Singapore and Hong Kong are two geographically small economic powerhouses in Asia. In recent years both cities have been attempting to develop their tourism economies by communicating their unique cultural heritages to global tourists. While heritage culture-based tourism practice may help conserve a destination's cultural heritage, its development accelerates the change of the local society; and in the process the authenticity of the cultural heritage of the destination may be lost. This paper presents a comparative analysis of the efforts adopted by Singapore and Hong Kong to communicate their cultural heritages through the tourism developments. It focuses on three questions: (1) Do the inherent contradictions between conservation and change associated with tourism development constitute threats or resources for heritage tourism development? (2) What are the major issues in the process of portraying the past in the present for heritage tourism development? (3) What implications may be drawn, by studying these issues, for the tourism industries in their planning, conservation and promotion efforts to develop heritage tourism?

Purpose – The purpose of this paper is to suggest an approach to cultural heritage management as an inhabited cultural landscape in a context of urban planning. Design/methodology/approach – The paper provides a review of academic literature on the topic of cultural heritage conservation. Findings – This paper supports an approach to management of cultural heritage as a cultural landscape, defining it as a multivalent social phenomenon with tangible and intangible dimensions, spatial, and temporal scales. The cultural landscape approach continues the discourse on heritage values and emphasises the importance of recognition of social value and hence a wider stakeholder participation in the process of heritage management. This approach allows enhancing both intangible and tangible dimensions of cultural heritage and, therefore, encourages a more inclusive consideration of diverse cultural heritage values (encompassing social and environmental categories, e.g. well-being, health). Originality/value – The proposed cultural landscape approach to heritage management, as a culturally significant, inhabited, and changing landscape, enables a more comprehensive view on the interrelations of cultural heritage with other social and environmental categories and enhances the understanding of different values of cultural heritage. This approach could be particularly useful for strategic development at city planning level and in large construction or infrastructural projects.

Abstract. With the rapid urbanization and the sharp increasing of the amount of official identification cultural heritages, the Chinese government and public are paying more attention to the regional comprehensive preservation, exhibition and utilization of the cultural heritages in recent years. “General Plan for Regional Cultural Heritage Preservation” offers a new systematic conservating solution for the cluster of cultural heritages in an administrative region. For the past few years, lots of new spatial information technologies have been applied in the preservation of cultural heritages, which tremendously improved the level and effectiveness of cultural heritage recording, management, monitoring and exhibition. This article will focus on discussing the methods and applying prospect of the technologies of geographic information system, 3D laser scanning, photogrammetry modeling in general planning for regional cultural heritage preservation and utilization. In recent years, with the continuous development of cultural heritage preservation in China, an increasing number of provinces and cities began to organize General Plans for regional cultural heritage preservation (hereinafter called "General Plan"), through which local governments are able to control the risk and improve the preservation level of cultural heritage (IAH, 2004).This paper will introduce the working framework of the General Plan and the core problems to be solved, and then analyze the application mode and prospect of spatial information technology in the General Plan.

This paper sums up the main contribution derived from the thesis entitled "<i>Multispectral imaging for the analysis of materials and pathologies in civil engineering, constructions and natural spaces</i>" awarded by CIPA-ICOMOS for its connection with the preservation of Cultural Heritage. This thesis is framed within close-range remote sensing approaches by the fusion of sensors operating in the optical domain (visible to shortwave infrared spectrum). In the field of heritage preservation, multispectral imaging is a suitable technique due to its non-destructive nature and its versatility. It combines imaging and spectroscopy to analyse materials and land covers and enables the use of a variety of different geomatic sensors for this purpose. These sensors collect both spatial and spectral information for a given scenario and a specific spectral range, so that, their smaller storage units save the spectral properties of the radiation reflected by the surface of interest. The main goal of this research work is to characterise different construction materials as well as the main pathologies of Cultural Heritage elements by combining active and passive sensors recording data in different ranges. Conclusions about the suitability of each type of sensor and spectral range are drawn in relation to each particular case study and damage. It should be emphasised that results are not limited to images, since 3D intensity data from laser scanners can be integrated with 2D data from passive sensors obtaining high quality products due to the added value that metric brings to multispectral images.

