The article is the first excursion into the emergence of a stock of preschool institutions in Pridnestrovye (Transnistria). Kindergarten construction and operation in the pre-war (1922–1941) and post-war (1945–1960) periods is analyzed retrospectively. The surviving Prednestrovian preschool institutions are distinguished and characterized as pertaining to either standard or unconventional design. Modernizations over time were revealed during a field survey and study of archival information and retraced historically.

The purpose of the article is to find out the determining role and basic content of geospatial support of legendary airline Alaska – Siberia in the period of Great Patriotic War (1941–1945), its scientific and practical foundations, created in the period of prewar development of domestic geodesy, its organization structures, ensuring proper level of topographic and geodetic territorial knowledge of the country, and also scientific and industrial culture of its development. One of the most important objects of geo-spatial support in the prewar and initial period of the Second World War was the Alaska-Siberia transcontinental air bridge, which became the result and symbol of the military cooperation between the USSR and the USA, which delivered in the period 1942–1945 to Soviet Air Force about 10 thousand fighters, bombers and transport aircrafts, which played a huge and victorious role in the Second World War. The prewar achievements of Soviet geodesy and cartography in the field of topographic and geodetic knowledge of the country, minimization of "white spots" in the areas of the future air route, problems and solutions in relation to surveys, design and construction of airfields, which determined the required network of AlSib nodal points, are characterized. A number of names of participants in the creation of the route have been identified, among which, in particular, Safronov Sergey Niko-laevich, a surveyor engineer, later a well-known teacher and scientist, associate professor of NIIGAiK – SSGA, now SSUGT, was named.

In the 1930s New Zealand was yet to invest in inner-city living via large scale apartment buildings. Few examples of flats existed. A. Sinclair O'Connor's Courtville (1914-19) at the corner Waterloo Quadrant and Parliament Street, Auckland, and Francis Petre's Manor Place Flats in Dunedin were exceptions to conventional living. In the 1930s greater interest was shown in the design of inner-city apartments – most famously by the Department of Housing Construction's Berhampore Flats, Adelaide Rd (Wellington, Gordon Wilson, 1938-40), and Symonds Street Flats, Symonds Street (Auckland, Friedrich Neumann, 1939-47), anticipating their 1940s work: the Dixon Street Flats, Dixon Street (Wellington, 1940-44), the Maclean Flats, The Terrace (Wellington, 1943-44), the Hanson Street Flats, Newtown (1943-44), and the Greys Avenue Flats, Greys Avenue (Auckland, 1945-47). [NEW PARAGRAPH] In Wellington, Edmund Anscombe dominated the design of privately funded inner city flats, designing six art-deco/modernistic apartments during this time: Belvedere, Hamilton Flats, Olympus, Linfield, Alberts Flats and Franconia. This paper examines these apartments in the context of Anscombe's comments on house design, and housing, and his 1936 proposal to replan the area of Adelaide Road as a residential area to accommodate superblocks of high rise apartments.

The article is devoted to the activities of the architects of the Kharkiv architectural school in the second floor. 40's - mid-1950s of the 20th century. This period largely determined the appearance of modern Ukrainian cities, including Kharkiv Masters of architecture of several generations took part in the restoration of war-damaged buildings, in the reconstruction, design and construction of buildings in Kharkiv, making a huge contribution to the creation of a distinct architectural face of the city. The article contains specific examples of the authorship of "iconic" buildings, which appeared due to the work of outstanding masters of architecture in Kharkiv.

Maurice Wilkes was head of the Mathematical Laboratory (later Computer Laboratory) at Cambridge University from 1945 until his retirement in 1980. He led the construction of the EDSAC (Electronic Delay Storage Automatic Calculator), the world’s first practical stored-program computer, completed in May 1949. In 1951 he invented microprogramming, a fundamental technique of computer design. He subsequently led the construction of the EDSAC 2 and the Titan computers; he then established the CAP computer project, the Cambridge Digital Ring, and the Cambridge Distributed Computer System. Beyond Cambridge University, he was founding president of the British Computer Society. He was knighted in 2000 for services to computing.

