The stages, methodology and complex design tools of electromechanical systems with inductions motors are substantiated. A quantitative assessment of the possibilities of increasing their economic efficiency using complex design according to the criterion of maximum income is provided. The expressions of complex criteria of efficiency, complex mathematical models and research methods are substantiated. The change in economic efficiency is determined when the value of design parameters deviates from the optimal value. Using the developed means of complex design can increase economic efficiency by tens of percent is shown. References 22, table 1, figures 2.

This article evaluates the performance of expected value and expected value-variance criteria in achieving risk efficiency in crop selection. Results indicate that the expected returns criterion achieves risk efficiency in many situations because of constraints. However, in the absence of many constraints the expected returns criterion performs poorly except when highly mean-dominant activities are present. The expected value-variance criterion achieves a high degree of risk efficiency for all situations examined. This result implies that criteria more complex than expected value-variance are not necessary for crop selection analysis, given empirical returns distributions.

Context. High-performance computing systems are needed to solve many scientific problems and to work with complex applied problems. Previously, real parallel data processing was supported only by supercomputers, which are very limited and difficult to access. Currently, one way to solve this problem is to build small, cheap clusters based on single-board computers Raspberry Pi. Objective. The goal of the work is the creation of a complex criterion for the efficiency of the cluster system, which could properly characterize the operation of such a system and find the dependences of the performance of the cluster system based on Raspberry Pi 3B+ on the number of boards in it with different cooling systems. Method. It is offered to apply in the analysis of small cluster computer systems the complex criterion of efficiency of work of cluster system which will consider the general productivity of cluster computer system, productivity of one computing element in cluster computer system, electricity consumption by cluster system, electricity consumption per one computing element, the cost of calculating 1 Gflops cluster computer system, the total cost of the cluster computer system. Results. The developed complex criterion of cluster system efficiency was used to create an experimental cluster system based on single-board computers Raspberry Pi 3B+. Mathematical models of the dependence of the performance of a small cluster system based on single-board computers Raspberry Pi 3B+ depending on the number of boards in it with different cooling systems have also been developed. Conclusions. The conducted experiments confirmed the expediency of using the developed complex criterion of efficiency of the cluster system and allow to recommend it for use in practice when creating small cluster systems. Prospects for further research are to determine the weights of the constituent elements of the complex criterion of efficiency of the cluster system, as well as in the experimental study of the proposed weights.

Introduction. Solving the problem of harvesting broom corn (Sorghum vulgare var. technicum) with minimal expenditure of labor and resources, and high quality is possible through improving existing or developing new processes and equipment for harvesting. At the same time, the proposed new processes and equipment should ensure the reduction or complete elimination of the share of manual labor. The purpose of the work is to improve the process for harvesting of broom corn based on a complex performance criterion. Materials and Methods. The methodological basis for choosing an effective process for harvesting broom corn was the theory of efficiency of technical systems. According to it, the latter is estimated using the value of a complex criterion that includes a set of particular indicators and their relative importance. Results. It is proposed to evaluate the efficiency of the broom corn harvesting process according to a complex criterion that takes into account particular indicators and their relative importance. A developed process for harvesting broom corn includes: threshing of standing broom corn in the direct flow offset threshing chamber of a combine harvester with simultaneous mowing of the threshed plants using the combine harvester thresher; collecting the threshed and mown plants in the tractor trailer and the threshed grain in the hopper; transportation of threshed and cut plants to the place of storage; and stacking of threshed plants with drying them using active ventilation. Based on experimental studies, the values of all the studied particular indicators and their coefficients of relative importance were determined; a comprehensive performance criterion for the existing process for broom corn harvesting and the proposed process was calculated. Discussion and Conclusion. The calculated values of coefficients K* 1 and K* 2 for the existing and proposed processes for harvesting broom corn were used to determine the complex performance criterion, which is φ(Wi) = 15.54 for the existing process and φ(Wi) = 2588.75 for the proposed one respectively. According to the complex criterion, the proposed harvesting process is more efficient than that currently used more than 160 times.