Cultural Heritage is a crucial socioeconomic resource; yet, recurring degradation processes endanger its preservation. Serendipitous approaches in restoration practice need to be replaced by systematically addressing conservation issues through the development of advanced materials for the preservation of the artifacts. In the last few decades, materials and colloid science have provided valid solutions to counteract degradation, and we report here the main highlights in the formulation and application of materials and methodologies for the cleaning, protection and consolidation of works of art. Several types of artifacts are addressed, from murals to canvas paintings, metal objects, and paper artworks, comprising both classic and modern/contemporary art. Systems, such as nanoparticles, gels, nanostructured cleaning fluids, composites, and other functional materials, are reviewed. Future perspectives are also commented, outlining open issues and trends in this challenging and exciting field.

Abstract The conservation of works of art makes them accessible, and will ensure the transfer of cultural heritage to future generations,. For long term preservation, the development of effective and sustainable conservation materials is of fundamental importance. Although in the past traditional approaches in restoration have used highly effective natural materials for cleaning, modern research has focused on the systematic design of materials and methodologies. For instance, during the nineteenth century conservators reported the use of materials such as vinegar, wine, lemon juice, and today saliva is still used in cleaning applications. Although it is now recognized that these materials contain components that are effective cleaning agents, until recently there has been a lack of systematic studies regarding the control of their structure and reactivity.

Historic urban conservation is a part of urban designing. However, in reality conservation efforts are still a very difficult stage. There is a conflict in conservation discussion which has a misunderstanding of the implementation for it, especially in urban heritage conservation. Heritage conservation is still seeing as a freezer of city and the urban historic area seeing as a pathology area. Actually, there are many charters, regulation and law regarding conservation, but debates still occur because of different points of view. In this paper will discuss a literature review of various theories in urban design and urban heritage conservation, charters, standards and regulation, included a case study for the best practice in urban heritage conservation.

Nowadays, when people talk about BIM software, they refer to new constructions, made of regular elements and standard parameters. The question is: what happens when one, instead of a new building, considers an ancient or existing one? To answer this question, the possibility of using effectively the BIM process for the maintenance and the conservation of Cultural Heritage has to be evaluated. In particular, the research examines the case study of the archaeological site of the Sanctuary of Diana in Nemi (Rome), which is an important example in the National Heritage. The final product consists of a parametric model, where one can find, embedded in a database, all the information about the elements for the management of conservation projects. Highlighting positive aspects and existing limits, in order to contribute to further studies on the subject, leading to a mandatory implementation and use of this software, even in relation to future European legislative framework.

Purpose The purpose of this paper is to emphasize the need for developing an Indian cultural heritage information system (CHIS) where the cultural heritages can efficiently document, manage and preserve and integrate with a searchable user interface mechanism. Further, the study scopes out the feasibility of developing single-window comprehensive national CHIS for all the cultural heritage properties of India enlisted in the United Nations Educational, Scientific and Cultural Organization (UNESCO’s) World Heritage list. Design/methodology/approach Conservation efforts and their sustenance require the support of a knowledge base cum digital archiving and information retrieval tool. The present study identifies the basic requirements, strategies and the execution of designing a reliable information system for cultural heritage inheritances to safeguard them to facilitate access to the current and future resilient communities. Approach on issues and challenges associated while developing such an information system has also been addressed with possible recommendations. Findings In India, even though regional level conservation efforts are occurring, no comprehensive information system, which gives the whole perspective of the item or environment of heritage site, has been developed for the heritage sites recognized by UNESCO in its World Heritage list from India. Developing such a comprehensive digital archive for cultural heritage helps to showcase its assets and ensures its visibility globally without hampering the physical form. Application Information and Communication Technology and digital technologies can extensively be used coupled with mechanisms such as mobile devices, digital systems and content visualization techniques to support the efficient and effective management in a systemized way. Research limitations/implications As a pilot study, this paper examined the cultural heritage properties incorporated in the UNESCO World list. There are many lesser-known and unprotected cultural heritages in different parts of the country having artistic value and the unique characteristics, and the possibility of building the similar kind of information system for them with innovative technological solutions are not covered under this study. Practical implications Access to such an exclusive digital archive in a single-window platform would greatly support administrators, tourist departments, culture departments, development administration and conservation activists. The digital version of cultural inheritances created under the cultural heritage of India must have relevance to different subject fields such as history, archeology, manuscript logy, art, administration, knowledge management, computer science and library science. Also, it ensures that the resources remain accessible to the public without any restrictions provided with a comprehensive recapitulation. Originality/value To the authors’ best knowledge, no such comprehensive system envisages or is practiced in the country. Developing such a system with technological and data infrastructure also helps to understand the value, support the activities related to cultural heritage and bring the local community to support and initiate such heritage conservation activities.

