The article discusses certain aspects of the legal regulation of public-private partnerships in the health sector in Ukraine and foreign countries. The subject of the study is the legislative acts of public-private partnerships in healthcare field, its types and directions for their implementation. The varieties of public-private partnership forms in healthcare field in foreign countries and Ukraine are clarified. Process of reforming the healthcare sector, introduction of standards and criteria of best practices of European countries on the issues of partnership under study in national legislation is appropriate and promising. The aim of the article is to disclose the features of legal regulation of public-private partnerships implementation in the healthcare field in foreign countries and Ukraine. The methodology of this work is based on a set of research methods. The comparative method was used to clarify the legal aspects of public-private partnerships in the healthcare field and the possibility of its use in Ukraine, to analyze indicators that determine the success of partnership projects in foreing countries. Using the method of theoretical analysis, systemic and analytical methods, the term of “public-private partnership in the healthcare field” was established, types of contracts, signs of public-private partnership, categories of such partnership models in world practice are given. Experience of the EU countries on public-private partnerships in healthcare field, the introduction of changes in healthcare management system in accordance with requirements of European law is positive for Ukraine.

This paper investigates the technology management practices and the learning processes for the technological development of local firms in foreign partnerships. It initially notes that the existing literature is focused on the technological benefits to local firms in developing economies from multinational corporations rather than explaining the dynamics of the technology management practices used by local firms who engage in foreign partnerships. This paper also notes a gap in the current literature regarding the technology learning process during partnerships from the perspective of the local partner firms in developing economies. The structural analysis of the data from six case studies of joint venture partner firms in Sri Lanka shows that the technology management practices of local firms need to evolve strategically, based on the partnership characteristics, throughout the life of that partnership. It identifies that the level of skills and capabilities within the local firm, the organizational dominance of the foreign partner firm, clarity of roles in the partnership, and the potential technological contribution from the foreign partner firm are all significant determining factors affecting the choice of dynamic technology management practices by local partner firms.

Since 2001, Vietnam has gradually built and implemented strategic and comprehensive partnerships with some of the World’s great powers. The behaviors of Vietnam have brought skepticism from international community. Besides, the differences in the nature of “Strategic Partnership”, “Comprehensive Partnership” and “Comprehensive Strategic Partnership” in Vietnam's foreign policy are paid much attention to by scholars and scientific researchers. Because of the long-term strategic national interests, Vietnam-US relations strongly elevated from the normalization of bilateral relations to the level of comprehensive partners in 2013. Since 2017, the two countries have planned to upgrade their relations from comprehensive partnership level to strategic partnership level. In this context, the paper focuses on the application of systemic approaches in Vietnam's foreign policy making, with the content “The Process of Making Vietnam’s Foreign Policy with the United States based on David Easton’s Model”. The paper will analyze the process of making Vietnam’s foreign policy with Unites States based on David Easton’s Model. In addition, the paper also provide forecasts of the possibility of adjusting Vietnam's foreign policy towards the United States, especially upgrading the relations to strategic partnerships.

Coffee is one of Indonesia's main economic activities for foreign exchange. An increase in exports of 8.11%, and a decline in imports of 58% in 2019, opened up export opportunities and large domestic markets. The government has implemented efforts to improve coffee farmers' welfare, one of which is agricultural business partnerships that can solve smallholder problems in developing countries and expand subsistence or traditional agriculture to high production value and export-oriented. This research aimed to analyze (1) the factors influencing coffee farmers' participation in agricultural partnerships and (2) the impact of the agricultural partnership on coffee farmers' performance in Simalungun Regency, North Sumatra Province. The Propensity Score Matching (PSM) technique analyzed the partnership's influence on coffee farming and agricultural income, productivity, and prices. The results showed that number of dependents household members and land area influence farmers' partnership participation. Participation increases coffee farming and agricultural income, productivity, and prices.

