Abstract:This paper applies the principles of organization economics (an offshoot of organization theory and a cousin of the New Institutional Economics) to a variety of organizations, mainly public ones. Organization economics seeks to understand and improve the ways in which organizations overcome agency costs, information costs, and other obstacles to efficiency. The private organization discussed in the paper is the modern publicly held (that is, dispersed ownership) business corporation, and the particular problem on which I focus is excessive executive compensation as a symptom of weaknesses in corporate governance. I then discuss two public organizations involved in national security – the US intelligence ‘community’ (a kind of mega-organization) and the Federal Bureau of Investigation in its role as the nation's principal domestic intelligence service. Both exhibit significant dysfunction that organization economics can help us to understand and overcome. I then discuss two types of public organization that have been more successful in overcoming obstacles to organizational efficiency: the judiciary of common law nations, such as the United States, and the very differently structured judiciary of civil law nations, such as France, Germany, and Japan.

The aim of the article is to study the best foreign practices and models of public-private partnership in the field of vocational and higher education, identify opportunities for their adaptation to Ukrainian realities and develop recommendations for productive use of foreign experience in this area. The theoretical significance of the article is that it is analyzed the semantic content of the basic concepts related to public-private partnership in the foreign scientific space; it is identified the prerequisites for the development of public-private partnership in vocational education abroad (at the national, institutional (vocational education institution), production (enterprise) levels; it is analyzed the challenges to vocational education and training in foreign countries which the public-private partnership is aimed to solve; criteria for typification of partnerships (number of participants, areas of partnership, integrated criterion «project financing — provision of educational services», integrated criterion «breadth of partnership and depth of interaction between partners», integrated criterion «degree of coordination of interaction — volume of investment») are identified; the author’s typology of partnerships in the field of education in foreign countries is substantiated.The practical significance of the article is that the authors developed recommendations for deepening public-private partnership in vocational and higher education institutions of Ukraine based on the study of foreign experience, suggested directions for its further development in Ukraine. It is determined that in the foreign conceptual and terminological field, in addition to the concept of «public-private partnership» uses a number of concepts (Private Finance Initiative, PFI) (UK), Service Provision Project (SPP) (Mexico), Alternative Financing and Procurement (Canada), Private Sector Participation (PSP) (World Bank). The common essential features of these concepts are singled out: cooperation of different stakeholders, complexity of the purpose, focus on the result, parity of responsibility, long-term nature of interaction, formality of relations. Criteria for distinguishing types of partnerships in foreign practice are proposed: number of participants, areas of partnership, integrated criterion «project financing — provision of educational services», integrated criterion «breadth of partnership and depth of interaction between partners», integrated criterion «degree of coordination of interaction — volume of investment». The peculiarities of the types of partnerships in vocational education, which were singled out on the basis of the criteria proposed by the authors, are characterized: bilateral and multilateral; infrastructure, private management of public institutions, outsourcing of educational services, outsourcing of non-educational services, innovation and research partnerships, vouchers and subsidies; private initiatives, sponsorship, mixed projects, government programs; broad partnership, in-depth partnership; liberal, solidarity, paternalistic, consortium types of partnerships. Based on the analysis of the best practices of public-private partnership, the probable effective directions of public-private partnership in the field of vocational and higher education in Ukraine were singled out: strengthening the participation of companies in the processes of professional training; outlining a clear and concise division of responsibilities in the partnership; development of national standards of vocational education; gradual introduction of elements of dual education; promoting the prestige of vocational education as an attractive alternative to academic education; facilitating the learning trajectory between vocational and higher education; forecasting skills. It was developed recommendations for the development of public-private partnership in the field of vocational and higher education in Ukraine in the context of: formalization of interaction (conclusion of agreements and memorandums of partnership), management of interaction (establishment of qualitative and quantitative indicators for monitoring the activities of private providers and vocational education institutions; periodic reviews of vocational education institutions to bring them in line with the standards set in the contract), development of partnership effectiveness (clear criteria for quality and effectiveness), technologicalization of interaction (in particular, use of algorithm of of interaction between vocational education institutions and partners for public-private interaction initiatives). The need to study such models of partnerships in the field of education as the Chambers of Commerce and Industry in Germany, the Sectoral Council for Industrial Training (Canada), centers of excellence in vocational education (Netherlands), industrial centers or clusters (Tuscany in Italy and Baden-Württemberg in Germany), the National Skill Development Corporation (India) was actualized.

