The volume, produced within the framework of the COMMIT project “Fostering the Integration of Resettled Refugees in Croatia, Italy, Portugal and Spain”, concerns the current European situation, and in particular the teaching of L2 in its relations and interdisciplinary exchanges with other scientific fields dealing with migratory phenomena; therefore, starting from the COMMIT experience, it offers a wide perspective, going beyond the borders of the countries involved in the project and identifying good practices that can be replicated in different territorial and social contexts to ensure successful social inclusion of newly arrived citizens. COMMIT is a project funded by the European Commission (DG HOME), co-financed by the Ministry of Interior and the Project Partners and managed by the Mediterranean Coordination Office of the International Organization for Migration (IOM), in Italy. The project was implemented in collaboration with the IOM Missions in Croatia, Portugal and Spain, together with the Communitas Consortium, the Adecco Foundation for Equal Opportunities and the University for Foreigners of Siena (UNISTRASI). The project activities were implemented from 1 January 2019 to 30 April 2021. The project, based on the idea that successful integration of resettled refugees occurs both by putting in place certain structural conditions and by promoting mutual exchange between resettled refugees and their host communities, aimed to support their integration into their new communities, with a special focus on women and young refugees as particularly vulnerable groups. A secure humanitarian migration route to the European Union launched in 2013 is targeted at refugees who are beneficiaries of resettlement. Several Member States, including Croatia, Italy, Portugal and Spain, have therefore established or strengthened their national resettlement and humanitarian admission programmes for resettled refugees of Syrian, Eritrean, Ethiopian or Sudanese origin. In preparation for resettlement, beneficiaries participate in a series of pre-departure cultural orientation activities. Among them, training in L2 language and culture plays a crucial role. The book hence tries to offer answers to the many challenges that characterise the field of language education in contexts marked by the presence of migrants from an interdisciplinary perspective. It provides for effective solutions for an inclusive language education, attentive to ‘vulnerable’ subjects, paying attention to the interweaving of complex individual, social, cultural and economic contexts, such as school and university training courses and reception and resettlement programmes in host societies. In particular, the current situation in Italy, regarding both teaching L2 in a school context and teaching modern languages to adult foreigners, is still lacking in interdisciplinary relations and exchanges between language teaching and other scientific fields dealing with migratory phenomena. However, in recent years a particular sensitivity and empathy towards linguistic and cultural contact have developed.

Vernacular architecture represents a great resource that has considerable potential to define principles for sustainable design and contemporary architecture. This publication is the result of an overall aim to produce a valuable tool for analysis regarding vernacular heritage through different assessments, in order to define principles to consider for sustainable development. This was possible through a comprehensive reflection on the principles established and the strategies to recognise in different world contexts. The present publication was the result of an in-depth approach by 46 authors from 12 countries, concerned with the analysis and critical assessment of vernacular heritage and its sustainable perspective. The book presents 8 chapters addressing operational definitions and synopses advances, regarding the main areas of vernacular heritage contribution to sustainable architecture. It also presents 15 chapters and 53 case studies of vernacular and contemporary approaches in all the 5 continents, regarding urban, architectural, technical and constructive strategies and solutions. The Greek crisis of 2010 was a formative episode, during which European governments chose the mix of institutions that would formulate the rescue program and the institutions established the modalities for cooperation. This chapter examines the onset of the crisis in Greece and the genesis of its financial rescue. Specifically, it addresses the opposition to including the International Monetary Fund in the institutional mix for the first Greek program and the reasons why euro-area member states eventually selected it. The chapter also examines some of the institutional alternatives to the troika that might have been chosen but were rejected, creation of financial facilities of the euro area (the European Financial Stabilisation Mechanism and temporary European Financial Stability Facility), and role of German politics and preferences in the development of the euro area’s institutional framework.

