In the 17th century, the Dutch Republic was the centre of the world trade in exotic drugs and spices. They were sought after both as medicines, and as luxury objects for the bourgeois class, giving rise to a medical and moral anxiety in the Republic. This ambivalent view on exotic drugs is the theme of the poetry of Joannes Six van Chandelier (1620-1695). Six, who himself ran the drug shop ‘The Gilded Unicorn’ in Amsterdam, addresses a number of exotic medicines in his poems, such as musk, incense, the miracle drug theriac, Egyptian mumia, and even the blood of Charles I of England. In Dangerous Drugs, these texts are studied for the first time. The study shows how Six, through a process of self-presentation as a sober and restrained merchant, but also as a penitent sinner, thirsting for God’s grace, links early modern drug abuse to different desires, such as lust, avarice, pride and curiosity. The book shows also how an early modern debate on exotic drugs contributed to an important shift in early modern natural science, from a drug lore based on mythical and fabulous concepts, to a botany based on observation and systematic examination.

Currently, wood waste in the form of a dissected crown on the ground and the root fraction of the tree's biomass in the ground remain in felling areas, becoming potentially dangerous combustible materials in the event of forest fires, as well as obstacles to reforestation activities, and possible foci of infections. Shredding wood waste into wood chips will solve the problem of their disposal by using fuel chips as an additional source of heat energy. In the present work, the influence of design and operational parameters of milling machines with a modernized hydraulic system and equipped with active working bodies on the process of shredding wood waste is established. The annual economic effect from the introduction of the developed complex of wood waste shredding machines and economic indicators from the use of fuel chips are given. This publication is intended for undergraduates and postgraduates engaged in scientific research in the field of forestry mechanization.

This book assesses the role of the UN Secretariat in the Rwandan genocide. With the help of new sources, including the personal diaries and private papers of the late Sir Marrack Goulding, it situates the Rwanda operation within the context of bureaucratic friction existing at Headquarters in the early 1990s between the Department of Political Affairs (DPA) and the Department of Peacekeeping Operations (DPKO). The book argues that these units clashed not only over resources (a classic symptom of bureaucratic pathology) but also over the scope of peacekeeping and the role of the Secretary-General (SG) within it. This rivalry also reflected a split between a strong-willed SG determined to leave his mark on international affairs and to use his ‘political’ department independently of states, and Washington and the politico-military apparatus of the Pentagon, which in Somalia, Rwanda, Bosnia, and Haiti found itself increasingly at odds with Boutros-Ghali. Although the book looks at how this bureaucratic and power-political confrontation impacted on the Rwanda mission, it identifies the conceptual reasons for the DPA–DPKO split in the grey area that separates peacebuilding and peacekeeping. The difficulty of distinguishing these two key UN functions, coupled with the creative tension between SGs and states, explains why six decades after the birth of the UN, it has still not been possible to demarcate the exact roles of DPA and DPKO. Far from being dull and irrelevant, the book concludes that the UN bureaucracy is an intriguing barometer of the role of the Secretary-General in world politics.

This book takes up the problem of judging works of art using moral standards. When we say that a work is racist, or morally dangerous, what do we mean? The book is divided into two parts. The first part takes up the moral question on its own. What could it mean to say that a work of art (rather than, say, a human being) is immoral? The second part steps back and asks about how moral evaluation fits into the larger task of evaluating artworks. If an artwork is immoral, what does that tell us about how to value the artwork? The overall approach of the book is moderately skeptical. The book argues that many of the reasons given for thinking that works of art are immoral do not stand up to careful scrutiny. It further tries to show that even when works of art are rightly condemned from a moral point of view, the relationship between that moral flaw and their value as artworks is complex. The book defends a moderate version of autonomism between morality and aesthetics. But the real purpose of the book is to highlight the complexities and difficulties in evaluating artworks morally—many philosophers of art have simply assumed that artworks can be evaluated morally and proceeded as though such assessments were unproblematic.

This chapter examines the idea of separating distinct governmental functions into at least three branches (horizontal separation) as a means to safeguard individual liberty. The three branches of government have different functions: the legislature legislates, the executive branch executes the laws, and the judiciary administers justice. This corresponds to the functional distribution of essential governmental tasks and competences. The chapter explores how governments based on separated (or at least divided) powers work, in a perpetual balancing exercise as a result of the operation of checks and balances. Finally, it discusses independent agencies that are now routinely added to the old constitutional mix of powers and the problem of outsourcing public powers to private actors.

