The history of ocean renewable energy developments in Australia is reviewed. A layperson’s description of the physical operating principle is given for the main classes of technology that have been tested in Australian waters. The Australian marine domain possesses among the world’s most energetic wave-energy resources, driven by powerful mid-latitude westerly winds. The northern coast of Western Australia has tidal ranges significant on a global scale, and some geographical features around the continent have local tidal resonances. The East Australian Current, one of the world’s major western boundary currents, runs along the eastern Australian seaboard, offering potential for ocean-current energy. Sea-water temperatures in the tropical north-east of Australia may permit ocean thermal energy conversion. While this abundance of resources makes Australia an ideal location for technology development, the population is highly concentrated in a few large cities, and transmission infrastructure has developed over a century to supply cities from traditional power plants. Several wave-power developments have resulted in demonstration of deployments in Australian waters, three of which have been grid connected. Trials of tidal devices have also occurred, while other classes of ocean renewable energy have not yet been trialled. The prospects for marine renewable energy in Australia are discussed including non-traditional applications such as coastal protection and energy export.

In 2016, sustained depressed and volatile oil prices led companies to continue cost reduction strategies. Proposed developments have seen delays and reductions in scope as a result. Australian oil production declined by around 10%. However, new and continued liquefied natural gas (LNG) production bolstered both Australian and global gas supply. Australia was the strongest contributor to global LNG growth in 2016, showing the biggest year-on-year increase. In the first half of 2016, 20% of global LNG came from Australia, second only to Qatar with 29% of the market share. Australia remains on track to become the world’s largest LNG producer in the next 3–5 years. 2016 saw the start-up of Gorgon LNG in March, the first of Chevron’s two North West Shelf LNG projects and the third of several producing, developing and proposed LNG projects within the North Carnarvon Basin – already Australia’s most prolific producing basin. On the east coast, development of the coalbed methane (CBM) to LNG projects continued with an additional train brought onstream at each of the Origin/ConocoPhillips-operated APLNG Project and Santos’ GLNG Project. This further increased production in the Bowen–Surat Basins and drove discussions around the ability of east coast gas to meet both the demands of the LNG projects and ensure continued domestic gas reliability. Additional gas may be required for both, opening opportunities for production from other basins. Gas production continues to drive the Australian industry, with substantial inputs from LNG and unconventional operations. The next phase, in all sectors, will be key to Australia’s future in the global energy market. Will it be able to overcome the expected challenges of global oversupply, continued price volatility and domestic reliability concerns to fulfil its potential?

This Petroleum Exploration Society of Australia review looks in detail at the trends and highlights for oil and gas production and development both onshore and offshore Australia during 2017. Gas production soared while oil production plummeted yet again. Liquefied natural gas (LNG) did well; 2017 was a great year for LNG and 2018 should be even better. There are stark contrasts between domestic gas on the west and east coasts. On the west coast, prices are affordable and supply relatively plentiful. On the east, prices are high and gas is in short supply. This paper canvasses these trends and makes conclusions about the condition of the oil and gas industry in Australia. This paper relies primarily on production and reserves data compiled by EnergyQuest. In its latest review of Australian energy policy, the International Energy Agency comments yet again on the weaknesses of Australian oil and gas statistics. This paper also makes some observations on these weaknesses.

This Petroleum Exploration Society of Australia review looks in detail at the trends and highlights for oil and gas production and development both onshore and offshore Australia during 2018. Total petroleum production climbed strongly for the third consecutive year, driven by LNG. A highlight is the start-up of the INPEX Ichthys project. Production is set for further growth in 2019 with the ramp-up of this project and the start-up of Shell’s Prelude floating LNG project. Prelude and Ichthys are the last projects to be commissioned in a wave of seven new LNG projects that are making Australia the world’s largest LNG exporter and a crucial supplier of gas to Asia, including the largest source of LNG for Japan and China and the second-largest source for South Korea. By contrast, Australian oil production continued to fall rapidly and is now easily surpassed by rising condensate production from new LNG projects. There were stark contrasts between domestic gas on the west and east coasts. On the west coast, prices remain low and supply relatively plentiful. The east coast domestic market was tighter and LNG producers responded by diverting gas supplies to the domestic market. This paper canvasses these trends and makes conclusions about the condition of the oil and gas industry in Australia. This paper relies primarily on production and reserves data compiled by EnergyQuest and published in its EnergyQuarterly reports.

The development of a complex and dynamic system such as the energy sector requires a comprehensive understanding of its constituent components and their interactions, and thus requires approaches that can adapt to the dynamic complexity in systems. Previous efforts mainly used reductionist approaches, which examine the components of the system in isolation, neglecting their interdependent nature. Such approaches reduce our ability to understand the system and/or mitigate undesirable outcomes. We adopt a system dynamics approach to construct an integrated model for analysing the behaviour of the energy sector. Although the Australian energy sector is used as a case study, the model can be applied in other context elsewhere around the world The results indicate that the current trajectory of the Australian energy sector is unsustainable and growth is not being controlled. Limits to growth are fast approaching due to excessive fossil fuel extraction, high emissions and high energy dependency. With the current growth, Australia’s global CO2 emissions footprint will increase to unprecedented levels reaching 12% by 2030 (9.5% for exports and 2.5% for domestic). Oil dependency will account for 43% and 47% of total consumption by 2030 and 2050. By 2032, coal will be the only fossil fuel resource available in Australia. Expansion of investment in coal and gas production is a large risk.

