Nowadays, the quality of virtual service is diminishing, in which different aspects of E-business industry is signifying, especially in the business to business (B2B). E-procurement is part of the e-business, therefore, quality factors of E-procurement originates from e-business. Much research has focused on the critical success factors of E-procurement, however, when it comes to implementation, many E-procurements fail, which can be very costly. This article attempts to increase the success rate of E-procurement, and ensures that the success of E-procurement is more sustainable. This research estimates the structural equation model by collecting data from 208 managers to employ quantitative analysis to investigate the relationship between E-procurement quality factors. The result of this research shows that the quality of the organization culture has partial mediator relationship to the success of E-procurement. Meanwhile, the quality of IT infrastructure does not have a mediator relationship with the success of E-procurement. Lastly, quality of knowledge management has a full mediator relationship with the success of E-procurement and it does not affect the dynamic capability of organization directly.

Purpose – The purpose of this paper is to propose a portfolio procurement framework to response to uncertain customer demand and purchasing price volatility in a simultaneous manner. Then it aims to obtain optimal procurement and production decisions under the portfolio framework to maximize profit. Design/methodology/approach – The portfolio procurement problem is modeled as a dynamic Stackelberg game and Nash equilibrium solutions are obtained. The portfolio procurement framework is analyzed in the settings, with both risk-neutral objective and downside risk constraints measure of contract prices. Findings – By obtaining the Nash equilibrium solutions for both the buyer’s ordering decisions and the supplier’s optimum production decisions, Stackelberg game model for portfolio procurement is proved to be feasible. Additionally, downside risk constrains are proposed to help supply chain participants’ to evaluate the profitability and risk probabilities of the designed procurement contracts under the uncertain customer demand and spot market. Research limitations/implications – This paper assumes the supplier is risk averse and the buyer is risk neutral, and it would be interesting to examine the performances of portfolio procurement strategy with different risk attitudes participants. Practical implications – This research could help the buyer respond to not only demand uncertainty but also the volatile spot price in the procurement process. Related optimal portfolio procurement strategy can be carried out to improve the enterprise’ procurement plan by adjusting the order of long-term contract, option contract and the spot market. The proposed framework could also help suppliers design and evaluate contracts for buyers with different risk preference, and on the other hand help the buyers decide if she should accept the contracts from the supplier. Social implications – This research should also increase awareness in both academia and industry on the opportunities of using the dynamic portfolio procurement approach to enhance flexibility and to mitigate the inventory as well as price risks in the procurement process. Effective downside risk constrains on contract prices could also help to protect the bottom line of companies with different risk preference. Originality/value – The portfolio procurement framework proposed in this research can mitigate inventory and price risks simultaneously. Also, instead of solving the portfolio procurement planning problem in computational simulation experiments as in previous research, this paper proposed a dynamic game model for this portfolio-based procurement problem and obtained its Nash equilibrium solutions for both the buyer’s ordering decisions and the supplier’s optimum production decisions. Finally, an innovative and simple downside risk constraints has been designed to help the buyer evaluate supplier’s contract prices according to their individual risk preference.

PurposeAlthough small- and medium-sized enterprises (SMEs) play major roles in most economies in terms of job creation, innovation and contribution to national income, they are often underrepresented in public procurement markets. This paper aims to explore how the dynamic capabilities theory can improve SME participation in public procurement.Design/methodology/approachThrough a systematic literature review, the paper identifies common barriers to the effective participation of SMEs in public procurement and explores the applicability of the dynamic capabilities theory in addressing these barriers.FindingsA theoretical analysis was conducted to identify possible relationships between the factors reported in the literature as barriers to SME participation in public procurement and different components of the dynamic capabilities of firms (i.e. sensing, seizing, reconfiguring and learning). Seven key propositions were generated to guide future research.Research limitations/implicationsDespite its contributions, this paper is based solely on a systematic literature review and theoretical analysis. Future studies could use meta-analysis to review multiple studies relating to the nexus between SMEs and public procurement, hence improving methodological rigour.Practical implicationsThe paper contributes to the ongoing debate about whether and how SMEs can leverage their resources and capabilities to develop self-help strategies to improve participation in public procurement, an area yet underexplored in the literature.Originality/valueThis is one of the few studies examining the implications of firm-level capabilities of SME activity in public procurement markets. The findings may be beneficial to SME managers/owners, particularly regarding firms' ability to leverage resources and capabilities to participate effectively in public procurement.