ABSTRACT: The justifications for public expenditure on accelerator laboratories that high energy physicists deployed over the course of the Cold War are examined.It is shown how legitimization in terms of Cold War economic and national security aims was rendered ineffective during the 1960s anti-science movements. As a consequence high energy physicists framed a response that emphasized the elegance and cultural value of their work. Their story vaunted universal and fundamental concepts that could be appreciated by even an anti-scientific audience. In particular, the concept of ““symmetry,”” which had become a powerful tool of high energy physics, was utilized to communicate the aesthetic qualities toward which the physicists aspired. Robert Wilson realized this vision in his design and successful construction and operation of the Fermi National Accelerator Laboratory (1967-1974). During the 1980s, renewed Cold War tensions, string theory, and challenges from condensed matter physicists fragmented the physics community and broke down the high energy physicists' symmetry narrative. The multiplicity of competing stories about fundamental physics that resulted are considered as one cause of the 1993 cancellation of the Superconducting Super Collider.

The first earthquake code in Turkey was enacted in 1944. Revisions were issued in 1949, 1953, 1961, 1968 and 1975. At the time of March 13, 1992 Erzincan earthquake, the seismic resistant design code in effect was the code adopted in 1975, Specifications for Structures to be Built in Disaster Areas. The code has provisions for other disasters—avalanches, landslides, floods, and fire—in addition to earthquakes. The code was prepared under the auspices of and issued by the General Directorate of Disaster Affairs of the Ministry of Public Works and Settlement (formerly Ministry of Reconstruction and Resettlement) and enacted into law by ruling of the Council of Ministers. The complete code is included in the latest issue of Earthquake Resistant Regulations: A World List, published by the International Association for Earthquake Engineering (1988). A draft of revisions to the 1975 Turkish building code is currently in the final review process. This proposed code revision was being circulated for review at the time of the March 13 earthquake.

The city of Ostend became severely damaged during World War II. Practically all the main public buildings were destroyed: the City Hall, the Casino, the Horse Race–Track, the main Post Office building, etc. The city decided to rebuild a new Post Office on the location of the first construction. In 1945, architect Gaston Eysselinck (1907–1953) from Ghent was assigned to design the new main Post Office (PTT), including the telephone and telegraph offices (RTT) and the technical infrastructure. The project in Ostend was his first big assignment.

Abstract The legal politics of Article 18, Article 18A and Article 18B of the UUDNRI 1945 (Indonesian Constitution) do not strictly state that Indonesia adheres to the concept of asymmetric decentralization in the administration of local government. Until now, Indonesia does not yet have a grand design of asymmetric decentralization policy. The asymmetrical idea runs by itself without having its main design. Indonesia needs to affirm its asymmetrical decentralization policy to ensure the implementation of local government by the politic of law in the UUDNRI 1945. The establishment of a basic law on asymmetric decentralization is one way to emphasize that Indonesia adheres to asymmetric devolution in the operation of central government relations with local governments. The construction of the act that is built remains in the spirit of decentralization rather than centralization is carried out asymmetrically rather than symmetrically, and remains within the framework of the United States of the Republic of Indonesia. The act becomes the lex genres of all laws relating to the broadest local autonomy and special autonomy. Keywords: Asymmetric Decentralization, Local Government, Central Government, Autonomy. Abstrak Politik hukum Pasal 18, Pasal 18A, dan Pasal 18B UUDNRI 1945 menyatakan secara tidak tegas bahwa Indonesia menganut konsep desentralisasi asimetris dalam penyelenggaraan pemerintahan daerah. Indonesia sampai saat ini belum memiliki grand design kebijakan desentralisasi asimetris. Konsep asimetris berjalan dengan sendirinya tanpa ada design utamanya. Indonesia perlu penegasan kebijakan desentralisasi asimetris untuk menjamin penyelenggaraan pemerintahan daerah sesuai politik hukum dalam UUDNRI 1945. Pembentukan undang-undang pokok mengenai desentralisasi asimetris merupakan salah satu cara untuk menegaskan bahwa Indonesia menganut desentralisasi asimetris dalam penyelenggaraan hubungan pemerintah pusat dengan pemerintah daerah. Konstruksi undang-undang yang dibangun tetap dengan semangat desentralisasi bukan sentralisasi, dijalankan secara asimetris bukan simetris dan tetap dalam bingkai Negara Kesatuan Republik Indonesia. Undang-undang tersebut menjadi lex generelis dari semua undang-undang yang terkait dengan otonomi daerah seluas-luasnya, otonomi khusus, dan otonomi istimewa. Kata kunci: Desentralisasi Asimetris, Pemerintah Daerah, Pemerintah Pusat, Otonomi.

