The article identifies a significant deformation of education, which led to the opening of new edu¬cational institutions. The authors noted the change of priorities in the state regarding the image of knowledge and education. This article examines the problem of creating a positive image for higher education institutions; orientation of modern educational institutions on search, development, and application of managerial cognitive and artistic means of creating a positive image of educational institution, reflection in this image of internal, essential meanings, maintenance and tasks, features of its activity. The authors investigated certain shifts in the market of educational services, namely: increasing so¬ciety’s requirements for the quality of vocational education, constant updates of teaching technology, rapidly changing economic conditions of universities, intensification of competition in the market of educational services. All this causes the urgent problem of finding new sources of increasing the competitiveness of higher education, the basic indicator of which is the image. The authors consider approaches to rating higher education institutions. The most famous interna¬tional university rankings are analyzed. The theoretical and methodological approaches and the basic principles of university rankings are compared. Using cluster analysis to enhance the competitiveness of higher education institutions, expand their capabilities and take them to the next level. The cluster analysis was conducted to determine the activity of students, graduates, employees, employers in the life of the university, their awareness of the symbolism of the university. As the students are not part of the university, their answers were not taken into account. The technological chain of formation of public attitude to the HEA through event measures was also formed.

It is known that occupational destination is influenced by family cultural resources. Most research on the effects of cultural capital, using nationally representative datasets, has concentrated on paternal occupation and education, finding that higher levels of paternal education are associated with greater educational and occupational attainment. As a result cultural capital has been put forward as a partial explanation for intergenerational class stability. It has been argued that occupational inheritance is more marked for the professional than for the managerial sector of the middle class, due to their greater cultural capital (Savage et al. 1992). This paper explores the effects of father's labour market sector (i.e. managerial or professional) and the educational attainment of both parents, using the National Child Development Study. Evidence was found: 1) that the children of professional fathers are more successful educationally than the children of managers, taking into account measured ability at age 11; and 2) that professional family origins facilitate entry into professional occupations, independently of educational attainments. The effect of gender was also explored. The relative lack of educational attainment on the part of children of managers had a more negative effect on the careers of daughters than of sons.

Public and private education can unlock different doors and help to flood the country with a rising power, sunlight and sustainable development. Hence, this paper argued that there is a need to sustain both public and private higher education. Financial difficulties restrict private higher education from balancing their budget and maintain a balance between a quality education and maximization of shareholders wealth. This paper outlines and analyzes a critical business model for higher education institutions, Dhofar University and Majan College, both of which are publicly traded in Muscat Securities Market. Both the educational institutions are critically examined from profitability, liquidity, long term solvency and asset management perspective using appropriate financial ratios. Five year forecasts of financial statements up to 2021 are estimated to evaluate the financial stability of the two educational institutions. The paper uses Monte Carlo simulation technique to examine the issue of financial sustainability. Overall the finding shows positive financial results for Majan College compared to Dhofar University. The key take away from the analysis is that educational institutions should be funded primarily by equity and not by debt to survive, sustain and provide high quality education.

The aim of this paper is to track, record and highlight the implications of the application of market principles in education. The supporters of the above mentioned view, consider that the pedagogical science is allowed to provoke to its clientele neither «spleepiness» nor fleeing. On the contrary, those who oppose the application of the principles of the market in education, consider that by the logic of the market, schools and universities are turned into businesses and students into a two-category workforce, depending on their degrees and financial capacity. Through the examination of labour market’s implementation in education, the aims that are served and the social inequalities which are established, become apparent. Moreover, in this paper, an effort is attempted to highlight the true nature of education and the role that all participants in the educational system should play.

The paper presents the original methodical tools uniting two complementary techniques: creation of a motivational profile of respondents of higher educational institutions (potential entrants and students) and transformational analysis of motives of getting higher education. The results of its approbation in Altai Krai in 2012 - 2015 are provided. The necessity of researching the demand in the informal educational services market is proved; its specific features are unveiled, results of target questionnaire of potential buyers are analyzed. Validity of the use of an integrated approach when carrying out market researches in education market is accented.