AbstractThe cost of materials is the largest proportion of a construction project’s total budget. If the materials cannot be delivered to the construction site on time, completely and with acceptable quality, the project’s duration and cost will be greatly affected. Based on the generalized project risk element transmission theory and system dynamics, a system dynamics model was developed to capture dynamics of procurement risk elements transmission during construction projects and how various procurement risk elements affect the project’s duration and cost by simulation. In this paper, procurement risk element is considered as the uncertain factors in procurement. Based on these results, it is concluded that the developed model can provide important information for risk managers and project managers addressing procurement risk.

Abstract Public procurement is indeed an inflexible and somewhat immobile field, constantly regulated and monitored by state public authorities. This highlights the need for the legislator to constantly improve, modernise, specialise, develop, and innovate the field of public procurement, taking into account the presence of restrictions, limitations, and unfavourable circumstances manifested in the surrounding economic environment. To achieve this aim, the increasingly varied and complex needs of public institutions that are striving to adapt to the exponential expansion of all spheres of activity must be studied, along with the restrictions created by the permanent economic crisis that generates underfunding at the level of public systems. The dynamic procurement system can play a very important role in the future, as it is a tool that has been often used during the pandemic as an efficient way of carrying out public procurement in a very short time, giving institutions the flexibility to respond to the needs of a changing society. At the same time, it is a modern and novel e-procurement technique, regulated for the first time in 2004. In the same vein, through the provisions of Article 34 of Directive 2014/24/EU and Article 52 of Directive 2014/25/EU, respectively, the European Union has established a digitised single market which calls for the use of electronic procurement tools and methods as part of a comprehensive digital process, supported by the European Commission.

Purpose The purpose of this paper is to improve the relief procurement process as one of the most important elements of humanitarian logistics. For doing so, a novel two-round decision model is developed to capture the dynamic nature of the relief procurement process by allowing demand updating. The model accounts for the supply priority of items at response phase as well. Design/methodology/approach A mixed procurement/supply policy is developed through a mathematical model, which includes spot market procurement and a novel procurement auction mechanism combining the concepts of multi-attribute and combinatorial reverse auctions. The model is of bi-objective mixed-integer non-linear programming type, which is solved through the weighted augmented e-constraint method. A case study is also provided to illustrate the applicability of the model. Findings This study demonstrates the ability of proposed approach to model post-disaster procurement which considers the dynamic environment of the relief logistics. The sensitivity analyses provide useful managerial insights for decision makers by studying the impacts of critical parameters on the solutions. Originality/value This paper proposes a novel reverse auction framework for relief procurement in the form of a multi-attribute combinatorial auction. Also, to deal with dynamic environment in the post-disaster procurement, a novel two-period programming model with demand updating is proposed. Finally, by considering the priority of relief items and model’s applicability in the setting of relief logistics, post-disaster horizon is divided into three periods and a mixed procurement strategy is developed to determine an appropriate supply policy for each period.

There is an increasing demand for vascular robots in the medical field, and different models of vascular robots have different use scenarios. Combining the usage characteristics and training rules of the ABLVR model vascular robot, this paper uses a dynamic programming model to optimize the hospital's short-term purchase decision for 1-8 weeks with the lowest cost as the goal. Considering the attrition of realistic use, the model is modified to derive a long-term purchase decision for hospitals with a 20% loss of robots working each week.

For procuring from sellers with decreasing returns, there are known efficient dynamic auction formats. In this paper, we design an efficient dynamic procurement auction for the case where goods are homogeneous and bidders have increasing returns. Our motivating example is the procurement of vaccines, which often exhibit large fixed costs and small constant marginal costs. The auctioneer names a price and bidders report the interval of quantities that they are willing to sell at that price. The process repeats with successively lower prices, until the efficient outcome is discovered. We demonstrate an equilibrium that is efficient and generates VCG prices. We characterize the optimal dynamic contract for a long-term basic service when an uncertain add-on is required later on. Introducing firm risk aversion has two impacts. Profits for the basic service can be backloaded to induce cheaper information revelation for this service: an Income Effect which reduces output distortions. The firm must also bear some risk to induce information revelation for the add-on. This Risk Effect reduces the level of the add-on but hardens information revelation for the basic service. The interaction between these effects has important implications for the dynamics of distortions, contract renegotiation, and the value of incomplete contracts. (JEL D47, D81, D86)