This chapter outlines some of the Holocaust’s fundamental causes and characteristics, and its parallels and contrasts with other genocides. It begins by reminding readers of the profound questioning and uncertainty about human progress that emerged in the wake of the experience of National Socialism and the Holocaust, as a result of which our relationship to the modern world has changed. It notes the continuing difficulty historians, social scientists, and others face in applying general models or frameworks to explain the Holocaust, despite a growing consensus that it is neither uniquely mysterious nor a unique event. It then identifies a series of causal moments—crisis, ideology and specifically anti-Semitism, participation, total war, imperialism, and collaboration—that provide entry points to understanding the Holocaust, and at the same time illustrate the ways it mirrors and diverges from other genocides and mega-murders. It concludes with one of the Holocaust’s most distinctive features—the scale and sophistication of victim chronicles of the event.

Today’s European Union (EU) is based on treaties negotiated and ratified by the member states. They form a kind of “constitution” for the Union. The first three treaties, the Treaty of Paris, creating the European Coal and Steel Community (ECSC) in 1951, and the two Treaties of Rome, creating the European Economic Community (EEC) and European Atomic Energy Community (EURATOM) in 1957, were the founding treaties. They were subsequently reformed several times by new treaties, including the Treaty of Maastricht, which created the European Union in 1992. The latest major treaty reform was the Treaty of Lisbon, which entered into force in 2009. Scholarship concerning these treaties has evolved over time. In the early years, it was mostly lawyers writing about the treaties, but soon historians and political scientists also took an interest in these novel constructions in Europe. Interestingly, American political scientists were the first to develop theories of European integration; foremost among these was Ernst Haas, whose 1958 book The Uniting of Europe developed the theory later referred to as neo-functionalism. The sector on integration of coal and steel would have an expansive logic. There would be a process of “spill-over,” which would lead to more integration.It turned out that integration was less of an automatic process than suggested by Haas and his followers. When integration slowed down in the 1970s, many political scientists lost interest and turned their attention elsewhere. It was only in the 1980s, when the internal market program gave European integration a new momentum that political scientists began studying European integration again from theoretical perspectives. The negotiation and entry into force of the Single European Act (SEA) in the mid-1980s led to many new studies, including by American political scientist Andrew Moravcsik. His study of the SEA included a critique of neo-functionalism that created much debate. Eventually, in an article in the early 1990s, he called his approach “liberal intergovernmentalism.” It took final form in 1998 in the book The Choice for Europe. According to Moravcsik, to understand major historic decisions—including new treaties—we need to focus on national preferences and interstate bargaining.The study of treaty reforms, from the SEA to the Lisbon Treaty, conducted by political scientists—including the treaties of Maastricht, Amsterdam, and Nice—have often contrasted neo-functionalism and liberal intergovernmentalism. But other approaches and theories were developed, including various institutionalist and social constructivist frameworks. No consensus has emerged, so the scholarly debates continue.

Historically, those societies that have the longest tradition in multicultural policies are settler societies. The question of how to deal with temporary migrants has only recently aroused their interest. In Europe, temporary migration programmes have a much longer history. In the period after WWII, a wide range of legal frameworks were set up to import temporary workers, who came to be known as guest workers. In the end, many of these ‘guests’ settled in Europe permanently. Their presence lay at the basis of European multicultural policies. However, when these policies were drafted, the former mobility of guest workers had been forgotten. This chapter will focus on this mobility of initially temporary workers, comparing the period of economic growth 1945-1974 with the years after the 1974 economic crisis. Further, it will look at the kind of policies that were developed towards guest workers in the era before multiculturalism. This way, it shows how their consideration as temporary residents had far-reaching consequences for the immigrants, their descendants and the receiving societies involved. The chapter will finish by suggesting a number of lessons from the past. If the mobility-gap between guest workers and present-day migrants is not as big as generally assumed, then the consequences of previous neglect should serve as a warning for future policy making.

