One of the challenges facing government departments is the high loss of scarce-skilled employees. When examining departmental processes and procedures, observations were that the organization concerned was experiencing a leadership transition crisis in the absence of the implementation of succession planning. In order to ameliorate this challenge, it is prudent that research into factors and perception of employees on succession planning be conducted to assist with planning of retaining scarce skills and training of employees. A corresponding research study was performed to determine factors related to succession planning, the perceptions of employees and the way different demographic categories perceived succession planning. The response rate of a questionnaire was 34.72%. The items that loaded high were investigated for common themes and four factors emerged after factor analysis, namely organizational support programs, supervisor support, attraction of talent and a performance management system. The findings also indicated that there was a significant difference between groups in the organizational support program in terms of years of service and supervisor support among employees varying in position at the 5% level of significance. The most important implications for managers resulting from this study are that management development by way of succession planning contributes to employee satisfaction and improves the overall outcomes of the organization. Therefore, it can be recommended that there should be personal involvement by top and senior management in terms of personal accountability and responsibility for growing leaders and linking factors related to succession planning to organizational strategy and human resources strategy. A new Department of Rural and Community Development was established, taking functions from the Department of Arts, Heritage, Regional, Rural and Gaeltacht Affairs (renamed the Department of Culture, Heritage and the Gaeltacht), and from the Department of Housing, Planning, Community and Local Government (renamed the Department of Housing, Planning and Local Government). The employment brief was moved to the Department of Social Protection to create the Department of Employment Affairs and Social Protection. Finally, the Department of Jobs, Enterprise and Innovation was renamed the Department of Business, Enterprise and Innovation.

Semarang City Public Works Department is a state-owned enterprise that works in the area of public services in the city of Semarang. Most of the technological conditions in the Public Works Department are still in manual data management, which is hampering business processes from going well. Therefore this research was conducted to design an Information System at the Semarang City Public Works Department using the Enterprise Architecture Planning (EAP) method which includes a SWOT analysis and Value Chain analysis. The existing framework in the Enterprise Architecture Planning (EAP) method can help align the data architecture and application architecture to get the expected results, which is achieving the business objectives of the City of Semarang Public Works Department so that business functions can run by the desired business processes. This research resulted in several proposals for the development of Information Systems and Information Technology in organizations including the development of several applications in the next 5 years.

The article covers the history of the creation and development of the Department of Urban Planning and Urbanism of the Kharkov National University of Civil Engineering and Architecture. There is a retrospective of the long-term work of the department staff timed to celebrate the 90th anniversary of the university. The interpretation of the formation of the urban planning format of thinking, as a powerful lever for the training of architects and urban planners, is demonstrated in different areas of scientific, educational, methodological and professional work of the department. The main task of the pedagogical work of the department was the preparation of specialists of a new formation for work in many areas related to urban planning and architectural design, this is the training of specialists of educational qualification levels "Bachelor" and "Master" in specialty 191 "Architecture and Urban Planning". Scientific research of the department staff is carried out in the following areas: urban sociology, transport systems, urban ecology, urban systems, streamlining engineering and transport networks of urban systems, urban development management, the introduction of systemic and synergetic approaches in the formation of urban planning systems, rational methods of building and reconstruction of cities and villages in Ukraine. Within the framework of the topic of improving the architectural environment and urban planning space of modern cities, studies are being carried out on the formation of the planning structure and spatial composition of Kharkov during the period of industrial and post-industrial development and the analysis of the implementation of urban planning concepts in the microdistrict development of Kharkov. The development of urban planning thinking, as the formation of a special structure of professional consciousness, is one of the main tasks of the work of the team of the Department of Urban Planning and Urbanism of KNUSA.

This article aims to discuss personnel management in terms of needs-oriented recruitment planning aspects in organizational development. The determinant of the success of a company is human or labor. Even labor provides the largest contribution to the success of a company compared to other factors such as capital, raw materials or machinery. However, not all workers can become productive workers. This workforce must be selected, placed, trained and assessed for their achievements and given appreciation for every achievement that they have contributed to the company. If the conditions of a company allow it to provide benefits or insurance to each of its workers, this will increase the workforce productivity. During its development, the company will face increasingly complex manpower problems, thus human resource management must be carried out professionally by a separate department within a company, namely the Human Resource Department. Human Resource Management or better known as Personnel Management is management that specializes in the field of personnel or in staffing.

