Victoria’s (Australia) Environment Protection Authority (EPA), the state’s environmental regulator, has recognized the need to develop an Environmental Health Tracking System (EHTS) to better understand environmental health relationships. To facilitate the process of developing an EHTS; a linkage-based conceptual framework was developed to link routinely collected environmental and health data to better understand environmental health relationships. This involved researching and drawing on knowledge from previous similar projects. While several conceptual frameworks have been used to organize data to support the development of an environmental health tracking system, Driving Force–Pressure–State–Exposure–Effect–Action (DPSEEA) was identified as the most broadly applied conceptual framework. Exposure and effects are two important components of DPSEEA, and currently, exposure data are not available for the EHTS. Therefore, DPSEEA was modified to the Driving Force–Pressure–Environmental Condition–Health Impact–Action (DPEHA) conceptual framework for the proposed Victorian EHTS as there is relevant data available for tracking. The potential application of DPEHA for environmental health tracking was demonstrated through case studies. DPEHA will be a useful tool to support the implementation of Victoria’s environmental health tracking system for providing timely and scientific evidence for EPA and other decision makers in developing and evaluating policies for protecting public health and the environment in Victoria.

Esso’s Long Island Point facility has been operating for more than 40 years beside Western Port in Victoria, and has discharged treated wastewater and storm water to the bay for most of these years. The 2001 State Environment Protection Policy Schedule F8 for Waters of Western Port is part of Victoria’s Environment Protection Authority’s (EPA) legal framework for licensing discharges to the waters of Victoria, and requires that discharges ‘cause no detrimental change in the environmental quality of the receiving waters, as determined by an environmental monitoring program’. As part of Esso’s ongoing commitment to continuous improvement, a major upgrade to the water treatment facility was completed to further improve the quality of waters discharged to Western Port. In conjunction with this upgrade, Esso is undertaking a study on the effects of the discharge on the environmental quality of Western Port. This peer-reviewed paper presents an example of the practical application of managing discharges to ensure that the stated environmental values of a receiving environment are protected. The environmental study focuses on four key aspects of marine-environment quality relevant to key Western Port ecosystem values in the vicinity of the facility’s effluent discharge, which are: ambient water quality; seagrass biomass; jetty pile epibiota; and, ecological risk through toxicity testing. The study demonstrates the implications of basing regulatory requirements on the quality of the site-specific environmental characteristics, rather than merely effluent quality and generalised water quality objectives. Furthermore, it validates the need for sound science to underpin regulatory limits and industry practices when operating in sensitive environments.

BackgroundThe Victorian Safe System approach to road safety slowly evolved from a combination of the Swedish Vision Zero philosophy and the Sustainable Safety model developed by the Dutch. The Safe System approach reframes the way in which road safety is viewed and managed.MethodsThis paper presents a case study of the institutional change required to underpin the transformation to a holistic approach to planning and managing road safety in Victoria, Australia.ResultsThe adoption and implementation of a Safe System approach require strong institutional leadership and close cooperation among all the key agencies involved, and Victoria was fortunate in that it had a long history of strong interagency mechanisms in place. However, the challenges in the implementation of the Safe System strategy in Victoria are generally neither technical nor scientific; they are predominantly social and political. While many governments purport to develop strategies based on Safe System thinking, on-the-ground action still very much depends on what politicians perceive to be publicly acceptable, and Victoria is no exception.ConclusionsThis is a case study of the complexity of institutional change and is presented in the hope that the lessons may prove useful for others seeking to adopt more holistic planning and management of road safety. There is still much work to be done in Victoria, but the institutional cultural shift has taken root. Ongoing efforts must be continued to achieve alert and compliant road users; however, major underpinning benefits will be achieved through focusing on road network safety improvements (achieving forgiving infrastructure, such as wire rope barriers) in conjunction with reviews of posted speed limits (to be set in response to the level of protection offered by the road infrastructure) and by the progressive introduction into the fleet of modern vehicle safety features.

Last year the petroleum industry witnessed the enactment of new legislation both at Commonwealth and State levels. The principal legislative change to environmental management was the introduction of the Commonwealth Government’s Environmental Protection and Biodiversity Act, 2000 (EPBC Act). South Australia and Victoria also implemented new Petroleum Acts and/ or Regulations.Construction of the Eastern Gas Pipeline was also completed last year, whilst preliminary approvals and environmental assessment continues for the Papua New Guinea, Timor Sea and Tasmania Natural Gas pipelines. Offshore exploration continued, particularly in the North West Shelf, Otway Basin, Timor Sea and Bass Strait.Other critical areas of environmental management included greenhouse gases, national pollution inventory reporting and the increasing requirements for environmental approval and management under various state environmental legislation.This paper provides an overview of environmental developments in the petroleum industry during the year 2000, in particular, the implication of new legislation, new technology, e-commerce and a greater focus on environmental reporting.

The Wimmera River is central western Victoria's most important river, rising in the Grampians National Park, filling storages that supply the major water supply to the vast Wimmera and Mallee regions. It passes through the Little Desert National Park, an area of significant scenic, recreation, historical and conservation value and terminates in Victoria's largest inland freshwater lakes (Lakes Hindmarsh and Albacutya). The brittleness of the whole closed Wimmera River system, and the over committal of the water resources was brought to the public's attention when appeals were lodged against the proposal to licence a discharge of high standard secondary effluent from an extended aeration oxidation ditch and lagoon treatment facility at Horsham. Residents, user and community groups, Municipal Councils and Government Departments, aware of the deterioration of the Wimmera River had somewhere to focus their attention. Victoria's and possibly Australia's longest environmental appeal, lasting twenty-five days, and a State Environment Protection Policy, determined that all major point sources of nutrients should be removed from the River. More resources for clearing of unwanted emergent weeds, more facilities for protection of Crown Land and catchments generally, and the implementation of environmental summer flows as piping of the Wimmera-Mallee Stock and Domestic System proceeds, are all required. A River Management Board with strength, wealth, good public relations and a dedication to the task could make the Wimmera River an example for all Australia and a tourist attraction of immense value to the region.

Urban drainage systems historically were developed on principles of hydraulic capacity for the transport of storm water to reduce the risk of flooding. However, with urbanization the percent of impervious surfaces increases dramatically resulting in increased flood volumes, peak discharge rates, velocities and duration, and a significant increase in pollutant loads. Storm water and urban runoff are the leading causes of the impairment of receiving waters and their beneficial uses in Australia and the United States today. Strict environmental and technology controls on wastewater treatment facilities and industry for more than three decades have ensured that these sources are less significant today as the cause of impairment of receiving waters. This paper compares the approach undertaken by the Environmental Protection Authority Victoria for the Melbourne metropolitan area with the approach implemented by the California Environmental Protection Agency for the Los Angeles area to control storm water pollution. Both these communities are largely similar in population size and the extent of urbanization. The authors present an analysis of the different approaches contrasting Australia with the USA, comment on their comparative success, and discuss the relevance of the two experiences for developed and developing nations in the context of environmental policy making to control storm water and urban runoff pollution.

