To perform the basic management functions, a developed organizational culture is required. It is based on a system of common values, beliefs and norms that are formed for all employees of a given organization as a result of a complex process of interacting.The article proposes to consider the «safety culture» (including, for example, traffic safety culture, environmental safety, labor activity safety culture) as an element interconnected with all other elements of organizational culture. This is especially relevant for transport companies, including JSC Russian Railways, where technology development and technological sophistication are progressing rapidly andwhere, for objective reasons related to nature of the activity, the level of occupational injuries is high.Organizational culture is considered in the article, as a set of functional cultures in the field of corporate management, interaction and communication, labor organization, safety culture, and interaction with external clients.JSC Russian Railways uses modern technologies and sophisticated technology in its activities, while there are infrastructural restrictions; all this is a source of safety risks and threats. Therefore, the maturity level of safety culture, as well as its assessment are of great importance both for development of the organizational culture, and for the company.

Анотація:
The article provides a theoretical analysis of international documents regarding the origin and formation of the definition of “safety culture”. It was found that the concept under study was first defined by the International Nuclear Safety Advisory Group of the International Atomic Energy Agency. The main international aspects of using the concept of “safety culture” are considered such as: organizational culture, harmonized safety culture. It was revealed that later the term “safety culture” began to appear in the documents of the International Labor Organization and was subsequently transformed into the culture of preventive measures in labor protection, the culture of occupational safety and health prevention. The work uses theoretical research methods such as: analysis, systematization and generalization of international documents, regulatory environment and scientific publications, classification, comparison, comparative analysis. It is concluded that it is necessary to conduct research related to the formation of safety culture among specialists in the field of occupational safety and health. The research results can be used as a theoretical basis for the development of conceptual provisions of safety culture formation.

The article focuses on the need to form the culture of safety of professional activity in future occupational safety and health engineers. The purpose of the article is to theoretically substantiate and develop the structure of the pedagogical system of formation of the culture of safety of professional activity in future occupational safety and health engineers. Research methods applied: systematization and analysis of scientific and pedagogical literature and scientific and methodological documentation; modeling; classification and comparison; generalization. It is determined that the pedagogical system of formation of the culture of safety of professional activity in future occupational safety and health engineers is a complex dynamic and flexible formation that contains a set of interconnected and interdependent elements as goals, content, organizational forms, methods, tools, techniques and learning outcomes. It is established that the pedagogical system is aimed at increasing and improving the motivational and value sphere, professional knowledge, skills and professionally important qualities for the prevention and obviation of occupational injuries, gaining experience in safe professional activities and communication on occupational safety and is implemented through: educational goals (general, strategic, tactical, final); content of formation (labor protection, organizational and managerial, legal, ergonomic, health-preserving, communicative); forms of organization of educational activities that provide interactive work (problem lecture, lecture-visualization, lecture-dialogue, lectures-discussions, lectures in pairs, practical and laboratory work of interactive cooperation, workshops, problem seminars); methods (problem, moderation, training, brainstorming, professional activity modeling); interactive pedagogical techniques (game, techniques of cooperation, design, case, vitagenic training techniques, information and communication techniques); complex of educational-methodical and didactic support (programs of academic disciplines and practices, reference notes of lectures, plans of laboratory and practical classes, means of visualization of educational information, legislative and normative documents on labor protection, formats of documents on labor protection, means of assessment of students’ educational achievements). It is concluded that the proposed pedagogical system makes it possible to improve the quality of professional training of future occupational safety and health engineers for their professional activities on the basis of safety culture in accordance with modern requirements.

Consensus among professional and governmental groups is that, based on the evidence, intermittent auscultation is safer to use in healthy women with uncomplicated pregnancies than electronic fetal monitoring (EFM). Barriers impact the laboring woman’s ability to give informed choice regarding fetal monitoring. Lack of informed choice denies a woman her right to be in control of her birth experience, and is in opposition to a woman’s right to autonomy and self-determination.

Creating safe working conditions is the main task of the state in the implementation of the constitutional right of citizens. The task of state policy in the field of labor protection is to reduce the level of injuries and occupational diseases at work. Occupational safety is one of the basic principles of the oil and gas industry. Particular attention is paid to the continuous improvement of health and safety standards. This reduces the risk of accidents and possible negative consequences for the environment. Now the focus of the organization is not only labour protection, but its broader interpretation, which is presented in the following three aspects: safety, health and psychosocial component of employee well-being. The aim of the work is to analyze the causes of injuries at workplace to form a sustainable culture of safety and health of workers. To achieve this goal it is necessary to solve the following tasks: analysis of the causes of accidents and occupational injuries at the enterprises of the oil and gas complex; creating a sustainable culture of safety and health of employees. A detailed analysis of accidents that occurred at the oil and gas industry enterprises during 2014 – 2019 is analyzed. The change of the coefficient of the frequency of injuries is analyzed. The analysis of the causes of industrial injuries is given. There is a tendency to increase accidents related to organizational reasons. Psychophysiological causes also affect a significant number of accidents. The distribution of events by potential danger will help properly allocate the organization's resources to achieve the desired results in the field of labor protection. The methodology for assessing the level of workplace safety is Stevens' psychophysical law to predict the likelihood of harm to the health of workers in the process of labor activity. An integrated approach has been created, combining analysis, assessment and risk management on the model of continuous process improvement (Deming cycle), the implementation of which should lead to zero mortality, zero loss of time from accidents, zero injuries, zero damage to nature. Setting goals to be achieved in the field of security involves the formation of a strategic program to identify the main practical steps. The program approach makes it possible to step by step monitor and guide the actions of all stakeholders to form a sustainable culture of safety and health of workers at workplace

