This chapter aims to establish the first years of the French Revolution as a radical experiment in the practice of democracy, and to overturn the ‘moderate’ or ‘liberal’ perspective that many historians have adopted. Following the wholesale destruction of the ancien régime and the principles laid down in 1789 for the creation of a replacement, a new political culture emerged. The administrative framework that was rapidly instituted was by no means decentralized, but it proved incapable of controlling the great explosion of political activity and discussion, which subverted rather than supported the foundation of representative government. The analysis of elections, clubs and newspapers that flourished nationwide demonstrates these unruly dynamics of revolutionary citizenship, which the constitutional monarchy struggled to circumscribe. Despite the concerted efforts made to close this period of upheaval with the inception of the Constitution in the autumn of 1791, the Revolution was far from over.

Every year the EU Commission issues thousands of rules based on powers delegated by the Council of Ministers and the European Parliament. But delegation is carefully controlled. Traditionally, control has been exerted through a system of committees of member state representatives (‘comitology’). However, this system was contested by the European Parliament which was left without any influence. The Lisbon Treaty introduced a new control regime for delegated powers, the so-called delegated acts system, which was meant to supplement the existing system. The new system involves direct control by the Council of Ministers and the European Parliament and thus for the first time gave the European Parliament real influence over delegated powers. However, the choice over which delegation regime to use in practice has turned into one of the most vehement institutional conflicts in the EU political system. Controlling the EU Executive represents the first comprehensive investigation of this conflict. It does so by a combination of methods and data, including process-tracing of the introduction of the new system in the Lisbon Treaty, case studies of selected post-Lisbon delegation situations, and statistical analysis of data sets comprising hundreds of post-Lisbon legislative files.

This chapter focuses on Lagos elite women's sexual politics. Lagos elite women were the first to insert illicit sexuality into their long list of projects aimed at improving women's sociopolitical and economic visibility. Like the male nationalists, they expressed optimism that the 1940s prohibitionist regime would help curb the menace of prostitution, especially the trafficking of girls. With time, the elite women would be disappointed by the paradoxical situation resulting from anti-prostitution laws: on the one hand, they fulfilled the demand for policing prostitutes and controlling the influx of girls into Lagos, but on the other hand, they opened up new arenas for the violation of women's rights.

This chapter turns from preferences on delegation regimes to decisions and examines how differing preferences are turned into decisions. It focuses on two factors in addition to preferences. First, legislation in the EU is decided under different procedures which provide the actors with different powers to act on their preferences. Second, legislation comes with transaction costs. Controlling delegated powers takes time and requires staff with technical insight. These costs are bearable to the member states in the Council of Ministers because they can rely on their national ministerial systems to exercise control. However, for the European Parliament, exercising control in practice is demanding. The Parliament is therefore likely to choose its battles with more care than the Council. The aim of this chapter is to understand the overall post-Lisbon pattern of delegation and control structures resulting from the numerous negotiations in daily legislative practice.

This chapter provides a description of the political and economic crises of the mid-1990s that led to the loss of the PRI’s majority in the Chamber and the presidential defeat in 2000. Even as leaders of the authoritarian regime grappled with downward electoral trends, groups within the party began to battle among themselves over the timing and scope of the transition and of party change. The PRI adapted to the rigors of electoral competition because vote-winning groups within its ranks took over the party and defeated their internal rivals, who were less able to respond to the challenges of the ballot box. Political institutions such as federalism and the two-tiered electoral system helped define winners and losers within the party and gave the winning groups—the party’s governors and the national party officers—ways of controlling resources (candidacies and finances) that did not come into direct conflict.

