The Korean National Council of Women, a women’s organization established in 1959, has received criticism in Korean literature for its collaboration with the authoritarian regimes that ruled South Korea for decades. This article, however, argues for a different kind of interpretation. The Korean National Council of Women came together to join the International Council of Women, a major international women’s organization that was looking for new affiliations in the recently decolonized parts of Asia and Africa in the midst of Cold War competition. Thus, we should view the existence of the Korean National Council of Women in the framework of transnational women’s activism and how the Cold War shaped it. After outlining the connections made between South Korean women and the International Council of Women, the article analyzes the projects proposed by the Korean National Council of Women under the anti-communist authoritarian regime. Based on archival research in South Korea and Belgium, this article argues that instead of following rules from above, the Korean National Council of Women negotiated a way to combine the advancement of women’s issues with the development of the nation. The International Council of Women, while criticizing communist women for their close relationship with the state, celebrated the achievements its South Korean affiliate made as a state-registered organization.

The 17th General Assembly of the International Council on Monuments and Sites (ICOMOS) took place at the UNESCO Headquarters, Paris (France), from 27 November to 2 December 2011, under the high patronage of Irina Bokova, Director General of UNESCO, and Nicolas Sarkozy, President of the French Republic. The events included meetings of the Advisory and Executive Committees, the Scientific Council, International Scientific Committees (ISCs); the Scientific Symposium; and the General Assembly. According to the ICOMOS official report, this conference had a record attendance of 1200 registered participants, representing 106 countries and 77 National Committees. The generous grants offered to National Committees through the ICOMOS Victoria Falls Fund and the Getty Foundation made it possible for 63 professionals from 47 countries to attend the event.

AbstractThe aim of this research is to know the role and Strategy of syaria cooperation as a finance institution in Indonesia. The research object are BMT At-Taqwa and BMT Ikhtiar. The research method used in this research are qualitative research, descriptive analysis by interviewing some of employees. By using data collection technique such as interviewing and observing primary informant (BMT At-Taqwa and BMT Ikhtiar Management) and secondary informant (Sharia Supervisory Council) for data validity.The result of this research showed that there were many fungtions from syaria cooperation to help people in Indonesia based on Islamic rules. Those adjustments can be seen from the steps of sharia strategic management taken from islam rules start from strategy formulating, strategy implementing, and strategy evaluating. The indicators of this research are the process of strategic management done by BMT At-Taqwa and Ikhtiar adjusted to J. David Hunger concept and Thomas L.Wheelen by looking forward from the evaluation. Keywords : Sharia Cooperation, Finance Institution

Abstract Introduction The purpose of this project is to enhance burn education, both inside and outside the Burn Center. The project was motivated by a perceived gap in burn education for the city’s Fire Department (FD). Here, we describe the progress made in closing this gap. In a combined effort between both institutions, a partnership has been developed to help new paramedic firefighters and existing firefighters understand the burn-care process and improve patient outcomes. Since its inception in August 2018, the Burn Strong Initiative has had 3 focuses: 1) train burn center personnel; 2) train FD personnel; and 3) conduct further community outreach. Methods Aim 1 – Burn Center Staff Training. To improve our clinical skills and to enhance our ability to serve as educators in the community, we committed to achieving Advanced Burn Life Support (ABLS) certification for > 90% of our Burn Center clinical staff. Aim 2 – Firefighter Training. The city requested that we develop and implement a new 2-hour Thermal Injury Update class delivered weekly for a total of 36 weeks to EMTs and paramedics, starting January 2018 thru December 2019. Aim 3 – FD Medical Staff Training. The city requested that the Burn Center provide an ABLS course for the FD’s physician staff. Results Aim 1 – To date, we trained 104 Burn Center staff in ABLS, 22 of whom became ABLS instructors. Aim 2 – Burn Strong has completed 28 Thermal Injury Update classes for 615 FD paramedics. There are 10 classes remaining through the end of this year. Total paramedics to be trained is expected to be > 1000. The paramedics receiving 2 CEUs for this course. Aim 3 – We trained 19 FD physicians in ABLS, 4 of whom have become ABLS instructors. We trained an additional 15 personnel at our Regional Advisory Council conference. Conclusions This training effort has better prepared us to treat these complex patients, and has become the initial point of entry into an immersive partnership between the burn center and the city FD. Training firefighters requires ongoing commitment and an understanding of the pre-hospital environment. We plan to continue and expand our partnership with the city and the region to improve burn care. Applicability of Research to Practice This project demonstrates how burn center personnel, through training tailored to local requirements, can collaborate with their FD, improve burn care, and build strong partnerships.

