Health informatics is concerned with the structure, acquisition, and use of health information. Its origins can be traced back to the publication of Bills of Mortality by the parishes of London in the sixteenth century. Interest in health information accelerated during the late nineteenth century with the development of an internationally recognized classification of the causes of death. Further work on the classification of diseases and causes of death has resulted in the ICD-10, while SNOMED CT provides an international thesaurus of medical terms suitable for use in computerized medical record systems. In 1932, Tovell and Dunn described the systematic collection of data about anaesthetics with the aim of identifying areas for improvement. The improvement of healthcare is the main driver for the implementation of electronic patient record systems in hospitals. A natural corollary is the implementation of computerized anaesthetic information management systems. Computerized record systems can automatically store the output of physiological monitors and reduce errors with active and passive decision support. Although the recording and processing of health information in the twenty-first century almost always involves the use of computers, this can give rise to problems with security and inter-operability. Computer technology also has other uses in modern anaesthetic practice. The modelling of physiological processes and the use of simulators in the training of anaesthetists are good examples.

Governments rely on regulatory science to support decisions related to the protection of human health and the environment. Not only is regulatory science produced and used differently than discovery-driven science practiced outside the government, but it also has its own means of being communicated within democratic societies and has its own challenges for public engagement. This chapter examines how regulatory science is communicated within the US federal government, principally by the US Environmental Protection Agency, using nanotechnology and biotechnology as case studies to illustrate the challenges of, and opportunities for, engaging the public on the use of scientific information to inform decisions on the introduction and use of emerging technologies into society.

Human beings’ unique drive to immortalize the important lessons we have learned is as old as civilization itself. The drive to pass on our cultural heritage to those we are more immediately temporally linked to, and those that we are more distantly temporally linked to, must then, serve an adaptive function. For animals as socially determined as humans, public heritage, through its reciprocal relationship with collective memory, supports the development of social cohesion between individuals, and therefore allows us to coalesce into groups and societies. How is this achieved? This chapter will focus on evidence that suggests what makes it into, or out of, our public heritage is about the functional role that information plays in shaping collective identity, not its validity, and will be determined by the extended interactional dynamics of the situation. Specifically, we focus on the role that conversational dynamics play in the formation of collective memories.

Islamic political parties and social organizations have capitalized upon economic grievances to win popular support. But existing research has been unable to disentangle the role of Islamic party ideology from programmatic economic appeals and social services in explaining these parties’ popular support. This chapter demonstrates that Islamic party platforms function as informational shortcuts to Muslim voters, and confer a political advantage only when voters are uncertain about parties’ economic policies. Using experiments embedded in an original nationwide survey in Indonesia, we find that Islamic parties are systematically more popular than otherwise identical non-Islamic parties only under cases of economic policy uncertainty. This relationship is driven by the most pious Muslims. When respondents know economic policy platforms, Islamic parties never have an advantage over non-Islamic parties, regardless of how pious they are. Islam’s political advantage is real, but circumscribed by parties’ economic platforms and voters’ knowledge of them.

Nepenthes is a genus of 130-160 species, almost half of which were described after 2001. The recent, rapid increase in species descriptions has been driven by application of a less rigorous species concept by botanists, taxonomic inflation, and discoveries of new taxa during explorations of remote parts of Southeast Asia. Many recently published species descriptions of Nepenthes are based entirely upon qualitative morphological information and are not supported by adequate research. Accordingly, the status of many Nepenthes taxa is contested. Evolution within the genus is not well understood, because nuclear and maternally inherited plastid genomes cannot resolve relationships between many species, particularly those that evolved recently through introgression or reticulate evolution. Improvement in our understanding of the systematics and evolution of Nepenthes requires the adoption of ‘best practice’ collection and preservation methods, and the application of quantitative analytical methods for morphological, genetic, and ecological information.

As one of the reforms supported by the New Public Management movement, Performance Management Systems (PMSs) have been implemented worldwide, across various policy areas and different levels of government. PMSs require public organizations to establish clear goals, measure indicators of these purposes, report this information, and, ultimately, link this information with strategic decisions aimed at improving agencies’ performances. Therefore, the components of any PMS include: (1) strategic planning; (2) data collection and analysis (performance measurement); and (3) data utilization for decision-making (performance management). However, the degree of adoption and implementation of PMS components varies across both countries and levels of government. Therefore, in understanding the role of PMSs in public administration, it is important to recognize that the drivers explaining the adoption of PMS components may differ from those explaining their implementation. Although the goal of any PMS is to boost government performance, the existent empirical evidence assessing PMS impact on organizational performance reports mixed results, and suggests that the implementation of PMSs may generate some unintended consequences. Moreover, while worldwide there is a steady increase in the adoption of performance metrics, the same cannot be said about the use of these metrics in decision-making or performance management. Research on the drivers of adoption and implementation of PMSs in developing countries is still lacking.