Over the past decade environment protection policies have placed increasing emphasis on waste minimisation and cleaner production techniques. The Environment Protection Authority in Victoria, Australia, has sought to encourage waste minimisation by establishing a Clean Technology Incentive Scheme. This Scheme makes available secured interest-free loans of up to $100,000 to selected small and medium-sized companies proposing to install proven yet innovative waste reducing technology. Applications are evaluated by a Review Committee drawn from a diversity of backgrounds. The technical feasibility, innovativeness, environmental benefits and financial soundness of proposals are assessed and a short-list of potential loan recipients prepared. The managerial competence and financial status of short-listed applicants is checked before loans are made. The Scheme was established in 1988 and since then 35 offers of loans have been made. Whilst the newness of the Scheme makes evaluation of its long-term effectiveness premature, results to date are encouraging. Case studies of three especially successful projects are presented.

The Esso Long Island Point facility is situated on the edge of Western Port, an important Ramsar designated wetland for migratory birds in Victoria, Australia. The gas fractionation and crude oil storage facility has operated for over 40 years and has discharged treated wastewater to Western Port for most of these years in accordance with its environmental regulatory licence. The 2003 State Environment Protection Policy for Waters of Western Port is the Victorian Environment Protection Authority’s regulatory framework for licensing wastewater discharges to the wetland, and among other items, requires that discharges must cause no ‘detrimental change in the environmental quality of the receiving waters’ or ‘chronic impacts outside any declared mixing zone’. A major upgrade to the water treatment facility in 2010 included a risk-based marine ecosystem program to monitor key environmental indicators including water quality, jetty pile invertebrate communities and seagrass condition. The program’s longer-term monitoring record has allowed assessment of potential chronic effects on invertebrates and seagrass by comparing temporal changes at monitoring sites over the period from pre-operations (2010) to present (2016) and spatial changes between near-field to far-field sites, kilometres from the discharge point. The program has shown that management of the discharge maintains beneficial uses and environmental objectives at the boundary of the mixing zone, and the marine ecosystem is protected from potentially slower and longer-term adverse effects in the far-field. The program demonstrates that the treated wastewater discharge has had no adverse impact on key environmental indicators in Western Port over the longer-term study period.

BackgroundOccupational contact dermatitis is one of the most common occupational diseases, but there is a lack of reliable information on incidence. Despite acknowledged limitations, workers’ compensation statistics may provide insights into contact dermatitis patterns.ObjectiveThe objective of the study was to characterise historical patterns of workers’ compensation claims for occupational contact dermatitis.MethodsThis was a retrospective analysis of workers’ compensation claims for occupational contact dermatitis from 1996–2015 (n=3,348) accepted by WorkSafe Victoria in Victoria, Australia. Accepted claims per 1 00 000 person-years stratified by sex, age and industry were calculated. Denominators for the population at risk were obtained from the Australian Bureau of Statistics using Victorian Labour Force Survey data.ResultsThe compensation claims rate of occupational contact dermatitis was 6.72 per 1 00 000 person-years for the overall twenty-year period. There was a significant reduction in claims from 11.84 in 1996 to 1.78 in 2015. Males had a higher overall claims rate of 7.97 compared to the rate for females of 5.18. Over the twenty-year period the rate for males decreased from 14.46 to 1.7 compared to a reduction from 8.4 to 1.8 for females. This decrease was still observed when the data were standardised for underlying changes in the age structure of the population. There was an overall decline across all high-risk occupational groupsConclusionsThere was a fivefold decrease in accepted claims for occupational contact dermatitis for the twenty-year period from January 1996 to December 2015 for the state of Victoria in Australia. These results need to be regarded with caution as the declining rate of accepted occupational contact dermatitis claims may indicate changes in workplace dermal exposures or improvements in workplace skin protection practices over time, or they may be driven by underlying changes to the workers’ compensation system or changes to claims behaviour amongst workers.

This paper is reporting on an investigation done to assess land cover dynamics in KRB(Kagera River Basin) (KRB) over a period of 21 years i.e.1990-2011 using Remote Sensing, Hydrology and GIS techniques as a basis for initiating policy interventions for sustainability of Lake Victoria water regime.The extent of land cover changes in the KRB have not been quantified with the view of assessing the extent of exploitation of the natural resources.The assessment is important firstly for identification of causative factors and secondly as a mechanism for formulating necessary policies and remedial measures to that effect.Specifically, Landsat 5, Landsat 7 and ETM+ (2000) satellite images were used.Eight Land Cover classes were identified namely, Forests, Woodland, Bushland, Cultivated Land, Swamps, Grassland, Bareland and Urban areas.Hydrographical data were used to assess changes in quantity of water flowing from the KRB into Lake Victoria and relating it with land cover changes in KRB at in the period of study. Spatial data processing, analysis and interpretation were carried out in ERDAS Imagine and ArcGIS software environments; while water quantity data and other non spatial data were processed and analyzed in Microsoft Excel application 2007. The study revealed a significant decline of vegetation cover and water quantity discharged from Kagera River to Lake Victoria over the study period. This contravenes the global efforts of ecological sustainability, which urge avoidance of depletion of natural resources for maintenance for ecological balance. These results are in early warning to the Management of Lake Victoria for its potential failure towards achieving the Millennium Development Goal on responsible consumption and protection of natural resources in proximity with Lake Victoria. The Management of Lake Victoria in collaboration with other relevant authorities should thus, take remedial measures to control further depletion of vegetation cover in KRB for sustainability of Lake Victoria and its ecosystem.

Waterwatch is a national community-based monitoring network that aims to involve community groups and individuals in the protection and management of waterways. Waterwatch Victoria has the dual objectives of catchment education and water quality monitoring. The educational outcomes are evident, with the Waterwatch programme facilitating over 9,000 students to monitor more than 2,000 sites in waterways in 2000. This paper aims to assess the scientific value of community-collected data, through examining differences between Waterwatch data and professionally collected data. The study looked at all aspects of volunteer data collection, including data confidence protocols, equipment, and data analysis. All professional data was collated by the Victorian Water Quality Monitoring Network (VWQMN). The parameters examined in this study were turbidity, electrical conductivity (EC), pH and total phosphorus. The level of agreement between community-collected data and professional data varied temporally and spatially. Waterwatch data for EC and pH appeared to be very similar to professionally collected data. Equipment used by Waterwatch volunteers for turbidity and total phosphorus appeared to be limited in accuracy to moderate ranges. Overall the VWQMN professionally collected data showed less variance, suggesting greater variability, potentially due to inaccuracies, in volunteer collected data.

The Anti-Cancer Council of Victoria has been running sun protection programs for more than 20 years: Slip! Slop! Slap! from 1980 to 1988 and SunSmart from 1988 to the present. The Victorian Health Promotion Foundation has provided funding for the SunSmart program for the past 13 years. These programs have played an important role in changing the whole society’s approach to the sun and have resulted in marked reductions in sun exposure. This article describes the social, political, economic, and organizational context within which these programs developed. Then 10 areas are discussed that illustrate a critical aspect of the development and implementation of this successful systemwide health promotion program. These areas focus on key aspects of the context within which the program operates and on issues that derive from the experience of implementing program strategies. In summary, the success of the two programs is described as having been built on two key foundations: the vital integration of research and evaluation, on one hand, and a strong basis of consistency and continuity, on the other.