In response to the Covid-19 pandemic, governments have implemented a variety of extraordinary legal and policy measures to protect lives, mitigate the spread of the virus, and prevent health systems from breaking down. These measures have often included curbing some human rights, restricting travel, shuttering up classrooms, suspending government services, ordering the temporary closure of businesses, controlling or curtailing news reporting, and sometimes delaying elections. To do this, many governments have activated emergency legal frameworks that provide for the assumption of emergency powers by the executive and, in some cases the weakening or setting aside of ordinary democratic checks and balances. It is helpful to understand the different types of laws relied upon (or not) by governments to justify their assumption of emergency powers and their imposition of emergency measures. This paper examines and compares different types of legal bases for emergency powers, built-in safeguards and constraints specific to each type of emergency regime, the factors that may influence choices about which emergency legal response to apply, and the associated advantages and risks

Between the Ottomans and the Entente is the first social history of the First World War written from the perspective of the Arab diasporas in the United States, Brazil, and Argentina. The war between the Ottoman Empire and the Entente Powers placed the half million Syrian, Lebanese, and Palestinian migrants living abroad in a complicated geopolitical predicament. As Ottoman citizens living in a pro-Entente hemisphere, Arab migrants faced new demands for loyalty by their host societies; simultaneously, they confronted a multiplying legal regime of migration restriction, passport control, and nationality disputes designed to claim Syrian migrants while also controlling their movements. This work tracks the politics and activism of Syrian migrants from the 1908 Young Turk Revolution through the early French Mandate period in the 1920s. It argues that Syrian migrant activists opposed Ottoman rule from the diaspora, collaborating with the Entente powers because they believed this war work would bolster the cause of Syria’s liberation from Unionist rule. Instead, the Entente Powers used support from Syrian migrant communities to bolster colonial claims on a post-Ottoman Levant. This work captures a series of state projects to claim Syrian migrants for the purposes of nation-building in the Arab Middle East, and the efforts of Syrian migrants to resist the categorical schema of the homogenous nation-state and policies of partition and displacement.

Despite deep differences in their political systems, legal regimes, and economic structures, emerging markets share a recent history of rapid economic growth and capital market expansion. This chapter explores the degree and direction of transformation in corporate governance in emerging markets in the last decades. It begins by surveying the interaction between the ownership structures prevailing in emerging markets – marked by the presence of controlling shareholders, business groups, and state ownership – and the underlying institutional environment. It then examines the driving forces of change by comparing the relative roles played by legislatures, regulators, courts, and alternative institutional arrangements in corporate governance reform in Brazil, Russia, India, and China (collectively known as the BRIC countries). The chapter concludes by evaluating the degree of convergence and persistence in emerging markets governance, and underscoring the need to consider the particular contextual significance of different practices.

Empire is regularly defined as a political unit of large extent controlling a number of territories and peoples under a single sovereign authority. Of the three criteria, only one, sovereign authority, is quantified. In the early sixteenth century, maritime Europe, starting on its own path to empire, encountered large imperial regimes across the globe — the Ottoman, Safavid, Mughal, Ming, Aztec, and Inca — each of which had an identifiable genealogy and model. To a meaningful degree, global political history is simply the oscillation between universal empires and multi-state systems. In their expansive modes, empires destroyed and created states and were similarly productive in decline, devolving back into smaller polities, some entirely new and others merely refashioned. Standard imperial policies had profound cultural consequences. Population transfers, garrisons, and colonies produced close encounters, while secure lines of communications and interest in things foreign produced long-distance exchange.

This multi-disciplinary treatment encompasses the history of fire use in the savannas, the post-settlement changes that altered fire patterns, the personal histories of a small number of people who lived most of their lives on the plateau and, critically, their deep knowledge of fire and how to apply it to care for country. This book presents the history of southern Iberia and the western Maghrib, and the Strait of Gibraltar between them, as a single bicontinental borderland, from roughly 1850 to 1970. Drawing on primary and secondary sources from several countries, it posits a long historical arc of transformation from a remote and hostile religious frontier into a multilaterally managed regional order. By the nineteenth century, the Strait of Gibraltar was becoming a dynamic focus of imperial positioning, migration, brigandage, and exchange. As a consequence, coastal outposts like Tangier, Gibraltar, and Melilla became centers of an emerging bicontinental society bringing together a kaleidoscope of ethno-religious groups. These developments produced conflict but also drew sovereign powers together to confront common challenges, such as controlling epidemic disease, defeating warlords, and managing borders. Thus, over the course of a century, despite periods of considerable violence, an international order gradually emerged in the western Mediterranean. As European empire withdrew in the late twentieth century, the region did not revert to the hostile frontier of earlier times but inherited the legacy of a relatively stable and resilient regional order. Conceptualizing the borderland in this way provides a single transnational framework to explore connections between Mediterranean geopolitics, colonialism, border formation, smuggling and brigandage, and the civil and international violence of the twentieth century. It also addresses the role of mobility in international relations, the dynamics of Muslim-Jewish relations in the context of European empire, and the ongoing controversies over Gibraltar, Ceuta, and Melilla.