In Australia, exploitation of shale gas is at an early stage. Western Australia has estimated its technically recoverable gas resources at 235 trillion cubic feet (tcf). It is viewed as an exciting economic prospect and decarbonising option for transition to climate change mitigation. The central focus of this paper is to estimate the climate impacts of Australian shale gas fracking and compare with other energy sources. Electricity generation has been considered as end use of gas in export scenarios to Japan and China. Analysis has been done for resource development periods of 20 and 40 years. Carbon footprints of shale gas range from 604MtCO2e to 543 MtCO2e per annum for China and Japan export cases, respectively, for 20 years field lifetime, if 66 tcf of shale gas is exploited and used. This result is roughly equivalent to 115% of Australia's total national emissions for the year 2014. If all technically recoverable shale gas (235tcf) from the Canning Basin in the Kimberley is exploited and exported to China and Japan over 40 years, the annual emissions are double the total Australian national emissions. The result suggests that shale gas has low carbon intensity compared to coal and oil but solar PV and wind are much cleaner energy options for GHG mitigation. The solar PV and wind electricity would produce 8% and 5% of the shale gas electricity emissions, respectively. Unless accompanied by stringent regulation and compliance on the upstream resource development, stage shale gas cannot be an appropriate energy source for sustainable development as opposed to renewable energy sources.

In recent years the media has published articles relating to the high cost of doing business in Australia. The impacts of low productivity, high-labour costs, and poor performance have all been highlighted as ailments with Australia and within the LNG (construction) industry in particular. This has led to views that Australia is a high-cost environment and Australian LNG is expensive. The numbers that are often quoted appear to support these views, however they overlook—and sometimes mask—aspects of individual projects that are important to understand before making any generic pronouncements about the competitiveness of the Australian industry in general. This extended abstract: Exposes the inadequacies of the general comparisons that have been made in the recent past. Demonstrates the actual impact of several identified issues. Demonstrates the importance of decisions made early in the project development cycle by respective owners on the projects and project costs. Identifies the differences and similarities in development and costs of LNG projects in Australia compared to other areas of the world, in particular the US. Examines the impact of lack of collaboration.

2011 was a lacklustre year for Australian hydrocarbon production, however a stellar year for LNG development. Domestic gas production was flat despite two new gas developments, Reindeer/Devil Creek and Halyard/Spar, which came into production during the year. Oil production fell, primarily due to the redevelopment of North West Shelf oil facilities, with Kitan in the Timor Sea being the only new offshore oil field that commenced production. LNG production was also flat however, Final Investment Decisions (FID) were announced for five new LNG projects, including Ichthys early in 2012, bringing the combined value of all eight sanctioned LNG projects to more than $180 billion. This is a huge volume of development, not only for the industry but for the whole Australian economy. Importantly, it has also moved Australia closer to becoming the world’s largest LNG producer. Increasing development costs and competition for skilled labour still remain the biggest challenges for the industry. Introduction of the carbon tax was also an important development in 2011, marking a significant step towards a low-carbon economy and increasing the opportunity for natural gas, but also burdening trade-exposed industries like LNG. The success of unconventional gas in the United States and CSG in Australia has sparked a step-change in exploration and development of unconventional gas in onshore Australia. Consolidation in coal seam gas sector continued on the east coast with the two acquisitions of Eastern Star Gas by Santos and Bow Energy by Arrow Energy. Continuing to effectively engage with the community will be central to the industry’s success.

2010 was another busy year for Australian hydrocarbon production and development. Natural gas production was the standout performer with both domestic gas and LNG production increasing by about 5% compared to 2009. Domestic gas output was strong with significant growth in production from the Gippsland Basin, coal seam methane in the Surat-Bowen Basin, and the start-up of the Blacktip gas project in WA. Domestic gas output is set to reach record levels again next year and has strong growth prospects in the future with final investment decisions being taken on coal seam gas projects in Queensland and the Macedon project in WA. Australian LNG production increased 4.5% in 2010 accounting for 34% of Australian hydrocarbon production. LNG production will grow further in 2011 with first gas expected from Pluto LNG project during the year. Oil production was steady in 2010; however, it is set to increase in 2011 with a full year of production from the Van Gogh and Pyrenees projects. Production levels only tell part of the Australian hydrocarbon story. In addition to the proposed domestic gas and oil projects, the combined value of committed and potential LNG projects in Australia has surpassed $100 billion. A highlight of 2010 was the final investment decision on the A$15 bn Queensland Curtis LNG Project (QCLNG). The first phase of QCLNG will consist of two LNG trains with a combined capacity of 8.5 million tonnes per annum, with first LNG exports expected in 2014. QCLNG is the first of many proposed coal seam gas to LNG (CSG-LNG) developments in Queensland. Other CSG-LNG projects reached significant milestones this year. Of particular note is the federal environmental approval of Gladstone LNG and state environmental approval of Australia Pacific LNG. In WA, the Browse LNG project complied with all Browse Basin retention lease conditions and remains on track for a targeted final investment decision in 2012. Other major LNG projects including Ichthys and Wheatstone also continue to make positive progress towards a final investment decision in the next 24 months. Sunrise, Prelude and Bonaparte LNG set a technology milestone in the industry with all three selecting floating LNG (FLNG) as their preferred development concept. 2010 has also seen the emergence of further new technologies in the form of small scale LNG projects for resources previously considered un-commercial. This has opened the door for South Australia and New South Wales to enter the LNG export market in the future. The Australian hydrocarbon industry continues to grow and its global importance, particularly in LNG, reflected by the increasing number of foreign companies entering Australia. In 2010, Shell and PetroChina increased their involvement in the Australian industry purchasing Arrow Energy for A$3.5 bn. CNOOC has increased its involvement in a number of areas, including purchasing a 5–10% stake in QCLNG and investment in CSM exploration through Exoma Energy. GDF Suez and Total have reinvigorated their interests in offshore WA and Petrobras made their first entry into Australia acquiring an interest in exploration acreage offshore WA. 2010 was an active year for Australian hydrocarbon production and development–continued success depends on the successful execution of committed and proposed projects. Escalation of development costs and a looming skills shortage remain the largest risks to the Australian hydrocarbon industry as multiple projects attempt to move forward simultaneously.

