The catastrophic floods in Jilin province on July 28th 2010 led to the serious multiple bridges and culverts flood hazards in the roads in eastern mountainous area, and brought about the inestimable economic losses. In order to effectively strengthen prevention and set up the reasonable measures of management bridges and culverts flood hazard, on the basis of the survey of bridges and culverts flood hazard along the road, we analysed the reason of it. After that we put forward the measures of the prevention and cure, which including the measures of the design, construction, management, maintenance etc. Based on the above survey of the bridges and culverts flood hazard, we found that its prevention and cure should find the main reason of causing bridges and culverts flood hazard, make the prevention coming first, pay various attention to bridges and culverts flood hazard, its occurrence can get effective control.

Introduction. Road culverts are one of the most massive hydraulic structures of transport construction in Ukraine. The bottom beef of such structures works in difficult operating conditions: with significant unevenness of the distribution of specific costs; high kinetics of the discharge flow and its saturation with sediments, floating garbage; small flooding of the diversion channel, etc. The main difficulty of the problem lies in the fact that a two-dimensional flow takes place in the area of free spreading, and in the area of quenching of excess kinetic energy, this two-dimensional flow turns into a three-dimensional turbulent flow, which makes it practically impossible to obtain a theoretical solution for the movement of water in the lower bay of hydrotechnical structures . The need to improve the structures of the lower bief of hydraulic structures of transport construction from road culverts is urgent, taking into account that the existing approaches do not lead to the desired positive results. Problems. From the literature analysis, it was established that the strengthening of the lower biefs of hydraulic structures of transport construction from road culverts is an important component for the durability of the structure itself and its proper functioning. Goal. It consists in the analysis of constructive measures to strengthen the lower banks of hydraulic structures of transport construction from road corrugated metal culverts. The results. An analysis of the main approaches to strengthening the lower beams of hydraulic structures of transport construction from road culverts was carried out. The analysis of the calculation of the structural elements of active type energy extinguishers was performed. Conclusions. To date, there are two most common approaches to the solution of the problem of fixing the lower biefs of hydraulic structures of transport construction from road culverts: complete rejection of the arrangement of energy extinguishing structures, which causes a significant shift of the erosion gap from the road embankment; or the use of jet-type energy quenchers (of the water well type formed by a ledge or wall), breakers or dispersants of various types. However, both approaches do not completely solve the problem of extinguishing the energy of the water flow behind the structures of road culverts. The method of hydraulic calculations of ordinary concrete (conditionally smooth) pipes and metal corrugated pipes (with increased roughness of the inner surface) is performed according to the same method, the difference is only in the constants used in the calculation: roughness coefficient, friction slope, depth at the entrance to the pipe, etc. d., which in turn indicates the need for additional calculations and experimental studies. In addition, the existing methods of calculation for the optimization of the structures of energy quenchers in the lower biefs need experimental clarification.

More than 47,000 culverts have been installed under the highways of Utah. The Utah Department of Transportation (DOT) maintains these culverts but has no comprehensive system for assessing condition and planning maintenance activities. Utah DOT initiated a study to determine the condition of its culverts by field surveys. The objective was to develop a system of qualitative and quantitative performance measures to assess both the long- and short-term behavior of highway culverts and to support the Utah DOT effort to modify and populate a computerized database designed to store culvert inspection data that can be used for statewide culvert asset management. Culvert management practices currently used by Utah DOT and other agencies are described. A total of 272 culvert inspections conducted during this project showed the inventory to be aging but not generally in need of immediate maintenance. The Utah DOT database, developed to track culvert condition, is effective but could be improved. Improvements would streamline both culvert inspections and priority ranking of culvert repairs. The FHWA system for rating culvert maintenance action was adopted, with a new proposed table for rating thermoplastic pipe. Culvert ratings were adjusted with an importance modifier that focused inspection and maintenance activity on critical culverts with higher consequence of failure. Critical culverts should be placed on a regular inspection schedule, whereas other culverts can be inspected during periodic roadway repaving or rehabilitation. Culvert inspection results will be added to the database to provide more insight eventually into culvert service life than is now possible.