The Arab uprisings of 2011 led to the fall of several heads of state, triggered wars in three countries, and threatened the survival of all eight monarchies in the Middle East. In the field of Middle East studies, these processes have led to a fundamental questioning of preexisting theoretical assumptions and methodological approaches. A more self-critical and self-aware research program now exists that seeks to trace the different political trajectories in the region. This chapter argues that comparative area studies (CAS) can further advance the study of the Arab uprisings by employing a broader analytic framework while remaining attentive to the regional context of the Middle East. While qualitative research remains mostly intra-regional, cross-regional comparisons are slowly emerging, utilizing insights from—and comparisons to—the fall of communism and European history. The conclusion considers the promises and pitfalls of CAS in the study of the Middle East and beyond.

This chapter argues that the book fills a knowledge gap by conducting a systematic analysis of how the global gag rule affects women’s reproductive health across developing regions. The book extends the focus of the two previous econometric studies of the global gag rule’s impact in sub-Saharan Africa to include three additional developing regions: Latin America and the Caribbean, Eastern Europe and Central Asia, and South and Southeast Asia. This statistical analysis is grounded in a conceptual framework that models the complex factors that influence women’s decision-making about fertility. The chapter also describes the book’s multimethod approach to examining restrictions on women’s reproductive health through historical analysis, case studies, and analysis of aggregate data. The evolution of family-planning programs, the links between contraceptive access and fertility rates, the relationship between restrictive abortion laws and abortion rates, and the likelihood of other adverse effects are also introduced.

Relatively few studies have investigated the strategies, policies, programmes, and projects concerning rural NEETs (namely, young people living in rural areas neither in employment nor in education or training). This special issue of Quality of Life Jour- nal is dedicated to fulfilling this gap in the literature. It contributes case studies from European Union (EU) member states. The primary purpose of this special issue is to approach and discuss the various strategies, policies, programmes, and projects appli- cable to youth rural NEETs. This special issue edition has sought to gather research papers (or critical, theoretical analysis on selected topics) covering NEETs strategies, policies, measures, programmes, and projects. These highlight the success factors and scope for transferability of good (or, how to avoid bad) practices. To that end, they examine pertinent labour market and NEET situations which can help to explain the context, reasons, and baseline for the various strategies and policy measures being implemented. They also cover assessment of NEET strategies by focusing on formal education, training and skills development, and active employment policies, in particular the role of Youth Guarantee in local/rural employment. The 20th anniversary of Economic and Monetary Union (EMU) offers an opportunity to look back on the record of the European Central Bank (ECB) and learn lessons that can improve the conduct of policy in the future. This volume charts the way the ECB has defined, interpreted, and applied its monetary policy framework—its strategy—over the years from its inception, in search of evidence and lessons that can inform those reflections. Our ‘Tale of Two Decades’ is largely a tale of ‘two regimes’: one—stretching slightly beyond the ECB’s mid-point—marked by decent growth in real incomes and a distribution of shocks to inflation almost universally to the upside; and the second—starting well into the post-Lehman period—characterized by endemic instability and crisis, with the distribution of shocks eventually switching from inflationary to continuously disinflationary. We show how the most defining feature of the ECB’s monetary policy framework, its characteristic definition of price stability with a hard 2 per cent ceiling, functioned as a key shock absorber in the relatively high-inflation years prior to the crisis, but offered a softer defence in the face of the disinflationary forces that hit the euro area in its aftermath. The imperative to halt persistent disinflation in the post-crisis era therefore called for a radical, unprecedented policy response, comprising negative policy rates, enhanced forms of forward guidance, a large asset purchase programme and targeted long-term loans to banks. We study the multidimensional interactions among these four instruments and quantify their impact on inflation and the macroeconomy.

