The intervention of global capital through primitive accumulation is causing immense economic and ecological suffering, particularly among the poorer areas of the less-developed world. The United Nations has taken various actions in the less-developed regions of the world to deal with these concerns and at the same time to obtain a balance between the environment and the market or capital. This article explores the role of UN in administering the resulting environmental crisis through a process of 'development management' which is more about consolidating 'governmentality' in the developing world than reaching a solution to the poverty and environmental destruction driven by capital.Key Words: neoliberal capital; governmentality; primitive accumulation; environmental concern; development management; United Nations

This article considers pedagogical approaches for dealing with waste in early childhood settings. Early childhood education is overtly complicit in the leaky wastes of fabrication and consumption, yet this complicity is rarely addressed in pedagogy in ways that move beyond anthropocentric and heroic framings buoyed by neoliberal consumerism and governmentality. Moments from two collaborative inquiries with materials, children, and educators are included to act as provocations for questioning the responsibility of early childhood education in intergenerational ecological justice-­‐to-­‐come. Theoretical insights from feminist science studies are drawn on to (re)imagine pedagogies of waste as emerging through less-­‐than-­‐seamless, often unequal, always imperfect relatings.

This paper draws upon Foucauldian theories of governmentality and biopower to examine the recent growth of greenhouse cultivation on the island of Jamaica. Greenhouse farming has been widely promoted as a means to enhance the efficiency, technological sophistication, and profitability of the island’s traditional small-scale farmers. Following Foucault, and drawing on a series of interviews with greenhouse growers, we read this intervention as form of governmentality acting on the conduct and attitudes of Jamaican farmers. As a form of governmentality, greenhouse farming also represents a new and distinctive regime of biopower, one that intervenes with greater precision into the metabolism between the natural processes of the rural population and the vital properties of growing plants. Viewed as a form of biopower, the greenhouse calls particular attention to the ways in which assemblages of materials and technologies enable new forms of control and surveillance over the life processes associated with crop cultivation, thereby generating new kinds of affective relations and agrarian subjectivities. This capital- and chemical-intensive biopolitics, we argue, threatens to re-engineer Jamaica’s agrarian milieu in ways that favor elite agricultural interests at the expense of long-standing traditional farming practices and the forms of socio-ecological metabolism upon which they are based.

This article analyses the Japanese art collective Chim↑pom and their interventions in contemporary and historical aspects of nuclear politics and the atomic bombings of Hiroshima and Nagasaki. The study situates Chim↑pom’s artistic work in a context of a new governmentality, theoretically developed by the philosopher Brian Massumi (2009). The ”environmental” governmentality is – contrary to Michel Foucault’s (2008) concept biopolitics – not built on calculation and statistics, or securing a flourishing population, but on neoliberal economization of risk and disaster. Intertwined as a part of the environmental governmentality is the neoconservative militarization, that responds to the very same unstable processes, but with military force. These processes are ”environmental”, not because they are ecological or green, but because they act on the forces and powers of open and unstable processes, the forces that we sometimes call natural disasters or accidents. The aim of the article is to analyse Chim↑pom’s work on the Fukushima crisis and the historical traumas of Hiroshima and Nagasaki in the light of this new governmentality in Japan. Chim↑pom’s relational aesthetics also feeds on these open-ended and unstable of processes, however in terms of social and emotional orientations. The historical conditions that have discursively separated nuclear power as ”peaceful use of nuclear energy” from its disastrous military and warfare use is the hegemony of rational technocratic based in a modern liberal ”biopolitics”. This modernization has built on dichotomies such as that between body and mind, reason and emotion, nature and culture. Forest plantations or so-called carbon sinks have played a critical role in the climate change negotiations and constitute a central element in the scheme to limit atmospheric greenhouse gas concentrations set out by the Kyoto Protocol. This paper examines dominant discursive framings of forest plantation projects in the climate regime. A central proposition is that these projects represent a microcosm of competing and overlapping discourses that are mirrored in debates of global environmental governance. While the win-win discourse of ecological modernization has legitimized the inclusion of sink projects in the Kyoto Protocol, a green governmentality discourse has provided the scientific rationale necessary to turn tropical tree-plantation projects operational on the emerging carbon market. A critical civic environmentalism discourse has contested forest sink projects depicting them as unjust and environmentally unsound strategies to mitigate climate change. The article examines the articulation and institutionalization of these discourses in the climate negotiation process as well as the wider implications for environmental governance.

Roads are bitumen covered concrete metaphors of modernity and development, and they materially represent fantasies, collective hopes, and aspirations of future(s). They symbolize movement, connectivity, transactions and transportation, and eminently reflect governmentality. Our article is about Manipur’s connective infrastructures, and it focuses on internal roads, and a border highway that connects Imphal (Manipur’s capital city) to Dimapur at Nagaland in North-east India. We explain the infrastructural deficit within Manipur and decision-making about them being influenced by a hill-valley socio-ecological ethnic distributional conflict. The road links and is part of the uneven development route. We provide an ethnographic account of a truck journey undertaken between Imphal and Dimapur in 2018, and this enables us to understand routinized corruption and the collusion of state and non-state actors therein. The road is the symbol of hope, and a developmental desire, and epitomizes state’s governmentality and developmental project of progress, nonetheless it also gets transformed into the central locale of political protest, ethnic conflict when ethnic groups appropriate it forcibly to erect blockades and organize protests in its arterial space. The roads and highways spatially produce and reproduce (il)legality, (il)legibility, and (il)legitimacy of the Indian state. Our ethnographic research unpacks and invokes the multivalence of roads.

Several countries worldwide have committed to forest and landscape restoration (FLR) through ambitious pledges in numbers of hectares to be restored. As the implementation of these commitments happens within countries, different actors from global to local scales must negotiate the “what, where and how” of specific forest restoration projects. We interviewed actors at national, state and local scales to gather their narratives regarding barriers and strategies for upscaling forest restoration and compared the narratives among them and with those that prevail in the global literature on FLR. We based the local scale in four Atlantic Forest landscapes. We classified the narratives gathered according to three discourses commonly used in environmental policy arenas: (1) ecological modernization, advocating market solutions; (2) green governmentality, with its emphasis on technocratic solutions; and (3) civic environmentalism promoting governance. Brazilian legislation with its mandate of forest restoration in private lands appeared as the main restoration driver in the interviews. However, when political will for enforcement weakens, other strategies are needed. An ecological modernization narrative, around increasing funding, incentives, market and investments, prevailed in the narratives on barriers and strategies for all actors from the global to the local scales. Similarities nevertheless diminished from the global to the local scale. The narratives of national actors resembled those found in the global literature, which emphasize strategies based on increased capacity building, within a green governmentality narrative, and governance arrangements, a civic environmentalist narrative. These narratives appeared less at state scales, and were almost absent at local scales where forest restoration was perceived mostly as a costly legal mandate. Similar narratives across all actors and scales indicate that a focus on improving the economics of restoration can aid in upscaling forest restoration in Brazilian Atlantic Forest landscapes. However, discrepant narratives also show that inclusive governance spaces where the negotiation of FLR interventions can take place is key to increase trust and aid implementation.

This article critically examines the performative politics of resilience in the context of the current UK Civil Contingencies (UKCC) agenda. It places resilience within a wider politics of (in)security that seeks to govern risk by folding uncertainty into everyday practices that plan for, pre-empt, and imagine extreme events. Moving beyond existing diagnoses of resilience based either on ecological adaptation or neoliberal governmentality, we develop a performative approach that highlights the instability, contingency, and ambiguity within attempts to govern uncertainties. This performative politics of resilience is investigated via two case studies that explore 1) critical national infrastructure protection and 2) humanitarian emergency preparedness. By drawing attention to the particularities of how resilient knowledge is performed and what it does in diverse contexts, we repoliticize resilience as an ongoing, incomplete, and potentially self-undermining discourse.

In 2013 the state of California launched a cap-and-trade program with a groundbreaking protocol for improved forest management (IFM), providing a framework to monetize carbon sequestration in managed forests. Through in-depth interviews and document review, this research examines California's IFM program development as a case study in stakeholder-engaged ecosystem commodification. We consider how diverse, vested-interest actors contested rival program design options by using the familiar narratives of ecological modernization, green governmentality, and civic environmentalism. The results reveal the benefits and complexities of delegating methodological design to stakeholders who seek direct participation in the market, and highlight the challenges of balancing multiple program objectives, including environmental benefits, legitimacy and market reception, and landowner participation potential. This research provides a unique window into the complex process of forest-offset program design and offers broader lessons for ecosystem markets currently being designed and implemented globally.

Abstract. This paper links two strands of Peter Sloterdijk's sphere project – his theory of the environment and his theory of dwelling – and mobilizes them for an analysis of entanglements between spaces of the environment and the space of the home in contemporary sustainability policies and smart home experiments. First, we retrace how Sloterdijk's topology of the environment combines a historical phenomenological methodology with ecological thinking. In the next step, we discuss Sloterdijk's theory of dwelling, which is closely linked to his thinking of the environment and is central to his conception of a plural spherology, yet has so far largely been overlooked in the reception. Sloterdijk's emphasis on the importance of dwelling in the „world's inner space“ („Weltinnenraum“) under conditions of a no longer externalizable environment helps to theorize how humans dwell on this earth in the 21st century. In the third part of the paper, we bring together both themes – environment and dwelling – to analyze contemporary ecological and digital home experiments from the perspective of a plural spherology. By showing how recent digital experiments in „smart homes“ entangle spaces of dwelling with environmental concerns we build on Sloterdijk's analysis but also extend it with insights from STS and governmentality studies to better capture the power effects inherent to digitalized dwelling.