Australia will increasingly need to turn to natural gas to offset declining oil production and meet an expanding global need for clean energy. The Gorgon Development Joint Venture Participants, (ChevronTexaco/Exxon- Mobil/Shell), are poised to develop the significant Gorgon gas reserves located 130 km offshore the North West Australian coast to help fulfil this need.The Gorgon Development has access to extensive proved reserves of 13.8 Tcf and a development plan that can supply gas to a Barrow Island landfall at world competitive prices. Several concepts are being considered for development of the Gorgon reserves.Technology will play a key role, with the extensive use of subsea production facilities and innovative LNG design concepts being considered.The focus is on a design that would have a low unit cost and also provide new benchmarks in safety and environmental performance. The development of the Gorgon reserves could also facilitate the establishment of other gas-based industries in Western Australia and offers the opportunity for new gas-to-liquid (GTL) plants to lead Australia’s transition to a gas-based economy.The Gorgon Development is expected to attract nearly A$4 billion investment for an LNG development and a further A$2 billion for a major industrial gas consumer. Total export income could reach A$2,500 million per year for 30 years.

The article focuses on areas of Australian-Ukrainian cooperation. The author draws attention to Australia’s support for the territorial integrity of Ukraine as well as continuation of the sanctions regime against the Russian Federation. Australia has completely abandoned its activities on the Crimean peninsula, supported all the Ukrainian international initiatives on human rights protection in Crimea. As for the Donbas, Australia officially recognizes the conflict as a foreign invasion, not a civil war. The article deals with important areas of bilateral relations: restoration of the Australian-Ukrainian parliamentary friendship group in the Australian Parliament; the first-ever visit of the President of the Australian Senate to Ukraine; efforts to upgrade the level of Australian diplomatic representation in Ukraine; opening of the Honorary Consulate of Ukraine in Sydney; cooperation on the MH17 plane crash investigation, both bilateral and international; statement of the Australian Senate on the occasion of the 85th anniversary of the 1932-1933 Holodomor in Ukraine; finally, further expansion of areas of collaboration. Economic cooperation is being developed in the nuclear energy sphere. The establishment of the Australian Space Agency, development of energy cooperation as well as synergy in the Antarctic open new opportunities for Ukraine. The role of the Ukrainian diaspora in promoting the interests of Ukraine in Australia deserves particular attention. The author argues that despite geographical remoteness, Ukraine and Australia do share common values. In days of great global turmoil, this fact acquires particular significance. Geodynamics Limited is nearing the completion of its ‘proof of concept’ hot fractured rock (HFR) program to extract superheated hot water for electricity generation from granite buried beneath the Cooper Basin. Difficult drilling conditions were discovered in the target granite when the Habanero–1 well penetrated permeable sub-horizontal fractures at more than 4,000 m depth. The well was completed at 4,421 m with overpressures in the fractures around this depth exceeding pressures projected from a hydrostatic gradient by more than 5,000 psi. The static rock temperature at the bottom of the well is about 250°C.The overpressures assisted in the development of the world’s largest underground heat exchanger, a volume of rock more than 0.7 km3 defined by more than 11,700 microseismic events located on-site during the injection of 23 ML of fresh water into the granite fracture network. The horizontal heat exchanger is more than 2 km north–south, more than 1 km east–west and more than 300 m thick. During its development there was no evidence of direct upwards growth towards the sedimentary cover, which is at about 3,700 m, though a small number of events were observed above the main cloud of events. From production logging surveys, a major fracture at a depth of 4,254 m is interpreted to have taken most of the flow during the injection.The second well (Habanero–2) was located 500 m southwest of the first. Before intersecting a major fracture, interpreted to be an extension of the dominant fracture in Habanero–1, it was drilled to a depth of 4,325 m. At this depth, total drilling circulation losses were encountered which were only partially overcome with the pumping of calcium carbonate lost circulation material. During the operation the lower 245 m of the drill stem was irretrievably lost, and the well was subsequently sidetracked to a total depth of 4,358 m, just below the main fracture.Flow and circulation testing between the two wells in early 2005 is designed to demonstrate the economic potential of the far-field geothermal system and the heat exchange volume between the two wells.

Tourism contributes to the growth of an economy via earning foreign currencies and employment opportunities. However, tourism also contributes to greater energy consumption because of various tourist activities such as hotel accommodations and transportation. This study investigates the long-term cointegrating relationship between international tourist arrivals and primary energy consumption in Australia. In addition, the roles of gross domestic product, gross fixed capital formation, financial development, and total population on energy consumption are also examined. The study covered the last four decades (1976–2018) using data from the Australian Bureau of Statistics, BP Statistical Review, and the World Development Indicators. Augmented Dickey-Fuller, Phillips-Perron, Autoregressive distributed lag (ARDL) bound tests, Johansen and Juselius, Bayer-Hanck cointegration test, and several key diagnostic tests have been conducted to assess the relationship. The estimated results indicate that tourist arrivals, gross domestic product, and financial development have a significant long-run cointegrating relationship with energy consumption. Policy measures are suggested based on the findings of this study.

