Анотація:
The article provides a comprehensive diagnosis of the economic security of the coal industry of the Russian Federation on key indicators reflecting the effectiveness and level of modernization. In the conditions of the fourth energy transition, coal is losing its position as a priority fuel and energy resource on world markets, but remains in demand within the country and the Asia-Pacific region. The key challenges, risk-forming factors and threats to the development of the industry in the context of climate-oriented policies of developed countries and the need to abandon the export-raw materials model of the Russian economy are highlighted. The lack of counteraction to the identified threats will lead to a decrease in the competitiveness of Russian coal exporters. Neutralizing threats is important for the domestic economy, increasing its role in the world market.

Problem statement. Taking into account the world experience, the most effective is risk managementbased on achieving a certain level of safety, a balance of benefits and costs within a separate facility, territory, industryand the state as a whole. Today, risk management mechanisms aimed at reducing their values have not received widepractical application in the oil and gas industry of Ukraine. Thus, a quantitative risk assessment is used only in relationto industry workers during the execution of work, and a qualitative risk assessment in relation to machines,mechanisms, equipment is not used at all, including the likelihood of a positive compensatory impact of measures toУкраїнський журнал будівництва та архітектури, № 4 (004), 2021, ISSN (Print) 2710-0367, ISSN (Online) 2710-0375 46 counter security threats is not predicted, as well as technical condition and safety of facilities, primarily those that areoperated with defects. At the same time, imperfection of regulatory legal acts and inconsistency at the state and industrylevel of risk management methods do not allow the industry to achieve risk levels corresponding to the levels ofeconomically developed countries. The need to introduce conceptual foundations for ensuring the safety of the industry(management of the risk of accidents) is integral to labor protection, industrial, public, man-made, environmental safetyand energy resource efficiency, caused by the presence in the industry of a large number of organizational and manmade hazards. The number and linear length of the industry facilities on the territory of the state, including the difficultconditions for laying main pipelines. A significant number of cross-border crossings of trunk pipelines. The need todiversify the flows of commodity products of the main transport. A significant amount of hazardous substances that arestored, transported, synthesized, and used in the technological processes of the industry. A high level of risk ofemergencies of a technogenic nature due to a significant degree of wear and tear of the main production assets of theindustry. The inconsistency of the number of employees (appropriate qualifications) in the industry with therequirements of labor protection, industrial safety and the scope of work on diagnostics, maintenance and repair offacilities. A relatively low level of material and technical support for diagnostics, maintenance and repair of industryfacilities. Failure to recognize the low level of energy resource efficiency of production (synthesis), transport, storage ofhydrocarbons (hydrogen) as a negative technogenic factor affecting the safety of the industry. Imperfection of theregulatory and legal framework on the determination of the residual resource of the equipment of the industry facilitiesand the extension of the period of its further safe operation, etc. The purpose of the article – increase the level ofnational security of Ukraine by developing and implementing the "Concept of safety and energy resource efficiency ofthe oil and gas industry of Ukraine. Conclusion. The implementation of the provisions of the developed Concept willsignificantly increase the level of national security of Ukraine, as well as the safety and energy resource efficiency ofenterprises in the oil and gas industry of Ukraine.

This work proposes an approach based on dynamic Bayesian networks to support the cybersecurity analysis of network-based controllers in distributed energy plants. We built a system model that exploits real world context information from both information and operational technology environments in the energy infrastructure, and we use it to demonstrate the value of security evidence for time-driven predictive and diagnostic analyses. The innovative contribution of this work is in the methodology capability of capturing the causal and temporal dependencies involved in the assessment of security threats, and in the introduction of security analytics supporting the configuration of anomaly detection platforms for digital energy infrastructures.

The paper concerns a significant problem in the diagnostics of industrial processes, which is the need to achieve high fault distinguishability. High distinguishability results in the generation of precise diagnoses that enable making appropriate security decisions. In the known approaches, the efforts to obtain high distinguishability are focused on the selection of an appropriate set of generated residuals. The paper presents a new method of diagnostic reasoning using the notation of faults/diagnostic signals’ relations in the form of a Fault Isolation System (FIS), which enables the use of multivalent diagnostic signals. In addition, the proposed method uses knowledge (usually incomplete) about the sequence of symptoms. Reasoning was carried out on the basis of simple, physically possible signatures, resulting from the FIS. Assumptions and a diagnostic algorithm are given. The reasoning algorithm works in a step-by-step manner, after observing further symptoms. In each reasoning step, two diagnoses are generated in parallel. A more accurate, but less certain diagnosis is formulated on the basis of the value of all diagnostic signals, and the diagnosis is less accurate, but more reliable, solely on the basis of symptoms. An example of using the method for diagnosing a set of connected liquid tanks is given. The method was compared with other reasoning methods based on columns (signatures) and, also, with row-based reasoning methods. It is shown that the proposed method allows the increase of the distinguishability of faults compared to other methods. The distinguishability grows with the knowledge of elementary symptom sequences. It is also noted that the proposed approach makes possible diagnosing not only faults, but also cyber attacks.

