Digital transformation is currently one of the priority areas for thedevelopment of the state. The task of the regulator is to respond in a timely manner to the ongoing changes,to introduce the latest technologies in all spheres of life, taking into account organizational and legal issues.In the last decade, a legal framework has been actively developed aimed at strengthening digital processesin all spheres of society. The author notes the positive aspects of the ongoing digital processes in the fieldof local self-government, the need to increase the role of the local community in the management of themunicipality and identifies the problems that arise in practice, suggesting ways to resolve them.

The article is devoted to the study of a set of problems associated with the development of smart cities management standards in the Russian Federation in conjunction with the active implementation of technical and process standards. A balanced approach to standardization will allow the heads of the authorities of the constituent entities of the Russian Federation and local governments to achieve sustainable digital transformation processes and improve the socio-economic indicators inherent in "smart communities" through the routinization of innovations in the technological and managerial spheres. A set of regulatory documents governing the development and application of smart city standards, adopted by both federal public authorities and at the regional level, has been systematized. Based on the logical-linguistic methods, statistical analysis and induction of defined dominants into intertied spheres of technological and management nature, the authors come to the conclusion that management standards reflecting best practices can be considered as the main mechanism for implementing smart city strategies. A comparative study of the dynamics of the processes of standardization and transformation of the architecture of international and Russian standards allows the authors to reasonably characterize the standardization phase of smart cities in Russia as an initial one, requiring standardization of basic technical entities and the ontology of the urban environment, which is especially important in the context of the active deployment of complex high-tech urban systems with poor readiness management superstructure to integrate these systems into decision-making processes. Practitioners in regional government bodies and municipalities can benefit from this study to avoid decisions-making that carry high risks of ineffective spending of budget funds and to increase the socio-economic impact when implementing smart city strategies.

The role of the internet of things (STK 1/ WG 10) is noted as an important part of the identified problem and for a understanding of the development of smart communities, when the internet has become the main means of communication not only for people but also for subjects. Particular attention is paid to the state of affairs in the standardization of requirements for «subjects of sustainable development» in theRussian Federation. Proposals have been developed for work in the establishment of common rules, regulations for such an urgent and multifunctional object of standardization, as the subject of sustainable development or a smart city.

Existing crises of arctic sustainable development and continuous increase of the VUKA world tendencies require urgent reconsidering economic and political models in the Arctic region, considering modern global trends, technological, political, socio-cultural conditions, and Russian national development goals. One of the key global trends is rapid urbanization and “smart cities” as a solution to the increasing problems of urban sustainable development. The level of urbanization in the Arctic zone of the Russian Federation exceeds the average for the whole world. In this research, we focus on the problem of arctic sustainable “smart cities”. We analyzed existing approaches and concepts of “Smart City” and classified them into three main groups: system (complex) approach, technological approach, and socio-cultural approach. We showed different basic axiomatics and priorities in these approaches, which logically result in different social consequences. We suggested the socio-cultural approach as most relevant to the humanistic sense of developing smart cities and purposes of sustainable development. In particular, implying this approach in developing Arctic smart cities will allow using Arctic advantages and wealth for long-perspective human development and increasing the quality of life of Arctic people.

Research background: The global rating methods of smart cities rankings used in such international organizations as The Intelligent Community Forum, Center for Globalization and Strategy IESE and the United Nations Economic Commission for Europe. International ratings are considered to be a source of information that allows everyone to see and evaluate the scale of it. Along with this phenomenon, the Russian Federation develops national smart cities IQ index which creates the case in rating methodology to help researches assess and better understand smart cities revolution. Purpose of the article: Major international rankings of smart cities arise alongside one national rating through the prism of the following methodological objects: comparison criteria, scope and structure of the study, research goals and priorities, obtaining information methods, number of criteria, range of estimated values, frequency of ranking compilation and compilers. All mentioned comes up with the basics of global metarating and possibility of its creation. Methods: As for the main research methods, we turned to analysis and developed our own criteria in comparison, synthesis of metarating and approaches to the study of smart cities development. Findings & Value added: As a result of the study, the main criteria of the considered rating assessment methods and the basis of metarating were identified. Based on the study, substantiated conclusions are formulated, and scientifically based recommendations are given to provide the basis for further metarating creation and elaboration.

