Energy-saving generation dispatching is a trial generation dispatching mode in China, reducing energy consumption is the core idea of energy-saving generation dispatching. In this paper, the conception and effect of energy-saving generation dispatching were introduced. The models of energy-saving generation were classified, and some typical models were analysed. Due to the problems brougt about by energy-saving generation dispatching, the modes and economic compensation mechanism were paid attention, this paper analyzes some modes and economic compensation mechanism of energy-saving generation dispatching. Some new problems occured after energy-saving generation dispatching applied were presented and analyzed. Lastly, the development direction of energy-saving generation dispatching is proposed, which lays the foundation for future research.

It is studied that today in the context of energy efficiency policy three components dominate – economic development and competitiveness, energy security and climate change prevention. The essence and content of energy efficiency are investigated in the article. The definition of energy efficiency terms used to describe both minor changes, such as the use of energy-saving equipment, and more efficient power plants and energy savings at the level of companies and industries in general, is described. The existing problems are considered and the current state of energy efficiency is analyzed. Analyzed empirical facts show that, for example, Ukrainian consumers and companies spend energy irrationally. In particular, the energy intensity of the Ukrainian economy is 3.8 times higher than in the European Union. The most energy-intensive industries in Ukraine – metallurgy, engineering, chemical and petrochemical (energy saving potential, according to experts in this market is 62-64%), housing and communal services (35-38%), services (5%), agriculture (3-5%). The most energy-intensive industries in Ukraine in 2018, kg of oil equivalent / $ GDP at purchasing power parity in 2013 prices are given. The goals of energy saving of Ukraine by sectors by 2020 compared to the level of 2005-2009 are indicated. The reasons for the obstacles to the introduction of energy efficiency are substantiated. An assessment of the promotion of energy efficiency, which should include: ensuring unimpeded and full access to information on existing energy efficiency support programs; organization of awareness-raising activities in the field of energy efficiency for the population, authorities, enterprises and financial institutions; conducting trainings for specialists.

Анотація:
The article highlights the results of a study of the economic and legal aspects of energy saving in associations of co-owners of apartment buildings in Ukraine. It is determined that a large number of apartment buildings inhabitants have already taken advantage of borrowing funds for energy modernization of their homes. The article presents the classification of the main losses of electricity and states that along with the term “losses of electricity”, the term “losses of electricity in electrical networks during its transportation” and “technological losses of electricity” are widely used. Modern electricity losses also include direct thefts of electricity, which are caused by deliberate changes in the circuits of measuring transformers of current, voltage, measuring circuits and electricity meters, as well as data changes in information systems for distortion. It is noted that in recent years the legislative framework of Ukraine has significantly improved, a large number of modern regulations have been developed to stimulate increased conscious electricity consumption by setting clear limits on the responsibility of businesses for the operation of their own utilities (including electricity) by establishing instrumental control on the border of balance ownership of objects. Such changes in the legislative field are dictated by the reorientation of Ukraine to European norms of thinking and management standards, the main message of which is the economic stimulation of the development of the energy sector. The considered normative legal acts regulating the issue of installation of general household commercial electricity meters allowed to come to the conclusion that the state, with the help of the National Commission for State Regulation of Energy and Utilities, consciously takes into account future electricity losses in tariffs for service distribution (transmission) of electricity. This approach is unacceptable due to the violation of the principle of fairness and efficiency. The article emphasizes that energy saving should become not just a priority for Ukraine, but one of the main goals on the way to building the country's economy.

The relevance of the research topic is that energy-saving is the key element of modern energy development in the country. In Kazakhstan, energy-saving, and improving the energy efficiency of agriculture is currently a priority task that will solve energy, environmental and economic problems. Without a solution to these problems, the country's development will inevitably hold back. The head of state in the field of energy conservation has set a goal to reduce the energy intensity of the gross domestic product by at least 25% by 2020, and annual energy-savings of 3.5% after 2020. Industry in rural areas consumes more than 70 % of all electricity. As part of the comprehensive plan, their energy audit was conducted 50/50 (50 % of the financing is the enterprises' funds, the remaining 50 % is the state budget). As a result of the energy audit, systematic measures were developed to reduce the energy intensity of the industry, including the electric power industry. Large unproductive losses of energy resources are in the private sector, in this connection, since 2019, the energy audit of JSC "Kazakhstan center for modernization and development of housing and communal services (housing and communal services)" is conducted on budget funds in the private sector. Energy conservation is one of the most important and strategic tasks of the country. Rapidly developing production requires additional energy costs. This is confirmed by the annual increase in energy tariffs. In turn, resources are not unlimited, and their irrational consumption will inevitably lead to not only economic but also to an environmental crisis.