In order to assess the vehicle load carrying capacity of existing bridges on the national highway G103 in Beijing, the vehicle load model for the practical traffic flow conditions needs to be determined. Based on the traffic axle load data measured by the weigh-in-motion system and the methods proposed by General Code for Design of Highway Bridges and Culverts (JTG D60-2004) and Code for Design of Highway Reinforced Concrete and Prestressed Concrete Bridges and Culverts (JTG D62-2004), the vehicle load parameters under practical traffic flow conditions are investigated. A typical 6-axle vehicle model with a 2-1-3 axial pattern is proposed by using the statistical analysis of total weight, axial weight, etc. The live load effects of Daliushu No. 2 Bridge, one highway bridge on the national highway G103, are analyzed using the proposed model and compared to the vehicle load model given in the Chinese code. The results show that there are great differences in the vehicle load parameters and the live load effects from the proposed vehicle load model increased by 20–50% compared with the model given by the code. The overweight vehicles are potential threats to the safety of existing bridges.

This paper presents statistical analysis of vehicle loads, which were measured by Weighing in Motion (WIM). The vehicle composition, distribution of gross vehicle weight (GVW) and load distribution of classified vehicles are obtained; Axle load proportions and wheelbases of different type of vehicles are also statistically analyzed. Based on statistic theory of extreme value distribution, characteristic values of different type of vehicle loads within design reference period are deduced. The analysis results can be used for safety evaluation of road pavements, bridges and culverts in the expressway, and can be as a reference for both design load formulation and overloading control of bridges.

Mitigation measures, such as wildlife-exclusion fencing and crossing structures (overpasses, underpasses, culverts), have been widely demonstrated to reduce the negative effects of roads on medium-sized and large animals. It is unclear how these mitigation measures influence the movement of small mammals (<5 kg). Our study has three objectives: (1) to test whether culverts improve highway permeability; (2) to determine factors associated with culvert use, such as culvert obstruction by snow; (3) to evaluate factors contributing towards fence permeability, such as the presence of a culvert, snow depth, and fence mesh size. We used snow tracking to assess the movement for four small-mammal taxa along the Trans-Canada Highway corridor in Banff National Park, Alberta, Canada. We found that the presence of a culvert within 100 m of transects significantly improved fence and highway permeability. Obstruction of the culvert entrance by snow was negatively correlated with the probability of use, and therefore, of highway permeability. Furthermore, the mesh size of the fencing did not affect fence or highway permeability. We recommend that culvert entrances be located on the outside of fenced right-of-ways to reduce obstruction by highway maintenance activities such as snowplowing.

Extensive cracking was found in several cast-in-place concrete culverts in Alabama. This condition can decrease the long-term durability of the culverts. Early-age stress development in concrete is influenced by temperature changes, modulus of elasticity, stress relaxation, shrinkage, thermal coefficient of expansion, and the degree of restraint. The objective of this study is to determine means to mitigate early-age cracking in culverts by evaluating the cracking risk. Finite-element analysis was used to model the early-age stress by accounting for the following factors: construction sequencing, support restraint, concrete constituents, temperature effects, and the time-dependent development of mechanical properties, creep/relaxation, and drying shrinkage. Experimental results from restraint to volume change tests with rigid cracking frames were used to verify the accuracy of the finite-element analysis. A parametric study was performed to quantify the effect of changing joint spacing, joint type, construction sequence, concrete coefficient of thermal expansion, placement season, and concrete type on the risk of early-age cracking. The finite-element model results revealed that the use of the following measures will reduce the risk of early-age cracking in cast-in-place concrete culverts: concrete with lower coefficient of thermal expansion, contraction joints, sand-lightweight concrete or all-lightweight concrete, and scheduling the casting of the culvert wall to minimize the difference in its placement time relative to its previously cast base. Alternatively, to minimize the contribution of thermal effects on risk of cracking, the construction schedule should be developed to avoid concrete placement during hot weather conditions.