Abstract IUPAC was a product of a restructuring of world science that took place immediately after the Great War. In a series of three conferences in London, Paris, and Brussels between October 1918 and July 1919, delegations from twelve allied nations established a new body, the International Research Council (IRC), that was to control international relations in science through subsidiary unions for the various scientific disciplines until a review of the statutes planned for 1931. Four of these unions were established at the Brussels conference, among them IUPAC.

The article analyzes the experience of public and private-based governance of EU universities, which occupy leading positions in The Academic Ranking of World Universities (ARWU) (L'Université Paris-Saclay, Ludwig-Maximilians-Universität München, Oxford University, Sorbonne University, Stockholm University, The Karolinska Institutet, TUM, University of Cambridge, University of Oxford, University of Warsaw). The significance of the deepening of public and private-based university governance in the strategic priorities of the studied institutions is analyzed. It was determined that the strategic goal of the development of private-based university governance is to deepen the innovative culture of universities; to create of a world-class regional innovation ecosystem; to grow influence of universities at the regional, national and global levels; to build constructive relations with local and regional communities; to encourage the wide use of research results. Based on the understanding of experience and best practices, the models of public and private-based university governance are substantiated - the model of public engagement, the model of academic partnerships, the model of institutionalized public and private-based university governance, the model of multi-level public and private-based university governance. The functional peculiarities and legal support of the functioning of institutions of public and private-based university governance in the studied universities are presented - the Council of the University of Stockholm, the Council of the University of Warsaw, the University Council and the Advisory Council of the Ludwig-Maximilians-Universität München, the Advisory Council of the University of the TUM, the Supervisory Council and the Council of the Technical University of Munich, the Board of Directors of L'Université Paris-Saclay, Board of Directors of Sorbonne University). The architecture of the multi-level public and private-based governance system of the United Kingdom Research and Innovationorganization is analyzed. It was concluded that this model promotes transparency, accountability, efficiency, ensures the development and implementation of the institution's strategy, the accountability of its officials, the leadership and responsibility of each structural unit, allows to implement result-basted activities, promotes industry representation and diversification of activities, provides a wide coverage and involvement in the process of governance representatives of various stakeholders – professional communities, state and local self-government bodies, charitable and public organizations, opinion makers, trade unions.

This article examines a conflict between two narratives for the future development of Greater Paris – the 'just city' versus the 'global city' – embodied in two competing regional rail proposals, one put forward by the Regional Council and the other by the French State. The first, Arc Express, was developed by Regional Council to reduce existing territorial inequity. A counterproposal, the Grand Huit, was formulated by the French state to serve a network of new economic clusters. A political impasse between these conflicting plans, though a prelude to broader institutional transition, empowered new actors in the negotiation of metropolitan planning. It also engendered experimental tools, such as collective territorial development agreements, with which local stakeholders leveraged the state's agenda to achieve their own objectives and gained greater metropolitan citizenship.

The article focuses on one of the episodes of Andrey Platonov’s story “For Future Use.” The episode dealing with Efim Nechaev’s trip to Paris is a response to international issues as discussed in the Communist Party official speeches and newspaper publications and has recognizable literature parallels with the so-called “foreign texts” by other writers (V.V. Mayakovsky, A.M. Gorky). This scene was written in early 1930 and was only kept in the first edition of the story. The aggravation of Soviet-French relationships and an all-Union recyclable materials collection campaign are both reflected in the passage involving a kolkhoz (collective farm) activist who is ready to start collectivization and dispossession of kulaks in Paris and trying to solve the economic problems of the USSR by a new original type of export which he invented. Explanatory notes reveal the grotesqueness of Platonov’s plot combining the political idea of exporting the socialist revolution to the West and the economic task of waste export.

