Les lois de contrôle des machines à courant alternatif, asynchrones et synchrones, sont aujourd'hui assez mûres. Le contrôle vectoriel est un cadre général pour la modélisation, l'analyse et le contrôle des machines à courant alternatif. Une approche de synthèse basée sur le modèle est souvent utilisée, et les paramètres de la loi de commande sont définis en fonction des paramètres de la machine. Un variateur de vitesse standard est utilisé dans la plupart des applications industrielles pour contrôler la vitesse du moteur alimenté par le réseau électrique. Dans ce cas, le variateur est appelé « variateur polyvalent ». Selon le type de machine à courant alternatif, un contrôleur spécifique est nécessaire. Pour ce faire, les fabricants de variateurs devront inclure différentes lois de commande dans leur variateur. Par conséquent, l'ajout de ces lois nécessitera beaucoup de mémoire et de capacité de calcul. En outre, le changement de type de machine modifierait la loi de commande. Ce problème peut entraîner de nombreuses difficultés, telles que des coûts d'installation plus élevés, des délais de mise en service et des réglages supplémentaires. C'est pourquoi la recherche d'un « universal drive » se poursuit depuis plus d'une décennie. Cette thèse présente une étude approfondie sur le sujet de la commande unifiée pour les machines à courant alternatif. Dans le cadre de cette thèse, nous abordons l'unification de la modélisation, la conception d'observateurs et les aspects de contrôle dans le contexte des machines à courant alternatif. Pendant des décennies, les modèles CA ont été étudiés séparément dans la littérature. Cependant, grâce aux similitudes entre les machines électriques, un cadre de modélisation unifié est proposé. Le modèle unifié repose sur des paramètres équivalents du stator facilement identifiables, quel que soit le type de machine. Sur la base du modèle unifié, une contribution clé a été apportée dans cette étude, à savoir la conception de trois nouveaux observateurs de flux unifiés pour suivre les positions du flux du rotor ou du stator, quel que soit le type de moteur. Grâce à l'observateur de flux unifié, une loi de commande vectorielle unifiée pour les machines à courant alternatif devient possible. The control laws of AC machines, asynchronous and synchronous, are pretty mature today. Vector control is a general framework for AC machines' modeling, analysis, and control. A model-based synthesis approach is often used, and the control law parameters are defined according to the machine parameters. A standard variable speed drive is used in most industrial applications to control the speed of the motor powered by the electrical network. In this case, the drive is called a “general-purpose drive”. Depending on the type of AC machine, a specific controller is needed. This will require the drive's manufacturers to include different control laws in their drive. Consequently, adding these laws will require a lot of memory and computing capacity. Furthermore, changing the machine type would alter the control law. This problem could lead to many issues such as higher installation costs, commissioning time, and additional tuning. For this reason, the search for a "universal drive" scheme has been going on for more than one decade.This thesis presents an in-depth study on the subject of unified control for AC machines. Our goal is to innovate a unified control law for electric machines, particularly asynchronous and synchronous machines, for use in future general-purpose variable speed drive products. As a part of this thesis, we address the unification of modeling, observer design, and control aspects in the context of AC machines. For decades, the AC models have been studied separately in the literature. However, thanks to the similarities between electric machines, a unified modeling framework is proposed. The unified model relies on easily identifiable stator equivalent parameters regardless of the specific type of machine. Based on the unified model, a key contribution was made in this study, which is the design of three novel unified flux observers to track rotor or stator flux positions, regardless of the motor type. Thanks to the unified flux observer, a unified vector control law for AC machines becomes possible. Experimental data verify the proposed control law for induction machines and permanent magnet synchronous machines. Theoretically, the proposed solution highlights the potential for a “universal AC motor drive" that doesn't need any information on the motor type. However, the unified control law performs poorly at low speeds, where a unified startup method is needed

Le Massif armoricain et le Massif central renferment la majeure partie des minéralisations filoniennes à antimoine du varisque français. Malgré leur intense exploitation, il n’existe pas de consensus sur leur modèle métallogénique et la relation entre antimoine et or reste obscure. Cette étude est centrée sur 4 districts : i) la Bellière, ii) la Vendée, iii) la Lucette pour le Massif armoricain et iv) le district de Brioude-Massiac dans leMassif central à fins de comparaisons. Nos résultats montrent que les minéralisations à antimoine étudiées sont très similaires entres elles avec une formation à faible profondeur (< 5 km), et une évolution en 2 stades : i) précoce à arsénopyrite formé entre 350-280°C, formé par des fluides aquo-carboniques principalement métamorphiques, ii) tardif à stibine-or entre 120-200°C formé en réponse à une baisse de température due à l’arrivée dans le système d’eau météorique de faible salinité. Toutes les minéralisations à antimoine et antimoine-or possèdent de l’or « invisible » piégé dans l’arsénopyrite (et la berthiérite ?), et de l’or natif associé avec la stibine. Cet or natif est responsable des fortes teneurs et relève essentiellement de processus de reconcentration (la Lucette). A l’échelle du Massif armoricain, les minéralisations à Sb sont contrôlées structuralement par les grands décrochements dextres d’échelle crustale qui drainent les fluides durant la période tardi-varisque, vers 310-300 Ma, un calage chronologique confirmé par la datation U-Pb ICP-MS de l’apatite de la Lucette. Elles sont donc postérieures aux minéralisations de type « or orogénique » du Massif armoricain (la Bellière) mises en place entre 340-325 Ma, mais synchrones de l’événement « or 300 » dans le Massif central. Nous proposons que l’ensemble des minéralisations à antimoine soit regroupé dans le sous type « épizonal » du modèle « or orogénique »
The French Variscan domains, particularly the Armorican Massif and the Central Massif, contain most of the antimony vein ore deposits. Despite their intense exploitation, there is no consensus on their general metallogenic model and on the relationships between antimony and gold remains unclear. This studyfocuses on 4 districts: i) la Bellière, ii) Vendée, iii) la Lucette, in the Armorican Massif, and, iv) Brioude-Massiac district in the Central Massif to compare with the Armorican Massif. Our results show that antimony ore deposits studied are very similar to each other with a shallow depth formation (<5 km), and an evolutionin 2 stages: i) an early one with arsenopyrite formed between 350-280°C, formed by metamorphic aquocarbonic fluids, ii) a late one with stibnite-gold between 120-200°C formed in response to a temperature drop due to arrival in the system of low-salinity meteoric water. All antimony and antimony-gold ore deposits have"invisible" gold trapped in arsenopyrites (and berthierite?), and/or native gold with stibnite. This native gold is responsible for high grade ore, and is largely due to reconcentration processes (la Lucette). At the scale of the Armorican Massif, the Sb ore is structurally controlled by large crustal-scale dextral strike-slip faults thatdrain fluids during the late-Variscan period, around 310-300 Ma. This chronological setting is confirmed by U-Pb dating by LA-ICP-MS on the apatites of la Lucette deposit. They are younger than the "orogenic gold" mineralization formation in the Armorican Massif (le Bellière) set-up between 340-325 Ma, but coeval withthe "or 300" event in the Central Massif. We propose that all antimony ore deposits can be grouped in the "epizonal" subtype of the "orogenic gold" model