Анотація:
It is shown that one of the directions for increasing the efficiency of managing corporate systems (CS) under the influence of a large number of destabilizing fa-tors ("shocks", threats) is the development of a set of models of estimation and analysis of the long-term stability of CS in proactive contour of management, which allow timely diagnosing a decrease in the company's security level and adopting effective preventive management decisions. A review of existing approa-ches to the formation of such a set of models showed a number of limitations, the result of which is a low forecasting accuracy. The proposed approach, unlike the existing ones, allows to: 1) determine the optimal dimension of the information space of diagnostic factors; 2) find the optimal number of classes of situations for which differentiated management strategies can be developed; 3) determine the period of pre-emption, which does not require updating the models of retrospective diagnostics. This makes it possible to identify the class of not only current, but also forecast situations for a given horizon of proactive management and to choose an adequate preventive strategy.

Exploitation of renewable energy sources for power generation has been more and more important in recent years. This results from the economic issues and the measures taken to ensure the energy security. The aim of this research was to determine the significance of renewable energy sources (RES) in the energy mix of Poland, and to elicit the opinions and the level of knowledge of the society on the use and development of non-conventional energy. The article also presents advantages and disadvantages of types of RES, the obstacles which hinder the progress of green energy in Poland, and the proposed measures to expand the share of the RES in the overall energy mix. The research relied on the statistical data gathered by Statistics Poland. The opinions of respondents were elicited through a diagnostic survey based on a questionnaire. The research has demonstrated that the respondents support the development of RES in Poland. However, they also maintain that the purchase and installation of devices for the production of non-conventional energy are too expensive. The respondents believe that in order to increase the number of green power plants, subsidies to encourage RES investment and tax reliefs related to this investment should be bigger.

This paper offers an argument for the need to providing further research on improving energy efficiency and searching for modern management methods based on the university energy innovation knowledge hub. The findings have revealed that the specific energy consumption in the Ukrainian economy is unjustifiably higher than that of other European countries and countries with transitive economies. It is noted that economic losses are becoming increasingly apparent in the context of high cost of imported energy resources, low level of energy security, incompetitiveness of industries and significant environmental wastes. The research methodology entails the principle of studying and summarizing factual data on enhancing energy management and quality management systems, as well as the university documentation. To attain the research agenda, the following methods have been employed: the system and structural analysis techniques, management theory, methods of diagnostics and identification, graph theory as well as energy balance methods. The study presents a mechanism of energy efficiency and energy saving management based on the university energy innovation knowledge hub. The findings demonstrate that such a mechanism is able to overcome the rejection by economic actors of innovation technologies in general and energy efficient technologies in particular. The proposed mechanism of energy efficiency and energy saving management based on the university energy innovation hub challenges the implementation of specific economic measures that should include such elements as incentives (motivators) for energy saving, energy market infrastructure and energy efficient technology, energy projects funding sources and tools. The conclusions resume that in modern realia, higher education institutions should promote a shift from a formally declared energy saving policy towards a University energy efficiency economy pattern as an energy autonomy driver, building a strategy for combining indicative and market functions in ensuring energy efficiency.

Infrared science and technology has been, since the first applications, mainly dedicated to security and surveillance especially in military field, besides specialized techniques in thermal imaging for medical diagnostic and building structures and recently in energy savings and aerospace context. Till recently the security applications were mainly based on thermal imaging as surveillance and warning military systems. In all these applications the advent of room temperature, more reliable due to the coolers avoidance, low cost, and, overall, completely integrable with Silicon technology FPAs, especially designed and tailored for specific applications, smart sensors, has really been impacted with revolutionary and new ideas and system concepts in all the infrared fields, especially for security applications. Lastly, the advent of reliable Infrared Solid State Laser Sources, operating up to the Long Infrared Wavelength Band and the new emerging techniques in Far Infrared Submillimeter Terahertz Bands, has opened wide and new areas for developing new, advanced security systems. A review of all the items with evidence of the weak and the strong points of each item, especially considering possible future developments, will be reported and discussed.

Advances in machine learning (ML) in recent years have enabled a dizzying array of applications such as data analytics, autonomous systems, and security diagnostics. As an important part of the Internet of Things (IoT), wireless sensor networks (WSNs) have been widely used in military, transportation, medical, and household fields. However, in the applications of wireless sensor networks, the adversary can infer the location of a source node and an event by backtracking attacks and traffic analysis. The location privacy leakage of a source node has become one of the most urgent problems to be solved in wireless sensor networks. To solve the problem of source location privacy leakage, in this paper, we first propose a proxy source node selection mechanism by constructing the candidate region. Secondly, based on the residual energy of the node, we propose a shortest routing algorithm to achieve better forwarding efficiency. Finally, by combining the proposed proxy source node selection mechanism with the proposed shortest routing algorithm based on the residual energy, we further propose a new, anonymous communication scheme. Meanwhile, the performance analysis indicates that the anonymous communication scheme can effectively protect the location privacy of the source nodes and reduce the network overhead.

