires insight of the continent’s political and economic forces that bound Canada, the United States, and Mexico with the North American Free Trade Agreement (NAFTA) of 1994. After doing so, this study then compiles a variety of works in a meta-analysis on NAFTA’s effects during the past 25 years. This paper finds that NAFTA achieved its intended goals, but failed to anticipate many negative repercussions for which it is criticized today. Then, this study investigates the demand for renegotiation of NAFTA which was triggered by Donald Trump calling it “the worst trade deal in history maybe ever” during his presidential campaign. However, when presenting the new USMCA to the press, he described it as a “wonderful new trade deal.” Therefore, study analyzes how different the USMCA is from NAFTA, and finds that the few changes are explained by a modernization of certain chapters to adapt the treaty to the digital era. These modifications heavily resonate the Trans-Pacific Partnership, a regional free trade agreement that included the U.S. until President Trump withdrew from it. What then results to be a rebranding of other agreements is predicted here to bring more political repercussions than economic change, as elections in Canada dawn later this year and in the U.S. in 2020. Ultimately, each party succeeded per its own renegotiation objectives; Mexico and Canada sought market penetration in the U.S., whereas the U.S. sought concessions and an end to NAFTA. Ratification of the USMCA is pending at the domestic level of each country, which this paper predicts will occur successfully, perhaps even before the end of 2019. Pluralism, the dominant theory in citizen involvement in the United States Forest Service since the 1950s, has prolonged the process of determining the public interest by promoting the use of appeals and lawsuits. The advent of more collaborative public involvement strategies in the past fifteen years offers the opportunity to assess whether participatory democracy offers a better paradigm for determining the public interest. This research focused on four cases of reported successful collaboration in Region One of the Forest Service and involved in-person interviews with 17 Forest Service officials and 24 citizen and interest group leaders. The researcher translated pluralist and participatory democracy paradigms into characteristic human actions and behavior in the setting of Forest Service public involvement, then analyzed reported actions and behaviors accordingly. Interviewees were asked to choose between two contrasting descriptions of group culture to characterize interactions with the Forest Service, one drawn from the rational choice model in the pluralist paradigm, the other from collaborative literature in the participatory democracy paradigm. Collaboration was rejected as a term for analysis because it lacked specific definition among both Forest Service and public interviewees. Instead, the researcher analyzed the cases using characteristics of participatory democracy drawn from civic republican theorists that also encompassed the characteristics contained in textbook descriptions of collaboration. Two of the cases had all characteristics and provided empirical examples of participatory democracy at work. Another of the cases used stakeholder negotiation that contained some of the aspects of participatory democracy, but lacked the characteristics of being voluntary and of fostering a sense of community. The last case used informed consent and was found to be a combination of participatory culture and synoptic administration. Based on these cases, the researcher concluded that public involvement that uses a participatory democracy paradigm has the potential to increase public trust in the Forest Service and to minimize appeals and lawsuits by creating strong diverse support for Forest Service decisions. The research also examined characteristics of the leadership in the cases and found trust and integrity to be essential to creating a participatory democracy paradigm.

Transportation funding is critical to maintaining the assets that provide mobility for the movement of Georgia's people and goods. Currently, most of Georgia's transportation revenue is provided by the motor fuel tax. Inflation and recent increases in fuel economy have decreased fuel tax revenue in Georgia and weakened the Georgia Department of Transportation's (GDOT)'s ability to maintain and expand its transportation network. This thesis synthesizes factors from literature that affect motor fuel tax revenue. These include demographic, economic, technological, and environmental forces that influence travel behavior and vehicle fuel economy. A model was then created that incorporated these factors to model GDOT's 2009 fuel tax revenue and then project revenue in 2020 and 2030. The model uses an input/output structure that segments the fleet into personal, freight, and transit categories. User inputs, historical data, and projections are linked via relationships and feedback loops to project travel and fuel tax revenue forward. Because a near-infinite number of scenarios exist, conservative and aggressive scenarios were created for 2020 and 2030 scenarios that output revenue on an absolute, per-mile, and per-capita basis for comparison with more recent revenues. The model outputs predict marginal declines in revenue by 2020 and significant declines by 2030. In response to these declines, the thesis evaluates methods of increasing transportation revenue. These methods include increasing the fuel tax, incorporating a VMT-fee, and widespread tolling measures. After evaluation, a policy recommendation is provided for how to best implement revenue strategies.

Efforts are currently underway in the US federal context to improve and strengthen evaluation practice and increase the use of evaluation results to inform policies and programs. However, these efforts remain unrealized, due partly to the lack of a comprehensive theoretical framework that views evaluation and related organizational processes and institutions as part of a larger system. Early intuitive theoretical taxonomies of evaluation policy suffer from the lack of connection to specific examples and instances, and are missing clear classification criteria that would allow practical application. To generate a grounded taxonomy of evaluation policy, this study surveyed members of the American Evaluation Association in 2009, asking them to generate examples of evaluation policy, and then to sort and rate these suggested policies. Results are analyzed using the concept mapping method of Trochim (1989), which first translates aggregate sorting decisions into conceptual “distances” on a two-dimensional dot map, then uses hierarchical cluster analysis to generate groupings of ideas. These groupings become the foundation for categories in a theoretical taxonomy. Findings reveal several different dimensions by which participants grouped evaluation policies, including the dimensions of “value” and “policy mechanism.” A values-by-mechanisms taxonomy and instructions for its use in an evaluation policy inventory process are proposed.

