Анотація:
The aim of our research is to highlight the main features and mechanisms of the digitalization of a public administration that would allow the promotion of a sustainable development and a more inclusive society. The proliferation of information and communication technologies in all fields along with the reporting of both economic and social benefits give us hope that these technologies will also find a role in the transformation, efficiency, or progress of public administration. The main research method was the bibliographic study, both descriptive and analytical. Through specialized software tools we highlighted the relationships and correlations between various concepts. The results obtained are encouraging and have highlighted the future courses of action, both theoretical approaches and the exchange of good practices.

The objective of the article was to study the mechanism of public administration, which manifests itself at the state and municipal levels of regulation of socioeconomic processes in society. During the research, methods such as logic, dialectic and modelling were used. The result of the study was that an effective solution to societal problems is possible in terms of maintaining a stable interaction of public administration entities on the basis of effective communication in terms of public recognition and support from the authorities currently operating. The scientific novelty justified the need to support a variety of constructive forms of cooperation within the public administration between government officials, private companies and NGOs in the digital transformation to achieve the sustainable development of public administration. The practical significance of the study is that ways to improve the system were proposed in the context of digital transformation. It is concluded that a qualitative change in the interrelations of the system with an application of modern digital technologies of public administration is urgent, as a key means of modernizing the formation of various public information resources.

The Romanian Digitalization Authority is currently proposing a new vision in the public sector through the digital transformation component. It's a vision of the business environment. It is estimated that the benefits of digital transformation, such as efficiency, transparency, and simplicity, could lead to much higher process productivity. The vision that ADR will develop in its work is based on the awareness of the need for new technologies by the leaders of public institutions, the continuous adaptation to the requirements of citizens, quality, secure and fast online public services. However, the question arises whether this vision also considers the perspective of sustainable development in Romania in terms of sustainable development indicators. To be able to answer this question, we used as a research method the documentary analysis doubled by an analysis of the indicators of the sustainable development of Romania for the last five years. The review of the specialized literature gave us the chance to identify the particularities of the digitalization of public administration from other countries and to highlight the specific characteristics of Romania. A comparative analysis of sustainable development indicators will be the subject of our further research.

The challenges of the digital economy are leading to radical changes in public governance, creating conditions for convenient and prompt access to public services and public information. Moreover, the pandemic has caused drastic changes in the use of digital public service – it has become a necessity. Ukraine has significant prerequisites for the development and effective transformation of public administration to a higher technological level. Furthermore, during the time of crisis (2013-2014, 2020-2021), the government priorities were shifted to support digital transformations to improve the effectiveness of public administration and ensure the sustainability of public finance. The purpose of the paper is to investigate and assess a correspondence between efficiency of governance and sustainability of public finance based on digital transformations under the Ukrainian approach. The main scientific question was: How does the active digital transformation in public governance affect the sustainability of public finance in Ukraine? Methodology. Seeking the solution, own methodological developments were used; correlation analysis of main indicators of government effectiveness and sustainability of public finance was estimated. To assess the impact of digitalization on public governance efficiency, Ukrainian governance practices over the past 13 years were analyzed, expressed by indicators of governance effectiveness, through the introduction of digital technologies. Results. Based on empirical research, it has been found that due to several limitations, a strong direct relationship between active digital transformation and the sustainability of public finances (debt security) has not been identified. But at the same time, significant progress has been made in efficiency of public governance through the implementation of costly but effective digital change. This correspondence is especially noticeable during the crisis caused by the pandemic (2020-2021), during which the involvement of citizens in digital services is very high. Practical implications and value/originality. The convergence of synergies between key aspects – public governance, digitalization, finance, and security – has great potential for relevant solutions that provide a broader view of sustainable development issues. It can be noted that this issue is extremely relevant for further research in the field of public administration and finance in the context of sustainable development of the digital economy.