Implementation of cost-effective energy conservation measures (ECMs) is expected to generate up to 18% of carbon emissions reductions in office buildings. In order to determine adequate ECMs for a specific building, operational data is required. However, buildings generally lack operational data in the form of time series that can limit a breath of analysis required for determining adequate ECMs. Energy time-series data is commonly lacking in the UK due to uneven availability of smart meters (heat, gas, water), security restrictions in Energy Information Systems (EIS) and building management systems (BMS), restrictions and costs associated for automated reporting from utility companies, etc. This work presents a non-intrusive computer vision-based reader to generate energy readings at 10-minute resolution using a Raspberry-Pi, a traditional webcam and an LED light. OpenCV, an open source computer vision library, is used to detect and interpret numeric values from a heat meter, which are in turn uploaded to a cloud-based energy platform to create a complete operational data set enabling detailed analytics, fault detection and diagnostics (FDD) and model calibration. A case study of an office building in Scotland is presented. The building has a heat meter with no remote access capabilities. The accuracy of the method, i.e. the ability of the script to accurately derive the rate of change between readings, resulted on a 92% percent during a test done for 100 samples. Recommendations for accuracy improvements are included in the conclusions.

<p class="Abstract">Merging Units (MUs) play a key role in enhancing the levels of security and the reliability of power systems, allowing for advanced remote diagnostics. Some of the benefits are a more efficient transmission of electricity and a better integration with renewable energy systems. In this article, an implementation of a Stand-Alone Merging Unit (SAMU), compliant with the IEC 61850-9-2 standard and based on a low-cost ARM microcontroller, is described. It acquires two signals, one voltage and one current, and it sends the samples over the ethernet connection. A high-resolution Analogue-to-Digital Converter (ADC), synchronised to the Universal Time Coordinated (UTC) through a Global Positioning System (GPS) disciplined oscillator, is used. The opportune insulation and conditioning stage have been designed. Several tests have been performed, varying amplitude, frequency, and phase of the input signals, in order to evaluate the metrological performance of the proposed SAMU and they are here discussed.</p>

Within an Internet of Multimedia Things, the risk of disclosing streamed video content, such as that arising from video surveillance, is of heightened concern. This leads to the encryption of that content. To reduce the overhead and the lack of flexibility arising from full encryption of the content, a good number of selective-encryption algorithms have been proposed in the last decade. Some of them have limitations, in terms of: significant delay due to computational cost, or excess memory utilization, or, despite being energy efficient, not providing a satisfactory level of confidentiality, due to their simplicity. To address such limitations, this paper presents a lightweight selective encryption scheme, in which encoder syntax elements are encrypted with the innovative EXPer (extended permutation with exclusive OR). The selected syntax elements are taken from the final stage of video encoding that is during the entropy coding stage. As a diagnostic tool, the Encryption Space Ratio measures encoding complexity of the video relative to the level of encryption so as to judge the success of the encryption process, according to entropy coder. A detailed comparative analysis of EXPer with other state-of-the-art encryption algorithms confirms that EXPer provides significant confidentiality with a small computational cost and a negligible encryption bitrate overhead. Thus, the results demonstrate that the proposed security scheme is a suitable choice for constrained devices in an Internet of Multimedia Things environment.

Most of the application-oriented research in the field of Wireless Sensor Networks has been in remote monitoring, including environmental, building automation, and security. However, this paper presents the methodology followed for implementation of a Wireless Sensor Network based solution in a process plant for energy management and leak detection. The sensor network acquires data pertaining to detection of leakage in a plant. The network further serves effectively as a maintenance and diagnostic system that is used to manage the plant and conserve energy in a process plant. The critical design issues, testing methodologies and implementation problems pertaining to the system are also presented. Additionally, special focus has been placed on the calculations pertaining to the network life time.

Abstract In the more developed countries the use of modern technologies in the national economy is a general process allowing joint funding of a security research and development by both sources, state and private. The last one is especially involved in applications of modern technologies. One of the examples of important modern technologies being under development in many countries are dual-use technologies, which include IT technologies, sensors, effective energy sources, material science, nanotechnology, micro- and nano-electronics, photonics, biotechnology and quantum medicine. In this paper chosen technologies fulfilling the needs of the military technique and security monitoring systems, which have found their applications in the different branches of industry like power engineering, transportation, construction industry, metrology, protection of environment and the medicine, are discussed. The examples include the devices and lasers systems for different threats monitoring, which have been developed at the Military University of Technology. The research studies carried out on the analysis of various materials based on their spectroscopic characteristics: absorption, emission, dispersion, polarization and fluorescence in different mediums have led to the development of laser telemetry devices, environment monitoring devices and spatial imagery, as well as devices for medical diagnostics and therapy. Mentioned systems are composed of functional modules, which were developed to meet the real needs. These systems can be expanded further by addition of extra detectors of chemical materials and physical properties, and improving measuring functions and data transmission and processing.