Over the past ten years, the creation of "smart cities" has become a priority area for the development of the digital economy in the world, in our country this direction is just beginning to develop both in legal and regulatory documents, and in economic, social aspects. The achievement of reference points for the spatial development of the economy is due to the implementation of the Smart City project. In our country, the Smart City project is aimed at creating an effective urban management system, creating security and comfortable living conditions for citizens and increasing the competitiveness of Russian cities. The implementation of the national project "Housing and Urban Environment" and the national program "Digital Economy" is being implemented as part of the national project "Smart City", which was developed by the Ministry of Construction of Russia and started in 2018. The implementation of the "Smart City" project is gradually being implemented in various regions of the Russian Federation using digital technologies in urban infrastructure development. The implementation of this project involves taking into account the economic potential of the region, financial resources, human capital (level of education and age of the population), innovation potential, which is determined by the availability and quality of the relevant business infrastructure, scientific, technical and educational base. When implementing each project, risks are not excluded: social, economic, political, technological, which must be taken into account when implementing the Smart City project. The work considered the problems of introducing a national project in the regions, as well as during the analysis highlighted the risks in creating "smart cities." The main directions of trends in the development of "smart cities" are considered: social, economic, technological. The IQ index of the largest "smart cities" for the period 2019-2020 was analyzed. Dynamics of growth of "intellectual" index of digitalization of Russian cities revealed.

The concept of "smart city" is one of the most popular in the practice of urban management around the world. It has been adopted at the federal management level as one of the leading ones for Russian cities. The problem lies in the objectification of the concept in the strategies of socio-economic development of cities. In addition, each concept, including the "smart city" has a variety of implementation models. There are technocratic (rating), triple, quarter spiral, etc. The purpose of the work is to determine the types of models for the implementation of the "smart city" concept in the strategies of socio-economic development of large Russian cities. The focus of the research is the model of the quarter spiral, which received its author's continuation and refinement as a subject through the strengthening of the nature of its sociality. To achieve this goal, a content analysis of the strategies of socio-economic development of cities in 20 major cities of the Russian Federation was carried out. As a result, it can be argued that the concept of a "smart city" is not represented in all strategies of large cities. Where it is stated, the prevailing type of model for the implementation of the concept is the triple helix model (consumer model). The presence of elements of the subject model in strategic documents seems promising.

Russian government actively supports introduction of smart city technologies in large administrative entities in Russia. However, it is necessary to evaluate and maintain investment activity in the national market of innovative products which provides a competitive offer of such technologies to Russian and world consumers. Varying levels of regional social and economic development, different historical and cultural background of consumer behaviour affect not only the innovation in businesses and urban population in matters of purchasing and use of smart city technologies. These factors also determine attractiveness of relevant industries and start-ups, as well as sufficiency of human resources in high R&D intensive industries. The presented research outcomes reveal significant differences in innovative development level of “Smart Cities” in Russia. Russian government finances digitalization and introduction of “Smart City” technologies using public resources. It is concluded in the paper that incoherence in availability of territorial administrative resources among the constituent entities of the Russian Federation, different motivational and value orientations of Russian population and civil servants, in particular, traditional for various territories, leads to different results of the implementation and use of such innovations.

Over the past ten years, the creation of smart cities has become a priority in the development of the digital economy over the world. It is reflected not only in official documents of the leading international organisations including the United Nations (UN), the Organization for Economic Co-operation and Development (OECD) and the European Commission but also in scientific research of many foreign scientists. There are several approaches to the definition of the term “smart city”. This article will overcome some theoretical gaps in a holistic research approach to the study of smart cities, especially in terms of the impact of information and telecommunication technologies on improving the quality of life and well-being of urban residents, because creating a comfortable living environment is one of the most essential tasks in the concept of a smart city. The author paid particular attention to the analysis of the literature on the problems of smart cities based on the international databases of scientific citing — Web of Science and Scopus; a resulting publication stream made it possible to assess the effectiveness of research in subject areas related to economics. The most significant number of projects to create smart cities were implemented in European cities. Researchers from the UK made a substantial contribution to the development of international standards. In Russian practice, this topic is just beginning its development, both in legal and regulatory documents and in economic research. An important step in solving this problem should be the implementation of the national program “Digital Economy of the Russian Federation” and the project “Smart City” in the framework of the national project “Housing and Urban Environment” in 2019.