Abstract: Bigdata is a potential instrument to transform traditional governance into smart governance. There are a long debate and discussion on the application of big data for the transformation of traditional public administration to modern and smart public administration in the academician, researchers, and policymakers. This study aims to explore the suitability and applicability of big data for smart governance of public agencies. A systematic review of literature and metaanalysis method is employed with various levels of scales and indicators. Literature survey shows that a number of models have been developed to explain smart governance but systematic research on the suitability and applicability of big data for smart governance of public agencies is still lacking. This article argues that the application of big data for smart governance in the public sector can increase the efficiency of the public agencies fastest public service delivery, enhancing transparency, reducing public hassle and helping to the become a smart agency. This paper further argues that implementation of big data for smart governance has a significant role in timely, error-free, appropriate and costeffective service delivery to citizens which leads to the sustainable economic development of a country. The findings suggest that every public-sector agency should be brought under smart governance which should be a fully promoted under big data technologies for easy access, transparent and accountable, and hassle-free public agencies

The 21st century is characterized by the rapid development of digital technologies and their implementation in various fields. This process had a significant impact on governance and led to a paradigm shift in public administration. Today, effective public administration is unthinkable without e-governance. E-governance is a tool for sustainable development of public administration, ensuring the transformation of public administration through the use of modern digital technological innovations. The introduction of innovative e-governance solutions based on digital technologies is a serious problem for the country, both at the central and local levels. The article examines the global technological innovation - blockchain, analyzes the problems, advantages and disadvantages of its implementation, which is important for the formation of electronic governance as a new form of government. Internal and external factors influencing the development of e-governance in Georgia using blockchain technology are proposed. Internal factors - associated with an in-depth study of the blockchain system from a technological point of view. The biggest challenge in implementing a technology is realizing its real potential. In this regard, let us single out the architecture of technology and the problem of information security. External Factors - refers to the study of areas and issues that blockchain technology will affect. In this regard, let us highlight the issue of legal regulation. Georgia is one of the first countries in the world to implement blockchain technology. The technology was originally used to register real estate. In July 2020, a study was conducted by the National Agency of Public Registry (NAPR) to identify the advantages and disadvantages of using blockchain in this area. The research results are described in detail in the article. We believe that the introduction of blockchain into e-governance in Georgia gives us the opportunity to reduce bureaucracy, budget spending, corruption risks, improve the efficiency of public administration, and this is a prerequisite for taking a worthy place among innovative states. Introduction: The development of more assertive public policies in libraries, in accordance with the dynamics of telecommuting that are being created, is an essential debate in the field of Information Science. Objective: This article discusses the evolution of public educational libraries in telecommuting to serve a community of professionals who work and communicate in a network. Methodology: Methodologically, the research has an exploratory level, a qualitative approach, developed through bibliographical research and elaborated from the data of a doctoral research that uses the action science method. Results: The results highlight the possibility of innovation through remote work in the federal public service, especially with the advent of Decree 11,072, of May 17, 2022; the opportunity to innovate in the public sector with a promising service performed by public educational libraries at federal institutes; and the inseparability between work and research agendas, as well as between social development and digital transformation. Conclusion: It is concluded that the paths for the digital transformation in the world of work can become even more productive, innovative, profitable and sustainable, when the continuous and adequate investment in library infrastructure that fulfills an educational function and is of a public nature is sought; and in policies that ensure the performance of librarians as agents of innovation in federal institutes.

Citizens are an essential part of the process of smartification and sustainable development of cities as they must adopt, understand and interact with the enabling technologies of digital transformation of societies, cities, and public administration. Therefore, technology acceptance is crucial to creating smart and citizen-centered cities. This is even more challenging in small towns that suffer from an aging population, desertification, lack of infrastructure, and especially the digital divide. The purpose of this research is to investigate the adoption of an Urban Services Technology (UST) in tourism management within a tourism-oriented small town in Southern Italy. A questionnaire was then constructed according to the 12-variable Urban Service Technology Acceptance Model (USTAM), and 216 responses were obtained from a defined group of 1076 subjects. Analyzing the data with a quantitative approach by conducting Exploratory Factor Analysis (EFA), Confirmatory Factor Analysis (CFA), and Structural Equation Modeling (SEM), the assumptions of the initial model were all rejected and new five factors emerged. The path diagram shows that only the factors Sustainability, Ease and Value have a positive correlation with technology adoption. Future research might investigate the mediating role of socio-demographic variables on technology acceptance by considering geographical and cultural diversity among small towns.

