Purpose – There has been a significant increase in flooding in the UK over the past ten years. During this time, Government policy has moved from investment in flood defences towards encouraging property owners to take responsibility for reducing the impact of flooding. One of the ways in which this can be achieved is for homeowners to adapt their properties to flood risk by implementing property level flood risk adaptation (PLFRA) measures. While there has been some attempt to develop an understanding of the benefits of such measures, these previous studies have their limitations in that the intangible benefits have not been fully considered. As such, there remains a need for further development of these studies towards developing a more comprehensive understanding of PLFRA measures. It is against this background the purpose of this paper is to present a conceptual cost benefit analysis (CBA) framework for PLFRA measure. This framework brings together the key parameters of the costs and benefits of adapting properties to flood risk including the intangible benefits, which have so far been overlooked in previous studies. Design/methodology/approach – A critical review of the standard methods and existing CBA models of PLFRA measures was undertaken. A synthesis of this literature and the literature on the nature of flooding and measures to reduce and eliminate their impacts provides the basis for the development of a conceptual framework of the costs and benefits of PLFRA measures. Within the developed framework, particular emphasis is placed on the intangible impacts, as these have largely been excluded from previous studies in the domain of PLFRA measures. Findings – The framework provides a systematic way of assessing the costs and benefits of PLFRA measures. A unique feature of the framework is the inclusion of intangible impacts, such as anxiety and ill health, which are known to be difficult to measure. The study proposes to implement one of the stated preference methods (SPM) of valuation to measure these impacts, known as the willingness to pay method, as part of a survey of homeowners. The inclusion of these intangible impacts provides the potential to develop a more comprehensive understanding of the benefit cost ratio (BCR) for different stakeholders. The newly developed CBA conceptual framework includes four principal components: the tangible benefits to insurers; the tangible benefits to the government; the tangible benefits to homeowners; and the intangible benefits to homeowners. Originality/value – This tool offers the potential to support government policy concerned with increasing the uptake of PLFRA measures through increasing the information available to homeowners and thereby supporting the decision-making process.

We introduce a two-perception probabilistic concept of adaptation (TPPCA), which accounts for fast and slow adaptation processes. The outcome of both processes depends on the perceptual difference (termed herein aquantum) of how an individual perceives his or her abilities, skills, and capacities (βv) to interact, cope, and perform a given task (δi). Thus, the adaptation process is determined by (βv– δi). Fast adaptation processes target aspects that require immediate responses while slow adaptation processes involve ongoing adaptation to long-term demands. We introduce the TPPCA in several domains of inquiry, which rely on fast adaptation processes (perceptual–cognitive–action coupling, performance routines, psychological crisis, reversal states), slow adaptation processes (i.e., career aspirations, burnout), and processes that can be either fast or slow (i.e., flow, affect and mood changes, emotion regulation).

Global climate change threatens the continued existence of mankind. The rate of warming in Russia, which is 2.5 times higher than the rate of growth of the global average temperature, can lead to huge environmental and financial losses. Thus, it is increasingly necessary to modernise and develop methods and tools for adaptive regulation of national climate policy to increase its efficiency at the regional and federal levels. To this end, the methods of content analysis, grouping, modelling, comparative and correlation analysis, as well as an information asymmetry approach were used in the research. The paper substantiates the necessity of a transition from autarky and directionality to the integration of regions and the federation based on adaptation and preventive measures. The periodic assessment of climate change and relevant contributing factors should be replaced by the continuous management and regional monitoring of climate risks. Stressing the importance of transparency and comparability of information on climate risks, the research distinguished anthropogenic risks, risks of reducing the quality of life and moral climate risks. In order to promote climate preservation, an organisational and economic mechanism for the implementation of climate policy was developed, whose main function is the regional environmental management. Assessment of the decoupling effect and ranking of the constituent entities of the Russian Federation in terms of the relationship between energy intensity and climate intensity proved the feasibility of using the proposed indicators to increase the efficiency of the organisational and economic mechanism. Regulatory and financial support for the mechanism can be provided by introducing a quota market, green certificates and bonds, insurance and risk hedging strategies based on a scenario approach and online-management models. The research results can be used for the digitalisation of national climate policy, as well as for the development of regional and municipal climate strategies, programmes, projects.