Four forest reserves within 50 km of Kampala in Uganda act as a critical buffer to the Lake Victoria watershed and habitat for local populations. Over a 9-month period we capture a pioneering water quality data set that illustrates ecosystem health through the implementation of a water quality index (WQI). The WQI was calculated using field and laboratory data that reflect measured physical and chemical parameters (pH, dissolved oxygen, biological oxygen on demand, nitrates, phosphates, fecal coliform, and temperature turbidity). Overall, the WQI for the four forest reserves reflect poor to medium water quality. Results compared with US Environmental Protection Agency and World Health Organization drinking water standards indicate varying levels of contamination at most sites and all designated drinking water sources, with signatures of elevated nitrates, phosphates, and/or fecal coliforms. As critical health problems are known to arise with elevated exposure to contaminants in drinking water, this data set can be used to communicate necessary improvements within the watershed.

The author (MA, MCIP, RPP) co-manages Evergreen's Common Grounds program which focuses on the protection and restoration of public lands in urban areas. He has a Master's degree in urban planning from the University of Waterloo, a Bachelor's Degree in resource geography from the University of Victoria , and he is a full member of the Canadian Institute of Planners. Over the past five years, he has developed urban greening resources for land use professionals and community groups including a national grant program, guidebooks, research reports, municipal policy guidelines and case studies. He has also developed and led professional training workshops for public land managers and other municipal officials on partnership approaches for protecting and stewarding urban green spaces. Prior to joining Evergreen, Stewart worked in the private and public sectors leading a variety of land-use planning, environmental assessment and resource conservation projects. Mr Chisholm has written journal articles and presented papers at national and international conferences including the Canadian Institute of Planners (2002) and the Society for Ecological Restoration (2001). The paper that follows is based on a presentation that he gave at the international symposion on "The Natural City," Toronto, 23-25 June, 2004, sponsored by the University of Toronto's Division of the Environment, Institute for Environmental Studies, and the World Society for Ekistics.

SUMMARYCases of ornithosis amongst workers on a rural duck abattoir and farm were notified from late 2003 to health authorities in Victoria, Australia. In May 2004 we conducted a serological survey to identify the extent of exposure to Chlamydophila psittaci amongst workers and a case control study to identify high-risk work areas for ornithosis-related pneumonia. Some workers in all occupational groups showed serological evidence of exposure, while those with pneumonia were more likely to have worked in the slaughtering area of the abattoir (adjusted odds ratio 16·7, 95% confidence interval 1·3–207). High exposure to blood and feathers from recently killed birds is likely to represent an occupational hazard to workers, but pneumonia did occur in workers without these exposures. We recommended respiratory protection for all abattoir workers and improvements to airflow and reduction of environmental contamination in high-risk work areas to prevent further cases.

Young men are overrepresented among people detained in police custody in Victoria, Australia, a closed institution that has mostly escaped public scrutiny. Our study sheds light on this underexamined place from the perspective of 28 marginalized young men (aged 19–24) detained there prior to adult prison. Drawing on Bacchi’s “What’s the problem represented to be?” approach and the subdiscipline of carceral geography, we disrupt the assumed purpose of police custody as a place to simply detain people while awaiting court and/or transfer to prison. We illustrate how police custody, although ostensibly for ensuring the safety and protection of the community, privileges that of some over others, with detrimental effects for marginalized groups. We highlight how harsh, degrading, hostile environments intersected with lived experiences and exacerbated psychological, social, and physical health harms; made possible young men’s constitution as dirty, violent, and subhuman; and worked to legitimize breaches of human rights.

This paper provides a brief update on some of the key environmental issues that arose during 2009. In Queensland, activity is dominated by coal seam gas projects and specifically coal seam gas (CSG) to liquefied natural gas (LNG) projects. Environmental milestones for these projects are discussed, and the State Government’s response policy and regulation development response is reviewed. The progress of the more conventional LNG projects in Western Australia and the Northern Territory is also discussed. The final report on the mandated ten year review of the Environment Protection and Biodiversity Conservation Act 1999 was released in December 2009. Seventy-one recommendations were made, and some key recommendations related to our industry are discussed here. Climate change has again dominated the media, with the United Nations Climate Change Conference held in Copenhagen in December 2009. In Queensland, the Government released a paper that presented a range of strategies and policies, building on a number of existing schemes and introducing new measures. Gas is identified as a key transitional fuel while low emission coal technology and emerging renewable energy sources are being developed. Greenhouse gas legislation is continuing to be developed across several states, but subordinate legislation is yet to be finalised. In Victoria, submissions on the Greenhouse Gas Geological Sequestration Regulations closed in October 2009, and the Greenhouse Gas Geological Sequestration Act 2008 came into effect on 1 December 2009. In March 2009, ten offshore acreage releases were made under the Commonwealth legislation; however, the closing date for submissions is dependent upon the development of the regulations. South Australia passed an Act amending the Petroleum and Geothermal Act 2000 on 1 October 2009 to allow geosequestration. A number of reviews of the regulatory framework or the administrative systems associated with the upstream oil and gas sector have been completed in the last decade. All these reviews make similar findings and recommendations, and most recently the Jones Report, tabled in Western Australian Parliament on 12 August 2009, found that most key recommendations from previous reports and reviews had not been addressed or properly implemented. There seems to be little point in undertaking regulatory and system reviews that consistently make similar findings, if these findings are never addressed. The hurdles to implementation of key recommendations need to be identified, so that progress can be made in improving the approvals processes for the industry, and improving the environmental outcomes.

This investigation was designed to provide preliminary information to the Environment Protection Authority concerning the input of faecal matter to stormwater drains in the Rippleside area of Geelong, Victoria. Results derived from the combined use of sterol biomarkers (e.g. coprostanol and 24-ethylcoprostanol) and four sub-groups of bacterial indicators (e.g. thermotolerant coliforms, E. coli, faecal streptococci and enterococci) indicated that during wet weather, all sites sampled were affected by significant human faecal contamination. Ratios of coprostanol to bacterial indicators were similar to those for samples collected from nearby sewer mains. During dry weather, there were still severely elevated levels of faecal contamination based on bacterial indicators, but correspondingly low concentrations of faecal sterols suggesting minimal human or herbivore faecal contamination. The origin of the majority of the faecal pollution in dry weather therefore remains to be fully explained. It is clear from this and related studies that the combined measurement of faecal sterols and bacterial indicators can greatly assist distinguishing sources of faecal pollution. It is also shown for aquatic environments that the measurement of coprostanol or other single indicators alone, is inadequate to fully discern faecal contamination from human sources.