Un système de puissance électrique est un réseau complexe de composants électriques utilisés pour fournir, transmettre et utiliser l'énergie électrique. Son objectif final est d'offrir un service fiable, sécurisé et ininterrompu à l'utilisateur final, cela signifie, tension constante et fréquence constante en tout temps. Aujourd'hui, la tendance de la production d'électricité est vers un réseau interconnecté de lignes de transmission reliant la génération et les charges dans des grands systèmes intégrés. En fait, un réseau de système de puissance est considéré comme la machine la plus complexe et plus jamais construite par l'homme car elle peut s'étendre sur tout un continent. Pour cette raison, l'amélioration de la stabilité transitoire des réseaux électriques est d'une grande importance dans la société humaine, car si la stabilité est perdue, le collapse de la puissance peut se produire dans une grande zone peuplée et de graves dommages seront portées à l'économie régionale et les conforts des consommateurs. Par conséquent, compte tenu de tous les problèmes présentés avant, ce travail de recherche aborde la stabilisation transitoire des systèmes de puissance multi-machines soumises à des perturbations du réseau à partir de deux approches: la centralisation, qui considère aucune limitation dans l'échange d'informations d'un réseau donné, et d'autre part, la décentralisation, qui suppose l'échange d'informations n'est pas disponible. À cette fin, d'abord, nous introduisons une nouvelle théorie de commande pour stabiliser globalement systèmes triangulaires non linéarisables globalement en utilisant une commande de rétroaction d'état dynamique non linéaire, qui diffère de backstepping puisque la forme stricte de rétroaction n'est plus nécessaire. Ensuite, sur la base de ces nouvelles idées, le problème de stabilisation transitoire des systèmes de puissance est résolu d'un point de vue centralisé, en assurant la stabilité asymptotique globale du point de fonctionnement, dans certaines conditions sur les paramètres physiques du système. Postérieurement, en utilisant uniquement les mesures locales disponibles avec la technologie existante, le contrôleur central précédent est transformé en un décentralisé, à condition que la dérivée de la puissance active à chaque générateur peut être appropriement estimée. La performance des deux contrôleurs est testée par des simulations numériques envisagent plusieurs scénarios de défaut en utilisant le système de 10 machines de Nouvelle-Angleterre. Contrairement aux solutions non linéaires ci-dessus, nous proposons une méthodologie basée sur observateur pour la stabilisation décentralisée des systèmes linéaires invariants dans le temps. L'originalité de ce travail repose sur le fait que chaque contrôleur local est fourni avec des mesures locales disponibles, il met en œuvre un observateur pour reconstruire l'état des autres sous-systèmes et utilise de manière équivalente ces estimations dans la loi de commande. Les observateurs sont conçus en suivant les principes de l'immersion et l'invariance. De plus, la classe des systèmes est identifiée par une solution d'une inégalité matricielle linéaire, à partir de laquelle on obtient les gains d'observateurs
An electric power system (EPS) is a complex network of electrical components used to supply, transmit and use electric power. Its final goal is to provide reliable, secure and uninterrupted service to the end-user, this means, constant voltage and frequency at all time. Nowadays, the trend in electric power production is toward an interconnected network of transmission lines linking generators and loads into large integrated systems. Actually, a power system network is considered the most complex and bigger machine ever built by man since it can span an entire continent. For this reason, improving power system transient stability is of great significance in human society, since if the stability is lost, power collapse may occur in a large populated area and serious damages will be brought to a regional economy and the consumer's comforts. Therefore, considering all issues presented before, this research work tackles the transient stabilization of a multi-machine EPS subject to network disturbances from two approaches: centralization which considers no limitation in information exchange at any point of a given network, and on the other hand, decentralization which assumes the information exchange is not available. To this end, first we introduce a novel control theory to globally stabilize non-globally linearizable triangular systems employing a nonlinear dynamic state-feedback controller, which differs from standard backstepping since the strict-feedback form is no longer required. Then, based on these new ideas, the transient stabilization problem of EPS is solved from a centralized point of view ensuring, under some conditions on the physical parameters of the system, global asymptotic stability of the operating point. Subsequently, using only local measurements available with existing technology, the previous central controller is transformed into a truly decentralized one, provided that the derivative of the active power at each generator can be suitable estimated. Performance of both controllers is tested via numerical simulations considering several fault scenarios using the 10-machine New England benchmark. In contrast to the nonlinear solutions above, we offer an observer--based methodology for decentralized stabilization of large--scale linear time--invariant systems. The originality of this work relies on the fact that each local controller is provided with available local measurements, it implements a deterministic observer to reconstruct the state of the other subsystems and uses in a certainty--equivalent way these estimates in the control law. The observers are designed following the principles of immersion and invariance. Furthermore, the class of systems to which the design is applicable is identified via a linear matrix inequality solution, from which the observer gains are obtained

Depuis la création des moteurs à combustion interne, les recherches sur les moteurs essence et diesel se sont développées indépendamment. Afin de réduire les temps et les coûts de développement d'un moteur, une approche unifiée de conception serait intéressante. Dans ce cadre, le contrôle et la mise au point des moteurs à combustion interne pourrait être elle aussi unifiée. Bien évidemment, ce contrôle doit être stable, robuste vis-à-vis des disparités de fabrication, comme de fonctionnement. Cette thèse porte alors sur une démarche unifiée, pour les moteurs essence comme pour les moteurs diesel, afin d'obtenir un contrôle robuste de la chaîne d'air du moteur. La chaîne d'air du moteur contient les éléments permettant de contrôler la quantité et les proportions d'air et de gaz neutres dans le cylindre (Recirculation des gaz d'échappement, papillon d'admission, turbocompresseur). Cette démarche unifiée de commande, permettant de contrôler les systèmes monovariables, tout comme multivariables non carrés (nombre d'entrées différent du nombre de sorties), contient plusieurs étapes : identification d'un modèle du système, analyse du système permettant d'en déduire une structure de contrôle, synthèse d'un contrôleur autour d'un nominal, vérification de la robustesse en stabilité, tests du contrôle. Le couplage des entrées vers les sorties, les non linéarités sont pris en compte lors de la synthèse du contrôleur. Cette méthode de conception a été validée sur plusieurs applications dont un moteur essence et un moteur diesel. Des résultats expérimentaux sur un banc moteur diesel haute dynamique ont montrés que la commande multivariable permettait de réduire les émissions d'oxydes d'azote.

This thesis presents a theory that explains binding and control with common mechanisms. Although a unified account of the two phenomena was frequently attempted in the 1980's and early 90's, such an approach seems to have been unpopular due to certain problems since the late 90's. In this study it is shown that these problems are merely superficial and can be overcome with careful examination. In chapter 2, I start with Reinhart & Reuland's (1993) assumption that the application of Condition A of binding theory is restricted to anaphors in argument positions of syntactic predicates. I then adopt Fox's (1993) modification to Reinhart & Reuland's (1993) theory, whereby Condition A is reduced to the Chain Condition. As the discussion proceeds, further revisions are suggested. In particular, the domain for A-chain formation is defined over syntactic predicates, which is called the A-Chain Projection Domain (ACPD). With respect to anaphors that are not in argument positions of syntactic predicates, I entertain the hypothesis by the above authors that they are what are often called logophors, which are governed by a set of discourse conditions. I identify some of these conditions and explore some possibilities as to how such discourse conditions can be organized into a formalized theory. In chapter 3, it is maintained that PRO in obligatory control (OC) contexts is licensed by the Chain Condition. Discussed also are some of the objections raised by a number of researchers to the idea that the same mechanism underlies OC PRO and anaphors (in argument positions of syntactic predicates). Furthermore, it is illustrated that PRO in non-obligatory control (NOC) environments is logophoric and is licensed by discourse conditions. Lastly, it is argued that there exist control constructions that look very much like OC but are, in fact, properly classified as NOC, which I term pseudo-obligatory control (POC). In chap