REDD+ regimes are accompanied by capacity-building and educational practices, which play an important role in REDD+ governance. These practices address subaltern local and indigenous actors, seek their compliance and thereby contribute to the stabilization of otherwise all-too-fragile global carbon governance systems. In this article I analyze the governing effects of such practices by drawing on Robert Fletcher's concept of "multiple environmentalities" and Tania Murray Li's "analytic of assemblage." Empirically I focus on educational materials that have been designed for REDD+ projects in cooperation with one of the world's largest REDD+ funds, Norway's International Climate and Forest Initiative. I identify several strategies that aim at aligning diverse actors, seek to de- or re-politicize REDD+ concepts, authorize knowledge, and, most significantly, address local actors as responsible ecological stewards, who contribute to stabilizing REDD+ regimes on the ground. In total, these strategies promote programmatic subjectivities among indigenous 'stakeholders' and contribute to a new, 'glocal' understanding of nature-society relations.Keywords: global environmental governance, REDD+, governmentality, environmentality, capacity-building

In 2009, the Kingdom of Morocco embarked on the Solar Plan, an ambitious 10-year plan to become a leading solar power producer. This paper examines the genesis of the first project in the plan, a concentrated solar power plant near the pre-Saharan city of Ouarzazate, in order to explore the “energy transition” as a political as well as geographic project. I specifically address how the government's acquisition of land drew on colonial strategies for dispossession that were subsequently embraced by the post-colonial state. At the same time, bureaucratic processes for responding to community demands effectively narrowed popular opposition to a set of technocratic problems to be solved by development interventions. The official discourse of global environmental remediation obscured the socio-ecological relations at work in the project, constructing the land as marginal so as to facilitate investment and foreclosing resident's broader political claims. Attending to the political dynamics surrounding solar power challenges assumptions that an energy transition necessarily involves a transition away from an environmentally destructive carbon-based economy—or from the forms of governmentality that support current energy regimes.

Governments in developing countries have adopted policies, laws, and programs to reduce carbon emissions from deforestation and forest degradation (REDD+), with the funding and rules provided by global institutions and transnational actors. The transnational legal process for REDD+, entailing the construction and diffusion of legal norms that govern the pursuit of REDD+, has been driven by discursive struggles over the purposes and requirements of REDD+. At the global level, the development of legal norms for REDD+ has been primarily influenced by coalitions committed to the discourses of ecological modernization, civic environmentalism, and to a lesser extent, climate justice. Through discourse analysis of the transnational legal process for REDD+ in Tanzania, I show how domestic efforts to operationalize REDD+ have been dominated by a government coalition that has emphasized green governmentality, made few concessions to the discourse of civic environmentalism, and completely neglected the climate justice claims of Indigenous Peoples. This case study reveals how discourse analysis may enhance the study of transnational legal phenomena by drawing attention to the complex interplay of global and domestic discourses and its role in shaping legal norms and reinforcing or challenging structures of power and knowledge within and across legal systems.

This study uses concepts of power and 'scaled politics' to analyze the effects of environmentalization and technocratic and market-based measures in China. Political scientists have explored the politics behind the proactive engagement of the Chinese state in governing the environment since the 2000s, also drawing on political ecology. Based on policy document analysis and ethnographic fieldwork, the study investigates a case of ecological resettlement in Inner Mongolia by examining how this became a new solution to desertification and rangeland degradation. The article shows how resettlement was implemented through multi-scalar practices and the reconfiguration of spatial relations, and why pastoral households responded to resettlement in certain ways. The state turned certain areas and people (associated with overgrazing) into subjects of governance. By distinguishing the different strategies used by central and local government, the analysis shows that disciplinary and neoliberal environmentality are associated with scalar practices between the state and the people, and within the state system. Neoliberal environmentality, however, counteracts the making of environmental subjects and encounters resistance. Sovereign environmentality is still deployed as a means to control local government and the obedience of herders. Pastoralists resist this, depending on their different subjectivities. The study advances our understanding of the multiple governmentality perspective, its analytics, and scalar processes.

Latin America is one of the regions facing many disasters with some of the worse impacts. The current governance model has not proven successful in disaster risk reduction. This article aims to theoretically analyse the relationship between ideal regional disaster risk governance (DRG) and the actual production of disaster risk in Latin America. From the so-called ‘vulnerability paradigm’ and a regional standpoint, this analysis contributes to the debate with a specific focus on ‘neo-extractivism.’ Pointing mainly to sociopolitical processes triggered as of the early 2000s in Latin America, ‘neo-extractivism’ relates to a regional ecological-political pattern of intensive natural resource exploitation. The first part of this article presents a regional overview of DRG and its scope in disaster risk reduction, analysing its ineffectiveness through the lens of the neoliberal governmentality problem. The second part deals with the issue of ‘neo-extractivism’ to outline the actual links between the political arena, the development discourse, and the creation of vulnerability and new hazards in the region’s contemporary social processes. We show a correlation between political arrangements and environmental degradation that brings about both disasters and an increase in disaster risk. ‘Neo-extractivism’ foregrounds the political conditions for the implementation of regional DRG and reveals how its projections within the development discourse relate incongruously with the essential factors of disaster risk.

This article is published as a tribute to the late Hungarian philosopher Agnes Heller, who died earlier this year. Heller was best known as a prolific writer and political activist whose academic work addressed a wide range of topics, including the status of reformist Marxism, modernism, postmodernism, democracy and aesthetics. The article comprises an introduction, outlining Heller's career as a political dissident and activist, academic philosopher and public intellectual, and an edited transcript of a discussion with Heller, conducted in 2010, focusing on her work on biopolitics. The discussion-interview reflects its historical moment both in the nature of the questions posed and in Heller's responses to them. Heller elaborates her thinking on this topic with particular reference to the following issues: the technical, moral and legal limits of biopolitics in relation to new biological technologies such as genetic engineering; the tension between conceptions of biopolitics as a type of identity politics and as a practice of governmentality and demography; Giorgio Agamben's theorising on biopolitics in Homo Sacer and Hannah Arendt's views on political representation and her distinction between the private and public spheres. Heller also addresses other themes that run through her oeuvre, such as the status and meanings of democracy, totalitarianism, minority rights, and the relationship between ecological science and politics. The conversational tone of the discussion provides a concise and accessible introduction to Heller's later work and conveys her sense of dynamic engagement with what continue to be urgent political and philosophical issues.

Reducing Emissions from Deforestation and Forest Degradation plus the role of conservation, sustainable forest management, and enhancement of forest carbon stocks in developing countries (REDD+) has rapidly become a dominant approach in mitigating climate change. Building on the Foucauldian governmentality literature and drawing on a case study of Ulu Masen Project in Aceh, Indonesia, this article examines the practices of subject making through which REDD+ seeks to enroll local actors, a research area that remains relatively underexplored. It interrogates the ways in which local actors react, resist or maneuver within these efforts, as they negotiate multiple subject positions. Interviews and focus group discussions combined with an analysis of documents show that the subject making processes proceed at a complex conjuncture constituted and shaped by political, economic and ecological conditions within the context of Aceh. The findings also suggest that the agency of communities in engaging, negotiating and even contesting the REDD+ initiative is closely linked to the history of their prior engagement in conservation and development initiatives. Communities are empowered by their participation in REDD+, although not always in the ways expected by project implementers and conservation and development actors. Furthermore, communities' political agency cannot be understood by simply examining their resistance toward the initiative; these communities have also been skillful in playing multiple roles and negotiating different subjectivities depending on the situations they encounter.Keywords: REDD+, subject-making, agency, resistance, Indonesia, Aceh

Sustainability is a hot topic in contemporary politics both nationally and internationally. While the current framing of sustainability promoted at the international level favours social policies, doubts about their possible success are growing. If social aspirations are not realised, technological solutions to ecological problems might appear to be the only options. This study contributes to the field of sociology of the future. It explores and problematizes the technologically-oriented approach to sustainability. I consider a radical case of sustainable living – a spacecraft – looking at the emerging challenges to individual human ethics and the general order of sociality. More specifically, the largest contemporary manned space project, the International Space Station (ISS), is taken into analytical focus. With the help of the Foucauldian notion of governmentality, I examine routines and discourses related to the utilization of the life support system at the ISS in regard to human conduct, both terrestrial and extra-terrestrial. Mass-media materials comprise a large part of the dataset for this research. As demonstrated, techno-functionalism characterizes sustainability as governmental rationality. It imposes a subordination of individual human actors to the general order driven by systemic objectives frequently framed in pragmatic and technical terms. Specific practices, including ethically controversial ones, might be requested from individual humans in the name of the system’s stability and efficiency. Those practices are naturalized and normalized within a truth regime constituted by scientific discourse, the authority of experts, media events and the related public discussions.

