The article researches the practice of delimiting an accomplice from a co-executor. In cases where an accomplice intellectually or physically assists in the commission of a crime in the future or promises to provide such assistance after its completion, problems with the qualifications of his actions, as a rule, do not arise. A particular difficulty represents the legal assessment of the elimination of obstacles by the accomplice of the encroachment by the “main” performer. The author sets himself the goal of a scientifically grounded definition of the type of accomplice in a crime, which contributes to its commission by eliminating obstacles in the process of fulfilling the objective side. To achieve this goal, the normative and formal legal approaches were used, the decisions of the Supreme Court of the Russian Federation and the doctrinal provisions of the criminal were studied were studied. In the article, the author reasonably proposes that a person who removes obstacles to the implementation of the method of crime during the execution of its objective side be recognized as a co-executor. When deciding on the content of the objective side, one should issue not only from the abstract features of the corresponding composition, but also take into account the specific method of the actually committed encroachment. It is proposed to clarify in the legislative definition of an accomplice that a person who contributed to the commission of a crime by eliminating obstacles is recognized as an accomplice only if such elimination was carried out at the stage of preparation for the crime.

AbstractThe introduction of efficacious new hepatitis C virus (HCV) treatments galvanized the World Health Organization to define ambitious targets for eliminating HCV as a public health threat by 2030. Formidable obstacles to reaching this goal can best be overcome through a micro-elimination approach, which entails pursuing elimination goals in discrete populations through multi-stakeholder initiatives that tailor interventions to the needs of these populations. Micro-elimination is less daunting, less complex, and less costly than full-scale, country-level initiatives to eliminate HCV, and it can build momentum by producing small victories that inspire more ambitious efforts. The micro-elimination approach encourages stakeholders who are most knowledgeable about specific populations to engage with each other and also promotes the uptake of new models of care. Examples of micro-elimination target populations include medical patients, people who inject drugs, migrants, and prisoners, although candidate populations can be expected to vary greatly in different countries and subnational areas.

In Case C-76/90 Säger, the European Court of Justice (ECJ) held that the EU free movement provisions require not only the elimination of all discrimination on grounds of nationality but also the abolition of any restriction, when it is liable to prohibit or otherwise impede economic activities. A national measure that is liable to prohibit or otherwise impede economic activities restricts free movement even in cases where there is no allegation of discrimination on grounds of nationality. The alleged 'problem' with this formulation is that it makes no reference to the size or scale of the impediment: it is sufficient that there is one or liable to be one (there is no de minimis rule). Also, it is not necessary to establish a discrimination of cross-border activity. It is a controversial question whether, on this basis, non-discriminatory tax measures can be tested against the free movement provisions. The prevailing view in literature is that the Säger formula cannot, without modification, be applied in direct tax cases, because another approach would encroach too much on the tax sovereignty of EU Member States. This article examines whether this fear is justified. It does so by having recourse to Robert Alexy's theory of principles and a thorough analysis of ECJ case law.

AbstractThe paper discusses the right to water as an integral part of a third generation rights in terms of its feasibility. The author tries to point out the need of participation of the private sector in solutions for effective elimination of indisputable humanitarian crisis in the world caused by scarcity of the clean water and most importantly by inadequate access to clean water sources. A long time struggle towards fighting poverty and ensuring basic need for life only by means of official authorities proves that despite indisputable political and normative progress, states consistently fail in meeting demands of implementation. Therefore the author emphasizes the necessity of cooperative action of a private sector and public sector stemming into a participative solution.

Abstract The paper proposes solution for two important issues connected to navigation of independent mobile platforms in an unknown environment. First issue relates to obstacle map, estimated based on stereovision images. It provides a basis for further platform path-planning. The main problem that has to be solved in obstacle map derivation is elimination of artifacts resulting from depth estimation. Thus a two-step artifact filtering procedure is proposed, which exploits both within-frame spatial correlations as well as temporal, between-frame correlations to do this task. Second procedure, based on well-known Lees algorithm is designed for obtaining vehicle collisionless path. Such routes need to be updated on-the-fly to take into account moving obstacles or newly detected objects. The main idea of the proposed approach is to identify regions where environment has changed and to execute a procedure of selective path updates. As a result, an optimal path can be derived at a computational expense comparable to the heuristic Lifelong A* search. Experiment results demonstrate efficiency of the two discussed approaches for platform operation control in real environments, where both static and moving obstacles are present.

