Анотація:
La tesi tratta gli oneri documentali in Italia in materia di transfer pricing. L’art 26 del D.L. 31 maggio 2010, n.78 convertito con modificazioni nella legge 30 luglio 2010, n.122 e intitolato “Adeguamento alla direttive OCSE in materia di documentazione dei prezzi di trasferimento”, ha introdotto in Italia un regime documentale in materia di prezzi di trasferimento allineando il paese alla maggior parte delle nazioni europee che da tempo avevano predisposto nei loro ordinamenti tale disciplina. Secondo tale disposizione il contribuente che fornisce all’Amministrazione finanziaria la documentazione idonea a provare la conformità al valore normale dei prezzi praticati nelle operazioni infragruppo e ne dà comunicazione all’Amministrazione Finanziaria, è esonerato dalle sanzioni amministrative per infedele dichiarazione di cui al comma 2, art.1 del D.Lgs. 18 dicembre 1997, n. 471, restando accertabile in capo allo stesso solo la maggiore imposta. Il Legislatore ha voluto inserire un onere in luogo di un obbligo per sollecitare l’adeguamento spontaneo del contribuente. Le indicazioni utili al fine di redigere la documentazione idonea e le modalità di comunicazione del possesso sono contenute nel Provvedimento dell’Agenzia delle Entrate del 29 settembre 2010 e nella successiva Circolare della stessa Agenzia del 15 Dicembre 2010 n.58/E che integra i contenuti del Provvedimento. In particolare il Provvedimento, nel definire i contenuti della documentazione, indica al contribuente una struttura formale rigida e divisa in paragrafi e sottoparagrafi. I documenti richiesti sono il Masterfile che deve essere redatto dalla capogruppo e contenere una descrizione del gruppo in generale e la Documentazione nazionale che deve essere predisposta da ogni singola impresa del gruppo e giustificare il valore normale dei prezzi delle transazioni infragruppo. La presente tesi, dopo una rapida disamina del contesto internazionale in cui il Provvedimento si inserisce, si propone di analizzarne le disposizioni, individuando in maniera specifica i contenuti della suddetta documentazione, i soggetti onerati e gli adempimenti formali a questi ultimi richiesti. La tesi si propone inoltre di approfondire le ragioni che hanno spinto il legislatore ad introdurre il regime premiale e porre una riflessione su quali siano i vantaggi e gli svantaggi in capo al contribuente nell’adeguarsi a tale onere.

Cette analyse de l'identité professionnelle des documentalistes s'appuie sur une enquête par entretien réalisée auprès de 55 documentalistes de presse. Dans une première partie nous décrirons la doumentation de presse, en tant que secteur d'activité : évolution et structure actuelle du marché. Le rappel des composantes d'un système général d'information documentaire permet de caractériser dans sa spécificité l'activité documentaire dans la presse et de situer la fonction documentation dans la rédaction. Le rapport de force entre journalistes et documentalistes est très inégal. Les journalistes adoptent vis-à-vis de la documentation, des comportements assez contradictoires : légitimation en interne mais refus de toute légitimité à l'extérieur de l'entreprise médiatique. La documentation de presse apparaît comme une zone d'incertitude, un enjeu relationnel et de pouvoir entre les deux professions. Malgré une absence originelle de vocation pour la documentation souvent compensée par une passion pour l'information et l'actualité, les documentalistes rencontrés proposent une vision fortement idéalisée du métier. Ils montrent également un véritable attachement, à sa dénomination même, "l'étiquette" qu'aucun ne rejette bien au contraire. La primauté accordée au secteur -les médias- sur l'activité -la documentation-, l'absence d'esprit carriériste facilitent idubitablement l'insertion dans l'entreprise et permettent de réuire la zone de conflit avec les journalistes. Cet idéal de la documentation est très peu conforme aux représentations qui en sont proposées. Dans l'esprit du grand public, c'est encore le stéréotype du bibliothécaire qui semble dominer, alors que les employeurs recherchent des documentalistes "actifs, ouverts et créatifs". . . La médiatisation du métier est faible hors de la littérature professionnelle et de conseils de carrières aux étudiants : c'est alors le retour au livre, sinon aux archives. . . Incertitude, brouillage et contradictions caractérisent l'identité professionnelle des documentalistes de presse. Si ce "flou" permet une insertion correcte dans l'entreprise et un exercice satisfaisant du métier, il est par contre nuisible à une représentation claire du métier dans le champ social. Et pourtant aucune stratégie collective n'est acceptée, alors qu'il semble qu'elle seule pourrait apporter un correctif efficace à cette contradiction, et tout particulièrement permettre d'améliorer l'image sociale du métier. L'individualisme transparait dans le refus d'une professionnalisation quelconque. Les documentalistes de presse ne sont d'ailleurs pas isolés, l'ADBS (principale association de documentalistes en France) ayant elle-mêmeune position très proche. Elle a une politique d'adhésion très large, très ouverte, ne pratiquant guère d'exclusive, ce qui rend ses frontières incertaines et l'a conduite à changer de dénomination. . . Vis-à-vis de "leur" association, les documentalistes sont très critiques et participent très peu à ses activités. La structure très souple qui les réunissait, le groupe Presse de l'ADBS, s'est dissoute. Tout cela ne vaut pas le dialogue direct avec celui qu'on a choisi dans le cadre d'une confraternité limitée.