Pediatric trauma is the leading cause of death in children 1 through 14 years old. Caring for injured children is best performed using advanced trauma life support protocols during the initial assessment. Protocol-driven examination, regardless of injury mechanism, ensures clinicians consider life-threatening injuries in an orderly fashion, starting with the primary survey and moving on to the secondary survey and definitive care. After injuries are identified, priorities shift toward involving the necessary specialists. Key mnemonics in trauma care are explained: the ABCDE initial evaluation, the AMPLE history, and the AVPU categorization of neurologic status.

David A. Buchanan explores what these chapters reveal about the status of unconventional methodology in organization and management research. Clearly, there is an appetite for new perspectives, and a body of researchers who are developing fresh approaches. These innovations are driven by a desire to find new lenses and perspectives, to cover new ground, to capture information that conventional methods cannot reach, and to generate fresh insights. Some commentators have criticized the pursuit of ‘novelty’ in research in our field, but this argument is directed towards novel contributions to theory, an emphasis that discourages replication studies and the accumulation of evidence. That argument is not aimed at methodological innovation. Journal editors broadly support attempts to break methodological rules, as long as these departures are adequately explained and justified. Based on a survey of journal editors, this chapter concludes with advice to researchers considering the use of unconventional methodology.

This chapter argues that our best science supports the rationalist idea that, independent of reasoning, emotions are not integral to moral judgment. There is ample evidence that ordinary moral cognition often involves conscious and unconscious reasoning about an action’s outcomes and the agent’s role in bringing them about. Emotions can aid in moral reasoning by, for example, drawing one’s attention to such information. However, there is no compelling evidence for the decidedly sentimentalist claim that mere feelings are causally necessary or sufficient for making a moral judgment or for treating norms as distinctively moral. The chapter concludes that, even if moral cognition is largely driven by automatic intuitions, these should not be mistaken for emotions or their non-cognitive components. Non-cognitive elements in our psychology may be required for normal moral development and motivation but not necessarily for mature moral judgment.

While technology, globalization, and litigation have brought remarkable changes, many good, there are negative consequences as well. Changes in the psychological contract driven by these three forces have created a climate of organizational risk and security vulnerability. This is particularly the case in the world of information technology, in which “knowledge entrepreneurs” prioritize their own security and career over loyalty to the company. Globalization challenges the closeness necessary to build loyalty. Feelings go underground and managers may be unaware of the estranged and resentful employee on the path to committing fraud or sabotage. Because of sensitivity to litigation, employees’ behavior may not be observed or documented. If management is not alert and responsive to the changes taking place in the culture, the work environment may slowly evolve into one that supports behavior and attitudes that are both damaging to the employees and dangerous for the organization.

Transnational human rights networks refer to a form of cross-border collective action that seeks to promote compliance with universally accepted norms. Principled transnational activism began to draw sustained scholarly attention after the adoption of the Universal Declaration of Human Rights in 1948 and the creation of a new type of information-driven and impartial transnational activism, embodied in organizations such as Amnesty International and Human Rights Watch. Scholarship on transnational human rights networks emerged during the 1990s within the subfield of International Relations and as a challenge to the state-centric and materialist bias of the field. In their 1998 book Activists beyond Borders: Advocacy Networks in International Politics, Margaret Keck and Kathryn Sikkink describe the key role that transnational human rights groups play in global affairs. Focusing on rights-based activism, Keck and Sikkink show how transnational advocacy networks (TANs) can influence domestic politics. The concept of TANs is dominated by the purposeful activism of nongovernmental organizations and driven by shared principles, not professional standards. A number of studies have challenged the core assumptions about the effectiveness of principled human rights activism, arguing that international support plays no significant role compared to the autonomous efforts of domestic activists. One way to overcome these challenges and criticisms is for the transnational activist sector, as well as other types of non-state actors, to move beyond the principles/interests dichotomy and take a closer look at the internal dynamics of participant NGOs.

Compulsory voting is widely used in the democratic world, and it is well established that it increases electoral participation. This book assesses the effects of compulsory voting beyond turnout. The author first summarizes the normative arguments for and against compulsory voting, provides information on its contemporary use, reviews recent events pertaining to its (proposed) adoption and abolition, and provides an extensive account of extant research on its consequences. The author then advances a theory that compulsory voting polarizes behavior and attitudes, and broadens gaps in political sophistication levels, among those with negative and positive orientations toward democracy. Recognizing the impact of mandatory voting on the electorate, political parties then alter the ways in which they seek votes, with mainstream parties moderating their platforms and smaller parties taking more extreme positions. The author uses survey data from countries with compulsory voting to show that support for the requirement to vote is driven by individuals’ orientations toward democracy. The theory is then comprehensively tested using: cross-national data, cross-cantonal data from Switzerland, and survey data from Argentina. Empirical results are largely indicative of the theorized process whereby compulsory voting has divergent effects on citizens and political parties. The book concludes with a discussion of future directions for academic research, implications for those who craft electoral policy, and alternative ways of boosting turnout.