Despite being long-standing practice among schools across the world, most studies on international school partnerships focus on its benefits and challenges as perceived by teachers and students. Little emphasis has been given to parental perspectives and support, particularly among low-income families. With the increase of community involvement in education, how this partnership program may benefit the foreign language learning of millennials has become a matter of increasing concern among parents. This qualitative study explores Indonesian parents’ perspectives of international school partnerships between Indonesian and Australian schools, and how these partnerships support the learning of English as a foreign language and technology utilization. Results from questionnaires and semi-structured interviews indicate parental belief that the program reviewed is an authentic approach to foreign language learning and an appropriate mode of technology-based self-expression. To facilitate their children’s learning of English and development of cross-cultural understanding, most parents, despite economic limitations, are willing to support their children’s involvement in the international partnership that is the focus of this study.

The aim of the article is to study the best foreign practices and models of public-private partnership in the field of vocational and higher education, identify opportunities for their adaptation to Ukrainian realities and develop recommendations for productive use of foreign experience in this area.
The theoretical significance of the article is that it is analyzed the semantic content of the basic concepts related to public-private partnership in the foreign scientific space; it is identified the prerequisites for the development of public-private partnership in vocational education abroad (at the national, institutional (vocational education institution), production (enterprise) levels; it is analyzed the challenges to vocational education and training in foreign countries which the public-private partnership is aimed to solve; criteria for typification of partnerships (number of participants, areas of partnership, integrated criterion «project financing — provision of educational services», integrated criterion «breadth of partnership and depth of interaction between partners», integrated criterion «degree of coordination of interaction — volume of investment») are identified; the author’s typology of partnerships in the field of education in foreign countries is substantiated.The practical significance of the article is that the authors developed recommendations for deepening public-private partnership in vocational and higher education institutions of Ukraine based on the study of foreign experience, suggested directions for its further development in Ukraine.
It is determined that in the foreign conceptual and terminological field, in addition to the concept of «public-private partnership» uses a number of concepts (Private Finance Initiative, PFI) (UK), Service Provision Project (SPP) (Mexico), Alternative Financing and Procurement (Canada), Private Sector Participation (PSP) (World Bank). The common essential features of these concepts are singled out: cooperation of different stakeholders, complexity of the purpose, focus on the result, parity of responsibility, long-term nature of interaction, formality of relations.
Criteria for distinguishing types of partnerships in foreign practice are proposed: number of participants, areas of partnership, integrated criterion «project financing — provision of educational services», integrated criterion «breadth of partnership and depth of interaction between partners», integrated criterion «degree of coordination of interaction — volume of investment». The peculiarities of the types of partnerships in vocational education, which were singled out on the basis of the criteria proposed by the authors, are characterized: bilateral and multilateral; infrastructure, private management of public institutions, outsourcing of educational services, outsourcing of non-educational services, innovation and research partnerships, vouchers and subsidies; private initiatives, sponsorship, mixed projects, government programs; broad partnership, in-depth partnership; liberal, solidarity, paternalistic, consortium types of partnerships.
Based on the analysis of the best practices of public-private partnership, the probable effective directions of public-private partnership in the field of vocational and higher education in Ukraine were singled out: strengthening the participation of companies in the processes of professional training; outlining a clear and concise division of responsibilities in the partnership; development of national standards of vocational education; gradual introduction of elements of dual education; promoting the prestige of vocational education as an attractive alternative to academic education; facilitating the learning trajectory between vocational and higher education; forecasting skills.
It was developed recommendations for the development of public-private partnership in the field of vocational and higher education in Ukraine in the context of: formalization of interaction (conclusion of agreements and memorandums of partnership), management of interaction (establishment of qualitative and quantitative indicators for monitoring the activities of private providers and vocational education institutions; periodic reviews of vocational education institutions to bring them in line with the standards set in the contract), development of partnership effectiveness (clear criteria for quality and effectiveness), technologicalization of interaction (in particular, use of algorithm of of interaction between vocational education institutions and partners for public-private interaction initiatives).
The need to study such models of partnerships in the field of education as the Chambers of Commerce and Industry in Germany, the Sectoral Council for Industrial Training (Canada), centers of excellence in vocational education (Netherlands), industrial centers or clusters (Tuscany in Italy and Baden-Württemberg in Germany), the National Skill Development Corporation (India) was actualized.