Nos travaux de recherche ont pour but de questionner les enjeux épistémologiques de la culture de l’information et la place des RSN dans un contexte scolaire. À travers le prisme des pratiques d’information prescrites et informelles sur les RSN, il s’agit d’étudier comment se forme une culture de l’information multiscalaire et stratiforme. Les pratiques d’information juvéniles sur les RSN, qui se répartissent entre partage et recherche d’informations et communication entre pairs, questionnent la pédagogie documentaire mise en oeuvre par les enseignants-documentalistes, responsables, au sein de l’école, de l'Éducation aux Médias et à l’Information. Quels liens entre pratiques prescrites documentaires et pratiques informelles juvéniles ? En quoi les pratiques pédagogiques documentaires prescrites par l’enseignant documentaliste influencent-elles les pratiques d’information informelles juvéniles sur les RSN ? Quelles formes pour la culture de l’information centrée autour des RSN ? Pour répondre à ces interrogations, nous avons mis en oeuvre une méthodologie compréhensive combinant entretiens et observations de séances et mobilisant analyse des discours et des documents pédagogiques. Par le biais d’un apprentissage informationnel prescrit, une culture de l’information se dessine vers une approche critique de l’information prenant la forme d’une éducation à une maîtrise de l’information opérationnelle et conceptuelle et façonnant une culture de la citoyenneté informationnelle
The purpose of our research is to question the epistemological issues of information culture and the place of SNSs in a school context. Through the prism of prescribed and informal information practices on NSRs, the aim is to study how a multi-layered and stratified information culture is being formed.Juvenile information practices on SNSs, which are divided between sharing and searching for information and communication between peers, question the documentary pedagogy implemented by teacher-librarians, who are responsible, within the school, for Media and Information Education.What are the links between prescribed documentary practices and informal juvenile practices? How do teacher-prescribed documentary pedagogical practices influence juvenile informal information practices on SNSs? What forms for information culture centred around SNSs? To answer these questions, we have implemented a comprehensive methodology combining interviews and observations of sessions and mobilizing analysis of speeches and pedagogical documents. Through the prism of prescribed information learning, one can observe that an information culture is emerging that is moving towards a critical approach to information taking the form of operational and conceptual information literacy education and shaping a culture of information citizenship

Concertista, compositore e insegnante di pianoforte al Conservatorio per oltre quarant’anni, prima a Firenze e poi a Milano, collabora a lungo con l’editore Ricordi attraverso un’intensa attività di revisore, curatore e trascrittore di opere pianistiche e con l’assunzione, per l’intera durata delle pubblicazioni, della direzione del mensile «Ricordiana». Appassionato polemista, negli scritti si occupa principalmente di temi legati alla didattica pianistica, argomento a cui dedica un saggio e tutti i più importanti articoli. Questo studio si propone di recuperare e riorganizzare la documentazione, oggi sparsa tra biblioteche e archivi, necessaria a ridelineare la figura del musicista e a ricostruire, anche attraverso fonti documentali inedite, il significato e la contestualizzazione della sua multiforme opera. This research aims to investigate the relationship between artists and patrons and the dynamics of production, circulation, use of paintings in reference to Sardinia in the late fifteenth-early sixteenth century in its relations with Catalonia. The primary objective is to search out new data on episodes and steps considered fundamental in the art, the knowledge of which is limited by the lack of documentation and the small number of surviving works; complementary objective is to try to understand what was the nature of the artist-client relationship and how the mechanisms of production of the works and their circulation were configured and according to which patterns were transposed by the users. To go back to the circumstances that led to the creation of the art work is necessary to refer to a set of data that go beyond the canonical commission contracts of works. Any news about the actions, the movements and contacts of the patrons, the artistic operators, suppliers of raw materials (and therefore of producers and merchants) was (re)read and (re)analyzed to identify new elements that could expand the limited knowledge in our possession.

