Abstract In November 2018, the European Commission launched the European Open Science Cloud (EOSC) in Vienna. The EOSC envisions establishing a European data infrastructure, integrating high-capacity cloud solutions, eventually widening the scope of these services to include the public sector and the industry. Understanding the EOSC structure is a first step in recognizing the opportunities offered by the newly launched EOSC. This article offers some reflections for a better understanding of the realization of the EOSC at the present stage, including currently ongoing developments. Burgelman and Schouppe published under their own names and their text does not necessarily represent the view of the EC.

The European Open Science Cloud (EOSC) has the objective to provide a virtual environment offering open and seamless services for the re-use of research data across borders and scientific disciplines. This ambitious vision sets significant challenges that the research community must meet if the benefits of EOSC are to be realised. One of those challenges, which has both technical and cultural aspects, is to determine the “Rules of Participation” that enable users to assess the quality of the data and services provided through EOSC and thereby enable them to trust the data and services they access. This paper discusses some issues relevant to determining the Rules of Participation that will enable EOSC to meet these objectives.

Vertreterinnen und Vertreter aus Politik, Wissenschaft und Forschungsförderung sowie der Europäischen Kommission sprachen über Konzept und Bedeutung der EOSC und stellten an konkreten Beispielen deren Potential vor. Im Rahmen dieser Veranstaltung wurde auch „The Vienna Declaration on the European Open Science Cloud“ öffentlich vorgestellt.

Keywords: Open Science, EOSC, intellectual property, scientific researches, COVID-19 pandemic, UA-EU Association, Digital Europe The article provides an analysis of the EU practices inthe field of development and implementation on the Open Science Policy, elaboration ofthe European Open Science Cloud (EOSC), employment of the FAIR principles and theirenhancement with CARE-principles. The European Commission activities are reviewedin the area of the Open Science roll-out as well as its ability to withstand the emergingglobal challenges like COVID-19. The EOSC concept is overviewed on the backdrop ofsuch EU policies as unified Digital Market Strategy and European Cloud Initiative, EuropeanResearch Environment, and Industrial Digitalization, as a part of those. EOSCconcept integration is considered through the development and interaction of Europeanand national research and e-infrastructures and data arrays, services and knowledgewithin the EU and globally.Steps are analyzed taken by Ukraine towards its integration to European researchenvironment and EOSC in the legal field, taking into account the State Authorities activityand implementation of the Ukraine-EU Association Agreement. It is highlighted thatthe innovations’ development of Ukraine is bound, both in timelines and meaningfully,with digital economics and the society development, intellectual property area, and should align the Ukrainian science initiatives with the European Cloud initiative as wellas further steps to joint the EOSC. It is consequently proven that consistent and meaningfulimplementation of the UA-EU Association commitments via the conceptual andstrategic regulations adopted by the state authorities is essential for Ukraine integrationto the EU’s Digital Market and Digital Environment so that to enhance its science potential.It is concluded that consistent efforts on implementing the goals and objectives asfor regulatory environment with their consequent enforcement creates the vital groundsfor successful enrollment of the national policy in this area.

The H2020 project “EOSC Pillar” and its three “sister projects” (5b Projects) are an excellent example of how different European projects can effectively participate in the EOSC building process united in a serious, determined effort formalized by a consensual agreement between the projects. The regional approach, responding to individual, regional needs, has demonstrated the importance of jointly addressing challenges related to the European Open Science Cloud in order to reach the diverse and fragmented European research infrastructure landscape. The resulting FAIR data and conclusions are essential building blocks for continuing similar efforts.

The EC H2020 cluster project SSHOC aims to provide a full-fledged Social Sciences and Humanities Open Cloud where data, tools, and training are available and accessible for users of SSH data. The focus of the project is determined by the goal to further the innovation of infrastructural support for digital scholarship, to stimulate multidisciplinary collaboration across the various subfields of SSH and beyond, and to increase the potential for societal impact. The intention is to create a European open cloud ecosystem for social sciences and humanities, consisting of an infrastructural and human component. SSHOC will encourage secure environments for sharing and using sensitive and confidential data. It will contribute to the Open Science agenda and realization of the European Open Science Cloud (EOSC), as well as contribute to innovations stemming from the coupling of heterogeneous data types and work on the Interoperability principle of FAIR.