The article provides insight into the UK approach towards India after Brexit. It is highlighted that this policy is incorporated into the new foreign strategy (“Global Britain”). The author outlines that British government set to build new partnerships with like-minded countries based on neoliberal values. Against the backdrop of global shifts towards Asia and rise of new powers the UK international priority is to build an advanced partnership with India. The author explores the asymmetry in British and Indian interests. London seeks to benefit from advanced trade and investment partnerships in such areas as information technology, green energy, pharmaceuticals, etc. London also expects that comprehensive partnership with New Delhi, including in defence and maritime security, will help strengthen its strategic position in the Indo-Pacific region. Supporting New Delhi in its ambition to become a regional leader, inviting to the G7 Summit and promoting other multilateral formats. Developing trade and investment amid the pandemic, the UK pursues to establish preferential bilateral relations. Britain seeks to present a partnership with democratic India as a counterbalance to communist China in a highly competitive international environment, guided by both values and economic interests.

Too often the nationals of any given country are in the back seat from the outset, which leads to dependency and great difficulty in turning the wheel over to the national. With global interdependent ministry partnerships the national church calls the shots from the beginning; they choose to invite or not invite foreign missionaries to partner with them.

This study is an inquiry into the use of strategic partnerships as an instrument of diplomacy in Indonesia. Strategic partnerships have become a key fixture of Indonesia’s omnidirectional foreign policy in the post-Suharto era. However, the rationale behind the formation of strategic partnerships for Indonesia’s strategic interests, as well as the process behind its formation, remain understudied. This paper seeks to fill this gap in the literature by examining how Indonesia utilizes its strategic partnership to engage China. Using Wilkins’ analytical framework for the study of strategic partnerships, this study finds that Indonesian policymakers have used strategic partnerships as instruments to create multiple channels of communication for the purposes of economic pragmatism and the overarching goal of socializing the target state into accepting Indonesia’s vision of the international order. The case study on China indicates that strategic partnerships have only been partially successful in helping Indonesia deliver its goals. While increased formal interactions have facilitated economic and social interaction, the utility of strategic partnerships has instruments of influencing Chinese behaviour in the international system remain minimal.

Currently, there is a trend in the world community to form partnerships focused on cooperation between various business structures which are aimed at achieving a synergistic effect in the fulfillment of common economic interests. Modern business partnerships can be implemented in a variety of forms by using specific methods and approaches. At the same time, it has been noted that business partnerships are subject to transformation under the influence of the emergence of new technologies, methods and tools, one of which is the franchising system of relations. Taking into account the existing international experience of using franchising as an effective tool for building partnerships, further research is needed to more accurately define, systematize and quantify the strategic advantages that participants receive when forming business partnerships in modern conditions. The purpose of the paper is to identify and summarize the strategic advantages received by participants in the formation of business partnerships based on the franchising system of relations. Historical and bibliographic methods have been used to substantiate the theoretical provisions of the article. The applied part of the article is implemented with the use of modern electronic services that allow assessing the effectiveness of using the franchise system. This article examines possible forms of business partnerships, indicating specific examples of companies from Russian and foreign practice (IKEA, Tesla Motors, ACI Plastics, Sibur, Arya Home, METRO and others); a comparative analysis of the application of franchising in Russia and a number of leading foreign countries (the USA, the UK, France, Germany, Japan, etc.) has been carried out. The article presents the calculated characteristics of the project efficiency of a business partnership on the example of the Russian franchise «PIONER AUTO». The results presented in the paper show that the purchase of the abovementioned franchise will pay off in 1.5 years with further profit. The authors highlight the current trends in the development of global franchising in the context of the coronavirus pandemic in 2020 and highlight the main trends in 2021. According to the conducted research, the authors propose a model of franchising business partnership, systematize possible benefits of participants in a franchise business partnership on the basis of an earlier assessment of the possible effect.