The purpose of this paper is to present a summary of batting and bowling performance measures that have been developed over a period of eight years. The measure of batting performance (BP) consists of three components. Firstly, an exponentially weighted average (EWA) is calculated in which recent scores have higher weights than scores further back in time in order to get a measure that adequately reflects the batsman’s present form. EWA is then adjusted up- or downwards depending on the batsman’s consistency and strike rate. This measure was subsequently generalized to BPW which includes weights for runs scored against specific countries in home or away matches separately. In the case of bowling, the first challenge was to develop a single comprehensive measure of bowling performance, the combined bowling rate (CBR) for limited overs matches and the dynamic bowling rate (DBR) for unlimited overs matches. Hence, by alsotaking bowling consistency into account, the current bowling performance measure (CBP) wasdeveloped. This measure was also extended to include weights for wickets taken and runs concededagainst each international team in home or away matches. These measures contain parametersthat were based on players’ scores up to the specific date of calculation. Before using the latestavailable data for the present presentation, it is logical to update these parameters. This hasbeen done in the present study. If a player performs well at local level, it is important to be ableto compare his performance with those of players already in the national team. Weights havebeen determined for runs scored by batsmen and also for runs conceded and wickets taken bybowlers in local matches, whereby the performances of players can be compared irrespective ofthe proportion of international matches played by each player. After having used the measures onvarious occasions the need arose to revise some of them slightly. The updated measures are thenused to give rankings of South African batsmen and bowlers in First Class and List A matchesalike. Methods have also been developed to compare the batting and bowling performances ofplayers after a short series of matches. It was shown that the traditional average could haveunrealistic values in the case of a batsman who had a large percentage of not out scores in ashort series. Alternative measures have been developed and shown to give much more realisticvalues. In the case of bowling it is important not only to count the number of wickets a bowlerhas taken, but to distinguish between the wickets of top and middle order batsmen on the onehand and lower order batsmen on the other. A system has been established whereby weights areattached to the wickets according to the batting position of the batsman. Instead of just countingthe number of wickets taken, the sum of the weights of the wickets taken by the bowler is usedin the calculation of CBR* or DBR*. Finally, the latest form of the game, Twenty20 cricket, isalso discussed.

Nowadays the actual task is evaluating the mutual influences of the software quality characteristics and subcharacteristics by the measures and software quality metrics – by the indicators. The aim of this study is the development of the method of evaluating the weights of software quality measures and indicators. The first time developed method of evaluating the weights of the software quality measures and indicators differs from known methods that: considers the correlation of software quality subchcaracteristics by the measures and metrics by the indicators, calculates the weights of exactly measures and indicators, provides the conclusion about the presence of which measures and indicators in the software requirements specification (SRS) is necessary for the appropriate level of veracity of the software quality assessment. The weights of the software quality measures and indicators provide the sorting of all missing in the SRS measures and indicators in descending of their significance (in descending of their weights), i.e. the priority of their further addition in the SRS.

ABSTRACT: This study uses principal-agent analysis to investigate how the principal's use of performance measures in the agent's compensation contract are affected by (1) links between performance measures and (2) substitute and complementary characteristics of an agent's efforts. We show that the directional effect of changes in performance measure interrelations on linear incentive weights depends on how the agent's tasks interact with each other (i.e., substitute or complementary interactions). For example, increases in performance measure interrelations do not necessarily imply higher incentive weights on more sensitive and precise performance measures. If efforts are substitutes for each other, the costs of effort are relatively high and the principal induces lower levels of total effort by offering lower incentives. We also show that differences in the combination of performance measure interrelations and effort interactions affect profits in distinctly different ways. When efforts are substitutes for each other, increases in the sensitivities of profit to the other performance metrics (i.e., increased interrelations), and thus to effort, may actually lead to lower profits.