One of the key problems in the state of the Russian energy sector is the creation of effective energy­saving technologies for both organizations and ordinary consumers. The forecast of scientific and technological development of the Russian Federation for the period until 2030, approved by the Government of the Russian Federation, mentions low volumes of energy saving in the sphere of final consumption as one of the threats to Russia’s economic development. In 2009, the Federal Law No. 261­FZ “On Energy Saving and Increasing Energy Efficiency” was adopted. The corresponding Resolution of the Government of the Russian Federation No. 961 of September 20, 2014 prescribes the creation of a database on the most effective technologies used in apartment houses, administrative and public buildings. Federal Law No. 184­FZ of December 27, 2002 (as amended on July 29, 2017) “On Technical Regulation” establishes an imperative order, according to which technical and legal regulation in the field of application of energy efficiency requirements, requirements for lighting devices, electric lamps, used for lighting purposes, should be implemented at the level of the federal law approving the relevant normative legal act. However, as of today this federal law has not been adopted. The technical and legal regulation of lighting products is carried out fragmentarily, at the level of national standards. The adoption of a federal law that establishes a technical regulation for lighting products will effectively respond to the challenge outlined in Presidential Decree No. 208 of May 13, 2017 “On the Strategy for Economic Security of the Russian Federation for the Period until 2030” regarding the development of energy­saving technologies and reducing the material consumption.

Energy conservation is a longer period of a Chinas national policy, and the most important in economic sustainable development. With continuous rapid development in China's transport, problems as environmental pollution, high energy consumption, and low energy efficiency have arisen, which called for research, production and implementation of energy saving materials that would be the firm foundation of environmentally sustainable transport infrastructure in road traffic system. Currently, the application of advanced technology and brand new material used in pavement is beneficial for saving energy, reducing noise, and improving the economic viability of renewable energy. Various research projects have provided insights on how the use of energy efficient materials brings relatively exciting results as an essential prerequisite for sustainable development of the transport system. Therefore, the value of the broad application of sustainable, recycled materials utilized in road was clarified and illustrated by presenting some of the latest achievements in construction of sustainable infrastructure in road.

The feasibility of fuel cells in cogeneration applications is studied from engineering and economic viewpoints by using an optimization approach. Capacities of fuel cell cogeneration units and auxiliary devices are determined together with maximum utility demands so as to minimize the annual total cost by considering the plant’s annual operational strategy. This optimization problem is solved efficiently by considering the hierarchical relationship between unit sizing and operational planning problems. Through a numerical study on a plant for installation in a hotel and office building with a maximum electrical demand of 1000 kW, the effect of initial capital cost of fuel cell cogeneration units is examined from the perspective of the plant capacity, economics, and energy savings. The results show that a fuel cell cogeneration plant may have better economic and energy-saving characteristics than a conventional gas engine cogeneration plant with a reduction in the capital cost of fuel cell.

Different from the state of large-scale energy use and concentrated energy conservation in urban areas, the state of energy use and energy conservation in rural areas has its own characteristics and typical problems. Rural areas have been concentrated on the multiple differences in economic, social, and construction characteristics such as mountain and peace dam topography, natural and artificial construction, developed and underdeveloped, rapid urban development, and relatively backward rural development. It has practical problems that need to be solved urgently, such as the “insufficient savings” in the construction of farmhouses and the “insufficient open source” of clean energy applications. The discussion will be conducted from three aspects: the planning and layout design of rural houses in Chongqing, the performance of the enclosure structure of rural houses in key seasons, and the application of renewable clean energy in rural houses. Then put forward is the energy-saving design path of Chongqing farmhouse. It aims to improve the indoor and outdoor thermal environment of farmhouses, saving heating energy consumption in winter and air-conditioning energy consumption in summer and effectively benefit users to use renewable energy such as biogas, straw, and solar energy. Finally, explore the adaptability between the design methods of farmhouses and the local characteristics of Chongqing’s rural areas. In the work of Chongqing Design Going to the Countryside, we create a contemporary farmhouse case that is not only energy-saving but also has good indoor and outdoor space quality. It also provides a reference for the energy-saving design of farmhouses in Chongqing and other regions in China.

Power engineering is one of the main types of economic activity of the Republic of Belarus. The priority deve-lopment of the country’s energy sector is determined by its key role in ensuring the efficient functioning of the national economy, stable operation of the social infrastructure, and observance of social norms and standards for the population. and importance of energy resources for the development of the economy and society as a whole can hardly be overestimated because of their active influence on the intensity of production and consumption processes. Currently, the main sources of energy are oil, natural gas, coal, oil shale and nuclear energy. Economy of the Republic is very dependent on energy imports. This is a serious test for the country under conditions of constant rise in hydrocarbon prices. Belarus imports more than 90 % of oil, 100 % of natural gas and 25 % of liquefied gas and 100 % of the whole consumed coal. The energy intensity of domestic enterprise products is significantly higher than in industrialized countries. Therefore, improvement of energy efficiency is fundamental for our country. In this regard, a real economic sector depends on the stable operation of energy enterprises, timely modernization of equipment, rational use of fuel and energy resources and effective implementation of energy conservation measures. Most of the energy sector problems can be solved by improving the energy security indicators of the Republic, namely, as a result of the introduction of a range of energy-saving measures, use of secondary energy resources and development of renewable energy sources.