Every year the number of detected financial irregularities supervisory authorities increases. Reduce the amount of possible financial irregularities by increasing the efficiency of budgetary control. The main purpose of the scientific research is to evaluate the efficiency of budgetary control in Ukraine. Results.The effectiveness of budgetary control is a complex economic category .It is characterized by certain criteria and depends on many parameters and factors. In assessing the effectiveness of budgetary control and the development of practical methods of calculation and formation performance criteria should take into account not only the economic component but also various other components efficiency. Monitoring the effectiveness of budgetary control carried out according to certain criteria by examining different interrelated indicators. In our opinion, the most thoroughly evaluate the effectiveness of budgetary control are the following criteria: performance criteria, the criterion of concentration, structuring criterion, criterion validity, criterion dynamism. Conclusion. The introduction of a single integrated system of indicators to assess the effectiveness of budgetary control will help assess the achievement of goals to improve the efficiency of budget resources of the state through a set of criteria: performance, concentration, structuring, efficiency and agility. Using the general method facilitate assessment of the effectiveness of public spending as between different supervisory authorities and between the different territorial units of those bodies.

This paper presents a novel methodology for evaluating spatial straightness error based on the minimum zone criterion. Spatial straightness evaluation is formulated as a linear complex Chebyshev approximation problem, and then reformulated as a semi-infinite linear programming problem. Both models for the primal and dual programs are developed. An efficient simplex-based algorithm is employed to solve the dual linear program to yield the straightness value. Also a general algebraic criterion for checking the optimality of the solution is proposed. Numerical experiments are given to verify the effectiveness and efficiency of the presented algorithm.

Problem setting. Efficiency is a complex category of economics and one of the main indicators of business entities. Current trends in the development of innovation require consideration of new aspects of assessing the state of innovation in accordance with the system of performance criteria. The purpose of this article is a legal analysis of the procedure for determining the effectiveness of innovation. Analysis of recent researches and publications. The study of the process of determining the effectiveness of innovation is mostly devoted to the works of economists, such as J. Schumpeter, Y. Yakovets, A. Kharin, P. Mykytyuk, V. Koyuda, L. Lysenko and others. However, there is no single approach in research to the system of evaluating the effectiveness of innovation and its components. Article’s main body. One of the key principles of this policy is the effective use of market mechanisms to promote innovation, support for entrepreneurship in research and production. The strategy for the development of innovation for the period up to 2030 defines the concept of the coefficient of innovation efficiency as the ratio of the result to innovation resources, without disclosing the content and components of this term. Most economists in analyzing the evaluation of innovation distinguish between the concepts of "effect" and "effectiveness" of innovation. Generalization of criteria and systematization of the corresponding indicators of an estimation of efficiency of innovative activity, allows to allocate the following: Criterion of economic efficiency. Criterion of scientific and technical efficiency. Criterion of social efficiency. Criterion of ecological efficiency. Criterion of novelty. In our opinion, it is also possible to add to this generalized list of other criteria, in particular, a criterion that reflects the level of commercialization of innovation results (main indicators: introduction of commercial use of scientific and technical results; level of commercialization of innovation projects). potential in the resource to ensure competitiveness, the level of competitiveness of goods (services), the volume of investment demand, the level of profitability, taking into account possible risks etc.). Conclusions and prospects for the development. Legal support of innovation should be aimed at creating an effective regulatory framework and economic mechanisms to support and stimulate the state of innovation processes. Stimulation of innovative activity determines the level of its efficiency and effectiveness. In view of the above, it seems appropriate to regulate general indicators (criteria) and create a scientifically sound system for determining the effectiveness of innovation in an aspect-oriented direction in relation to determining the effectiveness of scientific institutions.

The main aspects of systems efficiency are considered. It is shown that evaluating the efficiency of the functioning of systems can be both a single-criterion and a multi-criterion task depending on the objectives of the study. The correct statement of the problem of evaluating the effectiveness as an integral character in the general case allows only a multicriteria interpretation since in this case a combination of various factors affecting the system is taken into account. Information is provided on existing approaches to assessing the effectiveness of systems that use a large number of criteria for evaluating, which differ in their functional composition. A methodology for multicriteria functional efficiency assessment is proposed, which allows modeling the multifactorial dependence of performance indicators based on integral indicators expressed as radius vectors in multidimensional subject space, and forming a spectrum of various managerial actions and decisions based on the results obtained. The application of the presented assessment model for determining the options for navigation complex with the best and worst implementation for a set of technical parameters is shown.

