Purpose The purpose of this papers is to highlight the applicability of integrated simulation models for national development planning to different issues and contexts. Specifically, the authors describe one such model, the Millennium Institute’s T21 model, which is used to support planning in various countries, and explore in detail the case of Swaziland to demonstrate the model’s usefulness at different levels in the planning process. Design/methodology/approach Integrated sustainable development planning models using the system dynamics (SD) modeling method have been designed to help overcome these obstacles and support decision-makers in the assessment of alternative policies. Such models are laboratory replicas of the critical mechanisms driving development in a country while being grounded in the historical data available. They can be used to perform simulation-based policy experiments that are otherwise impossible in the real world. Findings The proposed approach has facilitated the reporting on the Millennium Development Goals (MDGs), as well as on the cross-sector long-term ex ante evaluation of the country’s “Economic Recovery Strategy” and a proposed “Fiscal Adjustment” policy. These assessments provided essential information for improving the quality of the decisions made. Such information cannot be obtained by the application of purely economic models or sectoral tools, that are not including the fundamental feedback structures that shape development in the long run and determine its sustainability. Research limitations/implications The new generation of global long-term Sustainable Development Goals (SDGs) covers a far broader range of issues and indicators than the MDGs. The T21-Swaziland model only offers a limited subset of such issues, and future research will focus on achievements and challenges in expanding its scope to encompass the SDGs. Practical implications The T21 model has become one of the fundamental planning instruments of the country, and it has been used to evaluate national planning documents and other suggested strategies with respect to whether they are sufficient for reaching the long-term goals. Such information is then used as a basis for revision of development plans and adoption or rejection of suggested policy packages. Originality/value The MDGs (and their expanded follow-up, the SDGs) have been important step toward better governance, as they quantify key indicators of development and thereby allow for an evaluation of the degree to which these quantified aspirations are actually achieved. In addition to such hind-sight evaluations, ex ante evaluations are equally important for improvement of the quality of the decisions made. The authors propose and test a tool to support such type of evaluation, supporting integrated planning and model-based governance.

Interest in storytelling in planning has grown over the last two decades. In this article two strands of research are identified: research that looks at storytelling as a model of the way planning is done and research that looks at storytelling as a model for the way planning could or should be done. Recently, the second strand has received the most attention. This article builds on theories of storytelling as an important aspect of everyday planning practice. It draws on an ethnographic case in which a range of actors struggled with the meaning of what was going on, (re)framing the past, present and future with the help of stories. The case illustrates how new stories are built on top of older ones and new understandings emerge along the way. The article also looks into the relationship between storytelling and other planning activities. The article ends with a plea for ethnographic fieldwork to further develop ideas on storytelling in planning practice.

One of the cost factors in forest management is the development of road infrastructure. The objective of study was to develop a method using GIS and Multi-criteria Evaluation (MCE) to design a forest road network with the lowest construction cost while maintaining other technical requirements. Six road alternatives meeting technical requirements were developed using PEGGER. Then MCE was used to evaluate the construction costs of the candidate networks. The decision making group identified six factors as being relevant to the costs of forest roads. Then factors were compared in a pair-wise comparison, in the context of the Analytic Hierarchy Process to develop weights of map layers. Then weights and factors were entered into the MCE module to create a final suitability map. The total cost of each alternative was extracted from the suitability map and the unit cost of each alternative was calculated. The results showed that alternatives one and two had the highest and lowest unit costs, respectively. The results illustrated the utility of using GIS and MCE to improve the planning process.

The article examines the relationship between strategic planning and sustainable development. A theoretical predictive model is presented, in which strategic planning as a state management function extends to various economic entities of the micro level. Based on this model, an attempt is made to prove that the economic system can acquire the characteristics of sustainable development. The implementation of this model is determined by solving the existing problems of strategic planning at the state level. In this regard, the topical problems of strategic planning are presented. Special attention is paid to the legal problems of sustainable development at various levels.

The present sustainable metropolitan cities and the urban planning procedures in Libya are mainly aimed at reducing the impact on the environment due to the use of resources and improving life quality. Thus, the primary objective of this investigation is to create a model that focuses on reliable and valid urban planning of sustainable development, which highly reflects the Islamic way of live concerning the Libyan cities. The projected study model was tested experimentally using a review of 307 suitable samples, which included urban planning associated parties/industries, like the governmental institutions, academic research institutes, developer consultants, and planning and design engineers. Moreover, evaluations were done using the statistical software package Smart-PLS 2.0. The outcome shows that Libyan urban cities should comprise four major elements: social sustainability, environmental sustainability, economic sustainability, and institutional markers. The indicators for every element are studied in detail later in this investigation, which contributed significantly to gaining a better insight into the model for urban planning of sustainable development concerning the Libyan cities. The results provide useful insights for the urban planning industry in order to introduce the UPSD (Urban Planning of Sustainable Development) model, which is helpful as a strategy for Libyan organizations, urban planning contribution, and development to improve Libyan cities. Also, UPSD can be used to assess developed urban areas to analyze the quality of those areas and finally indicate the areas of enhancement.