Howard Hotson’s previous contribution to this series, Commonplace Learning, explored how a fragmented political and confessional landscape turned the northwestern corner of the Holy Roman Empire into the pedagogical laboratory of post-Reformation Protestant Europe. This sequel traces the further evolution of that tradition after that region’s leading educational institutions were destroyed by the Thirty Years War (1618–1648) and their students and teachers scattered in all directions. Transplanted to the Dutch Republic, the post-Ramist tradition provided ideas, values, and methods which helped to formulate the mechanical philosophy of Descartes and institutionalize it within a network of thriving universities. Within the international diaspora of Protestant intellectuals documented in the archive of Samuel Hartlib, post-Ramist encyclopaedism provided much of the framework for the pansophic programme of Comenius, which assisted the initial spread of Baconianism and related aspirations both in England and abroad. In post-war central Europe, another branch of the tradition helped inspire Leibniz’s life-long vision of a revised combinatorial encyclopaedia as the centrepiece of a wide-ranging reform programme. But as the underlying political, confessional, educational, and intellectual context shifted after 1648, the ancient conception of the encyclopaedia as a cycle of disciplines to be mastered by every scholar exploded into a potentially infinite number of discrete topics organized alphabetically within a mere work of reference. This book weaves together many new lines of inquiry against a huge geographical and thematic canvas to contribute fresh perspectives on the fraught middle years of the seventeenth century in particular and the shape of modern knowledge more generally.

Recent research on the development of social investment has demonstrated reform progress not only in different regions of Europe, but also in Latin America and South-East Asia. However, the specific substance of the social investment agendas varies strongly between these regions. Why have social investment ideas and policies been more developed in some regions and countries than in others? Building on the theoretical framework of this volume, our chapter suggests that the content of regional social investment agendas depends on policy legacies in terms of investment vs consumption-oriented policies and their interaction with structural pressures. In a second step, we argue that the chances of social investment agendas to be implemented depend on the availability of political support coalitions between organizational representatives of the educated middle classes and either business or working-class actors. We illustrate our claims with reference to family policy developments in France, Germany, and Switzerland.

World Medievalism: The Middle Ages in Modern Textual Culture explores the ways in which a range of modern textual cultures have continued to engage creatively with the medieval past in order to come to terms with the global present. Building its argument through four case studies—from the Middle East, France, Southeast Asia, and Indigenous Australia–it shows that to understand medievalism as a cultural idiom with global reach, we need to develop a more nuanced grasp of the different ways ‘the Middle Ages’ have come to signify beyond Europe as well as within a Europe that has been transformed by multiculturalism and the global economy. The book’s case studies are explored within a conceptual framework in which medievalism itself is formulated as ‘world-disclosing’—a transhistorical encounter that enables the modern subject to apprehend the past ‘world’ opened up in medieval and medievalist texts and objects. The book analyses the cultural and material conditions under which its texts are produced, disseminated, and received and examines literature alongside films, television programs, newspapers and journals, political tracts, as well as such material and artefactual texts as photographs, paintings, statues, buildings, rock art, and fossils. While the case studies feature distinctive localized forms of medievalism, taken together they reveal how imperial and global legacies have ensured that the medieval period continues to be perceived as a commonly held past that can be retrieved, reclaimed, or revived in response to the accelerated changes and uncertainties of global modernity.

This book analyzes how national liberal traditions have shaped trajectories of economic reform in France, Germany, and Italy since the early 1990s. In some advanced industrial countries, neoliberal programs of expansive market making, characterized by assaults on non-market arrangements such as welfare states, robust regulatory frameworks, and systems of collective bargaining, have assumed quasi-hegemonic status. Rejecting these neoliberal recipes, many continental European countries have charted their own courses, negotiating the transition to a more liberal economic order while preserving or even expanding policies and institutions that serve as buttresses for processes of economic adjustment. In so doing, they have drawn on much older liberal traditions that are defined by nationally distinctive conceptions of the role of the state and its limits, the structure of the social order, and attendant conceptions of the scope and character of state responsibility. The book analyzes developments in fiscal policy, labor-market policy, and finance, three areas that have been central to the evolving relationship between state and market in advanced industrial countries during the contemporary era of transnational neoliberalism. In each domain, authorities have worked to reconcile their political economies to a more liberal order while preserving a significant role for the public institutions in facilitating adjustment. The book argues that outcomes in the three countries cannot be explained solely by recourse to conventional institutional and interest-based accounts and that ideas act as powerful drivers of patterns of economic adjustment in ways that yield strikingly consistent policy trajectories across economic, institutional, and partisan contexts.