Despite the decrease in malaria mortality and morbidity, it remains a significant public health problem in India. India is targeting malaria elimination from the country by 2030. Different areas in India are in different phases of malaria elimination. The emerging resistance in vectors as well parasite have added necessity to accelerate the malaria elimination programme. Forested areas remain the foci for malaria transmission due to favourable human and environmental factors. Here, we analysed the longitudinal data from 2000 to 2019 to see the trends in forest malaria in India. Population living in forested areas are major malaria contributors. From 2000 to 2019, ~32% of malaria cases and 42% of malaria related deaths were reported from forested districts which represent only ~6.6% of the total Indian population. Increasing insecticide resistance, a high percentage of submicroscopic infections and challenging to test and treat communities are the crucial components of the prevailing obstacles of forested malaria. To achieve the elimination goal, efforts should be intensified with more resources diverted to the forested areas. Malaria control in forested areas will bring fruitful results for malaria control in India.

Tuberculosis (TB) still represents a major public health issue in spite of the significant impact of the efforts made by the World Health Organization (WHO) and partners to improve its control. In 2014 WHO launched a new global strategy (End TB) with a vision of a world free of TB, and a 2035 goal of TB elimination (defined as less than one incident case per million). The aim of this article is to summarise the theoretical bases of the End TB Strategy and to analyse progresses and persistent obstacles on the way to TB elimination.The evolution of the WHO recommended strategies of TB control (Directly Observed Therapy, Short Course (DOTS), Stop TB and End TB) are described and the concept of TB elimination is discussed. Furthermore, the eight core activities recently proposed by WHO as the milestones to achieve TB elimination are discussed in detail. Finally, the recently published experiences of Cyprus and Oman on their way towards TB elimination are described, together with the regional experience of Latin America.New prevention, diagnostic and treatment tools are also necessary to increase the speed of the present TB incidence decline.

The subject. The article analyzes the legal rules of the Eurasian Economic Union (hereinafter ‘EAEU’) Member States that may potentially create barriers for access to the single market for services in the field of scientific research through establishing requirements for state registration (accreditation, licensing, etc.) of a scientific research participant. These procedures of registration (accreditation, licensing, etc.) may be relevant for the purposes of receiving the preferential tax treatment. The authors consider possible ways to overcome these obstacles. The aim of this paper is to identify typical obstacles remaining at the level of EAEU Member States’ national legislation and preventing respective participants from an access to the scientific research single market. The authors dare to identify the appropriate means of overcoming these obstacles. The methodology. The authors apply formal logical and comparative legal methods as well as analysis, literal and systematic interpretation of the domestic legal rules of the EAEU Member States and the EAEU legal framework. The main results, scope of application. The results of a comparative legal analysis of the EAEU Member States’ legislation illustrate that certain obstacles to access to the market of research services still remain within the framework of the legal systems of the EAEU Member States. Such obstacles in particular, are related to the requirements for research subjects to undergo the registration or accreditation procedure in order to receive recognition of their activities as scientific ones. Moreover, there are interconnected barriers, which consist, for example, in the requirement to not just incorporate a scientific research subject in the jurisdiction where the services should be provided, but also to register the results of the respective research activities, in particular, for the purpose of exempting these activities from VAT taxation. These barriers impede cross-border research services performance and in some circumstances do not comply with the principles of the EAEU single market of services. Conclusions. The identified barriers to cross-border scientific research can usually be overcome by directly applying the EAEU Treaty, in particular, the provisions defining the rules of the services’ single market (paragraph 38 of Annex 16 to the Treaty). The EAEU Member States’ national legislative provisions require clarification in terms of extending the national regime to scientific research subjects incorporated within other EAEU Member States.