Nonverbal cues are important elements of persuasive communication whose influence in political debates are receiving renewed attention. Recent advances in political debate research have been driven by biologically grounded explanations of behavior that draw on evolutionary theory and view televised debates as contests for social dominance. The application of biobehavioral coding to televised presidential debates opens new vistas for investigating this time-honored campaign tradition by introducing a systematic and readily replicated analytical framework for documenting the unspoken signals that are a continuous feature of competitive candidate encounters. As research utilizing biobehavioral measures of presidential debates and other political communication progresses, studies are becoming increasingly characterized by the use of multiple methodologies and merging of disparate data into combined systems of coding that support predictive modeling.Key elements of nonverbal persuasion include candidate appearance, communication style and behavior, as well as gender dynamics that regulate candidate interactions. Together, the use of facial expressions, voice tone, and bodily gestures form uniquely identifiable display repertoires that candidates perform within televised debate settings. Also at play are social and political norms that govern candidate encounters. From an evaluative standpoint, the visual equivalent of a verbal gaffe is the commission of a nonverbal expectancy violation, which draws viewer attention and interferes with information intake. Through second screens, viewers are able to register their reactions to candidate behavior in real time, and merging biobehavioral and social media approaches to debate effects is showing how such activity can be used as an outcome measure to assess the efficacy of candidate nonverbal communication during televised presidential debates.Methodological approaches employed to investigate nonverbal cues in presidential debates have expanded well beyond the time-honored technique of content analysis to include lab experiments, focus groups, continuous response measurement, eye tracking, vocalic analysis, biobehavioral coding, and use of the Facial Action Coding System to document the muscle movements that comprise leader expressions. Given the tradeoffs and myriad considerations involved in analyzing nonverbal cues, critical issues in measurement and methodology must be addressed when conducting research in this evolving area. With automated coding of nonverbal behavior just around the corner, future research should be designed to take advantage of the growing number of methodological advances in this rapidly evolving area of political communication research.

From the end of the last glacial stage until the mid-Holocene, large areas of arid and semi-arid North Africa were much wetter than present, during the interval that is known as the African Humid Period (AHP). During this time, large areas were characterized by a marked increase in precipitation, an expansion of lakes, river systems, and wetlands, and the spread of grassland, shrub land, and woodland vegetation into areas that are currently much drier. Simulations with climate models indicate that the AHP was the result of orbitally forced increase in northern hemisphere summer insolation, which caused the intensification and northward expansion of the boreal summer monsoon. However, feedbacks from ocean circulation, land-surface cover, and greenhouse gases were probably also important.Lake basins and their sediment archives have provided important information about climate during the AHP, including the overall increases in precipitation and in rates, trajectories, and spatial variations in change at the beginning and the end of the interval. The general pattern is one of apparently synchronous onset of the AHP at the start of the Bølling-Allerød interstadial around 14,700 years ago, although wet conditions were interrupted by aridity during the Younger Dryas stadial. Wetter conditions returned at the start of the Holocene around 11,700 years ago covering much of North Africa and extended into parts of the southern hemisphere, including southeastern Equatorial Africa. During this time, the expansion of lakes and of grassland or shrub land vegetation over the area that is now the Sahara desert, was especially marked. Increasing aridity through the mid-Holocene, associated with a reduction in northern hemisphere summer insolation, brought about the end of the AHP by around 5000–4000 years before present. The degree to which this end was abrupt or gradual and geographically synchronous or time transgressive, remains open to debate. Taken as a whole, the lake sediment records do not support rapid and synchronous declines in precipitation and vegetation across the whole of North Africa, as some model experiments and other palaeoclimate archives have suggested. Lake sediments from basins that desiccated during the mid-Holocene may have been deflated, thus providing a misleading picture of rapid change. Moreover, different proxies of climate or environment may respond in contrasting ways to the same changes in climate. Despite this, there is evidence of rapid (within a few hundred years) termination to the AHP in some regions, with clear signs of a time-transgressive response both north to south and east to west, pointing to complex controls over the mid-Holocene drying of North Africa.