This article examines the implications of Japan’s strategic partnerships with Association of Southeast Asian Nations (ASEAN) member-countries on its foreign aid policy. Although there were previous attempts at aligning the broad goals of Japan’s aid policy with security and defence objectives, it argues that these partnerships have increasingly led to the emergence of a securitized aid. This is because strategic partnership, as a new form of security practice in the Asia-Pacific, extends the scope of Japan’s regional cooperation to the fields of defence and security. The overall extent of Japan’s aid securitization is still minimal but prominent in terms of the aid discourse, pattern of allotments or choice of recipients and institutional structures. Despite the adoption of new development cooperation charter in 2015, the use of Japan’s ODA is still confined to non-military use which limits Tokyo’s desire to deepen its security cooperation with ASEAN partner-countries.

Recently, as awareness of the need for and importance of university-community linkages has increased, the number of cooperative projects to promote mutual development between the two sides in various directions has increased rapidly. Nevertheless, university-community partnerships in Korea are still far behind their foreign counterparts in terms of diversity and effectiveness due to a lack of awareness, dedicated personnel, and facilities. Traditionally, universities have been responsible for educating human resources. Recently, along with this traditional role, a new role of universities has been emphasized, which is to actively contribute to regional development through cooperation with local communities. This paper is not a hypothesis or program proposal for public-private partnerships, but is based on the author's actual experience of participating in and running a local public-private partnership foreign language program. It provides a process of how local governments and city and provincial school boards can build community-based educational communities through partnerships in which the local government provides administrative and financial support and the university provides educational expertise and infrastructure. By diagnosing the operation status of elementary and secondary Chinese language programs between local universities and local governments, analyzing their advantages and disadvantages, and identifying ways to improve them, we hope to provide meaningful implications for other universities and localities to build university-local foreign language cooperation model programs.

Ecology and environmental protection is an important task all over the world, especially in Uzbekistan. One of the most important issues of recent years is the attraction of private investment in solving the environmental problems of Uzbekistan. For this, the use of public-private partnership mechanisms is considered as the most promising tool in the world. In turn, the effective use of this institution in the field of environmental protection largely depends on the effectiveness of its legal regulation. At the same time, the current norms of the legislation of Uzbekistan do not yet meet this condition. Because there is no special rule governing public-private partnerships in the field of ecology. Also, the current legal documents contain norms that restrict the use for one reason or another for environmental purposes. To determine the optimal model of legal regulation of public-private partnership in the field of environmental protection in the Republic of Uzbekistan, it is first necessary to study the experience of such legal regulation in foreign countries. This article is devoted to the study of this issue. The article analyzes the opinions of scientists and the experience of foreign countries regarding the use of public-private partnerships in the field of ecology. Based on the results of the study, the author concluded that the use of public-private partnerships in this area will save the state budget, introduce an effective management system in the field, and improve the quality of services provided.

The use of active diplomacy tactics could explain the rapid growth of China’s trade. By collecting information from the official statements on China’s Ministry of Foreign Affairs website, we constructed a dataset of China’s partnerships to investigate whether partnership diplomacy influenced China’s exports during the period of 1995–2018. We found empirical evidence that partnership diplomacy had a significant and positive impact on China’s exports. The lag terms of the partnerships and the voting data from the United Nations General Assembly have been used as instruments to reduce potential endogeneity. Our mechanism analysis showed that the positive effect of partnership diplomacy on China’s exports followed the law of comparative advantage. By reducing bilateral trade costs, partnership diplomacy has mainly fostered exports in products and industries for which China is more productive and competitive, such as “machinery and electrical equipment” and “textile and articles thereof”. Partnership diplomacy is believed to bridge the ideological gaps between partner countries and enable them to pursue common interests. In light of this, partnership diplomacy could be regarded as a positive factor that has driven China’s export expansion.