t. Theoretical approaches to the sustainable development of cities and towns in the Arctic zone of the Russian Federation are considered. The development of Arctic cities, especially single-industry towns and settlements is considered in the context of the Republic of Karelia, the Murmansk, Arkhangelsk Regions, the Komi Republic, the Chukotka Autonomous Okrug, the Republic of Sakha (Yakutia) and the Krasnoyarsk Territory. The functional concept of "smart" development of territories, widely known and actively implemented in the world and the Russian Federation, is currently characterized by a declaration of the principles of anthropocentrism, a qualitative increase in the manufacturability of infrastructure systems and processes, a "digital revolution" in the management of territorial resources of all types, progress in organizing a safe and comfortable living environment. The article discusses the impact of urban development and planning on the life and happiness of the population. The ratings of the best cities in the world in terms of quality of life and level of happiness are analyzed. Depending on the goals of urban planning, a happy city is defined by the following concepts: a “smart” city, a city of digital technologies, an eco-city. The criteria for classifying cities as “happy” are considered. A number of demographic and social indicators affecting the level of happiness of the urban population are formulated. The authors discuss the conceptual basis of the development of modern cities on the principles of balanced natural and anthropogenic compatibility with the natural environment. An enlarged calculation of the indicator of the feasibility of city functions was performed (as an example for some Russian cities). The data obtained are compared with the results of a sociological survey (rating of happy cities of the Russian Federation).

The Government “Digital Economy of the Russian Federation” Program describes future economic development of Russia, its regions and industries. However, this Program has not been scrutinized for the modern economic theories and inner conceptual inconsistencies. Therefore, the purpose of the study is to identify the Program’s conceptual uncertainties which could give rise to the alternative scenarios of the economic development of Russia and to inconsistent managerial decisions resulted in the dramatic differences in unfolding the digital economy in different regions and industries. It has been found that the Program contains three definitions for the digital economy – declared (with the focus on the digital data), latent (with the focus on the digital platforms), and promising (with the focus on the artificial intelligence) ones. The Program’s content was compared with the modern economic theories, which revealed five levels of strategic uncertainty: 1) cluster or platform economy; 2) dispersed or agglomeration economy; 3) linear or circular economy; 4) homogeneous or heterogeneous economic landscape; 5) smart cities, smart agglomerations or smart regions. The reviewed Program lacks a clearly defined priority in the development of the cluster or post-cluster (platform) economy in Russia, which creates the theoretical (conceptual) and practical (connected with the development of the social and economic strategy) uncertainties for the industries and regions. With a stronger focus on the latent definition of the Program, there is a risk of extreme monopolization of the digital markets in Russia by the platform leading companies which are mainly located in Moscow and established with the public support under this Program implementation. The article offers to expand the concept of platform economy with a new type of digital ecosystem – a territorial digital platform to construct regional digital platforms and to develop business-ecosystems around them. It has been found that the digital economy in Russia is developed together with the implementation of the previously adopted spatial development strategy aimed to diminish the inter-regional differences, therefore, the dispersed digital economy should be seen as a promising approach. At the same time, there is a risk to activate the process of extreme territorial concentration of digital economic activities as the reviewed Program contains no measures aimed to disperse the agents of digital economy with any financial and other public mechanisms. One more strategic uncertainty induced by the fact that the Program lacks any priorities in preserving or expanding value chain is connected with linear or circular economy dichotomy. This uncertainty misinforms the domestic economic agents and could lead to the technological retardation of Russia from the leading countries in the circular digital economy. The advent of the artificial intelligence gives rise to the debate about the alternative routes of development with the homogeneous (human only) types of agents or heterogeneous (humans, intelligent machines and human-machine systems) economic landscape. It has been shown that the Program does not regulate the interaction of the different economic agents and the development of the economic landscapes, which could result in the unwanted transformation of the Russian economic space. In connection with the smart territorial units, the conclusion is that the Program does not contain any instructions concerning a preferable theory for the territorial organization of digital economy (smart city, smart region, smart agglomeration). This could lead to the situation when different regions observe different theories, with their implementation violating the equilibrium in the digital economic space of Russia. Interception of all alternative theories gives 48 possible development scenarios for digital economy in Russia. It has been established that Russia is likely to follow the platform agglomeration linear digital economy in homogeneous landscapes and smart cities. It is noted that the development of platform dispersed circular digital economy in heterogeneous landscapes and smart regions is seen to be the most favorable scenario in terms of modern studies and digital economy practices in other countries. The practical value of the study is determined by the adjustment of the existing Program or a development of a new document. Further studies are seen to be performed in the field of finding new uncertainty levels, one of them being “4G-, 5G- or 6G-determined digital economy”.