BACKGROUND: The challenges in the Faculty of Health Sciences in universities are unique and complex. These dynamic faculties require decisive and strong leadership, smooth systems and business processes, succession plans and development opportunities. These challenges in these faculties are exacerbated by the fact that the roles and responsibilities of the Heads of Departments are multifaceted. Those who are heading them are not acclimatising to the responsibilities because of the lack of support to develop and succeed in their positions. This study therefor seeks to determine challenges faced by the HoDs in the Faculty of Health Sciences, and the succession plans, competences and development programmes that are in place to develop future leadership talent in a university in South Africa. METHODS: A single case study approach was employed whereby qualitative in-depth interviews were conducted with nine HoDs and a faculty dean as well as the observation and document analysis. The grounded theory as an inductive process was used to categorise and code data where themes and trends emerged from the data. RESULTS: Four major themes emerged from the data: The university, faculty and departments within the faculty did not have succession plans while the strategic positions were occupied by post-retirees. The Faculty did not have competent employees who could ascend to academic leadership positions in the faculty. There was limited growth in the Faculty due to the absence of the developmental programmes. There was a plethora of challenges including the shortage of office equipment, absence of the mentoring programmes, structural fragmentation and inefficiencies in the Human Resource Department (HRD). CONCLUSIONS: A pervasive crisis was observed in this particular Faculty of Health Sciences during the turbulent times in universities. It is crucial for the HoDs to receive quality support from the administrative departments such as HRD in order for them to achieve the departmental objectives. The HoDs’ leadership capabilities and effectiveness can be enhanced by mainstreaming the human resources business systems, development, mentoring and coaching, as well as the implementation of well-coordinated succession plans.

This research aims to reveal the influence of working culture, compensation, and leadership on the performance of civil servants in Department of Local Development Planning of Kendari. Data collection methods chosen are questionnaire and literary study while double linear regression is used to analyze the data acquired. The result of data analysis shows that the variable working culture is removed since it is interrelated with variable of compensation which makes the first hypothesis failed to proof, which says that working culture does not influence the performance of the civil servants in Department of Local Development Planning in Kendari. The second hypothesis is proven, in which the result says that leadership contributes significantly to the performance of civil servants in Department of Local Development Planning of Kendari, and the third hypothesis is also proven with the result of the research which states that compensation significantly influences the performance of civil servants in Department of Local Development Planning of Kendari.

The facility layout design problem is significantly relevant within the business operations strategies framework and has emerged as an alternate strategy towards supply chain sustainability. However, its wide coverage in the scientific literature has focused mainly on the static planning approach and disregarded the dynamic approach, which is very useful in real-world applications. In this context, the present article offers a literature review of the dynamic facility layout problem (DFLP). First, a taxonomy of the reviewed papers is proposed based on the problem formulation current trends (related to the problem type, planning phase, planning approach, number of facilities, number of floors, number of departments, space consideration, department shape, department dimensions, department area, and materials handling configuration); the mathematical modeling approach (regarding the type of model, type of objective function, type of constraints, nature of market demand, type of data, and distance metric), and the considered solution approach. Then, the extent to which recent research into DFLP has contributed to supply chain sustainability by addressing its three performance dimensions (economic, environmental, social) is described. Finally, some future research guidelines are provided.

This year, 2022, marks 30 years since the formation of a separate higher educational institute for architecture and construction education. The beginning of the organization of such higher education in Kyrgyzstan is the mid-50s-60s of the last century, as a faculty at the Frunze Polytechnic Institute. The development of architecture and the construction sector in the republic is associated with the activities of the leadership of Kyrgyzstan, the organization of a special department for architecture, the formation of architectural personnel, directions for restoration, design, urban planning and other related specialties. The article discusses the activities of the Department of Urban Planning of KSUCTA named after N. Isanov for a ten-year period and the features of the specialty of urban planning and the tasks facing urban planners in the development of cities and the country.