Cultural and natural heritages are considered invaluable resources, creating a unique tourist attraction for each country. However, knowing how to use this heritage for sustainable tourism development, while preserving and promoting the heritage value for future generations is not a simple task. This article focuses on the values of cultural heritage and the importance of maintaining and promoting it while integrating with the environment for the development of society. It discusses the current state of cultural heritage preservation and promotion in Vietnam, showing examples of development with disregard to the heritage and the environment, why it is necessary to have sustainable development in active culture conservation, as well as the relationship between the preservation, promotion of the cultural heritage and the socio-economic development and the environment. A perspective on the cultural heritage value in sustainable development is also given. Through the reading of supporting materials and the comparison of survey data, it is clear that the preservation of cultural values not only contribute directly to the socio-economic development of a country similar to Vietnam, but also to help create new values in later generations. Therefore, it is concluded that a sustainable approach to the conservation of cultural heritages is very important for the future handling of such irreplaceable resources.

The Pennsylvania Heritage Parks Program was introduced in 1989 to promote tourism and economic revitalization through the conservation and interpretation of a region's industrial heritage. The program emphasizes a multiphase planning process to develop conservation strategies for a region's historic, cultural, recreational, and environmental resources. "Heritage parks" require and initiate a shift in symbolic meaning. They transform areas of industrial decline into "cradles of American industrial heritage" with tourism potential and a revitalized community spirit, both of which can attract new investment. Ethnographic perspectives have played a key role in the Heritage Parks Program planning process, and they have been structured into the program guidelines. Now, as the program enters its third year, there is a need for anthropologists and folklorists to participate as members of contracted consultant teams.

In recent years the cultural landscape has become an important issue for cultural heritages throughout the world. It represents the "combined works of nature and of man" designated in Article 1 of the World Heritage Convention. When a landscape has a cultural heritage value, important features should be marked and mapped through the delimitation of a conservation area, which may be essential for further conservation work. However, a cultural landscape’s spatial area is usually wider than the ordinary architectural type of cultural heritage, since various elements and impact factors, forming the cultural landscape’s character, lie within a wide geographic area. It is argued that the conservation of a cultural landscape may be influenced by the delimitation of the conservation area, the corresponding land management measures, the limits and encouragements. <br><br> The Jianan Irrigation System, an historical cultural landscape in southern Taiwan, was registered as a living cultural heritage site in 2009. However, the system’s conservation should not be limited to just only the reservoir or canals, but expanded to irrigated areas where farmland may be the most relevant. Through the analysis process, only approximately 42,000 hectares was defined as a conservation area, but closely related to agricultural plantations and irrigated by the system. This is only half of the 1977 irrigated area due to urban sprawl and continuous industrial expansion.

These Many countries have put a lot of efforts, promoting education of cultural heritage, to raise the conservation awareness and increase people’s participation. However, the development of Taiwan's higher education about cultural heritage has not shown a significant growth, so it didn’t train talents with enough cultural heritage awareness. In the workplace, these professionals will inevitably lack of comprehensions and the appropriate professional assessments for cultural heritage. Hence, the main objective of this paper is to study and combine these concepts into the core curriculum of Department of Construction and Spatial Design at Tungnan University. It takes the local "Shenkeng historic cultural district" as a case study, and will gradually develop an proper interdisciplinary course in order to help local residents implement projects of conserving cultural heritage. This plan not only can increase schools’ engagements toward communities, with an ability of social civilization, but also it can encourage the conservation and maintenance of cultural heritages.