The Internet of Things (IoT) concept has attracted a lot of attention from the research and innovation community for a number of years already. One of the key drivers for this hype towards the IoT is its applicability to a plethora of different application domains. However, infrastructures enabling experimental assessment of IoT solutions are scarce. Being able to test and assess the behavior and the performance of any piece of technology (i.e., protocol, algorithm, application, service, etc.) under real-world circumstances is of utmost importance to increase the acceptance and reduce the time to market of these innovative developments. This paper describes the federation of eleven IoT deployments from heterogeneous application domains (e.g., smart cities, maritime, smart building, crowd-sensing, smart grid, etc.) with over 10,000 IoT devices overall which produce hundreds of thousands of observations per day. The paper summarizes the resources that are made available through a cloud-based platform. The main contributions from this paper are twofold. In the one hand, the insightful summary of the federated data resources are relevant to the experimenters that might be seeking for an experimental infrastructure to assess their innovations. On the other hand, the identification of the challenges met during the testbed integration process, as well as the mitigation strategies that have been implemented to face them, are of interest for testbed providers that can be considering to join the federation.

The aim of the work is to analyze the "Smart City" model, including reasons of its development; the concept development; the transition of the "Smart City" model to the Smart City Project in Russia; identify the Project content. Methodology: The urban planning model "Smart City" is one of the ways to improve the efficiency of territory management in large cities. Research is based on the collection and analysis of the appropriate normative, theoretical and practical documents. Research findings: In practice and within the framework of Russian legal regulation, this model is determined by the Smart City Project of the Ministry of Construction of the Russian Federation. The Project concepts of digitalization do not fully meet the need for the development of a large city. On the one hand, the project concerns the sphere of advertising high-tech goods and services, and on the other, it is a new urban development model. The problem lies in the duality of the definition of the smart city concept and urban planning technologies. Practical implications: The proposed definition of the Smart City Project is a set of ideas and approaches allowing to generate a strategy of urban development based on the parameters of the urban environment, including the prediction of changes in these parameters. In this case, the Project considers the largest number of quality parameters of the urban environment, using the economy analysis, sociological and other data. Strictly technical re-equipment of urban infrastructure is included in the Project.

This study aims to provide policy recommendations in the legal context regarding regional needs for integrative problems so that the flexibility to open access to international cooperation is not only to promote regional potential but can empower that potential for sustainable development. The article was compiled using a juridical normative method supported by field data relating to the existing conditions in Gorontalo in terms of developing international law in the region, namely optimizing the role of the region in international relations as a consequence of the Regulation of the Minister of Foreign Affairs Number 3 of 2019 concerning General Guidelines for Foreign Relations by Local government. The results of the study indicate that strengthening diplomacy is part of the Gorontalo provincial government's efforts to get to know the personal identity of the region (regency and city) both in the context of local excellence and globally competent regional advantages and can even build future-oriented international relations. Sister cities or twin cities in the Gorontalo government will be one way to strengthen foreign diplomatic relations through international cooperation mechanisms that can enable the Gorontalo provincial government, both district and city, to play a strategic role to take advantage of the inter-governments/inter-federation state network. in other countries in order to realize the vision of good governance and the vision of a sustainable smart governance/smart city

SMART concept implies administration of Symbicort (budesonid/formoterol both as maintenance and reliever therapy of asthma (BA). The present study was designed to evaluate economic efficacy of SMART regimen (Symbicort 320 / 9 or 640 / 18 μg daily plus Symbicort 160 / 4.5 as needed) compared with current practice of asthma therapy in Russia (64 different medications administered in real practice in 34 cities of Russian federation in 2005) and combined therapy with Seretid Multidisk (fluticason / salmeterol 200 / 100 to 1000 / 100 μg daily plus salbutamol as needed). We performed economic analysis of SMART regimen based on the results of international multi center randomized COSMOS trial. We assessed direct medical costs (outpatient pharmacotherapy with the given medications, emergency care for asthma exacerbations, related hospitalisations, scheduled visits to a physician) and non medical expenses and losses (social expenses for temporary disability, loss of income tax for state budget and of non produced gross national product). As a result, cost of SMART regimen was 1.2 fold to 1.4 fold higher than that of the routine therapy but the former has been eventually decreased by 15 % due to reduction in as needed doses. The mean dose of Seretid did not changed in time but the total expenses for the drug therapy became 20 % higher when compared with SMART regimen and 1.5 fold higher when compared with the routine therapy. The BA burden, which is a sum of treatment cost and social expenses related to the disease, in routinely treated patients were 2 fold to 3 fold higher than in SMART patients. Therefore, combined drugs for management of BA (Symbicort SMART and Seretid) have great medical and economical advantaged over the routine therapy.

