Cultural Europeanism is a variant of the process of European integration attested within the framework of the Cold War. It will be mostly anti-communist, although it will couch elements favouring West-East dialogue. The governments will promote an intergovernmental model based on multilateral cooperation and national identity, and put into practice in institutions such as the Western Union or the Council of Europe. Non-governmental organizations, such as the European Movement, will be committed to a more transnational model based on the affirmation and promotion of the idea of Europe through institutions such as the College of Europe, the European Centre for Culture or the European Cultural Foundation. Within cultural Europeanism, networks of secondary institutionalization, such as educational seminars, ended up having as much or more impact than the primary entities from which they emerged.

This article examines GDR television from a media-historical perspective with special focus on the inter- and transnational communication between Eastern and Western Europe in the Cold War until the dissolution of the separate spheres of power in 1990. It focuses on the development and function of the “Organisation Internationale de diffusion et de Télévision Radio” (OIRT), which was founded in 1946, and their network “Intervision”, founded in 1960, both centred in Prague. The OIRT, as an umbrella organization, coordinated cooperation between the TV-stations in the socialist community and represented their interests to the “European Broadcasting Union” (UER/EBU) and the “Eurovision” system. While “Intervision” handled the direct program traffic between the stations, exchange of movies and occasionally TV series was an autonomous field. A central conclusion is that the program transfer had a hand in a partial rapprochement and dialogue between East and West. In addition, these permanent relations triggered an early synchronization process with a tendency to cross-culture productions – even if the partial opening in Eastern Europe before 1990 brought only limited pluralism and could not contribute to genuine participation.

The culture of tolerance is the subject of post-classical knowledge of conscious phenomena that influence the processes being a person and its ethno-national identity. There is a formation of a political nation that meets the requirements of European society and the spirit of ethno-social shifts, resulting in the formation of the corresponding meanings of network culture and global identity. The civilized spirit of freedom is the property of the content of the history philosophers and the realities of socio-cultural changes of being. The formation of a discursive space of tolerance establishes the contemporary meaning and meaning of a particular socio-cultural life, when the culture of tolerance was shaped by Europe at an early age of its civilization, and, through this, a combination of external structures with its internal world is achieved. Without the «philosophy of hope» there is no optimization of the reliability of the specialists training. In this context, the priority of the humanitarian aspect of the educational space is overcoming - and fragmentation of the reform process, also as the education and upbringing that embraced the makers of the product intelligence. Understand that all the priorities of educational reform have not only authoritative policies, but a positive meaning emerges only when the regions is headed by authoritative bearers of the patriotic-professional direction. And they find common actions with the Ministry of Education and Science, the intellect-environment, students, etc. Only through the achievement of a European level of academic freedoms, one can touch on the «pragmatics of the educational noosphere» the community will help the formation of reformers-officials to conduct dialogue in the sense of what this word has as a «difficult transitional state», after which there appears «civil enlightenment», the ability to find an understanding with society, in spite of the violent ignorance of radicals from the East or the West.The feeling of future specialists before the exit of the «crisis society» from the state of «permanent rebellion» is born despite the «hybridization of humanitarian situation».

Abstract With regards to the religious situation, Germany still is a highly divided country. This draws our attention to the specific characteristics of IRD-activities in the eastern parts of Germany. Based on literature review and mapping exercises, we will argue, firstly, that the interreligious dialogue scene in East Germany is characterized by a comparatively low density of activities that are primarily embedded into major religious and state-related organizational structures. Secondly, we will discuss potential explanations of this lower dialogue level with regards to present-day socio-cultural differences and asymmetries between East and West Germany. Thirdly, we argue that the case of East Germany gives evidence to pay particular attention to numerically smaller religious groups within IRD as well as religiously unaffiliated parts of society. Consequently, we have to rethink the conceptualization of IRD in view of secularization as the dominant tendency in many European countries.