An efficient subspace approach is used to find collision-free paths in congested workspaces for a general class of robots having revolute and/or prismatic joints. A three-dimensional joint space is formed by mapping the workspace obstacles represented by polyhedral elements into the robot’s primary degrees-of-freedom comprising the first three robot links, also modeled by polyhedral elements. In this approach the secondary degrees-of-freedom (>3), including objects grasped by the robot end-effector, are bounded by a box attached to the distal primary link. The joint space obstacles represent forbidden space that limits the allowable robot configurations. Paths are then planned on a two-dimensional direct subspace of the joint space using graphics cursor input. Methods of iteration elimination are used to reduce the computational time required to transform obstacles into the joint space.

Tehran municipality is a nongovernmental organization to which many responsibilities have been added during the years; but the structure and the processes which are predominant in Tehran municipalities and the municipality of other cities is the same basic structure to which some more complicated processes have been appended. Integrated urban management is a solution which has been adopted in many developed countries to solve the problems of municipalities and has decreases the interference of municipality responsibilities with other governmental organizations. It is such a long time that Tehran municipality has started studying the establishment of integrated urban management and published different papers on this field. Anyway, there are some obstacles in the establishment of integrated urban management and it cannot be realized without fully knowing them and programming on their elimination. The present paper first recognizes the obstacles of establishment of integrated urban management and then ranks them through using MCDM techniques. 19 factors have been recognized as the obstacles of the establishment of integrated urban management and then ranked in three different categories titled legal obstacles, environmental obstacles and executive obstacles. The data have been collected using TOPSIS technique and a ranking of above mentioned factors was finally presented.

One of the most salient aspects of speech is accent – either dialectal differences attributable to region or class, or phonological variations resulting from L1 influence on the L2. Our primary concern is with the latter, because of the strong social, psychological, and communicative consequences of speaking with an L2 accent. The decline of audiolingualism led to a concomitant marginalization of pronunciation research and teaching. It was believed that pronunciation instruction could not be effective, in part because of the unrealistic goal of native-like speech in L2 learners, and also because of research findings that suggested that instruction had a negligible impact on oral production. The recent revival of interest in pronunciation research has brought a change of focus away from native-like models toward easy intelligibility. The effects of this change have yet to be fully realized in L2 classrooms. However, many L2 students themselves are keenly interested in pronunciation instruction, a fact not lost on individuals who have recognized a lucrative marketing niche in ‘accent reduction/elimination’ programs that may do more harm than good. Our presentation will relate the core issues of intelligibility, identity, social evaluation, and discrimination to appropriate pronunciation pedagogy for L2 learners.

The deletion of property belonging to this area is carried out in the absence of the ruler or the power of the user of the goods who has been transferred to the ownership of the destruction that has occurred or for other reasons, this deletion is carried out in the presence of a regional head who makes a decision and acts as the manager of the goods. Regional ownership (BMD) is a problem that is considered insignificant. The purpose of this study was to determine the effectiveness of the elimination of regional property on finance at the Secretariat of the DPRD City of Bandung, the obstacles and efforts to minimize these problems or obstacles. The theory used by Dunn for adequacy and responsiveness. Researchers used a qualitative research method with a descriptive approach. Primary data sources used were field surveys and interviews; secondary data used is directly from the Head of Asset and Household Section and Asset and Household Staff. The data analysis technique used was the Miles and Hubberman model. The results of this study show that the effectiveness of the elimination of regional property in finance is eliminated by means of an auction / tender; barriers to delivery of goods are severely damaged, lost or unknown, the goods to be written off are no longer intact; efforts have been made to minimize these obstacles or problems. namely the same as the explanation in the first point by way of the auction / tender.