AbstractNeo-liberalism can mean different things from different perspectives. Social scientists tend to use the concept to identify and critique trends of privatization, marketization, commodification and enclosures, and their associated slew of exclusionary, dispossessive, and regressive effects. Counterintuitively, governmentality analyses identify how practices of collaboration, inclusion, participation, and empowerment—practices sometimes cited as means to resist and generate alternatives to neo-liberalism—are not only consistent with neo-liberal governing but also central to its functioning. This paper engages a biopolitics and governmentality analytical perspective to examine different kinds of fisheries policies in Newfoundland and Labrador (NL), Canada, where the historic cod collapse created a laboratory for examining social-ecological effects of capitalist overexploitation, resource mismanagement, and knowledge system blind spots. The case is useful because it includes, on the one hand, practices traditionally seen as reinforcing neo-liberal governance, such as property making, resource management access rationalization, and global eco-labels, and, on the other hand, practices where linkages to neo-liberalism require more critical assessment, such as fisher-influenced professionalization policies, license collaboration/consolidation initiatives, and producer-oriented eco-labels. Drawing on a governmentality perspective, this paper examines how governance change in NL fisheries is driven not by a single regulatory logic but, rather, by diverse “technologies of government” and “technologies of agency.” Diverse technologies of agency, with varying degrees of links to neo-liberalism, facilitate “creeping” enclosures and openings for fish harvesters in NL fisheries. The paper finds that multi-faceted social protection and coastal community-oriented rationalities of fisher groups are key explanatory variables in shaping practices for and against neo-liberal governance, suggesting that the relationship of diverse neo-liberal, moral economy and hybrid governmentalities to lived experiences requires more empirical and theoretical attention.

The discourse of the ‘Anthropocene’ has quickly become pervasive, cross-cutting different fields of knowledge. However, it is also a deeply contested category. In the critical light shed by political ecology, we reflect on the conceptual blindspots that mark its narrative, identifying it as a symptom of a broader impasse of the neoliberal governmentality of nature and of the ecological crisis today. On the one hand, the Anthropocene narrative proposes a post-humanist vision, which potentially de-centres anthropocentrism. On the other hand, this same vision becomes an alibi for ever deeper and less reflective interventions of human beings on the biosphere, in particular through technoscientific developments. This paradox responds to a specific need for capitalist valorization of ‘Nature’ and, at the same time, does not seem capable to elaborate solutions to the ecological crisis as a whole. However, if the Anthropocene becomes visible only in the present historical contingency and due to specific kinds of knowledge, we suggest that reflecting on epistemological issues is key to the search for more ecological ways of situating in the world. Which forms of knowledge allow us to understand the emancipatory potential of post-humanism within the Anthropocene while avoiding new predatory effects on the biosphere?

This paper attempts to shed some light on current biopolitics of food and environmental security by analyzing the strategy of Integrated pest management (IPM). IPM is an ecological form of pest management that emerged in the United States in the 1950s in response to the pesticide crisis and now informs numerous pesticide legislations around the world. The paper analyzes IPM as a governmental hinge that aims to reconcile the conflicting goals of food security and environmental security. To this end, the paper makes three intertwined arguments. First, through an examination of scientific texts from the field of economic entomology, the paper shows how biological and chemical pest control methods are produced as two conflicting materialities that must be mediated. In a second step, the text shows how economically defined thresholds and cost-benefit analyzes are used to level the difference between these two materialities and make them commensurable. Finally, it elaborates how IPM aims primarily at transforming farmers’ practices. The use of chemicals in agriculture is to be reduced by transforming farmers into calculating subjects. Overall, the article aims to show how IPM, as an important element of contemporary ecological governmentality, seeks to realize positive environmental effects in the quantitative medium of economics and science.

Abstract River rehabilitation projects are framed as water security interventions in South Africa. They aim to address water quality and water quantity issues, as well as to improve socio-ecological relationships. These projects acknowledge the value of capacity building and social learning in enhancing water security. However, they adopt different governance approaches and hence have different knowledge construction and capacity building outcomes. This paper employs a ‘governmentality’ framework to analyse the capacity development processes within three river rehabilitation projects in Durban, South Africa. The analysis revealed that the three projects, with their different governmentalities, produced different capacity development modalities, which are utilised to sustain ‘the object of intervention’ in each river rehabilitation project. However, despite these differences, information as the currency of action; the context or site of learning; the importance of building state–citizen relationships; and the need for bridges or intermediaries, emerged as common elements which support capacity building and knowledge sharing across all three projects.

Globally, cities are relevant centres for peace and security studies; however, evidence abounds that many states are incapable of providing adequate social services, including policing the urban space. In sub-Sahara Africa (SSA), rapid urbanisation is synonymous with a rising youthful population, limited youth employment opportunities and emerging youth groups in the streets. Notwithstanding the role of cities as economic hubs, the rise in the unemployed youthful population and the limited urban space governmentality by states, youth group formation to effect collective effort as a survivalist strategy is not uncommon. While some scholars in SSA have largely focused on the initiation processes, consequences, shapes and forms of youth group formation and associated violence within cities, an overarching exposure on youth group identity construction and motivation for youth group membership despite the inherent risk in emerging secondary cities, is limited. Critical discourse analysis of media reports, relevant literature, data from key informant interviews and focus group discussions (FGD) was instrumental in giving a historical perspective of youth group identity construction and young peoples’ motivation for youth group membership in the Tamale metropolis, Ghana. Drawing on the General Strain Theoretical framework, this study aims to foreground how the intersection of politics, economic, cultural, ecological and social marginalities induces young peoples’ desire for youth group membership and defines youth group identity. The study unravels that poverty and economic marginalities, political party-driven interest, religious dogmatism, and ethnic orientation posit strong motivation for youth group membership and defining identity.

AbstractPartnership working has become a normative principle within agri-environmental governance. With more and more benefits becoming attributed to closer multi-stakeholder collaboration, more public monies are being directed towards this cause. These benefits have been studied widely and are usually presented in terms of their contributions to environmental, economic and/or social objectives. However, in contrast to these reported outcomes of partnership working, the practical ways towards them have received little attention. What does it mean to work together on a day-to-day basis? More specifically, how do stakeholders become trusted partners, bridge interests and coordinate their actions? What collaborative working culture becomes established within partnerships and how does this in turn affect wider governance outcomes, expectations and aspirations? Answers to these questions are not only important to better understand the factors that contribute to successful ways of partnership working, but also to account for its limitations. This paper responds to this research need by drawing on the example of Farm Herefordshire. This cross-organizational partnership promotes profitable farming, healthy soils and clean water to address the problem of diffuse pollution from agricultural practices within the Wye catchment in the UK. The insights from this case study contribute to the literature in two major ways: firstly, the paper follows prompts to study such modes of collective action holistically and bottom-up to capture all their contributions and implications. It does so by employing an ethnographic research approach to investigate the social interactions and struggles that characterize joint working. This commands attention to the backstories, the actual work meetings, the discussions, the processes of consensus building, and the joint actions undertaken; secondly, the paper connects with wider social science concerns around the underlying processes and practices of governmentality that are essential for establishing social and ecological orders. Thus, the paper explores how everyday practices of partnership working contribute to the co-production of institutions, discourses, identities, and representations—which in this case become strategically deployed to nudge—rather than revolutionise—better land management practices.