Abstract The journal known as Socialist World—the short-lived publication of the Committee of the International Socialist Conference—is instructive for what it reveals about European Social Democracy at the beginning of the Cold War and about the problems of internationalism among Socialists. At first, the journal served to mediate between West European anti-Communist Socialists and the Communists in Eastern Europe. The Socialists tried to reach a common understanding of world affairs through a dialogue across borders, but divergent ideas and the impact of international events tore this cohabitation apart. After the Communist takeover in Czechoslovakia in February 1948, Socialist World became an instrument of anti-Communist propaganda. The articles in the journal also reveal the interests, concerns, and opinions of Socialists during the early Cold War regarding bipolar confrontation, planning, European integration, and colonialism. The journal was too public to allow frank discussion and too overburdened with rules to focus on topics of greater interest. Socialist parties that aspired to gain election in their countries wanted to protect their respectability—a concern made more urgent by the Cold War.

The authors focus on the historical evolution of the relations between Russia and the West and attempt to suggest their own vision on the future prospects. The aforementioned relationship span centuries of history. At times, these relations were peaceful, while at times, “Russophobia,” on the one hand, and anti-Western feelings, on the other, served as a backdrop to military clashes. The authors pay special attention to the events of recent decades that have posed new threats and challenges. Given the current militarization and securitization of world politics, strategic stability, which is highly dependent on relations between Russia and the West, is being called into question. After Crimea became part of the Russian Federation and hostilities began in the Donbass region, anti-Russian sanctions were imposed, and Russia, in turn, passed counter-sanctions legislation. Therefore, Russia’s relations with the United States have sharply deteriorated. Likewise, comprehensive ties with the European Union have been frozen. The West, mainly the United States and UK, has launched anti-Russian campaign. As a mirror response Russian media also dazzles with speculations about "the decay and decline of the West". Consequently, Russia has declared its “shift to the East”. A real psychological war is being waged between Russia and the West, with both sides resorting to the latest advanced technology in their propaganda. A number of Russian politicians grew supportive of some Western movements and parties of the right spectrum, the so called “sovranists” who aimed at withdrawing their countries from international treaties and unions. Meanwhile, Donald Trump’s victory in the 2016 elections as the Republican right-wing candidate, who pledged to improve US-Russia relations, was much praised in Moscow. The authors conclude that recent constructive Russian-American meetings and the 2019 meeting in the Normandy Format which contributes to conflict resolution in the South-East of Ukraine can facilitate positive developments of Russia’s relations with the West.

The article deals with the problem of understanding the iconic elements of musical language and thinking for mass music of the XX century in the context of the dialogue between East and West. The reasons and specifics of the meaning of melody for the essential foundations of European musical culture are noted. The peculiarity of the physiological rhythm of non-European, African and Latin American musical cultures, cultural, historical and artistic reasons for their expansion into European music at the beginning of the XX century are analyzed. The concept of «rhythmic emotions» and its understanding are proposed. The author concludes that the socio-psychological cataclysms of the epoch actualized the emergence and intensive development, the demand for «music for the body» in the mass musical culture of the XX century.

The present economic situation is a poor starting point for the national libraries of Eastern Europe in their efforts to cope with the future. Political censorship is replaced with economic censorship: insufficient budgets, inadequate space for books and readers, gaps in distribution systems, and increasing transport and postal rates. But libraries are an essential element in the intellectual infrastracture and cultural dialogue; and national libraries in Eastern Europe see cooperation with similar libraries in the West as a major way of achieving development. Several countries have agreed to exchange specialists, training and education programmes already exist, and lack of acquisition funds has been somewhat mitigated by book donation programmes; but more needs to be done. The European Union is an appropriate mechanism for developing an East-West programme to improve the infrastructure through the implementation of technological policy. East-West dialogue can best be structured through the Council of Europe, which has recently expanded its membership to include Eastern and Central Europe.