Abstract Observers say that drug production fuels violence in Colombia, but does coca production explain different levels of violence? This article examines the relationship between coca production and guerrilla violence by reviewing national-level data over time and studying Colombia by department, exploring the interactions among guerrilla violence, exports, development, and displacement. It uses historical analysis, cartographic visualization, and analysis of the trends in four high coca-producing and four violent Colombian departments, along with a department-level fixed effects model. Contrary to the conventional wisdom, the department-level analysis suggests that coca production is not the driving force of contemporary Colombian guerrilla violence. Instead, economic factors and coca eradication emerge as prominent explanatory factors.

Innovation Concept: Emergency medicine physicians must maintain a broad knowledge base and procedural skillset while fulfilling their academic roles as teachers, researchers and administrators. Most academic departments do not have a regular, affordable, formal continuing professional development (CPD) and faculty development (FD) curriculum for their staff. We set out to design and implement a novel continuous practice enhancement program to address this issue. Methods: Strategic planning by the Ottawa academic Department of EM identified CPD and FD as priorities. A program was created to support high quality, monthly CPD/FD courses provided by physicians. We had 5 goals: (1) enhance clinical and academic skills, (2) disseminate group best practices, (3) sustain skills in high impact/low frequency scenarios, (4) support physician academic careers, and (5) acquire new procedural skills. A CPD/FD Committee composed of local meded experts and experienced clinical teachers was tasked with overseeing the creation and evaluation of these sessions. Curriculum, Tool or Material: The longitudinal curriculum was informed by perceived needs (group survey), ascribed needs (M&M rounds, physician metrics and departmental leadership priorities) and participant feedback. The committee identified local experts to present on their areas of expertise in order to promote group best practice. Topics to-date have included clinical skills updates, teaching and coaching strategies and academic career planning. A comprehensive monthly simulation-based curriculum was rolled out simultaneously to give participants the opportunity to develop crisis resource management and critical care skills. Except for sessions requiring advanced equipment or cadavers, sessions are financed by academic funds and free for participants. Conclusion: Faculty academic learning and engagement is an important goal and participation in this curriculum is reviewed at each physician's annual reappointment. To-date, 18 physicians (21% of our group) have presented topics and 92% of physicians have participated in at least one session with 63% having attended three or more. Evaluations have been overwhelmingly positive, and a recent survey identified the CPD/FD program as a significant contributor to our physicians’ wellness. We introduced an innovative, structured CPD/FD program in response to perceived and ascribed needs of our physicians and departmental leadership. Our successful CPD/FD curriculum represents a model for other departments who are considering similar initiatives.

Community service-learning (CSL) has gained popularity over the past decades in universities across North America. Although planning programs tend to involve more graduate-level community-engaged learning than other professional disciplines, learning outcomes have not been sufficiently examined. Based on a review of existing literature and analysis from four years of a CSL course at the University of Toronto’s Department of Geography and Planning, this article describes the implications of CSL for graduate planning education. We argue that CSL in graduate planning programs has a series of unique characteristics and thus requires distinctive pedagogical approaches.

SMKN 1 Banama Tingang is a vocational school located on 3 Padat Karya St, Pangi Village, Regency of Pulang Pisau. This school has three departments namely Welding Technology Department, Building Technology Department, and Accounting Department. Welding Technology Department is a department with the least number of students in the school which reflected the low interest in this department. One of reasons for that is due to misperception that this department is for construction worker. Another reason is due to lack of facilities for practice such as water pass. Therefore, one of solutions is to conduct the training for the use of water pass to measure land. During the training it can be seen that the interest in this department is increasing. Many questions were asked by students on how to use water pass. In the training, students were divided into several groups to match the number of water pass brought in this training. Students of PTB were actively involved to assist in the training. The training results showed that the interest of the student had increased, not only students from Building Department, but also from another departments. This indicates that the training was useful especially for the students of the school as well as PTB students involved in the training.

The potential for landsliding is a hazard of relevance to many areas of the United Kingdom, including South Wales, where the Department of the Environment and the Welsh Office have sponsored a research project to produce a methodology for the preparation of ‘Landslip Potential Planning Maps’. This paper describes the methodologies used to reduce hazards through planning in various parts of the world and outlines the proposed implementation of the pilot scheme in the Rhondda Valleys.