Introduction. The article discusses approaches to describing recommender systems in public administration in the context of digital transformation of smart cities. Recommender systems are information filtering and recommendation mechanisms designed to facilitate and increase the speed of decision making. The effectiveness of public administration depends on the ability of state bodies not only to promptly respond to emerging challenges, but also on the ability to foresee such situations, to develop possible scenarios for future developments based on a retrospective analysis of available data, which will become possible due to the implementation of recommendation systems in the general canvas of the state digital platforms. Despite the lack of unambiguity in understanding the concept of a smart city, the scientific community emphasizes the importance of technological infrastructures not only for the life of the urban area, but also for the process of making management decisions. The scientific corps crystallizes the idea of a smart city as a functional urban area created by means of information and communication technologies, without which it becomes impossible to manage the city in an efficient and sustainable way. Over the past 20 years, the original concept of a smart city, conceived as a way to achieve more sustainable urban development, has gradually evolved to address the problems of ineffective governance. In this context, striving to improve such aspects as the quality of life of citizens, as well as the empowerment of their rights and opportunities, the smart city becomes a kind of environment in which the citizen is the center of all services and initiatives taking place in a given territory, where the use of technology plays the most important role.Materials and methods. The methodological basis of the research is characterized by the following general scientific methods: analysis, synthesis, systemic and functional approaches.Discussion and conclusion. As a result of the study, it was revealed that recommender systems should become part of the decision-making process in the field of public administration. The question of the quality of the recommendations provided remains unresolved, since the effectiveness of the recommendation systems depends on factors that go beyond the quality of the forecasting algorithm.

Currently, the process of digital transformation of public administration is one of the priority directions in the conditions of increasing global challenges of digital technological development. At the same time, the digital transformation of public administration is of particular importance in the conditions of increased socio-economic risks. Recent research and publications analysis. Problems of digitization, formation and development of electronic governance, provision of electronic services to the population, formation of open government, formation of electronic democracy, introduction of electronic technologies in public administration analyzed foreign and Ukrainian scientists, in particular: O. Bernazyuk, T. Birkovich, V. Birkovich, V. Dreshpak, N. Hrytsyak, O. Ka- banets, O. Karpenko, P. Klimushyn, V. Kuybida, I. Lopushynskyi, I. Makarova, V. Na- mestnik, O. Orlov, M. Pavlov, O. Parkhomenko-Kutsevil, Yu. Pigarev, H. Pocheptsov, V. Rakipov, O. Skoryk, S. Chukut, and others. Highlighting previously unsettled parts of the general problem. The purpose of the article: the introduction of digitalization of public administration in Ukraine requires a systematic analysis of foreign experience of digitalization of public administration. Presenting main material. The regulatory and legal basis for ensuring e-government activities in the USA are the following laws: Law on the elimination of paper carriers of documents in state bodies; Law on electronic signature; Freedom of Information Act (FOIA); Law on introduction of smart cards in state bodies for identification of employees, payment of travel expenses, calculation of wages, etc.; S.803 E-Government Act of 2002; Government Performance and Efficiency Act of 1993/ «Open government» (Open government), or «government of open information», also called «government 2.0» (Gov 2.0), is a further development of the concept of digitalization of public administration and enjoys great attention in the US from both the upper echelons of government and local authorities and the public. The experience of the United States demonstrates that the creation of digitalization of public administration takes place in the course of reforming the entire system of public administration in the direction of greater openness and the introduction of competitive and contractual principles; creation of specialized management structures with increased responsibility for performance results; increasing the role of ethical requirements for management; active interaction with civil society. At the same time, the following advantages of digitalization of public administration are also obvious: simplification of bureaucratic procedures, significant reduction of deadlines for the preparation of documents, provision of easily verified, strict tax accountability of legal entities and individuals through the introduction of a unified electronic accounting system, increase in the level of budget revenues, reduction of the scale of corruption and, accordingly , the growth of citizens’ trust in government institutions. Modern digital technologies have a positive impact on the quality and speed of providing administrative (state) services. The process of interaction of citizens and legal entities with executive authorities is simplified, making them more attractive and less time- consuming. The well-being of the population and the economic development of the country depend on the level of digitization of the public administration process. The information openness of state authorities is increasing. It can be noted that now there is a need to develop standards in the field of digitalization of public administration with a mandatory report on the satisfaction of the population with the work of public administration bodies. All this will increase the quality of the activities of state authorities and, accordingly, the quality of life of the population. In the perspective of further investigations, it is planned to analyze patterns, principles, methods, and tools for the development of digitalization of public administration in the countries of the European Union. Conclusions of the research and prospects fo further studies. Modern digital technologies have a positive impact on the quality and speed of providing administrative (state) services. The well-being of the population and the economic development of the country depend on the level of digitization of the public administration process. Digitization provides informational openness of state authorities. Currently, there is a need to develop standards in the field of digitization of public administration with a mandatory report on public satisfaction with the work of public administration bodies. All this will increase the quality of the activities of state authorities and, accordingly, the quality of life of the population. In the perspective of further investigations, the author intends to analyze patterns, principles, methods, and tools for the development of digitalization of public administration in the countries of the European Union.