L'enquête présentée dans ce mémoire vise à élaborer des connaissances sur le processus de construction d'un métier, en prenant appui sur un cas dont la fonction est hybride et singulière : le professeur documentaliste. Cette étude entre en rupture avec les travaux scientifiques récents qui s'inscrivent majoritairement dans le champ des sciences de l'information et de la communication. Ancrée en sciences de l'éducation, elle emprunte les apports de plusieurs champs disciplinaires pour appréhender les interactions entre les représentations sociales de différents professionnels et le travail dit " réel ". Elle adopte une démarche longitudinale pour étudier l'activité du professeur documentaliste selon une approche ergonomique. Elle fait le constat que cet enseignant atypique développe des stratégies identitaires orientées tantôt par des logiques d'identification, tantôt par des logiques de différenciation, vis-à-vis du modèle disciplinaire. Elle relève par ailleurs qu'en exerçant dans le cadre d'un dispositif de formation multi-prescrit, multi-relationnel et multi-technologique, ce professeur est régulièrement conduit à confronter les prescriptions à la complexité de la situation locale pour déterminer la manière d'atteindre les buts fixés. Aussi, c'est par l'élaboration d'une redéfinition de la tâche prescrite et par son activité effective qu'il concourt à l'élaboration progressive d'un métier original dont il fonde les caractéristiques. Par un processus interactif entre conduite individuelle et collective, il participe à la structuration de son développement professionnel et à la définition de ressources pouvant servir d'appui à la professionnalisation des métiers de l'enseignement en général. C'est pourquoi, cette étude conclut sur une nouvelle hypothèse, celle du caractère révélateur des mutations des métiers de l'enseignement mises en valeur par les tribulations de ce métier mal (re)connu.

The study presented in this thesis aims to develop knowledge about the process of building a profession. It is based on the case of a hybrid and singular function: the “professeur documentaliste”149. This work constitutes a rupture with the recent scientific publications which are mostly falling within the field of information and communication sciences. Rooted in educational sciences, it takes contributions from several disciplines to understand the interactions between the social representations of different professionals and the work said “actual”. It adopts a longitudinal procedure to study the activity of the “professeur documentaliste” with an ergonomic approach. It observes that this atypical teacher is developing identity strategies, influenced sometimes by identification logics, sometimes by differentiation logics towards the disciplinary model. It also notes that, by practising within a teaching system rich in prescriptions, relations and technologies, this teacher regularly has to confront these prescriptions with the complexity of the local situation in order to determine the way to reach the set objectives. Thus, it is through the development of a redefinition of the prescribed task and his/her effective activity that the teacher contributes to the progressive development of an original profession of which he/she builds the features. Through an interactive process between individual and collective conducts, the “professeur documentaliste” participates in structuring his/her professional development and in defining resources which could support the professionalization of the teaching professions in general.This is why this study concludes with a new hypothesis: the one of the revealing characteristic of mutations in teaching professions highlighted by the tribulations of this poorly known and poorly regognised profession

The purpose of this study was to research on the professional practice of the librarianarchivists from Instituto Federal de Educação, Ciência e Tecnologia de Goiás (IFG), intending to understand how the materialization of men and women workforce happens, in times of flexible accumulation, in the environment of school library in the technological age. The practice of the librarian-archivist is here understood as a social and historical construction, permeated by contradictions between capital and labor. Considering that education is historically influenced by changes occurring in the world of work, according to Marxian and Marxist conceptions, it is pertinent to research on how labor relationships librarian professionals develop. Field research was conducted in the ten IFG campuses, with survey on empirical data, through questionnaires, semi-structured interviews and analysis of documents. The data were analyzed according to the principles of dialectical and historical materialism, mainly based on Marx, Antunes, Manacorda Frigotto, Hirata and Nogueira, with the purpose of articulating the object of research and its multiple historical, political, economic, social and cultural determinants. According to data analyzed, based on the theoretical frameworks adopted, we have understood that overcoming the existing limits, so as the librarian-archivists may reach decent working conditions, concerns the formation of a political identity, able to reveal the processes of alienation of capitalist mode of production, based on the understanding that omnilateral education of workmen and workwomen is the way towards some humanization of men and women. We have gotten to the conclusion that new technologies concerning professional practice of librarian-archivists at IFG are, at once, essential and contradictory: although they are crucial to facilitate work, they are also essential to promote extraction of relative surplus value, though not recognized by the professionals involved. The librarian-archivist plays a multifunctional role so as to perform institutional policies which diversify his/her practice with a variety of technologies, complexity of courses and users who wish having more autonomy on what concerns the use of services and, consequently, control over the librarian practice. Such tools also serve as a mechanism for flow control of production and quality of services performed by librarian-archivists. Besides, we have come across three differences in the performance of men and women: (1) in the way men and women deal with new technologies; (2) double shift performed by women, conciliating professional and domestic life, fact that happens at a lesser extent among men and (3) women are more interested in permanent qualification so as to deal with new technologies in their professional practice.