For the past 25 years, Romania crossed a contradictory evolution between the social–educational and economic aspects. From the inflexible educational system of the totalitarian regime, when all graduates from different levels of education immediately received a job (to avoid unemployment—a phenomenon that the communist authorities did not tolerate), there was a transition to an educational system marked by frequent structural and methodological changes and by an increasing gap between the educational offer and the real necessities of the labor market. In this context, the aim of this paper was to analyzes, in the light of the sociology of education, the difficulties met by the new generations that enter the labor market after following a previously established educational model, often intended to be changed according to European sociological principles, but with deeply rooted mentalities and structure, actually difficult to alter. The ability to adapt to the new socio-economic context and to adjust educational programs to the new labor market requirements, in a strong correlation with the European policies, is constantly taken into account by interpreting the results in the spirit of the sociology of education and sustainable development.

The complex of tools is presented in article for formation of a brand of university which will distinguish him from analogs in the market and will provide effective advance of higher education institution in modern educational space. Relevance of research is caused by sharply increased demand for educational services in the market of the higher education. The competition has become aggravated so that universities are compelled to apply more actively everything marketing to adapt for market conditions. Former tools becomes not enough in this connection to the forefront there is a creation and maintenance of an attractive and memorable brand of higher education institution. In article the role and a university place in modern educational space are described. During research specific features of branding and communications in the sphere of educational services, and also the key factors influencing formation and development of a brand of university have been marked out. Based on the allocated factors, ways of improvement of instruments of formation of a brand of the university, providing effective advance of higher education institution and its competitiveness have been offered.

High quality education is one of the main aspects that enables graduates to be competitive in the labor market. Competitiveness consists not only of professional knowledge and skills, but also of different qualities, such as resistance to stress, initiative, sociability, application of knowledge in practice and skills for self-organization, just to name a few. Contributing to the development of these qualities creates new difficulties for higher educational institutions (HEI), since in order to do this effectively, it is necessary to use a modern material and technical base and involve first-class specialists with practical experience. The problems of higher education faced by Ukrainian HEI today do not allow students to fulfill their potential in their own universities. Moreover, the qualifications of students after graduation are often not good enough to meet the needs of employers. One of the ways to make the education system more effective for both students and higher institutions is a dual education system. This reserch aims to describe the model of dual education as a tool to solve the main problems faced by Ukrainian universities. The article reveals the differences between the traditional model of education and dual one: acquisition of technical skills, development of critical thinking, learning through experience, and reflection on work practice, solving problems in the work environment, and is thus centered around real-life projects. Also the study shows the approaches to the organization of this type of education, which are inherent in different countries,as well as the advantages that allow dual education to increase the competitiveness of universities in the country and, as a result, their graduates. Based on the experience of Germany, a world leader in the organization of this model of education through the analysis of its basic elements, an algorithm of implementation of concept of a dual education in Ukrainian HEI was developed. Proposed main steps that universities should take to implement dual education (such as creation of a dual education department at universities; forecast of sectoral and regional needs; search for enterprises that are interested in the dual form of education; selection of students for vacant places for dual education; signing a tripartite agreement; curriculum development to combine practical and theoretical knowledge; issuance of an order on the organization of dual education and referral of students to the enterprise during dates; regular monitoring of student work at the enterprise; control of learning outcomes) will allow them to improve the quality of skills of graduates, as well as create more effective relationships with local enterprises and the state.Keywords: dual education, university competitiveness, traditional education, world experience of dual education.

During the 1970s and 1980s a great deal of effort was invested in empirical research into the relationship between educational and occupational attainment. The concepts of ‘overeducation’, ‘underemployment’, and ‘diploma disease’ have been with us for some twenty years. In recent years, attention has been paid to the matching of educational qualifications to the qualification demands of work and the labour market, and the effects of this match or mismatch. In this article, Osmo Kivinen and Risto Rinne analyse the relationships between rising levels of education and demands for job qualifications. They deal with the potential of ‘over- and under-qualification’ and then examine the potential for increased flexibility in the modern labour market, in particular from a Scandinavian perspective. Finally, they discuss the implications of the new ‘flexible society’ for the future of higher education and educational qualifications in general.