This research is devoted to studying the views of fans of detective and fantasy media products about security in general and about the security subject in particular. It has been suggested that the preference for media products of the fantasy and detective genres contributes to the specification of representations about the security subject. The study was carried out using the semantic differential method with the participation of 400 subjects aged 18 to 22 years. Highlighted significant differences in the structure of ideas about the subject of security among fans of detective fiction and fantasy fans: if from the point of view of the first behavior and actions of the subject security must be based on a realistic assessment of the situation of danger and actualize their own resources, the main qualities of the subject security from the standpoint of the latter are flexibility of thinking, the ability to change behavior, ability to communicate with people, while maintaining the confidentiality of the received information (factor “variability”, “privacy”, “openness”). Common to both groups of subjects are such qualities inherent in the subject of safety as originality of approach to solving a difficult or dangerous situation and energy, activity of actions (factors “novelty” and “activity”). The proposed projective method of evaluating the strategies of the subject’s actions in the conditions of threat, risk and stress expands the diagnostic and predictive capabilities of security psychology.

Hydro-climatic resilience is an essential element of food security. The miombo ecosystem in Southern Africa supports varied land uses for a growing population. Albedo, Leaf Area Index (LAI), Fractional Vegetation Cover (FVC), Solar-Induced chlorophyll Fluorescence (SIF), and precipitation remote-sensing data for current climate were jointly analyzed to explore vegetation dynamics and water availability feedbacks. Changes in the surface energy balance tied to vegetation status were examined in the light of an hourly albedo product with improved atmospheric correction derived for this study. Phase-space analysis shows that the albedo’s seasonality tracks the landscape-scale functional stability of miombo and woody savanna with respect to precipitation variations. Miombo exhibits the best adaptive traits to water stress which highlights synergies among root-system water uptake capacity, vegetation architecture, and landscape hydro-geomorphology. This explains why efforts to conserve the spatial structure of the miombo forest in sustainable farming of seasonal wetlands have led to significant crop yield increases. Grass savanna’s high vulnerability to water stress is illustrative of potential run-away impacts of miombo deforestation. This study suggests that phase-space analysis of albedo, SIF, and FVC can be used as operational diagnostics of ecosystem health.

In the present study, indium tin oxide (ITO) was used as a transparent working electrode for the development of an electrochemical sensor for the detection of mercury (II) ions (Hg2+). The electrode was modified by direct electrodeposition of polyaniline (PANI), multiwalled carbon nanotubes (MWCNTs) and gold nanoparticles (AuNPs) followed by optimization of the analyte and operating conditions, aiming to improve the selectivity, sensitivity and reliability of the electrode for mercury detection. Successful immobilization of the PANI and nanomaterials (MWCNTs and AuNPs) on the ITO electrode was confirmed by Scanning Electron Microscope (SEM), Energy Dispersive X-ray (EDX) and Fourier Transform Infrared Spectroscopy (FTIR) analyses. The optimum conditions for mercury detection using the modified ITO electrode were pH 7.0 of Tris-HCl buffer (50 mM) in the presence of 1 mM methylene blue (MB) as a redox indicator, a scan rate of 0.10 V·s−1 and a 70 s interaction time. The electrochemical behavior of the modified electrode under the optimized conditions indicated a high reproducibility and high sensitivity of mercury detection. It is therefore suggested that the PANI/MWCNT/AuNP-modified ITO electrode could be a promising material for the development of on-site mercury detection tools for applications in fields such as diagnostics, the environment, safety and security controls or other industries.

Today, more disciplines are intercepting each other, giving rise to “cross-disciplinary” research. Technological advancements in material science and device structure and production have paved the way towards development of new classes of multi-purpose sensory devices. Organic phototransistors (OPTs) are photo-activated sensors based on organic field-effect transistors that convert incident light signals into electrical signals. The organic semiconductor (OSC) layer and three-electrode structure of an OPT offer great advantages for light detection compared to conventional photodetectors and photodiodes, due to their signal amplification and noise reduction characteristics. Solution processing of the active layer enables mass production of OPT devices at significantly reduced cost. The chemical structure of OSCs can be modified accordingly to fulfil detection at various wavelengths for different purposes. Organic phototransistors have attracted substantial interest in a variety of fields, namely biomedical, medical diagnostics, healthcare, energy, security, and environmental monitoring. Lightweight and mechanically flexible and wearable OPTs are suitable alternatives not only at clinical levels but also for point-of-care and home-assisted usage. In this review, we aim to explain different types, working mechanism and figures of merit of organic phototransistors and highlight the recent advances from the literature on development and implementation of OPTs for a broad range of research and real-life applications.