The diversity and biotechnological potentialities of bacterial isolates from brines of three Antarctic lakes of the Northern Victoria Land (namely Boulder Clay and Tarn Flat areas) were first explored. Cultivable bacterial communities were analysed mainly in terms of bacterial response to contaminants (i.e., antibiotics and heavy metals) and oxidation of contaminants (i.e., aliphatic and aromatic hydrocarbons and polychlorobiphenyls). Moreover, the biosynthesis of biomolecules (antibiotics, extracellular polymeric substances and enzymes) with applications for human health and environmental protection was assayed. A total of 74 and 141 isolates were retrieved from Boulder Clay and Tarn Flat brines, respectively. Based on 16S rRNA gene sequence similarities, bacterial isolates represented three phyla, namely Proteobacteria (i.e., Gamma- and Alphaproteobacteria), Bacteroidetes and Actinobacteria, with differences encountered among brines. At genus level, Rhodobacter, Pseudomonas, Psychrobacter and Leifsonia members were dominant. Results obtained from this study on the physiological and enzymatic features of cold-adapted isolates from Antarctic lake brines provide interesting prospects for possible applications in the biotechnological field through future targeted surveys. Finally, findings on contaminant occurrence and bacterial response suggest that bacteria might be used as bioindicators for tracking human footprints in these remote polar areas.

Seawater cooling systems are an essential feature of Hong Kong's large public, institutional, commercial and industrial complexes. Over 25 million cubic metres of seawater are used for cooling purpose everyday. Biofouling, scaling and corrosion are common operational problems encountered. These are generally combatted through the use of chemicals such as chlorine and other antifouling/anticorrosion chemicals which are toxic to marine organisms and potentially harmful to the environment. Due to the continuous daily discharge of large amounts of cooling seawater everyday, significant quantities of heat is dissipated and potentially toxic chemicals are released to the coastal environment. A comprehensive survey of the cooling water system operations in Hong Kong was commissioned by the Hong Kong Environmental Protection Department in 1996. The survey results indicate that some 93 major cooling water systems are currently operating in the territory, about 80% of which are located around Victoria Harbour. The majority of the cooling water systems are the once-through type, causing a temperature rise of 3–5°C above ambient at discharge points. Cooling water discharges from large power plants, on the other hand, may have a discharge temperature increase of 8–10°C above the ambient which is close to the upper thermal tolerance limit of most marine biota. Chlorine and amine-/surfactant-based biocides are the most commonly used antifouling/anticorrosion chemicals. An estimated 11,000 tonnes of chlorine are released into the marine environment of Hong Kong each year by the cooling systems. Chlorine and its reactive by-products are known to be toxic to marine life even at very low concentrations. Despite the large dilution capacity of seawater, chlorinated discharges may cause adverse ecological impacts, particularly in the vicinity of large cooling water outfalls. Sound management of Hong Kong's cooling systems is necessary to allow efficient use of seawater for cooling, while minimizing its adverse environmental impact. Such management practices include improved cooling system design, effective operation and maintenance for biofouling control. Overdosing of toxic chemicals should be avoided and there is a need to regularly monitor the effluents to ensure compliance with discharge standards.

Cigarette butts (CBs) are the most common littered waste in the world and may contain polycyclic aromatic hydrocarbons (PAHs) from the incomplete combustion of tobacco during burning. Therefore, to investigate the potential PAH residual remaining in fired clay bricks (FCBs) incorporating CBs and examine the environmental impact of utilizing toxic waste in the production of FCBs, a comprehensive PAH extraction analysis was conducted. The Soxhlet extraction method was utilized to conduct a qualitative and quantitative analysis of sixteen toxic Environmental Protection Authority (EPA) Polycyclic Aromatic Hydrocarbons (PAHs) in FCB samples incorporating CBs using gas chromatography–mass spectrometry (GC–MS). The concentrations of the mean total (Σ)PAHs for FCBs incorporating 0%, 0.5%, 1%, 1.5%, and 2% CBs by weight (wt) were found to be 0.183, 0.180, 0.242, 0.234, and 0.463 µg/mL. As expected, PAHs with higher water solubility and volatility, naphthalene, fluorene, anthracene, pyrene, fluoranthene, and chrysene were found at higher concentrations compared to lipophilic PAHs. The ΣPAH concentrations for all five FCB–CB mixes were well below the EPA Victoria solid waste hazard categorization threshold for industrial waste. Moreover, the samples were studied for their carbon content using the carbon, hydrogen, nitrogen, and sulfur (CHNS) analyzer and thermogravimetric analysis (TGA). The results confirm an almost 100% combustion process of CBs during the firing process. A content less than 0.3% suggests that all carbon within the FCB–CB mixture relatively disappeared during the firing process up to 1050 °C. However, further research regarding the emission of volatile organic compounds (VOCs) during the production of FCBs incorporating CBs should be conducted.

Saving water is a major challenge to increase environmental sustainability, particularly in semi-arid regions where most table grapes are produced. Water use is driven by atmospheric demand, which combines effects of solar radiation (prominent factor), wind, air temperature and humidity. Covering table grapes with transparent plastics is spread in many regions. Covers lower incoming solar radiation and wind speed, changing air temperature and humidity. This study assessed the effects of two plastic covers on reference evapotranspiration (ET0) in comparison to the open field. For two years, two vineyards (cv. Victoria) trained to overhead trellis systems (tendone) were covered with two transparent polyethylene sheets: an agrotextile fabric (C), and a commercial film (S). The sheet spectrophotometric properties were analyzed and the radiometric coefficients calculated. Micrometeorological data were recorded in the covered vineyards and in a nearby uncovered one. ET0 was calculated for June and July using the simplified Penman–Monteith equation. The coefficient of transmissivity to total photosynthetic radiation, a proxy of net radiation, was 73% for cover C and 83% for cover S. On average, ET0 decreased by 35% under cover C and 31% under cover S. Hence, in addition to providing protection from external agents, covers represent a valid tool for saving water in table grape viticulture; nevertheless, their radiometric properties should be considered and optimized to better achieve this goal.

Abstract. Tidal marshes, mangrove forests, and seagrass meadows are important global carbon (C) sinks, commonly referred to as coastal “blue carbon”. However, these ecosystems are rapidly declining with little understanding of what drives the magnitude and variability of C associated with them, making strategic and effective management of blue C stocks challenging. In this study, our aims were threefold: (1) identify ecological, geomorphological, and anthropogenic variables associated with 30 cm deep sediment C stock variability in blue C ecosystems in southeastern Australia, (2) create a predictive model of 30 cm deep sediment blue C stocks in southeastern Australia, and (3) map regional 30 cm deep sediment blue C stock magnitude and variability. We had the unique opportunity to use a high-spatial-density C stock dataset of sediments to 30 cm deep from 96 blue C ecosystems across the state of Victoria, Australia, integrated with spatially explicit environmental data to reach these aims. We used an information theoretic approach to create, average, validate, and select the best averaged general linear mixed effects model for predicting C stocks across the state. Ecological drivers (i.e. ecosystem type or ecological vegetation class) best explained variability in C stocks, relative to geomorphological and anthropogenic drivers. Of the geomorphological variables, distance to coast, distance to freshwater, and slope best explained C stock variability. Anthropogenic variables were of least importance. Our model explained 46 % of the variability in 30 cm deep sediment C stocks, and we estimated over 2.31 million Mg C stored in the top 30 cm of sediments in coastal blue C ecosystems in Victoria, 88 % of which was contained within four major coastal areas due to the extent of blue C ecosystems (∼87 % of total blue C ecosystem area). Regionally, these data can inform conservation management, paired with assessment of other ecosystem services, by enabling identification of hotspots for protection and key locations for restoration efforts. We recommend these methods be tested for applicability to other regions of the globe for identifying drivers of sediment C stock variability and producing predictive C stock models at scales relevant for resource management.