In recent decades, the paper industry has undergone many changes, making this industry more lucrative, “greener”, and thus more attractive. Today, recycled paper is a key raw material for paper production. However, this intense growth has also increased the number of market players, making competition more intense and dynamic and causing frequent turmoil. In such an environment, planning procurement and forecasting the price of recycled paper is a big challenge, even for highly experienced procurement managers. In addition, paper production itself is a dynamic process that requires all key grades of recycled paper to be available at all times. Accordingly, managing the optimal level of recycled paper stocks is also a difficult task faced by the procurement unit. The goal of this paper is to address these challenges by developing a new model for the sustainable procurement of recycled paper in the paper industry with the help of the principles of strategic management. Specifically, we aim to enhance our understanding of the factors driving the complexity of recycled paper procurement management. To this end, we conducted a comparative case study in four European companies. To build cases, we collected secondary data on the sampled companies as well as primary data from interviews with top executives at these companies. On the basis of the results from the comparative case study, we propose a new model for the procurement of recycled paper that helps increase the accuracy of forecasting price trends and by extension overall procurement performance. In a nutshell, this paper seeks to improve procurement processes by reducing the complexity of the enterprise procurement unit as well as by offering guidelines for the maintenance of optimal stock levels of recycled paper.

This paper analyzes a decision process of planning transportation procurement for a distribution lane given limited information regarding future demand for transportation services and a specified commitment horizon for procurement contracts. In contrast to variants in which either full demand information or no demand information is known over the planning horizon, our work considers the value of demand visibility for a short horizon in the future (i.e., the value of partial information). Our work also considers a commitment horizon that is much shorter than the planning horizon. We show that the availability of partial information fundamentally changes the contracting policies in the presence of such commitment horizons, and if used optimally, this information can be highly valuable. Partial visibility of demand can increase the willingness of the decision maker to commit to contracts and expand the range of capacity levels selected in settings where the capacity level of a contract is a decision variable. We also identify settings in which the value of partial information is negligible, reducing the incentive of managers to acquire additional demand information for future periods. Finally, we show that with seasonal demand, information is leveraged by properly coordinating with expected demand shocks (e.g., Black Friday) using tailored strategies.

Purpose The purpose of this paper is to frame the causal relationships between corruption in public procurement and performance of local governments. Design/methodology/approach An outcome-based dynamic performance management approach is adopted to explore a representative case study of a small Italian municipality. The model is based on three sources: qualitative primary data generated by face-to-face convergent interviews; secondary data retrieved from documents describing legal cases linked to procurement and open-access repositories; and an extensive literature review. Findings Emphasizing the role of community civic morality systemically may help to understand some counterintuitive results in the past research and support decision-makers and policymakers in setting effective strategies to curb the associated negative implications. Social implications A dynamic approach of performance management aimed at framing corruption in public procurement may guide policymakers and decision-makers in keeping their “cognitive radar” constantly active, in a way to detect emerging corruptive phenomena that could be otherwise ignored by normal diagnostical approaches. It may also help to promote organizational ethical learning and improve community outcomes. Originality/value This research provides a causal and systemic framework of relationships involving local government performance and wrongdoings in public procurement, by including performance risk indicators linked to structural and individualistic causes of corruption.

Purpose – Procurement is a specific, yet dynamic area of work and study that is recognized as an occupation by the US Bureau of Labor Statistics (BLS). However, there is growing literature that substantiates differences in theory and practice, between procurement practitioners in the private and public sectors. The purpose of this paper is to validate the procurement occupational duties identified by the BLS with actual job activities performed and managed by public sector practitioners. Design/methodology/approach – The paper is based on a survey of public sector practitioners to obtain information with regards to occupational duties and job activities in public procurement, as compared to a BLS proxy for procurement. Findings – Public procurement practitioners complete the occupational duties identified by BLS, yet there is one occupational duty in public procurement that is absent from the BLS description for procurement. Practical implications – Empirical data and analysis identifies the potential for public procurement to be considered its own occupation separate from private sector procurement, providing a foundation for development, management, and professionalization of the field. Originality/value – The public procurement practitioners who completed the survey have a high degree of professional orientation based on certifications held and professional association membership, a foundation for generating applicatory results for studying the actual occupational duties in procurement. The specialized job activities performed and managed in perhaps the fastest growing occupation within public sector management are catalogued in this study.