Public housing in Iraq has been unduly subsumed into narratives of a declining monarchy propped up by oil wealth and international expertise at the onset of the Cold War. According to this narrative, it was a minor concern of an Iraqi government whose infrastructural investment plans contributed little to improving the national economy. A detailed analysis of the labor and expertise that flowed into Iraqi public housing between 1945 and 1958 gives rise to a different narrative, in which migrants to the city participated directly in extending and reshaping the urban fabric. According to this narrative, housing developers sought design and construction methods that would diminish laborers’ political autonomy. In practice, however, public housing construction methods empowered economically and socially marginalized city residents to direct its future growth.

AbstractThis article examines the transfer of Swedish concepts of urban modernity to British cities after 1945. It shows how an affinity between design and architecture elites facilitated the transfer of key concepts that were mediated in cities. Moreover, it argues that the often contested transfer of Swedish modern architecture and design to northern English cities initially meshed with municipal ambitions to improve working-class housing and culture. Thereafter the influence of Swedish modern was continued in altered form by the preponderance of Swedish prefabrication techniques in the construction of new poured concrete and high-rise estates during the 1960s. These aspirations to improve the urban environment with Scandinavian examples of good living often magnified the difficulties of modernising the industrial conurbations of the north.

Japanese well developed cultural and aesthetic styles have influenced architecture, décor and landscaping around the world. Japanese influence has been particularly marked in eastern Asian countries such as Taiwan, where the nation's colonisation efforts between 1895 and 1945 led to a trend for garden design and landscaping at the time to demonstrate strong characteristics of Japanese style. The gardens created during this time showed a unique blend of Japanese and Taiwanese influences not otherwise found in landscape architectural history. Associate Professor Takashi Awano, from the Department of Landscape Architecture Science at Tokyo University of Agriculture, leads a study that looks into the preservation status, the construction and design processes and the characteristics of land allocation and design of Japanese gardens in palaces, official residences and other key locations during the Japanese occupation of Taiwan

To better meet global sustainable development goals will require more focus on Arab countries like Kuwait, which contribute one and a half times more global greenhouse gas emissions per capita than the United States. Buildings contribute more than half of these emissions. Rating systems like LEED and BREEAM can help reduce energy emissions from buildings globally when used during construction, but these rating systems are not entirely applicable to Kuwait as they are not tailored for its geographic climate and social context, and there is currently no rating system tailored for energy efficient and environmentally sustainable buildings. The research presented in this paper measures the industry's perceptions about sustainable design and construction practices in Kuwait. A synthesized list of sustainable design and construction principles were developed from the six most common rating systems globally that are currently being used in the Arab region. Construction professionals ( n = 131) from Kuwait were asked in a qualitative survey which sustainable design principles and construction practices are the most applicable but are not being implemented. The majority of professionals responded that sustainable practices related to water use reduction and renewable energy sources are most applicable but are not currently being implemented. They also responded that sustainable practices related to bicycle facilities, green roofs, and rainwater harvesting are not applicable but are currently being implemented. The lack of training and limited awareness of the benefits of sustainable design and construction may be contributing to the lack of sustainable practices. As a whole, professionals in Kuwait appear to undervalue sustainable design and construction practices that promote environmental sustainability. This study provides a benchmark, indicating a lack of shared viewpoints and illustrates the need for more common objectives and the need for training among design and construction professionals in the region.

