Natural forests have many ecological, economic and other values, and sustaining them is a challenge for policy makers and forest managers. Conventional approaches to forest management such as those based on maximum sustained yield principles disregard fundamental tenets of ecological sustainability and often fail. Here we describe the failure of a highly regulated approach to forest management focused on intensive wood production in the mountain ash forests of Victoria, Australia. Poor past management led to overcutting with timber yields too high to be sustainable and failing to account for uncertainties. Ongoing logging will have negative impacts on biodiversity and water production, alter fire regimes, and generate economic losses. This means there are few options to diversify forest management. The only ecologically and economically viable option is to cease logging mountain ash forests altogether and transition wood production to plantations located elsewhere in the state of Victoria. We outline general lessons for diversifying land management from our case study.

The Rushworth Forest is a Box and Ironbark open sclerophyll forest in central Victoria that has been subject to a long history of gold mining activity and forest utilisation. This paper documents the major periods of land use history in the Rushworth Forest and comments on the environmental changes that have occurred as a result. During the 1850s to 1890s, the Forest was subject to extensive gold mining operations, timber resource use, and other forest product utilisation, which generated major changes to the forest soils, vegetation structure and species cover. From the 1890s to 1930s, concern for diminishing forest cover across central Victoria led to the creation of timber reserves, including the Rushworth State Forest. After the formation of a government forestry department in 1919, silvicultural practices were introduced which aimed at maximising the output of tall timber production above all else. During World War II, the management of the Forest was taken over by the Australian Army as Prisoner of War camps were established to harvest timber from the Forest for firewood production. Following the War, the focus of forestry in Victoria moved away from the Box and Ironbark forests, but low value resource utilisation continued in the Rushworth Forest from the 1940s to 1990s. In 2002, about one-third of the Forest was declared a National Park and the other two-thirds continued as a State Forest. Today, the characteristics of the biophysical environment reflect the multiple layers of past land uses that have occurred in the Rushworth Forest.

A total of 1487 observations of nine species of arboreal mammal, Acrobates pygmaeus, Phascolarctos cinereus, Petauroides volans, Petaurus australis, P. breviceps, P. norfolcensis, Pseudocheirusperegrinus, Trichosurus caninus and T. vulpecula, were made during surveys of the vertebrate fauna of northeastern Victoria. Habitat use by each species was examined in relation to eight forest types that occur along an environmental gradient ranging from sites at high elevation with a high annual rainfall, to sites on the dry inland and riverine plains. Arboreal mammals were not evenly distributed between forest types. Three species (P. australis, P. volans and T. caninus) were mainly associated with moist tall forests; two species (P. norfolcensis and T. vulpecula) were primarily associated with drier forests and woodlands of the foothills; the remaining three species (A. pygmaeus, P. breviceps and P. peregrinus) occurred widely throughout the forests. The composition of the arboreal mammal assemblage changed along the environmental gradient, but species displayed gradual changes in abundance with forest type rather than marked discontinuities in distributional pattern. The highest overall frequencies of occurrence of arboreal mammals were in forests typically dominated by a mixture of eucalypt species. The position at first sighting of an animal, and the relative height in the forest stratum, were used to describe the micro-habitats utilised. In general, the microhabitats occupied by each species are consistent with the distribution of their known food resources.

DAVID Lindenmayer and Jerry Franklin are the two most influential forest conservation biologists of the past decade and will probably remain so for the coming decade. Each has contributed significantly to forest research, management, biodiversity conservation and policy. Lindenmayer is an Australian based at the Australian National University in Canberra who has worked mainly in the temperate eucalypt forests of Victoria and southeastern New South Wales. Most of his research is wildlife oriented, with an emphasis on arboreal marsupials and the impacts of forest management on forest vertebrates. Franklin is an American at the University of Washington, Seattle in the Pacific Northwest. His research is more botanically oriented, with an emphasis on the impacts of forest management on forest structures (e.g., large trees and logs) and processes. Of the two, Franklin has had the greatest involvement in the political, economic and social processes driving the modern change in forestry practices and attitudes. Together they form a formidable team to present a summary and an analysis of how temperate forests globally can and should be managed. Their goal is not just to enhance biodiversity and other ecological values, but to ensure the long-term sustainability of forest ecosystems. Only when forests are managed sustainably to protect biodiversity can forest managers guarantee the many social and economic benefits derived from the world’s forests, including wood production.