Technological development and progress in digitization permeate all areas of life, of course not excluding companies and their activities and individual business processes. In this paper, we focus on the area of corporate procurement as one of the key areas for fulfilling corporate goals and its transformation in the age of digitalization. The paper aims to identify the changing function of procurement and possible opportunities of digitalization for the development of procurement and its role in organization. As the results shown, procurement is a value-creating process that is changed by the digitalization. It is moving from a traditional focus on cost reduction to value creation through dynamic cooperation and building relationships with business partners. Procurement is beginning to play an increasingly strategic role in organizations. It becomes a partner to support business efficiency and the creation of new business models.

The digitalization of the forest sector, the increased demand of energy-wood, as well as faster market changes have increased the number of challenges for wood procurement of the forest industry. The aim of the study is to optimize wood procurement (upstream of supply chain) of energy and material production in integrated situations, and to consider the effects of production changes on the management of procurement regions. Three scenarios described integrated production situations in a carbon-neutral forest industry: (1) declining export, (2) energy reform, and (3) extensive energy reform. Time-varying capital-, cost-, and energy efficiency of the dynamic wood-flow model affected the competitiveness of the procurement regions. As a novel contribution, energy efficiency was modeled using the price of emission allowance as a cost parameter. The results show the positive effects of the energy reforms, which partly compensate for the declining exports. In addition, it is possible to change wood procurement in the regions in a market-oriented way. Decision makers should optimize purchases, inventories, and procurement resources as business processes, which are also considered success factors for the forest industry in integrated production situations. The strategic solution of extensive energy reform provides a potential approach for carbon-neutral customer-oriented supply chains, but it needs tactical energy efficiency analysis in future studies of sustainability, if the ultimate goal is to implement a carbon-free forest industry and bioeconomy.

Green procurement is the set of procurement policies held, action taken and relationships formed in response to concerns linked with the natural environment. Green procurement has drawn major attention of supply chain practitioners' and has become the theme of most of the seminars and workshops. Green procurement is gaining popularity due to its positive association with the triple bottom line. Firms implement green procurement to achieve sustainability in this dynamic business environment. There are several published papers that have adopted either qualitative or quantitative methodology to build and test theories in the discipline of green procurement. However multiple elements influencing green procurement creates decision making problem among supply chain practitioners. This has motivated to pursue the current study and further extend the theory of green procurement. The main purpose of the current study is to investigate the inter-relationships between elements of green procurement using advanced multi criteria decision making techniques. First systematic review of literature is done to identify the leading drivers. Secondly these drivers were refined through expert interview from manufacturing sector. Thirdly Fuzzy TISM and Fuzzy DEMATEL method were applied to find the intensity of influence of green procurement drivers and make a comparative study of elements. Finally, the conclusions of research are drawn and also present the managerial implications and directions of future research.