The second, between-group function of punishment asserts that people are motivated to protect their group from dangerous outsiders. Consistently, people assign severe punishment to offenders belonging to societal groups that are stereotypically associated with crime. Moreover, people are particularly punitive when an out-group offender harms an in-group victim. People are parochial altruists who sacrifice their self-interest to protect their own group, sometimes to the detriment of other groups. I then describe how parochial altruism evolved as a consequence of war and inter-group conflict, and that between-group punishment can function to deter out-groups from committing hostilities. These insights have implications for contemporary jihadi terrorism: suicide bombing essentially is an act of parochial altruism where a terrorist imposes collective punishment on an enemy out-group.

Arguments in favor of rights of self-medication have revisionary implications for existing drug approval policies and drug prohibitions. Specifically, in order to respect people’s rights of self-medication public officials should not prohibit competent adults from purchasing and using (almost) any drugs. These implications may seem dangerous to some readers, but the current system is dangerous as well, and patients cannot consent to the risks associated with prohibitive policies. Even if public officials adopted policies that respected patient’s rights of self-medication, people who are concerned about the dangers of using pharmaceuticals could still consult a physician, government certification, or other experts before using a drug. In the twentieth century, patients benefited from increasing acceptance of the doctrine of informed consent. Pharmaceutical freedom is the next step.

There are many reasons for delayed recovery, but, usually, it is due to residual effects of anaesthetic agents/premedication. There are guidelines for recognizing and managing these cases. Emergence delirium may be dangerous, and it should be recognized and treated as an emergency. Elderly patients may have impaired hearing and vision. Spectacles and hearing aids should be given back to them as soon as possible in the recovery area to limit disorientation. Pain and its intensity may be difficult to recognize and quantify in the elderly. Increased inter-individual variability in the elderly means that titration to effect rather than a fixed dosage is essential, and when the mental status of the patient allows it, patient-controlled analgesia (PCA) is quite appropriate.

The most effective monsters of horror fiction mirror ancestral dangers to exploit evolved fears. For most of human evolutionary history, we have faced threats in the domains of predation, conspecific violence, contagion, status loss, and dangerous nonliving environmental features. We thus very easily acquire fears directed toward threats from these domains. This chapter argues that the nonrandom distribution of human fears is reflected in horror, which features stimuli that mirror evolved fears, often in incarnations that are exaggerated and/or counterintuitive for increased salience, including giant spiders, supernormal monsters such as evil clowns, and physics-violating ghosts. Many monsters are also equipped with contagion cues, thus exploiting an evolved disgust mechanism. Some monsters evoke moral disgust through their violation of norms. To strengthen audiences’ emotional responses to such monsters, horror artists often provide descriptions of characters’ reactions which are mirrored by the audience through an adaptive mechanism enabling emotional contagion.

How do the structure and character of Indian politics and the state—its parties, coalitions, and bureaucracies—affect Indian foreign policy behaviour? This chapter traces the role of Indian domestic politics in Indian foreign policy, showing that there are significant domestic ‘transmission belts’ in the generation of Indian foreign policy. India resides in a relatively dangerous security environment, with enduring rivalries with both of its major neighbours Pakistan and China, and with a prominent role in global affairs. But the structure and character of Indian politics and the state significantly shape how India reacts to the pressures of that security environment. The authors show how the general low salience of foreign policy can often insulate politicians in this issue area, and how bureaucracies and organs of the state such as the Ministries of Defence and External Affairs can consequently drive Indian foreign policy independent of electoral pressures or accountability.

This book argues for increased economic growth as a cure for poverty. This chapter responds to the objection that such growth is unacceptable because it leads to dangerous climate change. The authors agree that such growth will lead to climate change, that such climate change is dangerous, and endorse a carbon-tax scheme that allows sufficient growth to address global poverty. Two objections to this view are discussed. The first holds that growth should be stopped as much as possible. However, this ignores the fact that dangerous climate cannot be prevented, and the extent of suffering by the world’s poor because of a lack of growth. The second objection wants to reduce growth in rich societies, but not poor societies. But this overlooks the fact that different economies are intertwined, so that a reduction in growth in a rich country can often disproportionally harm poor countries.

This chapter examines ethical issues that arise when diagnosing and treating dangerous and self-destructive patients. In particular, we look at sex offenders and those diagnosed with antisocial personality disorder (ASPD), who primarily present a danger to others, and those with borderline personality disorder (BPD), who primarily present a physical danger to self. We identify four questions that arise within this population: (1) when should patients be restrained and secluded; (2) what ethical justifications can be employed to analyze the use of restraint and seclusion in these populations; (3) what special considerations need to be taken into account in the use of restraint and seclusion; and (4) what metaphysical and epistemological challenges are involved with this population? Each of these questions is linked to ethical concerns and responsibilities in the use of confinement measures when patients are dangerous to themselves or others.