There is a moment in Al Gore’s 2006 documentary An Inconvenient Truth devised to expose the sheer audacity of fossil fuel lobby groups in the United States. In their attempts to address significant scientific consensus and growing public concern over climate change, these groups are resorting to what Gore’s film suggests are grotesque distortions of fact. A particular example highlighted in the film is the Competitive Enterprise Institute’s (CPE—a lobby group funded by ExxonMobil) “pro” energy industry advertisement: “Carbon dioxide”, the ad states. “They call it pollution, we call it life.” While on the one hand employing rhetoric against the “inconvenient truth” that carbon dioxide emissions are ratcheting up the Earth’s temperature, these advertisements also pose a question – though perhaps unintended – that is worth addressing. Where does life reside? This is not an issue of essentialism, but relates to the claims, materials and technologies through which life as a political object emerges. The danger of entertaining the vested interests of polluting industry in a discussion of climate change and its biopolitics is countered by an imperative to acknowledge the ways in which multiple positions in the climate change debate invoke and appeal to ‘life’ as the bottom line, or inviolable interest, of their political, social or economic work. In doing so, other questions come to the fore that a politics of climate change framed in terms of moral positions or competing values will tend to overlook. These questions concern the manifold practices of life that constitute the contemporary terrain of the political, and the actors and instruments put in this employ. Who speaks for life? And who or what produces it? Climate change as a matter of concern (Latour) has gathered and generated a host of experts, communities, narratives and technical devices all invested in the administration of life. It is, as Malcom Bull argues, “the paradigmatic issue of the new politics,” a politics which “draws people towards the public realm and makes life itself subject to the caprices of state and market” (2). This paper seeks to highlight the politics of life that have emerged around climate change as a public issue. It will argue that these politics appear in incremental and multiple ways that situate an array of actors and interests as active in both contesting and generating the terms of life: what life is and how we come to know it. This way of thinking about climate change debates opposes a prevalent moralistic framework that reads the practices and discourses of debate in terms of oppositional positions alone. While sympathies may flow in varying directions, especially when it comes to such a highly charged and massively consequential issue as climate change, there is little insight to be had from charging the CPE (for example) with manipulating consumers, or misrepresenting well-known facts. Where new and more productive understandings open up is in relation to the fields through which these gathering actors play out their claims to the project of life. These fields, from the state, to the corporation, to the domestic sphere, reveal a complex network of strategies and devices that seek to secure life in constantly renovated terms. Life Politics Biopolitical scholarship in the wake of Foucault has challenged life as a pre-given uncritical category, and sought to highlight the means through which it is put under question and constituted through varying and composing assemblages of practitioners and practices. Such work regards the project of human well-being as highly complex and technical, and has undertaken to document this empirically through close attention to the everyday ecologies in which humans are enmeshed. This is a political and theoretical project in itself, situating political processes in micro, as well as macro, registers, including daily life as a site of (self) management and governance. Rabinow and Rose refer to biopolitical circuits that draw together and inter-relate the multiple sites and scales operative in the administration of life. These involve not just technologies, rationalities and regimes of authority and control, but also politics “from below” in the form of rights claims and community formation and agitation (198). Active in these circuits, too, are corporate and non-state interests for whom the pursuit of maximising life’s qualities and capabilities has become a concern through which “market relations and shareholder value” are negotiated (Rabinow and Rose 211). As many biopolitical scholars argue, biopower—the strategies through which biopolitics are enacted—is characteristic of the “disciplinary neo-liberalism” that has come to define the modern state, and through which the conduct of conduct is practiced (Di Muzio 305). Foucault’s concept of governmentality describes the devolution of state-based disciplinarity and sovereignty to a host of non-state actors, rationalities and strategies of governing, including the self-managing subject, not in opposition to the state, but contributing to its form. According to Bratich, Packer and McCarthy, everyday life is thus “saturated with governmental techniques” (18) in which we are all enrolled. Unlike regimes of biopolitics identified with what Agamben terms “thanopolitics”—the exercise of biopower “which ultimately rests on the power of some to threaten the death of others” (Rabinow and Rose 198), such as the Nazi’s National Socialism and other eugenic campaigns—governmental arts in the service of “vitalist” biopolitics (Rose 1) are increasingly diffused amongst all those with an “interest” in sustaining life, from organisations to individuals. The integration of techniques of self-governance which ask the individual to work on themselves and their own dispositions with State functions has broadened the base by which life is governed, and foregrounded an unsettled terrain of life claims. Rose argues that medical science is at the forefront of these contemporary biopolitics, and to this effect “has […] been fully engaged in the ethical questions of how we should live—of what kinds of creatures we are, of the kinds of obligations that we have to ourselves and to others, of the kinds of techniques we can and should use to improve ourselves” (20). Asking individuals to self-identify through their medical histories and bodily specificities, medical cultures are also shaping new political arrangements, as communities connected by shared genetics or physical conditions, for instance, emerge, evolve and agitate according to the latest medical knowledge. Yet it is not just medicine that provokes ethical work and new political forms. The environment is a key site for life politics that entails a multi-faceted discourse of obligations and entitlements, across fields and scales of engagement. Calculating Environments In line with neo-liberal logic, environmental discourse concerned with ameliorating climate change has increasingly focused upon the individual as an agent of self-monitoring, to both facilitate government agendas at a distance, and to “self-fashion” in the mode of the autonomous subject, securing against external risks (Ong 501). Climate change is commonly represented as such a risk, to both human and non-human life. A recent letter published by the Royal Australasian College of Physicians in two leading British medical journals, named climate change as the “biggest global health threat of the twenty-first century” (Morton). As I have argued elsewhere (Potter), security is central to dominant cultures of environmental governance in the West; these cultures tie sustainability goals to various and interrelated regimes of monitoring which attach to concepts of what Clark and Stevenson call “the good ecological citizen” (238). Citizenship is thus practiced through strategies of governmentality which call on individuals to invest not just in their own well-being, but in the broader project of life. Calculation is a primary technique through which modern environmental governance is enacted; calculative strategies are seen to mediate risk, according to Foucault, and consequently to “assure living” (Elden 575). Rationalised schemes for self-monitoring are proliferating under climate change and the project of environmentalism more broadly, something which critics of neo-liberalism have identified as symptomatic of the privatisation of politics that liberal governmentality has fostered. As we have seen in Australia, an evolving policy emphasis on individual practices and the domestic sphere as crucial sites of environmental action – for instance, the introduction of domestic water restrictions, and the phasing out of energy-inefficient light bulbs in the home—provides a leading discourse of ethico-political responsibility. The rise of carbon dioxide counting is symptomatic of this culture, and indicates the distributed fields of life management in contemporary governmentality. Carbon dioxide, as the CPE is keen to point out, is crucial to life, but it is also—in too large an amount—a force of destruction. Its management, in vitalist terms, is thus established as an effort to protect life in the face of death. The concept of “carbon footprinting” has been promoted by governments, NGOs, industry and individuals as a way of securing this goal, and a host of calculative techniques and strategies are employed to this end, across a spectrum of activities and contexts all framed in the interests of life. The footprinting measure seeks to secure living via self-policed limits, which also—in classic biopolitical form—shift previously private practices into a public realm of count-ability and accountability. The carbon footprint, like its associates the ecological footprint and the water footprint, has developed as a multi-faceted tool of citizenship beyond the traditional boundaries of the state. Suggesting an ecological conception of territory and of our relationships and responsibilities to this, the footprint, as a measure of resource use and emissions relative to the Earth’s capacities to absorb these, calculates and visualises the “specific qualities” (Elden 575) that, in a spatialised understanding of security, constitute and define this territory. The carbon footprint’s relatively simple remit of measuring carbon emissions per unit of assessment—be that the individual, the corporation, or the nation—belies the ways in which life is formatted and produced through its calculations. A tangled set of devices, practices and discourses is employed to make carbon and thus life calculable and manageable. Treading Lightly The old environmental adage to “tread lightly upon the Earth” has been literalised in the metaphor of the footprint, which attempts both to symbolise environmental practice and to directly translate data in order to meaningfully communicate necessary boundaries for our living. The World Wildlife Fund’s Living Planet Report 2008 exemplifies the growing popularity of the footprint as a political and poetic hook: speaking in terms of our “ecological overshoot,” and the move from “ecological credit to ecological deficit”, the report urges an attendance to our “global footprint” which “now exceeds the world’s capacity to regenerate by about 30 per cent” (1). Angela Crombie’s A Lighter Footprint, an instruction manual for sustainable living, is one of a host of media through which individuals are educated in modes of footprint calculation and management. She presents a range of techniques, including carbon offsetting, shifting to sustainable modes of transport, eating and buying differently, recycling and conserving water, to mediate our carbon dioxide output, and to “show […] politicians how easy it is” (13). Governments however, need no persuading from citizens that carbon calculation is an exercise to be harnessed. As governments around the world move (slowly) to address climate change, policies that instrumentalise carbon dioxide emission and reduction via an auditing of credits and deficits have come to the fore—for example, the European Union Emissions Trading Scheme and the Chicago Climate Exchange. In Australia, we have the currently-under-debate Carbon Pollution Reduction Scheme, a part of which is the Australian Emissions Trading Scheme (AETS) that will introduce a system of “carbon credits” and trading in a market-based model of supply and demand. This initiative will put a price on carbon dioxide emissions, and cap the amount of emissions any one polluter can produce without purchasing further credits. In readiness for the scheme, business initiatives are forming to take advantage of this new carbon market. Industries in carbon auditing and off-setting services are consolidating; hectares of trees, already active in the carbon sequestration market, are being cultivated as “carbon sinks” and key sites of compliance for polluters under the AETS. Governments are also planning to turn their tracts of forested public land into carbon credits worth billions of dollars (Arup 7). The attachment of emission measures to goods and services requires a range of calculative experts, and the implementation of new marketing and branding strategies, aimed at conveying the carbon “health” of a product. The introduction of “food mile” labelling (the amount of carbon dioxide emitted in the transportation of the food from source to consumer) in certain supermarkets in the United Kingdom is an example of this. Carbon risk analysis and management programs are being introduced across businesses in readiness for the forthcoming “carbon