The purpose of the article is to consider the model of the formation of the safety culture of professional activity in future occupational safety and health engineers. The urgency of the implementation of the stated research within the Concept of sustainable development has been substantiated. The study establishes the structure of the model represented by five blocks: prospective-target, theoretical-methodological, content-technological, diagnostic-resultant. The prospective-target block defines the goals and objectives of the research; the theoretical-methodological block provides for a concept, methodological approaches, principles, factors, pedagogical conditions that contribute to the effective formation of the culture of safety of professional activity; content-technological is expressed by a complex of didactic units that include content components, forms, methods and technologies of teaching; the diagnostic-resultant block contains diagnostic tools for the formation of the safety culture of professional activity among future engineers on labor protection. The conclusion is made about the dynamism and balance of the components of the proposed model, aimed at the personal growth of future occupational safety and health engineers and the development of their creative potential, most significantly focused on the prevention of the risks and harm caused by occupational hazards.

Background: According to the National Safety Council and the Bureau of Labor Statistics there were over 4,000 preventable injury related deaths. The Occupational Health and Safety Administration emphasizes that safety cultures should consist of shared beliefs, practices, and attitudes that exist at an establishment. The purpose of this industry-sponsored research project was to assist a medical manufacturing facility with safety program OSHA compliance. Method: Job Safety Analysis (JSA), also ca lled job hazard analysis, and facility inspections were used to identify hazards focused on the worker, task, tools, and the work environment. Results: Areas with high hazard scores according to the JSA were a ssigned to supervisors and the research team to provide immediate process and environment changes. Conclusion: JSA is a great tool to identify safety hazards on a job site though job functions. This will prevent injuries and a llow even small companies to remain compliant with federal regulations. Creating an atmosphere from top to bottom with a culture of safety responsibility andownership can promote a safe and productive environment.

The article is devoted to the problem of forming the culture of safety of professional activity in future occupational safety and health engineers. Thepurposeof the article is to substantiate the organizational and pedagogical conditions for the effective formation of professional safety culture in future occupational safety and health engineers. Methods. The work is based on the works of scientists, who applied the principles and ideas of culturological, humanistic, axiological, activity, and personality-oriented approaches, used theoretical methods (analysis and systematization of scientific literature, comparison, generalization, and systematization of information), empirical methods (practical experience, expert evaluation, ranking, expert survey), methods of mathematical statistics. Results. The pedagogical conditions of effective formation of the culture of safety of professional activity (CSPA) in future occupational safety and health engineers are defined: formation of positive motivation to master CSPA; updating the content of professional training of occupational safety and health engineers taking into account CSPA component on the basis of interdisciplinary integration; use of innovative technologies of formation of CSPA in future occupational safety and health engineers; development of creative readiness of future occupational safety and health engineers to provide for safe activities. The implementation of the first pedagogical condition involves the creation of a positive attitude and motivation for safe behavior and health at work. To implement the second pedagogical condition, it is important to ensure the design of integrative content, which should contain the following components: labor, legal, organizational and managerial, ergonomic, health, communicative. In order to implement the third and fourth pedagogical conditions, it is topical to cover the application and implementation of innovative technologies, interactive teaching methods, and information and communication technologies, distance and mixed learning systems; investigation of social networks, blocks, sites of international organizations in the field of labor protection; creation of an atmosphere of creative development, self-learning and self-realization. Conclusions. It is established that ensuring effective pedagogical conditions for the formation of the safety culture in future professionals in the field of labor protection will improve the quality of their training in higher education institutions. It is concluded that further research requires consideration and experimental verification of the detected pedagogical conditions.Key words: safety culture, professional training, occupational safety and health engineer, pedagogical conditions, professional activity, labor protection methods. Стаття присвячена проблемі формування культури безпеки професійної діяльності у майбутніх інженерів з охорони праці. Мета статті полягає в обґрунтуванні організаційно-педагогічних умов ефективного формування культури безпеки професійної діяльності у майбутніх інженерів з охорони праці. Методи. Робота ґрунтується на працях учених, у яких застосовано принципи та ідеї культурологічного, гуманістичного, аксіологічного, діяльнісного та особистісно-орієнтованого підходів, використано теоретичні методи (аналіз та систематизація наукової літератури, порівняння, узагальнення та систематизація інформації), емпіричні методи (практичний досвід, експертне оцінювання, ранжування, опитування експертів), методи математичної статистики. Результати. Визначено організаційно-педагогічні умови ефективного формування культури безпеки професійної діяльності у майбутніх інженерів з охорони праці, такі як формування позитивної мотивації до оволодіння культури безпеки професійної діяльності; оновлення змісту професійної підготовки інженерів з охорони праці з урахуванням компонента культури безпеки професійної діяльності на основі міждисциплінарної інтеграції; використання інноваційних технологій формування культури безпеки професійної діяльності у майбутніх інженерів з охорони праці; розвиток творчої готовності у майбутніх інженерів з охорони праці до безпечної діяльності. Реалізація першої педагогічної умови передбачає створення позитивного ставлення та мотивації до безпечної поведінки та збереження здоров’я у процесі праці. Для впровадження другої педагогічної умови важливо забезпечити проєктування інтегративного змісту, який має містити такі компоненти, як працеохоронний, правовий, організаційно-управлінський, ергономічний, здоров’язберігаючий, комунікативний. Задля здійснення третьої та четвертої педагогічних умов акту-альними є застосування та впровадження інноваційних технологій, інтерактивних методів навчання, інформаційно-комунікативних технологій, систем дистанційного та змішаного навчання, соціальних мереж, блоків, сайтів міжнародних організацій у галузі охорони праці, створення атмосфери творчого розвитку, самонавчання та самореалізації. Висновки. Встановлено, що забезпечення результативних педагогічних умов формування культури безпеки у майбутніх фахівців у галузі охорони праці підвищить якість їх підготовки у вищому навчальному закладі. Зроблено висновок, що подальше досліджен-ня потребує розгляду та експериментальної перевірки визначених педагогічних умов.Ключові слова: культура безпеки, професійна підготовка, інженер з охорони праці, педагогічні умови, професійна діяльність, методика охорони праці.

