ResumoEscuela Nueva é um programa educacional pensado especificamente para a zona rural colombiana, nascido nos anos 1970 e vigente até os dias atuais. A utilização de livros escolares é uma das suas principais características, tanto para o consumo dos alunos no seu processo de aprendizagem, quanto para a formação do professor, inteirando-o sobre as características do modelo escolar e de como agir adequadamente nele. O presente artigo tem como objetivo analisar o manual para a formação dos professores denominado: “Hacia una Escuela Nueva. Unidades de capacitación docente” visando compreender as representações (CHARTIER, 1991) de ruralidade e de professor rural inscritos nele. Na análise foi possível perceber que o modelo pode se vincular com o ruralismo pedagógico, não só por utilizar como pano de fundo a vida camponesa, mas pelo seu caráter nomeadamente prático. Ditas pedagogias revelam representações sobre o rural que o compreendem como um cenário pacífico, harmonioso, livre de conflito e com uma forte presença do Estado.Palavras-chave: Manuais pedagógicos; Escuela Nueva; Educação rural; Professor rural. Resumen Escuela Nueva es un programa educativo pensado específicamente para la zona rural colombiana, nacido en los años 1970 y vigente hasta los días actuales. La utilización de manuales escolares es una de sus principales características, no sólo como materiales para el consumo de los alumnos en su proceso de aprendizaje, sino, también como manuales pedagógicos pensados para la formación de un profesor teniendo en cuenta las características del modelo escolar y de cómo actuar adecuadamente en él. El presente artículo tiene como objetivo analizar el manual para la formación de los profesores denominado: “Hacia una Escuela Nueva. Unidades de capacitación docente” buscando comprender las representaciones (CHARTIER, 1991) de ruralidad y de profesor rural inscritos en él. En el análisis fue posible percibir que el modelo puede vincularse con el ruralismo pedagógico, no sólo por utilizar como tela de fondo la vida campesina, sino, también por su carácter claramente práctico. Dichas pedagogías revelan representaciones sobre lo rural que lo comprenden como un escenario pacífico, armonioso, libre de conflicto y con una fuerte presencia del Estado.Palabras clave: Manuales pedagógicos; Escuela Nueva; Educación rural; Profesor rural.Abstract “Escuela Nueva” is an educational program especially designed for the rural area of Colombia, this was created in the 1970’s and it is still in use. The utilization of text books is one of the main characteristics, not only for the students’ learning process, but also as pedagogical text books created for the teachers’ academic training taking into account the school model features, and how to perform adequately within it. This article aims to analyze the teachers’ academic training text books named: “Hacia una escuela nueva”, Teacher’s training units. Looking for understanding the representations (CHARTIER, 1991) of rurality and rural teacher defined in it. In the analysis, it was possible to perceive that the model can be linked with the pedagogical rurality, not only for the use of the rural life background but also for its clearly practical characteristic. These kinds of pedagogy reveal the representations about the rural life that shows it as pacific, harmonious, and free of conflict and with a strong gouvernmental presence scenario. Notre travail de recherche porte sur l’analyse de l’impact transformationnel de l’e-gouvernement dans deux ministères au Liban. Des carences bibliographiques liées à cette thématique sont constatées dans la littérature sur l’e-gouvernement, notamment dans le contexte de pays en développement. En outre, l’impact transformationnel de l’e-gouvernement, peu exploré empiriquement, suscite des débats continus entre vision optimiste et pessimiste de ce phénomène. Cela invite à mobiliser une perspective holistique pour mieux cerner la complexité de l’e-gouvernement et pour approfondir la compréhension des changements associés. Nous avons cherché à examiner l’évolution des trajectoires de changement, impulsées par ces démarches, au sein des ministères des Finances publiques et de la Santé publique au Liban sur une période historique (1992-2010), emblématique pour la modernisation du secteur public libanais par les SI. Nous avons élaboré un cadre conceptuel original qui couple la théorie néo-institutionnelle et le courant théorique de la transformation organisationnelle par les SI et qui a permis une lecture intégrale du changement qui se déploie aux niveaux macro, méso et micro dans les deux ministères. Nos résultats révèlent des trajectoires de changement différentes. Dans le même contexte institutionnel, les démarches d’e-gouvernement déployées au sein des deux ministères impulsent, dans un cas, une trajectoire de changement profond et un impact transformationnel réel, alors que dans l’autre, elles engendrent une trajectoire de changement superficiel et un impact transformationnel limité. Ces deux trajectoires de changement mettent en évidence un enchevêtrement de facteurs internes et externes, ayant une influence sur l’impact transformationnel des démarches d’e-gouvernement