Even though astronomy is the oldest science, it is still an open question how to evaluate students’ understanding in astronomy. In spite of the fact that some methods and evaluation tools have been developed for that purpose, the sources of students' difficulties in astronomy are still unclear. This paper presents an investigation of the changes in conceptual frameworks in astronomy among 50 engineering students as a result of learning a general course in astronomy. A special tool called Conceptual Frameworks in Astronomy (CFA), which was initially used in 1989, was adopted to gather data for the present research. In its new version, the tool includes 23 questions and five to six optional answers to each question. Each of the answers characterizes one of the four conceptual frameworks: pre-scientific, geocentric, heliocentric and sidereal. These four conceptual frameworks act as a taxonomical system that enables us to evaluate astronomical understanding. The paper describes the background of the CFA, its development, and discusses its validity and reliability. Using the CFA we were able to: (1) identify the students’ conceptual frameworks at the beginning of the course and at its end, (2) to evaluate the students’ paradigmatic change following the course. It was found that the measure of the students’ improvement (gain index) was g = 0.37. Approximately 45% of the students in the course improved their conceptual frameworks in astronomy and 26% deepened their understanding of the heliocentric or sidereal conceptual frameworks. The CFA can also be applied as an evaluation tool in all schools and institutions that teach astronomy. Key words: astronomy education, conceptual framework, diagnostic tool, engineering students.

Purpose Smallholder value chains are dynamic, changing over time in sudden, unpredictable ways as they adapt to shocks. Understanding these dynamics and adaptation is essential for these chains to remain competitive in turbulent markets. Many guides to value chain development, though they focus welcome attention on snapshots of current structure and performance, pay limited attention to the dynamic forces affecting these chains or to adaptation. The paper aims to discuss these issues. Design/methodology/approach This paper develops an expanded conceptual framework to understand value chain performance based on the theory of complex adaptive systems. The framework combines seven common properties of complex systems: time, uncertainty, sensitivity to initial conditions, endogenous shocks, sudden change, interacting agents and adaptation. Findings The authors outline how the framework can be used to ask new research questions and analyze case studies in order to improve our understanding of the development of smallholder value chains and their capacity for adaptation. Research limitations/implications The framework highlights the need for greater attention to value chain dynamics. Originality/value The framework offers a new perspective on the dynamics of smallholder value chains.

Purpose – The purpose of this paper is to provide a conceptual framework that helps to investigate how the internal audit function (IAF) responds to both the introduction of the control logic of Enterprise Resource Planning (ERP) systems, and corporate governance’s (CG) institutional pressures. Furthermore, the paper aims to articulate the concurrence between the external pressures of CG and internal control logic of ERP systems. Design/methodology/approach – The paper presents a review of the normative literature pertaining to the increase in significance of CG in the light of the worldwide economic crisis. The paper highlights a literature gap related to the lack of studies focusing on the impact of ERP systems implementation on the IAF practices. Findings – The authors articulate institutional theory to formulate a conceptual framework that explains the reciprocal interplay between the macro external governance pressures, micro internal institutional logics inscribed in the ERP systems and their effect on IAF practices and structure within organisations. Research limitations/implications – The paper is conceptual in nature and therefore the proposed framework will be subsequently validated using a qualitative research approach in future research. Practical implications – The conceptual framework would offer the internal auditors some strategies for enabling adaptation to the different internal and external pressures. Also the paper provides a platform for research community to investigate the influence of CG and ERP systems implementation on IAF adaptation. Originality/value – The paper provides a clearer articulation of the various constructs that affect the IAF, which has gained great attention for assuring good CG.