The present work is concentrated on a construction of a legal person's model responsibility for the EU countries, with a particular attention for a comparative analyse of the systems assumed in certain European nations (Italian, France, Spain, German, Belgian systems). The end result of this system is oriented to corporates responsibilities that, after the mass transfer of general interest from public service to privates services, corporates have to attend to relatives guarantees. This article studies the import of East German films by Swedish public service broadcaster Sveriges Radio, and their reception in the Swedish public sphere. While few GDR films reached theatrical distribution, Swedish television imported and broadcasted over 30 productions by the state-owned film studio DEFA during the 1970s and 1980s, making this the primary distribution window for East German film in Sweden. Relying on sources such as Sveriges Radio’s in-house correspondence and screening reports, the weekly Sveriges Radio magazine Voices in Radio/Television (Röster i Radio/TV) and the public service corporation’s annual reports, this study sheds light on the political, economic and ideological considerations involved in the cultural exchange between Sweden and the GDR.

Understanding the effects of ownership upon organizational performance is a well-established theme in organization theory, but comparison across ownership forms has been neglected. We develop hypotheses comparing public corporations, private corporations and partnerships and test them in a sample of large management consultancies. We find that private corporations and partnerships outperform public corporations. We attribute this difference to increased monitoring by owners and greater motivation by professional workers seeking ownership stakes. Contrary to Durand and Vargas (2003), we find that organizational complexity has neither a direct nor a moderating effect.

In keeping with the New Public Management dispensation, state corporations in Kenya have taken up strategic planning with a view to effect reforms for improved service delivery. New Public Management particularly advances a customer-centric approach to public administration for improved service delivery, with the public, who are the recipients of public service, as key stakeholders in public administration. Despite this, service delivery in the Agribusiness sub-sector in the country is riddled with inadequacies highlighted by among other complaints, unpaid produce supplies, dwindling finances, slumped agricultural extension services and low produce prices. Against this backdrop, the study set out to establish the effect of strategic planning on service delivery and assess how stakeholder involvement influences the relationship between strategic planning and service delivery among agribusiness state corporations in Kenya. Grounded on the New Public Management and Stakeholder theories, the study adopted the positivism paradigm and the descriptive cross-sectional research design. Targeting 73 state corporations pertinent to agribusiness in the country, primary data was collected by use of a structured questionnaire with institutional heads as the units of observation. Both descriptive and inferential statistics were then employed in data analysis. It was established that strategic planning has a significant positive influence on service delivery. Stakeholder involvement was however found to not have a significant moderating effect on the relationship between strategic planning and service delivery. This was attributed to the technocratic approach in the formulation of the strategic plans among state corporations and the numerically limited nature of most stakeholders in state corporations represented in the boards of directors. Following a significant direct effect of stakeholder involvement on service delivery among Agribusiness state corporations in the country, state corporations are implored to involve stakeholders in strategic planning and observe meaningful participation, communication and dispute resolution in the engagement.

In the 2021 research service report “Estimation of the GDP share of public institutions” issued by the National Assembly Budget Office, there are many differences in the definition of public institutions and the availability of basic statistical data, so the “definition of public institutions” hinders the creation of statistical data. indicating that it is happening. If the creation of statistics, which is extremely important in modern society, is hindered by legal definition, it can be said that the responsibility of legal scholars has played a significant role. Although the legal concept of public enterprise has improved a lot in recent years, the influence of the anachronistic Otto Mayer’s concept is still ubiquitous. In the European Union, where most of the civil law countries are located, the Commission noted in 1980, precisely this criterion, qualifying as public any undertaking over which the public authorities may exercise directly or indirectly a dominant influence on the property, the financial participation or the rules they impose. Otto Mayer used the word “établissement public” interchangeably with the word public enterprise(“entreprise publique”), referring to a public enterprise as “the sum total of material or human means for the purpose of continuously serving a specified public interest in the hands of a public administration.” In France, it was the Blanco decision in 1873 that public service was declared as criterion to the “Droit Administratif” in the administrative litigation, and public service was divided into administrative public service and commercial and industrial public service. Since it was the 1921, West African Commercial Society decision, the commercial and industrial public service activities was excluded from the subject of administrative action and became the subject of civil suit. Otto Mayer understood public service as public service, which is the public administration activity that is subject to administrative suit in its entirety, that is, the public enterprise he expressed.(“entreprise publique”). Until World War I, public corporations as corporations that we understand today had been laissez-faire based on the concept of “the night watch state (Etat gendarme),” and due to the general mobilization nature of World War I, the state did not intervene extensively in the economy. At the beginning, due to the nationalization of private companies to wage war, public corporations began to become popular, and after the end of World War I, the West African commercial society judgment in 1921 made the activities of public corporations the subject of civil law suits. So, today’s organic concept of a public enterprise and Otto Mayer's concept of an operative nature must be disconnected. The word “public enterprise patent” used by Otto Meyer also refers to today's public service patents of an administrative nature, such as patents on eminent domain, which is a completely different concept from today's public corporations consisting of commercial and industrial corporations and joint stock companies under commercial law. Therefore, it should no longer be used. The Act on the Operation of Public Institutions is not an Basic Law. It is a plan to classify public corporations and quasi-governmental organizations based on the proportion of their own revenues out of total revenues, rather than classifying public corporations and quasi-governmental organizations based on their respective legal characteristics. As a convenient idea only for financial control by the Ministry of Finance, it is necessary to seek a control method corresponding to the classification according to the legal nature. The Local Public Enterprise Act confuses public corporations in the functional and organizational senses from their definition. Administrative law evolves in line with political and socioeconomic changes.