The article presents a chronicle of personal meetings between I.A. Bunin and K.M. Simonov in Paris in the summer of 1946. K. Simonov was sent by the Soviet government to France in order to influence the decision of some Russian emigrants to return to Russia. The first number in this short list, of course, was I.A. Bunin. The beginning of the return of emigrants was the Decree of the USSR Supreme Council for the restoration of citizenship of the USSR citizens of the former Russian Empire, released in June 1946, Many Russian immigrants want to come back, started to issue a Soviet passport. I.A. Bunin at first hesitated, he really wanted to return to his homeland, but at the same time he perfectly understood the whole situation that had developed there. It was precisely to “push” the first Russian Nobel laureate to return to Russia that K.M. Simonov arrived in Paris. However, his mission, in the end, was not crowned with success, I.A. Bunin remained in exile with a Nansen passport.

Simulations of management plans generally aim to demonstrate the robustness of the plans to assumptions about population dynamics and fleet dynamics. Such modelling is characterized by specification of an operating model (OM) representing the underlying truth and a management procedure that mimics the process of acquiring knowledge, formulating management decisions, and implementing those decisions. We employ such a model to evaluate a management plan for North Sea flatfish proposed by the North Sea Regional Advisory Council in May 2005. Focus is on the construction and conditioning of OMs, key requirements for such simulations. We describe the process of setting up and validating OMs along with its effects on the ability to communicate the results to the stakeholders. We conclude that there is tension between the level of detail required by stakeholders and the level of detail that can be provided. In communicating the results of simulations, it is necessary to make very clear how OMs depend on past perceptions of stock dynamics.

В статье предпринята попытка анализа идейной основы деятельности Русского политического совещания (РПС) в Париже. Автор выделяет ряд базовых сюжетов, вокруг которых строились политические концепции РПС. Среди них - вопрос о путях государственного и национального строительства в России после победы белого движения, проблемы преодоления распада страны, сущности революции и большевизма, места России в послевоенной Европе. На основе материалов РПС изучено, какой смысл вкладывали его участники в понятия «Россия», «русский народ», «сепаратизм», «большевизм», «германизм». Автор приходит к выводам об эклектичности происхождения этих концептов в идеологии РПС, указывает на эволюцию некоторых из них. Автор заключает, что особое восприятие членами совещания некоторых понятий, например, большевизма, мешало взаимопониманию с Парижской мирной конференцией. The article attempts to analyze the ideological basis of the activities of the Russian Political Council (RPC) in Paris. The author identifies a number of basic plots around which the political concepts of the RPC were built. Among them - the question of the ways of state and national building in Russia after the victory of the white movement, the problem of overcoming the disintegration of the country, the essence of the revolution and Bolshevism, the place of Russia in post-war Europe. Based on the materials of the RPC, it was studied what meaning was put by its participants in such concepts as «Russia», «Russian people», «separatism», «Bolshevism», «Germanism». The author comes to conclusions about the eclecticity of the origin of these concepts in the RPC ideology, points out the evolution of some of them. The author concludes that the special perception of certain concepts by the members of the conference, for example, Bolshevism, hindered mutual understanding with the Paris Peace Conference.

Abstract In April 1919, delegates of five allied nations gathered in Paris, at the initiative of the Société de Chimie Industrielle (SCI-F) and the French Federation of Chemical Associations (FNAC) to decide on the creation of an interallied confederation for pure and applied chemistry. The delegates were following up on a proposal made by the Interallied Conference of Scientific Academies that had met in London and Paris in 1918. Each country was asked to create a national body in each discipline, and these entities would be united into a Union, at first an interallied then international union when the wounds of war healed. The whole structure was to be headed by an International Research Council (IRC) [1].

AbstractShanghai has often been called the Paris of the Orient. This is only half true. Shanghai has all the vices of Paris and more but boasts of none of its cultural influences. The municipal orchestra is uncertain of its future, and the removal of the city library to its new premises has only shattered our hopes for better reading facilities. The Royal Asiatic Society has been denied all support from the Council for the maintenance of its library, which is the only center for research in this metropolis. It is therefore no wonder that men and women, old or young, poor or rich, turn their minds to mischief and lowly pursuits of pleasure, and the laxity of police regulations has aggravated the situation.