economy”. As one flyer selling “a suite of carbon related services” explains, “early action will give you the edge in understanding and mitigating the risks, and puts you in a prime position to capitalise on the rewards” (MGI Business Solutions Worldwide). In addition, lobby groups are working to ensure exclusions from or the free allocation of permits within the proposed AETS, with degrees of compulsion applied to different industries – the Federal Government, for instance, will provide a $3.9 billion compensation package for the electric power sector when the AETS commences, to enable their “adjustment” to this carbon regime. Performing Life Noortje Mares provides a further means of thinking through the politics of life in the context of climate change by complicating the distinction between public and private interest. Her study of “green living experiments” describes the rise of carbon calculation in the home in recent years, and the implementation of technologies such as the smart electricity meter that provides a constantly updating display of data relating to amounts and cost of energy consumed and the carbon dioxide emitted in the routines of domestic life. Her research tracks the entry of these personal calculative regimes into public life via internet forums such as blogs, where individuals notate or discuss their experiences of pursing low-carbon lifestyles. On the one hand, these calculative practices of living and their public representation can be read as evidencing the pervasive neo-liberal governmentality at work in contemporary environmental practice, where individuals are encouraged to scrupulously monitor their domestic cultures. The rise of auditing as a technology of self, and more broadly as a technique of public accountability, has come under fire for its “immunity-granting role” (Charkiewicz 79), where internal audits become substituted for external compliance and regulation. Mares challenges this reading, however, by demonstrating the ways in which green living experiments “transform everyday material practices into practices of public involvement” that (118) don’t resolve or pin down relations between the individual, the non-human environment, and the social, or reveal a mappable flow of actions and effects between the public realm and the home. The empirical modes of publicity that these individuals employ, “the careful recording of measurements and the reliable descriptions of sensory observation, so as to enable ‘virtual witnessing’ by wider audiences”, open up to much more complex understandings than one of calculative self-discipline at work. As “instrument[s] of public involvement” (120), the experiments that Mares describe locate the politics of life in the embodied socio-material entanglements of the domestic sphere, in arrangements of humans and non-human technologies. Such arrangements, she suggests, are ontologically productive in that they introduce “not only new knowledge, but also new entities […] to society” (119), and as such these experiments and the modes of calculation they employ become active in the composition of reality. Recent work in economic sociology and cultural studies has similarly contended that calculation, far from either a naturalised or thoroughly abstract process, relies upon a host of devices, relations, and techniques: that is, as Gay Hawkins explains, calculative processes “have to be enacted” (108). Environmental governmentality in the service of securing life is a networked practice that draws in a host of actors, not a top-down imposition. The institution of carbon economies and carbon emissions as a new register of public accountability, brings alternative ways to calculate the world into being, and consequently re-calibrates life as it emerges from these heterogeneous arrangements. All That Gathers Latour writes that we come to know a matter of concern by all the things that gather around it (Latour). This includes the human, as well as the non-human actors, policies, practices and technologies that are put to work in the making of our realities. Climate change is routinely represented as a threat to life, with predicted (and occurring) species extinction, growing numbers of climate change refugees, dispossessed from uninhabitable lands, and the rise of diseases and extreme weather scenarios that put human life in peril. There is no doubt, of course, that climate change does mean death for some: indeed, there are thanopolitical overtones in inequitable relations between the fall-out of impacts from major polluting nations on poorer countries, or those much more susceptible to rising sea levels. Biosocial equity, as Bull points out, is a “matter of being equally alive and equally dead” (2). Yet in the biopolitical project of assuring living, life is burgeoning around the problem of climate change. The critique of neo-liberalism as a blanketing system that subjects all aspects of life to market logic, and in which the cynical techniques of industry seek to appropriate ethico-political stances for their own material ends, are insufficient responses to what is actually unfolding in the messy terrain of climate change and its biopolitics. What this paper has attempted to show is that there is no particular purchase on life that can be had by any one actor who gathers around this concern. Varying interests, ambitions, and intentions, without moral hierarchy, stake their claim in life as a constantly constituting site in which they participate, and from this perspective, the ways in which we understand life to be both produced and managed expand. This is to refuse either an opposition or a conflation between the market and nature, or the market and life. It is also to argue that we cannot essentialise human-ness in the climate change debate. For while human relations with animals, plants and weathers may make us what we are, so too do our relations with (in a much less romantic view) non-human things, technologies, schemes, and even markets—from carbon auditing services, to the label on a tin on the supermarket shelf. By most accounts, “resilience” is a pretty resilient concept. Or policy instrument. Or heuristic tool. It’s this last that really concerns us here: resilience not as a politics, but rather as a descriptive device for attempts in the humanities—particularly in rhetoric and cultural studies—to adequately describe a discursive event. Or rather, to adequately describe a class of discursive events: those that involve rhetorical resistance by victimised subjects. I’ve argued elsewhere (Munro, Descriptive; Reading) that Peircean semiosis, inflected by a rhetorical postulate of genre, equips us well to closely describe a discursive event. Here, I want briefly to suggest that resilience—“discursive” resilience, to coin a term—might usefully supplement these hypotheses, at least from time to time. To support this suggestion, I’ll signal some uses of resilience before turning briefly to a case study: a sensational Argentine homicide case, which occurred in October 2002, and came to be known as the caso Belsunce. At the time, Argentina was wracked by economic crises and political instability. The imposition of severe restrictions on cash withdrawals from bank deposits had provoked major civil unrest. Between 21 December 2001 and 2 January 2002, Argentines witnessed a succession of five presidents. “Resilient” is a term that readily comes to mind to describe many of those who endured this catastrophic period. To describe the caso Belsunce, however—to describe its constitution and import as a discursive event—we might appeal to some more disciplinary-specific understandings of resilience. Glossing Peircean semiosis as a teleological process, Short notes that “one and the same thing […] may be many different signs at once” (106). Any given sign, in other words, admits of multiple interpretants or uptakes. And so it is with resilience, which is both a keyword in academic disciplines ranging from psychology to ecology and political science, and a buzzword in several corporate domains and spheres of governmental activity. It’s particularly prevalent in the discourses of highly networked post-9/11 Anglophone societies. So what, pray tell, is resilience? To the American Psychological Association, resilience comprises “the process of adapting well in the face of adversity.” To the Resilience Solutions Group at Arizona State University, resilience is “the capacity to recover fully from acute stressors, to carry on in the face of chronic difficulties: to regain one’s balance after losing it.” To the Stockholm Resilience Centre, resilience amounts to the “capacity of a system to continually change and adapt yet remain within critical thresholds,” while to the Resilience Alliance, resilience is similarly “the capacity of a system to absorb disturbance and still retain its basic function and structure” (Walker and Salt xiii). The adjective “resilient” is thus predicated of those entities, individuals or collectivities, which exhibit “resilience”. A “resilient Australia,” for example, is one “where all Australians are better able to adapt to change, where we have reduced exposure to risks, and where we are all better able to bounce back from disaster” (Australian Government). It’s tempting here to synthesise these statements with a sense of “ordinary language” usage to derive a definitional distillate: “resilience” is a capacity attributed to an entity which recovers intact from major injury. This capacity is evidenced in a reaction or uptake: a “resilient” entity is one which suffers some insult or disturbance, but whose integrity is held to have been maintained, or even enhanced, by its resistive or adaptive response. A conjecturally “resilient” entity is thus one which would presumably evince resilience if faced with an unrealised aversive event. However, such abstractions ignore how definitional claims do rhetorical work. On any given occasion, how “resilience” and its cognates are construed and what they connote are a function, at least in part, of the purposes of rhetorical agents and the protocols and objects of the disciplines or genres in which these agents put these terms to work. In disciplines operating within the same form of life or sphere of activity—disciplines sharing general conventions and broad objects of inquiry, such as the capacious ecological sciences or the contiguous fields of study within the ambit of applied psychology—resilience acts, at least at times, as a something of a “boundary object” (Star and Griesemer). Correlatively, across more diverse and distant fields of inquiry, resilience can work in more seemingly exclusive or contradictory ways (see Handmer and Dovers). Rhetorical aims and disciplinary objects similarly determine the originary tales we are inclined to tell. In the social sciences, the advent of resilience is often attributed to applied psychology, indebted, in turn, to epidemiology (see Seery, Holman and Cohen Silver). In environmental science, by contrast, resilience is typically taken to be a theory born in ecology (indebted to engineering and to the physical sciences, in particular to complex systems theory [see Janssen, Schoon, Ke and Börner]). Having no foundational claim to stake and, moreover, having different purposes and taking different objects, some more recent uptakes of resilience, in, for instance, securitisation studies, allow for its multidisciplinary roots (see Bourbeau; Kaufmann). But if resilience is many things to many people, a couple of commonalities in its range of translations should be drawn out. First, irrespective of its discipline or sphere of activity, talk of resilience typically entails construing an object of inquiry qua system, be that system an individual, a community of circumstance, a state, a socio-ecological unit or some differently delimited entity. This bounded system suffers some insult with no resulting loss of structural, relational, functional or other integrity. Second, resilience is usually marshalled to promote a politics. Resilience talk often consorts with discourses of meliorative action and of readily quantifiable practical effects. When the environmental sciences take the “Earth system” and the dynamics of global change as their objects of inquiry, a postulate of resilience is key to the elaboration and implementation of natural resource management policy. Proponents of socio-ecological resilience see the resilience hypothesis as enabling a demonstrably more enlightened stewardship of the biosphere (see Folke et al.; Holling; Walker and Salt). When applied psychology takes the anomalous situation of disadvantaged, at-risk individuals triumphing over trauma as its declared object of inquiry, a postulate of resilience is key to the positing and identification of personal and environmental resources or protective factors which would enable the overcoming of adversity. Proponents of psychosocial resilience see this concept as enabling the elaboration and implementation of interventions to foster individual and collective wellbeing (see Goldstein and Brooks; Ungar). Similarly, when policy think-tanks and government departments and agencies take the apprehension of particular threats to the social fabric as their object of inquiry, a postulate of resilience—or of a lack thereof—is critical to the elaboration and implementation of urban infrastructure, emergency planning and disaster management policies (see Drury et al.; Handmer and Dovers). However, despite its often positive connotations, resilience is well understood as a “normatively