According to the 2020 Climate Change Performance Index, Australia was ranked as the worst-performing country on climate change policy. The country has an ambivalent record of climate policy development as well as implementation, and has been criticized for its inaction. This paper considers why the country has been locked in climate policy “paralysis” through analyzing defining attributes of such a paralysis, and the tentative connections between domestic energy policies and international trade and development. We conducted a media content analysis of 222 articles and identified media narratives in three cases of energy projects in the country involving thermal coal exports, domestic renewable energy storage, and closure of a domestic coal power station. The analysis reveals that policy paralysis in Australian climate change policy can be traced back to the countervailing arguments that have been pervasive around domestic energy security, rural employment and international energy poverty. The political establishment has struggled to develop a sustainable consensus on climate change and the citizenry remains polarized. We also discuss how a “focusing event,” such as a major natural disaster can break the impasse but this is only possible if energy security at home, energy poverty abroad and employment imperatives across the board are clearly delineated, measured and prioritized.

Darwin Port plays a critical role in the Northern Territory’s export-oriented economy and in supporting the economy of northern Australia more generally. Darwin Port is the only true multi-modal port in northern Australia, with direct connectivity to southern Australia and beyond via the southern rail link. The port has developed rapidly over the past decades, with redevelopment of the Waterfront Precinct, development of numerous residential marinas, construction of the East Arm Wharf and marine supply base, and construction and operation of liquefied gas processing and export facilities. Future development plans include Middle Arm Industrial Precinct and Marine Industry Park. These developments have resulted in an order of magnitude increase in dredging requirements, an increase in vessel traffic and an increase in public focus on environmental quality within the harbour. A coordinated, multi-agency approach to understand the complex marine environment of Darwin Harbour has underpinned much of the development activity and provided a sound scientific basis to evaluate potential environmental impacts associate with past and future developments. Through a hierarchical process of environmental assessment and identification and mitigation potential risks, the Australian Institute of Marine Science has partnered with industry, government and other research providers to deliver projects to map and assess habitats, monitor environmental attributes and evaluate potential impacts, and provide environmental information in novel and accessible ways to support harbour operations and inform strategic planning. The partnership approach adopted for Darwin Harbour serves as a model for leveraging resources to understand and manage environmental and operational risks in northern ports.

Australian projects designed for the production, distribution and use of energy are generally governed by specific legislation within individual States, mostly for the promotion and regulation of resource development. These projects are also subject to environmental protection provisions in Commonwealth and State legislation, in particular environmental impact assessment legislation, which has a much longer history than in Europe. This paper examines the application of the Commonwealth and the South Australian environmental impact assessment legislation to South Australian energy related projects, focusing on the period from 1982–1993. The paper notes the importance of the State government and its instrumentalities in all major energy supply and energy use projects. The paper also notes that significant energy related projects are subject to public scrutiny through the environmental impact assessment process in South Australia but that key energy policy decisions which may also have significant impacts are not subject to the same public scrutiny. The paper concludes by canvassing strategic environmental assessment options as an alternative to project based assessment for energy related projects.

Australia could have shale gas resources several times bigger than the existing conventional gas resource base, which is estimated at about 5,300 BCM (190 TCF) by Geoscience Australia (GA). The Australian Government has no estimate of potential shale gas resources. The US Department of Energy (EIA) in 2011 estimated Australian shale gas resources to be 400 TCF. The quantity of this estimate is supported by an Australian study—which estimates resources of 600 TCF—conducted by Advanced Well Technologies (AWT) in conjunction with DSWPET. While there are significant technical differences between the shale gas plays in the US and Australia, it is too early to tell if the technical differences are barriers. There are also significant differences in the commercial landscape. The lack of capacity in Australia has lead to much higher costs for drilling and fracture stimulation than in the US. The size of the domestic gas market is much greater in the US and its existing infrastructure allows for production to come onstream quickly. In Australia this infrastructure is not present in most areas and the domestic market cannot support another large gas development. Perhaps the greatest challenge to this great opportunity is politics. There is a public, hence political,perception that all gas sources have the same gasland problems. These perceptions can be changed. First, the petroleum industry and governments need to understand the potential size of the gas resource and the possible strategic opportunity for Australia. Also these parties need to recognise that the shale gas resources are often located away from areas of high social and environmental impact. Once these factors are understood by these parties, factual information about the environmental impact of shale gas plays in comparison with coal seam methane and other alternative gas supplies can be factored into gas resource planning.

Enteric fermentation from livestock is a large source of methane, which has a global warming potential 23 times that of carbon dioxide. In Australia, enteric emissions from the livestock sector contribute 10% of Australia’s greenhouse gases. The northern Australian beef industry about 16 million animals is a major contributor to these emissions. However, relative to temperate systems, comparatively little research has been conducted on enteric methane emissions from tropical feeding systems. This paper describes a modelling approach that estimates cattle methane emissions for various bioregions of northern Australia. The approach incorporates a metabolisable energy based model of animal production linked to a property herd economic model. This provides a flexible tool to evaluate animal and property herd dynamics on regional methane yields and liveweight productivity, as well as to assess financial impacts. The model predicts that an important determinant of methane output per unit of product is reduced days to market. Reduced days to market may be achieved through a range of energy supplementation and marketing strategies.