O estudo teve como objeto de pesquisa o exercício profissional das/dos bibliotecárias(os)- documentalistas do Instituto Federal de Educação, Ciência e Tecnologia de Goiás (IFG) visando compreender, interpretar e analisar como acontece a materialização da força de trabalho da trabalhadora e do trabalhador, em tempos de produção flexível, no ambiente da biblioteca escolar, na era tecnológica. Considerando que a educação é historicamente influenciada pelas transformações ocorridas no mundo do trabalho, à luz das concepções marxiana e marxistas, torna-se pertinente investigar como se desenvolvem as relações de trabalho da/do profissional de biblioteconomia e da ciência da informação em instituições educacionais. A pesquisa de campo foi realizada nos dez câmpus do IFG com levantamento de dados empíricos por meio de questionários, entrevistas semiestruturadas e análise de documentos. Os dados foram analisados seguindo os princípios do materialismo histórico dialético, fundamentados sobretudo nas obras de Marx, Antunes, Manacorda, Frigotto, Hirata e Nogueira, buscando articular o objeto de pesquisa e seus múltiplos determinantes históricos, políticos e econômicos, sociais e culturais. Pelos dados analisados, de acordo com os referenciais teóricos adotados, entendeu-se que a superação dos limites existentes para que as/os bibliotecárias(os)-documentalistas possam conquistar condições dignas de trabalho passa pela constituição de uma identidade política, capaz de desvendar os processos de alienação do modo de produção capitalista, partindo da compreensão de que a educação omnilateral da trabalhadora e do trabalhador é o caminho para a humanização da mulher e do homem.Verificou-se que as novas tecnologias no exercício profissional das/dos bibliotecárias(os)-documentalistas no IFG são essenciais e contraditórias, embora sejam fundamentais para facilitar o trabalho, elas também o são para extração da mais-valia relativa ainda que não reconhecidas pelas/pelos profissionais. A/O bibliotecária(o)-documentalista se faz multifuncional para atender as políticas institucionais que diversificam seu trabalho com uma variedade de tecnologias, complexidade de cursos e de usuárias(os) que buscam mais autonomia de uso dos serviços e, consequentemente, controle sobre o trabalho da/do profissional da biblioteca. Essas ferramentas também servem como mecanismo de controle do fluxo de produção e de qualidade de serviços realizados pelas/pelos bibliotecárias(os)- documentalistas. Percebeu-se três diferenças no exercício do trabalho entre mulher e homem: (1) no modo de utilizar as novas tecnologias por mulheres e homens; (2) a dupla jornada realizada pelas mulheres conciliando vida profissional com a doméstica, fato que ocorre em menor intensidade com os homens; (3) maior interesse das mulheres em qualificação permanente para lidar com as novas tecnologias no exercício profissional.

L'étude porte sur des situations de communication médiatisée sur une liste de discussion spécialisée de documentalistes en milieu scolaire. A partir de l'analyse des archives, nous examinons la place attribuée et revendiquée de ces acteurs dans le système éducatif français en observant la structuration et la qualification des savoirs partagés au sein de ce groupe. Le cadre théorique d'analyse croise le modèle des communautés de pratique et de la compétence afin de déterminer les savoirs d'action échangés sur la liste de discussion. Une analyse communicationnelle longitudinale des contenus des messages permet d'observer l'apparition de nouveaux questionnements, la continuité et la récurrence ou non de certains sujets et la manière dont se construit un rapport aux savoirs.