The publication presents the results arising from the experimental and mathematical modelling studies, which mainly aimed to investigate the selection and optimization of the rational operation modes particular to diesel engines of freight locomotives in the possession of the JSC ‘Lithuanian Railways’ (AB ‘Lietuvos geležinkeliai’). The goal of the optimization is to increase the energy efficiency, reduce fuel consumption and emissions of harmful air pollutants to the environment from diesel engines of locomotives during freight transportation via the main lines of the Lithuanian railway network. A complex energy efficiency and environmental pollution assessment criterion KE–E adjusted for diesel engines of freight locomotives has been suggested. The use of KE–E on the basis of the conducted complex experimental mathematical computer modelling studies has determined that the reserves reducing fuel consumption, harmful emissions and greenhouse gas (CO2) emissions constitute 6÷15% on an average, and in the case of individual railway network lines they go up to 30%. The comparative emission of harmful components per fuel mass (NOx, CO, CH, PM) e´NOx, e´CO, e´CH, e´PM when carrying freight via the main lines of the railway network by trains weighing 3000÷7500 t has been singled out. The results constitute sufficient grounds to organise control of harmful emissions and provide an opportunity to solve practical tasks with a slight tolerance (3÷7%) taking account of diesel engines of locomotives used for transportation. It has been proposed to measure the freight transportation efficiency according to the complex criterion KE–E, indicates the energy efficiency and the assessment of environmental pollution originating from diesel engine of locomotives. The reserves for increasing the efficiency of energy usage have been studied according to the variational mathematical computer modelling data. A methodology for measuring the freight transportation rationality and estimating the optimal indicators has been proposed, using the values of the KE–E criterion for the railways freight transportation, as well as the technology for controlling the traction characteristics as well as energy and ecology indicators of diesel engines of locomotives in operational conditions.

To enhance the efficiency for the shape optimization of complex nonlinear structure, based on the FE analysis combined with the sensitivity analysis, the gradient-based Kriging (GBK) method is applied. A new criterion to determine the likely best spatial correlation parameter in GBK based on Latin Hypercube Design (LHD) presented by authors is also applied. A more practical example for the shape optimization of automotive tire is presented to show the applicability of the GBK method.

The article presents the basic principles of a criteria-based approach to the analysis of the cost management system of business structures. The expediency of analysis for each stage of the cost management process is indicated. The stages of cost management are determined: development (adoption) of a solution, implementation of a solution and control. The method for calculating complex and resulting criteria for analyzing the effectiveness of the cost management system on the example of sewing enterprises is proposed. Among the main results of the proposed criterial approach, the assessment of the effectiveness of the cost management system of a business structure in the context of each stage of management and the possibility of comparing the effectiveness of cost management systems at different enterprises are determined. For each stage of management, the six local criteria have been developed and their quantitative characteristics are indicated to analyze the level of efficiency of the cost management system. Local criteria can take values from 0 to 1. For each of them, there are three options for the accepted value: the most and least effective and intermediate value. Local criteria are combined into a complex criterion. The complex criteria for each stage of management constitute the resulting criterion for assessing the cost management system of the business structure. The closer the obtained value of the resulting criterion is to 1, the more effective the cost management system at the enterprise becomes. The analysis of indicators of five leading domestic enterprises of the garment industry was carried out according to the given methodology. It was found that the performance indicators of each of the studied enterprises are almost half of the optimal result. It is noted that the researched enterprises need to focus on improving the existing cost management systems. Moreover, each enterprise has the cost management system with the different operating efficiency at each stage of management. That is, the proposed methodology allows enterprises to identify problematic aspects in the context of management stages and to make changes to the cost management system in order to increase its efficiency.

Analysis of competing options for the implementation of the system is a key task at the stage of conceptual design of aviation air conditioning systems as these systems have a great impact on the fuel efficiency of the entire aircraft. The decision about choice of competing options regarding not only the appearance of the system, but also a lot of different parameters including technical, technological and so on. In case of conceptual design missing parameters for a complex criterion can be replaced by an alternative risk level estimate. This article shows an example how to compare competing variants of the air management system at the stage of conceptual design and provides a methodology for selecting the key parameters of the comparison criterion. As a result, it is shown that vapor cycle cooling is more promising due to the wide possibilities of reducing the mass of components and increasing the overall cooling efficiency. For the air cycle, most of the possible solutions to increase efficiency have already been implemented now.

The proposed observation model provides for calculating the probability of detection of different types of unmanned aerial vehicle (UAV) at a certain range with regard to their tactical and technical characteristics and security equipment capabilities. The comparison of the obtained values of generalized indicators of security equipment use efficiency is based on a specified criterion. To take into account factors that significantly affect a modeling object, calculations are carried out under specified conditions and restrictions. UAVs should be detected until a covering object gets in a swath width given the time required for countermeasures. Based on the software implementation of the algorithm we have evaluated the efficiency of use of hypothetical security equipment for detecting certain types of UAVs, and defined means of further use or improvement.