Traditionally, an assessment of efficiency of regional housing policy is based on studies of housing construction sector, housing market, investment attractiveness, migration of economically active population and others. But the current stage of urbanization in Russia is accelerated by digitalization and smart technologies in cities, which makes a new type of housing policy assessment necessary. The article presents a four-level methodology for assessing the efficiency of regional housing policy, which evaluates the regional social and economic policy in the construction industry for urban districts with the population over 100,000 citizens in conditions of digitalization. The methodological basis for calculating the integral indicator of housing policy efficiency is presented and visualized in vectors. The author’s methodology is based on the methodological approach of S.A. Ayvazyan and the methodology of the urban digitalization index “IQ of Cities”, which was created by the Ministry of Construction of the Russian Federation in cooperation with Lomonosov Moscow State University. In the process of calculation the final integral indicator of efficiency of housing policy the authors use three equivalent integrated indicators of the 2nd level, such as economic, housing and digital indicators. The paper presents 10 indices for each integral indicator of the 3rd level and explains their economic meaning. The calculation of these indicators is carried out by means of the basic indicators of the 4th level on the basis of official statistics. The study presents the results of testing the authors’ methodological approach, which was made on the basis of official regional statistics. In the process of testing different cities from all federal districts of the Russian Federation were selected, so their results had a large spread. The purpose of such selection was to demonstrate the efficiency of the model and its suitability for the federal and regional authorities as a tool for planning and control.

The transformation of the municipal economy in the late XX – early XXI centuries increased the im-portance of the use of interactive information tech-nologies in the urban environment, increasing their influence on the formation of a smart modern urban space that meets the level of development of society in accordance with the concept of sustainable de-velopment. The subject of the research is the fea-tures of the digitalization of municipal governance in modern realities. The task is to identify the main trends in the digitalization of the municipal man-agement system in the face of uncertainty and trans-formation of economic realities. In order to assess the features of the transformation and development of municipalities in the context of widespread digi-talization of economic processes, the evolution of informatization of the municipal management sys-tem in the Russian Federation has been investigat-ed. The results of the study were to determine the goal of creating and developing a unified infor-mation space in Russia, identifying elements of a unified information space of a municipality, as well as directions for using information technologies in managing municipalities, as well as requirements for the formation of its interactive elements. The meth-odological basis of the study was formed on the basis of content analysis of scientific research and economic and statistical data characterizing the trends and tendencies of digitalization of municipal-ities. To assess the development of the digital econ-omy in the cities of the Russian Federation, meth-ods of comparative analysis of world and Russian smart practices, as well as trends in smart cities launched on ICT, were applied. During the study, it was revealed that the developed principles of the Smart City project are especially important in mod-ern conditions of neo-industrialization and reindus-trialization, however, the trend of budget non-fulfillment of the Digital Economy national project that took place in 2019, which was designed to be-come the basis for the development of all other fed-eral programs, continued under the constraints as-sociated with COVID-2019, showing the worst budg-etary execution result for the period January – Au-gust 2020. The result of the study was an assess-ment of not only the economic parameters of the socio-economic, institutional and other order that determine the effectiveness of the implementation of a national project, but also a comparison of the qualitative characteristics of the domestic digitaliza-tion of municipalities with foreign counterparts. Recommendations were developed to eliminate cur-rent problems in order to increase the efficiency of digitalization of the municipal economy and en-hance its participation in solving national develop-ment priorities.

The purpose of the work. The topic of this article is devoted to solving the problem of improving the efficiency of management of the subjects of the Russian Federation, as well as industrial enterprises located on their territories, and is the purpose of the scientific developments presented in this article. Materials and methods. Based on the analysis of works in the field of creating intelligent management in the regions of Russia, as well as the regulatory framework on which these developments are based, the shortcomings of the existing practice of implementing intelligent management in the subjects of the Russian Federation are shown and a set of scientific and practical provisions on the development of intelligent management in the regions of the country is given. At the same time, strategies for the development of intelligent management in the regions are formed taking into account and in relation to concepts and projects of intelligent management in specific regions. Results. An integral set of scientific provisions and developments of the authors of this article is presented, which allows to significantly increase the effectiveness of the strategic development of intelligent technologies in the management of domestic regions. In the significantly changed business conditions associated with overcoming the consequences of the sanctions of the United States of America and other Western countries, as well as the aggravation of relations between political competitors in the world, technologies and algorithms for the formation of strategies for the development of intellectual enterprises in domestic regions are of particular importance. The main adequate methods of increasing the efficiency of strategic and operational management of industrial enterprises in these new conditions are given. Conclusion. It is shown that the creation of an intelligent management strategy in the regions of the Russian Federation should be carried out in accordance with the complex of scientific provisions, methods and algorithms presented in this article. In addition, materials and developments are presented, on the basis of which industrial enterprises can form the main priorities of their own strategic development in the new conditions of economic activity.