Vaccine- and vaccination-related crises require a communication response that is different from the communication strategies used to promote the benefits and importance of vaccines in general. This document presents the technical guidance needed to develop a communication plan that is appropriate for managing crises related to vaccine safety. This guidance will be useful for managers in the areas of immunization and vaccine and vaccination safety. They will also help preparedness and response teams working in safety crises to optimize their communication plans in order to regain, maintain, or strengthen trust in vaccines, vaccination, and immunization programs in general. Each chapter presents a phase (preparation, implementation, and evaluation) with suggested actions and support tools to prepare, implement, and evaluate a communication response in a crisis situation. Also, some sections can also be used to strengthen routine national communication activities such as interaction with media, message generation, spokespeople preparation among others. The current document complements the Manual for the surveillance of events supposedly attributable to vaccination or immunization (ESAVI) in the Region of the Americas. This document is published within the framework of a joint project that aims to promote communication-related to safe vaccination in the Region of the Americas and support health authorities that need to develop a communication plan to manage crises related to vaccine safety. Some of the sections in this publication are based on the guidance documents available in the WHO Regional Office for Europe’s virtual library and can be consulted on their website.

This book examines how the Social Security Administration determines eligibility for disability benefits based on ability to make work adjustments to jobs in the economy. It examines program history and the agency’s complex adjudicatory processes, as well as the federal judicial framework, through analysis of the SSA’s use of the administrative notice doctrine and vocational expert testimony, including its development and use of unique “grid” regulations with predetermined medical-vocational conclusions and rules upon which to base work adjustment assessments. It explores why that system is broken and based on antiquated assumptions and obsolete empiricism and taxonomies. It examines transformation from a goods-producing to a service-providing economy and other significant labor market changes since inception, such as automation, globalization, and robotics, which have constricted the low-skill job market that SSA disability claimants typically encounter. It challenges the former SSA Deputy Disability Policy Commissioner’s proposal to eliminate vocational factors in work adjustment assessments and use only medical factors, which would have the greatest deleterious impact on Black, Latinx, and the lowest-income claimants, who often lack access to quality health care and regular medical treatment. It further challenges assumptions animating pursuit of more restrictive disability standards, including: trust fund insolvency; disability prevalence; standard leniency, including in global comparisons; fraud; and adjudicators’ claimant-favorable impartiality against the agency—as opposed to claimant-hostile and racially disparate decision-making. After evaluating restrictive proposals such as a revived Reagan administration proposal and proposals influenced by the 1996 welfare reform legislation’s “work first” model, as well as an inclusive one to adopt a European-style occupational standard, the books concludes with recommendations to fix the current process.

This text explores varied perspectives on teaching, learning, and performing choral music. Authors are academic scholars and researchers as well as active choral conductors. Topics include music programming and the selection of repertoire; the exploration of singer and conductor identity; choral traditions in North America, Western Europe, South America, and Africa; and the challenges conductors meet as they work with varied populations of singers. Chapters consider children’s choirs, world music choirs, adult community choirs, gospel choirs, jazz choirs, professional choruses, collegiate glee clubs, and choirs that meet the needs of marginalized singers. Those who contributed chapters discuss a variety of theoretical frameworks including critical pedagogy, constructivism, singer and conductor agency and identity, and the influences of popular media on the choral art. The text is not a “how to” book. While it may be appropriate in various academic courses, the intention is not to explain how to conduct or to organize a choral program. While there is specific information about vocal development and vocal health, it is not a text on voice science. Instead, the editors and contributing authors intend that the collection serve as a resource to inform, provoke, and evoke discourse and dialogue concerning the complexity of pedagogy in the domain of the choral art.