The article provides assessments of the current state of relations between Russia and the West by European experts. Complex issues such as the Northern Military District in Ukraine, the situation in the South Caucasus, the Palestinian-Israeli conflict and their consequences for European countries and the global world order are analyzed. The authors talk about the need to prevent outbreaks of a third world war, to overcome bipolar ideological confrontation, and about the values of the future world order. Justice and morality must become the basis of peace, which will lead to the restoration of trust between peoples and states. The need for dialogue with Russia and the inadmissibility of isolating individual countries from participation in international dialogues are argued. The authors are supporters of the principles of a multipolar world, freedom, justice, information objectivity, respect for other cultures and religions, and speak of the inadmissibility of discrimination on national, racial or religious grounds. The article was prepared based on the materials of the international symposium “United Kingdom – EU – Russia – Greater Middle East: Challenges and Prospects”, held in Bratislava (February 27–28, 2024)

In this essay I address the remediation of the centuries-old East African practice of poetic dialogue in the twenty-first-century digital social network of Facebook. Focusing on an online duel between two young poets from Mombasa, I demonstrate how East Africa's new media are transforming traditional poetic conventions in Swahili. Even sites that endeavor to preserve authentic literary Swahili have become in practice controversial crossroads of language, culture, and identity. By bringing voices of Swahili cultural authority, which draw from the East, into sustained contact with voices of the contemporary urban youth culture, which draws from the West, these new media are ultimately opening new terrains for literary production and debate.

The cultural history of the sea during the Middle Ages is a young and dynamic field. Born only recently in the literary criticism of European sources, this innovative volume pushes out beyond this European heartland to explore the shape and potential of a cultural history of the sea constructed also from global literatures and oral traditions, and from material things. The chapters in this volume bring together the perspectives and expertise of archaeologists, historians and literary historians with a core focus on Afro-Eurasia and its encircling seas. Topics explored include: the evolving visual representation of the seas in Europe, the Islamic world and the Far East; the development of navigation technologies in the seas around Afro-Eurasia; imaginative projections of the sea in cultures ranging from Maori Aotearoa to Europe; a history of maritime and riverine trade networks across medieval Afro-Eurasia and two novel comparative studies, of islands and shores in Mediterranean and Indian Ocean history, and of the archaeology of fishing and fish eating in the North Atlantic and Swahili worlds. This volume does not pretend to offer a definitive answer to how a more global cultural history of the sea should be written; it offers not ‘The’ but ‘A’ Cultural History of the Sea for the period between 800 and 1450 CE, shaped as much by the parameters of the series itself as by the vision, curiosity and expertise of its editor and individual contributors. This photo album, Youth Lens on the Silk Roads, is the result of the fourth edition of the international photo contest Youth Eyes on the Silk Roads, organized by the UNESCO Silk Roads Programme with the generous support of the Beijing International Peace Culture Foundation. This annual initiative offers young creatives from all over the world an opportunity to share their talents and explore the shared heritage, legacy, and spirit of the Silk Roads through photography. The term ‘Silk Roads’ is used to refer to a vast and complex network of maritime and land routes which have linked East, South, and Southeast Asia, to Central Asia, the Russian Steppes, the Indian Subcontinent, the Iranian and Anatolian Plateaus, and the Arabian Peninsula for thousands of years. They also stretched through North and Northeast Africa, as well as Eastern and Southern Europe, before reaching Western Europe and the Iberian Peninsula. These routes played a crucial role in shaping modern societies by facilitating the movement of people, goods, and ideas in an enriching cross-cultural exchange. Ultimately, movement along the Silk Roads resulted in the development of shared heritages and plural identities, still evident today, with the power to contribute to social cohesion, mutual respect, and understanding. The fourth edition of Youth Eyes on the Silk Roads tasked participants with exploring the themes of ‘Faith and Spiritualities’ and ‘Living Together’. Faith and spirituality concern the myriad ways we understand the world and make sense of our place within it through beliefs, values, expressions, and rituals. The photographic entries captured the vast range of faiths and beliefs exhibited in regions along the Silk Roads, while highlighting the shared nature of these expressions that bring vast numbers of people together. Likewise, the theme of ‘Living Together’ provided an opportunity to share images of intercommunity and multicultural gatherings, local and global events, and moments of dialogue. The resulting photo album presents 76 of the very best photos from the two age categories (14–17-year-olds and 18–25-year-olds) that reflect the themes and spirit of the contest. The images serve as a reminder of the shared heritage and legacy of the Silk Roads and provide insight into young people’s understanding of the ways in which they shape daily life. This chapter provides an overview of the political background that has shaped Emir Kusturica's films. Generationally and critically, Kusturica is the most renowned filmmaker associated both with the old Cold War's divide and its post-1989 aftermath. His work emerged out of a context that proved to be resiliently unlike any other within the Eastern European bloc. As one of few directors capable of thriving before and after 1989 (and between East and West), Kusturica appears to have adjusted his poetic pitch multiple times, just as critics on both sides of the Iron Curtain have felt compelled to reassess their judgment about his work. In reality, the chapter argues that his productions and activities have revolved around a poetic core that, in a dialogue with pressing historical occurrences, has undergone an expansion in terms of public political engagement and intermedial reach without altering itself.