The formal allocation of water for the environment is a developing area of river management both scientifically and in terms of community participation. This case study, illustrating the recent use of the Barmah-Millewa Forest Environmental Water Allocation (EWA), provides a practical demonstration of community participation in environmental water management, the application of hydrological and biological “triggers” and a positive, demonstrable biological outcome from an environmental water allocation. The Barmah-Millewa Forest covers an area of 70,000 ha across the floodplain of the Murray River, upstream of the town of Echuca. About half the forest is in NSW (Millewa) and half is in Victoria (Barmah). The Barmah Forest is a Wetland of International Importance listed under the Convention on Wetlands - Ramsar Convention. The forest is the largest river redgum forest in the world. The natural flooding cycle associated with the forest has been significantly altered by regulation of the Murray River - impacting upon the overall health of the forest ecosystem. Recognising this, the Murray Darling Basin Commission developed a water management strategy for the forest to enhance forest, fish and wildlife values. To implement this strategy, between 1990 and 1993 reports were completed and community consultation took place. In 1993 the Murray Darling Basin Ministerial Council approved allocation of 100 Gigalitres of water per year, provided in equal shares by NSW and Victoria, to meet the needs of the forest ecosystem and in 1994 the Barmah-Millewa Forum was established under the Murray-Darling Basin Agreement. The vision for the Forum is to maintain and, where possible, improve the ecological and productive sustainability of the Barmah-Millewa Forest and to establish a planning and operational framework to better meet the flooding and drying requirements of the riparian forests and wetlands. Between October 2000 and January 2001 the Barmah-Millewa Forest Environmental Water Allocation was used for the second time. A total of 341 GL was released as an EWA. This amount represented only 8% of the total flows downstream of Yarrawonga Weir from September 2000 and January 2001. The strategic use of the relatively small amount of water enabled flooding to be maintained and ensured significant breeding success for water birds and other biota in the Forest.

Understanding the habitat requirements of a species is critical for effective conservation-based management. In this study, we investigated the influence of forest structure on the distribution of the yellow-footed antechinus (Antechinus flavipes), a small dasyurid marsupial characteristic of dry forests on the inland side of the Great Dividing Range, Australia. Hair-sampling tubes were used to determine the occurrence of A. flavipes at 60 sites stratified across one of the largest remaining tracts of dry box–ironbark forest in south-eastern Australia. We considered the role of six potential explanatory variables: large trees, hollow-bearing trees, coppice hollows, logs, rock cover and litter. Logistic regression models were examined using an information-theoretic approach to determine the variables that best explained the presence or absence of the species. Hierarchical partitioning was employed to further explore relationships between occurrence of A. flavipes and explanatory variables. Forest structure accounted for a substantial proportion of the variation in occurrence of A. flavipes between sites. The strongest influence on the presence of A. flavipes was the cover of litter at survey sites. The density of hollow-bearing trees and rock cover were also positive influences. The conservation of A. flavipes will be enhanced by retention of habitat components that ensure a structurally complex environment in box–ironbark forests. This will also benefit the conservation of several threatened species in this dry forest ecosystem.

In temperate Australia, wildfires are predicted to be more frequent and severe under climate change. This could lead to marked changes in tree mortality and regeneration in the region’s predominant eucalypt forests, which have been burned repeatedly by extensive wildfires in the period 2003–14. Recent studies have applied alternative stable state models to select ‘fire sensitive’ forest types, but comparable models have not been rigorously examined in relation to the more extensive ‘fire tolerant’ forests in the region. We review the effects of increasing wildfire frequency on tree mortality and regeneration in temperate forests of Victoria, south-eastern Australia, based on the functional traits of the dominant eucalypts: those that are typically killed by wildfire to regenerate from seed (‘obligate seeders’) and those that mostly survive to resprout (‘resprouters’). In Victoria, over 4.3 million ha of eucalypt forest has been burned by wildfire in the last decade (2003–14), roughly equivalent to the cumulative area burned in the previous 50 years (1952–2002; 4.4 million ha). This increased wildfire activity has occurred regardless of several advancements in fire management, and has resulted in over 350 000 ha of eucalypt forest being burned twice or more by wildfire at short (≤11 year) intervals. Historical and recent evidence indicates that recurrent wildfires threaten the persistence of the ‘fire sensitive’ obligate seeder eucalypt forests, which can facilitate a shift to non-forest states if successive fires occur within the trees’ primary juvenile period (1–20 years). Our review also highlights potential for structural and state changes in the ‘fire tolerant’ resprouter forests, particularly if recurrent severe wildfires kill seedlings and increase tree mortality. We present conceptual models of state changes in temperate eucalypt forests with increasing wildfire frequency, and highlight knowledge gaps relating to the development and persistence of alternative states driven by changes in fire regimes.