Social sustainability and digitalisation are two concepts that are gaining a large place in the public debate today, and are relevant in all sectors of society. For the public sector, the relevance can be traced to the global goals and the 2030 Agenda for sustainability, and Sweden's national ambitions to become the best in the world in taking advantage of digitalisation opportunities. The many possibilities of digitalisation are emphasized in many contexts in order to achieve the global goals, but digitalisation also entails challenges for many people who need to be considered and managed in order for development to take place in a socially sustainable way. The thesis aims to study social sustainability and digitalisation in an integrated way by examining how four Swedish municipalities with a social sustainability profile work with these issues, and how this is reflected in the digitalisation work. The study is based on interviews and document studies. Similarities and differences are explained from an organizational and governance perspective. The result shows that social sustainability is a difficult concept to define, and that it appears in many different forms, where there are difficulties in making all visible. However, the study has been able to show prominent aspects of social sustainability based on the literature, and how sustainability management can be conducted in a digital context. Further, it shows that the aspects of social sustainability that are emphasized in a digital context are largely related to the single efforts that are being made in each case and municipality. Similarities and differences in how the municipalities integrate social sustainability in the digitalisation work are explained on the basis of terms of organization, governance, sustainability management, branding and collaboration.
Social hållbarhet och digitalisering är två begrepp som erhåller stor plats i samhällsdebatten idag, och är aktuella i alla samhällssektorer. För offentlig sektor kan relevansen härledas till det globala arbetet med Agenda2030, och Sveriges nationella ambitioner om att bli bäst i världen på att tillvarata digitaliserings möjligheter, där kommuner är viktiga aktörer i utvecklingen. Digitaliseringens möjligheter framhålls i många sammanhang i syfte att nå de globala målen, men digitaliseringen medför också utmaningar för många människor som behöver betraktas och hanteras, för att utvecklingen ska ske på ett social hållbart sätt. Uppsatsen syftar till att studera social hållbarhet och digitalisering på ett integrerat sätt genom att undersöka hur fyra svenska kommuner med en social hållbarhetsprofil arbetar med frågorna, samt hur det återspeglas i digitaliseringsarbetet. Undersökningen baseras på intervjuer och dokumentstudier. Likheter och skillnader förklaras från ett organisations- och styrningsperspektiv. Studien har visat på att social hållbarhet är ett svårdefinierat begrepp som uppträder i många former, och att det finns svårigheter med att synliggöra alla. Studien har dock kunnat visa på framträdande aspekter av social hållbarhet i kommunala verksamheter utifrån litteraturen, och hur hållbarhetsstyrning kan bedrivas i en digital kontext. Vidare visar studien att de aspekter av social hållbarhet som framhålls i en digital kontext, är till större delen relaterade till de insatser som bedrivs inom varje kommun. Likheter och skillnader i hur kommunerna integrerar social hållbarhet i digitaliseringsarbetet förklaras utifrån termer om organisering och styrning, hållbarhetsstyrning, varumärkesarbete och samverkan.