Pap smear screening can detect cervical cancer early, but is underutilized. Motivational factors play a role in ensuring that women undergo Pap smear screening. This study was conducted to validate the adapted instrument, which was based on the protection motivation theory (PMT), into the Malay language to evaluate the motivational factors for Pap smear screening among women. The original 26-item PMT scale was developed based on seven constructs of the PMT framework. The adaptation involved translation by bilingual experts (n = 4), followed by synthesis (n = 6). Subsequently, we performed content validation (content validation index, CVI) among the health experts (n = 5) and face validation (face validation index, FVI) among women (n = 11). Reliability testing for internal consistency was determined via the confirmatory factor analysis (CFA) of women aged between 21 and 65 years (n = 150). One item was deleted based on the expert consensus, leaving a total of 25 items after the adaptation. The validation yielded a good CVI and FVI. Prior to CFA reliability testing, one item was deleted due to very low factor loading. The CFA indicated a good fit for 24 items. The factor loading (range: 0.45–0.98), average variance extracted (range: 0.44–0.90), and composite reliability (range: 0.69–0.97) indicated that the convergent validity for each construct was acceptable, except for the perceived vulnerability. However, the perceived vulnerability construct was accepted based on expert verification. We confirmed that the translation, cross-cultural, adaptation, and validation of the Malay-version PMT scale were valid and reliable. The scale contains 24 items that represent the seven constructs of the PMT framework.

Modern military engagements are characterised by complexity, dynamics and unpredictability that force armies as complex social bureaucratic systems to adapt to continuously changing conditions of war. This is an on-going vital matter since modern society has been under stress from recent military engagements in Afghanistan, Iraq, Syria as well as current terrorist attacks in France and Belgium. We are seeking a way to describe and understand from a theoretical perspective both the operational conditions and the process of adaptation that the Australian Army needs to employ in response to external changes of these extreme kinds. In this regard Complex Adaptive System (CAS) theory offers an advanced method of understanding contemporary warfare and military organisations that will represent the core focus of the thesis; its main goal being to appraise organisational change in the Australian Army through the lens of CAS theory. The literature review on this topic identifies changes in contemporary warfare and characterises both modern military engagements and organisations as complex adaptive systems. Any army representing the defence of a nation state strives to be both capable and effective in its military engagements, most notably in conditions of war or hostilities against a known enemy combatant. The objectives of capability and effectiveness, often understood as ‘fit for purpose’, means that an army must always be in a state of readiness to change, not only to keep abreast of the methods and tools of warfare technology that continuously evolve but ideally to be strategically ahead of the enemy, whether in a classical battleground scenario or, as seems more likely, fighting an opponent who has the advantage of local knowledge, an element of surprise and other features of asymmetrical warfare providing them with the upper hand. Contemporary warfare, as described in the history books, has already moved beyond our capacity to understand and interpret the nature of conflict. Moreover, the lessons of military engagement for the Australian Army in recent years fighting insurgency in faraway lands point to a new level of complexity where unforeseen and unknown factors play a decisive part in determining success and failure in strategic planning and actual operations. Difficult though it may be, the Army has no choice but to embrace new ‘out of the box’ thinking and get to grips with the mysteries of CAS in order to adapt and remain effective. This leads us to the main research question that is: How does a modern professional army adapt, structurally and functionally, to the changing nature of military engagement, which is increasingly characterised by complexities arising outside of conventional operations? CAS theory can be seen as a promising perspective in appraising these complexities as it provides a number of characteristics that offer a better understanding of the nature of modern warfare and military organisations. To apply CAS theory to a real-life case of organisational change we have chosen the Conceptual Framework for Adaptation (CFA) since it provides a good descriptive model of CAS. Moreover, CFA, currently being developed by the Defence Science and Technology Group (DST Group) in Australia, is the most familiar framework for the Australian Army in the task of reviewing the complexities of both modern warfare and military organisations. For this reason, the thesis uses CFA as a methodological basis for appraising a case of organisational change. The findings will draw on ideas taken from CAS theory and CFA as a means to appraise organisational change. From a practical point of view, we have selected a recent case of organisational change that had been introduced into the Australian Army. In particular, in response to future environment complexities, the Australian Army has released Adaptive Campaigning and launched the Adaptive Army Initiative (AAI). This is an ambitious program that puts the whole organisation on an adaptive footing, claiming to be a restructuring of higher command and control arrangements by providing a systemic approach to adaptation across the entire Army. The review of the AAI aims to explore from a theoretical perspective, how the Army as a complex organisation, and given its multiple functions, levels of command and control, can actively manage this adaptation to a continuously changing environment. During the AAI review we conducted 19 face-to-face interviews that included 13 senior Officers, 3 mid-ranking Army Officers and 3 external to the Army people. We also recognise that organisational learning plays a crucial role in the way the Army adapts to external requirements. To cover this ground we conducted a review of the lessons mechanisms, Army Lessons Network (ALN); the focus being on the operational aspects (process, structures and roles) that make an organisation adaptable to changing conditions. Thus, the thesis describes how the change was designed and implemented as well as the outcomes that have been possible to track so far. Appraisal of the lessons processes in the Army, through the ALN review, helps us to understand the role of organisational learning as a mechanism of change. Both the AAI and ALN analyses demonstrate that the Army has developed characteristics of CAS. Taking into account the views of experienced senior Army Officers about their own self-generated initiative to drive and foster an adaptive, change-oriented culture, the thesis demonstrates the depth of understanding of the challenge of achieving ‘fit for purpose’ organisational performance as well as the important contribution of leadership, a supportive socio-culture and the lubrication of organisational learning. This is what the thesis has revealed and its special knowledge contribution is to obtain the insights from Army leaders as practitioners about what is going on in a modern army in a continuous process of transition. Indeed, gaining access to the thoughts of these truly professional soldiers has provided the thesis with unique and original insights into military operations. The thesis explores the development of a model of the Army as a complex adaptive system. It acknowledges that in the context of the practical orientation of the Army theory-building this is just the beginning of a long road-testing process. A serious attempt has been made to start the theory-to-practice process with an extensive exploration of leading ideas inspired and drawn from complex system thinking.