Global interest in the concept of sustainability has prompted the swift and extensive developments of green technologies, products, competitions, organizations, and resources. As evidenced by international environmental agreements and conferences held that aim to resolve global warming such as the 2009 UN Climate Change Conference in Copenhagen, the world is becoming focused on sustainable policies and practices (Tibi, Ghaddar, & Ghali, 2012). This research will address the urban problems in present in Arab countries including environmental pollution and the evident social problems like disintegration and isolation by studying the three zones of Mar Mikhael, Arab el-Maslakh, and Nour Hajin which are known to be economically unequal. The methodology of this research is based on the analytical study of the three interdependent components of sustainable development and design which are society/people, the environment, and economics applying on each case study. This paper will identify solutions relative to environmental, technological, energy saving, as well as sustainable and green buildings in urban design. Some of the remaining solutions target solving environmental pollution and social problems. Others target to improve the quality of the economic level of the neighborhood. The result of this research will a number of recommendations on several levels (Governmental level, Local NGOs). Another type of results will be as architectural design solution for environmental issue and urban problems based on data collection of case study at several items by team of students attending in local competition of urban design.

Electronic industry is the basis for the growth of industrial production in ASEAN countries, and represents the main lever of economic development when the region moves up to higher added value using modern technological solutions. At the same time, modern environmental imperatives require the electronics industry to make a significant contribution to reducing environmental stress and lowering energy consumption. This contribution is the production of energy-saving devices. Viet Nam’s modern industry is increasing the production of electronic energy-saving devices, but still has problems, such as low added value, spontaneous structure, import dependence in production, lack of unified state administration, and the quality of training of labor resources. In the framework of this article, the authors investigated the state of the electronic industry in Viet Nam by analyzing its successes and shortcomings in recent years compared with the countries of Southeast Asia. The authors’ proposals as the results of the study can be recommended for further development of a policy for the progress of energy-saving production in the electronic industry of Viet Nam and an import substitution program in the country’s industry as a whole for a new period.

Energy saving problems are one of the most important problems of all countries, including Russia, since energy resources are used extremely inefficiently. As the vast and still small Russian experience shows, energy saving is a highly efficient and quickly implemented method of energy consumption in energy. Therefore, energy conservation is the most important area of energy policy in the new economic conditions. The basis of energy saving at the enterprise is the creation of an energy management system - an energy resource management system. Without energy management, it is impossible to talk about a systemic reduction in energy costs and the introduction of any energy-saving technologies at the enterprise. The introduction of an energy management system at an enterprise makes it possible to find and maintain a balance of optimal consumption of energy resources for a given production schedule. In the next 6 years, the domestic electric power industry will face large-scale transformations associated with the renewal of fixed assets and the transition to a digital basis. The fulfillment of these tasks requires not only financial investments and technical support, but also the availability of professional personnel who can manage these transformations and implement them. The differentiated approach is needed to regulate the labor of energy workers.

Topicality. The relevance of the study of the content and criteria for determining the environmental potential of strategic transformations, in particular, in the field of energy conservation is due to the fact that in the current asymmetry between socio-economic and environmental components of social development, the goals of modern development strategies growth and social justice, but also improving the environmental situation. Aim and tasks. The purpose of the article is to develop a scientific and methodological approach to determining the environmental potential of the Energy Strategy of Ukraine until 2035. Research results. On the basis of resource, target and competence approaches the content of the concept of "environmental potential" and some terminological constructions formed with its help are considered. They can be supplemented by a conceptual and categorical apparatus of energy saving. The expediency of determining the environmental potential of strategies in various spheres of social production is proved. One of the side effects of its rapid development is excessive consumption of fuel and energy resources and disruption of the planet's heat balance due to "carbon" pollution. The effect of using the environmental potential of energy saving depends on the availability of clearly defined strategic guidelines for further development. The criterion for the effectiveness of the use of the environmental potential of the energy strategy is the averted ecological and economic damage from the reduction of carbon dioxide emissions. It is estimated that in achieving the energy saving targets set in the Energy Strategy of Ukraine until 2035, the reduction of CO2 emissions will ensure averted economic and environmental damage at the level of 14.635 billion dollars. USA. Conclusion. The article analyzes the theoretical and methodological approaches to defining the conceptual and categorical apparatus of energy conservation, which proved that the existing definitions in the form of terminological phrases based on the concept of "potential" are considered by researchers in the context of resource, target and competence scientific paradigms without taking into account environmental factors. Given the ecological and economic nature of energy saving, the author's interpretations of the categories "environmental potential of energy saving" and "environmental potential of energy strategy", the criterion for assessing the effectiveness of which can be averted environmental and economic damage from reducing carbon emissions. It is substantiated that the environmental potential of energy saving, that is the ability of measures aimed at solving energy saving problems, as a result of which the corresponding ecological effect should be obtained, should be considered as an objective indicator of the possibility of achieving the targets of the Energy Strategy of Ukraine.