The economical and contractual aspects linked to the production use of commercial cloud services are often overlooked in research environments in Europe, preventing researchers from reaping the full benefits of these services. Since 2016, CERN, in collaboration with leading European research institutes, has launched several projects to address this problem. The preparation and execution phases of these projects have revealed key lessons in procuring commercial cloud resources for research environments in Europe. These lessons can help shape the European Open Science Cloud (EOSC) [1].

Дисертація присвячена дослідженню необхідних змін в сервіс-орієнтованих технологіях у зв’язку з загальною тенденцією переносу прикладних додатків у хмарне середовище, зокрема, в Європейську відкриту наукову хмару. Досліджені базові відмінності традиційних SOA першого покоління (на основі веб-сервісів з уніфікованими протоколами зв’язку) і хмарних MSA нового покоління (на основі мікросервісів з контейнерами), показані доцільні шляхи їх конвергенції з ціллю забезпечення ефективної віртуалізації хмарних апаратних і системних ресурсів. Для цього рекомендується в SOA переходити на контейнерну взаємодію між сервісами, контролюючи розмір веб-сервісів, а MSA застосовувати семантичне представлення мікросервісів, щоб автоматизувати їх пошук у великих за розміром реєстрах (доцільний алгоритм пошуку описується). Доводиться, що застосування SOA ефективно для інтеграції додатків і інформаційних систем, MSA ефективно діє на рівні окремого додатка, фокусуючись на його структурі та компонентах На базі об’єднання онтолого-орієнтованого (OО) і модельно-керованого (MD) підходів розроблено методику проектування систем сервісів як процесу послідовного перетворення концептуальних моделей (CIM, PIM, PSM) з поступовим збільшенням впливу параметрів сервісної платформи, яка застосовується для реалізації системи сервісів. Показано, що для MSA можна створити такі ж самі типи архітектур (синхронних, асинхронних і змішаних), що існують і для SOA. Описано сервіс-орієнтовану архітектуру і перелік сервісів для мобільної медичної системи моніторингу стану і допомоги літнім хронічно хворим людям в рамках реалізації національної реформи системи охорони здоров’я в Україні.

The provision of open science is defined as a general policy aimed at overcoming the barriers that hinder the implementation of the European Research Area (ERA). An open science foundation seeks to capture all the elements needed for the functioning of ERA: research data, scientific instruments, ICT services (connections, calculations, platforms, and specific studies such as portals). Managing shared resources for the community of scholars maximizes the benefits to society. In the field of digital infrastructure, this has already demonstrated great benefits. It is expected that applying this principle to an open science process will improve management by funding organizations in collaboration with stakeholders through mechanisms such as public consultation. This will increase the perception of joint ownership of the infrastructure. It will also create clear and non-discriminatory access rules, along with a sense of joint ownership that stimulates a higher level of participation, collaboration and social reciprocity. The article deals with the concept of open science. The concept of the European cloud of open science and its structure are presented. According to the study, it has been shown that the structure of the cloud of open science includes an augmented reality as an open-science platform. An example of the practical application of this tool is the general description of MaxWhere, developed by Hungarian scientists, and is a platform of aggregates of individual 3D spaces.

Currently, it is important in Ukraine to harmonize cloud technologies application with European and world scientific initiatives. Need to modernize preparation of future PhDs is caused by challenges of new information, globalized society and digital transformation of all spheres of life, including education and science. The research was aimed to determine features of cloud services application in preparation of future PhDs. Concepts of “cloud computing”, “cloud technologies”, “cloud learning technologies”, “cloud services”, “cloud oriented environment” were analyzed. Experience of cloud technologies and their services application in educational and scientific space in researches of foreign and Ukrainian students was considered. Ukrainian experience in preparation of future PhD of various specialties with cloud services application was analyzed. It was emphasized that approaches improving to preparation of future PhDs based on cloud services application would increase their level of digital competence. It is recommended to include a separate course or module of specific discipline on work with cloud technologies and services during preparation of future PhDs. It is important to improve disciplines and tools content to support education process. It can be learning of disciplines using cloud technologies or services by future PhD’s. Also, cloud services application to support scientific and scientific-organizational activities will increase level of organization and implementation of scientific research. It is important to create cloud-oriented environment for preparation of future PhDs in higher education and research institutions. Making cloud-oriented educational and scientific environment should be based on principles of open education. It is recommended to use cloud-based platforms and services (G Suite for Education; Microsoft Office 365; specialized SaaS (CoCalc or other)).