This extended abstract identifies potential strengths in the resources sector supply chain, with particular reference to the oil and gas sector. It identifies areas of strength in the supply chain, particularly in fields such as geotechnical services, software, instrumentation, electrical engineering, project management, consultancy, and so on. It argues for a consistent policy approach across the many policy- and service-provision actors involved to maximise industry-development chances in the medium and long term. The economic benefits of the price, investment, and volume impacts of the present phase of mineral and resource development are well documented. They are expected to generate a continuing step increase in Australia's GDP, with benefits that will last for many years. Many actors are involved in shaping policy and providing research and other services across the commonwealth and state spheres. Relevant actors extend beyond government to agencies such as the CSIRO, the CRCs, industry associations, and research capabilities of universities and other institutions pertinent to the sector. The policy setting is complex, but there is an opportunity to build on and expand the industry and services base underpinning the resources-sector supply chain. In this regard, Australia can learn lessons from Norway where a deliberate policy strategy has helped established a vibrant offshore sector, admittedly in a considerably different institutional context. This extended abstract reviews the Norwegian experience against Australian developments and seeks to understand the role policy has played in this case. This experience is then transposed to the Australian situation.

Purpose – This paper aims to examine the potential for “triangular cooperation” between investment partners from Australia, China and host African nations to contribute to the economic development in Africa. Design/methodology/approach – The paper discusses a number of complementarities between Australian and Chinese investors in mining, agriculture, energy, research and education and finance – sectors vital to Africa’s future development. These complementarities are examined in light of recent development studies on the benefits of triangular cooperation and recent literature examining links between foreign direct investment (FDI) policy and economic development. Findings – The paper concludes that there is much to be gained by making the most of the existing and potential synergies between Australian, Chinese and local investors in African settings. Research limitations/implications – The implications of this paper are, first, that African nations should keep the benefits of triangular cooperation in mind when designing FDI policies and, second, that Australian and Chinese investors should be more willing to explore potential investment partner synergies when investing in Africa. The paper also suggests an agenda for future research into how good design of FDI policies might best promote healthy economic development in African nations. Practical implications – Australian and Chinese companies should be more willing to explore potential avenues for cooperation when investing in Africa, while African governments should be more mindful of how rules and policies can maximise the local benefits of FDI. Social implications – African governments should be more mindful of the quality, rather than the quantity of FDI when drafting relevant laws and policies. Originality/value – The value of the paper is in applying the concept of “triangular cooperation” to direct investment. The paper also provides an original focus on Australia-China investment synergies in African settings.

Indonesia is rapidly becoming a major coal producer of thermal coal and there is little need for conventional coal preparation of the generally low ash coal. However, much of Indonesia's lower grade coal is high moisture, high volatile sub-bituminous and new methods of thermal moisture reduction and briquetting will have to be used to increase quality, particularly for export. The coal briquetting industry in Indonesia is also planned to grow dramatically to some 4 M tpy to conserve Indonesia's oil products. Australia's mature coal industry has been carrying out a considerable amount of practical research and development with programmes that will result in improved process control and optimization resulting in increases in yield and better quality control.

In Australia the shale gas debate has been polarised between those extolling its virtues with unchecked enthusiasm on one side and deep wariness on the other. How can we re-imagine Australia’s energy future and what is the proper place for shale gas? With 396 trillion cubic feet of potential shale gas reserves (CSIRO, 2012), Australia stands on a precipice of a golden age of gas, but only if those reserves can be developed profitably and with a higher level of community support and understanding. The development of a shale gas industry is likely to transform the nation’s domestic gas and export LNG markets, increase energy security, and bolster the Australian economy. Community concern and infrastructure constraints, however, stand as barriers to the realisation of the industry. The US is one of the few countries to have developed shale gas to a commercial scale. Facilitative government policies, extensive infrastructure networks, open-access policies, a favourable regulatory framework, a highly competitive industry, and a strong R&D focus have allowed the shale gas industry to flourish. Meanwhile, the nascent Australian unconventional gas industry grapples with community support, regulatory duplication and delays, conflicts about competing resources, productivity decline, and rising capital and labour costs. The development of major CSG to LNG export projects in Queensland will promote competition for gas between domestic and international customers. The eastern Australia domestic gas market will no longer be insulated from the world gas market and the domestic gas price is likely to rise to meet international prices. A shale gas industry in Australia could provide part of the solution to future domestic gas shortages and price hikes. To develop an Australian shale gas industry, however, proponents will require a social licence to operate and access to infrastructure. Government and industry need to act now to implement a coordinated strategy that will enable proponents to secure and maintain their social licence and obtain adequate access to infrastructure. While the existing Australian unconventional gas industry and overseas shale gas experiences are defined by a specific set of circumstances and differ from the Australian shale gas experience in a number of important respects, lessons from shale gas projects abroad is paramount to shaping a mature debate and ensuring this potential opportunity is realised.

If a fraction of the national potential to produce unconventional gas is realised, then Australia will benefit: security of domestic and export gas supplies for decades to come; supply-side competition for decades to come; improved balance of trade and transport fuel security as Australia's supplants imports with gas-based transport fuel; billions of dollars invested in environmentally sustainable projects; thousands of jobs; considerable royalties and tax for revenues public good; and, world-class intellectual property that can be converted into export services and equipment. Given these drivers, the SA State Government convened a Roundtable for Unconventional Gas Projects in October 2010. Participating in this roundtable are a total of 260 organisations plus individuals, including: peak representative bodies focused on economic, social, and natural environment outcomes; and, companies, universities, and key agencies from all state, NT, and commonwealth governments. This roundtable informed a Roadmap for Unconventional Gas Projects in South Australia that was published in December 2012. The objectives of this roadmap are to credibly inform industry strategies, government policies, and public perceptions. In particular, this roadmap explains how people and enterprises potentially affected by unconventional gas operations are given information and time to draw considered views so their rights to object in part or full to activity—and location-specific land access—are supported. This will facilitate the efficient, profitable, and welcomed deployment of capital, technologies, and infrastructure for the commercialisation of unconventional gas. This extended abstract details the findings of this roadmap.