Abstract Because the traditional solar-ground source heat pump heating system uses temperature difference controllers to control most, it causes the problem of large energy consumption of the equipment. In order to improve such problems, the complexity of the space heating control system is considered comprehensively, and the fuzzy strategy is used to improve the previous control system. TRNSYS was used to build a heating system simulation model, MATLAB was used to build a solar heating system fuzzy controller model, and the two models were coupled to jointly simulate the internal temperature change and energy consumption of the space under the same environmental conditions and different controllers. Experiments show that under the design conditions, the solar collector is greatly affected by the light, the temperature of the hot water storage tank is controlled between 58°C and 65°C. Using the traditional temperature difference controller, the system COP (Coefficient Of Performance) is low and the energy consumption is large, and the economic benefits are not high; the use of the fuzzy controller can increase the system COP by 6.1%, reduce the energy consumption by 22.85%, and save 8.71 yuan in the daily economic benefits of the system.

The paper is devoted to the study and search for solutions to one of the most important problems within the modern Russian economy – the problem of energy saving. The relevance of this topic is due to the unprofitability of the heat supply industry, the one main reasons of which is the unsatisfactory condition of fixed assets. The paper considers the most important element of heat supply: the transfer of heat energy to consumers through the heat network. It has been presented an overview and analysis of the state of heating networks in 2014-2019 on average in Russia and particularly: in Moscow, St. Petersburg, and the Northwestern Federal District. The value of economic losses incurred by heat supply organizations due to heat losses in their heating networks is obtained. In monetary terms, the energy-saving potential was obtained while reducing heat losses in the pipelines up to 4%. For the whole country, this potential amounted to more than 100 billion rubles a year. As the analysis of the experience of foreign countries with similar climatic conditions, such as Denmark, Norway, and Finland, has shown, Russia can significantly increase the efficiency of heat supply through the use of innovative technologies.

Improving the operational efficiency of chillers and science-based planning the cooling load distribution between the chillers and ice tank are core issues to achieve low-cost and energy-saving operations of ice storage air-conditioning systems. In view of the problems existing in centralized control architecture applied in heating, ventilation, and air conditioning, a distributed multi-objective particle swarm optimization improved by differential evolution algorithm based on a decentralized control structure was proposed. The energy consumption, operating cost, and energy loss were taken as the objectives to solve the chiller’s hourly partial load ratio and the cooling ratio of ice tank. A large-scale shopping mall in Xi’an was used as a case study. The results show that the proposed algorithm was efficient and provided significantly higher energy-savings than the traditional control strategy and particle swarm optimization algorithm, which has the advantages of good convergence, high stability, strong robustness, and high accuracy. Practical application: The end equipment of the electromechanical system is the basic component through the building operation. Based on this characteristic, taken electromechanical equipment as the computing unit, this paper proposes a distributed multi-objective optimization control strategy. In order to fully explore the economic and energy-saving effect of ice storage system, the optimization algorithm solves the chillers operation status and the load distribution. The improved optimization algorithm ensures the diversity of particles, gains fast optimization speed and higher accuracy, and also provides a better economic and energy-saving operation strategy for ice storage air-conditioning projects.

The main problems: increased depreciation of fixed assets, obsolete emergency equipment of the energy sector, overuse of resources, increased losses in energy production and transportation. Energy efficiency in the power industry can be ensured only by implementing systemic professional measures in the field of energy accounting and energy saving, especially in large industrial enterprises, which allows the emergence of a new type of economic activity - energy service. Important infrastructure services such as energy services have a significant impact on the country's economic growth. The increase in the cost of electricity increases costs and causes an increase in prices for all goods and services, manifests in the economy as a whole. The concept of energy service has gained popularity due to the transfer of control from regulators to energy service companies. Objective. The objective of this study is to analyze current problems and identify prospects for the development of energy services in Ukraine, taking into account international experience in the functioning of the energy services market and the activities of energy companies. Method (methodology). The methodological basis of the study was interdisciplinary and systematic approaches to the study of energy services. Results. This article reveals the features of the energy service market in Ukraine. The energy service market has prospects for development, which are dynamically reflected in the economy of the country.