The choice of mining development strategies is based on the main indicators of mining and geological conditions that characterize mineral deposits. The purpose of the research is to argue the application of the improved Bayes criterion when choosing rational mining development strategies by taking into account the complex mining and geological conditions. The methodology of decision-making in terms of managing geotechnical systems depends on whether or not the probabilities of the conditions and dynamics of the parameters of rocks and soils are known during the development of mineral deposits, as well as the construction of infrastructure facilities. If the probabilities are unknown, then there is the problem of making decisions in the conditions of uncertainty of the initial data to assess the efficiency of the mining enterprises. Even though the rules for the free circulation of machinery within the European Union (EU) market have existed for more than 30 years, accidents related to their activities have constantly been reaching significant value. When designing a machine, the design must stem from a risk assessment, where all stages of its life cycle and the ways to use it must be taken into consideration. In industrial operations with old machinery, despite fulfilling its function reliably, the safety level is below the developing requirements for safe operations. The proposed methodology to assess machinery safety conditions comes from the assumption of the proper application of risk assessment steps and their effectiveness in risk reduction mainly through implementing both effective and efficient preventive measures. The objective of the research applied in three operations was to verify the methods concerning machinery safety and its management. The created methodology, based on 19 requirements for safety, evaluates the level of current measures using a criterion of the current safety status and the total effectiveness of safety measures. Its output is the assessment of the efficiency level of the implemented safety measures of each machine as well as of the whole operation.

Development of perspective high-speed aircrafts inseparably linked with level of aircraft propulsion engineering as engine performances to determine aircraft capabilities as a whole. The basic requirements to engines of high-speed aircrafts are increase speed and flight height. With each new generation of turbojet bypass engine with afterburner their specific thrust and a specific impulse are increase, also application of high technologies raises leads to substantial growth of the engine cost too. At the same time existing engines design has the big reserves for modernization. For a quantitative assessment of the degree of influence of the new technical solution on the quality of the task performance by the aviation complex, criteria (indicators) of efficiency are used. However, it is not possible to find a direct functional dependence of the overall criterion of the effectiveness of the aviation complex on the technical and operational characteristics, conditions of use of a high-speed aircraft. The purpose of this work is to develop a methodology for determining the economic criterion for assessing the degree of influence of a new technical solution on the quality of the task performance by the aviation complex (the value of the integrated performance criterion). The text of the paper provides an analysis of recent research and publications. The developed relative criterion of the efficiency of a high-speed aircraft makes it possible to accomplish the goal set, as well as to estimate the costs at the cost of which the final result is achieved. It is shown that boosting engines with water injection has some advantage over other options for increasing the thrust of high-speed aircraft engines. The application of the obtained results can be used to substantiate new technical solutions and establish their impact on the quality of the task performance by the aviation complex, as well as reduce the time to create competitive high-speed aircraft.

Introduction. The determination of the optimal technological efficiency of the peeling process, in terms of the number of detached casings and unit costs of the process, is an important task. The purpose of the study is to give reasons for a comprehensive evaluation criterion of the technological efficiency of peeling wheat grain and choose the optimal values of the parameters of grain peeling, taking into account the energy intensity of the process. Materials and Methods. To quantify the technological efficiency of peeling wheat grain, we used the following local efficiency criteria: the relative yield of peeling by-products, the relative decrease in grain ash content, the increase in the number of cracked grains, and a comprehensive criterion of efficiency taking into account local criteria and the specific power consumption. Results. The experiments have shown that the technological feasibility of the peeling process is ensured at the percentage of the flap opening at the outlet of the machine 60‒70%. In this case, the relative yield of waste husk is 3.2‒2.8%, the relative decrease in grain ash content is 0.32‒0.20%, and the increase in the number of cracked grains does not exceed 0.85%. With increasing the degree of the flap opening at the outlet of the machine from 50 to 100%, the specific power consumption decreases from 8.7 to 3.5 kW∙h/t. Discussion and Сonclusion. To assess the technological efficiency of wheat grain peeling a generalized efficiency criterion, which includes local criteria, is proposed. It has been experimentally proved their dependence on the intensity of grain processing in the machine. The optimum combination of the flap opening degree at the outlet of the machine at 67% (productivity 0.7 t/h) and the specific power consumption of 5.8 kW∙h/t was defined. In this case, the efficiency complex criterion, taking into account the process energy intensity of, is 4.5 kg/kW∙h.