The paper is about domestic laws’ response to the greater need of publicly listed corporation to be accountable to the public in accordance with international law. The paper is dedicated to the transparency of multinational corporations listed and incorporated in Germany, the United Kingdom, the United States and Switzerland. Under these applicable laws, transparency of publicly listed corporations has significantly changed in the last decade. Some countries oblige corporations to disclose non-financial and financial information immediately; others merely require periodic reporting of financial information. In particular, the connection between Impact Investor, an investor that invests based on social or environmental criteria in addition to the financial performance, and the investment target, publicly listed corporations contributed to some change. The applicable law provides a minimum standard of transparency. This minimum standard defines how the reasonable investor invests in the publicly listed corporation. Depending on this standard, the responsibility owed by the publicly listed corporation extends from the shareholder, several stakeholders to the public. Reasons for these differences lie in the greater accountability of publicly listed corporations from shareholders, to stakeholders or even the public. The OECD’s different standard on Corporate Governance, the Ruggie principles and other recommendations of non-governmental organisations (NGO) keep shaping the accountability under the applicable law. These standards provide guidance to corporations to voluntarily implement greater responsibilities beyond the minimum standard in the form of Corporate Governance. However, once publicly listed corporations implement these standards, the applicable law seem to not adequately impose duties on publicly listed corporations to disclose the information under its self-imposed standard to stakeholders or even the public. The paper researches the problem of transparency of publicly listed corporations in European Union, in particular Germany and the United Kingdom, as well as the United States and Switzerland wither regard to impact investors. Its hypotheses is that the applicable law lacks clear wording that transfers voluntary standards into binding law. The paper will not focus on obligations of corporation established under contracts with groups of shareholders. It will also not focus on stock market programmes to audit corporations based on environmental and social criteria. The paper excludes inter partes obligations because they give the contracting party merely a right to rely on the disclosure. The paper will also not look at methods for evaluation of non-financial information with regard to publicly listed corporations.

At the turn of the twentieth century, state courts were roiled by claims against telegraph corporations for mental anguish resulting from the failure to deliver telegrams involving the death or injury of a family member. Although these “telegraph cases” at first may seem a bizarre outlier, they in fact reveal an important and understudied moment of transformation in the nature of the relationship between the corporation and the public: the role of affective relations in the development of the category of the public utility corporation. Even as powerful corporations were recast as private, rights-bearing, profit-making market actors in constitutional law, a significant minority of rural state courts deviated from the common law to impose liability for mental anguish on negligent telegraph corporations. They did so on the basis that telegraph companies bore a duty to protect the emotional wellbeing and family connections of their customers. In this, courts gave voice to the popular view, voiced by telegraph users and promoted by the companies themselves, of the telegraph corporation as a faithful servant of individual families and communities. In so doing, they embedded the historical and popular perception of the corporation as “servant” into the definition of “public service.” This Article exposes the private law of the public service corporation and the noneconomic dimension of the legal category of “public utility.” Current scholarship has focused on how turn-of-the-century jurists developed the category of “public utility” or “public service” corporation to justify state economic regulations that would otherwise infringe on corporations’ newfound constitutional rights. The telegraph cases reveal a concurrent and complementary development in tort law: the imposition of affective responsibilities on certain corporations as well. Illuminating this doctrine offers an example of how the public utility category could be mobilized to protect the emotional as well as economic wellbeing of the public today.

There is an undeniable, growing trend in the current Corporate Social Responsibility (CSR) discussions: the responsibility of corporations to abide by and to protect human rights. This discussion includes potential criminal liability for corporations as well as their management for human rights violations. This article will survey the legal status quo of corporate responsibility in the context of human rights protection in Germany. It will then outline two drafts of legislation: a first draft leaked to the press in February 2019 that did not result in further legislative action, and a second draft recently leaked to the public that included key points for such a legislation to become the new German Human Rights Supply Chain Due Diligence Law.