This study aimed to investigate the factors affecting weights and measures officers (WMO) in revenue collection, a case at Dar es Salaam. The study employed a cross-sectional research design, whereas a sample size of 63 respondents that, include 59 WMO and 4 RM of WMA from Dar es Salaam were involved. A simple random sampling technique was used in the selection of WMO, and a purposive sampling technique was used in the selection of the regional managers (RM) of four administrative regions. Questionnaires, interviews, and documentary reviews were used for data collection. The collected quantitative data were analysed by using descriptive statistics, while qualitative data were analysed by using thematic analysis. The study found that lack of regular training on revenue collection, the existence of fraud, shortage of WMO and shortage of budget hinder their revenue collection at WMA. The study recommends that WMA should improve the provision environments of the service delivery to satisfy its customers. WMA needs to train its WMO in customer services, customer satisfaction and professional skills, WMA should look for sustainable and definite sources of revenue to generate funds for its budget, and WMA should put in place human resource policies, such as recognition policy and rewards, and training policy to enhance professional excellence and motivation of WMO to be results oriented

Roadkill has gradually become a common factor that has contributed to the decline of amphibians, and traffic volume is an important parameter that can be used to determine the impacts of roads. However, few researchers have studied the effects of either daily or nightly traffic volume on amphibian roadkill in China. Hence, as an essential step for implementing mitigation measures, we conducted 77 road surveys along 10 km of road in the Wanglang National Nature Reserve (NNR) to determine the temporal and spatial distribution patterns of amphibian road mortality. In total, 298 dead individuals (Bufo andrewsi and Rana chensinensis) were observed on the road from April to October in 2017 and during June and August in 2015 and 2016. B. andrewsi had the highest number of records (85.2%) and was more vulnerable to road mortality than R. chensinensis. Amphibian fatalities mainly occurred during the breeding season in April, but there was an additional concentration of B. andrewsi roadkill in June and July. There was a significantly positive correlation between amphibian road mortality and mean night-time traffic volume. Roadkill hotspots were non-randomly distributed throughout the study area and were mainly concentrated in the road sections near the breeding pools. Therefore, to effectively mitigate the effects of road mortality in the Wanglang NNR, measures should be implemented both during hot moments and at hotspots. First, based on roadkill hot moments, during the breeding season (in April) and in June and July, the Wanglang NNR should establish temporary traffic restraints at night. Second, based on roadkill hotspots, culverts should be established in areas near breeding pools adjacent to roads, and barrier walls should be installed to guide amphibians into the culverts.

How Many Pounds per Fārsala? Measures and Weights used in Zanzibar Trade in the Period 1830–1888 The article concerns the system of measures and weights used in the Sultanate of Zanzibar, mainly in the international port of Zanzibar in the years 1830-1888. The system was used in the trade between local, Arab, Indian and Western merchants. It drew from various traditions. In a relatively short time, after a period of standard negotiation between merchants and state offi cials, this eclectic system was, to some extent, embedded in the English tradition based on an ounce, pound and yard. While the measures of volume have retained their local character and have not been converted into European units, they have also been globalised through their weight equivalents. The author considers the Zanzibar system of measures and weights in a political and economic context. At the same time, he believes that the key to understanding the process of creating the Zanzibar system of measures and weights is to understand how it was conceptualised by the Western, and also indirectly local recipients.

In this paper, we study the problem of large deviations for measures with random weights. We are motivated by previous work dealing with the special case occuring in the statistical mechanics of the Bose gas. We study the problem in an abstract setting, isolating what is general from what is dependent on Bose statistics. We succeed in proving the large deviation principle for a large class of measures with random weights and obtaining the corresponding rate function in an explicit form. In particular, our results are applicable to the Fermi gas and the spherical model.