Si on veut assurer de facon efficace les tests de conception, de fabrication, de maintenance et le test accompli au cours de l'application pour les systemes electroniques, on est amene a integrer le test hors-ligne et le test en-ligne dans des circuits. Ensuite, pour que les systemes complexes tirent profit des deux types de tests, une telle unification doit etre etendue du niveau circuit aux niveaux carte et module. D'autre part, bien que l'integration des techniques de test hors-ligne et en-ligne fait qu'il est possible de concevoir des systemes pour toute application securitaire, le materiel ajoute pour assurer une haute surete de fonctionnement fait que la fiabilite de ces systemes est reduite, car la probabilite d'occurrence de fautes augmente. Confrontee a ces deux aspects antagoniques, cette these se fixe l'objectif de trouver un compromis entre la securite et la fiabilite de systemes electroniques complexes. Ainsi, dans un premier temps, on propose une solution aux problemes de test hors-ligne et de diagnostic qui se posent dans les etapes intermediaires de l'evolution vers les cartes 100% compatibles avec le standard IEEE 1149. 1 pour le test "boundary scan". Une approche pour le BIST ("Built-In Self-Test") des circuits et connexions "boundary scan" illustre ensuite l'etape ultime du test hors-ligne de cartes. Puis, le schema UBIST ("Unified BIST") - integrant les techniques BIST et "self-checking" pour le test en-ligne de circuits, est combine au standard IEEE 1149. 1, afin d'obtenir une strategie de conception en vue du test unifie de connexions et circuits montes sur des cartes et modules. Enfin, on propose un schema tolerant les fautes et base sur la duplication de ces modules securitaires qui assure la competitivite du systeme resultant du point de vue de la fiabilite, tout en gardant sa sureté inherente
On one hand, if the goal is to ensure that the design validation, the manufacturing and the maintenance testing, along with the concurrent error detection are efficiently performed in electronic systems, one is led to integrate the off-line and the on-line testing into circuits. Then, for complex systems to make profit of these two types of tests, such unification must be extended from the circuit to the board and module levels. On the other hand, although the unification of off-line and on-line testing techniques makes possible the design of systems suiting any safety application, the hardware added for increasing the application safety also decreases the system availability and reliability, since the probability of occurrence of faults increases. Faced to these two antagonist aspects, this thesis aims at finding a compromise between the safety and the reliability of complex electronic systems. Thus, firstly we propose a solution to the off-line test and diagnosis problems found in the intermediate steps in the evolution towards boards which are 100% compliant with the IEEE standard for boundary scan testing. An approach for the BIST (Built-In Self-Test) of boundary scan circuits and interconnects then illustrates the ultimate step in the board off-line testing. Next, the UBIST (Unified BIST) scheme - merging BIST and self-checking capabilities for circuit on-line testing, is combined with the IEEE standard for boundary scan testing, in order to obtain a design strategy for unifying the tests of interconnects and circuits populating boards and modules. Finally, we propose a fault-tolerant scheme based on the duplication of these kind of modules which ensures the competitivity of the resulting system in terms of reliability at the same time as preserving the inherent module safety

Current-mode control architectures with different implementation approaches have been an indispensable technique in many applications, such as voltage regulator, power factor correction, battery charger and LED driver. Since the inductor current ramp, one of state variables influenced by the input voltage and the output voltage, is used in the modulator in current-mode control without any low pass filter, high order harmonics play important role in the feedback control. This is the reason for the difficulty in obtaining the small-signal model for current-mode control in the frequency domain. A continuous time domain model was recently proposed as a successful model for current-mode control architectures with different implementation. However, the model was derived by describing function method, which is very arithmatically complicated, not to mention time consuming. Although an equivalent circuit for a current mode control Buck converter was proposed to help designers to use the model without involving complicated math, the equivalent circuit is not a complete model. Moreover, no equivalent circuit for other topologies is available for designers. In this thesis, the primary objective is to develop a unified three-terminal switch model for current-mode control with different implementation methods, which are applicable in all the current mode control power converters. First, the existing model for current mode control is reviewed. The limitation of average models and the discrete time model for current-mode control is identified. The continuous time model and its equivalent circuit of Buck converter is introduced. The deficiency of the equivalent circuit is discussed. After that, a unified three-terminal switch model for current mode control is presented. Based on the observation, the PWM switch and the closed current loop is taken as an invariant sub-circuit which is common to different DC/DC converter topologies. A basic small signal relationship between terminal currents is studied and the result shows that the PWM switch with current feedback preserves the property of the PWM switch in power stage. A three-terminal equivalent circuit is developed to represent the small signal behavior of this common sub-circuit. The proposed model is a unified model, which is applicable in both constant frequency modulation and variable frequency modulation. The physical meaning of the three-terminal equivalent circuit model is discussed. The model is verified by SIMPLIS simulation in commonly used converters for both constant frequency modulation and variable frequency modulation. Then, based on the proposed unified model, a comparison between different current mode control implementations is presented. In different applications, different implementations have their unique benefit on extending control bandwidth. The properties of audio susceptibility and output impedance are discussed. It is found that, for adaptive voltage positioning design, constant on-time current mode control can simplifies the outer loop design. Next, since multiphase interleaving structure is widely used in PFC, voltage regulator and other high current applications, the model is extended to multiphase current mode control. Some design concerns are discussed based on the model. As a conclusion, a unified three-terminal switch model for current mode controls is investigated. The proposed model is quite general and not limited by implementation methods and topologies. All the modeling results are verified through simulation and experiments.

Le SDN (Software-Defined Networking) émerge comme une nouvelle architecture pour la programmation des réseaux. A l'origine, l'idée du SDN est de déplacer le plan de contrôle à l'extérieur des équipements, et de permettre ainsi un contrôle déporté de l'ensemble depuis une entité logicielle logique nommée "contrôleur". Le principal avantage d'une telle approche est de centraliser donc toute l'intelligence de gestion du réseau dans le contrôleur, qui s'appuie pour cela sur des protocoles standard et assure par ce biais la reprogrammation de la totalité de la partie du réseau sous son contrôle. L'évolution technologique vers le SDN est toujours en cours dans des scénarios de déploiement programmable et flexible des réseaux mobiles. Le NFV (Network Function Virtualization) est le processus de déplacement ou de migration des fonctions réseau d'un équipement dédié de réseau vers des serveurs génériques dans le Cloud. Les SDN et NFV sont deux technologies étroitement liées qui sont souvent utilisées ensemble. Le couplage fort entre les plans de contrôle et de données, ainsi que les limitations en matière de passage à l'échelle et de flexibilité, font que la virtualisation des réseaux mobiles actuels nécessite non seulement l'utilisation du Cloud Computing mais aussi les récentes innovations telles que SDN et NFV pour pouvoir permettre un déploiement à la demande des services réseaux (Network-as-a-Service) aux utilisateurs. Les lignes de recherche globales de cette thèse s'inscrivent dans deux principaux cas d'utilisation. Ces cas d'utilisation, bien qu'appelés de la "prochaine génération de réseaux mobiles", sont le "Telco" et le "Vertical", qui apparaissent ici couplés, les deux étant traditionnellement complètement séparés. Dans les cas d'utilisation de "télécommunications", nous exploitons les avantages de SDN pour avoir un cadre de contrôle flexible pour les réseaux d'auto-organisation (SON) et la division de traitement dynamique des utilisateurs. Dans le cas d'utilisation de "verticale", nous appliquons divers avantages du protocole SDN et OpenFlow pour utiliser efficacement les ressources radio du réseau de backhaul dans le système de communication train-sol. Notre cadre d'étude du SDN, en général, peut être une solution efficace et alternative pour la gestion RAN (Radio Access Network), c'est-à-dire pour des objectives comme l'optimisation des ressources radio, l'optimisation du réseau, la gestion de la mobilité et l'équilibrage de la charge, peuvent être atteint avec ce cadre. Software-Defined Networking (SDN) has emerged as a new intelligent architecture for network programmability. The primary idea behind SDN is to move the control-plane outside the switches and enable external control of data-plane through a logical software entity called controller. Such approach benefits mobile network management by brining complete intelligence to the logically centralized controller. Network Function Virtualization (NFV) is the process of relocating or migrating network functions from dedicated hardware to generic servers. SDN and NFV are two closely related technologies that are often used together. The traditional mobile network architecture due to its strongest coupling between control and data planes along with limitations in scalability and flexibility requires the usage of cloud computing along with the recent revolutionary approaches in networking such as SDN and NFV to have an architecture that deploys on demand "Network-as-a-Service" for users. The global research focus of this thesis falls in to two main use cases of next generation mobile networks such as Telco and Vertical. In the telco use cases, we exploit the advantages of SDN to have flexible control framework for both Self-Organizing Networks (SON) and dynamic user processing split. In vertical use case, we apply various advantages of SDN and OpenFlow protocol to efficiently utilize the scare radio resources of wireless backhaul network in the train-to-ground communication system. Our SDN framework in general can be an efficient and alternative solution for RAN management i.e. Radio Optimization, Network Optimization, Mobility Management and Load Balancing can be achieved with such framework. Through analysis and experimentation of SDN frameworks for RAN, we shows that the proposed solutions can bring set of advantages to wireless networks such as flexibility, programmability, unified management, and enables new services