Purpose: Service State corporations are incorporated entities outside the mainstream civil service established for purposes of public service delivery. Performance of the state agencies is constantly under public scrutiny, in part because much of the funding and equity in them flows directly from the tax base of the Country. However, public procurement process has not matched the expectation of stakeholders in terms of achieving value for money and budget execution. This study therefore, sought to determine the influence of tender evaluation process on operational performance of service state corporations in Kenya. Methodology: This study adopted a survey research design. The study focused on the audit, ICT and Procurement Managers respectively as respondents of the 132 service state corporations in Kenya. Stratified Sampling Design was employed since the study population is not homogenous. Data was collected using self-administered questionnaires. The data collected was analyzed using SSPS version 21. Data analysis was conducted using descriptive and inferential statistics by use of moderated multiple regression analysis. Findings: The findings of this study revealed that tender evaluation process had a significant and positive influence on operational performance of service state corporations in Kenya. The model result found out that the coefficient of determination was 0.424 implying that 42.4% of operational performance of service state corporations in Kenya is explained by tender evaluation process. The study concluded that tender evaluation process was critical in enhancing the performance of service state corporations in Kenya. Unique contribution to theory, practice and policy: The study recommended that, in order to achieve value for money and reduce on cost of acquisition, service state corporations must implement the e-tendering process and adopt a transparent ranking procedure during the Tender evaluation Process. This will discourage against the deliberate use of fake competition by favoring a particular bidder. In addition, procurement purchases should be based on the prevailing market trends and consider the total cost of ownership.

It was established from a simple linear regression that strategic planning has a significant and positive influence on service delivery. Based on the findings, it is recommended that policymakers in the country set a minimum budgetary allocation for state corporations directed towards strategic planning. The study also recommends that administrations across state corporations in the country offer administrative support to the departments and staff tasked with the formulation of strategic plans.

The prevention of corruption in non-profit organizations and public interest organizations that serve the public interest in the private sector plays an important role in pursuing the public good and enhances trust and confidence in the private sector. In our anti-corruption law system, prevention of corruption in the private sector is added to the provisions on breach of trust under criminal law. The Public Interest Whistleblower Protection Act regulates the protection of whistleblowers, and the Medical Service Act, Medical Device Act, Pharmaceutical Affairs Act, etc., are governed by regulations prohibiting receiving bribes or similar payments. There is a need to introduce regulations for non-profit corporations through a legislative reform of the anti-corruption law system. In that sense, we looked at the legal system and regulations on the Australian Charities and Not-for-profits Commission of Australia and considered the implications for improving future anti-corruption legislation in the private sector. In the case of Australia, non-profit charitable corporations are generally afforded with public trust and confidence through the ongoing disclosure, transparency, public education, and independent and powerful authority of the Charity Commission, while sufficiently guaranteeing citizens' autonomy and enjoying tax benefits. We also need to refer to the model of discipline based on autonomy and trust. Regarding the discipline of public interest corporations, it is necessary to consider implementing a newly established public interest committee to prevent dual supervision issues with existing authorities and supervisory agencies such as the National Tax Service, and to develop a new independent management and supervision body as in the case of Australia.

Purpose Bribery continues to significantly inhibit international development. Despite massive efforts to fight corruption, public officials in many developing countries continue to demand bribes. However, multinational corporations face severe sanctions for engaging in bribery. Hence, this paper aims to investigate whether anti-bribery incentives could help to eliminate corruption. Design/methodology/approach This study takes an innovative approach toward eliminating corruption: it investigates the potential role of anti-bribery incentives through qualitative content analysis of 35 semi-standardized interviews with anti-bribery experts from Austria, Germany, Liechtenstein and Switzerland. Findings Concrete recommendations for adjustments to incentive systems are provided in an effort to help multinational corporations fight bribery, and thereby, eliminate obstacles to international development. Originality/value Although the empirical findings are based on conditions Austria, Germany, Liechtenstein and Switzerland, the results have potential global application.

Purpose Arising societal issues challenge corporate social responsibility. The purpose of this paper is to analyze how corporations account for arising issues under different institutional settings: the stakeholder oriented corporate governance model of Germany is hypothesized to produce a different response than the more state dominated Swedish welfare model. Design/methodology/approach This paper takes the reported CSR response of the largest corporations in Germany and Sweden, in relation to the 2015 European refugee crisis, as its case. In total, 157 annual reports are investigated by means of text analysis for statements in relation to the European refugee crisis. Findings Empirically, German corporations are more prone to communicate on this emerging issue, and deploying corporate resources to an emerging societal crisis. Based on that finding, this study concludes that the German model is more in line with international CSR-discourse than the Swedish. Research limitations/implications This study has implications for institutional theory perspectives on CSR accounting-related issues. By comparing two economies that would be characterized as “coordinated market economies” a somewhat different set of topics becomes apparent. Further considering country context could be useful when expanding the debate on CSR accounting. Originality/value This study is the first to empirically investigate corporate diplomacy with regard to the European refugee crisis. Besides others, corporations are important societal players. Therefore, corporations bear both, the obligation to deal with arising issues and the potential to participate in public opinion-forming with regard to those issues.