A avaliação e gestão dos riscos naturais têm vindo a receber uma atenção crescente na União Europeia, nos últimos anos. Esta atenção pode ser explicada pelo aumento de desastres naturais que têm vindo a ocorrer na região, resultando em elevadas perdas económicas e de vidas humanas. A chave para redução dos impactos deve focar na vulnerabilidade das comunidades através da utilização de medidas de mitigação e adaptação que visam aumentar a resiliência e sustentabilidade. De forma a não serem ignorados quaisquer riscos, uma abordagem aos multi-riscos é necessária. Políticas e instruções relativas à avaliação dos riscos naturais são estabelecidas em diferentes escalas. Este estudo realiza uma visão crítica da política européia nesta área e identifica as limitações e os desafios atuais. O estudo desenvolveu uma proposta conceptual para uma estratégia de mitigação e adaptação na Diretiva da União Européia que permita reduzir os riscos naturais. Propõe-se o estabelecimento de critérios base na nova Diretiva, que devem ser articulados com as instruções oficiais da EU, de modo a apoiar Estados Membros na implementação destes critérios.
The assessment and management of natural hazards has received a greater attention in the European Union during the last years. This can be explained by an increase in disastrous events in the EU due to natural hazards which resulted in tremendous economic losses and loss of human lives. The key to decrease impacts is to address the vulnerability of our communities by using mitigation and adaptation measures. These hazard management strategies aim to build on resilience and sustainability. For not ignoring certain risks a multi-hazard approach is necessary. Policies and guidelines concerning the natural hazard assessment and management are set up on different scale levels. This research work provides a critical review on the current EU policy framework. The analysis addresses the weaknesses and challenges and leads to a proposal of a conceptual multi-hazard framework for natural hazard mitigation and adaptation in the EU policy framework. It is proposed to set up basic standards in a new directive and combine those with official EU guidelines to assist the Member States in achieving those standards.