A história mostra que as revoluções industriais introduziram alterações profundas a todos os níveis: social, económico e político. Concomitantemente, a globalização potencia processos de transformação digital tornando pessoas e organizações cada vez mais dependentes das TIC, em especial do Ciberespaço e da Internet. Verifica-se um aumento na implementação de políticas públicas, nacionais e europeias, que visam incentivar a transformação digital das economias, destacando os seus benefícios económicos, independentemente da dificuldade verificada na medição do seu impacto nos PIB nacionais e globais. Mas se se aceita que estes processos podem acrescentar benefícios às empresas e à economia em geral, eles podem também revelar riscos muitas vezes ignorados. Iniciámos o nosso estudo tentando perceber a ação das empresas, em especial das PME, face ao risco de segurança digital, mas depressa nos vimos confrontados com a inexistência de dados que nos pudessem orientar no desenho de um panorama nacional. Na análise do quadro de políticas públicas, nacional e europeu, para identificar instrumentos ao dispor das organizações para lidar com os riscos de cibersegurança, percecionámos que a adoção pelas organizações, em Portugal, de culturas de cibersegurança ainda é incipiente. Considerando que em matéria de cibersegurança parece existir alguma insatisfação com a ação do Estado, o nosso trabalho tenta consolidar um conjunto de relações das organizações com a transformação digital e o risco de segurança digital, sintetiza práticas passiveis de serem adotadas pelas organizações, e apresenta ainda uma proposta sobre o papel do Estado em matéria de políticas públicas na área da cibersegurança em Portugal.
History shows that industrial revolutions brought about deep shifts at all levels: social, economic and political. At the same time, globalisation fosters digital transformation processes, making people and organisations increasingly dependent on ICT, especially of the cyberspace and the Internet. There is an increase implementation of public policies, both national and European, aimed at stimulating the digital transformation of economies by arguing their economic benefits, regardless of the difficulty in measuring its impact on national and global GDP. However, if one considers that these processes can generate benefits to companies and the economy in general, they may also cause risks that are often ignored. We started our study trying to perceive the action of companies, especially SMEs, in the face of the risk of digital security, but we were soon confronted with the lack of data that could guide us in the design of a national framework. In analysing the national and European public policy framework to identify instruments available to organisations to deal with cybersecurity risks, we realized that the adoption of cybersecurity cultures by organisations in Portugal is still incipient. Considering that there seems to be some dissatisfaction with the action of the State in cybersecurity, our work tries to consolidate a set of relationships between organizations with digital transformation and digital security risks, synthesizes practices that can be adopted by organisations, and submits a proposal on the role of the State regarding cybersecurity public policies in Portugal.

The CAF is the European Common Assessment Framework for better quality in public administration, and it celebrates its 20th anniversary in 2020. The CAF improves public administration through self-assessment by the employees and executives of "their" organisation. The beginning of the CAF dates back to 1998 when the ministers of the European Public Administration Network (EUPAN) commissioned designing "general principles concerning the improvement of the quality of services provided to citizens". The CAF 2020 is the fifth version of the CAF, and it is designed to be the European guideline for good governance and excellence in public sector organisations. In four chapters, this book provides an overview of how the CAF is contributing to transform public administration. About 30 designated CAF experts from academia and practice offer insights into the impact of the CAF in different fields of public sector organisations, reflecting the powerful role of the CAF in navigating through challenging times. Furthermore, this book provides an overview of the institutional status of the CAF in Europe and internationally, and it shows the necessary steps for further strengthening the CAF as the number one tool for transformation and quality in the public sector. As a resumé of the book, it can be stated that the CAF initiates and accompanies the transformation of public administration, especially through: transforming the organisation towards change and organisational development; transforming public administration towards the Sustainable Development Goals; transforming the public sector towards effective governance, multi-level collaboration and comprehensive policy-field-thinking; making public administration and structural reforms successful; and driving states and societies towards European integration and European values.