<p>This study was aimed at describing the portraits of the factual management model of character reinforcement applied nowadays, developing the hypothetical management model of character reinforcement in Padepokan Karakter or a character hermitage. This research was conducted under research and development approaches. The subjects of this research were the informants (students, lecturers, teachers, school principals), documents, and events. The data were collected through interviews, observations, documentations, considerations of specialists and practitioners, focused group discussions, and questionnaires. The results indicated that the factual model of character reinforcement was done by integrating characters on subjects described in the functions of planning, implementation, and evaluation. The development of management models of character reinforcement recommended in this research was managed through the function of planning, organizing, implementing and controlling the characters in the character hermitage. The device of character reinforcement available in the character hermitage was effective and influential to reinforce the students ‘ character.</p>

The planning of system development efforts is crucial to the successful realization of projects. However, development planning typically lacks systematic, engineering discipline, and consequently risks project and business success. Model-based process design is a potential information systems approach to addressing the increasing complexity of such planning. We characterize the ontology of development process design, based on real-life observations and scientific publications. We then synthesize the required ontology with the desirable characteristics of models, and derive key requirements for model-based development process design. Next, these requirements are used to evaluate the adequacy of three prominent, standardized model-based process design approaches—BPMN, OPM and SPEM. The findings reveal that the surveyed models are a partial fit, and do not promote sound process design. Finally, by generalizing the categorical evaluation results, possible root causes for the identified inadequacies are proposed. A new model design, which should rely on the formulated requirements set, is called for, in pursuit of a wider adoption of model-based design paradigms and better information systems realization to support the development of complex systems.

Modelling tools and transport models are required to assess the impact of measures for the effective planning of cycling routes in cities. This paper presents the methodology for developing a four-stage macroscopic model of bicycle traffic for the city of Gdynia, and its use in planning new bicycle routes, considering a modal shift. The model presented in this paper allows for the evaluation of the influence of the characteristics of the cycling infrastructure, along with the development of the cycling network based on the choice of cycling as an alternative to other modes of transport, by taking into account the modal shift. The model takes into account the influence of the longitudinal gradient, link, and surface type of cycling routes on the distribution and demand for bicycle traffic. The results of our research allow us to assess the impact of planned cycling routes on the reduction in the volume of car traffic, which is crucial for reducing energy consumption and negative environmental impacts. Experiences from the application of the model in Gdynia suggest that the model provides a strong basis to support mobility planning and monitoring processes in cities worldwide. Cities should take into account the methods proposed in this paper when planning the development of their transport systems.

The aim of the article is to show the ways of the UK students’ personal development as one of the higher school answers to the challenges of the complex world of today, whose only certainty is constant change. The programme of personal development is aimed at preparing students for their future life and profession, ensuring their adaptation to the constantly changing conditions. On the basis of the analysis and comparison of the experience of three different British universities, three main implementation models of students’ personal development plans are defined. They are characterized by the type of the dominant orientation: professional, employment or academic. The professional model type was strongly influenced by the requirements of professional bodies such as health care professional bodies, and statutory bodies. The second model type, which is focused on employment, included a general orientation to graduate employment as well as specific work placement during the process of study. This model was associated with such areas as: management and business, sport and leisure, as well as those areas of applied science and engineering where the course focus was mainly towards employment rather than the discipline itself. The third – academic – model was focused on the student’s academic development. Its realization facilitated the development of metacognitive skills and the skills related to the specific subject discipline. The models presented in the article may serve as an instrument for the analysis of higher education individualization practices, and for the designing of flexible learning programmes, which take into account students’ individual abilities and learning needs.

This study was designed to assess a model of the development of planning in writing skills. We also attempted to teach children (nine and twelve years old) how to plan before writing a composition. The model proved to be replicable, but the effects of training on planning could not be attained. We concluded that planning, so fundamental for adequate school behaviour, develops only through many years of practice. Short-term training can hardly elicit the reflective behaviour necessary for planning activities. Further we discuss the pitfalls of the training and suggest possible improvements.

Regional development planning systems contain multiple uncertainties which come from economic restructuring, resource management, carbon peak action, environmental protection, and other factors, it is difficulty to handle all of these uncertainties in one method. In order to solve this problem, a new model developed in this study combines an interval fuzzy program with an environmental quality model for regional development planning in order to provide optimal solutions. The interval fuzzy program is put forward based on interval parameter programming (IPP) and fuzzy programing (FP). The environmental quality model is used to calculate water environmental capacity and atmospheric capacity, which are set as constraint conditions in the model. In order to meet the requirements of carbon peak action, a low carbon development constraint is added to the model. In this model, decision makers can choose the satisfaction level of constraints based on their preferences. The results suggest that the methodology is applicable for the regional development planning system within the planning period. The developed model can be used to generate a series of optimization schema under multiple credibility levels, ensuring that the regional development planning system can meet both societal demands and environmental quality requirements, considering a proper balance between the expected system benefits and risks of violating the resource constraint and low carbon development constraint.