Decisions about urban forests are critical to urban liveability and resilience. This study aimed to evaluate the range of positions held by urban forest managers from local governments in the state of Victoria, Australia, regarding the management and governance challenges that affect their decision-making. This study was based on a Q-method approach, a procedure that allows researchers to evaluate the range of positions that exist about a topic in a structured manner based on the experiences of a wide group of people. We created statements on a wide range of urban forest management and governance challenges and asked urban forest managers to rate their level of agreement with these statements via an online survey. Managers generally agreed about the challenges posed by urban development and climate change for implementing local government policies on urban forest protection and expansion. However, there were divergent views about how effective solutions based on increasing operational capacities, such as increasing budgets and personnel, could address these challenges. For some managers, it was more effective to improve critical governance challenges, such as inter-departmental and inter-municipal coordination, community engagement, and addressing the culture of risk aversion in local governments. Urban forest regional strategies aimed at coordinating management and governance issues across cities should build on existing consensus on development and environmental threats and address critical management and governance issues not solely related to local government operational capacity.

Despite the important values forests play in the tropics, sustainable forest management still remains a challenge as manifested through continued forest loss. The objective of this study was to provide information on the dynamics of forest cover and their drivers vital for enhancing sustainable forest management in the Lake Victoria crescent, Uganda. Several methodologies including remote sensing and Geographic Information Systems techniques, analysis of landscape patterns and various social science techniques were integrated in working towards the stated goal. Results showed that the Lake Victoria crescent, Uganda covering an area of about 1,509,228 ha, experienced a decline in forest cover from 9.0% in 1989 to 4.4% in 2009. This was in comparison with non-forest cover which increased from 58.7% in 1989 to 63.5% in 2009 while open water coverage generally remained unchanged averaging 32.3% from 1989 to 2009. Mean annual deforestation rate from 1989 to 2009 decreased with a weighted mean rate of 2.56%. Both deforestation and afforestation declined between 1989 and 2009 although deforestation still exceeded afforestation. In addition to deforestation, the Lake Victoria crescent also experienced forest fragmentation from 1989 to 2009. Forests greater than 100 ha in size were the most vulnerable to forest fragmentation yet they still constituted a big proportion of forest cover in 2009. Deforestation was a consequence of proximate causes which were triggered by a number of underlying drivers acting singly or in combination, with underlying drivers being more influential. In a bid to promote sustainable forest management, there is a need to continue with efforts to curb deforestation and forest fragmentation, especially amongst forests greater than 100 ha. This could be achieved through empowerment of local communities to take a core role in sustainable management of forest resources.

The intensive nature of land uses in the Strzelecki Ranges poses significant threats to landscape values and water quality. A comprehensive catchment strategy was developed based on sustainability science concepts incorporating the careful management of landscape values, proper land management approaches, and government policy and legislative change to ensure that agriculture, forestry and other land uses become sustainable in this sensitive environment. The readily measurable water quality indicators of turbidity, flow, electrical conductivity, and water temperature were used to determine the impacts of the major land uses in the Strzeleckis. From a water quality perspective, there was a trend of decreasing water quality with increasing intensity in land management. However, from a total sediment load perspective, the forest area contributed the highest total sediment load due to higher volumes of steam flow suggesting that natural processes in the Strzeleckis may remain the principal mechanisms for sediment movement within the catchment. An incidental but significant finding was extensive bioturbation along the riparian zone of the plantation area, the extent of which was not observed in the other catchments. This finding suggested that bioturbation may have been the most significant contributor to poorer water quality flowing from in the plantation catchment. The project developed insights into the major environmental processes active in the upper catchment of the Morwell River. Understanding of the contributions to total sediment loads from natural erosional processes and bioturbation, findings related to the impacts on water quality from agricultural practices, and encountering negligible impacts from conservative timber harvesting practices demonstrate that catchment management approaches need to be tailored to achieve sustainability in land uses across the landscape. Key recommendations include the re-establishment and protection of riparian zones in agricultural catchments, the careful assessment and setting of stream buffer zone widths for timber harvesting operations, and the need for further work to map the extent of natural processes such as bioturbation and stream bank erosion. To mitigate these issues, government policy and legislation will need to focus on the preservation and enhancement of the Crown land riparian zones. Recommended changes to current administrative land management arrangements for these sensitive areas include a move from licensing riparian zones for agricultural practices such as grazing to conservation.