Our research focuses on analyzing the transformational impact of e-government at two ministries in Lebanon.The literature on e-government, particularly in the context of developing countries, is limited. Furthermore, the transformational impact of e-government has not been empirically explored, giving rise to ongoing debates between optimistic and pessimistic views of the phenomenon. This calls for the mobilization of a holistic perspective to better capture the complexity of e-government and to deepen the understanding of the changes it could trigger.We sought to examine the evolution of change trajectories, driven by e-government initiatives, within the ministry of Finance and the ministry of Public Health in Lebanon over the 1992-2010 period, which is emblematic of the modernization of the Lebanese public sector through IS.We have developed a conceptual framework that combines the neo-institutional theory with the IT-enabled organizational transformation theoretical perspective, which enabled an integral reading of the change unfolding at macro, meso and micro levels at the two ministries.Our results show different trajectories of change. Within the same institutional context, the e-government initiatives deployed at the two ministries, drive, in one case, a trajectory of profound change and a real transformational impact, while in the other, they generate a trajectory of superficial change and a limited transformational impact. These two trajectories of change highlight a tangle of internal and external factors which largely affect the transformational impact of e-government

Forms of broadcast media, such as TV and radio, are considered passive because the consumer simply receives the message and does not choose whether or not view or to listen (other than by changing the channel). Interactive television (iTV) is changing this. It gives users control over the programs they receive, as well as a range of online services such as electronic programming guides, e-mail, e-commerce, games, interactive advertising, video on demand (VOD), and Web browsing. This is taking place by creating enhanced programming and offering compelling interactive services. The iTV market is growing at a remarkable rate. Its services have been launched across many countries, including in much of Europe and the U.S. According to the state of interactive TV 2005 report from Kagan Research at present (http://www.kagan.com/), 34.1 million households subscribe to iTV services, and the number of subscribers is expected to reach 69 million by 2009. Revenues from electronic transactions for games, television, or t-commerce (television commerce), and interactive advertising are estimated to reach $2.4 million by 2009. During the same period, we estimate that the interactive services segment will generate $780 million in operator revenue or cable, digital broadcast satellites (DBS), and telecoms. The switch from analog TV to digital television is referred to as the digital TV (DTV) transition. We expect that in the coming decade most broadcast signals will become digital. In 1996, the U.S. Congress authorized the distribution of an additional broadcast channel to each TV broadcaster so that they could introduce DTV service while simultaneously continuing their analog TV broadcasts (http://www.dtv.gov/consumercorner.html). In Europe several countries have already started making digital transmissions, and gouvernment has developed a roadmap that indicates when all transmissions will be digital. For the industry point of view, over the past few years it has been developing and selling devices for digital transmission and reception. The growing integration trend between personal computers and digital TV will affect the birth of new emerging markets for interactive TV broadcasting and Web TV. They can offer several different simultaneous TV programs, with visual and sound quality that is equal to or better than what is generally available nowadays. In addition, broadcasters can simultaneously transmit a variety of other information through a data bit stream to both enhance TV programming and to provide entirely new services (http://www.dtv.gov/consumercorner.html). Both set-top boxes (STB) and DTV are able to handle digital content. The advantages of DTV consist of audio and video quality improvement, providing more channels, more languages per channel, and additional data, for instance applications delivering.
