Анотація:

Today, available data on the situation of children do not allow us to fully assess how well children live in Russia. The main directions of state policy in the sphere of childhood protection base on the data, that not always can accurately defi ne what actions will best suit the interest of each child. One of the ways to better understand children real living standard in Russia is to develop and implement Children Wellbeing Index, as an evidence-based childhood policy tool. Children Wellbeing Index is the coordinated system of descriptors for assessment of children living standards, based on the analysis of two types of data: fi rst, regularly collected offi cial statistics, and, second, the result of sociological survey of children themselves and their parents’ opinions. The report presents the experience of Elena and Gennady Timchenko Charitable Foundation in creating of such an Index from preliminary research of foreign Indices in - to the massive survey of   students at the age of - and their parents in  regions of Russia in . The report also covers the issues of creating and harmonizing the Index system, which includes mutual verifi cation of the questionnaire and static parts, and the ways in which the Fund plans to develop and implement the Index in the future. The last part of report reveals possibilities of using the Index in evidence- based decision-making in childhood sphere. The results are applied to develop and gather best practices in improvement of some separate elements of wellbeing at the level of regions; to create regional analytical centers; to launch an education program about interpreting and using data for regional offi cials, NGO-employees and different public representatives.

Анотація:

The reported study aims to analyze the instruments adopted by international environmental non-governmental organizations in the sphere of protection and sustainable use of water resources. The structure of the World Water Council and its principal outcomes are reviewed. The practice of holding the World Water Forum is analyzed due to its rare coverage in Russian legal literature. Primary attention is paid to the outcomes of the Forum in the form of declarations. The activities of the International Water Resources Association are reviewed, particularly the outcomes of the 16th World Water Congress. The above mentioned international experience is extrapolated to the problems of Baikal’s legal protection. The documents adopted by the mentioned forums are proposed to be used as an inspiration and model for the legislative improvements in Baikal’s legal regime. For instance, the Ministerial Declaration “An urgent call for decisive action on water”, adopted at the 8th World Water Forum stresses the public attention on the issues of climate change and encourages the states to take into account this global problem in national water strategies. However, due to various reasons, the climate change issues are completely out of the legal discourse of Baikal protection. The Sustainability Declaration of the Forum has a significant potential for legislative and political improvements. Its 8th recommendation calls for business to value and mainstream water into its strategies, materiality and decision making process and share good practices in water management. Baikal’s business community’s commitment to the goals of sustainable development (in the form of Declaration) would be a useful politico-legal instrument within the lake’s legal regime. The outcomes of the 16th World Water Council in Cancun hosted by International Water Resources Association may also be a premise for the improvement of environmental policy and legislation in Baikal region. Among the most fruitful ideas of the forum is the acknowledgment of the pivotal role of scientific expertise in the environmental policy-making. The management system of Lake Baikal clearly needs an expert council, exercising advisory powers in respect to all the regulatory instruments concerning the ecosystem of the lake.

Анотація:

This forum article discusses environmental official development assistance (ODA), the official aid allocated for the purpose of making environmental improvements in recipient countries, focusing on the affinity between the changing ODA rules and the patterns of green aid activities at a global level. It explores the question of how far ODA rules and principles can consistently accommodate the interface between aid and the environment, through examining the changing ODA principles reflected in the outcome of the Fourth High Level Forum on Aid Effectiveness (HLF4), held in Busan in 2011–2012. This article argues that the shifting emphasis and the subsequent laxness in ODA norms may increasingly facilitate donor-oriented green-labeled projects that, in turn, create and reinforce a negative synergy with an undesirable aid modality. If ODA in this field were better managed, it could serve as a significant tool for improving the quality of life through environmental protection in poorer countries.

Анотація:

This paper analyses the role of information and communications technology (ICT) in supporting the implementation of the actions to be undertaken by the various actors of the Quadruple Helix (science, policy, industry, and society) in case of a disaster through the lens of sustainable development. A two-step methodology consisting of an online forum discussion with experts from SSH and ICT fields and a desk analysis of sustainable development goals and ICT tools for disaster management has been adopted. A set of actions that Quadruple Helix actors should implement under the ten sustainable development goals related to disaster risk reduction is provided in the paper. The role of ICT in favouring the implementation of the actions for achieving the sustainable development goals is underlined.

The Sacramento California Region has long enjoyed ample water supplies and popular rivers providing esthetic, recreation and environmental resources. Ground and surface water supplies have been managed by twenty independent management agencies. In the 1980s and 1990s the region experienced dramatic population growth and increased water demand. Environmental organizations sought to preserve the environmental values of the Lower American River. Six years of negotiation resulted in the Water Forum Agreement, a memorandum of understanding signed by business and agricultural leaders, citizens groups, environmentalists, water managers, and local governments to fulfill two co-equal objectives: (i) to provide a reliable and safe water supply for the region's economic health and planned development to the year 2030; and (ii) to preserve the fishery, wildlife, recreational, and aesthetic values of the Lower American River. This paper describes three major parameters guiding the water future of the Sacramento Region, which may be a model for other regions of the world: (1) the seven policy elements of the Water Forum Agreement; (2) the Regional Water Authority (RWA) and the Sacramento Groundwater Authority help to implement the policies of the Water Forum Agreement; (3) RWA's regional water efficiency program provides “pick and choose” water efficiency measures to twenty water suppliers in three counties.

Анотація:

The importance of strengthening community capacity related to innovation in sustainable development planning policies in development management is an effort and strategy in reconstructing the process of socio-cultural, economic and political change towards community welfare that is designed on a bottom up or grassroots basis. Musrenbang Kelurahan is a stakeholder communication forum to propose, prioritize and agree on proposals from the results of community meetings at the Rukun Warga (RW) level, there are efforts to solve problems collectively, through a learning process among stakeholders, a process of interaction, discussion and accommodation. Participation is the will of the community to support development programs in planning, implementing, preserving and developing them in the form of cooperation between the government as the policy holder and the community on the other hand as the party who feels the impact of the development policy directly. The role of the Musrenbang Facilitator or Guide is indispensable in managing the Musrenbang stages, at the meeting / deliberation forum activities and arranging the stages and steps of the overall Musrenbang process.

Development of institutional capacity in disaster management in Magelang Regency through the Disaster Resilient Village (Destana). The number of disasters that occurred in Magelang Regency in 2022 was 624 disaster events consisting of strong winds or tornadoes, landslides, house fires, forest or land fires, floods and volcanoes. The aim of this research is to analyze the Institutional Capacity Development Policy through Disaster Resilient Villages (Destana) in Magelang Regency. The research methodology uses qualitative methods with data collection techniques through observation, interviews and documentation. The research results found that institutional strengthening in the Destana program was achieved by establishing a Village Disaster Risk Reduction Forum (PRB). This forum has been formed since 2015 and is called "Ing Sasmita Response Forum (FORTIS)". Fortis consists of representatives from the community, government, vulnerable groups and representatives from women. Fortis has 30 members with 10 women (33%). Furthermore, strengthening institutions by forming a Volunteer Team (Disaster Preparedness Team) with volunteer team members coming from members of the PRB forum and volunteers. Apart from that, the Magelang Regency government also strengthened institutions by collaborating between institutions and areas closest to the border. However, this collaboration does not yet have a cooperation agreement (MoU) agreed upon by both parties, so it is not yet binding on the parties involved in disaster management