Magelang Regency received malaria elimination certificate in April 2014, however, the epidemic signal was received back in April 2015. Malaria epidemic had occurred for two months and until the end of December, indigenous cases could still be found. The purpose of this study was to find out description of situation regarding malaria, malaria control, and obstacles to malaria control in Magelang Regency. Rapid assessment method was conducted by adopting the methodology in the protocol and methods for malaria situation analysis from WHO (2003) and by using desk review as the reference for the research process in malaria control method in a region with similar condition to Magelang regency. Data collection was performed through interview and observation. This study found that in April 2015, the number of indigenous cases was 2 which was increased to 37 cases in May and the peak prevalence was 56 cases in June. Previously, import cases were found in March. Up until December, malaria cases were dominated by indigenous cases (97%). Village regulation regarding malaria migration surveillance was still not available in most receptive villages. In area which had eliminate malaria, there should be regulation that govern malaria migration surveillance. Therefore, the Regent should advise the village chief through a circulatory letter to form a new regulation regarding malaria migration surveillance in order to reduce outbreak potential.

So the government issued a policy Reduction of Child Labour in order to Support the Family Hope Program (PPA-PKH) as efforts to Elimination of the Worst Forms of Child (PBPTA) in order for the child can be returned in the educational unit, Pemalang is one of the districts that run the program PPA -PKH. Problems examined: (1) Implementation of PPA-PKH asefforts of PBPTA in Pemalang (2) Obstacles and over coming obstacles in the implementation of PPA-PKH policiesas PBPTA efforts in Pemalang. This study using sociological juridical approach. Results of the study (1) Implementation of policies PPA-PKH in Pemalang has been run in accordance with the purpose, with the establishment of shelters through three stages: pre shelter, the implementation in the shelter, and after the implementation form shelter and get a recommendation schools (2) Efforts to overcome the obstacles in the implementation of PPA -PKH policies in Pemalang which includes the beneficiaries of data was only 10% valid so that need to perform additional data. Inability of companionon the shelter so tha this attemptstomake psycologis approachand change the way of learning. Lack of coordination between relevant government service to coordinate their efforts and commitment among relevant government service and proposing a scholarship program for the children of beneficiaries. The advice given by the researchers that the data of beneficiaries must be renewed every year, provide socialiszation that bring about beneficiary families about the importance of education impact economic development of families, increased coordination between relevant government service, there is certainly that the child gets a scholarship or BSM for education.

Despite the 26-year long civil war, Sri Lanka was declared malaria-free by WHO in 2016. This achievement was the result of nearly 30 years of elimination efforts following the last significant resurgence of malaria cases in Sri Lanka. The resurgence occurred in 1986–1987, when about 600 000 cases of malaria were detected. Obstacles to these efforts included a lack of healthcare workers in conflict zones, a disruption of vector control efforts, gaps in the medication supply chain, and rising malaria cases among the displaced population.This article seeks to describe the four strategies deployed in Sri Lanka to mitigate the aforementioned obstacles to ultimately achieve malaria elimination. The first approach was the support for disease elimination by the government of Sri Lanka and the Liberation Tamil Tigers of Elam. The second strategy was the balance of centralised leadership of the federal government and the decentralised programme operation at the regional level. The third strategy was the engagement of non-governmental stakeholders to fill in gaps left by the conflict to continue the elimination efforts. The last strategy is the ongoing efforts by the government, military and non-profit organisations to prevent the reintroduction of malaria.The lessons learnt from Sri Lanka have important implications for malaria-endemic nations that are in conflict such as Ethiopia, Afghanistan, Yemen and Somalia. To accomplish the World Health Assembly goal of reducing the global incidence and mortality of malaria by 90% by 2030, significant efforts are required to lessen the disease burden in conflict zones. In addition to the direct impacts of conflict on population health, conflicts may lead to increased risk of spread of malaria, both within a country and consequently, abroad.

The purpose of the study is to analyse the availability of financial resources for people with disabilities and to assess the needs satisfaction level of the disabled in order to eliminate architectural and technical barriers in Poland. The research conducted among the disabled affected by physical disability indicates that mobility barriers and obstacles remain among the most important problems encountered by people with disabilities. The research has shown that the problem of barriers increases with age. The elimination of architectural barriers requires, each time, higher financial expenditure, whereas the elimination of technical barriers improves the life quality of people with disabilities at low financial outlays. The average funding in Poland amounted to PLN 827.53 in 2016, including the funding of EUR 1453.60 for the elimination of architectural barriers and approx. EUR 582 for the removal of technical barriers. The financial resources allocated for this purpose do not cover the actual needs of the people with disabilities. The analysis revealed that the demand for investment in the elimination of barriers is increasing with age, whereas the expenditure of the Polish state is decreasing.