ABSTRACTSenegal was unique in French West Africa for the nature and extent of electoral institutions that operated in its colonial towns. In the 1870s, Third Republic France elaborated on earlier short-lived policies by re-establishing local assemblies and a legislative seat for Senegal in Paris. Although histories of modern politics focus on Blaise Diagne's 1914 election to the French National Assembly, a local assembly called the General Council held greater power over economic and political matters affecting the colony between 1870 and 1920. This article reconsiders the history of urban politics in colonial Senegal by examining the ways that themétis(mixed race population) used the General Council as their field of engagement with French officials, sometimes facilitating the consolidation of French rule but at other times contesting colonial practice.

The article presents the procedure for the conclusion of peace treaties with the five former satellites of Nazi Germany after the end of the Second World War. The paper uses the methodology of the historical and legal analysis. The focus is on the accessible State Department archives for the Potsdam Conference of the Big Three, the first session of the Council of Foreign Ministers in London, and the December 1945 conference of the Foreign Ministers of the USSR, the United States, and the United Kingdom in Moscow. The negotiations between the three Great Powers leading to the decision to hold the Paris Peace Conference in 1946 are examined. Conclusions are made about how the USA, the United Kingdom and the USSR did not spare efforts to maintain complete control over the process without allowing other powers to interfere.

The aviation community has faced several accidents and incidents on infrastructures and procedures temporarily modified for the purpose of construction works. The analysis of these events shows that usual means of communication to the air crews are the weak link of the safety chain. To address the key challenge of situational awareness during construction works, the Airport Construction Advisory Council of FAA and Paris–Charles de Gaulle Airport (Paris-CDG) developed and evaluated with the airfield community, from 2011 to 2016, an innovative aviation signage. Parallel and complementary studies in human factors led to the definition of specifications for a temporary information signage, also called orange construction sign. Paris-CDG focused on the development of specific messages for each one of the major hazards that could require an increased situational awareness of the air crews during taxiing and takeoff. The results of the evaluation conducted by FAA were published in September 2015. The purpose of this paper is to present the parallel study performed by the author at Paris-CDG with the coalition of the airside operations stakeholders. Both research projects are convergent and confirm the relevance of the orange sign concept for increasing the situational awareness and preventing safety events during airfield construction.

Among the private diaries of Vatican ii, those of Yves M.J. Congar (1904–95) and Henri de Lubac (1896–1991) are undoubtedly the most important. The aim of this article is to assess the significance of Congar’s My Journal of the Council in order to draw attention to its significant influence in the on-going reception of the Vatican ii, and to the perennial challenge of reform in the Church. Congar was one of the most prominent of the ressourcement theologians, associated principally with the Jesuits of Lyon-Fourvière and the Dominicans of Le Saulchoir, Paris. Their influence pervaded French society and theology in the period 1930–1960, and beyond, and inspired a renaissance in Catholic thought. The article assesses Congar’s role in that renaissance, as well as his immense participation in the elaborate work of the Council, not least his involvement with the Belgian theologians with whom he formed a strategic liaison.

In the early spring of 1129, the priory of Notre-Dame at Argenteuil, a house for women some thirteen kilometers northwest of Paris on the Seine, was ‘restored’ to the abbey of Saint-Denis. This restitution took place at a council held by the papal legate in France, Matthew, cardinal bishop of Albano, at the Parisian abbey of Saint-Germain-des-Prés. The nuns of Argenteuil, accused of scandalous living, were replaced by monks of Saint-Denis. Abbot Suger of Saint-Denis (1122–51) considered the recovery of Argenteuil one of his foremost achievements.

Abstract We embarked on the adventure of researching IUPAC’s history a few years ago, inspired by the looming IUPAC 100 anniversary in 2019 and the desire of the French National Committee to host that year’s Congress and General Assembly in Paris. The proposal to host the fiftieth IUPAC General Assembly and forty-seventh Congress in Paris was received and approved by IUPAC Council during its assembly in 2013. Soon after, Jean-Pierre Vairon, a member of the organizing committee of the IUPAC 2019 Congress, contacted Danielle Fauque, and together we started to think about special symposia devoted to the history of IUPAC. At the Congress in 2015 in Busan, Korea, the idea was met with enthusiasm and interest from Natalia Tarasova, then president of the Union, and the project of this special issue was formed with Fabienne Meyers, Chemistry International editor. We also met with Christopher Brett later that year to speak about this project.