The article outlines the issues of social infrastructure development in Ukraine. The need of addressing these issues through implementing public-private partnership projects is justified. Some priority areas for introducing public-private partnership in Ukraine are identified. The best foreign practices of attracting private sector to solving problems of social infrastructure development are considered. It is revealed that priority areas where public-private partnerships operate are dependent on the level of socio-economic development of the country. Some practices of public-private partnership projects in education in the UK, Australia, Germany, and Egypt are analyzed in detail and their common characteristics are systematized. Based on the analysis of best foreign practices applied in implementing public-private partnership projects in healthcare, the following key measures are formulated: direct provision of medical services, management of medical assets, development and production of pharmaceuticals, improvement of access to medical services and products. The performance of public-private partnership projects in the healthcare sector in the UK, France, Australia and Sweden is analyzed in detail. The paper describes both more and less successful examples of publicprivate partnership in this sector. The article defines the following reasons for low-level implementation of public-private partnership projects in healthcare: schedule delays in construction, operation-cost overruns, poor hospital and ward layout, use of low-cost medical equipment which requires regular renewal. The research also considers the best foreign practices of introducing public-private partnership projects in the field of culture. Some characteristic features of public-private partnership projects in social services in foreign countries are identified. The national practices of introducing public-private partnership projects are highlighted and priority areas of their operation are singled out. It is found out that the implementation of public-private partnership projects in social services is not popular among domestic investors. Some individual projects of public-private partnership in social services are considered. A particular attention is paid to both more and less successful ones. The main problems of the implementation of public-private partnership projects in the national education, healthcare, culture are outlined and ways for their solution are proposed.

China-Russia strategic partnership has evolved into a new stage where the two great powers share increasing overlapping and complementary interests. The Greater Eurasia Partnership (GEP) framework offers an integrated approach to conducting their relations by deepening collaborative partnerships through regional development and security cooperation. This article aims to analyze evolving nature of the GEP by focusing on domestic and regional elements of foreign policy convergence. Although connecting the Belt and Road Initiative (BRI) to the GEP illustrates the domestic level of convergence in their foreign policies, the regional context reflects a partial convergence that entails further policy coordination in managing potential risks and challenges, particularly in Central Asia and more broadly in Eurasia. In examining the evolving nature of GEP, the international political economy perspective is applied to foreign policy analysis with a particular focus on the development-security nexus. The article concludes with a discussion of the main drivers and future trajectory of the GEP with regard to regional and global stability.