<p class="Abstract" style="text-align: justify;"><span lang="EN-GB" style="mso-ansi-language: EN-GB;">The subject of this paper is architectural heritage of the former Socialist Republic of Montenegro (SR Montenegro) in the period between 1945 and 1980, with particular emphasis on the role of stone in <span style="color: black; mso-themecolor: text1;">modern architecture</span>. Stone, as a primordial building and design material, is present in post-war modernist Yugoslav architecture, especially during the first decades, the 50s and 60s of the 20<sup>th </sup>century. It establishes the continuity of construction, which in Montenegro has two fundamental links: the first is the connection with the vernacular principles of construction in the dry, rugged Mediterranean landscape that extends all the way to the central part of Montenegro, and the second is the connection with the beginnings of the modernist architectural idiom in Montenegro in the interwar period when stone was used mainly in a classical, <span style="color: black; mso-themecolor: text1;">academic manner</span>. </span><span lang="EN-GB" style="mso-ansi-language: EN-GB;">While the paper sheds the light on a hidden part of a very fruitful but neglected architectural heritage, standing in sharp contrast with today’s trends of neo-liberal design practices in the country, it also aims to discern an intrinsic influence of the Mediterranean ethos on the architectural and urban developments on the southern and central region of Montenegro. Although most of the addressed buildings are part of the urban context, the imprints of the Montenegrin landscape, with stone being its dominant characteristic and a certain kind of national demarcation present through its authentic use, create recognizable <i><span style="color: black; mso-themecolor: text1;">genius loci</span></i>. Finally, while deconstructing this phenomenon, the paper will help to communicate the process of <i><span style="color: black; mso-themecolor: text1;">retreat</span> </i>with respect to the wider tendencies of European architectural currents of the 20<sup>th</sup> century.</span></p>

Based on archival documents introduced into scientific circulation for the first time, the process of postwar restoration of Stalingrad is discussed. During the Battle of Stalingrad, which became one of the key battles of the Second World War, Stalingrad suffered colossal destruction: not a single one of the 126 enterprises survived, while 48 factories were razed to the ground; the civilian population of the city was reduced to 1515 people. Already in December 1942 - January 1943, the city and oblast authorities decided to begin restoration. Although the fighting in the city was still ongoing, on April 4, 1943, a resolution of the State Defense Committee (GKO) was adopted On Priority Measures to Restore the Economy of Stalingrad and Stalingrad Oblast. The process of developing an urban planning concept and searching for an architectural and artistic solution was rather difficult. The best creative forces of the Soviet Union took part in this work: A.V. Shchusev, B.M. Iofan, K.S. Alabyan, E.V. Vuchetich, and others. The final project for the development of the center of Stalingrad was prepared by a group of the Academy of Architecture under the leadership of Alabyan in 1946; however, after the adoption in 1955 of the resolution of the CPSU Central Committee On the Elimination of Excesses in Design and Construction, this project was not implemented in full. An important milestone in the formation of the modern appearance of Stalingrad (Volgograd) was the construction of the memorial ensemble to the heroes of the Battle of Stalingrad on Mamayev Kurgan in 1959−1967 according to the design and under the direct supervision of the sculptor E.V. Vuchetich and engineer N.V. Nikitin.

Single-atom catalysts (SACs) are new materials with admirable stability, selectivity, and performance for multiple reactions. SACs have been reported to be significantly capable of heterogeneous catalysis because of the active sites with controllable properties and the high efficiency of atom economy utilization. The electronic and geometric features of such materials depend on their coordination and composition, thereby affecting their catalytic potentials. From an economy utilization perspective, cost-effective and environmentally friendly catalysts can be met with precise scientific design and controllable construction of SACs. The present review article is focused on recent applications of SACs in electrocatalysis such as CO2 reduction reaction (CO2RR), oxygen evolution reaction (OER), hydrogen evolution reaction (HER), oxygen reduction reaction (ORR) and electrochemical detection. We also review the related challenges and perspectives for SACs-based materials for such applications.