This book explores the mass-media landscape of the early twentieth cspecific authorsentury to uncover the subversive societal impact of four major Japanese authors: Tanizaki Jun'ichirō, Yokomitsu Riichi, Kawabata Yasunari, and Hirabayashi Taiko. The book examines the literature against global realities through a modernist lens, studying an alternative modernism that challenges the Western European model. Through broad surveys of discussions surrounding Japanese life in the 1920s, the book locates and examines flourishing divergent ideologies of the early twentieth century, such as gender, ethnicity, and nationalism. It unravels how the narrative and linguistic strategies of modernist texts interrogated the innocence of this language, disrupting their hold on people's imagined relationship to daily life. These modernist works often discursively displaced the authority of their own claims by inadvertently exposing the global epistemology of East versus West. The book expands modernism studies into a more translational dialogue by locating subversions within the local historical culture and allowing readers to make connections to the time and place in which the texts were written. In highlighting the unbreakable link between literature and society, it reaffirms the value of modernist fiction and its ability to make us aware of how realities are constructed — and how those realities can be changed.

The histories of East and West Germany traditionally emphasize the Cold War rivalries between the communist and capitalist nations. Yet, even as the countries diverged in their political directions, they had to create new ways of working together economically. This book examines the material culture of increasing economic contacts in divided Germany from the 1940s until the 1990s. Trade events, such as fairs and product shows, became one of the few venues for sustained links and knowledge between the two countries after the building of the Berlin Wall. The book uses industrial design, epitomized by the furniture industry, to show how a network of politicians, entrepreneurs, and cultural brokers attempted to nationally re-inscribe their production cultures, define a postwar German identity, and regain economic stability and political influence in postwar Europe. What started as a competition for ideological superiority between East and West Germany quickly turned into a shared, politically legitimizing quest for an untainted post-fascist modernity. This work follows products from the drawing board into the homes of ordinary Germans to offer insights into how converging visions of German industrial modernity created shared expectations about economic progress and living standards. The book reveals how intra-German and European trade policies drove the creation of products and generated a certain convergence of East and West German taste by the 1980s.

Translation and typological studies have traditionally evidenced the significant prevalence of the lexeme ‘wine’ in most Indo-European-based languages. The somehow universal presence of this term has been explained by the insight provided by etymologists, linguists, historians, archaeologists and anthropologists, amongst others. Such an interdisciplinary approach unveils the complex network of factors required for understanding the context in which this term was originated within a particular culture, at a given time in history and how it became part of the lexicon of most languages not only spoken in Europe, but also in other language families. Based on that interdisciplinary evidence, it is possible to ascertain when and how the term ‘wine’ arose and spread west and east all over Europe, Indo-Asia and down to the north of Africa. Our contribution intends to broaden this approach by introducing a new question, that is, why. Whether a single process of conceptualizing originated in just one Indo-European language or an analogous process resulting from a similar morphological process, the lexicalization of ‘wine’ has proved successful. We will endeavour to explain the reasons for that successful choice, which no doubt reveals that it was not an arbitrary one but based on a socio-linguistic context that favoured culturally the choice of an existing root and the lexicalization of grammatical and phonological varieties in different Indo-European languages.”