A new communication networks paradigm based on nano technology and IoT, in other words, a paradigm with the capacity to interconnect nano-scale devices through existing networks. From the interconnection of these nano machines with the Internet emerged the concept of Internet of Nano Things (IoNT). The Internet of Nano-Things (IoNT) is a system of nano connected devices, objects, or organisms that have unique identifiers to transfer data over a computer or cellular network wirelessly to the Cloud. The data delivery, caching, and energy consumption are among the most significant topics in the IoNT nowadays. The nano-networks paradigm can empower the consumers to make a difference to their well-being by connecting data to personalized analysis within timely insights. The real-time data can be used in a diversification of nano-applications in the Internet of Nano-Things (IoNT), from preventive treatment to diagnostics and rehabilitation. In this paper intelligibly explains the Internet of Nano Things (IoNT), its architecture, challenges, explains the role of IoNT in global market, IoNT applications in various domains. Internet of things has provided countless new opportunity to create a powerful industrialized structure and many more. The key applications for IoNT communication including healthcare, transportation and logistics, defense and aerospace, media and entertainment, manufacturing, oil and gas, high speed data transfer & cellular, multimedia, immune system support and others services. The features of monitoring systems for railway infrastructure and rolling stock are considered. The main approaches to organisation of monitoring of railway infrastructure and rolling stock objects are described, their advantages and disadvantages are noted. The main objective of this work is to present to the reader a conceptual vision of a system for monitoring devices and systems for ensuring train traffic safety, using technologies for transmitting diagnostic information over a radio channel. The methods of the theory of technical diagnostics and monitoring were used. Attention is focused on the use of wireless data transmission technologies and the use of autonomous industrial automation sensors for monitoring systems for railway automation devices.The architecture of the monitoring system is presented. The description of the system itself and the monitoring technology is given, the main advantages of the presented approach are noted, which, first, are linked to reduction of the volume of design work and of energy consumption of the system as a whole. The disadvantages are associated with the need to replace autonomous power supply sources, ensure security of the data transmission network, to proceed with periodic verification and calibration of measuring instruments. The basic diagrams of connecting sensors for measuring physical quantities to the circuit units of railway automation are presented. A list of parameters necessary for high-quality and effective monitoring of railway automation devices is given. The need is noted for both the control of mechanical and geometric parameters of devices and the accounting of data from interconnected objects of railway infrastructure and rolling stock. The proposed approach can find its application in the field of railway automation and, first of all, at those facilities that are located in premises with limited area (e.g. at subway facilities).

Energy markets play an important role in achieving sustainable development goals. The sector of energy has a huge impact on the environment, hence changes in it are the highest priority in the European Union. The process of shaping and developing the internal energy market plays an important role in improving the security of supply of energy resources for the entire union. It requires a number of political negotiations, strategic decisions regarding energy liberalization, in particular, the electricity and gas sectors, as well as the adoption of sectoral legislation. The aim of the conducted research is to estimate the level of development of energy markets in the EU countries and to indicate the position of Poland in comparison to other countries. The research was performed in several stages. The first phase consisted of selecting appropriate diagnostic variables that comprehensively describe energy markets in countries belonging to the European Union. The next stage was collecting data, subjecting them to standardization, and then, based on the agglomeration algorithm, the process of dividing into groups of similar countries was carried out. The research results can be used as guidelines for legal regulations being prepared in the energy sectors of all member states, which can be used for selected clusters comprising similar countries in terms of the development of energy markets.

The collected and analyzed data are further useful for healthcare professionals to find patient-centric solutions. The use of low-emission combustion technologies in power boilers has contributed to a significant increase in the rate of high-temperature corrosion in boilers and increased risk of failure. The use of low quality biomass and waste, caused by the current policies pressing on the decarbonization of the energy generation sector, might exacerbate this problem. Additionally, all of the effects of the valorization techniques on the inorganic fraction of the solid fuel have become an additional uncertainty. As a result, fast and reliable corrosion diagnostic techniques are slowly becoming a necessity to maintain the security of the energy supply for the power grid. Non-destructive testing methods (NDT) are helpful in detecting these threats. The most important NDT methods, which can be used to assess the degree of corrosion of boiler tubes, detection of the tubes’ surface roughness and the internal structural defects, have been presented in the paper. The idea of the use of optical techniques in the initial diagnosis of boiler evaporators’ surface conditions has also been presented.