Agricultural activity differs from other activities carried out by business units to achieve the profit. Agricultural activity is in comparison with other activities of business subjects dependent on the natural and environmental conditions, and therefore the agriculture specialization is narrowly connected with geographical position. The aim of the paper is to identify the possible obstacles in the practical application of the International Accounting Standard 41 (IAS 41) and to suggest the possible ways of their elimination. The comparative analysis of the currently applied rules for agricultural activity reporting and the analysis of the current accounting treatment of agricultural activity under the International Financial Reporting Standards (IFRS) were the starting point of the research. This part serves as the basis for own research in which the authors are trying to identify the specifics of agricultural production, biological assets and biological transformation. More suitable methods for their recognition, measurement and reporting were suggested as an alternative to the current treatments. At the end, the results are also confronted with contemporary scientific literature on that topic, which is not very broad. The main reason for the research of the authors in this area is the possible elimination of obstacles in the practical application of the IAS 41.

AbstractThis study deals with the Muslim Brotherhood's reception of CEDAW (Convention on the Elimination of All Forms of Discriminations against Women) in Jordan. In view of the Arab Human Development Report (AHDR) and interviews with several political actors in Jordanian society it is possible to evaluate Islamist ideas on women's rights. The main aim is to investigate whether Jordanian Islamists are promoters of or obstacles to female empowerment and gender equality. By analyzing various political stands it became apparent that Islamists, on the one hand, reject CEDAW, gender empowerment, and gender equality, and on the other promote issues which in the long run may empower women in Jordanian society. There is thus an unintentional trend towards female empowerment in the organization of the Muslim Brotherhood despite its opposition to such female politics.

This study aims to determine the compliance of motor vehicle taxpayers and to find out the obstacles, stimulus, and strategies that are carried out in increasing local tax revenues in East Jakarta’s One Roof System (Samsat). The research method is a Qualitative approach with descriptive research type. The results of the study on Compliance in East Jakarta Samsat are fairly good, this is supported by indicators from research such as good registration because taxpayers have followed and know the procedures well, the reports carried out by East Jakarta samsat are in accordance with the specified schedule, Payment of taxpayers in Samsat is fairly good with increasing taxpayers obeying each year in 2018 the highest percentage of compliant taxpayers reaching 60% with taxpayers totaling 1,296,666 but arrears in tax payable in East Jakarta are quite high in 2017 the amount of arrears from Taxes Motorized vehicles reached Rp. 90,568,276,707, - however, the realization of motor vehicle tax revenues has reached its target each year. Obstacles to the existence of taxpayers are not compliant because Taxpayers' awareness is still lacking due to busyness causing negligence and forgetting to carry out tax obligations and online payment processes are constrained by the lack of understanding of taxpayers about E-Samsat, while other obstacles are due to Taxpayer Data which is not appropriate, taxpayers who postpone payment of tax fines are waiting for the elimination of administrative fines so that the efforts made by East Jakarta Samsat provide strict sanctions to taxpayers who do not pay motor vehicle tax, provide taxpayers in paying taxes, and carry out programs elimination of administrative fines

In spite of spectacular progress towards the goal of elimination of schistosomiasis, particularly in China but also in other areas, research gaps and outstanding issues remain. Although expectations of achieving elimination of this disease have never been greater, all constraints have not been swept aside. Indeed, there are some formidable obstacles, such as insufficient amounts of drugs to treat everybody and still limited use of high-sensitive diagnostic techniques, both for the definitive and the intermediate hosts, which indicate that prevalence is considerably underrated in well-controlled areas. Elimination will be difficult to achieve without a broad approach, including a stronger focus on transmission, better diagnostics and the establishment of a reliable survey system activating a rapid response when called for. Importantly, awareness of the crucial importance of transmission has been revived resulting in renewed interest in snail control together with more emphasis on health education and sanitation. The papers collected in this special issue entitled ‘Prospects for Schistosomiasis Elimination’ reflect these issues and we are particularly pleased to note that some also discuss the crucial question when to declare a country free of schistosomiasis and present techniques that together create an approach that can show unequivocally when interruption of transmission has been achieved.