Анотація:
The article analyzes well-known semantic interpretations of the term "human factor" in the context of the evolutionary development of the safety component in "man-machine-environment" systems. It has been ascertained that single, recognized by law term "human factor" still does not exists, but the majority of researchers attribute this phenomenon to the human psycho-physiological reaction to changes in the environment. It is noted that this approach is erroneous because the manifestations of "human factor" at the individual level of each person should be considered in the context of the features of its three main components - biological, social and informational. The trends of the evolutionary development of the technosphere and the analysis of statistical data on occupational accidents, as well as industrial breakdowns and disasters, prove the need to introduce positive changes at the level of the "human factor" components. First of all, it concerns the information component, as the development of technologies over the past decade is far ahead of the level of training in the field of occupational safety, which does not allow maintaining the required level of occupational safety and labor culture in the conditions of a new range of previously unknown hazardous and harmful production factors. It was emphasized that necessary positive changes in the components of the "human factor" should be implemented as a part of the concept of sustainable humanity development, which provides for the development of three interrelated areas: economic, social and spiritual growth of society. Thus, basic directions that will minimize the negative effects of the "human factor" within functioning of the future complex systems "man machine-environment", are to increase the level of motivation for safe human behavior at production facilities and to form safety priorities over economic outcomes of enterprise’s activity. The possibility to implement such directions directly depends on the implementation of the relevant reforms in the system of secondary, vocational and higher education, as well as occupational safety and industrial safety regulatory framework in Ukraine.

The essence of this paper is to illustrate the genuine link between the norms contained in the medieval twenty-four first laws of oléron that have survived to modern times, binding certain legal solutions in the space over the ages. The Laws of oléron contain norms relating to contemporary maritime labour law. Certainly they are not a model fully reflected in the maritime labor Convention (mlC 2006). nevertheless, these principles can be an interesting starting point for discussions on the importance of decent working conditions and the lives of seafarers on ships from a few centuries perspective and the importance of maritime safety culture.

The following paper presents an IT tool for aiding assessment of a safety culture level in an organization in a form of an application, providing fast and easy way to analyze data obtained from questionnaires. Traditional data analysis often turns out to be time-consuming and labor-intensive. To make the process faster, more detailed and to find all the possible links among all the available data there is a need for an IT tool. The presented application has been developed with publicly available and completely free tools and technologies. It is a complete piece of software, fully flexible which can be modified or equipped with new functions (modules). The presented solution eliminates the time consuming process of “copying” data from paper questionnaires, and allows to get information about the safety culture level right after adding a questionnaire to a questionnaire database. The presented tool can function as a mobile questionnaire which can be used in any place with Internet access and to fill it in only a browser is required.