PurposeGovernment e-Procurement systems are generating tender-level process event data which are not being analyzed much. The purpose of this paper is to present a data visualization tool to benchmark the government tendering process. This tool collects, collates and presents e-Procurement process data in a meaningful way that enables comparisons and benchmarking leading to insights for process improvements and identification of the best practices. This tool is accessible on the website of South Asia’s first public procurement observatory (www.procurementobservatoryup.com) founded by the authors.Design/methodology/approachThe authors started with an initial set of key performance indicators (KPIs) based on extant literature and existing practices. The authors got them verified by various relevant stakeholders through a series of formal and informal discussions. Some of them were dropped due to observed variations or their inability to offer insights to arrive at the final set of KPIs. In this paper, the authors use actual process-level data. Government of India’s National Informatics Center has implemented e-Procurement portals in various states and public enterprises (PEs) in India which provide tender-wise detailed e-tendering process data. The authors designed a web crawler that collects these data in a tabular format, which allows an easy analysis and comparison to measure and compare government tendering process performance for the last five years for the two large PEs. The authors also engaged in discussions with the procurement executives of the two PSEs to derive meaningful managerial insights from the results obtained.FindingsUsing the public procurement data visualization tool, the authors compare the procurement process of two of the largest Indian PEs, Coal India Limited and Indian Oil Corporation on the developed KPIs and draw insights. The results show significant difference in their procurement process performance due to different practices followed by them. Through interaction with the procurement managers of these two organizations, the authors identify few good procurement practices that can be applied to improve public procurement process.Research limitations/implicationsThis paper uses actual process-level data which can be used not just to identify improvement opportunities but also to gauge the impact of any process-level change. It presents a data visualization tool to generate insights from data generated by a procurement/tendering system. Such visualization and benchmarking can uncover better procurement practices and provide an impetus toward data-driven policy formulation. Apart from the two PEs as reported in this paper, this tool has also been applied on the public procurement data of eight Indian states.Practical implicationsThe KPIs presented in this paper are aligned with the various dimensions of public procurement’s objectives. The visualization tool presented in this paper is based on the Open Contract Data Standard and has a universal application.Social implicationsThe use of technology and open data sharing as the enablers of benchmarking and process improvements help in establishing a dynamic competitive environment leading to financial savings, better services to citizens and proper use of taxpayers’ money.Originality/valueThis paper presents an original work carried out under the aegis of South Asia’s first procurement observatory at IIM Lucknow. The benchmarking tool presented in this paper uses open contract data standard and can be applied in most of the public procurement processes. This paper takes the discussions on e-Procurement to the next level, where the concern is no longer restricted to only adoption and assimilation issues, but also on how to make use of the data that these e-Procurement systems generate.

The main purpose of this paper is to examine empirically the influence of organizational factors on the adoption of e-procurement in government institutions.The research design used is a survey research. This study examines theoretical models involving 185 respondents from 130 work units of all local government agencies in Central Java, Indonesia. Data analysis was done by using structural equation to know influence of organization value in e-procurement adoption process in government institution. The result of the research shows that organizational polychronicity values influence the behavior of e-procurement. Characteristics of dynamic organizational functions and tasks directly enhance the use of e-procurement behavior. Another finding, the learning organization has an effect on the e-procurement intention. The ability or capacity of the organization provides an opportunity for individuals to do individual learning will further activate the process of adoption of various applications of e-procurement. An important result of this study is that organizational value is one of the main determinants of successful adoption of technology. The findings of this study provide insight into the importance of organizational value in supporting the successful implementation of e-procurement.

The purpose of this research was to analyze the situation of public procurement in Ecuador, considering both the previous political regime and the significant changes that have occurred with the implementation of the new public procurement law, as well as the principles that must be met. A methodology based on review and documentary analysis was used, considering current laws and current regulations. The results show that the need for annual planning and budget allocation is a crucial problem that must be solved in the country's public procurement field. It is concluded that it is necessary to implement the new procedures established by the Organic Law of the National Public Procurement System to create a transparent, efficient, and dynamic contracting system that broadly benefits the nation and its inhabitants.

Implementing a well-integrated procurement system and applying uniform practices to achieve the strategic goals of any company is a complex phenomenon. Navigating the digital procurement systems in achieving supply-chain resilience remains a predicament. Framed within the technology acceptance model (TAM), which is a key model in understanding the predictors of human behaviour toward the potential acceptance or rejection of the technology. This study explored the benefits and barriers of digital procurement at Airports Company South Africa (ACSA). A qualitative approach in a form of a single holistic case study design was adopted. The sample involved 18 employees and individuals who were supply chain management (SCM), information technology (IT), and programme management office (PMO) professionals. Semi-structured interviews conducted focused on those with extensive experience on procurement, digital technologies, procurement automation or the implementation of transformation programmes. Digital procurement is a value-adding function at ACSA with the possibilities of providing cost reduction in the supply chain. However, the participants highlighted job losses, cyber security, lack of interoperability, lack of skills and system downtimes as obstacles affecting the adoption of digital procurement and as organizational barriers. The infusion of digital technologies into various aspects of organisational processes and outcomes remains a complex, dynamic, fluid, and volatile phenomenon. A framework highlighting critical focus areas when it comes to the adoption of digital procurement of digitalization is presented.