Anthropogenic utilization of forest and woodland ecosystems can cause declines in flora and fauna species. It is imperative to restore these ecosystems to mitigate further declines. In this thesis, I focused on a highly degraded region, the Box-Ironbark forests and woodlands of Victoria, Australia. Rather than mature stands with large trees, stands are currently dominated by high densities of small stems. This change has resulted in reduced populations of many flora and fauna species dependent on older-growth forests and woodlands. Managers are interested in restoring mature Box-Ironbark forests and woodlands through three alternative management strategies: allocating land to National Parks and allowing stands to develop naturally without harvesting, modifying timber harvesting regimes to retain more medium and large trees, or a new ecological thinning technique that retains target habitat trees and removes competing trees to encourage growth of retained stems.
The effects of each management strategy are not easy to predict due to complex interactions between intervention and stochastic natural processes. Forest simulation models are often employed to overcome this problem. I constructed state-and-transition simulation models (STSMs) to predict the effects of alternative management actions and natural disturbances on vegetation structure. Due to a lack of empirical data, I relied on the knowledge of experts in Box-Ironbark ecology and management to construct STSMs. Models predicted that the development of mature woodlands under all strategies was minimal over the next 150 years, and neither current harvesting nor ecological thinning is likely to expedite the development of mature stands relative to growth and natural disturbances. However, differences in experts’ opinions led to widely diverging model predictions.
Uncertainty must be acknowledged in model construction because it can affect model predictions. I quantified uncertainty due to four sources – between-expert variation, imperfect expert knowledge, natural stochasticity, and model parameterization – to determine which source caused the most variance in model predictions. I found that models were very uncertain and between-expert uncertainty contributed the majority of variance in model predictions. This brings into question the use of consensus methods in forest management where differences between experts are ignored.
Using uncertain model predictions to make management decisions is problematic because any given action can have many plausible outcomes. I applied several decision criteria to uncertain STSM predictions using a formal decision-making framework to determine the optimal management action in Box-Ironbark forests and woodlands. I found that natural development is the most risk-averse option, while ecological thinning is the most risky option because there is a small likelihood that it will greatly expedite the development of mature woodlands. Rather than selecting one option, managers could rely on a risk-spreading approach where the majority of land is allocated to no-cutting National Parks and a small amount of land is allocated to the other two harvesting strategies. This would allow managers to collect monitoring data for all management strategies in order to learn about effects of harvesting and update model predictions through time using adaptive management.

Accounting for multiple changing systems in environmental decision making is challenging and requires balancing several competing priorities. In fire risk, one approach which is increasingly used to capture uncertainty within multiple systems and to prioritise management efforts is Bayesian Network analysis. Here, we have used a Bayesian Network to understand the interactions between ignition likelihood, containment probability, fire behaviour, and fire weather, alongside the subsequent risks to people and property. We developed, populated and tested a Bayesian Network (BN) which classifies the likelihood of outcomes for each of these systems. We then apply this BN to grid of 72,000 potential ignition locations accross Victoria to predict house and life loss values under conditions capturing the top ten worst ranked weather days in the history of each location. We use Phoenix fire behaviour simulations and landscape scale raster data to populate the parent nodes for each ignition and extract the expected values for predicted nodes under different weather scenarios and varying levels of suppression. We found values predicted by the BN broadly matched the spatial patterns of risk produced in Phoenix i.e., areas where risk was highest and lowest in terms of fire area and house loss aligned. However, the values are rescaled by the BN as it takes into account the influence of ignition likelihood and containment probability on risk estimates. The BN is also able to capture uncertainty around the values presented from across the top ten Phoenix simulations, so the recorded values represent the likely outcome for each node given the range of potential weather conditions in those scenarios. We show that BNs can be a useful management tool for estimating fire risks across a range of weather scenarios and locations while still considering ignition likelihood and suppression effectiveness.

The Hage family and the Dann sisters grazed livestock on federal lands in Nevada through the last three sagebrush rebellions. Their stories illustrate the frustrations that many ranchers had with evolving federal land law and management over the last fifty years, as they went from being the dominant users of federal rangeland to one of multiple, competing users. Unlike the Bundy family, the Hages and the Danns battled the Bureau of Land Management and the Forest Service largely in court, fighting to defend what they believed were either private property rights or Native American treaty rights. After four decades of political and legal conflict, neither family is able to graze livestock on federal lands. When militia force means victory and courts mean defeat, the federal land has become a dangerous place.