There is now growing evidence that large-magnitude earthquakes have occurred and could occur again along the Cascadia subduction zone located west of Vancouver Island, Bristish Columbia. Numerical simulations indicate that these earthquakes would produce long-duration ground motions and would thus be capable of inducing a large number of reversals of inelastic deformations in engineered structures. Efforts have now been undertaken to account for this damage potential in building codes. In this paper, inelastic design spectra are developed for Cascadia subduction earthquakes for four sites in British Columbia. These spectra are compared with elastic design spectra that have been developed recently for the same sites based on empirical attenuation relationships for Cascadia events. The approach used to develop the inelastic spectra aims at providing the same level of protection against structural failure for both subduction events and crustal or subcrustal earthquakes. Force modification factors are first determined for structures exhibiting various failure modes and ductility levels when subjected to representative crustal and subcrustal earthquake ground motions. Thereafter, design spectra are developed for the same structures to prevent structural collapse under simulated Cascadia subduction ground motions. The study reveals that the elastic spectra do not reflect adequately the damage potential of Cascadia earthquakes. These elastic spectra generally are unconservative for Tofino and Victoria. For Vancouver and Prince George, the elastic spectra overestimate the demand, especially for short-period structures.Key words: collapse, crustal earthquakes, damage index, design spectrum, ductility, duration, ground motion, subduction zone.

Decisions about urban forests are critical to urban liveability and resilience. This study aimed to evaluate the range of positions held by urban forest managers from local governments in the state of Victoria, Australia, regarding the management and governance challenges that affect their decision-making. This study was based on a Q-method approach, a procedure that allows researchers to evaluate the range of positions that exist about a topic in a structured manner based on the experiences of a wide group of people. We created statements on a wide range of urban forest management and governance challenges and asked urban forest managers to rate their level of agreement with these statements via an online survey. Managers generally agreed about the challenges posed by urban development and climate change for implementing local government policies on urban forest protection and expansion. However, there were divergent views about how effective solutions based on increasing operational capacities, such as increasing budgets and personnel, could address these challenges. For some managers, it was more effective to improve critical governance challenges, such as inter-departmental and inter-municipal coordination, community engagement, and addressing the culture of risk aversion in local governments. Urban forest regional strategies aimed at coordinating management and governance issues across cities should build on existing consensus on development and environmental threats and address critical management and governance issues not solely related to local government operational capacity.

Federal and state laws mandated secondary sewage treatment for all municipal dischargers in the state of Washington regardless of need. Evidence supported the suitability of lesser amounts of treatment and the use of industrial source controls as protective of water quality, but could not be considered. The full implementation to secondary treatment is now complete. In the 1990's, the media, environmental activists and various local, state and federal politicians from Washington State became upset with Victoria, British Columbia when they realized that most of the sewage from the greater Victoria area was only screened prior to discharge to the Strait of Juan de Fuca. The perception was tainted by a lack of understanding of the benefits and power of rapid dilution, and also the mistaken impression that the excessive treatment requirements in Washington were actually needed for water quality reasons. A British Columbia/Washington State Marine Science Panel was established by the political leaders of the province and state to examine issues of the shared marine waters. The Panel concluded Victoria's discharges were not a problem. The media in Washington State did not report this, and the director of the state's environmental agency expressed disappointment rather than relief with the finding.

ABSTRACTThe H1N1 (swine influenza) 2009 outbreak in Victoria, Australia, provided a unique opportunity to review the prehospital response to a public health emergency. As part of Ambulance Victoria’s response to the outbreak, relevant emergency response plans and pandemic plans were instigated, focused efforts were aimed at encouraging the use of personal protective equipment (PPE), and additional questions were included in the call-taking script for telephone triage of emergency calls to identify potential cases of H1N1 from the point of call. As a result, paramedics were alerted to all potential cases of H1N1 influenza or any patient who met the current case definition before their arrival on the scene and were advised to use appropriate PPE. During the period of May 1 to July 2, Ambulance Victoria telephone triaged 1598 calls relating to H1N1 (1228 in metropolitan areas and 243 in rural areas) and managed 127 calls via a referral service that provides specific telephone triage for potential H1N1 influenza cases based on the national call-taking script. The referral service determines whether a patient requires an emergency ambulance or can be diverted to other resources such as flu clinics. Key lessons learned during the H1N1 outbreak include a focused need for continued education and communication regarding infection control and the appropriate use of PPE. Current guidelines regarding PPE use are adequate for use during an outbreak of infectious disease. Compliance with PPE needs to be addressed through the use of intra-agency communications and regular information updates early in the progress of the outbreak. Textile industry in the nineteenth century of the British empire was one of the milestone industries which center around cotton mills. The development of this industry attracted many people who wished to increase their life’ standard to migrate to area near the factories located in order to work there. As much as giving revenue for the country, these factories also gave impact to the environment as well as people living and working in it. There were three things behind the environmental impact during the Victorian era of textile industry, fire hazard, mills’ poor conditions and factory bill. Flammable materials, like raw cotton which mainly used in this industry, and high temperature room caused the factories engulfed in fire. The lacked protection from fire of the factories’ construction then led to a new building method being introduced and applied called the “Fireproof Construction”. Poor health condition of the workers who worked in high humidity and temperature of cotton mills brought a creation of factory bill (Factory Act) being passed. However, the act that was supposed to act as a regulation for factories owners to offer their worker a much more suitable place to work was hardly fully implied during this time. The writer used literature review method in collecting data. This article therefore intended to deliver the reader about the environment situation in the cotton factories while also giving the idea on how hardly an ideal comfort was achieved.

The presence of numerous publications on populations is explained by the exceptional value of this branch of knowledge for understanding of the structural and functional organization of wildlife, natural resource exploitation, management and conservation of them for future generations. A short list of scientific directions in the study of the role and place of a population shows that in the scientific literature there are no studies of rare plant species populations, development of theoretical principles and methodology of their study. The experienced team of the Botany Department of Sumy National Agrarian University has started this work. The book was published by the editorship of the well-known biogeocenologist and ecologist, Doctor of Biological Sciences, Professor, Honored Scientist of Ukraine Julian A. Zlobin together with well-known scientists in the filed of ecology and biogeocenology of Yu. A. Zlobin scientific school Victoria G. Sklar and Anna A. Klimenko. Structurally, the monograph consists of thirteen chapters, conclusion, bibliography and applications. A special place is occupied by the section "Methodological blocks", which is a kind of satellite for each section and which equip the reader with modern methodological approaches to complex problems solution of the population structure of the plant world. Here the authors examine the current level of rare species research organization, complexity and pivotal scientific idea, which is an organizing and centripetal force of varied complex research. There are four scenarios, which aim the saving, restoration, protection and rational use of the planet's vegetation. The book summarizes the collective work for one of the most important problems of modern biological science - conservation of rare plant species. Helpful tips for the organization of similar research in scientific institutions, biogeocenological stations by well-organized scientifically based plan at the level of the modern achievements of environmental science are given. In general, we believe that the reviewed scientific work of Yu. A. Zlobin, V. G. Sklar, A. A. Klimenko "Populations of rare species of plants, theoretical principles and methods of the study" is a major contribution to the scientific literature on ecological populations of rare species, their functions, complex relationship in vegetation cover. It will undoubtedly find a positive response in the wide circles of geobotanists, ecologists, biogeocenologists in our country and abroad.