Essas Diretrizes focalizam a promoÃÃo do conhecimento sobre a saÃde no Brasil, em particular sobre os conselhos de saÃde como uma importante instÃncia colegiada para o fortalecimento da organizaÃÃo e do funcionamento deste sistema pÃblico de saÃde. E tambÃm focalizam a educaÃÃo permanente como processos formais de transmissÃo e construÃÃo de conhecimentos por meio de encontros, cursos, oficinas de trabalho, seminÃrios e o uso de metodologias de educaÃÃo à distÃncia, os processos participativos e fÃruns de debates como as conferÃncias de saÃde, plenÃrias de conselhos de saÃde, seminÃrios e oficinas, dentre outros. Por essas Diretrizes, a formaÃÃo à vista como o processo de aprendizagem ao ritmo das diferenÃas sociais, culturais e religiosas dos agentes sociais, de suas necessidades sentidas, condiÃÃes e oportunidades de absorÃÃo e reflexÃo sobre o conhecimento ao longo da vida, o que requer um tempo adequado e diferenciados momentos. A existÃncia do Sistema Ãnico de SaÃde à emblemÃtica em um paÃs de construÃÃo democrÃtica lenta. The formation of Councilmen for the Social Control in the Unified Health System (SUS) in the State of Cearà is made based on the National Directives for the Permanent Education Process in the Social Control in the Unified Health System, approved in the Reunion of the National Health Council in its 158th regular meeting, in September 14th and 15th of 2005. Such Directives focus on the promotion of knowledge about public health in Brazil, in particular about the Health Councils as an important delegacy for the strengthening of the organization and the proper functioning of the Unified Health System. They also focus on the permanent education as formal processes in the transmission and construction of knowledge through meetings, courses, workshops, seminaries and use of methodologies for distance learning, participative processes and forums of discussion such as health conferences, meeting of Health Councils, seminaries, and workshops, among others. Through such directives, the formation is seen as a learning process according to the pace of each agent, considering his social, cultural and religious differences, his necessities, conditions and opportunities of absorbing the knowledge throughout life, what requires an adequate time and particular situations for each group. Such directives are adopted in the Program for the Formation of Health Councilmen in CearÃ, whereas their actions consist in the Project of Formation of Councilmen in 2007, with the realization of thirty-nine workshops conducted by people chosen among the state councilmen, such Project had councilmen from 132 out of the 184 municipalities in CearÃ. This study provides analysis of these training activities, based on interviews with these facilitators of the workshops and their reports in documents of the State Council of Health to conduct this research were studies used by Bauman (2008), Beck (2010), Baudrillard (1985), Carvalho (2001), Dagnino (2002), Foucault (2010), Holanda (1995), Kauchakje (2008), Oliveira (1999; 2007), PlatÃo (1997), Popper (1987), RanciÃre (1996), Teixeira (2001) and others. The analysis points that the formation of councilmen for the social control in the Unified Health System is made in a conjuncture with great obstacles for both the institution of social rights and respective correspondents in public policies. The existence of an Unified Health System is emblematic in a country with a flawed democracy. This study points for the lack of emphasis to the comprehension that the economic power floats around the world, at the same time policies continue to be tied in its place, that the power is growingly global and extraterritorial, while the life institutions continue to be territorial and require ever more political intervention for its success. Finally, public issues that resist reduction become incomprehensible to the general population, which complicate the control policies and their trial for everyone.

The continuous conduction mode (CCM) boost, buck-boost and buck-boost derived pulse-width modulation dc-dc converters suffer from the large-signal control-to-output nonlinearity. Without feedback control, the large-signal control-to-output nonlinearity would lead to output overregulation and even damage the components. The control gain is defined as the ratio of output voltage to control signal. The small-signal control gain is defined as differentiating output voltage with respect to control signal. Feedback control helps to make the output trace the reference signal. A large-signal control-to-output linearity is established. Compared with open loop control, the feedback loop design is complex; and the feedback control might suffer from the instability caused by the negative small-signal control gain, which is due to the loss and parasitic in practice. Except feedback control, open loop linearization methods can also realize the large-signal control-to-output linearity. A modulatedâ ramp pulse-width modulation generator is introduced in [6]. A current source works as the control signal. A capacitor is charged by the current source, whose voltage works as the carrier and compared with a constant dc bias voltage to determine the duty cycle. When applying this method to boost, buck-boost and buck-boost derived PWM dc-dc converters, a large-signal control-to-output linearity is established. However, the control gain is dependent on the input voltage; it cannot maintain constant when input voltage varies. A feedforward pulse width modulator is introduced in [39] to realize a large-signal control-to-output linearity. The static conversion ratio is divided into numerator and denominator as the functions of duty cycle. An integrator with reset clock signal helps to determine the right timing. The control gain is ideally constant and independent of input voltage. However, the mismatch between the integrator time constant and the switching period would result in a nonlinear control gain, which is dependent on the input voltage. In the thesis work, a self-oscillating unified linearizing modulator is introduced. It first provides a unified procedure to establish a large-signal control-to-output linearity for different pulse-width modulation dc-dc converters. Feedforward is employed to mitigate the impact from line voltage. Self-oscillation is adopted to provide the internal clock signal and to determine the switching frequency. A constant control gain is obtained, independent on the input voltage or the mismatch between clock signals. The modulator is constructed by three simple and standard building blocks. With the considerations of parasitic components and loss, how to design the constant gain, which excludes the negative small-signal control gain within the entire control signal range, is analyzed and discussed. The performance of this self-oscillating unified linearizing modulator is verified by experiments. The impacts from propagation delay in practical components are taken into considerations, which improves the quality of generated signals. Combined with a boost converter, a good large-signal control-to-output linearization is demonstrated. In the future work, the small-signal control-to-output transfer function is first deduced based on the SOUL modulator. Bode plots show the unique characteristic based on the SOUL modulator compared with the conventional modulator. Next, the impacts from this unique characteristic to feedback loop design and dynamic performance are discussed.

The structure of a permanent magnet generator (PMG) connected with an active front-end rectifier is very popular in the AC-DC architecture. Especially for certain applications like aircraft and vehicles, power density and efficiency is critical. Since the generator and the rectifier can be controlled simultaneously, it would be very desirable to develop a unified control. With this unified control, the boost inductors between the PMG and rectifier is eliminated, which significantly reduce the volume and the weight of the whole system and improve the system power density. Also the system efficiency can be improved with appropriate control strategy. In this thesis, a unified control for the permanent magnet generator and rectifier system is presented. Firstly, the unified model of the PMG and rectifier system is given as the basis to design the control system. Secondly, a unified control method for PMG and rectifier system is introduced. The design procedure for each control loops are presented in detail, including current control loop, voltage control loop, reactive control loop and speed and rotor position estimator loop. Thirdly, the hardware is developed and the experiment is conducted to verify the control strategy. Fourthly, a method to optimize the overall system efficiency by appropriate reactive power distribution is proposed. The two cases when the DC link voltage is flexible and the DC link voltage is fixed are considered.