This collection seeks to position the journey as a persistent presence across cinema, and fundamental to its position within modernity. It addresses the innovative appeal of journey narratives from pre-cinema to new media and through documentary, fiction, and the spaces between. Its examples traverse different regions and cultures, including a sub-section dedicated to Eastern Europe, to illuminate questions of belonging, diaspora, displacement, identity and memory. It considers how the journey is a formal element determining art cinema and popular genres such as sci-fi, romance and horror alike, with a special focus on rethinking the road movie. Through this variety, the collection investigates the journey as a motif for self-discovery and encounter, an emblem of artistic and social transformation, a cause of dynamism or stasis and as evidence of autonomy and progress (or their lack). The essays in it thus document epochal changes from urbanisation, migration and war to tourism and shopping, and all aim to address the diversity of cinematic journeys through developing methodological frameworks appropriate to an understanding of the journey as simultaneously a political question, contextual element and a formal property.

In the UK, the four commonest cancers—lung cancer, breast cancer, colon cancer, and prostate cancer—result in around 62 000 deaths every year. Although deaths from cancer have fallen in the UK over the last 20 years, the UK still suffers from higher cancer death rates than many other countries in Western Europe. In 1999, the UK government produced a White Paper called Saving Lives: Our Healthier Nation that outlined a national target to reduce the death rate from cancer by at least 20% in people under 75 by 2010. The subsequent NHS Cancer Plan of 2000 designed a framework by which to achieve this target through effective prevention, screening, and treatment programmes as well as restructuring and developing new diagnostic and treatment facilities. But do we know enough about the biology of the development of cancer for government health policies alone to force dramatic changes in survival? The science behind the causes of cancer tells us that its origin lies in acquired or inherited genetic abnormalities. Inherited gene mutation syndromes and exposure to environmental mutagens cause cancer, largely through abnormalities in DNA repair mechanisms, leading to uncontrolled cell proliferation. Although screening those thought to be at highest risk, and regulating exposure to environmental carcinogens such as tobacco or ionizing radiation, have reduced, and will continue to reduce, cancer deaths, there are many other environmental factors that have been shown to increase the population risk of cancer. These will be outlined in this chapter. However, the available evidence is largely from retrospective and cross-sectional population-based studies and therefore limits the ability to apply this knowledge to the risk of the individual patient who may been seen in clinic. Although we may be able to put him or her into a high-, intermediate-, or low-risk category, the question ‘will I get cancer, doc?’ is one that we cannot answer with certainty. The NHS Cancer Plan of 2000, designed to reduce cancer deaths in this country and to bring UK treatment results in line with those other countries in Europe, focuses on preventing malignancy as part of its comprehensive cancer management strategy. It highlights that the rich are less likely to develop cancer, and will survive longer if they are diagnosed than those who live in poverty. This may reflect available treatment options, but is more likely to be related to the lifestyle of those with regular work, as they may be more health aware. The Cancer Plan, however, suggests that relieving poverty may be more labour intensive and less rewarding than encouraging positive risk-reducing behaviour in all members of the population. Eating well can reduce the risk of developing many cancers, particularly of the stomach and bowel. The Cancer Plan outlines the ‘Five-a-Day’ programme which was rolled out in 2002 and encouraged people to eat at least five portions of fruit and vegetables per day. Obese people are also at higher risk of cancers, in particular endometrial cancer. A good diet and regular exercise not only reduce obesity but are also independent risk-reducing factors. Alcohol misuse is thought to be a major risk factor in around 3% of all cancers, with the highest risk for cancers of the mouth and throat. As part of the Cancer Plan, the Department of Health promotes physical activity and general health programmes, as well as alcohol and smoking programmes, particularly in deprived areas. Focusing on these healthy lifestyle points can potentially reduce an individual lifetime risk of all cancers. However, our knowledge of the biology of four cancers in particular has led to the development of specific life-saving interventions. Outlined in this chapter are details regarding ongoing prevention strategies for carcinomas of the lung, the breast, the bowel, and the cervix.