The paper considers the concept of the conservation of cultural heritage that "belongs" or is ascribed to the state, and is located beyond its borders, that is, the manner in which the concepts of culture and heritage are constructed, and the (possible) conservation mechanisms that derive from differently defined frameworks of cultural heritage. It examines aspects of the concept of cultural diversity and heritage conservation that are at first glance hidden, namely ownership (the Judeo-Christian concept as the only possible/best of all), control (of territory, of the past and the future) and the power deriving from this. A question that is given special consideration is the relationship between identity politics as a globally supported and locally interpreted/implemented conceptualization of cultural heritage and the implementation of the UNESCO concept of culture, as a (seemingly) anti-globalization trend. It is shown that behind this relation there continues to lie a conflict between two great metanarratives (the Enlightenment and Romanticism), which have shaped western civilization over the last two centuries.

Since Canada has signed the UNESCO Convention concerning the Protection of the World Cultural and Natural Heritage of 1972, it has had some eighteen cultural and natural sites selected for the World Heritage List that represent internationally significant nature reserves and natural wonders, significant Canadian architectural history, important sites representing Canadian aboriginal culture and geological treasures of world-wide importance. These internationally significant sites have put Canada on the world stage in both the heritage conservation field and in the national and international tourism sector. What Canada has decided to inscribe on this list has had a major impact at the local, regional, national and international arenas. The author of this paper reflects on some of the ancillary guiding charters and conventions since the World Heritage Convention was implemented that have led to where we are today in the field of heritage conservation in Canada. He goes on to predict some areas where heritage conservation will be going in Canada in the near future. He argues that Canada could likewise have its rich intangible culture play a similarly significant role if the Canadian government signed the UNESCO Convention for the Safeguarding of Intangible Cultural Heritage of 2003. Last, he discusses some of the recent developments in eastern Canada in intangible cultural heritage, conservation and the sustaining of traditions.

The metaverse has gained popularity recently in many areas including social media, healthcare, education and manufacturing. This work explores the use of the metaverse concept for cultural heritage applications. The motivation is to develop a systematic approach for the construction of a cultural heritage metaverse and to offer, potentially, more effective solutions for tourism guidance, site maintenance, heritage object conservation, etc. We propose a framework for this cultural heritage metaverse with an emphasis on fundamental elements and on characterization of the mapping between the physical and virtual cultural heritage worlds. Efforts are made to analyze the dimensional structures of the cultural heritage metaverse. Specifically, five different dimensions, linearity, planarity, space, time and context, are discussed to better understand this metaverse. The proposed framework and methodology are novel and can be applied to the digitalization of cultural heritage via its metaverse development. This is followed by a detailed case study to illustrate the tangible procedure, constructing a cultural heritage metaverse with a complex and dynamic nature which can be used for different applications, including heritage conservation.

Accessibility is a fondamental point to enjoy cultural heritage. An operative aspect which with different theoretical methodologies and practical projects can reach critical-conservative solutions. A first step may be to conserve the different stratification, all historic periods, and the impact in the surroundings for single preexistences and archeological sites. For archeological sites, it is necessary not to forget historical solutions which contributed to inspire the Venice Charter. A second step is an urban dimension for the accessibility in the historic centres and the pedestrian itineraries. To summarize the values Riegl, as we know, divided them in two main groups: the memorial values as age value, historical value and intended memorial value; and the present day values as use value, art value, newness value and relative art value. And when there is a conflict between use value and historical value, the treatment of a monument should, above all, take into account the age value. This will be a principal for the guidelines in the problem of accessibility. Many of these problems can be resolve with an appropriate design. This reintegration of the image even for the urban restoration than for the conservation of environment. In this paper, we want to present different ways of making the cultural heritage accessible to everyone, not only the obvious priorities of physical accessibility, but also accessibility in the form of understanding and experienced.