This article analyses the role of foreign content in the public broadcasting corporations from two major European markets, Spain and the United Kingdom. Through a quantitative approach to schedules and in-depth interviews with the heads of the acquisitions departments, it is demonstrated that RTVE and BBC, both public media corporations, have a very different approach to the scheduling of acquisitions due to their distinct concept of public service remit. While in Spain this is focused on the cultural diversity of programmes, the approach in the United Kingdom is to only promote British productions.

Understanding public distrust of science is both theoretically and practically important. While previous research has focused on the association between political ideology and trust in science, it is at best an inconsistent predictor. This study demonstrates that two dimensions of political ideology—attitudes towards governments and corporations—can more precisely predict trust in science across issues. Using a survey in the United States and Germany on the science of climate change and genetically modified foods, we find that an individual’s trust in science varies across issues and that attitudes towards government and corporations are important predictors of this trust.

Urban mobility revolution is transforming and traditional transportation agencies may be ill-equipped to oversee the changes. Even before the COVID-19 pandemic, U.S. transit ridership was down as more people in metropolitan areas chose the convenience of options like Uber and Lyft. The apparent durability of working from home has exacerbated both fiscal and equity challenges for transit. Meanwhile, vehicle travel is already ahead of pre-pandemic levels in 15 states. The combination of reduced transit ridership and more cars threatens to worsen the challenges posed by climate change. Consumers have demonstrated their preference for the convenience new technologies provide. But the skills and capabilities of traditional urban transit agencies do not foster innovation. We propose that urban mobility be overseen by “Metro Transport Corporations,” public-private partnerships that combine the accountability of government with the entrepreneurial and technology-savvy influence of the private sector to address equity and sustainability challenges while driving superior customer service.

This article discusses the challenges for providers of local public services to adapt to increasing marketization and competition in the public sector. Based on some empirical evidence from local government in Germany, the article describes different adaptive measures in the past and shows the legal restrictions to strengthening performance and particularly competitiveness. Furthermore, the article presents some findings from good practice cases of local service providers in Germany who have successfully exposed themselves to market mechanisms. Finally, the article discusses observed results of increased competitiveness in the local government sector, with special regard to quality, efficiency and public employment. The article concludes with describing necessary elements of a competitive regime for public services and with some general reflections about the role of competition in the public sector.

Purpose This study aims to investigate how holding public subsidiaries affects the information environment of consolidated entities in Germany. Design/methodology/approach The sample consists of German consolidated entities that are traded on major German stock exchanges over the fiscal years 2005-2012 and hold subsidiaries with public common equity. The informativeness of earnings, defined as the association between earnings and returns, is used to investigate how holding public subsidiaries affects the information environment of consolidated entities. Findings Findings suggest that public subsidiary earnings are incrementally informative about consolidated entity returns beyond both consolidated and segment earnings reported by consolidated entities in Germany. An investigation into the factors that affect the incremental informativeness of public subsidiary earnings reveals that public subsidiary earnings are more incrementally informative when, compared to the consolidated entity, they are relatively large, have dissimilar growth prospects and are from the same country (i.e. Germany). Practical implications These findings suggest that this disclosure is useful to investors and that this type of disclosure could be valuable to adopt in other countries that do not have this disclosure requirement. Originality/value These findings contribute to the streams of literature that: investigate ways that regulators can improve the information environment of corporations, compare the informativeness of accounting measures and investigate the informativeness of subsidiary information.

The outbreak of the COVID-19 pandemic led to enormous societal changes worldwide and touched many different areas of daily life. One of the most serious restrictions to contain the pandemic was the closure of schools and kindergartens. Particularly in countries with comparatively low levels of digitalization in schools, this situation opened up opportunities for private actors to gain importance and influence in the education sector. For this article, we draw on policy network approaches and network theory to analyze Twitter discussions around digital learning and homeschooling during the period of school closures in Germany due to the COVID-19 crisis. We use social network analysis to identify the actors involved and their influences in the issue-specific Twitter communication network. In recent years, Twitter has been increasingly used for exchanges on education policy content, mainly by political and civil society actors. Our study shows that with respect to digital learning and homeschooling, it was primarily individual experts and consultants as well as corporations which influenced the discourse. In particular, it appears that Twitter is used as a forum to promote corporations’ own products and platforms, including by globally operating corporations such as Microsoft and YouTube, while public actors remain barely visible.