The digital divide in rural areas is an important social issue, especially in developing countries. Although Internet and broadband penetration have increased in the world generally, there are many obstacles for rural China to get access to ICT (Information and Communication Technology) and its services. The mobile platform is regarded as a novel and effective tool to reduce the digital divide. Based on a case of one mobile platform, namely WeCountry in Chinese rural areas, this study illustrates how a mobile platform bridges the digital divide and helps rural areas achieve social inclusion. Results show that: (1) the mobile platform mainly acts on the digital capability divide elimination, and it has to guide and increase users’ usage capability; (2) the mobile platform can empower villagers in structural, psychological, and resource dimensions, achieving political inclusion, social participation inclusion, and economic inclusion; (3) platform providers and government are key organizations during the divide elimination process. This paper concludes with theoretical and practical implications.

Many changes have occurred in Higher Education Institutions (HEI), which contribute to high levels of work stress among academic staff members and that impact on job satisfaction, job involvement and job engagement. Owing to these changes, academics attached to tertiary institutions are being confronted with specific career obstacles that impact negatively on their job satisfaction and productivity. Our purpose in this study was to determine, from the academic's point of view, the role that HEIs can play to address these obstacles. In terms of positive psychology, persons should not only become aware of their problems, but also come up with alternative solutions on how to address them. A sample of 93 academics from one university, representing the early, middle, and late career stages was selected. The data were obtained by means of the Delphi technique in order to enable respondents to reveal fully what they were experiencing. Respondents were requested to suggest specific actions that could be taken to address the career obstacles academics are confronted with. The most important solutions were related to better remuneration, more effective management of role overload, more effective performance management, more training and development opportunities, more support regarding individual career management, more effective general management, more support regarding research outputs, elimination of discrimination practices, transformation initiatives, encouraging of entrepreneurship, improvement of equipment and working conditions, creation of job security, and promotion of networking.

Kala-azar is a vector-borne disease and a serious public health problem in India. Highly affected states in India are Bihar, Jharkhand, West Bengal and Uttar Pradesh. In 2010, 14.87% cases were contributed from Jharkhand. The study was done to know the trend of disease in five year duration (2016-2020) in Dumka District, Jharkhand. Method – This was a cross-sectional study. It was executed in 10 Blocks of District Dumka Jharkhand. Convenience sampling technique was used in this study. Data analysis was done from the line-list of District Vector Borne Disease Control Office, Dumka. Result – During the 5 year study period there was annual reduction in the trend of visceral leishmaniasis. Male cases were more predominant. Age group >21 years were maximum affected. VL had affected all the 10 Blocks. PKDL cases were seen maximum in Blocks like Ramgarh, Dumka Sada, Kathikund and Gopikander. Conclusion- Annual reduction of incidence of Kala-azar reveals that the current Kala-azar elimination strategy is highly effective and elimination of disease from endemic blocks is possible. Further improvement in treatment, elimination strategies and accessibility of primary health care services in endemic rural areas can gear up to get over last-mile obstacles. This article examines the problem of environmental racism in the United States through the human rights lens of the Convention on the Elimination of Racial Discrimination (CERD). The article describes the nature of environmental racism and probes the inadequacy of US environmental and civil right laws in dealing with the problem. The article assesses the situation with reference to the US Government's obligations under the CERD and reaches the conclusion that the lack of effective protection against environmental racism and the absence of effective remedies in US law demonstrate a failure by the US Government to live up to its international legal responsibilities. The article suggests that notwithstanding substantial legal and political obstacles, the US Government's 1994 ratification of the CERD provides a potentially powerful weapon in the pursuit of environmental justice.