These Guidelines are one of the results of the four-year research project “Open Online Learning for Digital and Networked Society” (2017-2021). The project objective was to enable university teachers to design open and online learning through open and online learning curriculum and environment applying learning analytics as a metacognitive tool and creating open and online learning assessment and recognition practices, responding to the needs of digital and networked society. The research of the project resulted in 10 scientific publications and 2 studies prepared by Vytautas Magnus university Institute of Innovative Studies research team in collaboration with their international research partners from Germany, Spain and Portugal. The final stage of the research attempted creating open and online learning assessment and recognition practices, responding to the learner needs in contemporary digital and networked society. The need for open learning recognition has been increasing during the recent decade while the developments of open learning related to the Covid 19 pandemics have dramatically increased the need for systematic and high-quality assessment and recognition of learning acquired online. The given time also relates to the increased need to offer micro-credentials to learners, as well as a rising need for universities to prepare for micro-credentialization and issue new digital credentials to learners who are regular students, as well as adult learners joining for single courses. The increased need of all labour - market participants for frequent and fast renewal of competences requires a well working and easy to use system of open learning assessment and recognition. For learners, it is critical that the micro-credentials are well linked to national and European qualification frameworks, as well as European digital credential infrastructures (e.g., Europass and similar). For employers, it is important to receive requested quality information that is encrypted in the metadata of the credential. While for universities, there is the need to properly prepare institutional digital infrastructure, organizational procedures, descriptions of open learning opportunities and virtual learning environments to share, import and export the meta-data easily and seamlessly through European Digital Hub service infrastructures, as well as ensure that academic and administrative staff has digital competencies to design, issue and recognise open learning through digital and micro-credentials. The first chapter of the Guidelines provides a background view of the European Qualification Framework and National Qualification frameworks for the further system of gaining, stacking and modelling further qualifications through open online learning. The second chapter suggests the review of current European policy papers and consultations on the establishment of micro-credentials in European higher education. The findings of the report of micro-credentials higher education consultation group “European Approach to Micro-credentials” is shortly introduced, as well as important policy discussions taking place. Responding to the Rome Bologna Comunique 2020, where the ministers responsible for higher education agreed to support lifelong learning through issuing micro-credentials, a joint endeavour of DG Employment, Social Affairs and Inclusion and DG Research and Innovation resulted in one of the most important political documents highlighting the potential of micro-credentials towards economic, social and education innovations. The consultation group of experts from the Member States defined the approach to micro-credentials to facilitate their validation, recognition and portability, as well as to foster a larger uptake to support individual learning in any subject area and at any stage of life or career. The Consultation Group also suggested further urgent topics to be discussed, including the storage, data exchange, portability, and data standards of micro-credentials and proposed EU Standard of constitutive elements of micro-credentials. The third chapter is devoted to the institutional readiness to issue and to recognize digital and micro-credentials. Universities need strategic decisions and procedures ready to be enacted for assessment of open learning and issuing micro-credentials. The administrative and academic staff needs to be aware and confident to follow these procedures while keeping the quality assurance procedures in place, as well. The process needs to include increasing teacher awareness in the processes of open learning assessment and the role of micro-credentials for the competitiveness of lifelong learners in general. When the strategic documents and procedures to assess open learning are in place and the staff is ready and well aware of the processes, the description of the courses and the virtual learning environment needs to be prepared to provide the necessary metadata for the assessment of open learning and issuing of micro-credentials. Different innovation-driven projects offer solutions: OEPass developed a pilot Learning Passport, based on European Diploma Supplement, MicroHE developed a portal Credentify for displaying, verifying and sharing micro-credential data. Credentify platform is using Blockchain technology and is developed to comply with European Qualifications Framework. Institutions, willing to join Credentify platform, should make strategic discussions to apply micro-credential metadata standards. The ECCOE project building on outcomes of OEPass and MicroHE offers an all-encompassing set of quality descriptors for credentials and the descriptions of learning opportunities in higher education. The third chapter also describes the requirements for university structures to interact with the Europass digital credentials infrastructure. In 2020, European Commission launched a new Europass platform with Digital Credential Infrastructure in place. Higher education institutions issuing micro-credentials linked to Europass digital credentials infrastructure may offer added value for the learners and can increase reliability and fraud-resistant information for the employers. However, before using Europass Digital Credentials, universities should fulfil the necessary preconditions that include obtaining a qualified electronic seal, installing additional software and preparing the necessary data templates. Moreover, the virtual learning environment needs to be prepared to export learning outcomes to a digital credential, maintaining and securing learner authentication. Open learning opportunity descriptions also need to be adjusted to transfer and match information for the credential meta-data. The Fourth chapter illustrates how digital badges as a type of micro-credentials in open online learning assessment may be used in higher education to create added value for the learners and employers. An adequately provided metadata allows using digital badges as a valuable tool for recognition in all learning settings, including formal, non-formal and informal.