open” (Bourbeau 11) concept. This openness is apparent in some theories and practices of resilience. In limnological modelling, for example, eutrophication can result in a lake’s being in an undesirable, albeit resilient, turbid-water state (see Carpenter et al.; Walker and Meyers). But perhaps the negative connotations or indeed perverse effects of resilience are most apparent in some of its political uptakes. Certainly, governmental operationalisations of resilience are coming under increased scrutiny. Chief among the criticisms levelled at the “muddled politics” (Grove 147) of and around resilience is that its mobilisation works to constitute a particular neoliberal subjectivity (see Joseph; Neocleous). By enabling a conservative focus on individual responsibility, preparedness and adaptability, the topos of resilience contributes critically to the development of neoliberal governmentality (Joseph). In a practical sense, this deployment of resilience silences resistance: “building resilient subjects,” observe Evans and Reid (85), “involves the deliberate disabling of political habits. […] Resilient subjects are subjects that have accepted the imperative not to resist or secure themselves from the difficulties they are faced with but instead adapt to their enabling conditions.” It’s this prospect of practical acquiescence that sees resistance at times opposed to resilience (Neocleous). “Good intentions not withstanding,” notes Grove (146), “the effect of resilience initiatives is often to defend and strengthen the political economic status quo.” There’s much to commend in these analyses of how neoliberal uses of resilience constitute citizens as highly accommodating of capital and the state. But such critiques pertain to the governmental mobilisation of resilience in the contemporary “advanced liberal” settings of “various Anglo-Saxon countries” (Joseph 47). There are, of course, other instances—other events in other times and places—in which resilience indisputably sorts with resistance. Such an event is the caso Belsunce, in which a rhetorically resilient journalistic community pushed back, resisting some of the excesses of a corrupt neoliberal Argentine regime. I’ll turn briefly to this infamous case to suggest that a notion of “discursive resilience” might afford us some purchase when it comes to describing discursive events. To be clear: we’re considering resilience here not as an anticipatory politics, but rather as an analytic device to supplement the descriptive tools of Peircean semiosis and a rhetorical postulate of genre. As such, it’s more an instrument than an answer: a program, perhaps, for ongoing work. Although drawing on different disciplinary construals of the term, this use of resilience would be particularly indebted to the resilience thinking developed in ecology (see Carpenter el al.; Folke et al.; Holling; Walker et al.; Walker and Salt). Things would, of course, be lost in translation (see Adger; Gallopín): in taking a discursive event, rather than the dynamics of a socio-ecological system, as our object of inquiry, we’d retain some topological analogies while dispensing with, for example, Holling’s four-phase adaptive cycle (see Carpenter et al.; Folke; Gunderson; Gunderson and Holling; Walker et al.). For our purposes, it’s unlikely that descriptions of ecosystem succession need to be carried across. However, the general postulates of ecological resilience thinking—that a system is a complex series of dynamic relations and functions located at any given time within a basin of attraction (or stability domain or system regime) delimited by thresholds; that it is subject to multiple attractors and follows trajectories describable over varying scales of time and space; that these trajectories are inflected by exogenous and endogenous perturbations to which the system is subject; that the system either proves itself resilient to these perturbations in its adaptive or resistive response, or transforms, flipping from one domain (or basin) to another may well prove useful to some descriptive projects in the humanities. Resilience is fundamentally a question of uptake or response. Hence, when examining resilience in socio-ecological systems, Gallopín notes that it’s useful to consider “not only the resilience of the system (maintenance within a basin) but also coping with impacts produced and taking advantage of opportunities” (300). Argentine society in the early-to-mid 2000s was one such socio-political system, and the caso Belsunce was both one such impact and one such opportunity. Well-connected in the world of finance, 57-year-old former stockbroker Carlos Alberto Carrascosa lived with his 50-year-old sociologist turned charity worker wife, María Marta García Belsunce, close to their relatives in the exclusive gated community of Carmel Country Club, Pilar, Provincia de Buenos Aires, Argentina. At 7:07 pm on Sunday 27 October 2002, Carrascosa called ambulance emergencies, claiming that his wife had slipped and knocked her head while drawing a bath alone that rainy Sunday afternoon. At the time of his call, it transpired, Carrascosa was at home in the presence of intimates. Blood was pooled on the bathroom floor and smeared and spattered on its walls and adjoining areas. María Marta lay lifeless, brain matter oozing from several holes in her left parietal and temporal lobes. This was the moment when Carrascosa, calm and coherent, called emergency services, but didn’t advert the police. Someone, he told the operator, had slipped in the bath and bumped her head. Carrascosa described María Marta as breathing, with a faint pulse, but somehow failed to mention the holes in her head. “A knock with a tap,” a police source told journalist Horacio Cecchi, “really doesn’t compare with the five shots to the head, the spillage of brain matter and the loss of about half a litre of blood suffered by the victim” (Cecchi and Kollmann). Rather than a bathroom tap, María Marta’s head had met with five bullets discharged from a .32-calibre revolver. In effect, reported Cecchi, María Marta had died twice. “While perhaps a common conceit in fiction,” notes Cecchi, “in reality, dying twice is, by definition, impossible. María Marta’s two obscure endings seem to unsettle this certainty.” Her cadaver was eventually subjected to an autopsy, and what had been a tale of clumsiness and happenstance was rewritten, reinscribed under the Argentine Penal Code. The autopsy was conducted 36 days after the burial of María Marta; nine days later, she was mentioned for the second time in the mainstream Argentine press. Her reappearance, however, was marked by a shift in rubrics: from a short death notice in La Nación, María Marta was translated to the crime section of Argentina’s dailies. Until his wife’s mediatic reapparition, Carroscosa and other relatives had persisted with their “accident” hypothesis. Indeed, they’d taken a range of measures to preclude the sorts of uptakes that might ordinarily be expected to flow, under functioning liberal democratic regimes, from the discovery of a corpse with five projectiles lodged in its head. Subsequently recited as part of Carrascosa’s indictment, these measures were extensively reiterated in media coverage of the case. One of the more notorious actions involved the disposal of the sixth bullet, which was found lying under María Marta. In the course of moving the body of his half-sister, John Hurtig retrieved a small metallic object. This discovery was discussed by a number of family members, including Carrascosa, who had received ballistics training during his four years of naval instruction at the Escuela Nacional de Náutica de la Armada. They determined that the object was a lug or connector rod (“pituto”) used in library shelving: nothing, in any case, to indicate a homicide. With this determination made, the “pituto” was duly wrapped in lavatory paper and flushed down the toilet. This episode occasioned a range of outraged articles in Argentine dailies examining the topoi of privilege, power, corruption and impunity. “Distinguished persons,” notes Viau pointedly, “are so disposed […] that in the midst of all that chaos, they can locate a small, hard, steely object, wrap it in lavatory paper and flush it down the toilet, for that must be how they usually dispose of […] all that rubbish that no longer fits under the carpet.” Most often, though, critical comment was conducted by translating the reporting of the case to the genres of crime fiction. In an article entitled Someone Call Agatha Christie, Quick!, H.A.T. writes that “[s]omething smells rotten in the Carmel Country; a whole pile of rubbish seems to have been swept under its plush carpets.” An exemplary intervention in this vein was the work of journalist and novelist Vicente Battista, for whom the case (María Marta) “synthesizes the best of both traditions of crime fiction: the murder mystery and the hard-boiled novels.” “The crime,” Battista (¿Hubo Otra Mujer?) has Rodolfo observe in the first of his speculative dialogues on the case, “seems to be lifted from an Agatha Christie novel, but the criminal turns out to be a copy of the savage killers that Jim Thompson usually depicts.” Later, in an interview in which he correctly predicted the verdict, Battista expanded on these remarks: This familiar plot brings together the English murder mystery and the American hard-boiled novels. The murder mystery because it has all the elements: the crime takes place in a sealed room. In this instance, sealed not only because it occurred in a house, but also in a country, a sealed place of privilege. The victim was a society lady. Burglary is not the motive. In classic murder mystery novels, it was a bit unseemly that one should kill in order to rob. One killed either for a juicy sum of money, or for revenge, or out of passion. In those novels there were neither corrupt judges nor fugitive lawyers. Once Sherlock Holmes […] or Hercule Poirot […] said ‘this is the murderer’, that was that. That’s to say, once fingered in the climactic living room scene, with everyone gathered around the hearth, the perpetrator wouldn’t resist at all. And everyone would be happy because the judges were thought to be upright persons, at least in fiction. […] The violence of the crime of María Marta is part of the hard-boiled novel, and the sealed location in which it takes place, part of the murder mystery (Alarcón). I’ve argued elsewhere (Munro, Belsunce) that the translation of the case to the genres of crime fiction and their metaanalysis was a means by which a victimised Argentine public, represented by a disempowered and marginalised fourth estate, sought some rhetorical recompense. The postulate of resilience, however, might help further to describe and contextualise this notorious discursive event. A disaffected Argentine press finds itself in a stability domain with multiple attractors: on the one hand, an acquiescence to ever-increasing politico-juridical corruption, malfeasance and elitist impunity; on the other, an attractor of increasing contestation, democratisation, accountability and transparency. A discursive event like the caso Belsunce further perturbs Argentine society, threatening to displace it from its democratising trajectory. Unable to enforce due process, Argentina’s fourth estate adapts, doing what, in the circumstances, amounts to the next best thing: it denounces the proceedings by translating the case to the genres of crime fiction. In so doing, it engages a venerable reception history in which the co-constitution of true crime fiction and investigative journalism is exemplified by the figure of Rodolfo Walsh, whose denunciatory works mark a “politicisation of crime” (see Amar Sánchez Juegos; El sueño). Put otherwise, a section of Argentina’s fourth estate bounced back: by making poetics do rhetorical work, it resisted the pull towards what ecology calls an undesirable basin of attraction. Through a show of discursive resilience, these journalists worked to keep Argentine society on a democratising track. The iPhone 62 has just been released. Political gridlock and the governmentally approved process of locking immigrant children in cages continue ad infinitum. Public schools resort to primarily remote learning as pandemic viruses ebb and flow. University students study post-postmodernism on campuses that remain on stolen Indigenous land. In this year of 2071, where humans remain desperately attached to “normalcy,” suffering continues beneath the fear that transformation would surely be devastating. Unknowns horrify privileged communities, eased only by the comfortability of a level of “bad” with which they are at least familiar. The world has settled into the Great Banal, an age of blind faith that tomorrow’s problems can be answered with solutions of yester-today. Written as an “e-seance” Zoom conversation among “ghost-scholars of the future,” we explore the horrors of a future in which the “normalities” of 2021 all persist. This is not a dystopian nightmare in which climate disasters wreak unparalleled havoc on vulnerable communities and new fascist regimes sink their claws into education, nor is it a utopic imagining of a society that has made great bounds toward social-ecological justice. In this seemingly absurd imaginary of no substantial change at all, we draw from (eco)critical, Indigenous, and feminist frameworks to ask: What might education look like in a world that has adamantly resisted radical transformation for fear of the worst, in exchange for all hopes of the best?