Purpose Educational mismatches constitute negative impacts on labor markets in most countries, Thailand is no exception. The purpose of this paper is to quantify the degree of educational mismatch in Thailand and its impacts on labor market outcomes. Design/methodology/approach This study analyzes data obtained from Thailand’s Labor Force Survey to estimate the likelihood of horizontal and vertical mismatches and their impacts on labor market outcomes. Findings Estimation results reveal the existence of a high level of both vertical and horizontal mismatches in the labor market. The vertical mismatch tends to be most prevalent in the case of graduates with degrees in the social sciences, while the existence of the horizontal mismatch is mostly found in the case of graduates with backgrounds in the physical sciences. Samples with a degree in health science seem to be least impacted by both types of mismatch. Education-job mismatches, either vertical or horizontal mismatches, are found to cause negative impacts on workers’ employment. Findings indicate that workers who encountered either horizontal or vertical educational mismatches tended to have lower monthly incomes than did those without such mismatches. Vertical mismatches seemed to result in lower incomes than did the horizontal mismatches. Furthermore, both types of mismatch are found to not have any significant impact on workers’ employability. Research limitations/implications Nevertheless, due to different types of mismatches such as skill mismatch or personality mismatch, this paper only quantifies degree mismatch on the context of Thailand only. Nevertheless, different structure of labor market can show different findings. Practical implications Both horizontal mismatch and vertical mismatch can be mitigated with strong collaboration system between colleges/universities and employers. Therefore, the government should further promote better cooperation between universities and the private sector (industry-university linkages) by encouraging more exchanges between high-level executives and students of the private sector and higher-education institutes. More opportunities for students to practice their skills in real workplace settings should be provided, and students should also be able to gain credits from participating in such training. In Thailand, at present there are only a few degree programs that require students to complete an internship. Social implications As for social policy recommendations, to reduce both horizontal and vertical mismatches in practices, it is essential that the education sector promote a life-long learning framework that allows workers whose jobs do not match their educational background (or with their educational attainment) to receive the training and develop the skills required by employers. Originality/value Comparing to other literature in these areas in which survey data from the authors are relied, this paper, however, uses the Thai Labor Force Survey, which is the national representative sample data set. The results found from this paper are therefore useful to be reliable on implying appropriated policy recommendations.

This paper analyses the labour market entry of Spanish school leavers and the match between education and work at the early stages of working life, using a specific data set drawn from the Spanish Module Education to Labour Market Transitions (2000). Special attention is paid to university graduates, because Spain experienced a strong growth in the demand for higher education during the last decades of the 20th century. The empirical evidence shows that although over-education is a common phenomenon in the Spanish youth labour market, being a graduate seems to be associated with a lower likelihood of over-education in the first job. Our results indicate that over-education affects more women than men and foreigners than Spaniards.

The choice of educational services and the struggle for the consumer in the field of education is a difficult task for a modern preschool educational organization. The high quality of the provision of educational services does not guarantee its relevance, since it cannot always meet the needs of consumers. The author has assumed that the management of educational services of a preschool educational organization would be effective if carried out on the basis of a marketing approach. The article provides a scientific rationale for the choice of a model of competitiveness of a preschool educational organization, presented in the form of a mathematical expression. The author’s analysis of dissertation research in the field of economic theory made it possible to develop it on the analogy of the author’s model of A. A. Sknarin, but in the education system. To use the modified model in determining the competitiveness of a preschool educational organization, a methodology is proposed, the content is disclosed and a functional description of the model is given. Such a detailed presentation of it opens up prospects for the application of the competitiveness model of a preschool educational organization in practice to test the hypothesis about the factors that affect the increase in competitiveness: external, internal and systemic. AbstractThe distribution of education by social background and the mobility prospects of society are intimately connected. To begin to predict future trends in mobility in the UK we bring together evidence on educational inequality by family background for cohorts from 1958 to 2000 for a range of educational outcomes. There is evidence that educational inequalities have narrowed among recent cohorts as the overall level of educational achievement has increased. This could be promising for mobility provided the labour market returns to these qualifications are maintained. However, stubborn inequalities by background at higher attainment levels imply that narrowing inequalities and expanding equality of opportunity throughout the educational distribution is a difficult task.

Jack Tweedie takes vigorous exception to this conclusion, arguing that the evidence does not support Chubb and Moe's conclusions about the efficacy of market forces. Dennis Riley directly attacks the virtues of market control of institutional choices in educational policy making. Chubb and Moe find their critics unconvincing.

The author's position is the need to introduce logistics as one of the most successful management mechanisms that enable the synchronization of the educational system`s elements of the educational institution and reduce the risk of ineffective use of educational resources. It is proven that the ideology of changes in the field of vocational education and training are replaced by the consolidated purpose, tasks, development paths and key components of modern vocational education. The components of qualitative vocational education and indicators of competitiveness of educational services are presented.