The agriculture sector in northern Australia is vulnerable to the impacts of climate change and climate variability. Climate change risks for future agricultural development include higher atmospheric temperature, increased rainfall variability and an increase in the frequency and severity of extreme weather events such as floods, droughts, heatwaves and fires. An uncertain future climate can affect agricultural production, efficient resource use and sustainable livelihoods. A balance needs to be achieved between resource use and livelihood security for sustainable agricultural development amid stressors such as climate change. This paper examines sustainable agricultural development in northern Australia using the environmental livelihood framework, a new approach that explores the relationships between water, energy and food resources and the livelihoods they sustain. The study shows that developments in the renewable energy sector, water infrastructure sector and advances in research and development for climate resilient infrastructure and climate resilient species are likely to improve agricultural production in northern Australia. Measures to attract and retain agricultural workforce is also key to maintaining a sustainable agricultural workforce in northern Australia. Adequate monitoring and evaluation of agricultural investments is important as future climatic impacts remain uncertain.

John Hartwell is Head of the Resources Division in the Department of Resources, Energy and Tourism, Canberra Australia. The Resources Division provides advice to the Australian Government on policy issues, legislative changes and administrative matters related to the petroleum industry, upstream and downstream and the coal and minerals industries. In addition to his divisional responsibilities, he is the Australian Commissioner for the Australia/East Timor Joint Petroleum Development Area and Chairman of the National Oil and Gas Safety Advisory Committee. He also chairs two of the taskforces, Clean Fossil Energy and Aluminium, under the Asia Pacific Partnership for Clean Development and Climate (AP6). He serves on two industry and government leadership groups delivering reports to the Australian Government, strategies for the oil and gas industry and framework for the uranium industry. More recently he led a team charged with responsibility for taking forward the Australian Government’s proposal to establish a global carbon capture and storage institute. He is involved in the implementation of a range of resource related initiatives under the Government’s Industry Action Agenda process, including mining and technology services, minerals exploration and light metals. Previously he served as Deputy Chairman of the Snowy Mountains Council and the Commonwealth representative to the Natural Gas Pipelines Advisory Committee. He has occupied a wide range of positions in the Australian Government dealing with trade, commodity, and energy and resource issues. He has worked in Treasury, the Department of Trade, Department of Foreign Affairs and Trade and the Department of Primary Industries and Energy before the Department of Industry, Science and Resources. From 1992–96 he was a Minister Counsellor in the Australian Embassy, Washington, with responsibility for agriculture and resource issues and also served in the Australian High Commission, London (1981–84) as the Counsellor/senior trade relations officer. He holds a MComm in economics, and Honours in economics from the University of New South Wales, Australia. Prior to joining the Australian Government, worked as a bank economist. He was awarded a public service medal in 2005 for his work on resources issues for the Australian Government.

<p>Communities around the world adapt to warming climates in a number of ways. Adaptations can often be energy intensive or dependent on expensive infrastructure to cope with harsh weather, so the use of renewable energy and energy efficient housing is becoming an increasing feature in conversations about climate change adaptation. The cost of energy for households continues to increase, with this cost adding considerable financial pressure on low-income households in both developed and developing countries. The concept of ‘energy poverty’ is gaining utility around the world to highlight the prevalent dilemma faced by low-income households that they cannot afford the level of energy use to maintain their desired livelihood. In regions of the world with extended periods of extreme weather, households can allocate as much as 20 per cent of their budget on energy consumption to maintain comfortable housing. Research by the authors indicates that effective adaptation must not add to the financial burden on low-income households, if the liveability of Australia’s semi-arid region is to be sustained.</p>

Managing its growing greenhouse gas emissions has become a key issue in Australia’s energy and environmental policy.Geological storage (or geosequestration) of carbon dioxide emissions produced by power stations and gas processing plants is being promoted as an innovative way to combat the threat of climate change. Australian governments and industry are interested in the process because it would allow Australia to continue to rely on its extensive fossil fuel reserves as an energy source and export commodity into the future. The process, however, is still in an experimental phase. If geosequestration does prove to be a viable technology then regulatory changes will be required to facilitate large-scale commercial use.This paper discusses the status of geosequestration development in Australia. It considers some of the key legal and regulatory issues that would need to be addressed to allow geosequestration projects to proceed, including:jurisdictional issues between State and Commonwealth governments;access to land and rights to use storage sites;priorities between competing land uses;potential application of third party access regimes to geosequestration infrastructure;potential legal liabilities, especially over the longer term; and,the extent to which a consistent national approach to the regulation of geosequestration may be required. Gjøa was the largest field development project in Norway in 2010. Gjøa was proven in 1989 and are now being developed together with nearby Vega satellites. The combined reserves are estiThe recent Gjøa field development in the North Sea has many features that are relevant for the oil and gas developments north of Western Australia. While the field location is not very similar to the north of Western Australia, the field development solution is very relevant. Several subsea clusters are tied back to a semi-submersible platform with export of gas and condensate via pipelines to shore. Other aspects to the project that are relevant to Western Australia are split location engineering between Norway and India, fabrication of the hull in Korea and subsequent heavy lift transport to the assembly yard, pre-installation of the mooring system, and tow to field with ocean going tug boats. The semi concept, which was used for the Gjøa development, is a mature technology with few technical challenges on a conceptual level. On the other hand the building of an oil and gas platform for A$2 billion has many challenges, both economical and technical, that have to be solved to have a successful project for both the client and the contractor.