The communal heat power engineering of Ukraine and its main area - the heat supply of the settlements of Ukraine - is the main consumer of primary energy resources (more than 60% of the total energy balance of the country, mainly imported natural gas). At the same time, this sector has the greatest potential for energy saving if measures and mechanisms are used to increase the efficiency of energy use, first of all with energy supply in buildings (thermal losses here reach up to 40%). Low energy efficiency of heat supply is the main reason for high tariffs for the consumer of housing and communal services and the challenge of social tension. Increasing energy efficiency is a basic condition for national economic, environmental and social stability, a requirement for the safety of life and a guarantee of the entire national security of the country. An overview of technological, organizational and socio-economic innovations for increasing energy efficiency of buildings is presented. Innovative equipment and technologies for increasing the energy efficiency of buildings and innovative engineering systems for their energy supply have been carried out at ITTP NAS of Ukraine. The method of determination of energy efficiency indicators of buildings, enclosing structures of buildings and the practice of conducting energy audits with the use of such diagnostic center measures as demonstration building of the "zero energy" constructed on the territory of ITT of NAS of Ukraine with energy supply from renewable energy sources (heat of soil, insolation, wind). Such a demonstration facility serves as a scientific and methodological center for training students of heat energy specialties, as well as the training of specialists involved in the development of energy efficient energy supply technologies for buildings and their energy audit. On the problems of increasing energy efficiency of the building sector in the near future, the main objectives of scientific research, subjects of fundamental, applied research, subjects, methods and tools of such research were determined.

Artificial intelligence is set to transform the next generation of intelligent buildings through the application of information and semantic data models and machine learning algorithms. Semantic data models enable the understanding of real-world data for building automation, integration and control applications. This article explored the use of semantic models, a subfield of artificial intelligence, for knowledge representation and reasoning (KRR) across a wide variety of applications in building control, automation and analytics. These KRR-enabled applications include context-aware control of mechanical systems, building energy auditing and commissioning, indoor air monitoring, fault detection and diagnostics (FDD) of mechanical equipment and systems and building-to-grid integration. To this end, this work employed the Apache Jena Application Programming Interface (API) to develop KRR and integrate it with some domain-specific ontologies expressed in the Resource Description Framework (RDF) and Web Ontology Language (OWL). The ontology-driven rules were represented using Jena rule formalisms to enable the inference of implicit information from data asserted in the ontologies. Moreover, SPARQL (SPARQL Query Language for RDF) was used to query the knowledge graph and obtain useful information for a variety of building applications. This approach enhances building analytics through multi-domain knowledge integration; spatial and temporal reasoning for monitoring building operations, and control systems and devices; and the performance of compliance checking. We show that existing studies have not leveraged state-of-the-art ontologies to infer information from different domains. While the proposed semantic infrastructure and methods in this study demonstrated benefits for different building applications applicable to mechanical systems, the approach also has great potential for lighting, shading and security applications. Multi-domain knowledge integration that includes spatial and temporal reasoning allows the optimization of the performance of building equipment and systems.

This work aims to explore and evaluate the nonreversible AC/DC five-level structure from the point of view of its operational safety: high electrical security on internal destruction and continuity in operation. It only has low-voltage monotransistor cells (Si and SiC 600 V max) and is intrinsically tolerant to imperfection control and parasites, therefore naturally secure. The design and lab-test of fault monitoring and fault diagnosis with just one voltage sensor of a single-phase five-level VIENNA rectifier were proposed. This real-time diagnostic method allows for a safe stop or corrective control strategy based on the reconfiguration of the modulation. The reconstruction strategy allows for optimization of the current and voltage signals as well as power factor. A continuous post-fault operation can be achieved for critical applications. An experimental prototype 3 kW/230 VAC/800 VDC/32 kHz was created to validate the proposed fault diagnosis method and reconfiguration control method.

Nowadays, the influence of negative factors on the fiscal system has been strengthening at both the country and regional levels. In particular, income differentiation and fiscal capacity are increasing, inflation rate exceeds the target, negative trends of growing household debt and enterprise unprofitability are observed. Such factors are not fully considered by existing diagnostic methodologies for analysing fiscal and economic security indicators and threats. Thus, in order to adjust stabilisation decisions and implement relevant fiscal policies, it is necessary to update these approaches, especially in regions. The paper examines key definitions of threats and risks to regional fiscal security and presents the author’s classification of threats according to the incidence. Based on the analysed approaches to threat assessment and a proposed diagnostic mechanism, the research developed a method for diagnosing threats to regional fiscal security by bringing the actual values of indicators to standardised points. In addition, to determine the danger level of threats, indicator values were distributed by security zones. The suggested methodology, which includes 12 indicators, was used to analyse the fiscal security of the Komi Republic. As a result, significant threats to the regional fiscal security were identified in the economic, budget, tax, investment, innovation, price, banking, corporate and social spheres. Baseline data were obtained from Federal State Statistics Service, Federal Customs Service of Russia, Federal Taxation Service of Russia and the Bank of Russia. The proposed methodology is an effective diagnostic tool for analysing threats to fiscal security on the basis of important regional indicators. Federal and local authorities can use this particular method for monitoring regional fiscal systems.