ABSTRACT Since 1995, through 2002 the Combined OSHA recordable rate for Alyeska Pipeline Service Company and its contractors working on the Trans Alaskan Pipeline System (TAPS) has ranged between 1.66 and 2.12 recordable accidents per 200,000 labor hours. (The eight year average is 1.95.) This recorded rate ranked the TAPS workforce near the bottom-third in safety performance of liquid pipeline carries in the nation. In 2002 Alyeska Pipeline Service Company developed a safety training course for managers and supervisors. As a part of their performance measure, Alyeska required all of its managers and supervisors to attend this training in 2003. The Fundamentals of Safety for Supervisors and Managers provides a base philosophy and concepts to the key fundamentals required to understand and manage Safety on TAPS. The course is comprised of 18 modules. Each module covers a particular aspect of safety management and provides supervisors and managers with the skills, knowledge, and desire to lead their workforce in achieving an injury-free environment. This is done through developing strong leadership, promoting Alyeska's core values and safety culture in all parts of the company and striving to continuously improve our safety performance. Fundamentals of Safety modules focus on making Safety Management practical for Supervisors and Managers; focusing more on the why than the how. In 2003, the combined OSHA recordable rate for TAPS was cut in half, resulting in 0.86 accidents per 200,000 labor hours. This paper will discuss how the principles taught in the Fundamentals of Safety training can help response organizations prepare their workforces—especially the managers and supervisors—in advance of an emergency response.

Introduction. We present the study results of pilots of different age groups about the role of campaign policies in ensuring the safety of flights, health, and social well-being of pilots. The study aims to learn the ideas of civil aviation pilots of different age groups about the role of campaign policies in ensuring flight safety. Materials and methods. The researchers used the following methods as empirical research methods: focus group method, content analysis of pilots' statements, frequency analysis method, implemented in the SPSS-20 program. Results. According to the frequency analysis results, we identified adverse factors of the labor process that negatively affect flight safety. Of these, the most damaging factors of labor activity are: a violation of the elements and features of the organizational, legal and material, and economic management subsystems (organizational characteristics) - 97.5% of respondents; infringement of the work and rest regime of civil aviation pilots - 100% of respondents; stress in the workplace - 92.5% of respondents; poor-quality training - 77.5%; manipulation of wages - 77%. Conclusions. The analysis of the obtained results allows us to conclude that the management policy of the organization and personnel is a crucial factor determining flight safety, a high level of motivation to work, productivity, and health of pilots.

The aim of the article is to demonstrate the relevance of the usage of sociological knowledge for the development of aviation safety culture through the safety and security, Sociology of Safety and Sociology of Transport as an integral part of applying a systematic approach for strengthening the aviation safety. In the situation of globalization of the world, the structure of sociological knowledge in the XXI century is very branched. However, Ukraine has its own popular list of special and branch sociologies, which meets the specific challenges of the time of modernization of Ukrainian society. The goals of the industrial stage of its development stimulated the formation of Sociology of Labor, changing the focus of the goals of the economy from the basics of planning to market. That gave a powerful impact on the formation of Sociology of the Economics, the market, the individual, and so on. There were not identified the conditions, circumstances that should determine the application of the potential of sociology to comprehend any direction of human activity. Sociologists strive not to lose the integrity of reflection, as social science always gains more power, accumulating both empirical material and theoretical generalizations on significantly different aspects of social life, which can be taken into account in the development of each sociological industry. Therefore, security contains resistance to the Sociology of Safety, Sociology of Technology, Sociology of Transport, etc. Accumulation of such knowledge with necessity leads to synergistic effect and the growth of a culture of safety in aviation.

In this article, the author defines Puerto Rico as a nation, an imagined community with its own territory, history, language, and culture. Nevertheless, the Island lacks a sovereign state, an independent government that represents the population of that territory. This unsovereign state has long sponsored population displacements from Puerto Rico to the United States. Since the beginning of the twentieth century, colonial officials embraced migration as a safety valve for the Island’s overpopulation. During the 1950s and 1960s, the Commonwealth government spurred the "Great Migration" to the U.S. mainland. The Farm Labor Program, overseen by the Migration Division of Puerto Rico’s Department of Labor, illustrates the complicated negotiations required by a transnational colonial state.

Conventional culture methods have traditionally been considered the “gold standard” for the isolation and identification of foodborne bacterial pathogens. However, culture methods are labor-intensive and time-consuming. A Salmonella enterica serotype Enteritidis–specific real-time PCR assay that recently received interim approval by the National Poultry Improvement Plan for the detection of Salmonella Enteritidis was evaluated against a culture method that had also received interim National Poultry Improvement Plan approval for the analysis of environmental samples from integrated poultry houses. The method was validated with 422 field samples collected by either the boot sock or drag swab method. The samples were cultured by selective enrichment in tetrathionate broth followed by transfer onto a modified semisolid Rappaport-Vassiliadis medium and then plating onto brilliant green with novobiocin and xylose lysine brilliant Tergitol 4 plates. One-milliliter aliquots of the selective enrichment broths from each sample were collected for DNA extraction by the commercial PrepSEQ nucleic acid extraction assay and analysis by the Salmonella Enteritidis–specific real-time PCR assay. The real-time PCR assay detected no significant differences between the boot sock and drag swab samples. In contrast, the culture method detected a significantly higher number of positive samples from boot socks. The diagnostic sensitivity of the real-time PCR assay for the field samples was significantly higher than that of the culture method. The kappa value obtained was 0.46, indicating moderate agreement between the real-time PCR assay and the culture method. In addition, the real-time PCR method had a turnaround time of 2 days compared with 4 to 8 days for the culture method. The higher sensitivity as well as the reduction in time and labor makes this real-time PCR assay an excellent alternative to conventional culture methods for diagnostic purposes, surveillance, and research studies to improve food safety.