Objectives: The objectives of our study were to (1) illustrate a public health workforce assessment process in a medium-sized city or county health department and (2) demonstrate the insights gained by moving from the use of aggregate department-level and competency domain-level training needs results to more granular division-level and skills-level results when creating a workforce development plan. Methods: We used a 130-question needs assessment to guide the creation of a workforce development plan for the Lincoln Lancaster County Health Department (LLCHD) in Nebraska and its 7 divisions. Using SurveyMonkey, we administered the survey to 128 (of the 129) LLCHD public health staff members in June 2015. Using a Likert scale, respondents indicated (1) the importance of the skill to their work and (2) their capacity to carry out 57 skills in 8 domains of the core competencies for public health professionals. We identified training needs as those for which the percentage of respondents who perceived moderate-to-high importance was at least 15 percentage points higher than the percentage of respondents who perceived moderate-to-high capacity. Results: LLCHD as a department had training needs in only 2 competency domains: financial planning and management (importance-capacity difference, 15 percentage points) and policy development and program planning (importance-capacity difference, 19 percentage points). The Health Promotion and Outreach division had training needs in all 8 domains (importance-capacity difference range, 15-45 percentage points). Of the 57 skills, 41 were identified by at least 1 of the LLCHD divisions as having training needs. In 24 instances, a division did not qualify as having training needs in the overall domain yet did have training needs for specific skills within a domain. Conclusions: When performing public health workforce assessments, medium-to-large public health departments can obtain detailed workforce training needs results that pertain to individual skills and that are tailored to each of their divisions. These results may help customize and improve workforce development plans, ensuring that the workforce has the necessary skills to do its job.

In today’s society with a globalized economy, countries around the world are pursuing efficiency while also pursuing environmentally sustainable development. Therefore, studying green coal logistics for environmental development and optimization is of great significance and practical value. On the basis of the green concept framework of coal logistics, this paper will determine the five main problems in the operation of green coal logistics and then propose seven improvement strategies to these five main problems by using TRIZ theory. Interpretative structural modeling (ISM) is used to establish a systematic development procedure of green coal logistics strategy to examine the development of green coal logistics. The analysis results of ISM indicate that, when developing green coal logistics, coal enterprises should retain the effective operation of the original operating mechanism. At the same time, enterprises should introduce a green coal logistics system and effectively merge the two to establish a simple and effective logistics system operating mechanism and cultivate employees’ awareness of environmental protection. Doing so will establish a green image of coal enterprises and decrease the cost of green logistics of coal enterprises. Next, each department within the coal enterprise should be refined. To enable various departments within the coal enterprise to improve work efficiency through information sharing and exchange, the operation process of each department needs to be standardized and the source and the scope of information of each department must be clarified. Finally, through the production, storage, sharing, and transfer of knowledge of information, coal enterprise employees can be assisted to effectively carry out green awareness popularization courses so they can acquire, produce, store, share, and transfer the knowledge of green coal logistics to enable coal enterprises and employees to understand the relationship between the development of green coal logistics and environmental protection.