From 1978 on there have been a series of legislative acts that have placed substantial protectionist burdens on the American taxpayer to provide incentives, credits and mandates for the production and use of ethanol under the rationale of reducing U.S. dependence on foreign sources of oil while purporting to economically benefit the American economy and strengthening American security. While there has been much discussion about the economic benefits of ethanol policy, there is growing literature suggesting that in addition to being neither economically nor environmentally beneficial, ethanol policy may not be achieving its intended goals. Connection between political contributions, policy formation, and the actual outcomes of the enacted policies does not appear to have been addressed. Throughout the course of ethanol policy development the narrow interests of some stakeholders may have been met at the expense of others. Given the very large economic and social costs of ongoing ethanol subsidies and mandates an exploration of such a nexus would be illuminating and valuable. Hence the question of this research will be: Has the ethanol energy policy of the United States, as outlined in legislative actions, requiring subsidies and mandates from taxpayers, been reflective of a deliberative democratic process that after taking into account the input and influence of various competing viewpoints has resulted in a beneficial national policy? Consequently have the policy outcomes of the legislative stakeholders matched the stated intentions of those involved in the deliberative debate that enacted it or, where have those objectives not been met? Research that can increase understanding of how such an important policy may have failed can inform policy deliberation in such diverse areas as agriculture, national security and energy policy while illuminating how and why such public policy was made. Examination of a policy created and continuing which may have failed the most basic cost benefit analysis and does very little to enhance national energy security could demonstrate how a distortion of the legislative process resulted in outcomes that differ markedly from the stated intentions of those who enacted the policy.

A return to the principles of globalism, strong anticommunism, and containment does not appear to be in the best interests of the United States at the present time. The priorities of this administration, a resolve to reassert American global leadership, protect interests worldwide, and contain the Soviet Union are predicated on principles of hegemony and preponderance that were short-lived and are now long gone. The United States is no longer the only viable political and economic leader as once was the case. Through the post-war reconstruction and revitalization engineered by the United States, Japan, West Germany, South Korea as well as many other nations have become economic rivals if not superiors (as is the case with Japan in many sectors). Yet, the defense policies of the Reagan administration take into account neither the diminished ability of the United States to enforce order in the world system, as evinced in an independent European Community and the existence of OPEC, nor the reluctance of the members of the system itself to continue as pawns in a"'grand strategy"' of a U.S.-dominated world order. The present decentralized structure of power and the beneficial relationships this structure now holds for previously subserviant nations who now need not rely on the United States as"'world benefactor"' are factors that mitigate the impact of U.S. leadership.

In the last two decades, a concern on how federal forests in the United States are managed has provoked concerns among different stakeholders, including NGOs. The purpose of this thesis is to contribute to the understanding of NGO influence on forest management legislation. Eight aspects were selected and compared in different study cases referring to legislative proposals dealing with forest management in order to define success criteria for a legislative initiative. The study indicates that the following criteria are particularly important to fulfill in order to influence forest management legislation: - The issue to address should be on the political agenda and have high public interest. - Environmental and social aspects should not be at the expense of economic aspects. - The legislative initiative should be prepared in multi-stakeholder processes, including local government and organizations. - The supporters of the initiative should take part in all decision-making processes and advise the Government in aspects related to their areas of expertise. NGOs would likely improve their chances of influencing forest management legislation if they hold a flexible position regarding legislative proposals containing similar or even less strict measures than their own initiatives, look at market oriented schemes as alternatives to legislation, and maintain good relationships with other major stakeholders.

In 1962 Congress enacted legislation which made social services an important instrument of public welfare reform. The law represented the culmination of a half-century effort on the part of public welfare officials to secure recognition for public social services as a distinctive yet integral feature of progressive social welfare policy in the United States. This dissertation traces the evolution of this effort from its origins in the Progressive period to the passage of the Public Welfare Amendments of 1962.The Progressive ideal of social welfare focused on building an institution of public welfare which would satisfy the economic, social, and psychological needs of all citizens. Public welfare officials viewed social services as playing a key role in the realization of this goal. The paper examines how social services became a means of protecting and expanding the functions of public welfare.The history of public social services has been marked by controversy. Throughout most of the twentieth century, the institution of public welfare has been subjected to periodic assaults by the taxpaying public. The stigma associated with welfare has caused many professional social workers to oppose the idea of incorporating social services into public welfare. The response of public welfare officials to these sources of conflict is a major topic which the paper explores.The context for and the ramifications of the dispute between professional social workers and public welfare officials over the propriety of public social services are discussed in the first three chapters of the paper. The last three chapters recount the political strategies used by public welfare officials to gain acceptance of their plan for integrating social services with public welfare policy.