Au cours du siècle dernier, la communauté scientifique a traité le contrôle des véhicules aériens principalement par l'élaboration de stratégies ad hoc, mais aucune approche unifiée n'a été développé jusqu'à présent. Cette thèse participe à l'élaboration d'une approche unifiée pour le contrôle des véhicules aériens en prenant en compte les forces aérodynamiques dans la conception de la commande. Nous supposons les effets aérodynamiques de rotation et les effets non stationnaires négligeables. Les actionneurs du véhicule sont supposés être composés d'une force de poussé fixée au corps pour le mouvement en translation, et d'un couple de contrôle pour la régulation d'attitude. Cette thèse se concentre ensuite sur la boucle de guidage, traitant du contrôle de la vitesse linéaire. L'un des principaux objectifs a été de déterminer la façon de réguler la force de poussée et l'orientation du véhicule pour compenser les forces extérieures. Tout d'abord nous abordons la modélisation, l'analyse et le contrôle de la dynamique longitudinale de l'avion. Ensuite nous étendons certaines de ces études aux mouvements tridimensionnels d'avions au corps symétrique, tels que les missiles. Un résultat original de cette thèse est de préciser les conditions sur la force aérodynamique permettant de reformuler le problème du contrôle dans celui de la commande d'un corps sphérique, pour lequel des résultats de stabilité peuvent être démontrés. ENGLISH ABSTRACT: The design of control charts refers to the selection of the parameters implied, including the sample size n, control limit width parameter k, and the sampling interval h. The design of the X -control chart that is based on economic as well as statistical considerations is presently one of the more popular subjects of research. Two assumptions are considered in the development and use of the economic or economic statistical models. These assumptions are potentially critical. It is assumed that the time between process shifts can be modelled by means of the exponential distribution. It is further assumed that there is only one assignable cause. Based on these assumptions, economic or economic statistical models are derived using a total cost function per unit time as proposed by a unified approach of the Lorenzen and Vance model (1986). In this approach the relationship between the three control chart parameters as well as the three types of costs are expressed in the total cost function. The optimal parameters are usually obtained by the minimization of the expected total cost per unit time. Nevertheless, few practitioners have tried to optimize the design of their X -control charts. One reason for this is that the cost models and their associated optimization techniques are often too complex and difficult for practitioners to understand and apply. However, a user-friendly Excel program has been developed in this paper and the numerical examples illustrated are executed on this program. The optimization procedure is easy-to-use, easy-to-understand, and easy-to-access. Moreover, the proposed procedure also obtains exact optimal design values in contrast to the approximate designs developed by Duncan (1956) and other subsequent researchers. Numerical examples are presented of both the economic and the economic statistical designs of the X -control chart in order to illustrate the working of the proposed Excel optimal procedure. Based on the Excel optimization procedure, the results of the economic statistical design are compared to those of a pure economic model. It is shown that the economic statistical designs lead to wider control limits and smaller sampling intervals than the economic designs. Furthermore, even if they are more costly than the economic design they do guarantee output of better quality, while keeping the number of false alarm searches at a minimum. It also leads to low process variability. These properties are the direct result of the requirement that the economic statistical design must assure a satisfactory statistical performance. Additionally, extensive sensitivity studies are performed on the economic and economic statistical designs to investigate the effect of the input parameters and the effects of varying the bounds on, a, 1-f3 , the average time-to-signal, ATS as well as the expected shift size t5 on the minimum expected cost loss as well as the three control chart decision variables. The analyses show that cost is relatively insensitive to improvement in the type I and type II error rates, but highly sensitive to changes in smaller bounds on ATS as well as extremely sensitive for smaller shift levels, t5 . Note: expressions like economic design, economic statistical design, loss cost and assignable cause may seen linguistically and syntactically strange, but are borrowed from and used according the known literature on the subject.

Die optimeringsprosedure is maklik om te gebruik, maklik om te verstaan en die sagteware is geredelik beskikbaar. Wat meer is, is dat die voorgestelde prosedure eksakte optimale ontwerp waardes bereken in teenstelling tot die benaderde ontwerpe van Duncan (1956) en navorsers na hom. Numeriese voorbeelde word verskaf van beide die ekonomiese en ekonomies statistiese ontwerpe vir die X -kontrolekaart om die werking van die voorgestelde Excel optimale prosedure te illustreer. Die resultate van die ekonomies statistiese ontwerp word vergelyk met dié van die suiwer ekomomiese model met behulp van die Excel optimerings-prosedure. Daar word aangetoon dat die ekonomiese statistiese ontwerpe tot wyer kontrole limiete en kleiner steekproefmtervalle lei as die ekonomiese ontwerpe. Al lei die ekonomies statistiese ontwerp tot ietwat hoër koste as die ekonomiese ontwerpe se oplossings, waarborg dit beter kwaliteit terwyl dit die aantal vals seine tot 'n minimum beperk. Hierbenewens lei dit ook tot kleiner prosesvartasie. Hierdie eienskappe is die direkte resultaat van die vereiste dat die ekonomies statistiese ontwerp aan sekere statistiese vereistes moet voldoen. Verder is uitgebreide sensitiwiteitsondersoeke op die ekonomies en ekonomies statistiese ontwerpe gedoen om die effek van die inset parameters sowel as van variërende grense op a, 1- f3 , die gemiddelde tyd-tot-sein, ATS sowel as die verskuiwingsgrootte 8 op die minimum verwagte kosteverlies sowel as die drie kontrolekaart besluitnemingsveranderlikes te bepaal. Die analises toon dat die totale koste relatief onsensitief is tot verbeterings in die tipe I en die tipe II fout koerse, maar dat dit hoogs sensitief is vir wysigings in die onderste grens op ATS sowel as besonder sensitief vir klein verskuiwingsvlakke, 8. Le SDN (Software-Defined Networking) émerge comme une nouvelle architecture pour la programmation des réseaux. A l'origine, l'idée du SDN est de déplacer le plan de contrôle à l'extérieur des équipements, et de permettre ainsi un contrôle déporté de l'ensemble depuis une entité logicielle logique nommée "contrôleur". Le principal avantage d'une telle approche est de centraliser donc toute l'intelligence de gestion du réseau dans le contrôleur, qui s'appuie pour cela sur des protocoles standard et assure par ce biais la reprogrammation de la totalité de la partie du réseau sous son contrôle. L'évolution technologique vers le SDN est toujours en cours dans des scénarios de déploiement programmable et flexible des réseaux mobiles. Le NFV (Network Function Virtualization) est le processus de déplacement ou de migration des fonctions réseau d'un équipement dédié de réseau vers des serveurs génériques dans le Cloud. Les SDN et NFV sont deux technologies étroitement liées qui sont souvent utilisées ensemble. Le couplage fort entre les plans de contrôle et de données, ainsi que les limitations en matière de passage à l'échelle et de flexibilité, font que la virtualisation des réseaux mobiles actuels nécessite non seulement l'utilisation du Cloud Computing mais aussi les récentes innovations telles que SDN et NFV pour pouvoir permettre un déploiement à la demande des services réseaux (Network-as-a-Service) aux utilisateurs. Les lignes de recherche globales de cette thèse s'inscrivent dans deux principaux cas d'utilisation. Ces cas d'utilisation, bien qu'appelés de la "prochaine génération de réseaux mobiles", sont le "Telco" et le "Vertical", qui apparaissent ici couplés, les deux étant traditionnellement complètement séparés. Dans les cas d'utilisation de "télécommunications", nous exploitons les avantages de SDN pour avoir un cadre de contrôle flexible pour les réseaux d'auto-organisation (SON) et la division de traitement dynamique des utilisateurs. Dans le cas d'utilisation de "verticale", nous appliquons divers avantages du protocole SDN et OpenFlow pour utiliser efficacement les ressources radio du réseau de backhaul dans le système de communication train-sol. Notre cadre d'étude du SDN, en général, peut être une solution efficace et alternative pour la gestion RAN (Radio Access Network), c'est-à-dire pour des objectives comme l'optimisation des ressources radio, l'optimisation du réseau, la gestion de la mobilité et l'équilibrage de la charge, peuvent être atteint avec ce cadre. Grâce à l'analyse et l'expérimentation concrète des SDN et NFV pour le RAN, nous montrons que les solutions proposées dans ce travail peuvent apporter un faisceau d'avantages évidents aux réseaux mobiles tels que la flexibilité, la programmabilité, la gestion unifiée et la mise en œuvre de nouveaux services
Software-Defined Networking (SDN) has emerged as a new intelligent architecture for network programmability. The primary idea behind SDN is to move the control-plane outside the switches and enable external control of data-plane through a logical software entity called controller. Such approach benefits mobile network management by brining complete intelligence to the logically centralized controller. Network Function Virtualization (NFV) is the process of relocating or migrating network functions from dedicated hardware to generic servers. SDN and NFV are two closely related technologies that are often used together. The traditional mobile network architecture due to its strongest coupling between control and data planes along with limitations in scalability and flexibility requires the usage of cloud computing along with the recent revolutionary approaches in networking such as SDN and NFV to have an architecture that deploys on demand "Network-as-a-Service" for users. The global research focus of this thesis falls in to two main use cases of next generation mobile networks such as Telco and Vertical. In the telco use cases, we exploit the advantages of SDN to have flexible control framework for both Self-Organizing Networks (SON) and dynamic user processing split. In vertical use case, we apply various advantages of SDN and OpenFlow protocol to efficiently utilize the scare radio resources of wireless backhaul network in the train-to-ground communication system. Our SDN framework in general can be an efficient and alternative solution for RAN management i.e. Radio Optimization, Network Optimization, Mobility Management and Load Balancing can be achieved with such framework. Through analysis and experimentation of SDN frameworks for RAN, we shows that the proposed solutions can bring set of advantages to wireless networks such as flexibility, programmability, unified management, and enables new services