The general substance of Polish housing construction in cities is largely represented by buildings made in prefabricated, large panel technology. Traditional construction methods, with the use of earlier craftsmanship technologies, turned out to be too inefficient to meet the growing demand for apartments, and therefore in the 1920s, when the so-called "International style” was introduced, new materials and technologies paved the way for their use in the construction industry, i.e. slabs, steel, reinforced concrete and industrial methods of manufacturing elements. As a result, after 1945 in Europe, and from the end of the 1950s also in Poland, prefabricated large panel construction caught on. Compared to buildings made in other technologies, the analysed large panel buildings offer a number of advantages but are also marred with many drawbacks, nonetheless, this construction technology will still be in use in the nearest future. The conducted studies and research of the field specific literature concern prospects of modern large panel construction, in this prospects of technical assumptions and directions of development of this specific concrete prefabricated construction technology. The aim of the conducted research and analyses is to show how modern architectural and technological solutions as well as functional and utility solutions can be adapted for the needs of multi-family residential buildings in order to ensure spacious rooms and full accessibility for people with reduced mobility. The article presents design analyses and options offered by modern large-size concrete elements in building technologies.

Despite the considerable influence he exerted on post-war church architecture in Poland, the designer Władysław Pieńkowski (1907–1991) is today an altogether forgotten figure. The current paper outlines his biography and his early oeuvre; this is because his experience in designing office blocks and industrial plants gained while working under the supervision of the most outstanding Polish architects of the mid-20th century, was to be of key importance to his later, independent designs for ecclesiastical buildings. The paper focuses on a particularly important work, one which in many ways constitutes a breakthrough in the architect’s career, namely the church of St. Michael the Archangel in the Mokotów district of Warsaw. This was the first entirely new church to be erected in the capital of Poland after the year 1945. Its construction depended on the dynamic changes in the balance of political forces. The church could be built owing to the support of the PAX Association circle, including the direct involvement of Bolesław Piasecki. In spite of their patronage, however, construction works were repeatedly halted and extended over several years, and the architectural design had to be reworked. The paper contains an analysis of three fundamental designs for the church, now held in the St. Michael the Archangel parish archive and in the architect’s records preserved by his heirs. The first design dates from the period of 1948/9–1951, the subsequent one from the year 1954, and the final one from 1956–1961. The evolution of the design moved from the initial continuation of forms typical of the pre-war Modernised Revivalism, through a peculiar reference to Socialist Realism, to rigorous Modernism. The church of St. Michael the Archangel became Pieńkowski’s testing ground; there, he tried out several solutions which he would consistently utilise in the subsequent years of his career, e.g. the large-scale application of prefabricated elements in both the construction and the decoration of the edifice. The construction of this church was concurrent with important events of a political (the Thaw) and religious nature (the Second Vatican Council). Tracing the history of the design for the Warsaw church and clarifying its connections with contemporaneous church architecture in Poland and in Western Europe made it possible to present the key problems faced by the Polish designers of ecclesiastical architecture in the first decades of the People’s Republic of Poland.

This article explores and synthesizes the literature on policy design, a subfield of policy analysis that has received increasing attention over the last few decades. During this period, it contributed to expanding knowledge on the functioning of public policies, implementation instruments, the rationality of decision-making processes, governance systems, social effects, etc. Despite the policy design’s importance, the current literature lacks a systematic analysis. Contributing to this agenda, this review aims to provide a field’s networking linkage,summarizing and classifying existing research through bibliometric and systematic reviews. To do so, data were collected on the Web of Science database covering the period from 1945 to December 31, 2020, capturing 493 articles in the initial search, and publications’ connectedness was analyzed by creating a network map with the frequency of assessments of a simultaneous citation using VOSViewer, and then each cluster was scrutinized applying qualitative methods to understand their relationship. As a result, 184 papers focused explicitly on policy design were selected and then clustered in nine different groups. It should be noticed that implementation instruments represent a very fruitful field of the design’s perspective, influencing five clusters, and other relevant topics concerning governance, means of interaction and representation, institutional analysis, and the policy design theoretical construction also appeared. Regardless of developing countries’ clusters, most studies empirically focused on China, evidencing that there is room for studies concerning Latin American and African contexts.