The authors explore the essence of such notions as «labour protection culture» and «labour safety culture». They analyze the main factors infl uencing the person’s behavior at modern production site and aggravating technological health risks. The Research has shown that the study of safety culture is inextricably linked to safety climate. The climate of safety opens a way to overcoming social and psychological problems of work safety of the personnel. In this regard, the article provides a list of indicators of safety climate. These indicators can serve as a practical tool for the assessment and recognition of the potential problem areas of the human resource management in the organization.

To implement the Strategic development plan for the Republic of Kazakhstan in accordance with the codes and standards of the International Labor Organization, it became necessary to develop the Concept of Safe Work. Review of the international labor codes and standards in the countries of the Eurasian Economic Union and Organization for Economic Cooperation and Development shows various approaches of the current system of public administration. Development of the international practice in the field of occupational safety and health is moving from compensatory to preventive measures. When developing the Concept of Safe Work in the Republic of Kazakhstan, it is required to consider the international labor codes and standards, and the experience of the Great Britain, Germany, Finland, France, the Russian Federation, the Republic of Belarus, the United States, and Japan. Tripartite and risk-oriented approaches are of particular interest. It is also necessary to study and adapt the efficient international experience: monitoring based on the assessment of occupational risks at the enterprises; participation of the state inspectors in the work of the centralized committee for monitoring and control over the observance of labor legislation; control and verification of the use of allocated funds; participation of insurance organizations in the financial measures for occupational safety and health, subsidization for the modernization of the outdated equipment; the program to assist and support small and medium-sized enterprises in risk assessment; system and culture of safe work with personal responsibility of the manager; laboratories for checking the classification of personal protective equipment by purpose depending on the protective properties. Scientific research, adaptation, and development of the scientific and methodological foundations for ensuring safe work in the priority sectors of the country economy, as well as bringing the safety and health management system of the Republic of Kazakhstan in line with the codes and standards of the International Labor Organization, are of great importance.

The article is devoted to an urgent criminological problem connected with the insufficiently controlled and illegal external labor migration into the Russian Federation, which poses a considerable threat to its national interests and public safety. The author presents and analyzes new statistical data regarding the qualitative and quantitative characteristics of crimes committed by labor migrants in Russia as well as their other criminologically relevant characteristics, he singles out and describes economic, psychological, legal and socio-political prerequisites and factors of crimes committed by labor migrants in Russia. It is noted that modern Russian society is characterized by worsening criminogenic situation and processes that lead to hostile and aggressive behavior and intolerance towards labor migrants, which exacerbates both the criminal situation and the interethnic and interfaith conflicts and increases the manifestations of everyday xenophobia, migrant phobia, and nationalism from the locals. The author draws attention to the fact that criminogenic factors in the labor migrants’ environment are mainly connected with a low degree of social adaptation, acculturation and integration of labor migrants into the Russian social and cultural environment due to their poor knowledge of the Russian language, history and culture, the basics of Russian legislation, traditions and customs of social interaction, the absence of a substantial and constant intercultural dialogue or productive information exchange, comprehensive and resourced state and municipal projects and programs aimed at the socialization, successful integration, and social support of labor migrants. In this connection, the author suggests new, effective and optimal anti-criminogenic directions and formats of integration and adaptation work with labor migrants living and working in the Russian Federation that could improve their law abidance, general and legal culture, responsible attitude to social norms; the author also outlines prospective measures of general and special prevention of crimes committed by external migrants.

The aim of this study is to find out the reasons which stop the educated women form utilizing their professional skills in Pakistan.A sample of twelve females is selected, out of which six are doing jobs in different sectors of Pakistan and six are unemployed but having professional graduation and masters degrees. Interviews are conducted with the participants. Findings indicate that culture and societal behavior, parents/family, male dominancy, bad working environment, long working hours, distant jobs, conveyance, safety issues, job discrimination, disinterest, household tasks, work-life balance are the main hurdles which stopwomen from doing jobs. All respondents agree that Islam does not stop women from jobs. Mostly, women prefer teaching profession because of less time and better working environment. Economy of the Pakistan will grow if educated women start utilizing their talent in the job market.