Abstract Educational mismatch in labour markets is a phenomenon that has been widely analysed, mainly with respect to rising concerns about a possible oversupply of graduates. Like most European countries, the Czech Republic has experienced a boom in tertiary education in the last decade. The incidence and determinants of over- and undereducation vary substantially depending both on the mismatch measurement approach and the data source applied. Educational mismatch is also reflected in wage levels: overeducated workers have lower wages and undereducated workers have higher wages than workers with the same education whose jobs match their education level. Second, overeducated workers earn more and undereducated workers earn less than their co-workers with exactly the required level of education. The effects are qualitatively the same regardless of the data source and measurement approach applied, but their sizes differ slightly.

Hegel is sometimes regarded as a defender of the market system. Recently, Heisenberg (2018) argued that the prevailing view of Hegel is incomplete, as it overlooks a fundamental advantage of the market: its educational role. In his reading, the Hegelian defence of the market system includes seeing the market as the sphere where persons learn both to regard others as individuals with equal standing and equally relevant desires and to see the well-ordered civil society as the space where all social members can find protection and fulfil their needs. I argue that this focus, while inadequate as a sole ground for a critique of today’s market systems, can potentially bring forward new normative critiques of the market. These in turn require departing from Hegel’s baseline assumptions regarding the market sphere and applying this analysis to the locus where the educational impact of markets arguably subsists: the local or national levels.

In Greece, during the 1960s a new period began which marked a break with the past and the start of a new approach for the future. After the post-war period, Greek society began to balance the State budget and create the conditions for the country’s accession to the European Common Market. This was the context in which, in 1964, the second meaningful educational reform of the 20th century was attempted. However, in 1965, the educational reform was quickly blocked on account of the unstable political situation and the imminent dictatorship. This paper examines the changes in Education adopted as part of the 1964 educational reform within their historical and political context, and provides an overview of the major political and educational events that led to their early overthrow in 1965.

The article analyzes the main national models of university policy in the world's leading democracies, identifies differences in the mechanisms and styles of educational policy, the reasons for different approaches to policy-making in a democratic system.It was found that in a democratic regime, the state retains the role of administrator of the education system, but through increased publicity and pluralism, governments seek to involve stakeholders in the policy-making process by forming coalitions with them. Educational coalitions allow the government to articulate the interests of some internal and external groups in the higher education system, to attract resources and support from these groups to implement its own concept of reforming.However, the composition of educational coalitions, the mechanisms of their formation vary from country to country, due to differences in administrative systems, ideological orientations, political culture and historical traditions. It is determined that the system of higher education is characterized by a stable configuration of external and internal groups, from which certain coalitions are formed. Internal groups consist of the academic community (teachers), academic management, students; external groups – the state, local authorities and the market (employers).The article analyzes the specifics and differences of the French, British, German, American and Asian (Japan, South Korea) models of educational policy. The British and American models are based on market mechanisms under the general coordination of the state. In the United States, university policy is also marked by the existence of two political courses in the educational sphere - the regional authorities and the federal center.The French model is based on the centralized administration of the education system by the government and the polarization of internal groups. The German model relies on close cooperation and coordination of federal and regional educational policies while limiting market mechanisms. The Asian model is characterized by corporate principles of educational policy formation and co-optation of group interests

Vocational education was officially introduced in Portuguese public secondary schools in 2004, within the framework of the Europeanization of national educational policies. The main goals of this initiative were the increase of skilled labor and the diversification of the dual certification training, posing several challenges to schools. In this context, the main objective of the present study is to verify the perception held by the main educational actors of vocational courses in the public secondary school. To achieve this aim, a descriptive study was done using questionnaire surveys at a public secondary school that has offered vocational courses since its inception in 2004. Among the obtained results, it should be highlighted that according to the teachers and the directors, the vocational courses have been an asset to the consolidation of the goals of the educational project of the school, reinforcing its role in the training of qualified young people to the labor market and enhancing their identity, not to mention the remarkable improvement in student’s marks. In the students’ point of view, we must take into account the practical nature of the courses and orientation to the labor market, the quality of training, and the promotion of their educational success.

This debate seeks to discuss how neoliberal ideas influenced the educational policy of the State of Paraná (2015-2018), focusing on Higher Education, given the reforms and attempts to privatize state universities in Paraná. For this analysis, the bibliographical and documentary research will be used, favoring the reflection on the influence of the international organisms in the Brazilian education. The assumption is that educational policies at this level of education involve different actors, interests and priorities. Thus, the policies, which should be State, are, on the other hand, be government, marked by the yearnings of a small group strongly influenced by the neoliberal ideology and with a focus on the market.