The aim of this study was to map existing country policies and initiatives addressing population dietary sodium reduction in the Region of the Americas; to identify policy gaps following what is outlined in the World Health Organization (WHO) “Best Buys” most cost-effective recommendations for the prevention and control of diet-related noncommunicable diseases (NCDs); and to discuss priorities for future work to reduce population salt/sodium intake. We analyzed data from 34 countries in the Region. A review of different databases informed the mapping. Databases included (1) responses from the online Survey on National Initiatives for Salt/Sodium Reduction in the Americas carried out by PAHO in 2016; (2) the databases from the 2017 and 2019 PAHO Country Capacity Surveys for NCDs and Risk Factors; and (3) the repositories of legislation of the PAHO REGULA initiative as of 2018. Research in these databases was complemented by electronic searches on official websites from the ministries of health, education, and agriculture and the library of the national congress in each country. Additionally, when available, government regulatory gazettes were reviewed. National policies that have adopted the most cost-effective interventions for preventing and controlling diet-related NCDs of WHO “Best Buys” included reformulating food products with both voluntary (n=11/34) and mandatory (n=2/34) targets; establishing a supportive environment in public institutions (n=13/34); consumer awareness programs (n=26/34) and behavior-change communication and mass media campaigns (n=(0/34); and implementing front-of-pack labeling (n=5/34). We also found that some countries have implemented regulations that restrict marketing of foods high in salt/sodium to children (n=5/34), or are using nutritional labeling that includes sodium content, either voluntary (n=9/34) or mandatory (n=10/34). However, no country in the Region has implemented taxes on high salt/sodium foods. Based on our review, we concluded that there has been a significant advance in policies to reduce sodium intake in the Region of the Americas in recent years. However, we identified that the level of implementation is quite varied and is challenging to assess. Despite the progress, there remains much work to do on this issue, especially in countries where there is limited or no action yet. Reducing sodium consumption is a cost-effective intervention that can save many lives by preventing and reducing the burden of diet-related NCDs. Therefore, a further call to action is needed for governments to accelerate efforts to meet the 2025 global target of a 30% relative reduction in mean population intake of sodium.

How do local leaders govern in a large dictatorship? What resources do they draw on? This book examines these questions by looking at one of the most important authoritarian regimes of the twentieth century. Starting in the early years after the Second World War and taking the story through to the 1970s, the book charts the strategies of Soviet regional leaders, paying particular attention to the forging and evolution of local trust networks. The book begins with an explanation of what dictatorship is and how it works, and it analyzes how countries move from one form of dictatorship to another. It also looks at the most important dictatorships of the modern era in a new perspective. It focuses on the personal dictatorship that formed in the Soviet Union from the 1930s that center on the supreme leader, Joseph Stalin, and talks about substate dictators that were nested in Stalin's statewide dictatorship. The book builds on recent developments in the theory of dictatorship, such as the distinction between the dictator's problem of controlling threats from the masses, the problem of authoritarian control, and the problem of authoritarian power sharing. It discusses the challenges that substate leaders faced after the war and the party-based tools they used to forge networks. The book moves on to examine the stabilization of hierarchies and the changing balance between co-optation and political exclusion after the war, and explores the various ways in which substate leaders responded to new impulses at a regional level. It looks at the succession struggle in Moscow and its effects on the environment in which substate leaders operated. The book's conclusion suggests how a public discursive framework can help provide a benchmark for comparing the Soviet Union with other regimes, including that of contemporary post-communist Russia. It summarizes how substate leaders and their strategies can shed light on dictatorship and on how it changes over time. It also explains that the Soviet case falls into two broad categories, one empirical and historical, the other comparative and theoretical. The chapter draws attention to a parallel act of delegation at the regional level. It also recounts how Joseph Stalin handed over power on a provisional basis to regional leaders due to his inability to penetrate the inner recesses of local administration.