To this end we support co-operative and equitable workplace bargaining, with wage increases being linked to the reform of work practices and attitudes. Our support for decentralised bargaining is aimed at improving productivity by fostering a new workplace culture of striving for continuous improvement. We emphatically reject the view that such an outcome will be achieved by wholesale deregulation and reliance on unfettered market forces. The Government is committed, for both equity and efficiency reasons, to maintaining the Accord approach to wages policy. We are also committed to an independent Australian Industrial Relations Commission playing the vital role of protecting lower paid employees through the safety net of minimum award wages and conditions.

The methodology, technique and model of complex assessment of ecological danger and labor protection in agricultural production, which were the basis for creation of a package of programs of digital technology of this process for use by farms in practical activity, are developed on the basis of long-term researches. The program package includes the following blocks: assessment of soil and product contamination by pesticides; assessment of soil and product contamination by heavy metals; assessment of hazard class of waste and by-products; assessment of working conditions in the workplace; assessment of ecological culture and culture of labor protection of workers and the population; assessment of the level of investment in labor protection, environment and environmentally safe products; assessment of the impact of mineral fertilizers on the environment; assessment of the load of cattle on pastures and the ratio of stabilizing and destabilizing factors. The software product developed in accordance with the model of integrated assessment of the environmental and occupational safety, held a pilot production testing in JSC «Malinischi» in Pronsky district of the Ryazan region, in which deviations from the risk indicators from criterion values were determined. On the basis of the obtained data, measures to reduce the impact of negative factors on the environment are developed.

Since the fall of communism, the occupational health and safety system in Poland, which was extensively developed during the post-war period, has been incrementally adapting to the new social order. The reforms of the 1990s aimed at stimulating active participation by workers and labor unions, increasing the responsibility of employers, reducing the paternalistic role of the state, and strengthening the enforcement branch. The emergent system has many strengths, including a highly branched-out system of regional and local enforcement agencies, competent and self-confident government institutions familiar with the firms under their jurisdiction and adept at balancing competing social objectives; a tradition of cooperation among agencies and employers; and strong advocacy by the government agencies on behalf of workers. The system also exhibits characteristics that may weaken it in the future, such as lack of support from labor unions; low interest among workers; a generally low safety culture; stringent, often unimplementable exposure standards; and lack of “ownership” of the system by social groups other than the state bureaucracy.

The business community and governments around the world are aware of the need to accelerate the process of digitalization and digital transformation of the economy in order to achieve a competitive position in the digital space of the new world economy, including in the field of occupational safety management (SWOP). The mechanism of digitalization in OSH remains insufficiently studied, which necessitates the development of tools for its implementation, evaluation and management. The benefits of digitalization for industrial safety are incredibly high: it is easier to manage resources, and quick access to more information about the use of personal protective equipment, training, medical examination, etc., the formation of digital culture. The purpose of this research was to consider the prospects and problems of implementation of information technology in the field of occupational safety, identify features of industrial enterprise management in the context of digitalization. To achieve this goal, the method of SWOT-analysis was used. The study revealed some problems in the implementation of digitalization in the management system of labor protection. The spread of digital technologies in all sectors of the economy and vital spheres of society actualizes the study of the degree of readiness for change, which involves monitoring the state of occupational safety. Transformations in the labor market and ensuring the safety of the production process are associated with job losses, the emergence of new professions and changes in the competencies of employees. Digitalization is aimed at the introduction of adaptive practices of professional development, the development of motivation in the implementation of all instructions on occupational safety.

Occupational safety management in our country no longer meets modern requirements for occupational safety in the workplace and needs to be improved, in particular through the introduction of a risk-oriented approach to the assessment of production factors. The use of risk-oriented approach system to safety management in the workplace is substantiated in this work, and it is the primary link in the management system of labor protection and its optimal (comfortable) organization significantly affects the production environment, safety and staff productivity. A structural and logical model of the incident at the workplace is proposed and possible dangerous events, the development of which in space and time can lead to its implementation are identified. Dangerous events can be caused by both - the actions of the employer and the employee, as well as external factors. All considered dangerous events are random in nature, so methods of general theory of random process control, simulation and Boolean algebra are used for their analysis. According to this model, workplace safety management involves identifying the factors that are most likely to be present in the workplace and justifying measures to reduce the frequency of their occurrence and increase the level of safety. It is shown that the use of a systemic risk-oriented approach to safety management in the workplace will allow to identify the factors that are most likely to cause accidents and to develop appropriate measures to eliminate them. In a market economy, an important point in occupational safety management at all levels is to resolve the compromise between the economic feasibility of economic activity and social responsibility of the state in a way that reduces production risk, namely - maintaining human-centric economic development. Finding such a compromise is difficult and problematic, as it is difficult to compare in commensurate units the economic performance of economic activities with social losses due to accidents and occupational diseases at work. In the conditions of decentralization, when the role of supervisory bodies over the state of labor protection is reduced, it is very important to form elements of labor protection culture in employees and managers. Improving public and cultural education on occupational safety remains a priority of our country's public policy, in particular through higher education, which trains highly qualified workers and senior managers who are personally responsible for occupational safety at each workplace.

