The development of digital technologies, large-scale digitalization that has covered all advanced countries, the entry of states into the era of the sixth technological order lead to significant changes in the state itself, its structure and functions. The monograph reveals the fundamental transformations of the modern state under the influence of the digital and technological vector of its development. Special attention is paid to qualitative technological changes in the main areas of state activity, the processes of creating legal norms (law-making) and their practical implementation (legal realization). This book focuses on the referendums against water privatization in Italy and explores how activists took to social media, ultimately convincing twenty-seven million citizens to vote. Investigating the relationship between social movements and internet-related activism during complex campaigns, this book examines how a technological evolution — the increased relevance of social media platforms — affected in very different ways organizations with divergent characteristics, promoting at the same time decentralized communication practices, and new ways of coordinating dispersed communities of people. Modems are built on the principles of statistical communication theory, based on the use of a random signal (chaos) as a carrier of information. In such a signal, a characteristic function is modulated, which is a fundamental characteristic of a random process. The signal modulation and demodulation method is patented and allows you to create modems with efficiency and noise immunity indicators several orders of magnitude higher than those of the known devices of the same name. New-generation modems immediately improve the technical characteristics of digital IT equipment by several orders of magnitude, since they work without errors in wired and radio channels when receiving one hundred duodecillion of binary symbols. The book is recommended for scientists and specialists in the field of digital communication systems, statistical radio engineering and instrumentation, and may be useful for graduate students, masters and students of relevant specialties.

This book seeks to develop an answer to the major question arising from the adoption of sophisticated data-science approaches within humanities research: are existing humanities methods compatible with computational thinking? Data-based and algorithmically powered methods present both new opportunities and new complications for humanists. This book takes as its founding assumption that the exploration and investigation of texts and data with sophisticated computational tools can serve the interpretative goals of humanists. At the same time, it assumes that these approaches cannot and will not obsolete other existing interpretive frameworks. Research involving computational methods, the book argues, should be subject to humanistic modes that deal with questions of power and infrastructure directed toward the field’s assumptions and practices. Arguing for a methodologically and ideologically self-aware critical digital humanities, the author contextualizes the digital humanities within the larger neo-liberalizing shifts of the contemporary university in order to resituate the field within a theoretically informed tradition of humanistic inquiry. Bringing the resources of critical theory to bear on computational methods enables humanists to construct an array of compelling and possible humanistic interpretations from multiple dimensions—from the ideological biases informing many commonly used algorithms to the complications of a historicist text mining, from examining the range of feature selection for sentiment analysis to the fantasies of human subjectless analysis activated by machine learning and artificial intelligence.

Only ten years ago, there were more internet users in countries like France or Germany than in all of Africa put together. But much has changed in a decade. The year 2018 marks the first year in human history in which a majority of the world’s population are now connected to the internet. This mass connectivity means that we have an internet that no longer connects only the world’s wealthy. Workers from Lagos to Johannesburg to Nairobi and everywhere in between can now apply for and carry out jobs coming from clients who themselves can be located anywhere in the world. Digital outsourcing firms can now also set up operations in the most unlikely of places in order to tap into hitherto disconnected labour forces. With CEOs in the Global North proclaiming that ‘location is a thing of the past’ (Upwork, 2018), and governments and civil society in Africa promising to create millions of jobs on the continent, the book asks what this ‘new world of digital work’ means to the lives of African workers. It draws from a year-long fieldwork in South Africa, Kenya, Nigeria, Ghana, and Uganda, with over 200 interviews with participants including gig workers, call and contact centre workers, self-employed freelancers, small-business owners, government officials, labour union officials, and industry experts. Focusing on both platform-based remote work and call and contact centre work, the book examines the job quality implications of digital work for the lives and livelihoods of African workers.

Chapter 2 discusses nations and nationalism in the digital age. It reviews how scholars have made sense of nationalism in the past, and it argues that the most useful way to view nations and nationalism is as modern technologies. It makes the case, as scholars like Benedict Anderson and Michael Billig have done before, that human beings ‘imagine’ nations, and that they do so largely through communication practices. To understand these communication practices, the chapter proposes that we view social groups as networked communities. It lays out an original theory of nations and nationalism, and it goes on to discuss nationalism in the Chinese context. The chapter concludes by making the case that a diverse range of actors ‘programme’ the networks of national communities through discursive practices in order to shift what the nation means. Nationalism, then, becomes an emergent property of these networked activities.

This chapter, found in the cancer screening and management section of the book, provides a succinct synopsis of a key study examining the efficacy of digital mammography versus screen-film mammography for breast cancer screening. This summary outlines the study methodology and design, major results, limitations and criticisms, related studies and additional information, and clinical implications. Digital mammography was found to have comparable diagnostic accuracy to screen-film mammography overall, but was more accurate than screen-film mammography among women over 50 years of age, women with dense breasts, and premenopausal or perimenopausal women. In addition to outlining the most salient features of the study, a clinical vignette and imaging example are included in order to provide relevant clinical context.