In modern conditions, the achievement of dynamic growth of the real sector of the economy is a condition for ensuring financial security, both for the state and the region, since it is directly related to filling the budget from the profits of material production industries. The article defines various interpretations of the concept of «financial security» by scientists. Given the theoretical analysis suggested that the financial security of the region should be understood such as financial, budgetary, banking, insurance, currency, tax, investment systems in the region, which creates a high level of protection of all financial interests and minimize external and internal threats with the help of special tools. Indicators of diagnostics of financial security of the region are presented, which will help to identify the most critical threats and develop measures to improve and overcome the current situation, as well as the main directions of assessing the financial security of the region. Scientific studies have shown that certain requirements are necessary for the qualitative characteristics of financial security indicators. The set of indicators should be comprehensive and consistent and should help to analyze the regional financial system from the point of view of its economic security. For these purposes, a block of basic indicators should be formed, which will provide a foundation for conducting an analysis of the financial security of the region, which allows us to formulate that the indicators of financial security indicators should be combined into a two-level system. Based on the study, a system of principles for selecting indicators of financial security in the region is defined.

AbstractIn this work, we demonstrate for the first time the ultrasensitive detection of Hg2+ ions with femtomolar sensitivity in water samples with the use of the surface plasmon-coupled emission (SPCE) platform. The use of portable network diagnostic tools for water security and integrated water shed management is a topic of recent research interest. In this context, the current study explores Hg2+ monitoring using a rhodamine-6G (Rh6G) derivative bearing a monothiospirolactone mounted onto a SPCE substrate. Thus far, the limit of detection for mercury ions by the conventional fluorescence technique has been 0.15 nm. However, we have achieved 1 fm Hg2+ detection using silver nanoparticle-based spacer layer engineering on an SPCE sensor chip. Using this technology, a field device can be fabricated for rapid, ultrasensitive, multi-analyte detection (of contaminants) in water samples.

The task is to conduct a study and develop an integral criterion that allows identifying the current technical condition of 6 kV power cables. To carry out these studies, a special experimental setup was created in the diagnostic laboratory of the Ufa State Petroleum Technical University. The developed research method is based on the theory of non-destructive testing. Analysis of the research results based on the analysis of input and output signals of various frequencies, taking into account the characteristics of the power cable, confirmed the fact of changes in the measured values. This indicates the presence of damage and defects inside the cable. Diagnostic parameters were obtained during the research. The relationship between these parameters and the characteristic level of cable defects and damages is established. Using an artificial neural network, integral diagnostic parameters were formed, and an integral criterion was developed. The use of this criterion will allow to identify faults and defects in power cables and track the dynamics of their development, predict the residual resource of cables, and transfer them to maintenance according to their actual condition. All this will further increase the safety and efficiency of electrical equipment operation at the industrial enterprises.

The article analyzes development trends of the nuclear-industrial complex. Among the main problems of development of nuclear-industrial complex determined inadequate legal framework, lack of investment. the required amount of enriched uranium in nuclear fuel purchased by Ukraine only in the Russian Federation. The necessity of development sequence the stages of the innovation-oriented development of nuclear-industrial complex of Ukraine on the basis of strategic determinants. Directly the nuclear-industrial complex, which is the leading element of the nuclear energy complex of Ukraine can be considered a complex sector of the national economy that includes production of uranium, which forms the basis to meet the needs of nuclear power plants in natural uranium in the medium and long term; Zirconia production, which includes the establishment of the production of zirconium, which is the main structural material for the fabrication of nuclear fuel, given its unique physical properties of the weak interaction with neutron flux in the reactorcore; manufacture of ion-exchange materials and to ensure the full production of uranium of Ukraine; production of fuel assemblies and components as a key link in the creation of our own nuclear-fuel cycle; research, design and information support of scientific research. In Ukraine there is no specialized institution that would deal with the coordination of the research questions regarding the development of nuclear-industrial complex. The significance and weight of the atomic-industrial complex of Ukraine in the creation of the gross domestic product is not significant, but its role is important in ensuring economic security and achieving energy independence of the country. The state of the atomic-industrial complex in other countries of the world has been investigated. For the development of nuclear-industrial complex, it is advisable to use an innovative approach. This approach is represented as a set of three interconnected units, namely: methodical-information unit; diagnostic-estimated; estimating procedure. The necessity of increasing the volume of uranium mining, the level of its enrichment and at the same time solving environmental issues of waste disposal has been substantiated.

The welfare of each state primarily de-pends on the stability of its financial system, which is provid-ed through the timely diagnosis of its threats and response to them. Actual scientific researches and issues analysis. The issues of financial security of the nation, as an economic component, the principles of the formation of a system for ensuring financial security were revealed in the works of domestic and foreign scientists, namely in the works of A. Baranovsky, V. Geyets, M. Yermoshenko, J. Zhalilo, B. Karpinsky. A. Sukhorukov, A. Shevchenko and others. Uninvestigated parts of general matters defining. In the conditions of cyclical economic fluctuations, which are characterized by a high degree of uncertainty, it is of acute necessity to diagnose the financial security as a component of the state's economic security. The research objective. The purpose of the article is to conduct a diagnosis of Ukraine's financial security and identi-fy the threats that affect it. The statement of basic materials. The article analyzes both the dynamics of integral indicators of the components of financial security by the methodology of the Ministry of Economy of Ukraine for 2013 – 2017 and the dynamics of financial security indicators by the methodology of the Na-tional Institute of International Security Problems of Ukraine from 2013 to 2017, as well as distinguishes their shortcom-ings. There is proposed a system of measures to increase the level of financial security of the enterprises in Ukraine. Conclusions. Diagnostics of the level of financial security is a complex process of identifying, analyzing, eliminating and forecasting the emergence of internal and external threats to the state. Diagnosis of the components of financial security is the basis for developing a set of measures to counter threats and improve the level of protection of Ukraine.