So total value of the losses to disposable energy in low-potential complex for energyblock HPS power 300–1200 MWt forms 7–8 % for systems of the water-supply with water-chiller and evaporation and 8–10 % for systems with radiator are determined. The means used at the present time for a complex evaluation of the efficiency of building enterprise activities are either oversimplified or too complicated. Therefore it is necessary to develop for practical needs convenient, simple and understandable means. The problem can be solved by methods based on a graphical-analytical interpretation. Among the comparatively simple means applied now for a complex evaluation are: by the sum of work places; evaluation based on a geometrical average; evaluation based on the sum of partial indices, etc. More complicated means include the multi-criteria complex proportional evaluation, etc. In case of the suggested graphical-analytical complex evaluation, different charts may be used, including pie charts. Three dimensions differ in them: partial indices, the corresponding central angles and the circle radius. There exist some cases of graphical-analytical evaluation. In the first case, the circle area in divided into n sectors, the area of each sector being equal to the value of a corresponding partial criterion. In the second case, the circle is also divided into n sectors. The radius of each sector equals the value of a corresponding partial index. The generalised index is equal to the sum of all sector areas, too. In the third case, the radii of all sectors are the same and their angles are proportional to the values of partial angles of each sector. After connecting by a line the points got in that way, a figure is obtained which describes the corresponding criterion. The sum of areas of all such figures reflects the value searched for. In all three cases the importance of partial indices can be estimated additionally. The calculations performed according to all existing and suggested cases have shown that the means for graphical-analytical complex evaluation are precise and can be applied in everyday activities.

A new method allowing the determination of normal modes corresponding to the complex ones identified on a structure is proposed. It is based on an appropriation technique applied to forced responses computed from the identified eigensolutions. The set of applied forces is optimized with respect to an appropriation quality criterion. The knowledge of both complex and normal modes allows the full generalized damping matrix to be determined. The complex modes can then be recalculated using the normal modes and the full generalized damping matrix which provides a test of validity by comparison with the original complex modes. Simulated and experimental tests demonstrate the efficiency of this new method.

Построена аналитическая зависимость показателей эффективности сложных технологических процессов от параметров управления в виде графика или аналитической связи между зависимой и независимыми переменными лингвистической функции, которая построена по экспертным данным, обработанным методом множественного регрессионного анализа. Графики лингвистических функций позволяют визуализировать зависимость показателей эффективности технологического процесса от параметров управления, установить наиболее чувствительные из них. Предложена методика оценки комплексной эффективности и оптимального управления реализацией сложных технологических процессов. На основе принципа гибкого приоритета определен интегральный критерий оценки эффективности текущего состояния технологических процессов, позволяющий свести решение многокритериальной задачи выбора эффективных управляющих воздействий к однокритериальной оптимизационной задаче при наличии как максимизируемых, так и минимизируемых показателей эффективности. To solve the problem of automatic selection of management influences on a set of given alternatives in an unstable environment, it becomes necessary to build multi-parameter empirical models of complex technological processes with clearly specified coefficients. The analytical dependence of the efficiency indicators of complex technological processes on the control parameters in the form of a graph or an analytical relationship between the dependent and independent variables of the linguistic function, which is built on the basis of expert data processed by the method of multiple regression analysis, has been built. Graphs of linguistic functions make it possible to visualize the dependence of technological process efficiency indicators on control parameters, to establish the most sensitive ones. A methodology for assessing the integrated efficiency and optimal management of the implementation of complex technological processes is proposed. On the basis of the principle of flexible priority, an integral criterion for evaluating the effectiveness of the current state of technological processes has been determined, which makes it possible to reduce the solution of the multicriteria problem of choosing effective control actions to a single-criterion optimization problem in the presence of both maximized and minimized performance indicators.

Modelling of a complex district heating system by increasing the energy system?s efficiency and by reducing emissions through the implementation of new and low carbon technologies is presented. One of these technologies is cogeneration which is used to increase energy efficiency and to reduce carbon dioxide emissions. Presented model uses linear programming as a basis for mathematical modelling of the energy system. The mathematical calculation is set pragmatically, so it can be efficiently and reliably used to assess the impact of most important parameters on the efficiency of the regional energy system. The model analyses the effects of integration of cogeneration into the existing energy system using a given goal function. The basic criterion is set to be the reduction of environmental impact. The model is successfully tested on the complex district heating system with the power of about 600 MW.