Le travail développé dans ce manuscrit porte sur la synchronisation des systèmes chaotiques. Il est articulé autour de deux axes principaux: la synthèse d'observateur et la détection de mode. Dans un premier temps, quelques rappels sur le chaos et les principales architectures de systèmes de chiffrement chaotiques sont effectués. Ensuite, nous montrons comment les systèmes chaotiques à non linéarité polynomiale ou affines à commutation peuvent se réécrire sous forme LPV polytopique. Une revue des principaux résultats sur la synthèse d'observateurs LPV polytopiques reposant sur l'utilisation des LMI est faite. Une extension des résultats aux observateurs polytopiques à entrées inconnues, à la fois dans le cas déterministe, bruité ou incertain est proposée. Ces observateurs assurent la synchronisation du chaos et donc le déchiffrement dans les systèmes de chiffrement "modulation paramétrique", "commutation chaotique", "transmission à deux canaux" et "chiffrement par inclusion". Pour les systèmes affines à commutation utilisés en tant que générateur du chaos, le cas où l'état discret n'est pas accessible est considéré. Une présentation unifiée des méthodes fondées sur les espaces de parité, proposées dans la littérature pour les systèmes linéaires et affines à commutation à temps discret, est réalisée. Le problème de discernabilité fait l'objet d'une étude approfondie. Une approche pour estimer les retards variables des systèmes affines et affines à commutation à temps discret, formulée en termes de détection de mode, est proposée en tant que solution à l'estimation de retard pour le chiffrement par injection de retard
The work developed in this manuscript addresses the synchronization of chaotic systems. It is organized around two main axes: the observer synthesis and the mode detection. In a first step, we recall the main architectures of chaotic encryption systems and show how chaotic systems with polynomial nonlinearities or switched affine dynamics can be rewritten in a polytopic LPV form. A review of the main LMI based results for polytopic LPV observers synthesis is made. An extension to polytopic unknown input observers, both in the deterministic case and noisy or uncertain case, is proposed. These observers ensure chaos synchronization and information recovering in the framework of the following encryption systems: "parametric modulation", "chaotic switching", "two channels transmission" and "inclusion encryption". For affine switched systems used as a generator of chaos, the case where the discrete state is not available is considered. A unified presentation of mode detection methods based on parity spaces proposed in the literature for linear and affine switched discrete time systems is proposed. The problem of discernibility is the subject of a complete study. An approach to estimate time varying delays for affine switched discrete time systems, formulated in terms of mode detection, is proposed as a solution for delay injection encryption

The Unified Power Flow Controller (UPFC) is the versatile FACTS controller that can control up to three transmission system parameters individually or simultaneously in appropriate combinations. The work presented in this thesis is concentrated on the modelling and control of the UPFC. The overall aim is to provide effective tools for optimising the impact of the UPFC in the reinforcement of a transmission system. Existing modelling techniques for the UPFC together with the associated control strategies have been systematically reviewed. An exact power injection model is proposed which is based on the polar representation of the UPFC parameters and includes the reactive power capability of the shunt inverter. In addition, a steady-state model based on an ideal controlled voltage source has been developed using MATLAB/SIMULINK which provides a useful tool to analyse and develop the UPFC control system. The UPFC internal limits have been identified and accordingly, the feasible operating area of a transmission system incorporating a UPFC has been determined based on the UPFC maximum limits. The influence of both the series and shunt inverters on this controlled area has been analysed. The impact of a change in the system short circuit level on the UPFC operation and the size of the feasible area has also been investigated. Three modern controllers have been designed and tested for controlling the UPFC in a power flow mode for the series part and a voltage control mode for the shunt part. These controllers are: a fuzzy knowledge based controller, an artificial neural network based controller and a neuro-fuzzy based controller. For the former, the fuzzy rules are deduced from the relationship between the controlled power system parameters and the UPFC control variables. The second is a simple RBFNN controller which is constructed from a single neuron and trained on-line by a gradient descent algorithm. The third controller is designed using the adaptive capabilities of neural networks to estimate and tune the fuzzy rules. Computer simulation and experimental implementation of a UPFC using DS 1103 data acquisition board have been used to verify the proposed control strategies. In the experimental lab model, two 6-pulse inverters implementing the SPWM technique have been used to realise the UPFC system.

In this thesis, we investigate the problem of bringing various behaviours of Autonomous Underwater Vehicles under a common control framework. Thereby, we propose a unified guidance and control framework for AUVs based on the task priority control approach. This incorporate various behaviors such as path following, terrain following, obstacle avoidance, as well as homing and docking to stationary and moving docking stations. The integration of homing and docking maneuvers into the task priority framework is thus a novel contribution of this thesis. This integration allows, for example, to execute homing maneuvers close to uneven seafloor or obstacles, ensuring the safety of the AUV by giving the highest priority to the safety tasks. Furthermore, the proposed approach tackles a wide range of scenarios without ad hoc solutions. Indeed, the proposed approach is well suited for both the emerging trend of resident AUVs, which stay underwater for a long period inside garage stations, exiting to perform inspection and maintenance missions and homing back to them, and for AUVs that are required to dock to moving stations such as surface vehicles, or towed docking stations. The proposed techniques are further studied in a simulation setting, taking into account the rich number of aforementioned scenarios.

A unified approach to the design and development of distributed control software is presented. This method is the result of a 'tight' integration between a formal method for concurrent systems (CSP) and a structured method for distributed control system (DARTS). The work presented in this thesis does not seek to extend the semantic model of CSP nor to design a specific control algorithm, rather, efforts are made to apply the existing specification and verification techniques to enhance the formality of the well established and case-proven structured counterparts that benefits are captured from both methods. As a methodology is the central aim, the suggested approach is a first step towards a complete unified software development environment, which engineers can follow from organising design ideas to system implementation with proven correctness. The thesis develops a set of parameterised CSP predicates for expressing concurrency and communication together with a corresponding set of generic processes to reflect these specified behaviours. These generic processes are formal building blocks for generating system implementations at different levels of abstraction. Utilisation of DARTS criteria and the parameterised CSP objects frame the refinement strategies. Also, mappings of generic processes to pictorial representations are suggested which enable easy assimilation of the evolving designs. Applicability of the approach is demonstrated through a high level software design of a highperformance robot control system where its suitability is shown via requirement specifications, properties verification and implementation of salient behaviours using generic building blocks. Although verification often means rigorous mathematical reasoning, the thesis presents a proof assistant the Causality Diagram Evaluation Tool to automate the manipulation of CSP processes according to the defined algebraic laws. It is shown to be of value in reasoning with designs and implementations of the robot system. It is found that the analysis facility and the graphical interpretation of communication provided by the tool allow effective analysis and manipulation of early designs. The results derived from specifying essential design details, from transforming highly abstracted implementation models, and from investigation of system behaviours through formal reasoning and simulation conclude that formal methods, in particular CSP, has a niche value in enhancing software reliability at the sub-system level as well as providing a better underpinning to the structured method DARTS. The end product is a method to generate a correct and unambiguous document of the system concerned that is amenable to a direct implementation.