The energy-saving behavior of households has a huge and obvious role in the development of the economy and society. However, the theoretical approaches of economists on this topic are developing more slowly than its applied aspects. The aim of this work is to consider the energy-saving behavior of households from the angle of the main directions of economic theory. The research methodology is based on the principles of the implementation of areas of economic theory, as well as on the use of total energy, consisting of electric, thermal, solar, mechanical and other types of energy. The article proposes a classification of factors (main and secondary, main and auxiliary) that affect household behavior in the field of energy conservation and which should be taken into account when drawing up its mono and polyparametric mathematical models. Moreover, each variable can be positively or negatively reflected in the rational or irrational behavior of households in energy conservation. The paper gives the results of the consideration of problems in shaping the behavior of households from the point of view of the neoclassical direction of economic theory and institutionalism, as well as on the basis of its moral-educational and technological concepts. The current state of introducing the development of energy-saving and nature-friendly technologies into the everyday activities of households will transform the behavior of households in the field of consumption of any type of energy.

Here have been defined: general problems of the domestic renewable energy sector such as inefficient use of energy resources; constant increase of prices for fuel and energy resources; unavailability of stable energy supply; delayed construction and commissioning of «alternative» power plants; complex process of obtaining of the «green» tariff in the National Commission by the power facility; seasonal construction of solar plants (before the sunny period in the spring, or before the winter period in the autumn), which requires large land plots, etc. The article refers such problems in renewable energy financing as: limited financial resources; lack of effective mechanisms for tranforming people's savings into investment; high level of investment risks; imperfect tax system; undeveloped corporate securities market. It has been proved that the prospects of financing renewable energy projects to be increased presented the primary task. The latest researches and publications in the field of renewable energy financing have been analyzed. It has been determined that both general and partial problems of financing renewable energy projects in Ukraine as well as the prospects for their further development remain unresolved. The author has investigated the problems and perspectives of financing renewable energy projects in Ukraine, as well as development of practical recommendations for the development of domestic renewable energy. The used methods: economic-statistical and abstract-logic, system approach, comparative analysis. The main directions of Ukrainian energy supply through regional projects, strategies and tactics have been highlighted. Here have been identified the most significant economic factors influencing Ukraine's energy efficiency such as state tariff policy in the field of fuel and energy resources; state fiscal policy in the field of energy saving; the policy of fuel and energy supplying organization; financial incentives for energy efficiency improvement; investment opportunities. The types of basic technologies of renewable energy in Ukraine have been generalized. The energy consumption on the basis of renewable energy sources and the total amount of energy from renewable sources in Ukraine for three years have been analyzed. The author has proposed the model of the financial-economic mechanism of state regulation of the renewable energy development in Ukraine, which would provide the state with the energy autonomy and ecological.

Introduction. The paper considers one of the actual modern ecological, technological, and economic problems. It is saving, rational usage of natural, mineral, and energy resources. Based on an in-depth review of scientific researches and normative documents, the paper suggests ways of solving the resource-saving problem within a context of sustainable development of industry and construction, the formation of “green” economics, provision of ecological safety, scientific and technological development of Russia. Materials and methods. The paper analysed foreign and domestic publications, normative legal acts, documents on standardization in the field of formation of a conceptual system, legal standards, fundamental theories, concepts, and methods, advanced guidelines of developing the resource-saving, rational usage of natural resources, involving secondary resources in economic turnover. A systemic analysis of methods and algorithms for solving the scientific problem was suggested as a research method. Results. For the first time in modern scientific literature, the paper gives comprehensive theme review of normative and methodological literature, scientific research works in the field of different aspects of the resource-saving: legal, organizational and technical, ecological, technological, social and economic ones. The paper reveals and formulates priority guidelines to be thoroughly researched in the future by theoretical and applied sciences. The paper proposes concrete measures of normative and legal regulation, organization, economic incentives of activities in the field of the resource-saving and usage of the secondary resources. Conclusions. The scientific novelty is concluded in the suggested systemic approach to forming an integrated resource-saving system at the state, sectoral, and production levels as an efficient tool for developing domestic economics.