Purpose While existing literature focusses on the causes and negative consequences of corruption, this paper illustrates the potential use of whistleblowing incentives to combat bribery in multinational corporations. The purpose of the present study is to highlight that anti-bribery mechanisms, which have already been successfully applied in the public sector, may also be deployed in multinational organisations. Design/methodology/approach A two-step qualitative research process was used. Informal interviews were conducted with 35 corrupt public officials, followed by formal interviews with 35 compliance experts and law enforcement officers. During the interviews, the advantages and disadvantages of whistleblowing incentives in multinational corporations were discussed. The interviewees’ responses were subjected to content analysis. Findings The principal finding was that rewarding employees with significant monetary bonuses may help to increase anti-bribery whistleblowing. However, such bonus payments should be made in only major cases of bribery to safeguard multinational corporations, company cultures and trust among employees. Research limitations/implications The findings convey the perspectives of the 70 interviewees based in Austria, Germany, Liechtenstein and Switzerland. Practical implications The paper offers suggestions to multinational corporations on how to effectively combat corruption and other forms of white-collar crime. Originality/value While the empirical findings are based on a European sample, the results may be applied globally.

Purpose Previous in-depth focus groups found that postal workers employed by a crown corporation in Canada identified a lack of respect in the workplace. A lack of respect or discourteous behavior might be better understood as a phenomenon of workplace incivility. The purpose of this paper is to report a larger cross-sectional survey to determine: the magnitude of workplace incivility among Canadian postal workers; any association between incivility and indicators of worker well-being; and, the potential buffering benefits of social support from co-workers. Design/methodology/approach Questionnaire packages were mailed to nearly 2,000 employees of Canada Post Corporation, asking for anonymous responses to questions about their job, demographics, satisfaction and commitment, treatment in the workplace, and well-being. Findings More than 82 percent of 950 respondents reported at least some workplace incivility. After controlling for demographic and work factors, incivility explained significant variation in worker burnout, anxiety, depression, and hostility (i.e. adjusted R2 values ranged from 5 to 46). In addition, the association between incivility and worker anxiety, depression, and hostility was reduced when workers reported greater social support from co-workers. Research limitations/implications Incivility is more than just a minor or infrequent source of psychological distress for people working in service. However, a positive outcome is that co-worker support helps reduce the adverse effects of rude and discourteous behavior. Originality/value To our knowledge, this was the first large-scale survey exploring workplace incivility in the public postal service. The data from a large sample of postal workers across Canada suggest that the treatment of employees is an ongoing problem at this organization. This research is relevant for understanding workplace interactions and health in the service sector in Canada, though the authors expect it is germane also to other occupations worldwide.

Responsibilities and common prohibitions for persons occupying positions in Federal public service were imposed on employees of state corporations and public companies, working on the basis of an employment contract, to implement the provisions of the UN Convention against corruption 2003 and to establish a unified system of prohibitions and restrictions that ensure the prevention of corruption in the Russian Federation. There is a new rule providing for disciplinary action for neglect of duty and violation of the prohibitions specified employees in the Labour code of the Russian Federation. Establishing at the legislative level the features of labour regulation of employees of state corporations and state companies and as a consequence disciplinary responsibility for non-compliance is caused by specifics of activities of state corporations and state companies, established by the Russian Federation to perform the tasks assigned to Federal government agencies.

The current global media scenario, dominated by private transnational conglomerates that operate in a multiplatform context, brings the debate on the future of public service media (PSM) back to the fore. These operators are facing a redefinition of their operational strategy, not only in their linear broadcasting but also in the online space. Through in-depth interviews with the digitization managers, this article studied the case of Spanish regional PSM to analyze how these corporations are adapting to the new scenario through the development of their own video-on-demand (VoD) websites. The results show that these corporations are in their infancy in the platformization experience, operating without a sound strategy. In addition, this study identifies how the dilemmas historically faced by PSM have been reconverted into emerging identity, economic, and legitimacy challenges that require new strategies.

This article focuses on the link between administrative reform and decentralized corruption in German municipalities. It argues on the basis of survey findings, that the decentralization process of public service delivery from core administration to public enterprises during the last years has not only resulted in a shift of administrative authority, personnel and financial resources to newly established public enterprises but also in a shift towards decentralized corruption. Findings show that the perceived quantity of decentralized corruption is as high as bureaucratic corruption. In the course of decentralizing public service delivery to new administrative bodies, municipalities have missed the opportunity to adapt their audit systems. Old corruption risks have been shifted to public enterprises and new opportunities for corruption have been created. The data presented are based on a survey conducted with local audit experts and analyze the motivation, opportunity, and possibility for decentralized corruption.

Online payment is a trend that is gaining momentum globally. As a result of digitisation, the advent of online banking has increasingly made its way into the modern marketplace, serving not only customers but also corporations. The primary data were gathered from 287 participants. Stratified random sampling was used. Structure Equation Modelling (SEM), reliability, convergent, discriminate validity and model fitness were achieved through SmartPLS 3 (Christian M. Ringle, Germany). The findings reveal that efficiency, reliability and service quality have a significant direct effect on customer satisfaction and customer retention. It also shows the significant effect of efficiency, reliability and service quality when using customer satisfaction as a mediator for customer retention. It is possible that the data gathered may be valuable for both banks and enterprises interested in entering the Indian market. This research also specifies four main components of E-banking: efficiency, reliability, service quality and customer satisfaction.