The essay examines interrelation between the motif and the poetics in the visual arts, specifically,as it concerns the East / West motif and the style of primitivism in the Russian art of the twentieth century. It discussesvarious forms and meanings of this theme as presented in the works of M. Larionov, N. Goncharova, and P. Filonov. Two models are shown: the early historical avant-garde and the avant-garde of the late 1920s. If at the beginning of the century, the style is contingent on the plot and focuses mainly on the theme of the East, the primitivism of the next decade develops in the context of the Western Europeanturn towards documentary in art and therefore addresses the theme of the West. The third model describes the painting of the early 1930s when the appeal to the East, required by the order of the official ideology, gave rise to a form of primitivism as a way to escape from the pressure of socialist realism (Vasnetsov, Volkov). Conclusion: in relation to the topic East / West, primitivism acted as geopoetics of a kind, generating new meanings. Inherent dualism of the Russian culturefound a correspondence in primitivism as a borderline type of poetics.

Chapter 5 discusses how Bin Laden’s American networks crashed in the aftermath of the 1993 World Trade Center prosecutions. He then turned his attention to Europe. That was where the exiled militants were concentrated. In the 1990s, the European networks laid the groundwork for Bin Laden’s campaign against the West and the 9/11 attacks. Three-quarters of the jihadist terrorism offenders in Europe (76%) at that time were of immigrant origin. Algerian exiles living in Europe comprised the single largest group. Based on data collected by the Western Jihadism Project, 94% of the Al Qaeda operatives in Europe in the 1990s were part of a single network of militants. Nevertheless, there were many failures and only a few successes. The most ambitious plans involved a series of failed or prevented attack plots concocted by Khalid Sheikh Mohammed and executed with the help of Al Qaeda’s agents in Europe to bomb multiple targets in the United States, Europe, the Middle East, and the Far East, timed to coincide with the 2000 millennium celebrations. The plots’ failures obscured the fact that a coherent transnational terrorist campaign was building. The same networks provided the infrastructure for the 9/11 attacks.

Here the book turns to the scholar explorers who traveled across Central Asia in search of artifacts and evidence of historical settlement in the decades running up to World War I. The chapter argues that interpretations of the region’s history were in part shaped by the geopolitical circumstances of the period, namely the Great Game. Today, the Silk Road is commonly depicted as an apolitical history of transmission and dialogue between East and West, Asia and Europe, but we learn here that below the surface lie ideas about the geographical reach of civilizations and claims about the “roots” of modern European and Asian societies.

The growth of the Terramare settlement network and material culture began to develop around 1600 BC. At this same time, the tell-centred settlement network of the Pannonian Plain to the east collapsed. Correlation between these two events – in particular the mobility of people east to west – has been much debated. The recent discovery of an extensive settlement network with densely distributed, large and enclosed settlements in the Pannonian Plain provides a new dynamic for the interpretation of interaction between these areas. In this paper, building upon knowledge of shared material culture styles and mortuary practices, we explore the character of movement of people between these two regions using a comparative framework that encompasses both life- and deathways. We argue that sustained and systematic mobility between the two regions took place over centuries and that this may have been punctuated by crisis-driven intensification of interaction – including directional migration – on two occasions around 1600 and 1200 BC. A key objective is to explore the strengths and limitations of material culture for characterising movement of people in this setting.