It will be impossible to hold the planet to a 1.5 degrees Celsius temperature rise without controlling methane and carbon dioxide emissions from the oil and gas sector. Instead, oil and gas are becoming more climate-intensive to supply using technologies like fracking oil and liquefying gas—even as these abundant resources continue to be used to fuel cars, heat homes, and produce consumer goods like shampoo, pajamas, and paint. Policymakers, financial investors, environmental advocates, and citizens need to understand what oils and fossil fuels are doing to our climate to inform decision-making. In No Standard Oil, Deborah Gordon shows that no two oils or gases are environmentally alike. Each has a distinct, quantifiable climate impact. While all oils and gases pollute, some are much worse for the climate than others. In this study, several aspects of Saxion spin-offs have been analysed, the numbers, workplaces, location, migration, gender issues, different economic sectors and survival rates. The main question underlying all these analyses was what the impact of Saxion as university of applied sciences is on the regional economy of the two regions in which it is located. From the literature, the concept of an entrepreneurial ecosystem, as explanatory factor for the observations that in certain regions more graduates or staff members start their own business and that such an ecosystem helps small fledgling businesses to survive and grow is an interesting concept. Unfortunately, the theoretical foundations are still not fully crystallized, therefore measuring the actual influence of such entrepreneurial ecosystems is still a difficult exercise. In this study, Saxion spin-offs from two regions, Twente and the Cleantech Region, have been analysed, and several differences in terms of number of spin-offs, employment, migration patterns and survival rates have been identified. Since the spin-offs are from the same university of applied sciences, with the same policy regarding support of entrepreneurship and both regions are located outside of the economic core regions of the country, it appears as if the strength of the regional context, the regional entrepreneurial ecosystem and the business opportunities it provides is a factor in explaining why there are more spin-offs in Twente (even when controlling for the larger size of the Saxion campus in this region). If one assumes that the strength of the entrepreneurial ecosystem is stronger in Twente (among others because of existing business networks, the availability of a world class research university, the University of Twente and a business support organization like Novel-T), it would explain why spin-offs located in this region on average offer more workplaces, and have a higher survival rate than in the Cleantech Region. Gender differences related to entrepreneurship are present in Saxion spin-offs, female graduates and staff members are much less likely to start a spin-off company than their male counterparts. When females do start, their spin-offs are on average much smaller in terms of workplaces offered. Their businesses have on average an equal survival rate than those started by a male entrepreneur. Findings from the literature on the subject and the numbers found in this study suggest that there is a need for specific programs in Saxion targeting females, to at least think about starting their own business. Also, specific mentoring programs for spin-offs with female entrepreneurs may help to let these businesses grow and increase their regional economic impact. Saxion spin-offs can be found in many different sectors, something understandable given the broad spectrum of study programs in Saxion. Even though most spin-offs remain micro sized businesses, certain economic sectors seem to offer better scalable business models, especially in sectors such as industry, information and communication technology businesses and business support services. The number as well as employment in the more innovative and internationally competitive topsectors is much higher in the region Twente than in the Cleantech Region, possibly another consequence of the – apparently – stronger regional entrepreneurial ecosystem in Twente. An often-stated argument for regional economic development is that investing in spin-off companies will help to create workplaces in the region, since companies are not very likely to move. In this study, the data on migration of spin-offs have been compared with the migration of graduates, based on the HBO-monitor survey.