Problem. Practical tasks of transport optimization are inherently multi-criteria. Their nature is such that with the improvement of some quality criteria, others deteriorate. It is very difficult to reduce multi-criteria problems to single-criteria ones in the general case. Therefore, much attention has recently been paid to solving discrete problems in multicriteria productions. An approach to solving a complex two-criteria transport problem is considered, the first criterion of which has a wide range, and the second is extremely narrow. To solve the problem, it is proposed to use nonlinear block normalization of criteria, which significantly reduces the variance of the normalized values of both criteria and, simplifies the procedures for comparing alternatives. The computational complexity of the block normalization algorithm of the criteria is O(n3).Goal. Improving the quality of solutions to complex problems of the transport type by aligning the ranges of narrow and wide criteria scales. This is achieved by applying the algorithm of nonlinear block normalization, which extracts additional knowledge from the source data of the transport problem.Methodology. A systematic approach and methods of mathematical modeling were used to build models of multicriteria problems of the transport type. Methods of multicriteria optimization and decision theory were used in the analysis of problems of solving multicriteria problems.Results. An effective approach to solving complex multicriteria transport-type problems, characterized by a large number of parameters with different ranges and scales, has been developed. This approach can be used directly to solve problems with criteria set by ordinal scales.Originality. The convolution functional method of complex multicriteria transportation problems based on block normalization and selection of the dominant criterion is developed. The procedure for comparing alternative solutions has been simplified by increasing the accuracy of estimating the elements of the transport task plan using block normalization. An effective method for solving complex multicriteria transport problems has been developed, which improves the quality of solutions by obtaining additional knowledge of the problem data model.Practical value. Improving the efficiency of management decisions in complex logistics systems.

Today’s mathematical models and approaches cannot provide satisfactory answers to the challenging problems of the society. The key problem of complex dynamic systems and control theory consists in the development of methods of qualitative analysis of the dynamics and behavior of such systems and in the construction of efficient control algorithms for their efficient operation. The purpose of control to bring the system to a point of its phase space which corresponds to maximal or minimal value of the chosen efficiency criterion is reviewed and analyzed. The reasons for using Fuzzy Cognitive Maps (FCMs) in modeling Complex dynamic Systems are provided. The basics of FCMs are briefly presented. An illustrative example is considered and interesting results are presented and discussed.

Objectives The aim of the study is to develop a mathematical model for the complex solution of various problems in designing and reconstructing the technological system of a production workshop of a machine-building enterprise.Methods Complex system theory and an aggregative decomposition approach are used as the methodological basis for modelling complex hierarchical productions, making it possible to represent a complex system in the form of a set of interconnected subsystems.Results A mathematical model designed for a complex solution of problems associated with the formation of an optimal production programme and selection ofequipment was developed. Operative parameters for processing machines according to a single optimisation criterion for the workshop were established. Distinctive features of the optimisation model proposed in the article are the possibility of its application both for design and for the reconstruction of a technological system, as well as the possibility of simple scaling to the required level (i.e. the workshop as a whole or a separate section).Conclusion The article presents a complex mathematical model for optimising the technological system based on a single optimisation criterion for the workshop, combining the solution of the main tasks of design and reconstruction of the workshop. The use of a single integral optimisation criterion for several problems allows the strong interrelationships between individual tasks to be taken into account. The model is based on the principle of arranging a model from a set of typical elements, easing the construction of models for any sub-task combinations, as well as their respective options. It is possible to use the model’s multi-level unification and scalability to increase modelling efficiency and thus optimise complex multinomenclature productions.

Introduction. In modern conditions, the problem of setting the criteria for evaluating the effectiveness of the form tutors’ activity is becoming relevant in virtue of the importance of education and the absence of a unified methodology and techniques for evaluating the efficiency of the form tutor’s activity. The purpose of the study is to develop and substantiate the criterial framework for evaluating the efficiency of the form tutor’s activity. Materials and methods. A total of 230 form tutors from educational organisations representing 7 regions of the Russian Federation took part in the survey. The service record of 54% of the respondents was over 20 years, 30% – 11 to 20 years and 16% – less than 10 years. Methods: the key theoretical methods were system analysis, synthesis and generalisation of scholarly literature on the problem of developing the criteria and efficiency parameters of the form tutor’s activity, modelling the criterial framework of evaluation. The following was used as the main empirical methods: questioning of form tutors, method of observation, expert examination of the developed criterial framework. Results. A criterial framework for evaluation of efficiency of the form tutor’s activity, based on the selected theoretical and methodological foundations, was developed, being structured as three blocks: personality, process and efficiency. Certain criteria and of efficiency indicators were selected for each block with regard for the key invariant directions of the form tutor’s activity: work with the learner’s personality, learners’ stream, parents, subject teachers, social partners. It was revealed as a result of the empirical research that the most important component in the developed criterial framework, according to 41% of the respondents, is the efficiency block; it is followed in importance by the process block (39%) and the personality block (20%). The necessity to include invariant directions of the form tutor’s activity in each block was noted by 75% of the respondents. The rating results on the each block criteria showed that 67% of the respondents noted the foremost importance, when considering the processual aspect, of the criterion “Organisation and facilitation activity aimed at education and socialisation of learners in cooperation with all actors of the educational process” (KP-4); when considering the personality aspect, 75% of the respondents placed the criterion “Competence in organisational and pedagogical support of educational process” (KL-4) at the top. When assessing the criteria of the efficiency block, the respondents’ rating showed that 72% and 87% of the form tutors placed the criteria “level of cohesion of children’s team, parents, teachers, the staff, the level of development of children and adult community” (KR-6) and “level of learners’ mature experience as based on the system of values inherent in a Russian citizen” (KR-7), on the first place. Conclusions. The obtained results confirm the importance and necessity of creating a criterial framework that acts as an evaluation matrix of the form tutor’s activity efficiency. The personality, processes and efficiency aspects forming its basis take into account the complex of the form tutor’s invariant activity. The further research will be connected with the creation of methods for assessing efficiency of the form tutor’s activity and those related with automation of this process.