The paper discusses the solution to the problem of communication between the parties interested in the implementation of projects for the renovation of street engineering networks in the context of the construction of “Smart cities in Russia” through the use of BIM technologies, including the program “60+”. The prospects and difficulties arising in the implementation of BIM in the Russian Federation are considered. The term of BIM-based renovation of street engineering networks (BbRSEN) is proposed. An effective digital data environment for conducting BbRSEN is presented, the main participants, the emerging flows of information exchange between them, and the role of the state are identified. A universal step-by-step procedure for the implementation of BbRSEN and the possibility of its subsequent cyclic use throughout the city has been developed. The result of BbRSEN is not only a comprehensive cost-effective replacement of engineering infrastructure, but also the creation of “Smart grids” that become the basis for the future development of a “Smart city” in which all engineering networks are designed as a single complex of urban infrastructure with the calculation of the efficiency of the entire life cycle. The introduction of the attribute in the digital model, which characterizes the wear of the networks, is substantiated for the harmonization of the repair cycles of the road surface and all underground communications under it.

It was found out that using the technology of Internet of Things in the housing and utilities infrastructure allows to increase efficiency of business-process, reduce costs for maintenance and operation of housing facilities, and to optimize the payment system of the housing and utilities services. It is established that the driver for development of housing and utilities infrastructure digitization shall be implementation of intelligent devices for metering all types of resources and power consumption in dwelling houses which will be gradually unified in the intelligence system of settlement for recourses consumption based on SIM-cards.

The problems of project implementation and urban management. The problem of the availability of qualified personnel in the field of municipal administration is considered in detail. The interview is a reflection of the famous Dutch diplomat and politician Renee Jones-Bos, who in 2016–2019 worked as Ambassador Extraordinary and Plenipotentiary of the Kingdom of the Netherlands to the Russian Federation. The main topic of the article is the need for cooperation between countries in various fields. In particular, the interview talks about interaction in the field of environmental protection, exchange of experience in the development of ‘smart cities’, and the features of the Dutch economy based on a pragmatic approach to development due to the geographical location of the country. In particular, it is noted that the achievements of the Netherlands in the field of environmental conservation are caused not only by the understanding of the importance of this topic in the issue of human survival, but, above all, are determined by the country’s characteristics: a small territory and a population that is quantitatively comparable to the population of a small Russian region. The importance of academic and university projects and exchanges as part of peopleto- people diplomacy is emphasized; the role of the undergraduate educational program in the field of Ecosystem Management ‘Eco-Management’, implemented by the Faculty of Foreign Regional Studies and Regional Administration of the IPACS of the RANEPA since 2019, is disclosed.

The presented study summarizes the results of the implementation of liberal market reforms in Russia and reviews tools of the market economy that could solve the problem of distrust within Russian society.Aim. The study aims to define the underlying problems that stem from the peculiarities of the historical development of the Russian Federation and now hinder the advancement of our country to a new level of development, and to propose directions for solving these problems.Tasks. The authors summarize the socio-economic consequences of the implementation of liberal market reforms; define the problems of the implementation of a rent-based economy in modern Russia; prove that Russia cannot advance to a new level of development without solving the problem of social distrust; review the tools that could change the current situation of global social distrust (publicprivate partnership, proactive budgeting, clusters, territorial marketing, Far Eastern Hectare program, smart cities, incident management).Methods. This study uses general scientific methods of cognition to examine the results of the implementation of liberal market reforms, identify the problems of modern Russia, and determine the possible directions and tools of development.Results. Russia’s development is historically based on finding and living off the natural rent. This perspective significantly narrows the range of ideas about the potential development directions for the Russian Federation. The rent-based development options proposed today expose another common Russian trait — uncertainty, lack of risk appetite, pessimism, and fear of “things getting worse”. Implementation of democratic reforms in the context of rent-based economic institutions, lack of mutual trust within society, poor performance of courts — all this aggravates the current situation.Conclusions. Nowadays, Russia needs an economy that would create a demand for human capital and inclusive political institutions that would make people engaged in the life of the nation, allowing them to capitalize on their creativity without leaving their homeland.