A number of the pieces in this volume go back to the origin myth of the digital humanities to reassess the hagiography of Father Busa by reconsidering and recontextualizing his legacy and his work in relation to media archaeology, politics, Cold War maneuvers, mechanized genocide, the Third Reich, and the military-industrial complex as it has organized various fields, including Asian Studies. This reassessment of comparative genealogies — vis-à-vis Foucault — undergirds an alternative history of the Jesuit hagiography we have so far been unwilling to reexamine for its narrative use in embellishing an origin hagiography/historiography for digital humanities. Other pieces intertwine the digital humanities with other fields — area studies, Asian American Studies, cultural studies, literary studies, and environmental studies — in order to reexamine how the intersections and juxtapositions reveal silences in these histories. And finally, a number of pieces considers alternative praxes in rethinking these histories, whether it is an essay that is a game or a reevaluation of feminist media praxis.

This chapter analyzes several distinctive elements of the digital Korean Wave with the case of smartphones, compared to the mobile era until 2008. Here, the digital Korean Wave refers to the rapid growth of digital technologies, in particular smartphones, and the export of domestic-made smartphones to the global markets as part of the growth of the New Korean Wave. However, the digital wave also means the convergence of technology and culture in order to boost the rapid penetration of cultural genres, such as animation and K-pop in the global markets. It is connected to the significance of several services, in particular intellectual property rights, which are crucial for capital accumulation. The chapter starts with an examination of the Korean IT policy, which drives the growth of smartphones, in tandem with corporate policies. Through the lens of technological hybridization, it discusses whether the global penetration of Korean smartphones resolves the uneven power logic between Western, in this case the United States, and non-Western, meaning Korea, in the social media era.

Designing for Democracy addresses the question of how to “fix” digital technologies for democracy by examining how the design of the built environment (whether streets, sidewalks, or social media platforms) informs how, and whether, citizens can engage in democratic practices. “Democratic spaces”—built environments that support democratic politics—must have three characteristics: they must be clearly bounded, durable, and flexible. Each corresponds to a necessary democratic practice. Clearly bounded spaces make it easier to recognize what we share and with whom we share; they help us form communities. Durable spaces facilitate our attachments to the communities they house and the other members within them; they help us sustain communities. And flexible spaces facilitate the experimental habits required for democratic politics; they help us improve our communities. These three practices—recognition, attachment, and experimentalism—are the affordances a built environment must provide in order to be a “democratic space”; they are the criteria to which designers and users should be attentive when building and inhabiting the spaces of the built environment, both physical and digital. Using this theoretical framework, Designing for Democracy provides new insights into the democratic potential of digital technologies. Through extended discussions of examples like Facebook, Twitter, and Reddit, it suggests architectural responses to problems often associated with digital technologies—loose networks, the “personalization of politics,” and “echo chambers.” In connecting the built environment, digital technologies, and democratic theory, Designing Democracy provides blueprints for democracy in a digital age.

How the Amish have adopted certain digital tools in ways that allow them to work and live according to their own value system. The Amish are famous for their disconnection from the modern world and all its devices. But, as Lindsay Ems shows in Virtually Amish, Old Order Amish today are selectively engaging with digital technology. The Amish need digital tools to participate in the economy—websites for ecommerce, for example, and cell phones for communication on the road—but they have developed strategies for making limited use of these tools while still living and working according to the values of their community. The way they do this, Ems suggests, holds lessons for all of us about resisting the negative forces of what has been called “high-tech capitalism.” Ems shows how the Amish do not allow technology to drive their behavior; instead, they actively configure their sociotechnical world to align with their values and protect their community's autonomy. Drawing on extensive ethnographic fieldwork conducted in two Old Order Amish settlements in Indiana, Ems explores explicit rules and implicit norms as innovations for resisting negative impacts of digital technology. She describes the ingenious contraptions the Amish devise—including “the black-box phone,” a landline phone attached to a device that connects to a cellular network when plugged into a car's cigarette lighter—and considers the value of human-centered approaches to communication. Non-Amish technology users would do well to take note of Amish methods of adopting digital technologies in ways that empower people and acknowledge their shared humanity. The latter is characterized by a double effect. On the one hand, the states are trying to show strategic leadership to speed up the process of digital transformation as much as possible in order to make the most of the benefits brought by digitalization, on the other hand, as the depth of digital transformation increases, the challenges arising from the digital space, including cyber security risks, increase. This book offers a reappreciation and revisiting of existential philosophy—and in particular of Karl Jaspers’s philosophy—for media theory in order to remedy the existential deficit in the field. The book thereby also offers an introduction to the young field of existential media studies. Jaspers’s concept of the limit situation is chosen as a privileged reality which allows for bringing limits, in all their shapes and forms, onto the radar when interrogating digital existence. Despite their all-pervasiveness the book argues that media speak to and about limits and limitations in a variety of ways. The book furthermore argues that the present age of deep technocultural saturation—and of escalating multifaceted and interrelated global crises—is a digital limit situation, in which there are both existential and politico-ethical stakes of media. These tech giants have gone on to rule the Internet like autocrats. How did this happen? How did users and workers become the hapless subjects of online economic empires? The Internet was supposed to liberate us from powerful institutions. In Cloud Empires, digital economy expert Vili Lehdonvirta explores the rise of the platform economy into statelike dominance over our lives and proposes a new way forward. Digital platforms create new marketplaces and prosperity on the Internet, Lehdonvirta explains, but they are ruled by Silicon Valley despots with little or no accountability.