The historiographical article is devoted to the analysis of the 70-year history and development of the Kyiv University Earth Sciences and Geomorphology Department and the formation of its educational, scientific and applied area activities. The presented list of educational and research areas and description of their essential principles testifies not only to the existence of certain stages in the department history, but also to formation of trends in scientific preferences of the teaching and research staff. Over the course of the Department’s work many theoretical and practical aspects of Earth Sciences have been developed including general and theoretical geomorphology, geomorphological mapping and zoning, Quaternary sedimentology and palaeogeography, structural geomorphology and morphostructural analysis, engineering and anthropogenic geomorphology, palaeogeomorphology and ecology, scientific principles of remote and expeditionary relief research. Modern applied scientific and educational areas of the Department are geomorphology and nature tourism (geotourism), and soil science, land management and spatial planning. The development of scientific principles of nature tourism as a factor of sustainable development will not only spread the scientific worldview, understanding of the society laws and environmental ideas, but will also attract national and foreign investment, facilitate the development of territorial communities and tourism as a highly profitable sector of Ukraine's economy. Soil science, land management and spatial planning as areas of theoretical and applied geographical research are crucial to meet the current challenges of decentralization and land reform. It covers the development of multi-level spatial planning methodologies for sustainable spatial development, methods of scientific substantiation of urban projects, land management project planning, soil protection measures, engineering protection of the territory to create a favourable human habitat, preservation of landscape diversity and natural and cultural heritage. In recent years, the research interests of the Department have also included management of eco-projects and geoarchaeological studies, which were formed on multidisciplinary approaches and provide a thorough scientific and practical base for training of future professionals. Abstract Under the premise on how public policy can contribute to decision-making on the consolidation of the urban-regional system, physical-productive integration, connectivity and social mobility in the Department of Bolivar, Colombia, from its planning with a horizon of 50 years, the study determines strategic recommendations necessary for its competitive positioning before more developed regions in the country. The study intends to visualize territorial planning based on integrating elements such as the culture, geographic characteristics, economic vocation and infrastructure of the Bolivarian territory, based on its great wealth, but a great affectation for the violence of the Colombian conflict, and the forget about centralized development. Based on an integral vision of the department, a long-term perspective means an opportunistic vision supported on transversal and inclusive elements of the territory, leading the discussion towards the feasible application of adjusted prospective planning methodology, and even continental scales of vision in which the region registers but whose processes are very questionable.

Communication strategy is a guide from communication planning (Communication planning) and management (management communication) to achieve a goal. The purpose of this study was to determine the communication Hafied Cangara strategy of the tourism and culture department of Kampar district in the development of the Sonsang River Ompang tourist attraction. This study uses the theory of communication with 5 elements, namely research, planning, implementation, evaluation, and reporting as an analytical tool. This study uses a descriptive qualitative method by interviewing 3 informants, namely the Head of the Department, Head of the Division and Head of the Tourism and Culture Section of Kampar Regency. Data collection techniques carried out in this study were in-depth interviews, observation, and documentation. The results of this study indicate that the development of the Sonsang River Ompang tourist attraction uses 5 strategies, namely research, implementation, planning, evaluation and reporting. Department of Tourism and Culture of Kampar Regency in the research strategy has a special team, namely the Kampar Promotion Community (KPC), where the KPC team partners with the Department of Tourism and Culture of Kampar Regency in developing the Ompang Sungai Sonsang tourist attraction.

Islamic regulation has a balanced management approach to food management and towards attaining sustainable food security. This approach includes many social, spiritual, resource supply, security, and institutionally-related perspectives. If harmonization between Allah's1 orders and Moslem behavior was maintained, either within or outside an Islamic state, food security would already be happening, succeeding, and sustaining, regardless of time or space. An institutional structure to maintain this harmonization with regard to food security management in an Islamic State was proposed, including three interconnected departments responsible for interrelated administration and duties: a Moslem Treasury Department, Department of Food Reserves, and Department of Social Affairs. The three departments would be governed by a Moslem Council of Consultants. A thorough discussion of the Islamic view of food security and related water policy implications was presented including the leading rules and specifications, the administrative aspects required, procedures used and guiding directions for proper development and planning.

. Realization of R&D projects is one of the factors of the enterprise’s competitiveness. Under the policy of import substitution in the domestic market, enterprises should pay great attention to planning R&D projects, assessing possible risks and minimizing development costs. A detailed development plan for R&D allows you to achieve the main criteria for the effectiveness of the R&D project: cost, timing, quality. To increase the efficiency of planning R&D projects, it was proposed to introduce new aspects of planning. The first aspect is the formation of the project portfolio, and not the consideration of each project separately, regardless of other projects. The second aspect is the development and implementation of its own automated project management system for research and development projects for the implementation of projects within the established budget and timeframe, prompt receipt of reporting information on projects, transparency of each work performed and the workload of each department at the current time and in the future. The article considers the process of making a decision on the implementation of the project, proposed a project prioritization factor to avoid outages and overload of personnel, and consider the concept of «control points». Process of decision-making has a several stages. Stages include the assessing of project efficiency, determining the priority according to target of project realization, analysis of the current load on projects, determining the level of necessary resource, also assessing the usage of resources including new projects. For project planning to considered several scenarios also, to analyses and define the shortcomings of the planning systems. Should to make some additional aspects for each project in apart, also as a whole for project portfolio.