Social inclusion and poverty alleviation are central to the United Nations (UN) new urban agenda and Sustainable Development Goals (SDGs), especially Goal 11 on sustainable cities and communities. In Nepal, the goal of the National Urban Agenda is to “make cities and human settlements inclusive, safe, resilient, sustainable and smart to enhance their ability to provide decent jobs and adequate housing, infrastructure and services to the ever-growing urban population”. Against this backdrop, many international and national non-governmental organisations and the national federations of informal settlers in Nepal have been advocating for the rights of urban informal settlers to be included in the urban planning processes. In response, the Nepal government has formulated new policies to assess the “authenticity” of informal settlers and accelerate the informal to formal transition process. Drawing from the textual analysis of existing national policies, literature and media publications, in this paper, we document what (dis)connections and contradictions exist in the formal policies and interventions that the national government has designed for addressing urban informality issue and how they frame urban informality issues and the solutions to manage the same. Our analysis shows that although government policies are rhetorically inclusive and progressive, indicating a desire to resolve informality issues, policies issued by different ministries and departments are disconnected. We also find that the practices often contradict the policies, and attempts to secure transitions to formality are undermined by a failure to recognise the legitimate stake that informal settlers have in the process. We conclude by discussing how these contradictions and inconsistencies can potentially be redirected towards socially just urban transition and suggesting ways forward for addressing the protracted urban informality issue in Nepal.

The Internet of Things increasingly offers new ways to make our lives as citizens smarter, more efficient and more informed. For example, city governments can charge appropriate fees, deliver tailored services and manage public infrastructure while considering interdependencies. In order to successfully seize the opportunities associated with the current shifts and to anticipate what’s coming, city leaders need to recognize and address the interrelationship of all city challenges and their impact across all constituent groups in seeking solutions.

Este trabalho tem como objetivo identificar os sentidos produzidos pelos textos culturais que versam sobre o tema cidade - atravessada por tecnologias e tecnicidades - articulados aos estudos de comunicação e consumo. Para tanto, tomamos como objeto de investigação a expressão Smart City, presente na cena midiática contemporânea, visando explorar o ideal de cidade que emerge como modelo para o desenvolvimento urbano, no qual as atuais dicotomias Estado/mercado, público/privado estariam sujeitadas pela ideia do espaço comum. Neste cenário, seria a tecnologia algo capaz de superar as diferenças seculares nas formas de ocupação do espaço urbano? A cidade mercadoria é a lente a partir da qual buscamos refletir sobre essa nova modalidade de organização da vida social na urbe contemporânea.

This paper introduces a new dimension to conceptualising smart cities – a cross-border approach for heterogeneous cities. There is a mutual agreement between smart city scholars that cities are smart when they reduce silos and enable better flow of data between city functions and services. This paper focuses on the cross-border aspect of smart cities and claims that ICT in cities do not automatically lead to ubiquitous services across the cities. This can even lead to more fragmentation compared to pre-ICT area. A new model for joint digital services in the cross-border cities – the Urban Operating System – is proposed and will be evaluated in context of two Northern European cities with high commuting frequency: Helsinki and Tallinn.

Smart Cities belong to a multidisciplinary research area, which does not yet have a formal definition and may have different meanings depending on the context. In view of this, the objective of this work is to map the term "Smart City" in the scientific field. For such, the scientific publications present in Scopus' data base, accessed by the Periodicals portal of the Coordination for the Improvement of Higher Level Personnel (CAPES), were researched. As results, 61,435 publications were found, which after the inclusion criteria, 632 publications remained to be analyzed. China was the country that presented the largest number of publications with a total of 94 documents. The analysis of annual publications showed that there was an increase in the number of publications over the years, especially between 2018 and 2019. The main contributions of this work were the provision of a knowledge base that can be used by both scientists and researchers and developers of the organizations, identifying gaps and opportunities to be explored.

Purpose The smart city idea refers to new ways of organising city functions and urban life, which are believed to move production and consumption from global to local, manufacturing from competitive to collaborative, and business from a shareholder to a multiple-stakeholder point of view. Most previous research has focussed on the societal level of smart cities, while less seems to be known about the management of business as part of smart cities. The purpose of this paper is to present a literature review on the state of the art of management research on smart cities. The following research question is addressed: How has previous research captured the management of organisations in smart cities? Design/methodology/approach A literature review using the search term “smart city/cities” in research on business, management, and operational management was conducted for the purpose of capturing previous research. Findings were coded based on main ideas, central concepts, and theories, thematic content of the articles related to the main ideas underpinning smart cities (digitalization, urbanisation, and sustainability as antecedents, and local, collaborative and multiple-stakeholder manufacturing as indicators), and units of analysis. Findings The paper points to how most studies on the management of organisations as part of smart cities focus on sustainability and how digitalisation enables new businesses. Collaborative efforts are emphasised and the theoretical framing is fragmented. Issues related to the organising of business is also not problematised and the business network approach could, as discussed in the paper, provide valuable insights related to the collaborative efforts of organisations and the multiple-stakeholder perspective. Originality/value The paper is the first to capture and present an overview of previous research on the management of business as part of smart cities. Research on smart cities has focussed on the policy and societal levels, and so far there is a lack of problematisation on how organisations may act, and potentially change their way of acting, should smart cities become a reality.