Environmental conservation and preservation of religio-cultural heritage for tourism development in the Akyem Abuakwa Traditional Area in the Eastern Region of Ghana have been examined in this paper. The location has a rich blend of dramatic landscape, historic relics and traditional cultures. Five traditional divisions make up the traditional area and have magnificent renewable natural resources including forests, waterfalls, rivers, caves and a rich diversity of wildlife and sanctuaries that could be developed further into a tourism destination site for the benefit of the area, in particular, and the state as a whole. The area has a unique cultural heritage, with the chieftaincy institution remaining as the center piece. The annual festivals of the chiefs and people of the traditional area, especially the Odwira festival, are celebrated annually by the people, and this attracts a considerable number of people including foreign tourists to the area. A complex and interrelated combination of factors threatens the further development and conservation of the environmental and cultural heritage of the area for tourism. These threats arise mainly from anthropogenic factors such as farming, forest logging, and bush fires, but also from the weakening of traditional institutions and limited national governmental support. Population-related pressures on land and other natural resources have affected traditional natural resources management. Fallow periods have been reduced and continuous cropping has become common. The growing demand for land and the presence of migrants have extended agriculture to marginal lands, forest reserves and some sacred sites. A number of recommendations have been made to enhance the preservation of the local cultural heritage and environmental conservation. Capacity building, education and public awareness creation, dialogue among various religious groups, collaborative management of natural resources, training and provision of alternative livelihoods have been suggested as options to conserve environmental and cultural heritage to boost environmental conservation and tourism development in the Akyem Abuakwa Traditional Area.

Achieving sustainable development has been a global concern for decades. The urban situation in most developing countries has been chaotic with a fast-paced unregulated developmental boom. In India, the uncontrolled urban advancement has been an outcome of its rapid urbanisation in nearly every city. Consequently, this is leading to the hasty decline in the urban cultural built heritage. This paper, therefore, tries to look into urban (built) heritage in Indian Cities and makes an endeavour to point out how rapid urbanisation and unplanned development can affect the city heritage. Deemed as a fast urbanising Indian city (also a smart city) with evaporating cultural heritage, the research undertook Visakhapatnam as a case study. Urban heritage – Cultural heritage – urbanisation - Vizag heritage - Vernacular-building - Endangered cultural heritage - Urbanisation and conservation - heritage in urbanising societies. Keywords: Urban heritage; Cultural heritage; Urbanisation; Vizag heritage; Vernacular building; Endangered cultural heritage; Urbanisation conservation heritage in urbanising societies

The formation and use of the cultural heritage and identity of local communities is a result of historical development and current opportunities and needs. Cultural heritage becomes a part of the cultural potential as a system. In Čajkov, the most representative village of the Slovak Chilejkar people, there is a system of using the established concept of local cultural heritage through cultural events (several of which are closely connected in terms of organisation and visitors) implemented by local human resources structured into local organisations and institutions, which are relatively diverse but have an internal logic. Some events have an old tradition; others originated and became “traditional” only a few years ago. The outlined system existing in a municipality with less than 1000 inhabitants reflects the degree of functioning of the local community. It is conditioned by cohesion, hierarchy, the self-confidence of members and appropriate economic conditions. For seniors, besides routine and tradition, the essential activating element is the social dimension – being socially active means meeting others, spending time with peers and eliminating loneliness. It is also an important identity creator in the socialisation, education and especially the upbringing of children and youth.

The concept of culture also includes the concept of "conservation” within itself. Conservation culture and education are two basic tools for the transfer of cultural heritage. Education is at the forefront of activities that will contribute to the formation of conservation consciousness. People who have a consciousness of conservation culture and cultural heritage can both protect today and the past. In today's conditions where the impact of globalization is rapidly affecting our cities, it is necessary to approach consciously cultural heritage and conservation culture. From this point of view, it is important to understand the conservation culture for the newly educated "architectural students". In this context, architectural education and curriculum are important. Are architectural course programs sufficient for students to enjoy cultural heritage and to take responsibility for protecting it? In this article, the necessity of teaching conservation culture in architectural education will be discussed. At the same time, the adequacy of the courses about conservation and cultural heritage in the curriculum will be investigated.