On 9 November 2021, 9th International Scientific-Practical Conference “Managerial Sciences in the Modern World” was opened. This year, the event took place in the online format because of the strained epidemiological situation. A total of about 450 specialists took part in the conference. “Managerial Sciences” has already become a kind of brand, with more than half a dozen different round table discussions, sections”, said Arkady Trachuk, Dean of the Faculty “Higher School of Management” at the Financial University under the Government of the Russian Federation, who moderated the plenary session. He said that the 2021 conference participants included representatives from Latvia, Republic of Fiji, Kuwait, India, Uzbekistan, and Russia. Russia was represented by seven regions: Moscow and Moscow Region, Bryansk-, Tver-, Saratov-, Arkhangelsk regions, Republic of Tatarstan and Krasnodar Territory. Delegates from 25 universities, including 6 foreign higher educational establishments, took part in the sections’ work. The central event of the first day of the conference was a plenary session during which presentations were delivered by representatives of Germany, Slovenia, Uzbekistan and Russia. The plenary session was opened by Arkady Trachuk. His presentation focused on the goals of introducing digital technologies in the Russian industry. The speaker presented the results of the research implemented by a team of scholars from the Department of Management and Innovation at the Faculty “Higher School of Management”. Alexander Brem, Head of Technological Entrepreneurship and Digitalisation at Stifterverband Consulting Company funded by Daimler Foundation (Germany), talked about artificial intelligence as an innovation management technology. The expert is convinced that artificial intelligence will become the core technology to drive the technological development in the 21st century. Jörg Geisler, head of Finance and Risk Management at S-Kreditpartner GmbH, expert on consumer lending at savings banks (Germany), dwelled on an important subject – “Risk management at times of digital innovation” by the example of the banking industry. Samo Bobek, Dean of the Faculty of Economics and Business (FEB) at the University of Maribor, Professor of e-business and information management (Slovenia), delivered a presentation on “Digital transformation impact on business models”. His presentation dealt with digital transformation of business models. Azizjon Bobojonov, Head of International Project Office, Associate Professor of the Department “Digital Economy and Information Technologies” at Tashkent State University of Economics (Republic of Uzbekistan), talked in his presentation “Reinventing the services in the digital age” about new discoveries in the service industry in the epoch of digital transformation. The plenary session was followed by thematic sessions in the following areas: • Change management and leadership • Business strategies and sustainable development • International management and business • Theoretical issues of management • Theory and practice of project management • Corporate governance and corporate social responsibility • Operations and business process management • Strategic financial management • Public sector management and efficiency problems • Major cities and urban agglomerations management • Real sector investment management • Crisis and business continuity management • Systems analysis in management • Knowledge and talent management • Sports digitalisation management • Digital marketing and marketing communications • Shaping innovation strategy in the conditions of the fourth industrial revolution.

AbstractHuman resource management (HRM) reform has not been the focus of attention in Germany despite its obvious relevance for effective policy implementation. Although there is a general trend worldwide towards convergence between public and private HRM strategies and practices, management of the workforce in German public administration still remains largely traditional and bureaucratic. This chapter describes and analyses German practices regarding the central functions and elements of HRM such as planning, recruitment, training and leadership. Furthermore, it explores the importance and contribution of public service motivation, performance-related pay and diversity management in the context of German practices. The chapter concludes by highlighting some of the major paradoxes of German public HRM in light of current challenges, such as demographic change, digital transformation and organisational development capabilities.

AbstractRussia, like other countries, is facing a challenge to integrate new Information and Communication technologies in its administrative system. This chapter traces the evolution of e-Government concept from the first state program “Electronic Russia” (2002) to the latest “Government as a Platform” (2018) concept. Analyzing the digital transformation of government through the lens of public administration, the chapter demonstrates procedural, infrastructural, and political challenges that shaped the Russian version of electronic government. Emphasizing the discrepancy between plans and reality, we show how the “Russian style” of unrolling e-Government from above in combination with the focus on infrastructures have created a situation where further development of the reform has stagnated. Finally, the tensions between transparency and control accentuated by digitalization in Russian public administration are discussed.

AbstractShared mobility services play an essential role in a sustainable mobility transition and unfold among so-called smart technologies. Although this can positively affect mobility, it also poses challenges for the development of sustainable urban mobility, for example, because the smart options are not equally available to all people or are inaccessible. Issues of social or ecological inequality as well as the digital exclusion of people in the mobility sector are increasingly becoming the focus of attention. Largely unexplored in this context is how the subjects of shared mobility services will be conceived, and what knowledge, skills, and resources they should bring to use smart and shared mobility services in the future. We contribute to closing this research gap by investigating the rationalities that sustainable smart and shared mobility transformation follow, which developments are triggered by the technologies, and in which ways identification offers address subjects. Foucault’s concept of governmentality is used as a theoretical perspective and nuanced with critical (feminist) literature on identity formation. Methodologically, this article works with qualitative content analysis of policy documents and an ethnographically oriented observation of registration conditions in various car-, bike-, electronic moped, and scooter-sharing services. The results show that subjects are addressed in a rather general way, and their (special) needs are hardly considered. Instead, they are addressed as flexible citizen-consumers and correspond with the rationality of (green) economic growth and the liberal paradigm. Accordingly, the technologies aim for innovation, fair competition, and the provision of public space by the state.