This research is entitled "The Influence of Human Resource Development on Employee Work Performance at the Department of Water Resources, copyright and Spatial Planning of North Sumatra Province". The purpose of this study was to determine whether there was an effect of human resource development on employee performance at the Department of Water Resources, copyright and Spatial Planning, North Sumatra Province. The data used in this study is primary data with the research instrument in the form of a questionnaire. The population used is 160 employees at the Department of Water Resources, Cipta Karya and Spatial Planning, North Sumatra Province, using a random sampling technique with 48 respondents. The method used in this research is descriptive quantitative method. The data analysis technique used simple linear regression analysis with the regression equation Y = 11,331 + 698 + e. The results obtained in this study showed an R2 value of 57.4% and a t-test of 7.871 so that it can be concluded that Human Resource Development has a positive and significant effect on Employee Work Performance at the Office of Water Resources, copyright and Spatial Planning of North Sumatra Province. 42.6% is influenced by other factors.

The present study examines the relationship between HRM practices and performance of employee to be tested in Punjab police, Pakistan. The sample size in this study is 368 respondents that consists of Inspectors and Sub-inspectors of Punjab Police Department in Pakistan. We collected data using questionnaire and analysis using Smart-PLS. Our result discovered that job rotation, training and development, compensation, career planning, and performance appraisal have a positive affect to Employee Performance in Punjab Policy department, Pakistan. Based on our findings, we suggest the policymakers to provide more intensive compensation to employees, optimizing job rotation, implementing training and development, provide appropriate career planning, and making advance performance appraisal in order to improve the performance of Punjab police employees in Pakistan. This study extends existing literature of Employee Performance, it delivers new understandings on the conception and role of job rotation, training and development, compensation, career planning, and performance appraisal to stimulate the reformation of Employee Performance in the government institution such as the Punjab police department.

AbstractComparing ethnographic and interview data in three contrasting production arrangements in a labour-intensive factory in South China, this article argues that while the mobile phone constitutes a new contested terrain on the shop floor and facilitates control and resistance between capital and labour simultaneously, the dynamics of control and resistance is contingent upon the exact arrangements of production. While the management strictly prohibit line operators in the assembly line department from using their mobile phones, they turn a blind eye towards mobile phone use among workers in the hardware department, and mandate mobile workers who are not fixed at work stations in both departments to use mobile phones. Diverse managerial control tactics have generated different patterns of worker resistance. Workers in the assembly line department employ strategies to evade managerial surveillance and continue to use mobile phones at work covertly. They also contest the double standards of mobile phone use displayed by the management. Workers in the hardware department challenge the boundaries of legitimate mobile phone use, and mobile workers use tactics to escape being tracked down by the management via their mobile phones. Mobile phones also facilitate the strategy of resistance through exit among all workers.

This research aimed to identify urban tourism development challenges in Mahikeng. Using a quantitative research method, a self-administered questionnaire was developed and distributed online. A database consisting of active tourism product suppliers in Mahikeng, obtained from the Department of Economic Development, Environment, Conservation and Tourism (DEDECT) was used. Fifty-two completed questionnaires were returned out of 60. To reach the aim of this study, descriptive statistics and an exploratory factor analysis (EFA) were done, which yielded four factors: provincial-level management challenges, national-level management challenges, municipal-level management challenges, and private sector management challenges. There is a lack of coordination and planning among different departments of government, while the private sector is heavily relying on government support. Through these results, tourism product suppliers in Mahikeng can strive towards self-motivation and form tourism associations. Government can revisit their tourism strategic management objectives to overcome the identified challenges and, in turn, ensure sustainable urban tourism development in Mahikeng.