Abstract This paper is based on the paradigm that a smart city is a part of the intellectual framework of second-order cybernetics and considers social communication in terms of the management and use of different data channels. Planning as a political practice is replaced by environmentally-behavioral control, in which subjectivity is articulated above-individually (permeating the city with sensitive nodes) and infra-individually (transforming citizens into sensitive nodes). This leads us to the research question: how to focus on the social relations and processes of the smart urbanization which are based on the second order cybernetic approach? The smart city is understood as a complex mechanism, where one begins to realize the often-unintended human, environmental, social and economic consequences of a technological and engineering-led approach. The latest thinking and smart urban projects are aimed at comprehending smart and/or sustainable infrastructure as a network between places and people in order to create a more sustainable, healthy and resilient future for different groups of citizens (from young people to seniors). Municipality strategies need to address global socio-economic factors, processes of innovation with new technology, constant adaptation in public and private sector organisations and the diversity of qualified resources.

ResumoCom o atual avanço tecnológico, a organização das cidades tem passado por importantes modificações, como a instituição das city coins, moedas digitais locais que têm se multiplicado na experiência internacional. O presente estudo tem como objetivo demonstrar a legalidade e a constitucionalidade de tal iniciativa perante o ordenamento jurídico brasileiro. Para tanto, o método utilizado foi um estudo qualitativo em que se apresenta, inicialmente, a taxonomia das moedas digitais, essencial à harmonização dos conceitos envolvidos e à melhor compreensão de cada um deles. Em seguida, são apresentadas experiências de city coins no contexto internacional. Posteriormente, discute-se a razão pela qual as city coins não violariam a competência exclusiva da União para a emissão de moeda prevista na Constituição Federal de 1988. Por fim, nos dois últimos tópicos do trabalho, analisa-se a conformidade das moedas digitais emitidas em âmbito local com o quadro constitucional vigente. Como resultado, o estudo indica a possibilidade de instituição das city coins nas cidades brasileiras e espera servir de embasamento jurídico a tais iniciativas, que muito têm a agregar em termos de políticas públicas, desenvolvimento local, fomento à cultura e outras áreas de importância na gestão local.Palavras-chave: Moeda digital. AbstractWith the current technological advance, the organization of cities has undergone major changes, such as the institution of city coins, local digital currencies that have multiplied in the international experience. This study aims to demonstrate the legality and constitutionality of such initiative before the Brazilian legal system. For this purpose, the method used was a qualitative study which initially presented the taxonomy of digital coins, essential to the harmonization of the concepts involved and the better understanding of each one. Next, experiences of city coins in the international context are presented. Subsequently, the reason why city coins would not violate the exclusive competence of the Union for the issuance of coins foreseen in the Federal Constitution of 1988 is discussed. Finally, the last two chapters analyze the conformity of locally issued digital coins with the current constitutional framework. As a result, the study in question indicates the possibility of establishing city coins in Brazilian cities, and aims to serve as a legal theory support to such initiatives, which have much to add in terms of public policies, local development, promotion of culture and other areas of importance in local management.Keywords: Digital currency. ResumenCon el actual avance tecnológico, la organización de las ciudades ha experimentado grandes cambios, como la institución de las monedas de ciudad, monedas digitales locales que se han multiplicado en la experiencia internacional. El presente estudio tiene por objeto demostrar la legalidad y constitucionalidad de dicha iniciativa ante el sistema jurídico brasileño. Para ello, el método utilizado fue un estudio cualitativo que presentó inicialmente la taxonomía de las monedas digitales, esencial para la armonización de los conceptos implicados y la mejor comprensión de cada uno de ellos. A continuación se presentan las experiencias de las monedas de las ciudades en el contexto internacional. Posteriormente, se examina la razón por la que las monedas de la ciudad no violarían la competencia exclusiva de la Unión para la emisión de monedas prevista en la Constitución Federal de 1988. Por último, en los dos últimos capítulos se analiza la conformidad de las monedas digitales emitidas localmente con el marco constitucional vigente. Como resultado, el estudio en cuestión indica la posibilidad de establecer monedas de ciudad en las ciudades brasileñas, y espera servir como base legal para tales iniciativas, que tienen mucho que aportar en cuanto a políticas públicas, desarrollo local, fomento de la cultura y otras esferas de importancia en la gestión local.Palabras claves: Moneda digital.