AbstractIntroductionUS Navy hospital ships are used as a foreign policy instrument to achieve various objectives that include building partnerships. Despite substantial resource investment by the Department of Defense (DoD) in these missions, their impact is unclear. The purpose of this study was to understand how and why hospital ship missions influence partnerships among the different participants.MethodsAn embedded case study was used and included the hospital ship Mercy's mission to Timor-Leste in 2008 and 2010 with four units of analysis: the US government, partner nation, host nation, and nongovernmental organizations. Key stakeholders representing each unit were interviewed using open-ended questions that explored the experiences of each participant and their organization. Findings were analyzed using a priori domains from a proposed partnership theoretical framework. A documentary review of key policy, guidance, and planning documents was also conducted.ResultsFifteen themes related to how and why hospital ship missions influence partnerships emerged from the 37 interviews and documentary review. The five most prominent included: developing relationships, developing new perspectives, sharing resources, understanding partner constraints, and developing credibility. Facilitators to joining the mission included partner nations seeking a regional presence and senior executive relationships. Enablers included historical relationships and host nation receptivity. The primary barrier to joining was the military leading the mission. Internal constraints included the short mission duration, participant resentment, and lack of personnel continuity. External constraints included low host nation and United States Agency for International Development (USAID) capacity.ConclusionThe research finds the idea of building partnerships exists among most units of analysis. However, the results show a delay in downstream effects of generating action and impact among the participants. Without a common partnership definition and policy, guidance, and planning documents reinforcing these constructs, achieving the partnership goal will remain challenging. Efforts should be made to magnify the facilitators and enablers while developing mitigation strategies for the barriers and constraints. This is the first study to scientifically assess the partnership impact of hospital ship missions and could support the DoD's effort to establish, enable, and sustain meaningful partnerships. Application of the findings to improve partnerships in contexts beyond hospital ship missions may be warranted and require further analysis. Case overview In the actual global economy context, firms are trying to be more competitive by accelerating their efforts to integrate foreign markets. Small and medium-sized enterprises (SMEs) from emerging markets are increasingly internationalizing to capitalize on opportunities in foreign markets. To get into internationalization SMEs can use different successful expansion strategies. One of these strategies is the establishment of a win-win partnership with partners that distribute the company products on the foreign markets. The case deals with a successful experience of a win-win partnership from an emerging country SME, the Tunisian food industry firm GIAS, which began its internationalization in 1996. The case presents first the reasons of internationalization of GIAS. Then an explanation of the strategic choices of internationalization of the firm is provided. The selection of the most appropriate foreign markets is described later. The win-win partnership approach is then detailed and the case finishes with the future internationalization plans for GIAS. This article carefully analyzes the legal status and advantages of the kommandit partnership under the legislation of the Federal Republic of Germany. Moreover, the article presents the experience of using kommandit partnerships in the field of investment activities and a comparative legal analysis with the legal status of investment funds of the Republic of Uzbekistan. The purpose of this study is to study the foreign experience of applying this organizational and legal form in investment activities and to identify its advantages, enshrined in the legislation and practice of Germany for their subsequent implementation into the legislation of the Republic of Uzbekistan. The relevance of this study is that today there are a number of shortcomings in domestic legislation hindering the development of the investment potential of the Republic of Uzbekistan. The main methods used in writing this work are the historical method, the method of theoretical analysis and synthesis, comparative legal analysis and the «Delphi» method. This article presents proposals for reforming the legal status of partnerships listed in the national legislation in order to develop the investment potential of the Republic of Uzbekistan. These proposals can be used in the implementation of the task set by the head of state to create a draft law «On Partnerships» and improve the legislative framework of limited partnerships in the Republic of Uzbekistan. As a conclusion of this study, it is of a paramount importance to notice that the kommandit partnership indicated in the national legislation is a complete analogue of the kommandit partnership gaining widespread use in the Republic of Germany, with the exception of certain distinctive characteristics. The introduction of these certain distinctive characteristics will serve to make the national kommandit partnership a more flexible and attractive form for investment activities.

This research work evaluated the Foreign Direct Investment (FDI) and Public-Private Partnerships (PPP) schemes involving Chinese Investment in FCT Projects, Research objective which guided this work was to compare Chinese investments and PPP schemes as methods for infrastructure finance in FCT. Research questions were formulated and tested. To carry out the work, comparative analysis of both investment options was done using the Google Research tool, interviews and an extensive literature review to evaluate the use of Chinese Investment and Public-Private Partnership (PPPs) in FCT Projects to find out which option met Sustainability Development Goals (SDG 11) criteria. Findings from the work show that Infrastructure projects are massive, and complex with multiple stakeholders. The research also found out that Chinese investment has increased Nigerian debt stock and that infrastructure paucity leads to multiple challenges in Nigeria. The T-test result was less than 0.05, null hypothesis was upheld and it affirmed PPP as a preferred method of financing infrastructure in Nigeria and recommended for the use of PPPs as the most costeffective method of infrastructure financing in Nigeria in order to meet up with SDG 11. The study of the features of using the cluster approach in organizing public-private partnerships in the field of tourism is highly relevant in the context of the continued sanctions regime against Russia by the United States and the European Union. This is due, on the one hand, to the multiple growth of domestic tourism in many regions of Russia, and on the other, to high geopolitical risks and limited financial resources of Russian business. The article describes the dynamics of the development of public-private partnerships and its organizational features in the Russian Federation. In particular, the absolute priority of the share of concession agreements in the overall structure of public-private partnership projects in 2022 is shown; the structural differences between the initiatives of public-private partnership projects in Europe and the Russian Federation in 2020-2022 are identified, as well as the national characteristics of public-private partnerships in relation to the tourism complex, the organization of which is still a poorly developed method of improving national tourism. A significant difference between a domestic organization and a foreign one is that in Russia tourism is considered as a separate sector, while in Europe public-private partnership projects indirectly influence the improvement of tourism in the regions through the development of transport and social infrastructures. Whereas in Russia, in addition to projects of indirect importance, much attention is paid to potentially useful objects for increasing direct endogenous tourism indicators, such as the number of tourist arrivals, the number of foreign arrivals, increasing the share of tourism in GDP, passenger traffic, etc. It is concluded that a characteristic feature of the development of the tourism complex in the public-private partnership (PPP) format can be considered the use of the cluster approach as the main one. This allowed the authors to reveal a set of advantages of PPP in tourism; formulate the characteristics of a tourism cluster formed through the association of representatives of government agencies and private business; propose a scheme for the effectiveness of PPP design in tourism using a cluster approach.