Rowe examines news articles, video reports, and photographs collected through an online search of the archives of America’s Cable News Network (CNN), the British Broadcasting Corporation (BBC), and Germany’s Deutsche Welle (DW) from June 2015 to January 2017, all focusing on the Balkan route crisis. Rowe identifies a paradigm within news media production that simultaneously relies on and complicates the East–West divide, revealing a shift in European geopolitics vis-à-vis migration. News media representations of the Balkan route have perpetuated binaries and European ethno-cultural hierarchies through their depiction of migration into the EU since 2015 and the subsequent political fallout (Brexit, the Visegrád Group’s anti-migrant policies, the rise of far-right nationalist political parties, and so on).

In Le génie de l’Orient..., published in Brussels in 1846, Leopold Leon Sawaszkiewicz presents the collection and work of the Polish collector and connoisseur of Oriental cultures Ignacy Pietraszewski, who translated the Zend-Avesta – the holy book of Zoroastrianism – from Persian into Polish, French, and German. Sawaszkiewicz uses Pietraszewski’s rich collection of Islamic numismatics as a jumping-off point for numerous observations on the relations between the West and the East, from the perspective of the historic ties between the Poles – bound for nearly a millennium to Western Christian values – and the Turkish, Arab, Persian, and even Indian Orient, in which they searched, aside from artistic and literary inspiration, for traces of their own deep cultural and ethnic roots. This view of the rootedness of Polish culture in the universe of an apparently/actually distant imagination and mentality, makes it possible to reconsider the present conditions for honest and substantive dialogue between these different cultural and geopolitical regions. Sawaszkiewicz’s and Pietraszewski’s visions of the Orient, conceived at a time when the existing geopolitical order was confronted with the (re)birth of European national identity myths, bear witness to the active participation of Polish intellectuals in the debate on the foundations and future of Western civilization.

On January 8, 2021, there was an incident at the level of interconnection in the continental part of Europe. With a series of cascading outages of the elements of the electric power system, there was a division into two synchronous areas: north-west and south-east. Periodic reports of the European Network of Transmission System Operators provide a global overview of the incident with an evaluation of the information collected so far, with further recommendations for expert analysis in order to fully understand the causes and critical moments during the disturbance. In that sense, this paper represents a contribution from the point of view of the operation of relay protection devices in the transmission system of the Republic of Serbia.

Infrastructure projects can be the source of multiple environmental impacts, such as roadkill, habitat loss, and habitat fragmentation. Specialty studies have shown that almost 194 million birds and 29 million mammals may be killed each year on European roads. In our country, the dense network of national roads often causes roadkill events, with the following possible impact forms: reduction of wildlife species populations, damage to population fitness, changes in the spatial distribution and migration routes. At the same time, the presence of an animal on the road can also lead to a degree of discomfort and endangerment for traffic participants. At the same time, highways have their fair share of roadkill events. In Romania, the highway network includes only about 961 km built, the investments in the field of infrastructure being made mainly to connect the east (the Black Sea coast) with the west (the connection with other countries from the European Union). Nowadays, highway networks are being built to become mobility lanes to other regions of the country and exits to other neighboring countries. Recently, there is an increased focus on the environmental component for large infrastructure projects at national level, with solutions that can be implemented from the feasibility study phase. The paper deals with wildlife roadkill findings, associated with different infrastructure projects throughout the country, correlated with the proposal of measures to stop or reduce such negative events.

Esta presentación fue comisionada por la Red de Reducción de la Pobreza y la Protección Social, del Diálogo Regional de Política, celebrada los días 19 y 20 de octubre de 2000, en Washington, D.C. Evidence across Latin America, East Asia and Eastern Europe show strong links between macroeconomic downturns and rising poverty. One estimate shows every percent decline in growth increases poverty by 2 percent. This effect is greater if crisis increases inequality, as in Latin America. Latin America region is interesting because of repeated crises during the 1980s and 1990s Two findings are worth noting -- Poverty increased after the crisis, In some countries, inequality too increased.