AbstractThe number of people living in rural areas of low and middle-income countries is projected to increase in the coming decades. It is in the rural areas of these countries where a large majority of the world’s extreme poor reside. The livelihoods of two to three billion rural people depend on small farms. These small farms are responsible for the production and supply of a large portion of the calories feeding low- and middle-income countries. Small farms are also preservers of crops and associated biodiversity and with the right incentives can contribute to land stewardship. Small farms are diverse, and, hence, so are their associated challenges. We categorize small farms as commercial farms, small farms in transition and subsistence-oriented farms and highlight evidence-based innovations for the sustainable transformation of each type of small farm. Broadly, small farms face high transaction costs, lack collective action, and experience coordination failure in production and marketing. Lack of market access is also a major challenge. Investments in infrastructure, including those that support access to digital technologies, can improve farmers’ access to markets and incentives as well as foster growth in the midstream segments of the value chain that provide inputs, storage, processing, and logistics to small farms. Rural Non-Farm Employment (RNFE) is increasingly the main source of income for most small farmers and provides them with a risk diversification strategy and cash, both to purchase food and for farm investments to raise productivity, expand commercial activities, and produce higher-value products. Public investments and policies that facilitate growth of the agrifood system must pay more attention to creating enabling environments for the development of RNFE and strengthening the synergy between agriculture and RNFE in rural areas.

Since 2002, the University of the Basque Country has supported several teaching experiences related to the so-called Life Cycle Thinking and Ecodesign in collaboration with local and regional public institutions and private companies. The implementation of a Master’s Degree entitled ‘Circular Economy: Business Application’ constitutes a milestone in the framework of these teaching experiences. From the very moment the European Green Deal was approved and, subsequently, before the state and regional strategies were launched, thanks to our prior experience, we have been able to offer the postgraduate course required by our administration and companies. The courses have been specifically designed to provide education for Circular Economy for new graduates as well as professionals with backgrounds as varied as product manufacturing engineering, environmental engineering, business administration or economics. It aims to become a European reference in its goal of promoting Circular Economy, life cycle thinking, ecodesign, industrial symbiosis and sustainable development and, at the same time, support the transition to circular economy in our region. As a result, in just two years the master’s degree has led to the creation within our university of a knowledge hub in Circular Economy, which hosts more than 20 research groups.

The paper presents the results of the analysis of the readiness of small and medium enterprises, VET providers, high education institutions and consultancy organizations towards digital and bionic transformation and ac­quisition of a “bionic status”. The purpose of the paper is to find out which key skills and knowledge are needed for employees in order to be ready for digital transformation. SMEs that were a part of the survey operate in different eco­nomic sectors in various countries of the European Union (Spain, Slovenia, Po­land, Croatia, Ukraine, Austria, Italy, Germany, Macedonia, Switzerland, Bel­gium, and Hungary). Other organisations such as public bodies, non-govern­mental organisations (NGOs), universities and technological centres also par­ticipated in the survey on digital competences. Key conclusions of the analy­sis indicate that almost all participants are familiar with the need for digital transformation, but that knowledge about 4.0 technologies is still lacking. The most significant knowledge is in robotics, 3D printing and Cloud Services, big data, and IoT. Blockchain and artificial intelligence are considered less impor­tant for digital transformation. However, a strong need for further education and training in all of these areas was expressed.