Strategists are encouraged to identify sustained competitive advantages. This volume takes a different tact and provides a perspective on how organizations adapt over time to changing circumstances. This process is characterized as not driven by the inspired wisdom of a grand strategist, but by an ecology of initiatives within the organization. A central role of the organization is to mediate between the market forces in which it operates and the culling and amplification of these initiatives within the organization. In this spirit, a useful touchstone is that of Mendel, who sits intermediate between the blind watchmaker of a purely Darwinian process and a “chess master” strategist as suggested by stylized rational choice approaches. The “Mendelian executive” operates with intentionality, but this intentionality is with respect to the design of the experimental process rather than the identification of specific pathways forward. The two core conceptual pillars of the work are that of path-dependence, what are the adjacent “spaces” to which an organization might move, and “artificial selection,” how the organization mediates aggregate immediate outcomes and the allocation of resources and rewards to the various initiatives and actors within the organization. Entities that have a sustained lifespan are not static, but engage in processes of renewal, whether cells in the human body or lines of business within a firm. A conceptual framework is provided to illuminate some of the fundamental mechanisms underlying this process.

It is well documented that immigrants who arrive in the United States have superior health compared with native-born individuals. However, US evidence suggests that this initial health advantage erodes over time, a process referred to as “unhealthy assimilation,” the “acculturation paradox,” or the “immigrant paradox.” Variation in terminology reflects divergence in the conceptual frameworks researchers have used to approach the study of immigrant health, and in particular, how adaptation to US culture and environment influences health. The goal of this chapter is to summarize the evidence on studies that examine these questions in US immigrants with regard to chronic disease risk, in particular obesity, diabetes, and physical activity. A theoretical framework is proposed that can guide interpretation of findings on studies of chronic disease risk in US immigrants and inform future studies that aim to examine the influence of migration on health from a global perspective.

We provide a conceptual framework for studies of the developmental and evolutionary ecology of marine invertebrate larvae and illustrate how contributions to this volume demonstrate both past achievements and the future fecundity of this research program. Our conceptual framework is anchored in the idea of model life histories, which is a category of investigation similar to but distinct from model organisms or model clades. Marine invertebrate larvae constitute a coherent, structured research program as model life histories that represent developmental, ecological, and evolutionary processes in different ways. They facilitate interdisciplinary investigation that integrates different approaches to diverse research questions about developmental mechanisms, evolutionary history, and adaptation, as well as providing a window on alterations of the marine environment due to anthropogenic climate change. Success in studies of model life histories provides a strong case for sustained professional, institutional, and financial support to carry these endeavors forward.

The 1984 cost/benefit model for the evolution of carnivorous plants addresses their potential energetic and ecological advantages. It has provided a conceptual framework for research on distribution, variation in trap allocation and mechanisms, association with low rates of photosynthesis and whole-plant growth, and ecology of carnivorous plants relative to noncarnivorous ones. We re-assess this model, its potential extensions, and the validity of its assumptions and predictions. We review what is known about photosynthesis, respiration, relative growth rates, and resource allocation in carnivorous and noncarnivorous plants, and growth, nutrient limitation and stoichiometry, adaptation to different prey, and optimal trap allocation of carnivorous plants. We propose explanations for six ecological and evolutionary paradoxes involving carnivorous plants. Future advances will hinge on better quantification of the cost/benefit model and comparing model predictions with data.

AbstractIn this paper we present a conceptual framework for a climate risk assessment based on the so-called impact chains. The method follows a general assessment framework consistent with the IPCC AR5 concept on climate risk. This framework has been developed by Eurac Research within the context of various projects with the German Environment Agency and the German Gesellschaft für Internationale Zusammenarbeit (German Corporation for International Cooperation)—GIZ. It has been applied in almost twenty national climate risk assessments worldwide (e.g., Burundi, Bangladesh, Thailand, Vietnam, Madagascar) and has been perceived as (1) an appropriate means for risk analysis, (2) a useful tool for communication of complex cause-effect relationships in climate change impacts and risks, and (3) a great approach to identify entry points for adaptation measures. For an operational risk assessment, impact chains serve as a basis for the selection of appropriate models, indicators or guide more qualitative, expert-based assessments.