AbstractIt is known that the main criterion for the selection of active objects in the First Byurakan, otherwise Markarian survey was the presence of signs of UV-excess in their low-dispersion spectra. Using the presence of emission lines as the second criteria became real during the Second Byurakan survey because of its improved technique. Extended (not stellated) objects, selected with the use of this criterion, made the main part of the separate sample of SBS galaxies. Originally, this sample included 1286 objects, selected in 65 fields of the survey (16 square degree each), to which, with the help of other sources than the survey, there were later added some objects. We studied a subsample of SBS galaxies in seven selected fields (the deepest according to the V/Vmax criterion), including about the third of the whole sample. The first, already completed phase of this program was started with carrying out a follow-up slit spectroscopy of all, about 500 objects, based on observations with long-slit spectrographs with 6m telescope of SAO Russia and 2.6.m telescope of Byurakan. As a result redshifts were determined, as well as spectral classification was made for all of objects, using the scheme adapted to the spectral material. Besides other, obtained data allowed us to estimate the efficiency of used criteria for the selection of galaxies of different classes of starformation and nuclear activity along the full scale of the apparent magnitudes, including close to the limit values (18.5 < mpg < 19.5), etc. The fact that the total area of seven fields as the total number of objects in them comparable with these values for the survey as a whole, allows us to extrapolate the results to the whole sample of galaxies as an upper estimate. The second stage is to conduct detailed studies of individual galaxies in the first place, the most interesting in terms of morphology. They are based on panoramic spectroscopy obtained from observations at 6 m telescope of Russia and 2.6m telescope of Byurakan carried out with multipupil spectrographs MPFS and VAGR, correspondently. Processing of the data obtained for more than twenty objects are at different stages (see arXiv:1403.0127 for extended version).

SummarySubject and purpose of work: The main purpose of the article is to research the state of grain-product subcomplex of the agro-industrial complex and identify the main trends in its functioning as a prerequisite for the implementation of the external economic potential of Ukraine.Materials and methods: The research used methodical tools for analysis, construction of econometric models, as well as open information sources of the State Statistics Service of Ukraine.Results: A set of factors (independent variables) were determined and the existence of theoretically their relationship with the production profitability of cereals and legumes (dependent variable) was substantiated. The regression equations for the investigated factors dependence were formed. The reliability of the econometric model was proved using Fisher’s criterion and Student’s t-criterion test.Conclusions: To increase the external economic potential of the grain-product subcomplex of the agro-industrial complex, it is advisable to focus on building rational mechanisms for managing the identified determinants of efficiency ensuring of the latter.

For the solution of a problem in the efficiency assessment of confidential information protection there is developed a simulator and a universal criterion taking into account a probability of the realization and combating threats and allowing the estimation of the complex system efficiency for information protection in dynamics of processes occurred. The approach offered to the assessment of an information security level of an information object allows reducing considerably material and time costs for carrying out information security audit and also increasing the design solutions quality at the creation and introduction of complex system of information protection.