Une des difficultés majeures tient à l'absence d'homogénéité tant au niveau du "produit" que de la production. Tout le débat concernant la réalisation de représentations des performances tourne donc autour du degré de finesse de la fonction d'information choisie. L'intérêt et l'originalité de cette approche réside, en particulier, dans la définition de cas au moyen d'un enchaînement de pathologies (initiales, annexes et ajoutées) et d'une recherche de cotation de la gravité associée. La méthodologie repose sur une observation participante. L'interprétation de cette démarche et de ses résultats éclaire la question du contrôle des organisations de santé, du point de vue notamment du partage hypothétique des représentations entre économistes ou gestionnaires d'une part, et médecins d'autre part. Cette these est consacree a l'etude de quelques problemes de l'equation des ondes elastiques (appee systeme d'elasticite). Le premier chapitre pose precisement le probleme des resonances (ie poles de scattering) associees a l'operateur de l'elasticite a l'exterieur d'un obstacle quelconque avec des conditions de dirichlet ou de neumann sur le bord. On montre en outre l'existence d'un voisinage exponentiellement petit de l'axe reel ne contenant pas de resonances. Ce qui entraine, pour des donnees initiales regulieres, que l'energie locale associee a l'equation des ondes elastiques decroit comme l'inverse du logarithme du temps. D'apres les travaux de vodev-stefanov, notre resultat est optimale dans le cas de la condition de neumann sur le bord. Dans un deuxieme chapitre, on s'interesse au probleme de la stabilisation de l'equation des ondes elastiques dans un domaine borne, ie la stabilisation par le bord avec un terme dissipatif et la stabilisation interieur. En outre, sans aucunes hypotheses sur la dynamique et pour des donnees initiales regulieres, on montre que l'energie decroit avec une vitesse logarithmique du temps. Pour montrer ce resultat, l'idee est d'estimer la distance entre le spectre du generateur infinitesimal du semi-groupe associe et l'axe reel. Enfin dans le dernier chapitre, on etudie le probleme de l'unicite locale pour le systeme de lame. On prouve qu'on a l'unicite de cauchy par rapport a toute surface non caracteristique. Nous donnons egalement deux resultats de densite qui s'appliquent a la theorie du controle pour le systeme de lame.

Resumo: Os órgãos de controle interno e externo da Administração Pública estão voltados para todas as áreas de governo, porém o Sistema Único de Saúde ¿ SUS possui um sistema de controle próprio, sob sua competência e com características específicas, destinado ao acompanhamento técnico e financeiro das ações e serviços de saúde, que é o Sistema Nacional de Auditoria ¿ SNA. Entendendo a Auditoria Interna como atividade integrante do governo, com propósito construtivo e educacional, pressupõe-se que os auditores entendam a auditoria em saúde como um importante instrumento para gestão e determinante para a consolidação da Política Pública de Saúde. O objetivo deste estudo foi analisar a percepção dos auditores que realizam os controles internos e externos em relação à auditoria interna, na gestão da saúde pública, na atenção primária, no Estado de Mato Grosso. O presente estudo foi aprovado pelo CEP/FOP/UNICAMP. Nesta pesquisa foi incluída toda população de auditores do SUS do Estado de Mato Grosso e excluído o controle social, os controles de vertentes políticas e os controles específicos da gestão pública. O estudo foi qualitativo, com entrevistas, realizando-se a técnica do discurso do sujeito coletivo ¿ DSC, que resgata o sentido das opiniões coletivas, e realizada a análise descritiva dos discursos. Constatou-se que a auditoria interna existente é vista como facilitador do controle externo e interno por conhecer a complexidade das normas do SUS, acompanhar as rotinas de trabalho, detectar erros e fraudes no sistema e atuar como braço auxiliar do gestor. Há ações positivas nos controles com uso de indicadores e foco na efetividade e no funcionamento global do SUS. No entanto, a estrutura de auditoria ausente ou incompleta e problemas dos recursos humanos no setor estão entre os diversos desafios em auditar o SUS no Mato Grosso. Abstract: The organs of internal and external control of the public administration are focused on all areas of government, but the Unified Health System - SUS relies on the National Audit System - SNA, which has "self-jurisdiction," or legal authority, to determine and monitor the technical and financial aspects related to public health. Since this internal audit is an integrating strategy of the government, with constructive and educational purposes, one assumption might be that auditors understand the audit of health as an important tool for management and determining factor to the consolidation of the public health policies. The aim of this study was to assess the perceptions of auditors that monitoring internal and external controls of government in relation to the internal audit in the management of the Unified Health System in primary care, throughout the state of Mato Grosso. This study was approved by the ethics committee for human research (Piracicaba Dental School - UNICAMP). This research involved all the SUS auditors of Mato Grosso and excluded social control, politics controls and controls specific aspects of public management. The study was qualitative, with interviews, performing the technique of collective subject discourse - DSC, that rescues the sense of collective opinions, and performed a descriptive analysis of speeches. The discourse analysis revealed that the internal audit facilitates the external and internal control of activities in the SUS given his knowledge of the complexity of the rules of system, tracking the work routines, detect errors and fraud in the system and acts as an auxiliary arm of the manager. There are positive controls actions in using indicators e with a focus on effectiveness and overall functioning of the SUS. However, the missing structure or incomplete auditing structure and human resource problems in this sector are among the challenges towards auditing the SUS in Mato Grosso. In conclusion, the auditors of internal and external controls view the internal auditing in the SUS, present in every sphere of government, as a valuable aiding tool towards public health management.

Le travail développé dans ce manuscrit porte sur la synchronisation des systèmes chaotiques. Il est articulé autour de deux axes principaux : la synthèse d'observateur et la détection de modes. Dans un premier temps, quelques rappels sur le chaos et les principales architectures de systèmes de chi ffrement chaotiques sont e ffectués. Ensuite, nous montrons comment les systèmes chaotiques à non linéarité polynomiale ou affi nes à commutation peuvent se réécrire sous forme LPV polytopique. Une revue des principaux résultats sur la synthèse d'observateurs LPV polytopiques reposant sur l'utilisation des LMI est faite. Une extension des résultats aux observateurs polytopiques à entrées inconnues, à la fois dans le cas déterministe, bruité ou incertain est proposée. Ces observateurs assurent la synchronisation du chaos et donc le déchiff rement dans les systèmes de chiff rement "modulation paramétrique", "commutation chaotique", "transmission à deux canaux" et "chiff rement par inclusion". Pour les systèmes a ffines à commutation utilisés en tant que générateur du chaos, le cas où l'état discret n'est pas accessible est considéré. Une présentation unifi ée des méthodes fondées sur les espaces de parité, proposées dans la littérature pour les systèmes linéaires et affi nes à commutation à temps discret, est réalisée. Le problème de discernabilité fait l'objet d'une étude approfondie. Une approche pour estimer les retards variables des systèmes a ffines et affi nes à commutation à temps discret, formulée en termes de détection de modes, est proposée en tant que solution à l'estimation de retard pour le chiff rement par injection de retard.

In this paper introduce new approach for unified theory for continuous and discrete time (optimal) control problems based on the generalized Cayley transformation. We also relate the associated discrete and continuous generalized algebraic Riccati equations. We demonstrate the potential of this new approach proving new result for discrete algebraic Riccati equations. But we also discuss where this new approach as well as all other approaches still is non-satisfactory. We explain a discrepancy observed between the discrete and continuous cse and show that this discrepancy is partly due to the consideration of the wrong analogues. We also present an idea for a metatheorem that relates general theorems for discrete and continuous control problems.

ENGLISH ABSTRACT: A unified method is proposed to treat saturation in both Multi-Input-Multi-Output MIMO and Single-Input-Single-Output controllers. This method offers superior performance over existing MIM 0 anti-saturation schemes. The anti-saturation problem is posed as a linear programming problem. A practical and efficient implementation of the algorithm is developed by transforming the problem into its dual linear programming form. The problem, in dual form, is then solved using the dual simplex method rather than the primal simplex method. The nature of the problem when expressed in dual form and the properties of the dual simplex method are harmonised to guarantee an initial basic feasible solution and an optimal bounded final solution in a finite, predictable and minimal number of iterations. The resultant controller never saturates, hence cannot windup. Furthermore the resultant controller always applies the optimal control effort to the plant to minimise the error signal input as follows: • The controller is governed such that while the future free response combined with the present forced response of the controller results in no saturation limits being exceeded, now or at some time in the future, the normal linear response of the controller prevails. • When the future free response combined with the present forced response of the controller will result in a saturation limit being reached, now or at some time in the future, the present time input signal into the controller is optimally governed to prevent the saturation limit from being exceeded at any future time.