With the surge of populism in Europe, public service broadcasting has come under increased pressure. The established media are considered part of the corrupt elite not serving the interests of the people. The public service media, for which pluralism is at the core of their remit, are a particular thorn in the side of the populists. Therefore, they attack the financial basis of public service, which is supposed to guarantee their independence. The populist attacks on the traditional broadcasting corporations meet with the interests of neoliberal politics and of those political actors who want to evade public scrutiny and democratic control and do no longer feel committed to democratic accountability. The assaults on the public service media are thus an assault on freedom of the media and further increase the pressure on the democratic system.

Pressure (2018–), for the public service content network ‘funk’ (ARD and ZDF). An analysis of the German adaptation of the Norwegian television and web series Skam (tr. Shame) (NRK3, 2015–2017) shows how public service broadcasting (PSB) in Germany is changing due to the influence of social media. To reach a younger audience, PSB has to meet them on third-party platforms. Consequently, PSB must provide content that fits the mobile media environment of social media.

Furthermore, local governments are mandated to deliver maximum satisfaction with allotted incentives by way of rating public service innovations. However, in reality, several complaints continue to emerge, therefore, intense and prompt interventions are required, with strict considerations capable of enhancing public service innovations. Based on these challenges, the authors attempt to elaborate and analyze the leadership quality and the accompanying impact on service innovation, both directly and indirectly through motivation and team performance in public organizations. The subject of the study is the process of evolution of domestic criminal legislation in terms of criminalization of acts committed by employees of corporations using their official position, special attention is paid to the heads of commercial corporate organizations. The article examines the abuse of official position in the context of the development of society in the territory of modern Russia in the pre-revolutionary era, during the period of Soviet power and after perestroika. It describes the development of corporate and non-profit structures in the context of the development of bourgeois relations and the transition from private service to nationalization in the Soviet era, the impact of this fact on the increase in the number of official crimes. The author analyzes the impact of legal changes on the understanding of official crime, including the principles of criminal responsibility, the qualification of acts and differences in the criminal legal assessment of abuses by public officials and non-state employees. The research method is a consistent historical and legal analysis of the substantive and procedural criminal legislation of the Russian Empire, the RSFSR and the Russian Federation in the part under consideration. The historical analysis of the evolution of the institute of executive responsibility for crimes against the interests of service in corporations conducted in this article allows us to draw the following conclusion: understanding over several centuries the issues of criminal law regulation of corporate executives' responsibility has led to an awareness of the different legal nature of public service and service in corporate structures, entailing inadmissibility a unified approach to the criminal law assessment of abuses by public officials and non-governmental employees. Despite the apparent similarity, due to these differences, a different approach is required to the criminal legal assessment and measures to counteract these, undoubtedly, inherently different acts. Thus, the appearance in the criminal legislation of Russia of a system of crimes against the interests of service in corporations is unambiguously historically and economically conditioned.

Purpose Chinese outward foreign direct investment (OFDI) often causes negative public responses, particularly in western industrialized countries. An important instrument of Chinese multinational corporations (MNCs) to overcome these concerns is the use of political strategies. The paper aims to discuss these issues. Design/methodology/approach Based on institutionalist theory, the author formulates research hypotheses and tests them with a sample of 611 subsidiaries of Chinese MNCs in Germany. Findings The study shows that CEO political connection is positively associated with the use of the information and financial incentives strategies, while state ownership influences the use of the financial incentives and reputation-building strategies. Also, moderating effects of subsidiary age on these three political strategies are revealed. Originality/value The author derives implications for the literature on corporate political strategies as well as for research on Chinese OFDI, institutional theory and international management theory.

This study explores differences in decision making processes of public and private organizations in the service industry when they acquire information technologies (IT). The service sector has become increasingly important for economic growth and wealth in the United States. It is the fastest growing sector among the three traditional sectors: goods, manufacturing and services. Aside from the fast growing privately organized service business, public organizations have played an important role as service providers for many years. The public sector has also undergone significant changes towards privatizations. Public service organizations have started to compete with the private sector. Thus, they are forced to improve the speed and efficiency of their decision making processes. The study accomplishes this by specifically investigating IT-purchasing decisions of three private corporations, one academic institution and the United Nations. The study makes use of expert interviews done on site or on line with mid and high-level decision makers of the five organizations.