This year of 1990 is an appropriate time to review the place of environmental education in the Australian school curriculum. After a period in the mid 1980s when environmental issues and political attention to the environment were on the back burner in comparison with economic issues, the environment is again a top international political priority. With Green victories in a number of European elections, even the hitherto unmindful Thatcher government in Britain is claiming an environmental concern and announcing several conservation measures, albeit with rather distant targets compared with a number of their prospective partners in Europe.The Hawke government in its third term sensed a growing environmental disenchantment among its supporters, and appointed one of its heavy-weights to the Environment portfolio. This move, and the strong action he took over several sensitive issues, were enough to keep the Green preferences in line and ensure in 1990 a fourth, unprecedented Labor term of office.The first Australian government involving official Green support appeared in Tasmania and in most of the other states the governments have upgraded Conservation and the Environment among their ministries.Most Australians, according to a poll conducted late in May (The Age, 15 June, 1990), feel that the threat to the environment is real, and that its protection should be put ahead of economic growth. Such strong public support for the environment would have been unthinkable a decade ago, even though the evidence for much of the now widely recognised damage to the Australian and global environment was available.

AbstractThis paper reviews seven contemporary official guidelines to cost-benefit analysis (CBA) with respect to eight major cost-benefit issues drawing on the latest edition of the major CBA textbook for guidance, although not complete authority. The guidelines are those by UK Treasury, European Commission, U.S. Environmental Protection Agency, New Zealand Treasury, Infrastructure Australia, NSW State Treasury, and Victorian State Department of Treasury and Finance. The eight major issues discussed are the issue of standing, core valuation principles, the scope of CBA with reference to potential additional economic benefits, changes in real values over time, the marginal excess tax burden, the social discount rate, use of benefit-cost ratios, and treatment of risk. While all the guidelines are quality guides to CBA, the paper finds that there is room for improved discussion and practice at various points in each of these guidelines.

Purpose The purpose of this paper is to examine the level of physical preparation for bushfire among Victorian residents in established high risk bushfire locations, and to assess whether these levels of preparation changed over time. Design/methodology/approach Data were analysed from a telephone survey among Victorian residents (n=614-629) living in high risk bushfire locations over a three-year period (2012-2014). The survey measured residents’ bushfire awareness, knowledge, planning, preparation and engagement with bushfire services. This paper focusses on the extent to which respondents undertook physical preparatory bushfire activities over the three-year period using: first, principal components analysis to generate a single preparation variable by identifying a smaller number of uncorrelated variables (or principal components) from a larger set of data, second, analysis of variance to assess differences in preparation scores between years, and third, Tukey’s honest significant difference test to confirm where the differences occurred between groups. Findings Results indicated only moderate levels of physical preparation for bushfires amongst respondents. The activities that respondents rated the lowest were: “having protective covers for windows” and “having firefighting equipment to protect the house”. A significant difference in total preparation scores over time was observed, F(2, 1,715)=6.159, p<0.005, with lower scores in 2012 compared with 2013 and 2014 scores. Social implications This study found some marginal improvements in levels of physical bushfire preparation from 2012 to 2014. However, the results indicate only moderate levels of preparation overall, despite respondents living in established high risk locations. Originality/value This study provides evidence for the current levels of preparedness in high risk bushfire communities, and emphasises the need for future initiatives to focus on specific bushfire preparation activities but also to consider the broader range of interventions that are likely to contribute to desired safety outcomes.

Seawater inundation mapping plays a crucial role in climate change adaptation and flooding risk reduction for coastal low-lying areas. This study presents a new elevation model called the digital impermeable surface model (DISM) based on the topographical data acquired by unmanned aerial vehicle (UAVs) for improving seawater inundation mapping. The proposed DISM model, along with the bathtub model, was used to assess coastal vulnerability to flooding in significant tropical cyclone events in a low-lying region of Victoria Harbor in Hong Kong. The inundation simulations were evaluated based on the typhoon news and reports which indicated the actual storm surge flooding conditions. Our findings revealed that the proposed DISM obtains a higher accuracy than the existing digital elevation model (DEM) and the digital surface model (DSM) with a RMSE of 0.035 m. The DISM demonstrated a higher skill than the DEM and the DSM by better accounting for the water-repellent functionality of each geospatial feature and the water inflow under real-life conditions. The inundation simulations affirmed that at least 88.3% of the inundated areas could be recognized successfully in this newly-designed model. Our findings also revealed that accelerating sea level rise in Victoria Harbor may pose a flooding threat comparable to those induced by super typhoons by the end of the 21st century under two representative emission scenarios (RCP4.5 and RCP8.5). The seawater may overtop the existing protective measures and facilities, making it susceptible to flood-related hazards.

Autistic adults have higher health needs compared to most, yet they continue to experience barriers to accessing appropriate healthcare. Presently, no qualitative research exists exploring these barriers which impact overall physical and mental health. We conducted a qualitative analysis in Victoria (Australia) of the perceived experiences of healthcare access for autistic adults ( n = 9) and primary caregivers of autistic adults ( n = 7). Specifically, a three-staged phenomenological approach was applied involving: (i) a communicative checklist, (ii) a health status survey and (iii) face-to-face interviews. Elements such as support, responsibilities and protective factors exhibited by caregivers, may impact healthcare access for autistic adults. Results indicate the need for further research exploring interdependent factors that impact healthcare access by caregivers, so evidence-based interventions can be developed to support caregivers in the future.

Total copper concentrations in some Victorian vineyard soils, due to the use of copper (Cu)-based fungicides, have increased to the point where remedial strategies need to be considered to avoid Cu toxicity. In Australia, the National Environment Protection (Assessment of Site Contamination) Measure recommends that total Cu concentrations in soil exceeding the threshold concentration of 100 mg/kg require environmental investigation. However, it is likely that some Cu-contaminated soils, to be used for horticultural purposes, will need to be remediated even if the total Cu concentration is <100 mg/kg. This paper examines some prospective remedial strategies for Cu-contaminated vineyard soils and demonstrates that, apart from stopping the addition of Cu, in situ remedial strategies are the only practical remedial options for Cu-contaminated vineyard soils. Active mixing, both lateral and vertical, of contaminated surface soil with less contaminated or uncontaminated deeper soil is an in situ and well-suited remedial option for most low and medium Cu-contaminated vineyard soils. The strategy relies on attenuation processes to be more effective. Other ameliorative strategies with potential as remedial options for low and medium Cu-contaminated soils, including phytoremediation and attenuation (liming and addition of organic matter), are also considered.