The World Economic Forum has identified that the oil and gas (O&amp;G) industry must lead the process of its own transformation by innovation and multistakeholder collaboration. The Capital Project Complexity initiative is an industry-wide, noncompetitive collaboration on standardisation and use of procurement specifications. Australia is now a major contributor to this collaboration which has brought together all the major O&amp;G operators through the International Association of Oil &amp; Gas Producers (IOGP) network and the standardisation bodies including International Organization for Standardization (ISO), American Petroleum Institute Standards, European Committee for Standardization, Gulf Cooperation Council Standardization Organization, Standardization Administration of China, Standards Australia (SA) and many more. The focus is on developing common international standards through an IOGP Standards-ISO/TC67 link and standardised equipment specifications linking to these standards through IOGP-JIP33. Australia contributes via SA’s mirror committee ME-92, which is now fully established with direct involvement in the ISO/TC67 9 subcommittee areas and 13 working groups covering 261 current and developing standards. In September 2020, the first of these standards, AS ISO 29001, was identically adopted as an Australian standard. With the Australian experts now ensuring ISO Standards will incorporate Australian industry expertise, knowledge and regulatory requirements where possible future revisions will enable them to be adopted as the next revision of the Australian standard. This industry-wide collaboration will ensure future project costs are optimised and safety enhanced through use of the global industry knowledge while also reducing the need to write local standards. This study describes Australia’s strategy being pursued to align with the global industry. It also provides information on how this network is supporting the development of knowledge transfer to the decommissioning and new energy industries that will form Australia’s future.

This extended abstract discusses local content opportunities in economic development for the Aboriginal community. Local content requirements have become a strategic community development consideration during the past few years. This abstract links the topics of local content commitments and indigenous economic development via leveraging relationships with indigenous contractors in Australia. The creation of indigenous businesses that strive to succeed in the market and compete with non-indigenous companies is key in developing sustainable working opportunities for indigenous Australians. Many oil and gas players have publicly committed to contribute to indigenous business participation offering contractual opportunities and designing capacity-building programs and initiatives. The market for indigenous contractors services is, therefore, rapidly growing and presents considerable opportunities for existing and new players providing services to the resources industry in Australia. The specific demand is driven by corporate social responsibility policies and by the limited capacity of suppliers to deliver what is required by large new and expansion projects in the resource (both mining/oil and gas) sectors in Australia to maintain their social licence to operate. We present the results of a survey about policies and practices of some of the leading oil and gas operators in Australia, highlighting best practices in indigenous business engagement. We also analyse (from interviews with indigenous enterprises) barriers and issues encountered so far in indigenous contracting. International examples about the impact that indigenous enterprises can have on local community social and economic development complement the survey. Note: the term indigenous as used in this extended abstract refers to Aboriginal and Torres Strait Islander Australians.

At the 2011 UN climate summit in Durban, agreement was reached on rules for the inclusion of carbon capture and storage as part of the Clean Development Mechanism. Advocates of the technology have hailed this as a major milestone, and it is widely predicted that the industry will now grow considerably. Australia, with significant geological formations and enabling legislation already in place at both federal and state levels, is likely to be one of the countries pioneering this growth. The CDM decision, being the first internationally agreed set of rules for CCS, provides an important benchmark against which to assess Australian legislation. In this context, the article reviews the legal frameworks for CCS in Australia. Interestingly, Australia’s CCS laws would not satisfy the standards set for host-country legal frameworks under the CDM. However, Australia does offer some lessons that may be useful for the regulation of CCS in other jurisdictions.

The growth in domestic and global demand for energy has encouraged the development of new and innovative sources of energy. In Australia, the coal seam gas (CSG) industry has been in the vanguard of these advances with significant investment already in place to develop major CSG projects in Queensland. This rapid rise has highlighted the potential for other unconventional resources with proponents now exploring for new resources, such as shale gas, across Australia. Governments have generally attempted to support the development of these new industries. Regulatory reform has addressed the bespoke regulatory issues presented by unconventional gas production particularly in respect of water, land access and co-existence with other industries. Despite this the onshore gas industry continues to face political uncertainty, community division and divergent regulatory responses. Industry has consistently called for regulatory reforms to address duplication, remove unnecessary costs and improve approval processes to speed project delivery and enhance project returns while maintaining robust environmental protection obligations. State and Federal governments have responded to these calls for action in varying ways. While there is much to approve of in each of these processes each presents specific issues and risks that must be considered before they are implemented or more broadly adopted. Therefore, the question arises: What is the best long-term regulatory approach for the sustainable development of Australia’s unconventional resources? This paper reviews existing Australian regulatory approaches and analyses how regulators, industry and the community can work together to develop and implement a regulatory framework that achieves their respective objectives.