Resolving Legal and Administrative Obstacles in the EU
Cross‑border Policy In the face of the crises in the European Union, it has become necessary to review the EU cohesion policy. This new approach can be seen in the recently introduced solutions, which are aimed at the development of cross‑border regions and the elimination of disproportions between them. However, they are not effective enough. Therefore, it is proposed to use further instruments in order to enforce changes in the legal and institutional environment in the regions. This idea is extended in the proposal for a regulation of the European Parliament and of the Council on a mechanism to resolve legal and administrative obstacles in a cross‑border context, which enables a direct application of law of one member state in a cross‑border region of the neighbouring country. The functioning of such mechanism will be a test of the durability of European integration and at the same time will verify if the Polish legal and political system belongs to modern Europe.

Mobile pulse light detection and ranging (LIDAR) is an essential component of autonomous vehicles. The obstacle detection function of autonomous vehicles requires very low failure rates. With an increasing number of autonomous vehicles equipped with LIDAR sensors for use in the detection and avoidance of obstacles and for safe navigation through the environment, the probability of mutual interference becomes an important issue. The reception of foreign laser pulses can lead to problems such as ghost targets or a reduced signal-to-noise ratio (SNR). In this paper, we presented the probability that any LIDAR sensor would interfere mutually by considering spatial and temporal overlaps. We presented some typical mutual interference scenarios in real-world vehicle applications, as well as an analysis of the interference mechanism. We proposed a new multi-plane LIDAR sensor which used coded pulse streams encoded by carrier-hopping prime code (CHPC) technology to measure surrounding perimeters without mutual interference. These encoded pulses utilized a random azimuth identification and checksum with random spreading code. We modeled the entirety of the LIDAR sensor operation in Synopsys OptSim and represented the alien pulse elimination functionality obtained via modeling and simulation.

This question was addressed in an MHC-incompatible mouse model of GVHD. The donor (C57BL/6; H-2b) derived spleen cells were first activated against C3H/HeJ (H-2k) host spleen cells in a one-way mixed lymphocyte culture and then exposed to photodynamic treatment, using dibromorhodamine methyl ester (TH9402) as a photosensitizer. Activated T cells showed preferential retention of this photosensitizer compared to resting lymphocytes. In addition, in vitro experiments revealed that PDT eradicated a significantly higher proportion of activated than resting T cells. When lethally irradiated H-2k mice (C3H/HeJ and B10BR) were transplanted with C57BL/6 derived T cell-depleted bone marrow cells supplemented with C57BL/6 derived spleen cells activated with C3H/HeJ targets, they rapidly succumbed to acute GVHD (within 10–47 days). In contrast, both mouse strains receiving histoincompatible C57BL/6 T cells previously exposed to PDT after activation against C3H/HeJ survived until the end of the observation period (>100 days)(p<0.0001). Additionally, transplantation of treated T cells induced lethal GVHD in C57BL/6 histoincompatible strains of mice (third party), suggesting PDT specifically eradicated activated T cells while sparing most resting T lymphocytes. Analysis of immune recovery, evaluating T and B cell populations in thymus and spleen, activated T cells components (CD44, CD62L, CD69), proliferative responses (anti-CD3 and conA), and Vβ repertoire indicated that T and B cell reconstitution in MHC-mismatched mice transplanted with treated primed cells was similar to that of mice transplanted with treated or control autologous cells indicating that immune cells were preserved and functional. These results demonstrate that PDT can selectively eliminate alloreactive T cells and prevent the development of GVHD, while sparing T cells reactive against non-host antigens, thus offering protection against infection and disease relapse.

Gateway elimination in a LoRa network could highly reduce the network installation cost. However, LoRa end devices could not overcome many obstacles with only a point-to-point communication. Thus, this research implemented a multi-hop communication in a LoRa network. One or more LoRa end devices are placed between the source node and the destination node to act as relay nodes. A simple routing based on the packet length is configured to determine the packet transmission path. As the results, the designed multi-hop communication could improve packet success rate until 2,47 times in indoor environment. Whereas, the optimum delay time for multi-hop communication is 100 ms for each hop to produce high PRR and lowest RTT.