Introduction. In the process of economic development, the importance of the energy saving segment for the socio-economic development of Ukraine is to reduce energy and environmental impact. As a result, the role of energy services for the fuel and energy sector is growing. In world practice, the energy service mechanism is one of the most effective measures for energy conservation and optimization of energy consumption of companies and housing and communal services. Accordingly, the financing of energy saving measures on the basis of energy service for domestic enterprises is the area of development that solves important problems in reducing the company’s costs for the energy component of their operation. Methods. The methodological basis of the research is the general scientific and economic-statistical methods: in particular: analysis, synthesis, generalization, schematic and graphical visualization - to formation of conceptual foundations for the development of the energy service market; induction, deduction, dialectical analysis, schematic and graphical visualization - to determine the structure and features of energy consumption, components of the concept of energy service market development. Results. The article is investigated the measures for ensure energy efficiency in the fuel and energy complex of Ukraine. Industrial enterprises for the production use large amounts of energy resources (electricity, heat). One of the problems in strengthening the energy saving of enterprises is the use of old energy equipment. As a result, the importance of developing cooperation between industrial enterprises and energy service companies is growing. The development of the energy service market in Ukraine will contribute to the growth of the number of market participants and the range of energy services; formation of the mechanism of financial and credit support of energy service development; creation of national energy efficiency standards for certain sectors of the economy; creation of a national energy saving strategy based on energy service; wide involvement of local governments in energy service activities. The article is proposed the concept of developing the energy service market. The concept is based on the definition of its components: necessity, opportunities and effectiveness. The main drivers of the concept and directions of its implementation are described. It is proved that a single concept of developing the energy service market will provide a clear strategy for increasing the economic potential of the industry and the profitability of other sectors of the economy. Discussion. The prospect of further research is to form at the level of public administration a clear and effective strategy for energy efficiency of the country’s economy.

Buildings are significant energy consumers and provide a notable potential to reduce primary energy consumption and increase energy efficiency. Cost-effectiveness of energy efficiency projects is of crucial importance for their implementation. Cost-optimality of different packages of energy retrofit measures is studied across the EU, but Serbia mostly lacks such information. This paper analyzes cost-optimal solutions for Serbian residential buildings connected to district heating systems, considering three different scenarios related to the economic input parameters. Additionally, it considers the potential for primary energy savings beyond cost-optimality and associated costs. The optimal solutions, that correspond to minimal global cost or minimal primary energy consumption, are determined as the results of the combinatorial optimization problems. These problems are solved using the genetic algorithm and local search. The results are compared against the ones obtained with the sensitivity analysis. The global cost can be reduced by 8-43% in the cases of cost-optimal solutions, simultaneously saving 30-76% of primary energy. The potential to save primary energy is higher - it exceeds 70% in all the analyzed cases, but also requires higher global cost, sometimes larger than in the absence of the retrofit. The paper also emphasizes high dependencies of the results on very uncertain economic inputs.

At the present stage of world economic development, great attention is paid to ensuring sustainable development, including the low energy intensity of industrialized economies. In view of this, the various methods, approaches and mechanisms for energy saving and energy efficiency are of particular importance. One of the most relevant non-state mechanisms is an energy service contract (performance contract). There are preventive mechanisms that have not yet been imposed on market participants, but are capable of qualitatively changing the company's policy regarding the conservation of resources. The goal of the research is to form an understanding of the potential for applying modern energy saving and energy efficiency mechanisms in Russia and the EU. To achieve this goal, the study provides an overview of the current state of the energy service market in these countries, the conditions and directions of its development, identifies key problems in the application of the energy service contract and assesses its potential. A comparative description of the practice of application of the energy service contract and systems of certification of projects and real estate in Russia and the EU is given.

In a time of economic crisis the need to adopt energy conservation practices comes to the fore. It is helpful to evaluate the role of young people as both consumers and potential agents of change bridging the gap between school and family to encourage lower household energy consumption. Based on two surveys of parents and students of a secondary school in Lisbon, plus in-depth interviews with parents, this article analyzes the complexity of this challenge, highlighting adults' perceptions of their children's contribution to energy saving. Results show that parents see young people as major energy consumers. Young people's engagement with electronic equipment as essential components of their lifestyles and their belief in technology as a solution to energy problems thwart them from being promoters of energy saving. In this context of scarcity, parents try to protect their children's well-being and opportunities in life by accepting their children's unrestricted energy use.

The ongoing economic development and prosperity have led not only to the exhaustion of the planet’s natural resources but also to numerous environmental problems. To address these problems, it is necessary that more individuals adopt energy saving practices while promoting alternative energy sources. In other words, future generations ought to adopt behaviors that will involve the sustainable management of energy. To that end, sustainable education can create citizens who not only have knowledge and awareness about the environment and the severe environmental issues but are also willing to take action to address these issues. Hence, the aim of the present study is to investigate the environmental attitudes and behaviors among primary school students and their parents in the municipality of Orestiada, in Greece. To achieve this objective, a structured questionnaire with closed-ended questions was used. Results showed that both students and parents had adequate levels of environmental awareness while their beliefs were translated into actual behaviors as they had adopted, to a significant extent, energy saving habits and practices.