This study aims to develop a framework for measuring higher education performance as the Public Service Agency. The authors adapted one of the measurement models, namely the Balance Score Card Model. This is a qualitative study with library research type. The data collection uses literature documents related to the discussion subject. The results show that the Balanced Scorecard Model could be used to measure the performance of higher education institutions that has the mandate as the Public Service Agency. The target of the Balanced Scorecard Model is developed to measure the corporation. Corporations and public institutions have different objectives, characteristics, and philosophies. However, the model can be utilized to measure the performance of public institutions by adapting the components from each perspective. This study contributes to the development of higher education performance measurement framework serving as the Public Service Agency.

Over the past decade, public service media (PSM) have increasingly distributed content through digital platforms, most prominently YouTube, Facebook, Twitter, and Instagram. This article explores how this process of platformization, the integration of digital platforms in PSM, affects the public service remit of promoting key public values, such as universality, independence, and diversity. Specifically, it interrogates how Dutch PSM imagine platforms and their users, as well as how these imaginaries affect online public service strategies. The starting point is the notion of platform imaginaries: the ways in which social actors understand and organize their activities in relation to platform algorithms, interfaces, data infrastructures, moderation procedures, business models, user practices, and audiences. The analysis of these imaginaries builds on key public service policy documents and 15 interviews with employees from the NPO (Nederlandse Publieke Omroep; the governing body), the broadcasting associations, SKO (audience measurement service), and the Ministry of Education, Culture and Science. Our analysis of these materials shows that the online strategies of Dutch PSM are guided by three imaginations of platforms as (a) intermediaries that function on the basis of specific “laws,” (b) places where new audiences reside, and (c) powerful corporations that largely operate beyond the national sphere of influence. These platform imaginaries consist of a complex of interrelated observations, arguments, ideas, and practices, which are generally accepted and partly contested. The main bone of contention is how platform audiences should be seen. It has been difficult to reconcile competing ideas about audiences and, consequently, about the role of PSM in a platform environment, as broadcasters and policy makers lack the necessary (aggregate) data to determine how the media landscape is exactly changing and what the best public service response is. The conclusion of the article proposes a number of steps to resolve this deadlock.

Consulting services have been the fastest growing segment of public accounting over the past decade. However, very few empirical studies have addressed determinants of consulting service quality from the client's perspective. The objectives of this study are to: (1) determine the reliability, validity, and explanatory power of a service quality model in an accounting and nonaccounting provider environment, and (2) explore the association between the type of provider, the type of service provided, and the interaction between provider type and service type and perceived service quality. A survey of 272 controllers of U.S. middle-market corporations provides the data for this study. Descriptive and statistical results indicate that a 13-item scale appears to be a viable instrument for differentiating client perceptions of service quality. In addition, client perceptions of service quality appear to be affected by the type of service provided, but not by the type of provider or by the interaction of provider type and service type.

The article tried to find points of contact and compare two different ways of organizing work in the state: the public and private sectors. It was chosen to analyse and look at the provided perspectives and employee motivation opportunities in the civil service and the corporation. Is it possible to equate the way of organizing the work of the state, by which the state ensures its functions and services to the public, to corporate management? Every self-respecting country must have a prestigious and competitive civil service. In order to make the civil service competitive in the labour market, the government is undertaking another civil service reform. How effective the new reform will be, the public will not feel it immediately. Differences and similarities, shortcomings and new discoveries in public service to ensure and meet the needs of society. The article provides analytical information about the place and role of the civil service in the modern, rapidly changing society. The new public management plays a big role in the human resources management of the civil service; therefore, an attempt was made to compare the experience of the civil service and private corporations, and the comparative analysis method was chosen for the study. Globalization is the increasing interaction of peoples, states or countries through the growth of the global trade, international flow of capital, ideas and culture. The paper discusses how privatization of public corporations and invention of information and communication technology (ICT) lead to the retrenchment and casualization of public servant. The aim of this study is to examines the impact of globalization on the public servant in Nigeria. The methodology involves the use of secondary data, through a systematic literature review which entails the document analysis of related matters. The findings reveal that globalization infringes on the right of a public servant by making them vulnerable without job security. The paper concludes that government must stop unfair labor practice such as retrenchment and casualization of workers, and improve good working conditions to make public servant more productive.

By shining a light on the previously neglected combination of public service media (PSM) and the audience perspective, this paper adds to the debate on (algorithmic) news personalization. While news personalization may offer new opportunities, it can clearly also conflict with the PSM mission of universality of access, reach, and content. This empirical study compares the audience perspective on the news personalization of users and non-users of public service news in Germany, France, and the UK. Overall, the findings of the online survey show that users of public service news in Germany and the UK—in comparison to non-users of these services—perceive more risks such as missing out on certain topics or viewpoints, place greater value on a shared public sphere, and more strongly prefer a news selection primarily made by professional news editors. In France, however, the differences between users and non-users of public service news are rarely significant, which is interpreted against the background of the different media systems and the role of PSM. The findings add to the understanding of what public service news audiences expect PSM organizations to provide while keeping the difficult balance between personalization and universality.