Background: The procurement in public sector in India was revolutionized by Government e marketplace (GeM). This study was undertaken to elaborate the implementation process, identify advantages and challenges in a tertiary care institute of North India.Methods: The process of implementation of GeM was studied by reviewing the orders, records. Data related to items procured from year 2017 to 2019 was retrieved.Results: The procurement through GeM portal has steadily increased through the year. The portal offers many advanatges like simplification of procurement, paperless, time bound, transparent system with minimal human interface. Innovative approaches like GeM helpdesk, GeMmy are used. There could be better provisions for stringent quality assurance, rate contract or extended warranty or annual and comprehensive maintenance contracts on GeM..Conclusions: GeM portal is a relatively novel dynamic concept in the country and continuously evolving with a mandate to revolutionize public procurement.

The furniture industry is a non-oil and gas sector that can be developed aggressively due to the abundant natural resources provided by Indonesia's forests. However, there are several issues in the wooden furniture industry, starting on the upstream supply chain, especially in the raw material procurement process. The increasing product cost because of high procurement costs could make this industry hard to compete or grow. Thus, this study proposes an improvement of raw material procurement by developing a collaborative model to minimize the total circular procurement cost in the wooden furniture industry supply chain. Adopting the collaborative model is expected to reduce the raw material procurement costs of all parties involved in the supply chain by shortening the supply chain. In addition, this study built a dynamic system model with an implementation circular supply chain concept, which focuses on regenerating the wood raw material toward zero waste. The finding is that a collaborative model could reduce the total circular procurement cost by 25% to 35% compared to the base model. A recommendation for building the terminal comes from the collaborative model. The result of this study provides a solution to elevate the furniture industry's competitiveness through cost reduction.

Purpose Procurement planning has always been a huge and challenging activity for business firms, especially in manufacturing. With government legislations about global concern over carbon emissions, the manufacturing firms are enforced to regulate and reduce the emissions caused throughout the supply chain. It is observed that procurement and logistics activities in manufacturing firms contribute heavily toward carbon emissions. Moreover, highly dynamic and uncertain business environment with uncertainty in parameters such as demand, supplier and carrier capacity adds to the complexity in procurement planning. The paper aims to discuss these issues. Design/methodology/approach This paper is a novel attempt to model environmentally sustainable stochastic procurement (ESSP) problem as a mixed-integer non-linear program. The ESSP optimizes the procurement plan of the firm including lot-sizing, supplier and carrier selection by addressing uncertainty and environmental sustainability. The model applies chance-constrained-based approach to address the uncertain parameters. Findings The proposed ESSP model is solved optimally for 30 data sets to validate the proposed ESSP and is further demonstrated using three illustrations solved optimally in LINGO 10. Originality/value The ESSP model simultaneously minimizes total procurement cost and carbon emissions over the entire planning horizon considering uncertain demand, supplier and carrier capacity.

It deals with strategic procurement decision-making like outsourcing and market globalization, concessions set up, business continuity and contracting typology transformations. Such dynamic changes are deployed in a context of increased concern about the application of liberal procurement principles, which drive towards a series of improvements at the procedures and documentation level. The authors relate this evolution with the Internal Audit consulting perspective, which is still a recent endeavor, but in progress and dynamically expanding. European Union and related Agencies and Institutions are usually spearheading towards this direction offering lessons learned for further consideration.

Purpose – The purpose of this paper is to formulate procurement strategies and determine the optimal procurement quantity in order to maximize profit through forward contracting and the spot market. Design/methodology/approach – The procurement process is modeled at various stages along a time horizon from the perspective of the buyer, with consideration of uncertain yields, stochastic demand and dynamic spot market prices. Monte Carlo simulation based experiments were conducted to figure out the best procurement quantity for five different scenarios. The framework was developed to understand the impact of different uncertain variables on a firm's profit. A case study was carried out in a steel making company in India, with real data. Findings – The results indicate that the proposed approach enables buyers to achieve higher profits under volatile demand conditions. In the case study, it was found that the profit is higher for the spot market than for contract pricing if there is significant demand and spot price volatility. Originality/value – This research considers not only demand uncertainty but also supply uncertainty in the procurement process, and profit analysis was carried out to enable an enterprise to set up a procurement plan by using forward contracting and the spot market. This study should also increase awareness in both academia and industry on the opportunities of using the spot market to enhance flexibility and to mitigate risk in the procurement process.