Purpose. To develop a model of the integrated system for company management, basing on the integration of the quality control and labour safety systems that differs from the known ones by combination of the processes based on the increase in the level of corporate safety cultures within a company. Methodology. Formation of the basis for integration of the quality control and labour safety systems relies on the complex use of system analysis methods that, in combination with Deming and Shewhart cycle and with the performance of corresponding estimation and analysis of the organizational and safety cultures, help plan the practices, procedures, and resources for stage-by-stage combination of the systems as well as maintain the obtained results. Findings. An approach for efficient development of the integrated management system has been proposed on the basis of the analysis of levels of organizational and safety cultures; in future, this will help select such tools and practices that will allow having painless stage-by-stage combination of the available systems of quality control and labour safety with the substantiation of the necessary recourses. It has been established that a key element of the combination is readiness and motivation of not only top management but also linear management and ordinary workers to accept new technologies, approaches, and practices aimed at integration of those cultures, which is provided by the efficient staff involvement by means of corresponding training and constant communication to form the risk-oriented thinking. Originality. A structure and model of the integrated system of quality and safety management as a unified interdependent mechanism have been proposed on the basis of the combination of organizational and safety cultures; that has allowed forming the unified principles for the development of a combined management system. Practical value. The control parameters have been determined to identify stages of integration of the quality control and labour safety systems basing on the attitude to values and formed worldview as well as on the gaining the necessary competences by the workers.

Industry and related work and workplaces are constantly changing as a result of the implementation of new technologies, substances and work processes, changes in the composition of the workforce and the labor market, and new forms of employment and work organization. The implementation of new technologies represents certain ambivalence. Next to the positive impact on workers’ health, new risks and challenges can arise in the area of process and occupational safety and health of people at work. On these bases, it follows the need for predicting and handling the new risks, in order to ensure safe and healthy workplaces in the future. The aim of most forecasting studies is not only to identify new emerging risks, but also to foresee changes that could affect occupational safety and health. However, a number of questions still require proper investigation, i.e., “What impact do new emerging risks have on tertiary education in the area of Safety engineering? Has tertiary education already reacted to progress in science and research and does it have these innovations in its syllabus? How are tertiary graduates prepared for the real world of new technologies?” This paper represents a first attempt in the literature to provide answers to the raised questions, by a survey approach involving academics, Health Safety and Environment (HSE) industrial experts and university students in the Czech Republic. Even if statistical evaluation is limited to a single Country and to a small sample size, the obtained results allow suggesting practical recommendations that can contribute to ensuring new challenges in the area of education by addressing relevant culture issues needed to support new workplace realities according to the newly defined Safety 4.0.

Conventional culture methods have traditionally been considered the “gold standards” for the isolation and identification of foodborne pathogens. However, culture methods are labor-intensive and time-consuming. We have developed a real-time PCR assay for the detection of Salmonella in a variety of food and food-animal matrices. The real-time PCR assay incorporates both primers and hybridization probes based on the sequence of the Salmonella invA gene and uses fluorescent resonance energy transfer technology to ensure highly sensitive and specific results. This method correctly classified 51 laboratory isolates of Salmonella and 28 non-Salmonella strains. The method was also validated with a large number of field samples that consisted of porcine feces and cecal contents, pork carcasses, bovine feces and beef carcasses, poultry cecal contents and carcasses, equine feces, animal feeds, and various food products. The samples (3,388) were preenriched in buffered peptone water and then selectively enriched in tetrathionate and Rappaport-Vassiliadis broths. Aliquots of the selective enrichment broths were combined for DNA extraction and analysis by the real-time PCR assay. When compared with the culture method, the diagnostic sensitivity of the PCR assay for the various matrices ranged from 97.1 to 100.0%, and the diagnostic specificity ranged from 91.3 to 100.0%. Kappa values ranged from 0.87 to 1.00, indicating excellent agreement of the real-time PCR assay to the culture method. The reduction in time and labor makes this highly sensitive and specific real-time PCR assay an excellent alternative to conventional culture methods for surveillance and research studies to improve food safety.

The article substantiates the relevance of labour safety issues in modern agricultural production and its importance in the value orientations and professional competencies of agricultural specialists. A review of scientific articles is carried out to determine the key tracks of the discourse and analyze approaches to understanding labour safety by the professional community of agricultural specialists and scientists representing various subject areas of knowledge. We show the data of a survey of agricultural specialists in the south of Russia in the areas of agro-engineering, agronomy, plant protection, veterinary medicine and animal science, as well as a survey of employees of enterprises of the Stavropol Territory in rural and urban areas. The culture of labour safety as the value orientation of agricultural specialists is formed in the process of developing professional competence in the system of agricultural education and is supported in the production activities of agricultural enterprises through institutional mechanisms, corporate culture, requirements of technological processes.