This study provides a conceptual framework for an ESP coursebook design and evaluation process. The first chapter presents the basic characteristics of high-quality coursebooks from the different authors’ point of view, describes the roles that ESP learning materials fulfil, discusses the issue of their content and authenticity, and deals with factors that should be taken into consideration when designing a coursebook including the role of teachers who design learning materials and work with them. The crucial part of the chapter is formulation of the principles of an ESP coursebook design based on SLA theories and description of a model of an ESP coursebook design concerning both adaptation of the available learning materials and design of new materials as well as the basic steps in designing one lesson of the coursebook. The second chapter draws from general approaches and rules for coursebooks evaluation, discusses the process of an ESP coursebook evaluation and gives examples of checklists whose development is one of the aims of the dissertation project focused on design-based research of an ESP coursebook.

Theories such as rational adaptation and transformational change have particular relevance for organizational change. A conceptual model includes organizational problems and conditions; change goals; strategy; change tactics such as demonstrating urgency, clarifying the change vision, providing a plan, developing communication processes, and providing for staff participation. Structures include action systems consisting of change sponsors, change champions, and action teams. Processes including ongoing communication, team building, and conflict management are all necessary. Implementation methods and technologies can include traditional organization development tools such as employee surveys, process consultation, and team building, as well as specific interventions, including quality improvement models; implementation science processes; organization culture change; and addressing diversity, equity, and inclusion issues. Change content, process, and context all need to be considered in planning a change intervention. Changes must be institutionalized in organizational policies and procedures. Outcomes of the change should be clearly defined in order to evaluate results.

Abstract Auxetics refer to a class of engineered structures which exhibit an overall negative Poisson’s ratio. These structures open up various potential opportunities in impact resistance, high energy absorption, and flexible robotics, among others. Interestingly, auxetic structures could also be tailored to provide passive adaptation to changes in environmental stimuli — an adaptation of this concept is explored in this paper in the context of designing a novel load-adaptive gripper system. Defining the design in terms of repeating parametric unit cells from which the finite structure can be synthesized presents an attractive computationally-efficient approach to designing auxetic structures. This approach also decouples the optimization cost and the size of the overall structure, and avoids the pitfalls of system-scale design e.g., via topology optimization. In this paper, a surrogate-based design optimization framework is presented to implement the concept of passively load-adaptive structures (of given outer shape) synthesized from auxetic unit cells. Open-source meshing, FEA and Bayesian Optimization tools are integrated to develop this computational framework, enhancing it adopt-ability and extensibility. Demonstration of the concept and the underlying framework is performed by designing a simplified robotic gripper, with the objective to maximize the ratio of towards-load (gripping) horizontal displacement to the load-affected vertical displacement. Optimal auxetic cell-based design generated thereof is found to be four times better in terms of exhibited contact reaction force when compared to a design obtained with topology optimization that is subjected to the same specified maximum loading.

Predictive maintenance is based on historical data, models and knowledge of the domain in order to predict trends, patterns of behavior and correlations by statistical models or Machine Learning to predict pending failures in advance. This paper presents a review of most applied machine learning techniques, comparing different authors’ approaches used in predictive maintenance. Also, a conceptual machine learning framework is proposed to tackle various predictive maintenance challenges such as failure forecast, anomaly detection and Remaining Useful Life prediction.