This study focuses on the contribution of local authorities to the development of the Agboville department. It allows the two (02) levels of communities involved in the planning and development of that department. These are the former general counsel of Agboville and the regional council of Agneby-Tiassa. The first was involved in the planning and development department said 2002 to 2012. The second takes over from 2013. The main objective of this study is to highlight the ability of these local entities to provide basic services to the population for their well-being. The methodological approach was to assess the triennial programs and administrative accounts of local authorities and conducting field surveys, to conduct interviews with local authorities and direct observation of the actions carried. The results show that investments by local authorities are poor. This deficiency is linked to the lack of financial resources, which therefore does not allow them to ensure adequate local development.

Introduction: Regarding pre-hospital pain management focus on the emergency department, safety of analgesics used is one of the concerned areas to be developed clearly. However, the current level of evidence in pre-hospital pain management of injured patients, focusing on the safety and effect of pre-hospital analgesia has not been explored. The aim of this study was to analyze the level of evidence in pre-hospital pain management of injured patients, focusing on the safety and effect of pre-hospital analgesia. Methods: A systematic review was performed in this study with inclusion criteria adult-elderly injured patients in pre-hospital setting and used analgesic agents. Articles were sourced from electronic database Scopus, PubMed, Science Direct, Springer Link and ProQuest, which were searched to identify all the relevant articles published over the last five years in English. Fifteen studies were included are qualified as articles assessment with Preferred Reporting Items for Systematic Reviews and Meta-Analyses checklist. Results: Nine studies were Randomized Control Trial, two studies cross-sectional and retrospective, and one study prospective descriptive and cohort. The result showed that many types of analgesic are used or planned in emergency areas, such as morphine, ketamine, fentanyl, NSAID with different route intravenous, intramuscular and subcutaneous with safety and monitoring continuously by healthcare professionals. Conclusion: The use of pre-hospital analgesia for injured patient in pre-hospital setting is commonly used by health workers according to pain management standard and guidelines; planning developments are needed for safety and management as a concern for focus on quality of pain management status.

Abstract Sustainable coordination and certainty of delivery are essential to achieving holistic COVID-19 vaccination, which covers the whole country. On November 4th 2020, the National Security Council (NSC) has structured the COVID-19 Risk Area Geo-Data Working Group, which consists of the Ministry of Health Malaysia (MOH), Malaysian Administrative Modernisation and Management Planning Unit (MAMPU), Department of Survey and Mapping Malaysia (JUPEM), Department of Statistics Malaysia (DOSM), PLAN Malaysia and Malaysian Space Agency (MYSA). As of February 2021, Malaysia has access to 66.7 million doses of COVID-19 vaccines supplied through the COVAX Facility and initial purchases from 5 vaccine manufacturers. Vaccination for COVID-19 is voluntary and will be provided free of charge to all Malaysian citizens and non-citizens in three phases. JUPEM through the Defence Geospatial Division (BGSP) has been entrusted to develop a Web GIS application, after a string of successes in developing Joint Common Operation Picture (JCOP) in the early stages of transmission of COVID-19. BGSP has developed Web Applications and Dashboards to provide an overview that can help in the planning, implementation and operation of vaccination centres for the National COVID-19 Immunization Programme (PICK) in Malaysia.

The planning of system and information technology architecture is one effort which is needed by the organization so that the IS/IT which applied are fitting the needs of business organization. The Tasikmalaya City Department of Library and Archive has not done the IS/IT architecture planning nor fully applied the IS/IT. Therefore, a system and information technology planning is required to identify what system and technology which needed by the Tasikmalaya City Department of Archive and Library. The framework used in composing the IS/IT planning was TOGAF with the ADM as the architecture development method. The TOGAF's stages used in this research were started from Preliminary Phase to Phase E: Opportunities and Solutions. The result of this IS/IT architecture planning is a blueprint which in sync with the business needs for Tasikmalaya City Department of Archive and Library which consisted of business architecture, information system architecture and technology architecture.

This paper focuses on the role played by the Middle East Department of Britain's Colonial Office in shaping Palestine policy from early 1921 to September 1923, when the Mandate for Palestine took effect. It shows the department's efforts to neutralize the growing domestic challenges to the Jewish national home policy and highlights the contrast between the department's treatment of the successive Arab delegations and the privileged access accorded to the Zionists. It concludes that if there were times during this period that the policy could have been overturned, the efforts of the Middle East Department were largely responsible for keeping it on course.