Changes in the political situation in the country and in the world, the rupture of political and economic ties stimulated the development of public-private partnerships at all levels of government, including regional ones. Economic sanctions and political isolation became a stimulus for the development of partnership relations between the state and investors; there was a "spillover" of resources and a change in the focus of investment in Russian markets. On the one hand, the withdrawal of foreign partners in the context of expanding sanctions makes it necessary to search for new partners and resources in a short period of time; on the other hand, it takes time to build trusting relationships, and they are built with the help of budgetary funds as well. The aim of the study is to analyze the situation in the development of public-private partnerships in the changing political environment. As the analysis of the materials shows, the structure of the implementation of partnership mechanisms has changed towards the social sphere, changes in the legislation of 2022-2023 demonstrate the expansion of the spheres of application of public-private partnership mechanisms, satisfying the social and economic interests of society, while at the same time tightening the requirements for partners and partnership.

Introduction. The main topic of the article is international partnerships. Any company that enters international markets will not be able to operate effectively without concluding partnership agreements with foreign companies. The article explains why the conclusion is important between companies, what are the features of partnerships at the international level and what are the points that need to have a partnership agreement to insure against possible risks. It also revealed exactly where international partnerships begin and how to maintain strong relationships with partners throughout the life of the relationship between enterprises. The purpose of the paper is to determine the peculiarities of concluding international partnerships of the enterprise. Results When companies enter new international markets, they need to immediately start looking for and establishing relationships with partners and companies operating abroad, as well as develop a deeper understanding of culture and business practices in international markets. This is important because they will be able to provide businesses with access to all kinds of resources that can increase their competitiveness or provide the knowledge they will need to enter international markets. The quality of service and the comfortable way of communication between partner companies can be an additional advantage for signing a partnership agreement. The ability to objectively consider the facts in an atmosphere of conflict with partners is a must, so these conditions for negotiation need to be constantly improved. Keeping in touch with other international companies allows you to expand your business and improve existing offerings. Conclusion. It can be concluded that the main problem of managing international partnerships of the company is multiculturalism. Different cultures of the world, deeply rooted in the minds of people, influence their behavior in business relationships. To minimize conflict, it was found that the leaders of both sides should seek to jointly identify and agree on how to coordinate and adapt actions that are particularly important to the relationship. This requires both sides to work closely together. Thus, international partners must fully agree on the goals of the partnership and the process by which its goals can be achieved.

As noted by Greg Shaffer in his book 'Defending Interests: Public-Private Partnerships in WTO Litigation', the US and EU have different approaches to public-private partnership in dealing with foreign trade barriers: the former tends to be more 'bottom-up', while the latter tends to be 'top-down'. Inspired by Shaffer's work, this article examines China's experience in establishing public-private partnership. Initially, China appeared to prefer the American approach by adopting the Rules on Trade Barrier Investigation (TBI), which empowers domestic firms to petition the government directly to launch investigation against foreign trade barriers. However, since 2005, China seems to have shifted to the European approach by adopting a 'Quadrilateral Coordination' system, which pools together the resources of the Ministry of Commerce, local government, and relevant industry associations to help affected individual firms to fight foreign trade barriers. The article analyses the pros and cons of the two systems, the political and social reasons for the shift, and how the new system has worked in practice with case studies. The article concludes with thoughts on the lessons we can draw on the relationship between the government and private firms in China, as well as how the public-private partnership will develop in China in the future.