Purpose – the purpose of this research is to systematically understand the behavioral and emotional aspects of potential tourists and investigated the conceptual model in the context of the travel marketers’ (TMs) facebook fan pages. Research methodology – the present study performed the two-step SEM approach suggested. the first step involved confirmatory factor analysis (CFA), which was used to validate scales for the measurement of specific constructs proposed in a research model and SEM followed. Findings – the supportive part of the conceptual framework studied how the cognitive (information source, social interaction ties, design characteristics) and effective (entertainment) factors influenced attitudes. Research limitations – the key limitation of this topic may belong to the propensity of the sample to embody the population. This also has a certain influence on SEM exploration. Practical implications – this study provides important guidelines for fan pages’ designers and marketers in the tourism sector especially during the time of destination image crisis. Originality/Value – this research was the earliest to relate the prototype willingness model on travel and tourism Facebook fan pages. In a sense, this research offers a basis for acclimating the prototype willingness model to the touristry social media setting.

Abstract How can Design for Assembly be implemented when the conceptual form of a product being designed is known but the information defining its physical form is vague and incomplete? In this paper, we answer the preceding question from a decision-based perspective. Specifically, we adapt Boothroyd and Dewhurst’s Design for Assembly method for use in conceptual and embodiment design. We achieve this adaptation through the use of Decision Support Problems, and we illustrate our adaptation through an example, namely, the design of an aircraft evacuation system. Our emphasis in this paper is on presenting the conceptual framework used to make suitable Boothroyd and Dewhurst’s Design for Assembly to conceptual design and not the numerical results per se.

Abstract Recent advances in data analytics, numerical modeling, and structural health monitoring (SHM) boost the application of machine learning methods in the field of structural engineering. Among them, the multi-layer neural network (MLNN) is one of the most popular ones. However, mathematical details of MLNN have yet to be well understood for structural problems. This study aims to identify optimal MLNN parameters for regression modeling of structural response estimates. SHM data-validated finite element models considering stochastic uncertainties in the natural events and structural properties are used to prepare a large dataset for regression modeling. The efficacy and accuracy of regression modeling are optimized by extensive sensitivity analyses for key MLNN parameters (e.g., numbers of hidden layers and neurons, activation functions and learning rates) via a k-fold cross-validation process. The optimized regression modeling is incorporated into a conceptual smart framework for lifetime structural performance assessment adapting to evolving natural events. The presented optimization process and smart framework is applicable to marine and offshore structures by characterizing the offshore hazards and structural responses.

Canada 1 Water is a 3-year governmental multi-department-private-sector-academic collaboration to model the groundwater-surface-water of Canada coupled with historic climate and climate scenario input. To address this challenge continental Canada has been allocated to one of 6 large watershed basins of approximately two million km2. The model domains are based on natural watershed boundaries and include approximately 1 million km2 of the United States. In year one (2020-2021) data assembly and validation of some 20 datasets (layers) is the focus of work along with conceptual model development. To support analysis of the entire water balance the modelling framework consists of three distinct components and modelling software. Land Surface modelling with the Community Land Model will support information needed for both the regional climate modelling using the Weather Research & Forecasting model (WRF), and input to HydroGeoSphere for groundwater-surface-water modelling. The inclusion of the transboundary watersheds will provide a first time assessment of water resources in this critical international domain. Modelling is also being integrated with Remote Sensing datasets, notably the Gravity Recovery and Climate Experiment (GRACE). GRACE supports regional scale watershed analysis of total water flux. GRACE along with terrestrial time-series data will serve provide validation datasets for model results to ensure that the final project outputs are representative and reliable. The project has an active engagement and collaborative effort underway to try and maximize the long-term benefit of the framework. Much of the supporting model datasets will be published under open access licence to support broad usage and integration.

With the conceptual framework presented in this document, the IDB aims to (1) lay the conceptual foundations to seize climate resilience opportunities in development projects by presenting definitions and examples for climate resilience elements and capacities as a basis for a conceptual climate resilience metrics framework and (2) guide sectorial specialists in identifying output and outcome indicators to monitor climate resilience results at the project level and to later evaluate the effectiveness of implemented adaptation and climate resilience activities.