Integrated approaches to worker health, safety and wellbeing have been progressively developed and implemented internationally for over a decade; however, implementation in the Australian context is still in the early stages. Integrated workplace interventions recognise the interaction between health protection and health promotion to create a workplace culture in which health, safety and wellbeing are valued and managed efficiently, together with a view to improve organisational productivity. The present paper describes the progress of integrated approaches in six Victorian workplaces considered early adopters and identifies the drivers for further policy and program development in this area. Using a qualitative exploratory multiple case study design, organisational documents were systematically analysed and semi-structured interviews were conducted in six organisations that met criteria for an integrated approach. Key mechanisms to support this approach were observed, including active leadership, the development of an integrated committee for activities, clear strategies to engage employees and an existing commitment to safety practices. The prioritisation within a workplace to integrate health, safety and wellbeing, and ensure sustainability of these approaches, was detected as a gap for future development.

Abstract In the judgment Deutsche Umwelthilfe (C-752/18) of December 2019, the Court of Justice of the European Union (ecj) addresses the situation where a referring court has already ordered a public authority to adopt traffic bans, based upon the need to comply with Directive 2008/50 on air quality, but is confronted, together with the non-governmental organization which is at the initiative of the lawsuit, to the public authority’s persistent refusal to comply with that injunction, even though it has become final. In such awkward situation and due to the lack of success of other avenues, is a national court entitled – and possibly even obliged – to impose coercive detention on officials, by virtue of the right to an effective remedy and the obligation to ensure effective legal protection in the fields covered by EU law, asked the referring Court? It is not surprising that the Court of Justice sat as the Grand Chamber for delivering the preliminary ruling. The case is a landmark on the right to an effective remedy and on the right to liberty, in a context of procedural autonomy. The case is also essential in the way it embraces human health and adds a higher step in the ascending line gradually constructed by the ecj on the binding force of EU law on air quality standards. The ecj decides that EU law only empowers and even obliges a national court to have recourse to the privation of liberty of a public official, like a Minister-President, if this is provided for in a domestic legal basis, which is sufficiently accessible, precise and foreseeable in its application. This contribution observes that, if the judgement may look like a victoire à la Pyrrhus for the environmental association and if it confirms that EU environmental law remains systemically dependent upon the choices made at domestic level on enforcement matters, the judgment also truly consolidates the right to effective judicial protection and the right to an effective remedy, in more normal circumstances and when human health is in the balance. It also cements the direct effect of Directive 2008/50 on ambient air quality and associated rights for individuals.

The Australian Government’s 2018 offshore petroleum exploration acreage release was announced by the Commonwealth Minister for Resources and Northern Australia, Senator the Hon Matthew Canavan at the 2018 APPEA conference. This paper provides insights into the processes that the Australian Government has undertaken to select the final release areas and goes into detail on the ongoing petroleum related activities of the Department of Industry, Innovation and Science (the Department). The annual acreage release is a central component of ensuring ongoing, sustainable and responsible investment in Australia’s offshore petroleum sector. The annual acreage release remains the primary mechanism for securing investment in offshore oil and gas exploration in areas of known petroleum potential and new geological frontiers. Continued exploration for oil and gas in Commonwealth waters is a central component of ensuring Australia’s future energy security. Australia’s well established and independent environmental regulator, NOPSEMA (the National Offshore Petroleum Safety and Environmental Management Authority), ensures all petroleum activities in Commonwealth waters are performed safely and in an environmentally responsible manner. Combined with NOPTA’s (National Offshore Petroleum Titles Administrator) leading practice titles administration, Australia remains an attractive investment destination while offering industry leading environmental protections and ensuring safe working conditions industry-wide. Australia offers investors access to data, secure tenure, a stable economic environment and a well-established transparent regulatory system for offshore petroleum activities. A key driver for sustainable activity in Australia is the acceptance of multiple use access to Australia’s marine resources. Recognising this, the department consults with a range of stakeholders on the areas it proposes to release for petroleum exploration. This consultation process provides an opportunity for all interested parties to provide comments and feedback on the areas proposed and in particular highlight how interested parties or the areas might be impacted by exploration activities. The 21 areas in the 2018 offshore petroleum exploration acreage release are located in the offshore areas of Western Australia, South Australia, Victoria and the Ashmore-Cartier Islands. These areas will enable the next wave of investment in the Australian resources sector, and the prospect of new oil, gas and condensate production.

Road Traffic Accident (RTA) is a growing public issue and fall among the four top causes of mortality and morbidity globally. The main objective of this study was to identify the causes and protective measures of road traffic accidents in Bahawalpur City. Primary data was gathered through a structured questionnaire during a field survey in selected five public places as sample sites i.e. Larry Ada, University Chowk, Bahawal Victoria Hospital (BVH), One Unit Chowk, and Melad Chowk. Secondary data of road accidents was gathered form National Highway and Motor Way Police (NH&MP) while primary data was gathered from 150 respondents (30 from each study site) and analyzed in SPSS software by applying descriptive statistics and road accident risk index (RARI). Findings revealed that the main causes of these accidents include increase in population (62.66%), increase in demand for vehicles (22%), bike drivers (69.33%), overtaking of the vehicles (51.33%), over speed and hustle to reach the destination (34.66%). One wheeling is also a major reason, which results in the death of teenage drivers (52%), violation of the traffic rules (25.33%). RARI results also suggest the relationship between the affected persons and the road traffic accidents. Lastly, few suggestions were proposed to overcome the ratio and severity of road traffic accidents because these accidents are predictable and largely preventable through multi-disciplinary coherent strategies.

IntroductionThe COVID-19 pandemic is creating immense psychosocial disturbance. While global, broad-based research is being conducted, little is known about the effects of the COVID-19 pandemic on health and well-being or how protective and resilience factors influence the human response in Australian rural and regional communities. Rural and regional communities often have less resources to deal with such public health emergencies and face additional environmental adversity. Healthcare workers, including those in rural and regional areas, have felt the immediate impacts of COVID-19 in a multitude of ways and these impacts will continue for years to come. Therefore, this study aims to describe and understand the impacts of the COVID-19 pandemic on the rural and regional healthcare workforce within the Loddon Mallee region, Victoria, Australia.Methods and analysisThis prospective cohort of rural and regional healthcare workers will be recruited and followed over 3 years to examine the effects of the COVID-19 pandemic on their health and well-being. Self-administered online questionnaires will be administered every 6 months for a 36-month period. Multiple outcomes will be assessed; however, the primary outcomes are emotional health and well-being and psychological resilience. Emotional health and well-being will be measured using validated instruments that will assess multiple domains of the emotional health and well-being continuum.Linear and logistic regression and latent growth curve modelling will be used to examine the association between baseline and follow-up participant emotional health, well-being and resilience while adjusting for potentially time-varying confounding variables. Participant characteristics measured at baseline will also be tested for association with incident health, morbidity, mortality and health service utilisation outcomes at follow-up.Ethics and disseminationEthical approval has been obtained through the Bendigo Health Human Research Ethics Committee. The study findings will be disseminated through international conferences, international peer-reviewed journals and social media.Trial registration numberACTRN12620001269921.