In general, cultural heritage projects are accepted as construction work. For this reason, traditional project management and delivery systems applied for construction projects are also applied for conservation projects. However, conservation projects are more of an activity of conserving and improving the existing structure than constructing, due to the existence of the structure subject to the project. This conservation activity, which should be done scientifically, also necessitates developing a management approach apart from that of an ordinary building, due to the values embodied in the cultural heritage. Understanding and defining these values are the cornerstones of conservation projects. So, what are the ways of planning a project delivery system that will respect the values defined for the cultural heritage? Seeking for possible answers to this question could support producing a higher quality process and result for cultural heritage conservation projects.Currently, it has been seen that the most common applied project delivery system for cultural heritage conservation is the traditional project delivery system. However, it is obvious that the issues arising from the characteristics of the conservation projects can not be solved by continuing within the traditional delivery systems. The aim of this paper is to show the necessity to develop a delivery system specific to conservation projects due to the basic characteristics of conservation projects. It is believed that a proposal for the project delivery system for conservation projects including features of conservation project facts will contribute to conduct and achieve conservation works with better quality.

In the preservation and sustainability of cultural heritage, digital data has an essential role in the architectural conservation process in terms of serving as documents. For all kinds of protection actions to be taken in this process to be reliable, interactive, efficient, and up-to-date, the acquired digital heritage data should be made accessible to everyone. Openheritage3D, a cultural heritage digital data storage and sharing site, which is an organization that emerged for this purpose, was selected as the sample. The digital cultural heritage data sets available on this site have been examined and analyzed separately for each parameter using the total population sampling method. With the pieces of information obtained from the data tables, comparative graphs and tables were made both continentally and in which all heritages were analyzed together. In order to test the validity of the relationships between these parameters acquired during the evaluation process, cross tables were created and passed through the Pearson Chi-Square test processes. As a result of the statistical evaluations, it was revealed whether the associations of the parameters on Openheritage3D are meaningful or not. Thus, the conditions of carrying the parameters that should be in a sample open access digital heritage application were evaluated. In the architectural conservation aspect, suggestions regarding the digital heritage production process have been expressed. As a result of the analysis and evaluations, the status and potentials of open access applications were conveyed, and the issue of digitization of heritage data, and sustainability of cultural heritage were emphasized. Also, by testing the suitability of the databases and digital documentation parameters of the open heritage examined, it contributed to the decision-making mechanism for a possible open cultural heritage application or platform to be designed on a national and international scale.

Community centers are a type of community development services that promote social relationships and mutual support, develop a sense of self-reliance, social responsibility and community cohesion, as well as empowering individuals and families to solve common social problems. In doing so, community centers enhance, one way or another, the community's quality of life. The successful design of community centers ought to accomplish a set of goals in different aspects ;1- Socially, providing a safe place to practice various activities, 2- Environmentally, ensuring a healthy environment through utilizing natural ventilation, lighting, among other passive techniques, 3-Recreational, offering different kinds of entertainment activities, either indoor or outdoor, such as commercial spaces and sports facilities, 4-Economically, attracting different visitors and promoting tourism, 5- Educational, providing a pleasant environment for educational services for the illiterate and children. The importance of the above-mentioned goals is greatly escalated in urban contexts with diverse social, urban and status, as in the case of &quot; Magra Al &quot; district. A rich historical area that has been severely affected by population growth, deteriorated urban state, plethora of social, economical, and environmental problems. The main aim of the research is to provide an overview of the design criteria of community centers taking into consideration the mutual impacts between the design and the surrounding context, focusing on the significant value of &quot; Magra Al &quot; district as one of Cairo's heritage sites, thus ensuring its sustainability.