Tiffany is running down a suburban street with headphones and a hoodie on. Her breath is clearly audible, rhythmic, steady, and in pace with her footsteps. The Tiffany’s Story video testimonial on the Be Smart. Be Well. website then cuts to Tiffany sitting at home describing her earlier experiences with asthma: “The hospital became like my second home... I couldn’t breathe on my own.” Dr. Wolf, who has been treating Tiffany since she was diagnosed with asthma at age 8, joins in, “At that time she had really severe asthma. It was very difficult to manage and remained very difficult to manage for many years” (Be Smart. Be Well). As a child, Tiffany could never run, with steady breath, as she did at the beginning of the video, titled The Right Meds Keep Her in the Ring (Be Smart. Be Well). But after figuring out a treatment regime that worked, Tiffany became a healthy teenager; the video features her in contexts where she is jogging, smiling radiantly with her mother, and holding up victory belts from her boxing matches. From a child unable to breathe on her own, to a teenager with dreams of going to the Olympics, Tiffany’s asthma story underscores some of the defining narratives of contemporary asthma care. Her experience moves from uncontrolled asthma that limited her activities to a well-managed condition where she is able to pursue her aspirations without interference. Her Olympic dreams fit perfectly, reproduce even, the iconic image of the asthmatic athlete. It’s an image that has been in circulation since the early years of the contemporary asthma epidemic, a moment in the 1990s when federal health agencies and advocacy organizations worked to give the growing population of child asthmatics hope and encouragement to overcome their asthma. Yet the figure of the athletic asthmatic, and other accomplished icons with well-controlled asthma, also promotes an idealized image of health: “you can be greater than you are,” when you take your medication. The messages, of course, are well intentioned, designed to educate and show kids that asthma does not equate with disability. Yet these messages frequently work on logic where drugs control symptoms to enable you to do better in life. In some corners of asthma care, concern with symptoms is subsumed by narratives of activity and accomplishment. This article sketches shifts in the meaning of health and disease in the context of asthma treatment, moving from a time when treatments were not disease-specific and illness was seen as debilitating, to the contemporary moment where pharmaceutical companies market disease and promote health through direct-to-consumer advertising (DTCA). It’s a move situated within a broader, biomedicalized context where health isn’t just achieved, it’s augmented. Tiffany’s story is typical of someone with severe or even moderate asthma: uncontrolled symptoms, use of emergency care, unresponsive to medications, and an inability to live life as fully as desired. Symptoms and the threat of symptoms prevent people from undertaking routine activities (such as exercise, visiting friends, or attending work or school) and going into spaces that might trigger an attack. Asthma, in other words, can prevent people from living a “normal” life. But it can also be more than a chronic inconvenience that shapes behaviors; in the U.S., asthma still kills more than 3,000 people each year (Moorman et al. 20). Medical practitioners, researchers, and patients persistently search for insight into asthma’s causes and possible cures (Whitmarsh). Both cause and cure still allude, but preventative measures have improved dramatically in the last thirty years, through both pharmaceutical advancements and better public health approaches. Whereas a century ago, or even 30 years ago, severe asthmatics would have lead quite restricted lives—confined to their homes and unable to be active—today’s asthmatics are not limited by their condition to the degree they were decades before. We see this in asthma research that shows improved morbidity, decreased hospitalizations, and better quality of life (Moorman et al. 1-67). We also see this in DTCA, asthma advocacy campaigns, and even public health messages that actively combat the historic image of the weak, invalid asthmatic with stories of famous athletes, entertainers, or politicians who overcame asthma to achieve great things. It moves the discourse from an overly negative image—as one asthmatic interlocutor conveyed, “there was a stereotype in the 80s, in the movies, where the nerdy wimpy kid always had asthma, and the inhaler was associated with that”—to an extraordinarily positive image of high achieving asthmatics. Inhalers, formerly a sign of weakness, are now common in competitive sport contexts (Arie 344). The contrast between these representations—the 1980s nerdy wimp and the 21st century athlete—is stark. The latter image participates in the shift towards augmented health, where active bodies have become the new idealized norm. The shifting representations of asthmatics, even over the last twenty years, makes sense in the context of biomedicalization (Clarke et al. 172), where treatment regimes moved from a focus on “attaining control over the body” under medicalization, to “enabling the transformation of bodies to include desired new properties and identities” (Clarke et al. 183). The right treatment will allow you to do things that your body wouldn’t let you do otherwise. The question is: should treatment be sold on this premise? What would have been considered a return to health a hundred years ago wouldn’t be considered doing enough to manage your asthma today. A hundred years ago, the absence of symptoms would have been a success; today, the focus is on the degree to which one feels limited and how much you can accomplish in the span of 24-hours. Missed school and work days are a key measure in asthma epidemiology and care; these public health measures not only signal uncontrolled asthma, but do so by counting absence in the context of labor. The discursive shift can also be seen in the change from the urge to “breathe easy” (language from the Centers for Disease Control) to suggestions in pharmaceutical ads that you can “breathe better.” What new selves are being created by emergent health rhetorics, as Metzel asks (6), rhetorics which seem to be consumerist and neoliberal as much as they are biomedical? Role Reversal Historically, those with severe asthma led their lives carefully, or in reclusion. French novelist Marcel Proust, in addition to his literary accomplishments, spent much of his life confined to his home. Despite searching through medical texts and experimenting with various treatments, Proust’s asthma “dominated” his daily life, in the words of Mark Jackson (6). Writing of asthma’s history, Jackson continues, Proust constitutes the archetypal asthmatic, whose breathlessness and discomfort echo across space and time. Proust’s intimate descriptions of his symptoms—‘an asthmatic never knows if he will be able to breathe’ he wrote to the novelist Andre Gide in 1919—bear striking similarities both to Greek and medieval accounts of asthma many centuries earlier and to recent surveys suggesting that, at the turn of the millennium, many asthmatics continue to suffer from severe attacks that prevent them from speaking or make them fear for their lives. (8) In Proust’s time, advertisements for asthma and other respiratory treatments focused on providing symptom relief; some even purported to cure respiratory woes. These advertisements were rarely asthma specific, in part, because manufacturers sought the widest possible customer base, but also because it was difficult to distinguish one respiratory illness from another (Jackson 201). Asthmatics like Proust tried a range of remedies, including asthma cigarettes, the Carbolic Smoke Ball, and various forms of early inhalers. Most of these early asthma remedies instructed customers to use their product when in need of relief. Some ads stated that more regular use could stave off symptoms as well remedy them in the moment, but prevention wasn’t the primary message. The principle focus was addressing symptoms at hand. Just about a hundred years later, at the beginning of the U.S. asthma epidemic, symptoms were still center stage. National attention turned towards the asthmatic condition as the public health effects of severe asthma became visible—asthma-related deaths and hospitalizations had increased, along with rising prevalence rates. Asthma—formerly kept hidden in homes and in low-income communities—emerged as a major public health issue (Mitman 245). Advocacy campaigns were created on the heels of the epidemic’s emergence; they aimed to make asthma visible and show kids that their condition didn’t have to get in the way of life. Elite athletes became central figures in these campaigns. The Asthma All-Stars program, which featured Olympic medalists Jackie Joyner-Kersee and Amy Van Dyken, as well as Pittsburgh Steeler Jerome Bettis, worked to educate the public through acknowledgement of the condition as well as treatment advocacy. The National Library of Medicine’s exhibit on asthma, “Breath of Life” (1999), exemplifies this period with a showcase of famous asthmatics. In the exhibit, more than half the profiles of contemporary asthmatics feature Olympic or all-star athletes; entertainers, politicians, and scientists round out the exhibit. The legacy of the asthmatic athlete persists today; it’s still common to see sports figures speaking at fundraisers or spearheading events. These images are important, particularly for patient populations who truly feel limited and unable to do things because of their asthma. Athletes who speak about their condition are always clear: well-controlled asthma comes from adherence to treatment. The importance of these images also stems from the use of the image of the All-Star asthmatic to counter the historical stereotype of the weak, invalid asthmatic, who, like Proust, could not even leave the house. The man who recalled the stereotyped asthmatic from the 1980s, stated “I think I mapped myself onto that [stereotype], like, this is a disability, right, the