Background: Treating HCV in people with hemophilia not only prevents the development of ESLD and HCC, but it also greatly increases the quality of life for people living with hemophilia. There are many obstacles in reaching the WHO goal of globally eradicating HCV by the year 2030., mainly its scale, complexity and implementation. That is why many countries have implemented a micro-elimination strategy: a pragmatic elimination approach in populations with the most efficacy. The aim of this publication is to present the morbidity and mortality rates, the clinical course and treatment outcomes of chronic HCV infection in PWH, as well as to show an example of a successfully conducted HCV micro-elimination strategy among people with hemophilia in the Province of Vojvodina.
Methods: A retrospective, single-center study, performed using medical documentation of all registered PWH in the Clinical center of Vojvodina from 1994. until 2020. It included 74 hemophilia patients, out of which 32 were patients with hemophilia and chronic HCV infection.
Results: The mean age of HCV positive PWH was 42.3 years, with the duration of infection of 30-35 years. Co-infection with HIV was observed in 6.25% of cases. Furthermore, 18.75% of patients had spontaneous HCV elimination and 75% patients were treated with antiviral protocols. Cirrhosis developed in 21.87% with an incidence rate of 0.6 per 100 patient-years. After treatment with Pegylated IFN and ribavirin (RBV), 58.3% achieved SVR. Side effects of IFN-based therapy regiment were recorded in 20.8% of treated PWH. In 37.5% PWH, DAA protocols were administered, and these patients achieved SVR. HCV positive PWH have a statistically higher mortality rate than non-infected people with hemophilia. Among the HCV positive PWH, hemophilia-related deaths were 6.25%, and HCV-related deaths were 9.37%. Currently, in the Registry of PWH in Vojvodina, there are no patients with active HCV infection.
Conclusion: The micro-elimination strategy in subpopulation of PWH was successfully implemented in the Province of Vojvodina in close collaborations of hematologist and infectious diseases specialist.

Background Human rabies remains a significant public health problem in Africa with outbreaks reported in most countries. In Nigeria–the most populous country in Africa–rabies causes a significant public health burden partly due to perennial obstacles to implementing a national prevention and control program. Methods We conducted a scoping review using standard Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines to identify and select published articles from Nigeria during 1978–2020 reporting on rabies virus infections (human, canine, livestock, and wildlife), canine bites, knowledge, attitudes and practices (KAP) surveys on rabies and canine ecology studies. We extracted information on study location, year and additional details of each study such as rabies prevalence, general characteristics of offending dogs, dog vaccination status and health-seeking behaviours. Findings Between 1978 and 2020, 90 published articles met our inclusion criteria. The prevalence of rabies virus antigen detection varied between 3% and 28%, with more studies in the north. Most bites were unprovoked from dog bite studies (36.4%-97%), by dogs with low vaccination rates (12–38%). A more significant proportion of biting dogs were owned (31–90%). Laboratory confirmation for biting was available for only a small proportion of studies (6%; n = 2/32). Of the dogs surveyed during ecology studies, indigenous dogs accounted for the majority (62–98%), used mostly for security purposes (52–98%), with the vaccination rate between 15% and 38% in most states. Studies conducted in areas distant from rabies diagnostic facilities accounted for more human rabies cases and fewer dog rabies cases. Conclusion Significant improvements are necessary to achieve the elimination of human rabies mediated via dogs by 2030.

Moments of performative racial consciousness, however urgent and necessary, often fail to reckon with long-standing demands against injustice from communities of color. In the case of Indigenous Peoples in higher education, these demands frequently include an end to derogatory mascots and racialized campus violence. This article attends to those issues by merging and extending settler-colonial theory and racialized organization theory to examine how the logics of Indigenous elimination and dispossession permeate higher education. With a specific focus on land-grant universities, I argue that racialized organizations are embedded in institutional fields and that both operate within a broader settler-colonial project. I introduce the concept of settler simultaneity to further historicize the study of racialized organizations and uncover how they target persons, collectives, and ideas that pose obstacles to settler goals of subordination, extraction, and profiteering both locally and globally. I look to the University of Illinois at Urbana-Champaign as a case study that illustrates how these logics work across time and conclude by considering how critical engagement with the logics of elimination can help us to better understand, and hold accountable, the policies and programs of racialized organizations in other areas of social life.