“Water,” wrote the mayor’s council late in the nineteenth century, “is the only thing holding Algiers back from expanding its glory as the queen of African cities.” Paris uses 240 liters of water per person per day, it reported; New York, Philadelphia and Chicago 400 liters. Algiers could only muster a meager 60 liters per day per person, far below the levels necessary to feed a population, fill wells, and scrub a city of its toxins. For over half a century, the council reported, Algiers had thirsted after the clean water necessary to make it a great city. If the French were to make Algiers truly modern, they would need to solve this vexing problem of water.Thus the council summed up one of the ongoing challenges in continuing settler colonialism in Algeria. Environmental projects—battling epidemic disease, drought, locust invasions, and providing/establishing hydraulic control—became important factors in the rise and expansion of the colonial state. In the midst of a crippling environmental disaster, water—access to fresh water for drinking, controlling agricultural infrastructure, and ensuring cities were “hygienic”—became a site of contention in the creation of the modern state. In this paper I will briefly examine how the physical control of water resources, along with discourses about modernity and modern governance, contributed to the expansion of the colonial state by the end of the 1860s.

The convocation of the Local Council in 1917, the first Council in over two centuries, had a great significance for the internal life of the Orthodox Church of Russia. But in a period when the World War was still ongoing and there were pressing issues to resolve in the sphere of cooperation of Russian Orthodoxy with other orthodox and non-orthodox churches, the Local Council could not but touch upon the international and inter-church issues. For the first time in the history of Russian Church the official ecclesiastical forum was attended by official elected delegates who served abroad and who could bring the opinion of the foreign part of the Russian Church to its «maternal» part and to provide the mutually beneficial exchange of practices and opinions. Moreover, in a situation when the church was liberated from the tutelage of the state, it became possible to engage with foreign religious organizations not through social organizations or the Ministry of Foreign Affairs, but directly. This opened a way for creating the Church’s own structures which would be responsible for contacts with other confessions, including Old-Catholics and Anglicans, with whom there had already been lengthy unofficial dialogue. The efforts of some historians and publicists shaping contemporary discourse in Russia depict the restoration of the Patriarchate in the Russian Church as the only important act of the Council are challenged by the material presented in this article, which shows how the Council constructed the future position of Russian Orthodoxy in dialogue with the non-Orthodox churches, in its presence abroad and its missions in non-Christian countries. The word of the Council in this sphere was completely new and never before told. The Council was ahead of its time in the issues of international connections (like in many other spheres of its work). Many issues at the Council were expressed for the first time or in a completely new way. How to manage the missions abroad (in Japan, China, Korea, Urmia, and Palestine)? The Council, occupied with the internal problems in the situation of the beginning of persecution against it, could not abandon these missions. How was it possible to unite Russian emigrants abroad? The idea of Paris as a centre of their unification was expressed for the first time at the Council. The scholars who touched upon these issues before analyzed them through the concept of ecumenism (following the participation of the Russian Church in the ecumenical movement). But it seems more appropriate to research them in the context of the time of the Council itself, since it was a time that preceded the emergence of the Ecumenical Movement proper. The author of the article draws a conclusion that during the year of the Council (August 1917 – September 1918) the issues of international and inter-church relationships transformed in its agenda from being of secondary to primary importance. This conclusion allows us to challenge the dismissive perspective that the Moscow Council 1917-1918 was ineffective. Although it did not have time to complete its agenda, the Council was ahead of its time and contributed much for the future mission of the Russian Church in the modern world.