The organization of hunter—gatherer lithic technology is examined as a dynamic process, with reference to a case study from the Late Prehistoric period of the Texas central Gulf Coast. Several lithic data sets from sites of the Rockport phase (ca. A.D. 1200—1700) indicate that three modes of behavior operated to maintain technological efficiency, and that each was adopted in response to inefficiency thresholds associated with increasing, distance-related costs in the procurement and transport of lithic material. In combination with information on the settlement and subsistence patterns, it is apparent that the organization of lithic technology was adjusted to the more basic needs for biotic-resource procurement. As a result, lithic efficiency was not a constant, but fluctuated within a dynamic cultural subsystem that articulated with the scheduling demands of overall adaptive behavior.

This research aims to analyze the implementation and identify the inhibitory factors of the Implementation of the Procurement of Goods /Services Electonic (e-procurement) in the National Road Implementation Task Force of Central Kalimantan Province. The desired target in the study, the researchers gave a limitation of the problem the implementation of electronic tenders for construction workers (roads/bridges) in the National Road Implementation Task Force of Central Kalimantan Province. The research approach in this study is a type of qualitative descriptive that aims to describe the complexity and dynamic in the procurement of electronic goods/services. Data collection was conducted through observations, interviews, and documentation. The interviewees were the head of the task force, the commitment-making officer, the task force assistant, the treasurer, and other employees related to the electoral auction in the Central Kalimantan Province National Road Implementing Task Force. The results of the study show the conclusion that the implementation of procurement of goods /services electronically in the national road implementation taskforce of Central Kalimantan Province has been carried out for the last few years. All stages of the auction are electonic through a long process of 14 stages that all transparent using a system that can be accessed for the public. However, the factor of inhibiting the implementation of electronic procurement of goods /services (e-procurement) in the national road implementation taskforce of Central Kalimantan Province is 1) HR, namely the lack of expertise in running the application of Electronic Procurement System (SPSE) as well as the lack of employees who have a Certificate of Procurement of Service Goods which is an absolute requirement to become Pokja Election / Procurement Officer. 2) Technology, internet network capacity that causes internet access speed to be slow.

Purpose. The purpose of the article is to identify core issues of civil relations in the field of public procurement legal regulation and to suggest ways to solve them. Research methods. The research was carried out using general and special methods of scientific knowledge, for example, the dialectical method allowed to analyze the legal regulation of relations in the field of public procurement as a dynamic legal phenomenon, to identify patterns of its improvement. Results. By its legal nature, public procurement is one of the competitive ways of concluding civil (commercial) contracts. When implementing the provisions of the Law of Ukraine “On Public Procurement” there are civil relations for the conclusion, implementation, amendment and termination of civil contracts. Relations in the field of public procurement shall be subject to the general principles of legal regulation of private legal relations, with the exceptions established by special law. The presence of restrictions and the purchase of goods, works and services for budget funds does not affect the private legal nature of relations in the field of public procurement. Conclusions. The use of public procurement as a special method of concluding contracts does not change the civil legal nature of relations in this area, but only indicates the need to comply with special requirements and criteria established by the legislation of Ukraine. First of all, it is a question of definition of clear criteria of defining the customers. At the same time, in the absence of clear wording concerning such customers in the legislation of Ukraine, it is the case law of the Supreme Court that should protect the rights and legitimate interests of all participants in relations in the field of public procurement.

Purpose Basic project control through traditional methods is not sufficient to manage the majority of real-time events in most construction projects. The purpose of this paper is to propose a Dynamic Scheduling (DS) model that utilizes multi-objective optimization of cost, time, resources and cash flow, throughout project construction. Design/methodology/approach Upon reviewing the topic of DS, a worldwide internet survey with 364 respondents was conducted to define end-user requirements. The model was formulated and solution algorithms discussed. Verification was reported using predefined problem sets and a real-life case. Validation was performed via feedback from industry experts. Findings The need for multi-objective dynamic software optimization of construction schedules and the ability to choose among a set of optimal alternatives were highlighted. Model verification through well-known test cases and a real-life project case study showed that the model successfully achieved the required dynamic functionality whether under the small solved example or under the complex case study. The model was validated for practicality, optimization of various DS schedule quality gates, ease of use and software integration with contemporary project management practices. Practical implications Optimized real-time scheduling can provide better resources management including labor utilization and cost efficiency. Furthermore, DS contributes to optimum materials procurement, thus minimizing waste. Originality/value The paper illustrates the importance of DS in construction, identifies the user needs and overviews the development, verification and validation of a model that supports the generation of high-quality schedules beneficial to large-scale projects.