In the conditions of rapid changes in the modern market environment, it is extremely important for agricultural enterprises to respond in a timely manner to threats to their financial security. Therefore, economic diagnostics is of significant methodological importance, and makes it possible to learn about economic problems and interpret the results of enterprises activity that have certain deviations from the norm or the state required for the enterprise. The subject of the study is a set of theoretical, methodological and practical aspects of diagnosing the state of financial security of enterprises. The purpose of the article is to diagnose the state of financial security of agricultural enterprises on the basis of the proposed methodological approach and to substantiate proposals for its improvement. The methodological basis of the diagnostics used in the study was: methods of theoretical generalizations, financial analysis, scoring method, analysis of dynamics and structure, linear programming. The article reveals the tasks and areas of management of Ukrainian agricultural enterprises with an emphasis on the protection of their specific financial interests – ensuring liquidity, solvency, financial stability, autonomy and others. For research purposes all Ukrainian agricultural enterprises were classified on the size of the net income. The system of indicators for diagnostics of financial security of the agricultural enterprises was offered. The basic structural elements of the mechanism of financial security management were substantiated. According to the diagnosis results, it was found that the state of financial security of large enterprises in 2018-2019 has deteriorated and it has had a negative impact on their solvency. Instead, the financial security of small and medium-sized enterprises has improved. Based on the experience of developed countries, proposals for public policy instruments to promote financial security of agricultural enterprises were proposed.

Results. The article analyzes the system of indicators for the provision of customs security in Ukraine. The functioning of the fiscal component of customs security and a thorough analysis of its provision in Ukraine are explored, which certainly has a significant impact on the formation of effective areas for reforming the customs system. Conclusion. It should be noted that under the effectiveness of customs security it is necessary to understand the indicator, which reflects the ratio of results of activity in the relevant field and involved in achieving such results of resources.

The challenge of persistent poverty and food insecurity in Nigeria has been an issue of concern. The government’s effort to alleviate poverty in Nigeria through agriculture appears ineffective because most poor people are rural dwellers and are coincidentally the farmers. They seem not to be benefiting from the government interventions to support farming due to corruption and other unquantifiable factors. This study investigates the impact of agricultural output and food production on poverty decrease in Nigeria. The data used in this study span from 2009 to 2019. Relevant diagnostic tests and regression analysis are performed to obtain the empirical evidence highlighted in this paper. Thus, the findings reveal that the Food Production Index significantly and positively impacts poverty reduction, while Agricultural Output has an immaterial negative effect on poverty decrease. The study concludes that poverty alleviation in Nigeria and food security will depend on government’s full involvement in agriculture and improvement on its agricultural budget. Accordingly, the provision of necessary facilities to boost agriculture have been recommended. The facilities include modern farming equipment, sufficient power supply, credit facility, storage facility, and large markets.

The immunoassay area in clinical chemistry began with the development of the first immunoassay for insulin by Solomon Berson and Rosalyn S. Yalow in 1959. Their work resulted in their receipt of the Nobel Prize in Physiology or Medicine in 1977. The radioimmunoassay for insulin has paved the way for the development of immunoassays for thousands of other analytes over the ensuing half a century. A decision by Drs. Berson and Yalow to not patent this technology accelerated the progress of immunoassay development. Immunoassay technology continues to evolve with new applications and improved analytical platforms. The future appears to be headed in two directions: continued improvement in immunodetection methods for very high-sensitivity applications, and multiplex analysis. During 1995–2021, a wide range of immunoassays has been developed to provide the quantitative, semi-quantitative, or qualitative detection of analytes in various bioanalytical settings, such as clinical diagnostics, biopharmaceutical analysis, environmental monitoring, security, and food testing. However, there is only one specialized journal in this field namely "Journal of Immunoassay and Immunochemistry". ImmunoAnalysis as the second journal in this field will provide a platform for the publication of studies on all scientific aspects of immune analysis, including developing bioanalytical methods such as quantification of small molecules, peptides, proteins, antibodies, biomarkers, and immunoassay methods, and studies in immunology field such as innate immunity and inflammation; immune receptors, cellular and systemic immunity; vaccines; immune tolerance; autoimmunity, tumor immunology, and microbial immunopathology. It is a peer-reviewed, platinum open access journal (no processing or publication fees) intended to maintain the highest possible global scientific standards.