Poverty is the main problem in a country both in developing countries to the developed countries, both in structural poverty, cultural and natural. That is, poverty is no longer seen as a measure of the failure of the Government to protect and fulfill the fundamental rights of its citizens but as a challenge of the nation to realize a fair society, prosperous and dignified sovereign. Various efforts have been made in determining government policy measures in an effort to overcome poverty, one of them by conducting a survey to assess the poor. The results of the survey of the various activities of the organization obtained a variety of database versions poverty to areas or locations. The information generated from the poverty database only includes recapitulation of poor people to the area or location. One step is to process the data on poverty in a process of Knowledge Discovery in Databases (KDD) to form a data mining poverty. Data mining is a logical combination of knowledge of data, and statistical analysis developed in the knowledge business or a process that uses statistical techniques, mathematics, artificial intelligence, artificial and machine-learning to extract and identify useful information for the relevant knowledge from various large databases.

Production forecasting of gas fields with complex gathering systems and facilities can be a daunting task. Each individual well and reservoir has its own characteristics which, when combined with connecting pipework and production equipment, creates a highly interrelated network. To obtain meaningful results from reservoir studies, gathering system or production facilities design, the simulation of each segment must be integrated in such a manner that gas flows and pressures are balanced at each node. With the use of a computer model, the task of matching gas well deliverability and production facilities is made easier for gas fields in the Surat/Bowen Basin and Denison Trough.The computer model takes a rigorous approach to gas field deliverability by simultaneously considering a nodal analysis of all reservoirs, wells, piping, compressors, and gas plants. By subjecting the total system description to a calculation procedure that integrates the various components, the influence of a modification to any one component is properly taken into account throughout the entire system. Consequently, variations in line sizing and loops, compressors, infield drilling, and combinations of these can be fully evaluated and optimised.Accurate simulation results are achieved for Surat Basin gas fields by performing comprehensive field pressure surveys of the gathering system and by history matching previous years' production. The model accepts a description of the development strategy for the field so it can selectively commission compressors and tie-in new wells in order to meet projected sales contracts. The result is a complete simulation of the gas field including a calculated schedule for future development which is essential to evaluate the economic feasibility of different field development scenarios.

Sustainability of settlement systems is of greatest relevance in political and socio-economic stability all over the world. The development effectiveness of a rural settlement system involves the solution of a number of matters in sustainable development, namely social welfare and environmental balance, economy and industry development, improving the pipeline and utility infrastructure, and improving the efficiency of the decision-making process. Currently, the sustainability of a rural settlement system is one of the key objectives in regional planning in post-Soviet countries. The introduction of new tools for assessing and managing the settlement system development is particularly true for Belarus, as a country with a strong focus on agricultural industry. The research aim was to develop and approve a model for evaluating the settlement system development. The research methods were based on the complex and interdisciplinary approaches, namely the system-element approach, the comparative analysis, spatial and mathematical modelling, factor analysis, and the cartographic analysis. The model was approved by practical consideration for evaluating the development of the analogue object at the local planning level. The practical relevance of the research is associated with the potential for using the model as a significant tool in land use planning. The model employs both quantitative and qualitative evaluation to obtain alternative solutions towards sustainable development of rural areas. Another advantage of the model is its multifunctionality, which enables: (1) sustainability evaluation of a settlement system, (2) establishment of regional planning priority areas, and (3) development of specific measures for ensuring the sustainability of a regional settlement system and its elements.

Over the last several decades, land-use/transport interaction models have evolved. Although these models have the potential to become primary demographic forecasting and planning vehicles in metropolitan transportation planning for most large US urban regions, some gaps and improvements must be addressed. This paper briefly discusses a newly developed and refined integrated land-use/transportation model. It also introduces innovative approaches to modeling an urban area including a variant of a geographic information system-based land-use and environmental suitability analysis, as main components in deriving development potential for a small-cell grid of the study region. This approach enables the inclusion of public and stakeholder input into the modeling process, facilitates micro-level consideration of trip generation, trip distribution, and mode-choice inside the land-use demographic model, thus furthering the integration of transportation and land use in the modeling process. Such considerations and utilization of rule-based approaches and concerns of economic development and environmental and sustainability factors help close some existing gaps of operational models designed for real world practical applications. All of these features contribute toward further improvement of these models.

To study the enlightenment of development economics on the economic development of urban planning, firstly, the research background and significance of the enlightenment of development economics on the economic development of urban planning are introduced. Secondly, through the main method of literature review, social investigation method, theoretical model analysis method and so on, combined with relevant theory of economics and related data analysis, it is found that economic theory can effectively explain the problems existing in the urban planning, avoid possible problems in urban planning, and provide effective theory basis for the development of the city. In this study, the theoretical value of the sub-optimal theoretical model, the supply and demand analysis model and the marginal analysis model under the pareto optimal state in the economic development of urban planning is mainly studied. A large number of theories and research results confirm that to do a good job in urban planning must be guided by relevant economic theories, which will make the progress of urban planning more rapid.