Protecting “wilderness” and removing human involvement in “nature” was a core pillar of the modern conservation movement through the 20th century. Conservation approaches and legislation informed by this narrative fail to recognise that Aboriginal people have long valued, used, and shaped most landscapes on Earth. Aboriginal people curated open and fire-safe Country for millennia with fire in what are now forested and fire-prone regions. Settler land holders recognised the importance of this and mimicked these practices. The Land Conservation Act of 1970 in Victoria, Australia, prohibited burning by settler land holders in an effort to protect natural landscapes. We present a 120-year record of vegetation and fire regime change from Gunaikurnai Country, southeast Australia. Our data demonstrate that catastrophic bushfires first impacted the local area immediately following the prohibition of settler burning in 1970, which allowed a rapid increase in flammable eucalypts that resulted in the onset of catastrophic bushfires. Our data corroborate local narratives on the root causes of the current bushfire crisis. Perpetuation of the wilderness myth in conservation may worsen this crisis, and it is time to listen to and learn from Indigenous and local people, and to empower these communities to drive research and management agendas.

Background: The COVID-19 crisis has caused prolonged and extreme demands on healthcare services. This study investigates the types and prevalence of occupational disruptions, and associated symptoms of mental illness, among Australian frontline healthcare workers during the COVID-19 pandemic. Methods: A national cross-sectional online survey was conducted between 27 August and 23 October 2020. Frontline healthcare workers were invited to participate via dissemination from major health organisations, professional associations or colleges, universities, government contacts, and national media. Data were collected on demographics, home and work situations, and validated scales of anxiety, depression, PTSD, and burnout. Results: Complete responses were received from 7846 healthcare workers (82.4%). Most respondents were female (80.9%) and resided in the Australian state of Victoria (85.2%). Changes to working conditions were common, with 48.5% reporting altered paid or unpaid hours, and many redeployed (16.8%) or changing work roles (27.3%). Nearly a third (30.8%) had experienced a reduction in household income during the pandemic. Symptoms of mental illness were common, being present in 62.1% of participants. Many respondents felt well supported by their workplaces (68.3%) and believed that workplace communication was timely and useful (74.4%). Participants who felt well supported by their organisation had approximately half the risk of experiencing moderate to severe anxiety, depression, burnout, and PTSD. Half (50.4%) of respondents indicated a need for additional training in using personal protective equipment and/or caring for patients with COVID-19. Conclusions: Occupational disruptions during the COVID-19 pandemic occurred commonly in health organisations and were associated with worse mental health outcomes in the Australian health workforce. Feeling well supported was associated with significantly fewer adverse mental health outcomes. Crisis preparedness focusing on the provision of timely and useful communication and support is essential in current and future crises.

Abstract Background The effectiveness of immunization with subunit inactivated quadrivalent influenza vaccine (QIV) in the elderly has not been sufficiently estimated. The study objective was to evaluate QIV-induced antibody response and influencing determinants in Polish elderly patients. Methods Consecutive patients ≥55 years old attending the Primary Care Clinic in Gryfino, Poland, received QIV (A/Michigan/45/2015 [A/H1N1/pdm09], A/Singapore/INFIMH-16-0019/2016 [A/H3N2/], B/Colorado/06/2017 [Victoria lineage], B/Phuket/3073/2013 [Yamagata lineage]) between October-December 2018. Hemagglutination-inhibition assays measured antibody response to vaccine strains before/after vaccination. Geometric mean titer (GMT)/titers ratio (GMTR), protection (PR) and response (RR) rates were calculated. Results Among 108 participants (45.4% females; age 55-85, median 67 years) the highest GMTR after vaccination was observed for A/H3N2/(61.5-fold) followed by Victoria lineage (10.3-fold), A/H1N1/pdm09 (8.4-fold) and Yamagata lineage (3.0-fold). Most participants had a post-QIV protection for A/H3N2/and Yamagata lineage vaccine strains (64.8%, 70.4% respectively); lower PR were observed for Victoria lineage (57.4%) and A/H1N1/pdm09 (41.8%). The RR was high for A/H3N2/(91.7%) and Victoria lineage (68.5%), however, not satisfactory for A/H1N1/pdm09 and Yamagata lineage (59.3%, 52.8% respectively). Patients who received influenza vaccination in the previous year presented lower response to the both B strains compared to those who did not (p &lt; 0.0001 and p = 0.03 respectively). Conclusions Although vaccine-induced antibody response in the elderly Polish population was more effective against A/H3N2/and B Victoria, this introductory study supports the use of QIV. Prior season vaccination was associated with lower antibody response to the current vaccination; this was not consistent to vaccine strains. Further research to better investigate QIV effectiveness determinants in the elderly would be of value. Key messages Subunit inactivated quadrivalent influenza vaccine (QIV) is effective in elderly people and should be used. The response to vaccination is not consistent and depends on the strain of influenza virus.

Wetlands are not wastelands but wealth lands, which are widely distributed throughout Uganda currently covering 11% of the total land area. They are accessible to a large proportion of the population. As the country's population grows, people increasingly convert wetlands for other land uses such as farming, settlement among others thus making it difficult to enforce legislation for their protection, sustainable management and utilization. Their profound importance to both humans and wildlife calls for a concerted effort to ensure their sustainable utilization and attempts should be made to promote sustainable development of such wetlands with adequate considerations being given to human and environmental requirements. This study was therefore carried out to determine the effect of drainage on organic matter levels and on soil chemical changes in wetland soils in eastern Uganda around the Lake Victoria basin. Secondly, to assess potential lime requirements for drained wetland soils in eastern Uganda around the Lake Victoria basin, this would reflect on wetland soil buffering capacity. In green house studies it was found that drainage of wetland soils led to a reduction of organic matter relative to soil structure and where sulfur and iron were present in large amounts, drainage caused decrease in soil pH to moderately acidic levels; but in cases where exchangeable bases were present in large amounts there was an increase in soil pH. Lime requirements were greater where the amount of clay, organic matter and cation exchange capacity were high. Consequently, such wetland soils had a high buffering capacity. It was concluded that wetland soils should be characterized in terms of potential of acidification, level of organic matter, nutrient content, cation exchange capacity, soil texture and levels of trace elements. Decisions to drain or not to drain should depend on these parameters and other socio-economic considerations for the area.

The Covid-19 pandemic, has emphasised the need to consider the interconnectedness of our planet, and the importance of highlighting new, and previously underrepresented perspectives on global waste management issues. The new corner, “Info from the global world” wants to collect thoughts and impressions from different parts of the world, with the aim of contributing to a more innovative and inclusive waste management studies discourse. The column will promote cultural intersections on issues affecting circular waste management, environmental protection and human health. We will highlight contributions from diverse expert authors who discuss, among a number of topics, how gender inequality and environmental racism can be combated through truly sustainable waste management and how the circular economy and Sustainable Developing Goals can contribute to combating poverty and mitigating waste inequalities. The second issue of the Column features the work of Dare Sholanke and Jutta Guterblet of the University of Victoria, Canada. Their discussion centres the lives and livelihoods of informal recyclers in Western Canada- a topic which has traditionally been contextualised within Global South settings. Sholanke and Guterblet’s reflection is both empirically interesting, as they provide a vivid snapshot of the quotidian vulnerabilities of this group, but also conceptually valuable, as the theoretical framework they utilise could be readily adapted for scholarly use within other contexts. Their conclusions challenge the inclusivity of local waste management systems for informal recyclers, and the further recommendations that continue to come out of this project should be of great international interest.