Two terms that have gained traction in the academia and policy making are Digital Transformation and Sustainable Development of public and private organizations. Digital transformation can be defined as the increasing application of digitization and automation that has important impacts on the structure of business ecosystems and their products and services. The core of Digital Transformation is the overall digitization and cross-linking of the value creation process. On the other hand, Sustainable Development has been defined as “the ability to meet the needs of the present without compromising the ability of future generations to meet their own needs” (Brundtland, et al., 1987). As it can be observed, the two terms are defined in a vague way, however, their practical importance cannot be overstated. Despite the lack of a unified definition and methodological framework on how to define them, public and private organizations are making efforts to incorporate them in their practices. Consequently, the purpose of the current paper is to map the opinions of employers, employees, policy makers, academics and students on what Digital Transformation and Sustainable Development mean for themselves and their organization. To achieve the objective of the paper, a survey was developed and disseminated across Europe. The questionnaire contained questions on the process of Digital Transformation and Sustainable Development themselves, what the respondents think of and fear about those two terms, what are barriers and finally what skills are missing that their organization faces in their effort to achieve Digital Transformation and Sustainable Development. Initial results include the following: Missing skills by the employers and managers was considered the main internal barrier for achieving Digital Transformation and Sustainable Development on an organization. Finally, a series of statistical tests is performed to examine the synergies between Digital Transformation and Sustainable Development. For example, we wanted to investigate whether the answer to the question of whether the organization has experienced difficulties in finding appropriate people to achieve Digital Transformation is independent of the answer to the same question for Sustainable Development. The respondents that consider that their organization has difficulties in finding appropriate people for Digital Transformation are likely to answer that they face the same difficulty for Sustainable Development. Consequently, since there is an overlap between those skills, training people could offer a double advantage for any organization.

In today’s fast-changing, turbulent and highly competitive business environment, internal entrepreneurship, i.e. intrapreneurship is seen as an instrument for established organizations to provide a fast response to new business challenges and opportunities. It is especially demanding and challenging to encourage intrapreneurship in the public sector organizations where, compared to the private sector, there is a much greater diversity of objectives to be fulfilled, as well as a greater conflict between profit and social responsibility; less flexibility in the decision-making process; and where financial incentives for improvements are much smaller. This paper examines the level of internal environment development for internal entrepreneurship in the public sector of the Republic of Serbia, as well as the differences in the tendency towards internal entrepreneurship among three categories of public organizational systems (public institutions, public administration, and public enterprises). For this purpose, Corporate Entrepreneurship Assessment Instrument (CEAI) developed by Kuratko, Hornsby, and Covin (2014) is used as a research tool developed for diagnosing organization’s internal environment for entrepreneurship through five dimensions: top management support, work discretion/autonomy, rewards/reinforcement, time availability, and organizational boundaries. The Survey sample covers 126 employees from Serbian public sector organizations.

In 2020, the gap in mobile internet use in low- and middle-income countries was at 15%, while in South Asian and Sub-Saharan African countries, it remained as high as 36% and 37% respectively (GSMA, 2021). Use of the internet for more complex activities shows an even wider gap. In Cairo, in 2018, only 21% of female internet users gained economically, and only 7% were able to voice their opinions online (with similar statistics for India, Indonesia, Kenya, Uganda and Colombia, Sambuli et al., 2018). This is despite the fact that empowering women through digital technologies is central to global gender equality strategies (e.g. Sustainable Development Goals, United Nations, 2015), and is believed to facilitate economic growth and industry-level transformation (International Monetary Fund, 2020). Progress is slow because behaviours are gendered: there are stark dissociations between what women and men do – or are expected to do. These dissociations are deeply entrenched by social norms, to the extent that interventions to change them face resistance or can even backfire. Increasingly, governments are using behavioural change interventions in a bid to improve public policy outcomes, while development or gender organisations are using behavioural change programmes to shift gender norms. However, very little is known about how gendered social norms impact the digital divide, or how to use behavioural interventions to shift these norms. Drawing on several research papers that look at the gender digital gap, this brief examines why behavioural change is difficult, and how it could be implemented more effectively. This brief is addressed to policymakers, programme co-ordinators in development organisations, and strategy planners in gender equality interventions who are interested in ways to accelerate progress on gender equality, and close the gender digital gap. The brief offers a set of principles on which to base interventions, programmes and strategies to change gendered behaviours. The principles in this brief were developed as part of a programme of research into ways to close the gender digital gap.