Unconventional gas resources, defined as low- permeability sandstone, coal seam and naturally- fractured shale gas reservoirs, represent a huge potential resource for future natural gas supply in Australia and around the world. Because low individual well-production rates are often the norm, unconventional reservoir development may involve the drilling of hundreds of wells to make the economics attractive. Thus, careful planning, sound development strategies and cost control are critical for project success.Virtually all unconventional gas resources must be stimulated to be economic; stimulation costs are often the most significant amount of the total well expenditure. Thus, a cost-effective method for reservoir characterisation and fracture treatment optimisation is required. Because of marginal economics, techniques used to analyse the process and results are often oversimplified; this can lead to confusing or inadequate descriptions of the complex behavior of a hydraulically-fractured, low- permeability reservoir and in some cases bad development decisions. Detailed data collection programs and fracture treatment optimisation strategies are essential to adequately address the technical issues involved in unconventional reservoir development.Besides the technical challenges associated with unconventional gas development, good forethought is necessary as to the planning and execution of the overall project. The development scenarios for coal seam and low-permeability sandstone gas resources are highly statistical and succeed or fail based on the average performance of the group of wells within the project. Following proven guidelines and methods during development while integrating key technologies into the planning and optimisation process are essential for success in unconventional reservoir development.

This extended abstract looks at the next wave of capital investment and presents recommendations on how to sustain Australia’s energy future. Australia has a significant opportunity to build future resilience and sustained growth through energy reform. This extended abstract draws heavily on the World Economic Forum's global energy architecture performance index (EAPI), developed in collaboration with Accenture, which ranks 125 countries globally on how well their energy system delivers economic growth and development, environmental sustainability and energy security and access. It is recommended that Australia should apply lessons from the global community and actively implement solutions to sustain the country's energy future. Using case studies from oil and gas regions around the world, recommendations are made to improve competitiveness and secure Australia’s position as a leading global energy supplier.

A well-known and accepted competitive advantage, which facilitates inbound investment into the Australian oil and gas industry, is the stability of Australia’s tax and regulatory system. Having said this, inbound investors are faced with numerous challenges in seeking to navigate and understand Australian tax issues associated with not only ensuring the successful completion of a transaction but to also manage their ongoing after-tax return on investment. These investors are exposed to Australia’s complex international tax landscape, given the level of cross-border investment, financing, profit repatriation, transfer pricing and exit/sell down issues. The key is for inbound investors to understand, monitor and pro-actively manage their international tax affairs as efficiently and effectively as possible. Office buildings constitute a significant proportion of the non-residential building stock. In recent years, various rating tools have been developed to foster green office building development. The Green Building Council of Australia (GBCA) has developed the Green Star - Office rating tools for this purpose. There are an increasing number of stakeholders adopting these tools to showcase their efforts in sustainable development. This research focuses on the challenges and barriers in obtaining GBCA ratings in Australian Office buildings. To accomplish this, the scoring sheets from the rating of 264 certified office buildings were collected and critically analysed. The findings indicated that credits related to the attributes of innovation, ecology and energy are comparatively difficult to achieve. It was also found in this study that a large number of projects did not apply for the specific credits of refrigerant global warming potential, re-use of façade, topsoil and fill removal from site, and individual comfort control. This study provides a useful reference to both the property developer and the Green Building Council of Australia for green building developments in the future. In particular, the findings provide useful inputs to the development of the next generation of green building rating tools.

Peter Green is the Geoscience Manager: Energy Geoscience in the Geological Survey Queensland and has extensive experience in basin studies, geoscience and the development of petroleum regulation in Queensland. This paper provides a summary of the land releases for petroleum exploration for onshore areas and coastal waters of Australia for 2010. The summaries include upstream petroleum acreage opportunities for the states and the Northern Territory, and geothermal energy exploration opportunities. The rise in interest in export liquefied natural gas projects has ensured petroleum exploration and production has remained strong. Interest in acquiring petroleum acreage to explore for both conventional and non-conventional plays remains high. Australian state and the Northern Territory governments continue to provide access to land and promotional opportunities for companies to undertake exploration and development of our petroleum resources. Acreage on offer provides a mix of exploration opportunities from conventional oil and gas through to the unconventional plays such as shale gas and tight gas. This change in acreage on offer reflects the changing nature of the onshore petroleum industry in Australia.

A Smart City is a solution to the problems caused by increasing urbanization. Australia has demonstrated a strong determination for the development of Smart Cities. However, the country has experienced uneven growth in its urban development. The purpose of this study is to compare and identify the smartness of major Australian cities to the level of development in multi-dimensions. Eventually, the research introduces the openings to make cities smarter by identifying the focused priority areas. To ensure comprehensive coverage of all aspects of the smart city’s performance, 90 indicators were selected to represent 26 factors and six components. The results of the assessment endorse the impacts of recent government actions taken in different urban areas towards building smarter cities. The research has pointed out the areas of deficiencies for underperforming major cities in Australia. Following the results, appropriate recommendations for Australian cities are provided to improve the city’s smartness.

This paper analyses the WA legal framework that regulates the impact of shale and tight gas project development, especially during the extended appraisal phase. It assesses whether the existing regulatory framework in WA is more suited to conventional petroleum projects, particularly regarding the application of the Environmental Plan requirements, and triggers for referral to the Environmental Protection Authority (EPA) during the extended appraisal phase of project development. This paper not only seeks to understand whether the existing framework is suited to the commercial development of shale and tight gas resources in WA, it also provides information and points of discussion for industry and regulators so that there might be a consensus in the development of shale and tight gas (especially during the field appraisal and development phase) in the existing WA regulatory framework, and the development of shale gas resources in Australia generally. The paper initially considers the existing regulatory framework of shale and tight gas activities in WA, including an examination of the Western Australian Department of Mines and Petroleum as the lead agency in the development of unconventional gas resources. It also assesses whether the existing regulatory framework for shale and tight gas activities in WA is best practice for the appraisal phase of shale and tight gas activities.