In order to take into account the hygienic aspects of architectural and planning solutions in the construction of new mental health facilities (general hospitals, crisis units, hospices, psychological care centers, etc.), multidisciplinary groups should be involved – architectural and planning, urban planning units, the public, medical representatives of medical institutions, relatives, patients, to take into account all the necessary in-hospital factors. To conduct a hygienic assessment of architectural and planning solutions for buildings of psychiatric health care institutions in Ukraine that were built in the eighteenth and nineteenth centuries and to provide a comparative description of the hygienic standards of psychiatric health care institutions in different countries. The study was conducted on the basis of the analysis of the DBN B.2.2-10:2022 "Health Care Facilities", scientific sources of domestic and foreign scientists. A survey was conducted among chief physicians of psychiatric hospitals in Ukraine on safe sanitary and hygienic, anti-epidemic conditions of psychiatric health care facilities. There were 55 psychiatric hospitals in Ukraine before the outbreak of full-scale war: 28.6% of them were built in the eighteenth and nineteenth centuries (from 1786 to 1945), 28.6% after the Great Patriotic War (from 1945–1991), and 42.8% during the period of Ukraine's independence (from 1991–2013). Only 25% of psychiatric institutions have playgrounds for outdoor games equipped with tennis tables and volleyball nets (for table tennis and volleyball), 25% of hospitals have playgrounds for quiet recreation (chess, dominoes), and 12.5% have playgrounds for physical education and recreation (sports and play areas). At the same time, 41.6% of these sites are in satisfactory condition. Ukraine has adopted the State Construction Standards of Ukraine DBN B.2.2-10:2022 "Healthcare Facilities. Basic Provisions". It provides basic provisions for the design of health care facilities (buildings and structures of all types of health care facilities) during new construction and reconstruction or during major repairs in health care facilities. However, there is currently no formal sanitary legislation containing sanitary, epidemiological and hygienic requirements for the decoration, equipment and operation of health care facilities with inpatient units.

Introduction. Based on archival materials, the article follows a little-known fact of the Great Patriotic War 1941–1945, namely, the scientific discovery by the specialists of the Central Research Institute (TsNIPS), related to the creation of the formulation for the TsNIPS-2 construction adhesive. With its help, in a difficult period for the country, the industrial production of new construction materials was established and Red Army gunsmiths, located on the front line, quickly restored small arms that went out of action in battles with the enemy.Aim. To introduce into a scientific discourse the materials of archival sources on the history of creating a TsNIPS-2 new construction material, as well as on the individual research results of its inventor – a senior researcher, Cand. Sci. (Engineering) Maria N. Plungyanskaya, who worked for a long period in the TsNIPS Laboratory of Timber Structures.Materials and methods. Archival materials on the current topic were used in the preparation of the publication. Due to them, as well as with the help of retrospective, historical-typological and comparative research methods, the author traced certain aspects of the complex path of creating a new adhesive by clarifying its composition, order of preparation and industrial application.Results. The article studies and shows the individual stages of creating the TsNIPS adhesive formula, which ensured (due to cold-dry setting) the large-volume industrial production of high quality construction plywood of various thicknesses for the construction industry, as well as other timber structures that replaced the scarce metal. The procedure and rules for the practical use of the TsNIPS-2 adhesive by gunsmiths beyond the limits of stationary conditions (“in a trench”) for the successful restoration of wooden parts in rifles and assault rifles (butt, forearm, etc.), as well as the prompt return of thousands of weapons to the units are described.Conclusions. The content of the article will serve as a vivid illustration in the scientific and educational context about the traditions and activities of scientific schools, presented by the institutes of JSC Research Center of Construction, their contribution to the research field on the creation of new construction materials for increasing the power of the country. The research work of the Institute’s scientists was of a great practical importance, offering the construction industry new types of light industrial collapsible structures with a high transportability, their numerous achievements were effectively used at the front to achieve the Great Victory. In the period of 1930–1940, the construction, widely developed in the country, required, on the one hand, high-quality design solutions and, on the other hand, the simplicity and economy of their implementation. In these conditions, adhesive and laminated plywood structures were of a particular importance, ensuring the industrialization of the wooden construction part production and the cost-effectiveness of using timber in construction. The important properties of the TsNIPs-2 adhesive, obtained by the researcher M.N. Plungyanskaya, including water resistance and durability, as well as simplicity and ease of its handling, made it possible to use the material in industry for assembling the hulls of wooden ships, producing laminated structures, parts of cars, and oil pipelines, made of veneer or thin plywood, as well as in combat conditions for the manufacture and repair of small arms, etc., thereby bringing a significant economic effect and expanding the possibilities of its use in the domestic industry.