Les Sciences de l’Information et de la Communication ayant nouvellement investi les services en ligne et en particulier le domaine du e learning- largement occupé par les sciences de l’éducation, les sciences cognitives, la psychosociologie ou encore l’informatique- notre objectif est d’aborder cette question selon trois figures de pensée rencontrées dans la recherche en enseignement à distance : la substance, la relation et le mouvement. Après avoir envisagé les médiations à partir de la fonction de la substance qui s’intéresse aux caractéristiques des acteurs/actants par rapport au dispositif ou à la nature de celui-ci, on a porté notre attention sur la relation, car c’est depuis ce « entre » que chaque sujet en lui-même va se construire. Il en va ainsi du modèle de communication, lui-même intermédiaire, un « entre ». Dans cette perspective, la communication médiatisée procède d’abord de la qualité de la relation, des situations comme celles qui se nouent entre les registres, comme la dimension technique et les composantes médiationnelles du e-learning. Enfin, avec la figure du mouvement, on s’est affranchi de la figure de la substance et de la relation en les dépassant, pour penser en termes de dynamique et de processus, soit dans notre cas aux modalités de l’agencement homme-machine ou homme-homme. Le modèle qui en résulte semble ne reposer qu’en partie sur la proposition technologique, voire pédagogique, mais sur des formes persistantes de médiation agissant dans le dispositif. La spatialisation des compétences à distance ramène le curseur autour d’un axe médiationnel dans un domaine que l’on pourrait désormais appeler apprentissage intégré («integrated learning ») et qui renvoie à l’intégration de toutes les dimensions d’un objet de connaissance
The Communication and Information sciences have lately invested on-line services and in particular the field of the e-learning, largely occupied by the sciences of education, cognitive sciences, social psychology or data processing. Our objective is to tackle this question according to the three figures of thought in research in elearning: the substance, the relation and the movement. After having considered the mediations starting from the function of the substance which is interested in the characteristics of the actors/agents compared to the process or nature of this one, we have focused our attention on the relation, because it is from this “between” that each subject in itself will be built. It goes from there thus from the model of communication, in itself intermediary. In this point of view, the mediatized communication proceeds first of all from the quality of the relation, of the situations as those which are tied between the registers, such as technical dimension and the mediational components of the e-learning. Finally, with the figure of movement, we freed ourselves from the figure of substance and relation by exceeding them, by thinking in terms of dynamics and of process. Thus in our case thinking according to the process man-machine or man-man, which calls for an “engineering”. The model which is implied seems to rest only partly on the technological, even pedagogical proposal, but also on persistent forms of mediation acting as a process. The spatialization of e-learning skills brings back the cursor around a mediational axis in a field which we could from now on call “integrated learning” and which sends back to the integration of all dimensions of an object of knowledge

Ce travail de réflexion a pour objectif d’appréhender les pratiques managériales, pédagogiques et communicationnelles mises en place par les professeurs documentalistes afin de créer des liens entre CDI physique et CDI numérique. Pour cela, nous avons procédé à une enquête de terrain, sur la Région PACA, auprès de 41 professeurs documentalistes, soit 39 CDI de collège ou lycée général. Notre investigation est structurée en deux phases successives : un questionnaire exploratoire suivi d’un entretien semi-directif. Le matériau ainsi constitué a été analysé « épisode par épisode », relatant les moments importants pour les acteurs : ceux qui relèvent de la routine et ceux qui apparaissent inhabituels. Nous avons comparé le sens des paroles relavant les logiques récurrentes pour isoler les tendances conjoncturelles spécifiques à certains établissements procédant donc à un double niveau. Les professeurs documentalistes s’approprient le numérique en fonction de leurs envies, leurs possibilités et les moyens à leur disposition en l’absence de réelles prescriptions. Ils sont aussi contraints par le CDI, espace physique dont ils dépendent. Les études actuelles s’intéressent à l’espace documentaire scolaire dans ses aspects purement pédagogiques ou numériques mais peu relient directement les deux. Par conséquent, comment le professeur documentaliste tiraillé entre injonctions institutionnelles et besoins professionnels spécifiques peut-il proposer un service qui réponde réellement et efficacement aux usagers dans son organisation globale ?