The features of the formation of a portfolio of projects following the energy-saving strategy of metallurgical enterprises are considered. As a result of the analysis of the energy-saving program structure at the metallurgical enterprises, it was found the problems that are solved by the energy-saving projects are inefficient consumption (significant losses) of energy resources (gas, thermal energy, electricity), control over the costs formation and the results of improvements in energy consumption. The overall goal of improving energy efficiency at the enterprise is realized through the management of an energy-saving project portfolio, which is aimed at fulfilling the following tasks: optimization of energy balance; minimization of natural gas consumption; optimization of energy efficiency, etc. Success criteria for an energy-saving project include efficiency; operating costs, losses, etc. It should be noted that it is difficult to objectively estimate the share of each energy resource in the total flow, to determine the energy intensity of individual production, departments, and the whole enterprise, etc. We propose the concept of managing a portfolio of energy-saving projects, which is based on several interconnected adaptive systems: planning and building, monitoring and change management. To establish priority problems, a necessary and complete analysis of the economic trends formation, to characterize the process of formulating the fuel-energy balance of metallurgical enterprise. A system model for the formation of a portfolio of energy-saving projects of a metallurgical enterprise is presented. We describe a mathematical model of project selection is described, which comprehensively takes into account the current state of the enterprise and its future strategic areas of work, resource and financial support for projects and risks. The use of this model allows a consistent analysis of portfolio projects to identify the possibility of their implementation at a metallurgical enterprise, coordinate project implementation plans and plans of the enterprise at different levels of planning, select the most promising projects for implementation following a defined energy strategy.

Rapid increase of energy consumption greatly restrains China’s sustainable development. Pump station is one of the high consumption systems in national economy. However, issues in design and management like low availability of equipment, unreasonable selection of water pump and no reactive power consumption capacitor lead to waste of energy and low efficiency of pump station, which shall be resolved during innovation of energy saving technology. Beginning with the current status of the pump station and through analyzing current problems, technology improvement measures are put forward in this paper such as expansion of irrigation area and performance adjustment of water pump. The sample evaluation is treated in a normalized way to get the optimal policy for energy saving technology innovation solution and achieve better economic benefits.

Reasonable distribution of cooling load between chiller and ice tank is the key to realize the economical and energy-saving operation of ice-storage air-conditioning (ISAC) system. A multi-objective optimization model based on improved firefly algorithm (IFA) was established in this study to fully exploit the energy-saving potential and economic benefit of the ISAC system. The proposed model took the partial load rate of each chiller and the cooling ratio of the ice tank as optimization variables, and the lowest energy consumption loss rate and the lowest operating cost of the ISAC system were calculated. Chaotic logic self-mapping was used to initialize population to avoid falling into local optimum, and Cauchy mutation was used to increase the population’s diversity to improve the algorithm’s global search ability. The experimental results show that compared with the operation strategy based on constant proportion, particle swarm optimization (PSO) algorithm, and firefly algorithm (FA), the optimal operation strategy based on IFA can achieve more significant energy-saving and economic benefits. Meanwhile, the convergence accuracy and stability of the algorithm are significantly improved. Practical application: The optimized operation strategy of the ice-storage air-conditioning system can reduce energy loss and operating costs. The traditional operation strategies have the problems of low optimization precision and poor optimization effect. Therefore, this study presents an optimal operation strategy based on IFA. The convergence accuracy and stability of the algorithm are increased after the algorithm is improved. The operation strategy can get the maximum energy-saving effect and economic benefit of the ISAC system.

The purpose of the article is to identify the problems of Russian cities and urban-type settlements from the standpoint of their historical and economic development. Using the methodology of economic, statistical and retrospective analysis, it was revealed that along with the growth of large cities in recent years, there has been a tendency towards a reduction in small settlements, which is associated with a decrease in industrial production. The result of this is the active development of urban processes, leading to the concentration in large cities of the scientific, technical and intellectual and production potential of the regions, their transformation into self-sufficient centers for the development of territorial socio-economic locations. The result of the study is the substantiation of the need to create new methodological approaches to the development and placement of productive forces, planning of urban areas, solving problems of energy and resource supply of territories on the basis of achieving their ecological and economic efficiency. The concept of the decisive role of the resource-saving factor in the process of urbanization of territories is substantiated. It was revealed that the approach to the analysis and modeling of the city economy when considering it as a "quasi-corporation" involves the formation of an integrated reproduction system based on increasing the efficiency of the use of territory resources, which translates the process of planning the development of the urban environment into the category of business process technologies.