The idea of spacecraft formations, flying in tight configurations with maximum baselines of a few hundred meters in low-Earth orbits, has generated widespread interest over the last several years. Nevertheless, controlling the movement of spacecraft in formation poses difficulties, such as in-orbit high-computing demand and collision avoidance capabilities, which escalate as the number of units in the formation is increased and complicated nonlinear effects are imposed to the dynamics, together with uncertainty which may arise from the lack of knowledge of system parameters. These requirements have led to the need of reliable linear and nonlinear controllers in terms of relative and absolute dynamics. The objective of this thesis is, therefore, to introduce new control methods to allow spacecraft in formation, with circular/elliptical reference orbits, to efficiently execute safe autonomous manoeuvres. These controllers distinguish from the bulk of literature in that they merge guidance laws never applied before to spacecraft formation flying and collision avoidance capacities into a single control strategy. For this purpose, three control schemes are presented: linear optimal regulation, linear optimal estimation and adaptive nonlinear control. In general terms, the proposed control approaches command the dynamical performance of one or several followers with respect to a leader to asymptotically track a time-varying nominal trajectory (TVNT), while the threat of collision between the followers is reduced by repelling accelerations obtained from the collision avoidance scheme during the periods of closest proximity. Linear optimal regulation is achieved through a Riccati-based tracking controller. Within this control strategy, the controller provides guidance and tracking toward a desired TVNT, optimizing fuel consumption by Riccati procedure using a non-infinite cost function defined in terms of the desired TVNT, while repelling accelerations generated from the CAS will ensure evasive actions between the elements of the formation. The relative dynamics model, suitable for circular and eccentric low-Earth reference orbits, is based on the Tschauner and Hempel equations, and includes a control input and a nonlinear term corresponding to the CAS repelling accelerations. Linear optimal estimation is built on the forward-in-time separation principle. This controller encompasses two stages: regulation and estimation. The first stage requires the design of a full state feedback controller using the state vector reconstructed by means of the estimator. The second stage requires the design of an additional dynamical system, the estimator, to obtain the states which cannot be measured in order to approximately reconstruct the full state vector. Then, the separation principle states that an observer built for a known input can also be used to estimate the state of the system and to generate the control input. This allows the design of the observer and the feedback independently, by exploiting the advantages of linear quadratic regulator theory, in order to estimate the states of a dynamical system with model and sensor uncertainty. The relative dynamics is described with the linear system used in the previous controller, with a control input and nonlinearities entering via the repelling accelerations from the CAS during collision avoidance events. Moreover, sensor uncertainty is added to the control process by considering carrier-phase differential GPS (CDGPS) velocity measurement error. An adaptive control law capable of delivering superior closed-loop performance when compared to the certainty-equivalence (CE) adaptive controllers is finally presented. A novel noncertainty-equivalence controller based on the Immersion and Invariance paradigm for close-manoeuvring spacecraft formation flying in both circular and elliptical low-Earth reference orbits is introduced. The proposed control scheme achieves stabilization by immersing the plant dynamics into a target dynamical system (or manifold) that captures the desired dynamical behaviour. They key feature of this methodology is the addition of a new term to the classical certainty-equivalence control approach that, in conjunction with the parameter update law, is designed to achieve adaptive stabilization. This parameter has the ultimate task of shaping the manifold into which the adaptive system is immersed. The performance of the controller is proven stable via a Lyapunov-based analysis and Barbalat’s lemma. In order to evaluate the design of the controllers, test cases based on the physical and orbital features of the Prototype Research Instruments and Space Mission Technology Advancement (PRISMA) are implemented, extending the number of elements in the formation into scenarios with reconfigurations and on-orbit position switching in elliptical low-Earth reference orbits. An extensive analysis and comparison of the performance of the controllers in terms of total Δv and fuel consumption, with and without the effects of the CAS, is presented. These results show that the three proposed controllers allow the followers to asymptotically track the desired nominal trajectory and, additionally, those simulations including CAS show an effective decrease of collision risk during the performance of the manoeuvre.

Le domaine du transport, l’un des plus grands secteurs d’énergie, doit affronter des défis importants tels que la sécurité énergétique, le changement climatique et les problèmes de la pollution. Pour répondre à cela, les Véhicules Électriques et Hybrides (VEHs) deviennent une option intéressante. L'un des problèmes clés liées au développement des VEHs est la conception de la commande de ce type de système complexe, lequel est composé de plusieurs sources et sous-systèmes. En utilisant la Représentation Énergétique Macroscopique (REM) qui est une représentation graphique basée sur l’énergie, une structure de commande peut être déduire directement par inversion du modèle. L’objectif de cette thèse est d’établir une REM commune capable de décrire différentes architectures de VEHs. A partir de cette REM, une structure de commande générale est obtenue. Cette structure de commande peut être utilisée pour l’étude de VEH série, parallèle et mixte, en changent seulement différents valeurs de paramètres. Cette REM permet de mieux comprendre les flux de puissance principaux des différent VEHs. En utilisant une approche descendante, la modélisation et la commande des différent VEHs ont été réalisées de manière générale, même si ces VEHs peuvent être très différents les uns des autres en termes de structure. Le temps requis pour la conception de la commande peut être ainsi considérablement réduit. Qui plus est, avec la même structure de commande, les différents VEHs peuvent être comparés plus facilement. La structure commune a été validée expérimentalement sur un émulateur de véhicule hybride série. Différentes gestions énergétiques plus efficaces de VEHs pourraient être développées et comparées. De ce fait, le coût de fabrication, la consommation de carburant et l’émission de CO2 peuvent être réduites
The transportation domain, one of the largest energy sectors, is currently facing huge challenges, including energy security, climate change and pollution problems. To meet these challenges, Hybrid Electric Vehicles (HEVs) have become an interesting option. One of the key issues related to HEV development is the control design of such complex systems, which are composed of multiple sources and subsystems. Using Energetic Macroscopic Representation (EMR), an energy based graphical description, the inversion-based control structure of the system can be deduced directly. The objective of this thesis is to establish a common EMR which can describe different HEVs. From this common EMR, a unified control scheme is deduced, which can be used for the study of series, parallel, and series-parallel HEVs, by simply setting different parameter values. The common EMR offers a better understanding of the main power flows of different HEVs. Using this top-down approach, the modeling and control design of different HEVs have been achieved in a general way, despite the fact that HEVs can be very different from each other in terms of structure. The time required for control design can be significantly reduced. Furthermore, given the same control structure, different HEVs could be easily compared. Experimental results have been validated the control scheme commune using a Hardware-in-the-loop simulation for a series HEV in a real-time environment. Based on this work, more efficient energy managements of HEVs could be achieved and compared, and thus to reduce HEV manufacturing costs, fuel consumption and CO2 emissions

The research project aims to study and develop control techniques for a generalized three-phase and multi-phase electric drive able to efficiently manage most of the drive types available for traction application. The generalized approach is expanded to both linear and non- linear machines in magnetic saturation region starting from experimental flux characterization and applying the general inductance definition. The algorithm is able to manage fragmented drives powered from different batteries or energy sources and will be able to ensure operability even in case of faults in parts of the system. The algorithm was tested using model-in-the-loop in software environment and then applied on experimental test benches with collaboration of an external company.

We use a system model expressed in a subset of the Unified Modeling Language to perform fault isolation in large object oriented control systems. Due to the severity of the failures considered and the safety critical nature of the system we cannot perform fault isolation online. Thus, we perform post mortem fault isolation which has implications in terms of the information available; the temporal order in the error log can not be trusted. In our previous work we have used a structural model for fault isolation. In this thesis we provide a formal framework and a prototype implementation of an approach taking benefit of a behavioral model. This gives opportunities to perform more sophisticated reasoning at the cost of a more detailed system model. We use a model-checker to reason about causal dependencies among the events of the modeled system. The model-checker performs reasoning about temporal dependencies among the events in the system model and the scenario at hand, allowing for conclusions about the causal relation between the events of the scenario. This knowledge can then be transferred to the corresponding fault in the system, allowing us to pinpoint the cause of a system failure among a set of potential causes.