AbstractDue to its rapid economic growth and increasing demand for energy, China has engaged in numerous efforts to sustain its energy supplies and enhance its energy security. While existing literature argues that access to energy is oftentimes the driving force behind Beijing's foreign policy behavior, little work has been done to systemically examine the bilateral relationship between China and energy-producing countries. This paper explores how China's foreign policy making is influenced by its energy security concern, focusing on three foreign policy instruments—partnerships, foreign aid, and leadership visits. Using a large-N, quantitative approach, this paper analyzes the effect of oil production on these three foreign policy indicators. The results show that Beijing is more likely to form partnerships with oil-producing countries. Top Chinese leaders are also more likely to travel to countries that produce a higher level of oil. China's aid allocation to Africa is driven by oil abundance as well, although the findings on aid are only valid in the cross-national analysis.

The article is devoted to the study of the conditions for doing business by foreign citizens in China and Russia. The following companies in China available for creation by foreign citizens are considered: Wholly Foreign-Owned Enterprise (WFOE); Sino-Foreign Cooperative Joint Venture (JV); Representative offices (RO). Particular attention is paid to the value aspect of building partnerships with the Chinese, considering the concept of “guangxi” and given recommendations regarding it. Further in the article, the value aspect of building partnerships with the Chinese is noted: we will consider the concept of guangxi and give recommendations on it. Next, describe the three legal structures for doing business in Russia: opening permanent representative offices; creation of legal entities with the attraction of foreign capital; registration as an individual entrepreneur carrying out activities without forming a legal entity. At the same time, special attention is paid to special connections in Russia as a special condition for making a profit from doing business.

The article considers the approaches of foreign and Ukrainian scholars to defining the content of public-private partnership. The main directions of influence of public-private partnership on the development of the national economy are highlighted. The role of the State in ensuring reliable functioning of infrastructure facilities is substantiated. The directions of using the forms of public-private partnership in foreign countries are revealed. It is substantiated that in the face of significant restrictions, the state has a leading role in the restoration of the national economy. It is established that public-private partnership is one of the main forms of socio-economic cooperation in the format of interaction between the state and private capital, which brings Ukraine closer to international standards, promotes the formation of social orientation of the economy and responsible governance in the context of ensuring sustainable development of the country. The foreign experience of implementing public-private partnership projects is systematized. Based on the study of foreign experience, the untapped potential of public-private partnership in Ukraine is identified. The main potential reasons for the unsuccessful implementation of projects based on the principles of public-private partnership are identified. The manifestations of problematic aspects of interaction between the state and private capital are outlined It is established that when considering projects, governmental institutions should analyze potential measures designed to contribute to the most effective achievement of the defined goals in the process of implementing public-private partnerships. It is found that the implementation of many programs can be carried out only if the efforts of public institutions are combined with the potential and capabilities of private capital entities. The author proposes directions for intensifying the development of public-private partnership.

Purpose The purpose of this paper is to explore and test the motivation behind the evolution of China’s vast network of partnerships around the globe since the end of the Cold War. Design/methodology/approach After combing through 24 types of partnerships with 78 countries, the authors empirically tested four hypotheses using data from Correlates of War and World Bank. Findings The analysis indicates that China’s choice to build such an elaborate network is not random. On the contrary, it is largely determined by three factors: the need to counter the US pressure; the necessity of maintaining peace and stability along its borders and achieving the long-term goal of modernization. Originality/value The research is among the first attempts to comprehensively test the possible motivations behind China’s partnership building efforts and provides a stepping stone for analyzing this important aspect of China’s foreign policy.