Faced with the same economic pressures as long-haul trucks on the nation’s highways, freight trains are getting heavier and heavier, increasing axle loads and the forces that bear on the tracks. The challenges of minimizing wear and energy consumption are becoming more demanding for railroads. Managing friction between the wheel and the rail is an increasingly tough job, but a critical one for avoiding a host of performance problems and high costs. Friction modifiers are coatings that provide a controlled coefficient of friction at the contact point between the wheel tread and the top of the rail. The key point is control, which makes it possible to achieve a specific friction range. This is the main difference between friction modifiers and ordinary grease. CSX Corp. has begun tests of the two systems in cooperation with the Transportation Technology Center. The center has installed instrumentation in a section of track, and CSX has bought five TracGlide systems and five locomotive-mounted Lubriquip systems that will apply Kelsan’s friction modifier.

To discuss the technical and economic problems that emerges in building energy efficiency reform of existing residential building in Wuhan, the energy comsumption of typical existing buildings is calculated using the Dest-h energy consumption simulation software before and after energy conservation transformation. The energy saving potential of exterior window transformation is analyzed and the economy of multiple solutions on the grounds of the market cost is discussed. Finally, taking both energy conservation efficiency and economy into consideration, the optimal and supplementary scheme of exterior window retrofitting for residential buildings in Wuhan is obtained.

The authors of the article make an attempt to prove the need to apply a system-structural approach to studying an object in order to model its economic security system, demonstrated by the example of the energy industry. The authors conduct a consistent analysis of threats to Russia’s energy security as the most important strategic subsystem influencing national security. Among the most significant threats analyzed in the article are: changes in the structure of demand for energy resources and the structure of their consumption in the world, the propensity of states to “green energy” and the introduction of energy-saving technologies. Increasing energy efficiency requirements also have a significant impact on the industry. However, the long time lag of the fourth energy transition described in the article makes it necessary to increase the efficiency of using our most important resources - gas and oil - to generate electricity, which will ensure the energy security of the state in the near future. Therefore, the authors examine the risks posed by the internal environment of the electric power industry, and prove possible solutions ensuring its economic security.

The purpose of this paper is to discuss the application of oxygen-enriched combustion in metallurgic furnaces. Based on the knowledge of combustion and air separation, some advantages of oxygen-enriched combustion are carried on. In this work, the relation between energy efficiency and oxygen enrichment is presented, the result showed that furnaces can reach more than 10% energy saving by properly applying oxygen-enriched combustion technology. A system which combines the oxygen-enriched combustion technology and the CO2 capture with membrane separation technology is evaluated. In this system, the energy cost for CO2 capture can reach 0.9GJ/(t CO2). Finally, some problems that still need further study are also discussed.

The development of the construction industry has brought great convenience to people’s lives, but the problems of resource shortages and energy consumption are becoming more and more serious. In order to solve the problem of resource shortages and energy consumption, this paper puts forward an evaluation system of technical and economic benefits of green building energy conservation based on the analytic hierarchy process and entropy weight method. In view of the correlation between building technology and economic benefits, this paper puts forward the economic benefit evaluation system of green building energy-saving technology combined with analytic hierarchy process and entropy weight methods, determines 6 first-class evaluation indexes and 20 s-class evaluation indexes, and takes the dynamic incremental investment payback period and incremental economic benefit ratio as the evaluation indexes, and finally obtains the economic benefit score and star value of green building. Combined with the actual situation of a middle school project, the incremental economic benefits of the four green technologies in energy conservation and resource utilization indicators are 44,256.75 yuan, 1,015,924.2 yuan, 255,490 yuan and 32,871.57 yuan, respectively. The total incremental economic effect and unit incremental effect of the six evaluation indicators are 1,472,113.3 yuan and 1501.99 yuan/m2 respectively. The economic effect of energy-saving and renewable resource utilization technology is the largest. The total score of the project is 0.404902 and it has three stars. Compared with traditional building technology, the application of green building technology and related facilities and equipment proposed in this paper can greatly reduce the consumption of building resources, so as to achieve the purpose of energy conservation and emissions reduction. This method combines objective evaluation with subjective evaluation, complements fair objective evaluation and expert evaluation, makes the best use of all basic information, and ensures the scientific effectiveness of the comprehensive evaluation model.

Faced with the increasingly serious problems of water resources, "China's economic and social development Twelfth Five-Year Plan" proposed to promote energy saving and emission reduction, the technical transformation of domestic water, and the utilization of recycled water. According to this, the paper mainly studies the city residential sewage reuse. First it analyzes the situation of China's urban water resources and feasibility of urban residence sewage reuse. Then through investigation and study, it divides the domestic sewage into three categories: namely, high-quality sewage, medium-quality sewage, and low-quality sewage, and for different types of sewage are treated in different ways. Key part of this paper is the domestic sewage reuse system design, this design reflects the characteristics of effective use of sewage resources and reduce energy consumption, possesses the environmental utility of saving water, reducing pollution and wastewater emissions. The purpose of this paper is effective use of domestic sewage, so as to achieve the environmental and social usefulness of energy saving and emission reduction.