This thinking process aims at perceiving the managerial, pedagogical and communication practices introduced by the school librarians in order to create links between the material and the digital school libraries. To the end, we have proceeded with a field survey in the south east of France : 41 school librarians (39 secondary school librarians and 2 high school librarians). Our investigation is organized in two successive periods : an exporatory study followed by a semi-structured interview. The established data has been analysed « step by step », relating the important moments of the participants : those which prove the routine and those which seem unusual. We have compared the words meaning, selecting the reccuring rationales in order to define the conjonctural and particular trends in some schools, leading to a double level. The school librarians appropriate digital tools according to their needs, possibilities and resources in absence of regulatory requirements. They are also constrainted by the school libraries, real documentary spaces they depend on. The current studies are interested in the purely pedagogical or digital aspects but they rarely connect the two facets. Therefore, how may the school librarian, torn between the institutional ordinances and the particular professional necessity, offer a service that could really and efficiently respond to the needs of the users considering its general management ?

A document can be seen as a medium for written information. Its purpose is to record. At the same time, documents have also become files for humankind. These files can be used as cultural assets, standing as testaments to history. As contemporary art increasingly incorporates aspects of daily life, art continuously produces new documents. Maybe it transforms existing evidence into testaments about the world. By changing the associations between documents, art redefines the meaning of society and culture. This is the guise of documentality. Therefore, this paper discusses how art involves itself in the real world. This not only confirms reality’s elusiveness, but also, extends from reality and real issues to form new references for culture and society through turns and detours. In contemporary artwork, photography, movies, audio, or installation art all use documents as an “execution media” throughout their creation. This excludes works that use written media as their foundation. The purpose of art is to present the intertwining of ethics and aesthetics for issues relating to governmentality. Through it, new social issues arise, revealing inherent political aspects. Using documentality as a method for biopolitics is a means to discover one’s own abilities within daily life. As a result, the complexities of reality and truth can be explained.

mondo universitario ha subito un’ondata di cambiamenti che si possono ricondurre alla ricerca dell’eccellenza, declinata secondo le due dimensioni della valutazione e della rendicontazione. Tre sono quelli più evidenti: il primo, il passaggio da una ricerca curiosity driven a una ricerca funzionale al raggiungimento di risultati valutabili in tempi brevi; dalla ricerca pura a quella applicata, da un approccio problem-making a uno problem-solving, da una conoscenza come processo a una conoscenza come prodotto, da un modello disinteressato a uno utilitaristico (Barnett, 1994); il secondo, riguardante l’offerta formativa: dal momento che si è modificato il modo di concepire l’apprendimento; i curricula tendono a essere definiti in termini di risultati di apprendimento predefiniti (Blackmore, 2016); il terzo, peculiare della struttura amministrativa: dal momento in cui sono divenute essenziali una serie di nuove sovrastrutture (programmazione, valutazione, controlli, comunicazione) rispetto al mandato originario della struttura universitaria si registra un aumento consistente del personale delle strutture amministrative. Questi cambiamenti devono fare i conti con la perdita di prestigio della vita accademica, il cambiamento del ruolo dello studente, che è diventato sempre più importante e l’aumento delle procedure burocratiche che rischiano di ingessare un sistema un tempo caratterizzato da un’elevata autonomia. Per consentire alle strutture universitarie di affrontare le sfide culturali a partire dagli anni Settanta nelle università nord-americane si sono strutturate iniziative finalizzate allo sviluppo e alla promozione di una migliore offerta formativa. Tali iniziative vengono definite con l’espressione Faculty Development (FD), una policy accademica finalizzata a creare le condizioni per un miglioramento delle competenze di tutti coloro che sono coinvolti nelle attività svolte in un ateneo. Nella realtà italiana emerge la mancanza di una vera politica di formazione al teaching per i ricercatori e i docenti universitari, per non parlare dell’esigenza di superare il pregiudizio, di gentiliana memoria, secondo il quale non è necessario apprendere a insegnare, ma sia sufficiente avere successo nella ricerca, cui si aggiunge nell’ultimo decennio una continua e affannata richiesta al personale accademico di azioni organizzative, valutative e