Approaches integrating environmental management practices have been gaining importance in recent years. Sustainable Land Management (SLM), Ecosystem-based Adaptation (EbA), Ecosystem-based disaster Risk Reduction (Eco-DRR) and Nature-based Solutions (NbS) are widely applied approaches that tackle certain drivers of challenges such as food insecurity, water scarcity, decline in biodiversity and threats to livelihoods, while also considering both human well-being and ecosystem functions and services. Better understanding the similarities, differences and relationships between these approaches helps to improve efficiency in implementation and leverage synergies. By shedding more light on where these approaches align, investments in land-based solutions in response to different types of environmental challenges can be more effectively designed to achieve multiple targets. In response to the United Nations Convention to Combat Desertification (UNCCD) decision 19/COP.14 paragraph 4, the main objective of this report is to understand and elaborate upon the characteristics of SLM, EbA, Eco-DRR and NbS. The report begins with an overview of the historical backgrounds and origins of SLM, EbA, Eco-DRR and NbS. Despite differences in their specific goals and targeted benefits, all approaches aim for the support of biodiversity, land-based ecosystems and ecosystem services and functions, and employ measures to conserve, restore and sustainably use land to support ecosystem services and functions, including SLM technologies. Furthermore, irrespective of their different goals, the projects developed under any approach can generate comparable co-benefits, especially due to their support of biodiversity. The capacity for all these approaches to deliver multiple co-benefits means that projects of each approach can directly contribute to implementing the specific goals of the other approaches as well. Thus, multiple global and national targets, frameworks, strategies and conventions which call for the implementation of one or more of these approaches, can benefit from this report by avoiding duplication and reducing the overall investments necessary to achieve the set targets and goals. This is critical for achieving the ambitious Agenda 2030, including voluntary land degradation neutrality (LDN) targets and climate action under the Paris Agreement. It will also be the case for the post-2020 global biodiversity framework currently under development. The added value that will come from optimizing the links among these approaches extends from national policymakers to the practitioners of SLM, EbA and Eco-DRR projects, which all share the ultimate goal of sustainable development. To capture the coherence and alignment among these approaches, their similarities and differences have been summarized in a conceptual framework. The framework has been designed to help practitioners understand the specific goals of each approach, and to link these to the relevant global and national targets, frameworks, strategies and conventions, which can support monitoring and evaluation as well as reporting processes. The synergies among these approaches are further illustrated based on three case studies in order to demonstrate opportunities for leveraging multiple co-benefits and targets at implementation level irrespective of the different objectives under each. The results of this assessment demonstrate that activities under one approach can be beneficial to achieve the specific goals of other approaches with little additional effort. It is essential for policymakers, project developers and practitioners to recognize that. This is key to the achievement of sustainable development.

This paper aims to improve our understanding of the nature, causes, and multiple dimensions of how social assistance may address climate vulnerability and resilience within fragile and conflict-affected settings (FCAS), as part of the inception phase of the Better Assistance in Crises (BASIC) Research programme. Over recent years, social assistance, such as cash transfers and voucher programmes, has been seen as a way of reducing the impacts of climate-related shocks and stressors, and of increasing the resilience of recipient households and communities. It has also been seen as a mechanism for delivering adaptation funding, showing promise in tackling short-term shocks as well as longer-term adaptation to climate change. Yet despite FCAS hosting some of the most vulnerable populations in the world, so far there has been little attention to these settings. We examine the linkages between social assistance and climate resilience in FCAS and in turn, implications for BASIC Research. Specifically, we ask what the evidence is on whether existing approaches to social assistance are appropriate to reducing climate vulnerabilities and building climate resilience in FCAS, and, if not, how they might be reformed. We address this through three sub-questions. First, what are the major conceptual discussions on climate resilience and social assistance, and what is the extent of work in FCAS? This is addressed in section 2.1, based on an extensive literature review. Second, to what extent does the literature on social assistance and climate resilience apply to the particular concerns of FCAS? This is covered in section 2.2, based on a framework informed by work in political economy and political ecology. Third, what are possible future research directions? We conclude with reflections on what BASIC Research may contribute in section 3.