media tells me this is a disability cause it’s always the kids who can’t do anything who are puffing their puffers.” In step with emergent 21st century health rhetoric, and increasing asthma prevalence, the image of the asthmatic was revised, falling in line with newly normalized health ideals (Clarke et al. 181; Metzel 2; Sinding 262). Active Asthmatics If 19th and early 20th century inhaler advertisements declared their products could relieve if not cure respiratory symptoms, at the beginning of the 21st century asthma treatment went beyond simply relieving symptoms; advertisements and medical discourse emphasized preventative symptom control, improved lung function, and better breathing. With the development of long-term controller medications, many asthmatics could reliably prevent symptoms a majority of the time. When combination inhalers hit the market in the early 2000s, the mood of advertisements could be summed up by a line from a GlaxoSmithKline commercial, “Coping is not the same as controlling” (GlaxoSmithKline). Prevention rather than symptom relief was the order of the new century. And yet just in the last ten years, pharmaceutical messages have shifted yet again, moving from an emphasis on controlling symptoms to living a better life: don’t let asthma slow you down, or stop you from living the life you want to live. It’s a message predicated on a particular view of what a normal life should look like, one characterized as augmented health. A 2012 Advair commercial reflects the tone of augmented health, “Asthma can hold you back, but it doesn’t always have to. Advair is clinically proven to significantly increase symptom free days, to help you do more of the things you like to do, more of the things you have to do, and more of what you want to do” (Advair). Strategically placed throughout the commercial, a voice chimes in “GO!” as the hero of the commercial, a middle aged asthmatic man, bikes down a wooded trail; moves through a busy hallway where he greets one person after the next, all of whom hand him file folders or blue prints; dances at a nightclub; and walks down bleachers to join a group of friends at a ballgame. The commercial ends with the man arriving home well after dark, comfortably settling into bed, and then energetically waking up to do it all over again the next day. Marked by words like increase, more, and go, the Advair commercial depicts a life full of activity. Not only that, the commercial leverages contexts that are commonly problematic for asthmatics: being outside and in foliage rich areas; biking and dancing, or other physical activities that could leave one breathless; and sleeping comfortably—nighttime attacks are common among asthmatics. The message is clear: look at all the things asthmatics can do when their condition is well controlled—with Advair, of course. It’s a message that builds on an earlier trend in asthma advocacy, during the 1990s, when well-known asthmatic athletes were used to bring visibility to asthma. If asthma control in the 1990s emphasized that asthmatics didn’t need to be held back, 21st century ads suggest that one could do more. By augmenting your health, asthma control can transform your life by allowing you to do more.Today, DTCA for asthma drugs are just as likely to emphasize improved lung function as they are symptom control, and, as advertised in the Advair commercial, improved lung function enables one to do more. A man featured in a 2012 Symbicort commercial explains, “Symbicort helps significantly improve my lung function, starting within five minutes… With Symbicort, today I’m breathing better” (Symbicort). The man’s renewed capacity to go on fishing trips with loved ones is the example in this commercial. Control, relief, and cure are nowhere to be found in these DTC advertisements; symptoms have been dropped from the frame. Rather than work off illness, or the older stereotype of the weak, homebound asthmatic, the new wave of DTCA champions augmented health: a higher quality of life, where patient-consumers can “do” whatever they like. What would have been considered a return to normal a hundred years ago, in Proust’s time, wouldn’t be considered doing enough to manage your asthma today. A hundred years ago, getting out of the house would have been enough; today, it’s a question of how much can you accomplish in the span of 24-hours. The portrayal of health in these DTCA calls to mind Lauren Berlant’s description of OTC cold medicine, which claim to make you feel better, but are really more concerned with making sure people can stay productive (28). Conclusion Had Proust lived a century later, he may have, like Tiffany, led a less restricted life. Or as Dr. Wolf put it, “A normal life. Busy and as active as she’d like to be. But she needs to take medication to do it” (Be Well. Be Smart). Symptom-free doesn’t seem to be enough anymore. Contemporary images of asthmatics—as an all-star athlete, an aspiring boxer, and a hyper-busy city dweller—are shaped by an imagined healthy norm. Advocacy campaigns originally intended to combat long-standing negative representations partake in the promotion of augmented health. Increasingly, health is no longer defined by the absence of symptoms, but by how active you are and how much you do. Busy and productive is a gold standard of the idealized norm, a norm that circulates—to a greater or lesser extent—in direct-to-consumer advertising, asthma advocacy campaigns, and public health messages (Sinding 262). Without doubt, the pharmaceutical industry plays a tremendous role in shaping contemporary health norms. Yet, as Joseph Dumit describes it, "the pharmaceutical industry is a massive elephant. Like the blind men of the famous parable, we each catch a hold of a tiny piece of it -- leg, tail, trunk -- and think we have a handle on it" (18). A powerful force with influence on many aspects of contemporary life, the pharmaceutical industry could be understood through the lens of biomedicalization: Biomedicalization imposes new mandates and performances that become incorporated into one’s sense of self. The subjectivities that arise out of these performances of what it is to be healthy (e.g., proactive, prevention-conscious, neo-rational) suggest how biomedical technoscience indicates a type of governmentality that can enact itself at the level of subjective identities and social relations. (Clarke et al. 182) Disease marketing—prevalent in the 1990s—is no longer needed or effective; health marketing has taken over and pharmaceutical companies are not at the table alone (Elliott 97). Instead of working through disease difference, health marketing attempts to level ground through images and standards that everyone can work towards, asthmatics included. Of course, pharmaceutical marketing simultaneously renders invisible socioeconomic conditions that contribute to asthma incidence, and marginalized populations that struggle to access medication and medical care in the first place. Augmented health works to flatten difference across social, economic, political, and ecological scales, as if these inequalities didn’t matter for disease management. Scholars writing about emergent modes of health—how health is imagined, constructed, studied, and sold—have documented how new health regimes work off potential risk categories, race, class, and gendered ideologies, or hoped-for modes of living. Some are literally “against health” (the title of Metzel and Kirkland’s edited volume). But to be against health, as Metzel writes is not to be against needed treatment (9). To examine the ways in which DTCA or advocacy campaigns promote specific, idealized images of health—images where people are athletic, outgoing, and busy—and question whether these drugs go above and beyond the restoration of health, should not be equated with a statement about whether medication is necessary. Epidemiological evidence and clinical studies are clear that contemporary treatments help reduce the burden of asthma in various ways: through reduced hospitalizations, lower death rates, and better-controlled asthma. Drugs keep many asthmatics relatively symptom-free. The point, rather, is that health is complex, structured by various institutions, actors, politics, and materials. One of the valences of the new health regime is augmented health, seen in the context of this paper at work in DTCA and possibly emerging in other corners of the asthma care arena as well. To date, most writing on augmentation has focused on how advancements in science and technology extend the capacity of human bodies—from prosthetics and fertility drugs, to steroids and life support (Hogle 696). Less has been written on the ways in which chronic conditions like diabetes, heart disease, and asthma—conditions where life hinges on medications, but are common enough that they are deemed unexceptional—produce a rhetoric of augmentation; where the new healthy is augmented living. It’s not the drugs for life rhetoric that works off new risk categories, as Dumit has shown (201); asthmatics are symptomatic, always at risk anyways, and often already on drugs for life. Drugs for chronic conditions like asthma may simply control symptoms, but they’re increasingly sold on the promise of enhancing life capacities as well. As Elliott has observed, it’s part of a move from disease marketing to health marketing (97). The discursive shift in asthma care, and perhaps other chronic disease contexts as well, doesn’t register as enhancement or augmentation because it mirrors the new health norm that is part of the broader context of biomedicalization. As the frame of health shifts, questions about bodies, ethics, and enhancement technologies might need to shift as well. Linda Hogle’s question is apt here: “what is necessary to sustain health? At which point does repair become something more than restorative, and for which (and whose) purposes are interventions defined as 'therapeutic'” (697). Since health norms have become augmented in the last ten years, this question becomes all the more difficult to answer. Within these new health regimes, potential has not only become open-ended, it also seems to be a therapeutic goal.