New World railroads were seminal to nineteenth-century industrialization and European expansion. Funded by the profits of industrialization, the railroads opened new lands for agricultural and pastoral settlement, the produce of which fed the industrial workforces of the North Atlantic littoral while at the same time providing factory looms and foundries with their essential raw materials. Whether in private hands (as in the United States) or under public ownership (as in Australia), New World railroads were in managerial terms unequalled in the size and complexities of their organization. In the 1890s the power of railroad management was seemingly confirmed when they imposed dramatic reductions in wages and other employment conditions on their workforces. Where resisted, as in the United States Pullman Boycott, opposition was soon broken. Yet the managerial and financial strength of the railroads was by the 1890s more apparent than real. As mere cogs in a global production system, the railroads were financial victims of forces that they themselves helped unleash. As railroad-fueled rural expansion gradually swamped global commodity markets, the railroads found that the prices obtained for their core custom (notably corn and wheat) fell remorselessly. As prices fell, so too did railroad rates. While it was these economic mechanisms that drove management toward labor conflict, victories on this front did little to improve management’s position. The reason for this is that the railroads suffered primarily from revenue rather than labor cost problems. Saddled with large fixed costs, the railroads found that even the most severe wage and staffing cuts made little difference to their financial plight.

Environmentalists are often regarded as people wanting to stop one thing or another, and there are surely lots of things that ought to be stopped. The essays in this book, however, have to do with beginnings. How, for example, do we advance a long-delayed solar revolution? Or begin one in forest management? Or materials use? How do we reimagine and remake the human presence on earth in ways that work over the long haul? Such questions are the heart of what theologian Thomas Berry (1999) calls “the Great Work” of our age. This endeavor is nothing less than the effort to harmonize the human enterprise with how the world works as a physical system and how it ought to work as a moral system. In the past two centuries the human footprint on earth has multiplied many times over. Our science and technology are powerful beyond anything imagined by the confident founders of the modern world. But our sense of proportion and depth of purpose have not kept pace with our merely technical abilities. Our institutions and organizations still reflect their origins in another time and in very different conditions. Incoherence, disorder, and violence are the hallmarks of the modern world. If we are to build a better world—one that can be sustained ecologically and one that sustains us spiritually—we must transcend the disorder and fragmentation of the industrial age. We need a perspective that joins the hardwon victories of civilization, such as human rights and democracy, with a larger view of our place in the cosmos—what Berry calls “the universe story.” By whatever name, that philosophy must connect us to life, to each other, and to generations to come. It must help us to rise above sectarianism of all kinds and the puffery that puts human interests at a particular time at the center of all value and meaning. When we get it right, that larger, ecologically informed enlightenment will upset comfortable philosophies that underlie the modern world in the same way that the Enlightenment of the eighteenth century upset medieval hierarchies of church and monarchy.

Export education forms a major part of the Australian economy. Australian universities are now not only accepting overseas students into Australian campuses; they are setting up overseas-based campuses. This is often through an arrangement with a local educational institution or organisation. Subjects in these institutions are delivered by a combination of Victoria University Australian-based staff and local faculty. One of the primary programs being delivered overseas by many Australian institutions is the Master of Business Administration (MBA). This paper examines the delivery of the core information technology units, Management Information Systems (MIS), by Victoria University in Australia and overseas (in Bangladesh). The structure of the MBA at Victoria University in Australia and overseas is examined and the MIS subject explained. Results of a survey of MBA students’ views of the content of MIS, conducted in Australia (1997-2000) and Bangladesh (2001) are reported. There is little difference in the attitudes of students of both countries in relation to the topics covered in the subject, nor on the breakdown of the subject between ‘hands-on’ applications and more formal instruction. There are some differences in relation to the level of Internet and e-mail usage, with Australian students tending to use these technologies on a greater basis as a proportion of their overall computer usage.

Despite Australia’s and Victoria’s stated commitment to promoting multiculturalism and equality, and to eradicating racism, our knowledge about the nature, extent and impact of different forms of racism on diverse populations is not as well-developed as it should be. Stakeholders addressing racism increasingly recognise that anti-racism initiatives must rely on robust scholarly evidence and high-quality data. Yet existing data have serious limitations. We report on a stocktake review of racism data collected nationally in Australia and with a specific focus on Victoria. We provide a comprehensive overview, summary and synthesis of quantitative data on racism, identify gaps in racism data collection, analysis and uses, and make recommendations on bridging those data gaps and informing anti-racism action and policy. Overall, the review examines data collected by 42 survey-based, quantitative studies, discussed in over 120 publications and study materials, and 13 ongoing data collection initiatives, platforms and projects. Based on the review, we identified eight gaps to racism data collection and analysis and to collection methodologies. We recommend four interconnected ways to fill racism data gaps for anti-racism researchers, organisations and policymakers: 1) Further analyse existing data to address critical questions about racism; 2) Collect and analyse additional data; 3) Enhance data availability and integration; and 4) Improve policies that relate to the collection, analysis, reporting and overall management of racism data.