Abstract In 1923 the Parisian Municipal Council created a special police unit to control North Africans in Paris, known as the Brigade Nord-Africaine (BNA). During its twenty-year tenure, the BNA controlled the North Africans they policed through intimation and violence, but also through personal knowledge of the community. The BNA's harsh tactics had to be balanced by its officers' admitted reliance on North Africans for information. This article explores both the uniquely discriminatory and colonial nature of the BNA and the nuanced, intimate relationships that developed between the officers and the North African community. A repatriation of colonial control, the BNA reified the difference of those it policed, uniquely targeting North Africans but also offering a space of possible agency for them in interwar Paris. The BNA gives us insight into policing in the 1930s, demonstrating the acceptability of targeted policing but also showing the limits of coercive power. En 1923, le Conseil municipal de Paris créa une brigade destinée à contrôler les Nord-Africains domiciliés à Paris : la Brigade nord-africaine (BNA). In many cities graffiti and street art is considered as vandalism and is often connected with crime. However, in some cities majority of the population does not agree with such a statement. They see street art and graffiti as decoration of the city. They think the artists deserve a safe space for expressing themselves. It is already a little step towards preserving the street art movement, as, of course, not all the citizens will share this opinion, since place of street art is still a very arguable question in many cities around the world. More and more organisations, associations and projects of different types are being created to promote and protect the urban art. Promotion of street art can be expressed in different ways, for example, panel discussions and workshops, exhibitions and festivals. Several street art and graffiti related spaces are being opened in Paris. Museums, warehouses, walls, schools – every kind of space could be used as a platform for the artists. This is also a nice way to show to the city council how important this culture is to the citizens of Paris. At the same time Riga cannot be yet proud of a thriving street art and graffiti culture. But what if Riga actually took Paris as an example? Could similar organisations in Latvia improve the society’s attitude towards urban cultures? Could the safe platform for street art be a solution for its popularization in Riga? The aim of this paper is to introduce organisations which promote and protect street art and graffiti in Paris and to evaluate if street art positions in Paris could actually be an example for Riga. The conclusion is that the bigger amount of such organisations is able to actually change the attitude of society towards the urban art and Riga can surely learn a lot from Paris – creating spaces for graffiti and street artists can not only make their positions better, but also it can have a positive impact for the city’s social life and attract a specific type of tourists to the capital.

As regards the Mongols, our knowledge of their history, of their customs, of their way of life, our relations with them, England presents an interesting case. We do not know the extent of the material lost on the Continent, but, in this (for the Mongols) remote corner of Europe, (in places safe from their devastation) documentation is to be found. A monk of Saint Albans, the chronicler Matthew Paris who died in 1259, is an important source. He was the only person to preserve Ivo of Narbonne's confession (which reveals that an Englishman was one of the first envoys of the Mongols to King Bela of Hungary), the report of Bishop Peter of Russia given at the council of Lyons in 1245 and information about André of Longjumeau's mission after the council. Incidently, twice at the end of hisChronica Majora, in an entry for the year 1257, Matthew Paris refers to a manuscript concerning ‘Tartarorum immunditias, vitam (spurcissimam) et mores (…) necnon et Assessinorum furorem et superstitionem’. It is the same work which is mentioned by John of Oxnead, in his Chronka under the year 1258, as a written command (mandatum scriptum) sent to Simon de Montfort, containing letters the length of a Psalter, and entitledDe vita et moribus Tartarorum(…)et de eorum fortitudine etguerra, et de adquisitionibuswhich was to be found in the book of Additions. Unfortunately this work has not survived. (Nevertheless it is tempting to see here a mention of William of Rubruck's report of his journey, which has the form of a letter and which was written in 1257, but which has little information about the Assassins. Later another Englishman, the Franciscan friar Roger Bacon († 1294) met William of Rubruck and became interested in the Mongols.)

The article is concerned with the history of organization and transportation of the first two Czechoslovak echelons from Russia to France. It is aimed at tracing the idea of sending of a part of Czech and Slovak prisoners of war to the Western front. This intention was for the first time expressed by leaders of the Czechoslovak National Council founded in Paris in February 1916. This decision appeared in connection with the shortage of soldiers in the French army and of workers in the war industry of the Third Republic. In this respect, the research touches upon the basic aspects of the negotiations conducted by J. Dürich, M. R. Štefánik and T. G. Masaryk with the Russian governmental and military institutions. The article also dwells on the preparation of departure of these Czechoslovak units by the northern route - via Arkhangelsk and Murmansk and the cooperation between the Branch of the Czechoslovak National Council and the French military missions in Russia in supplying for the volunteers. The article is based on the documents from the collections of the Archive of Foreign Policy of the Russian Empire, Russian State Historical Archive, Military Central Archive of Czech Republic and published materials.