The concept of social sustainability is gaining attention within the field of supply chain relationships and international business. There are conflicting arguments regarding the effectiveness of contract governance and collaboration in an interfirm relationship. Previous studies have investigated the effect of a national culture on contract governance and opportunism. This study examines the effects of contract governance on collaboration, incorporating the moderating influence of cultural intelligence. Survey data were collected from 239 export manufacturing firms in different industries. The current authors suggest that contract governance might be more effective under conditions of a greater level of firm cultural intelligence capabilities. Cultural intelligence plays an important role in the shaping and implementation of collaboration and is the key to manage cross-culture relationship management in a supply chain. Cultural intelligence constitutes one potential way for the export industry to manage intercultural differences and profitably achieve an increase in collaboration. Collaboration with a socially responsible partner brings about improved social performance. The social dimensions of sustainability, such as fair labor practices and decent worker conditions, health and safety, no child labor, and employee empowerment must be addressed to accomplish the most sustainable growth. Managers also need to take advantage of cultural intelligence to adapt, collaborate, and share cultural knowledge.

AbstractThis article explores the totemic 2020 Queensland state election, at which a two-term government plagued by a deteriorating economy and widely criticised travel restrictions amid the COVID-19 pandemic was returned with an increased majority. The article posits three arguments: that COVID-19 created a new ‘lens’ through which electors evaluated public policy and that allowed voters to frame public health and safety over the more usual measures of economic performance; that Queensland voters drew on their traditional political culture – especially their predilection for strong leadership and state chauvinism – to evaluate the Palaszczuk Labor government’s pandemic management favourably compared with contemporaneous events in Victoria; and that Queensland voters expressed similar confidence in a Labor economic recovery plan that contrasted favourably with the LNP’s economic platform. In sum, this article argues that Queenslanders in 2020 cast a ‘gratitude vote’ for a government they saw as being in control of both public health and economic recovery.

The article describes a multifactorial model of adverse events related to the provision of medical care. It is shown that their origin is caused by the transformation of systemic causes (latent failures) acting at the level of medical organization, external microenvironment and macro-factors. Four types of global latent failures are described at the level of a medical organization related to: medical technology, work of medical personnel, work environment, and patient behavior. At the external microenvironment level, major latent threats are concentrated at the level of partners, suppliers and outsourcers. Among macro-factors influencing medical care safety especially important are the legal factors defining the status of medical errors and their consequences; economic model of state health care; financial provision of state guarantees and rationing of these volumes in regions and municipalities; availability of state medical care safety management programs; state regulation of medical activity; system of pre- and post-graduate medical education; system of labor regulation and remuneration of medical workers; society's attitude towards medical errors and its participation in the process of medical care safety management. The authors present an algorithm for implementation of a safety management system in a medical organization, including the construction of a new safety culture, an accounting system for recording of threats and incidents, a model for managing medical care safety built into the operational system of the organization.

The International Safety Management Code (ISM Code) and the Maritime Labour Convention (MLC), 2006 are international regulatory instruments to provide standards for the safe management and operation of ships, protection of marine environment, and setting fort minimum working requirements for the welfare and working conditions of seafarers. For the ISM Code, its effective implementation depends mostly on the competence and continued commitment and motivation of individuals at all levels, and the outcome envisages the enhancement of a safety culture throughout the shipping industry. This paper attempts to establish correlations between the ISM Code and the MLC, 2006 in the provisions on objectives, legislative requirements, Flag State responsibilities, Port State responsibilities, health and safety protection, accident prevention and safety management, regular inspections and analysis of non-conformities and qualifications of seafarers. Based on these, a model to enhance the implementation of the MLC, 2006 by the relevant stakeholders in the maritime sector is developed patterned on the multi-stage model of the workings of the ISM Code developed by Trapford (2009). Although not very exhaustive, the literature reviewed on the experience of the ISM Code and the model proposed could reasonably apply for MLC, 2006 as the notions, goals and objectives of the both codes are anchored on the development of a safety culture – one emphasizing safe management culture and the other safe working conditions and welfare of the seafarers.

The adoption rate of new technologies is still relatively low in the construction industry, particularly for mitigating occupational safety and health (OSH) risks, which is traditionally a largely labor-intensive activity in developing countries, occupying ill-afforded non-productive management resources. However, understanding why this is the case is a relatively unresearched area in developing countries such as Malaysia. In aiming to help redress this situation, this study explored the major barriers involved, firstly by a detailed literature review to identify the main barriers hampering the adoption of new technologies for safety science and management in construction. Then, a questionnaire survey of Malaysian construction practitioners was used to prioritize these barriers. A factor analysis further identified six major dimensions underlying the barriers, relating to the lack of OSH regulations and legislation, technological limitations, lack of genuine organizational commitment, prohibitive costs, poor safety culture within the construction industry, and privacy and data security concerns. Taken together, the findings provide a valuable reference to assist industry practitioners and researchers regarding the critical barriers to the adoption of new technologies for construction safety management in Malaysia and other similar developing countries, and bridge the identified knowledge gap concerning the dimensionality of the barriers.