documentali, che assorbono tempo e energie senza il supporto di adeguati apparati gestionali e senza predisporre indagini valutative capaci di misurare l’effettivo esito di tutte queste azioni. L’effetto finale è un evidente declino (Capano et al., 2017) dell’istituzione universitaria. Si può ipotizzare che la cultura del organizzazione propria del Faculty Development possa contribuire nel contesto italiano a fornire azioni a supporto del cambiamento: è quanto mai essenziale dotare gli atenei di risorse funzionali a riqualificare la vita accademica, fornendo al personale accademico gli strumenti necessari per performare una buona scholarship, realizzare un’efficace offerta formativa e attuare adeguate forme di terza missione, capaci di incrementare la vita culturale della comunità. Il presente studio si propone come un’analisi sistematica della letteratura sul tema del Faculty Development, che persegue l’obiettivo di sviluppare una disamina estesa dell’oggetto, in modo che l’esplicitazione della datità raccolta fornisca un’analisi del fenomeno che possa essere di supporto a un’avveduta educational policy nel campo della formazione universitaria. Nel contesto italiano ad oggi non esiste una cultura di attenzione ai contesti di apprendimento universitario. L’offerta formativa è concepita come offerta di pacchetti curriculari e la predisposizione delle condizioni di apprendimento per il conseguimento del titolo universitario si risolve nella organizzazione di una serie di lezioni, frontali o laboratoriali, senza che tutto questo sia innervato da una specifica intenzionalità didattica. Questa immagine poco confortante non intende affatto trascurare tutti i casi di buone prassi sviluppati nei vari corsi di studio, ma il buono che emerge è demandato all’impegno del singolo, senza che l’istituzione universitaria si interroghi sul come predisporre le condizioni per il potenziamento della qualità dei processi di apprendimento. A fronte di questa situazione la necessità di migliorare la qualità dell’insegnamento non è mai stata così stringente e sfidante come lo è oggi, in un clima di continuo cambiamento della formazione superiore. Nuove tendenze definiscono la formazione superiore, attraversando confini istituzionali e nazionali. Essi influiscono sul modo in cui un insegnamento efficace viene concettualizzato, condotto e supportato, valutato, valorizzato e riconosciuto. È necessario affrontare temi quali l’inadeguata preparazione per il lavoro accademico nei corsi di studio magistrali, l’incapacità dei docenti a trasferire competenze, la crescente complessità degli ambienti accademici, le attese e le responsabilità istituzionali, la necessità di preparare meglio gli studenti con bisogni diversi, e la necessità di stare al passo con i balzi della conoscenza e i cambiamenti nelle professioni. Migliorare la qualità della didattica è inoltre essenziale perché consente di ridurre il numero degli abbandoni. È venuto il momento di transitare da un’offerta formativa di tipo episodico a una prospettiva di esperienze di apprendimento in continuità nel tempo, per accompagnare la formazione dei docenti in un modo strutturalmente organizzato (Webster-Wright, 2009). Sulla base della rilevazione fenomenica, sono emerse le seguenti domande di ricerca: che cosa è il FD? Cosa consente di fare? Come si mette in pratica? Quali sono le potenzialità? Quali sono i limiti? Il FD ha il compito di incentivare i docenti ad interessarsi ai processi di insegnamento e apprendimento e a procurare un ambiente sicuro e positivo nel quale fare ricerca, sperimentare, valutare e adottare nuovi metodi (Lancaster et al. 2014). È finalizzato a promuovere cambiamento sia a livello individuale sia a livello organizzativo. Occupa un posto centrale il miglioramento delle competenze di teaching (Steinert, 2014). Due importanti obiettivi sono rappresentati dalla promozione delle capacità di leadership e di gestione dei contesti (Steiner et al., 2012). Una volta definite le metodologie del teaching, che possono essere oggetto di apprendimento da parte del personale accademico, è risultato necessario identificare le principali modalità formative che un centro di Faculty Development (FDc) dovrebbe mettere in atto per favorire l’apprendimento delle competenze didattiche. Per comprenderne la funzione reale è stato utile prendere in esame le attività proposte dai più importanti centri del panorama accademico nordamericano, analizzandone la struttura organizzativa, le risorse disponibili ed identificandone le due figure principali: il responsabile dell’organizzazione dei processi formativi e il responsabile della struttura. L’analisi dei casi ha consentito di evidenziare i molteplici servizi che possono essere forniti da un FDc. Questa analisi di realtà è risultata molto utile poiché ha offerto indicazioni pragmatiche ai fini di una politica accademica innovativa anche in ambito italiano. Alla luce degli argomenti sviluppati è stato possibile ipotizzare anche per gli atenei italiani l’istituzione di “Centri per la professionalità accademica”, indicando possibili iniziative da essi realizzabili, che potrebbero trovare spazio nella realtà del nostro paese.