According to modern view, bacterial pathogens are the leading and most common cause of community-acquired pneumonia (CAP), but at the same time the results of numerous microbiological studies conducted in recent years showed that viruses confidently play the next leading role of CAP causes. Today, antiviral therapy is successfully used within the complex therapy of respiratory diseases, which allows reduction of the disease severity and minimizes the risk of complications. The main requirements for the antiviral drug are fully responsive to the new antiviral drug vitaglutam, the active component of which is pentanedioic acid imidazolyl ethanamide, is a low molecular weight compound, an analogue of the natural peptidoamine. The aim of the work. Mathematical modeling and analysis of clinical and laboratory indicators dynamics of CAP with additional antiviral pharmacotherapy based on pentanedioic acid imidazolyl ethanamide. In the study, it was used retrospective data of 106 patients with mild form of CAP of viral and bacterial etiology. Patients were randomly divided into two groups. In the 1st main group (50 patients), antibacterial therapy was combined with the antiviral drug vitaglutam. Analysis of antiviral therapy efficiency was provided by grouping of patients and determination of their distribution by gradations of clinical and laboratory indicators, as well as the construction of a mathematical model of their dynamics. According to modeling results, the rate of body temperature normalization, which was higher in patients taking vitaglutam, was a clear criterion for the efficiency of antiviral therapy. With additional antiviral therapy, the dynamics of sputum in the lungs was less intense. Positive clinical changes were accompanied by an improvement in the clinical blood analysis indicators, namely, more significant was the dynamics of ESR decrease. At the same time, dynamics of leukocytes number in patients’ blood was approximately the same in both groups. Analysis of dynamics of clinical and laboratory indicators using the proposed mathematical model suggests that additional prescription of vitaglutam to empirical stepwise antibiotic therapy can significantly reduce the time to achieve clinical and laboratory results of treatment of patients with CAP of viral and bacterial etiology.

Reducing highway hazards through the creation of modern lighting systems is an important practical task that currently has some difficulties. The rapid development of renewable energy makes it possible to use off-the-shelf solutions to create autonomous lighting complexes for unregulated pedestrian crossings. The analysis of peculiarities of design, constructive structure and operation of autonomous lighting complexes, which are located in Kharkiv region and use renewable energy sources and energy storage systems to power lighting devices and flashing signal lights, is carried out. The analysis results showed that the lighting complexes under investigation are not capable of supplying sufficient energy for themselves and of functioning properly at low insolation and low ambient temperatures. The reasons for the unstable operation of autonomous lighting complexes have been identified, with the main one being the insufficient accuracy of taking into account the actual climatic operating conditions of facilities when forming design solutions. Measures have been developed to improve the efficiency of the autonomous lighting complexes under study, involving the use of off-the-shelf technical solutions based on modern tools and technologies. A criterion for sufficiency of the developed measures to solve the problem of autonomous power supply of lighting complexes for highways is proposed. The sign of the resulting capacity of the complex over the calculation time period is taken as a sufficiency criterion. The practical use of the developed criterion confirmed the feasibility of the proposed measures to improve the operational efficiency of the investigated autonomous lighting complexes for highways. Calculations have shown that it is not sufficient to use solar panels alone to supply highway lighting complexes located in regions with unstable levels of insolation. The feasibility of hybrid power supply systems for autonomous lighting complexes that use additional power sources such as wind turbines and systems with electromechanical converters in addition to solar panels has been quantitatively confirmed.

Hardware prefetching has always been a crucial mechanism to improve processor performance. However, an efficient prefetch operation requires a guarantee of high prefetch accuracy; otherwise, it may degrade system performance. Prior studies propose an adaptive priority controlling method to make better use of prefetch accesses, which improves performance in two-level cache systems. However, this method does not perform well in a more complex memory hierarchy, such as a three-level cache system. Thus, it is still necessary to explore the efficiency of prefetch, in particular, in complex hierarchical memory systems. In this paper, we propose a composite hierarchy-aware method called CHAM, which works at the middle level cache (MLC). By using prefetch accuracy as an evaluation criterion, CHAM improves the efficiency of prefetch accesses based on (1) a dynamic adaptive prefetch control mechanism to schedule the priority and data transfer of prefetch accesses across the cache hierarchical levels in the runtime and (2) a prefetch efficiency-oriented hybrid cache replacement policy to select the most suitable policy. To demonstrate its effectiveness, we have performed extensive experiments on 28 benchmarks from SPEC CPU2006 and two benchmarks from BioBench. Compared with a similar adaptive method, CHAM improves the MLC demand hit rate by 9.2% and an improvement of 1.4% in system performance on average in a single-core system. On a 4-core system, CHAM improves the demand hit rate by 33.06% and improves system performance by 10.1% on average.

The subject matter of the paper is the process of image filtering. The goal is to provide high efficiency of denoising according to metrics that are more adequate to human vision system than traditional criteria as mean square error or peak signal-to-noise ratio. The tasks to be solved are the following: to carry out analysis of denoising efficiency using visual quality metric, to determine optimal settings of DCT-based filter depending upon image and noise properties, to propose a method for setting a global threshold adaptively (in quasi-optimal manner) based on preliminary analysis of image and noise properties. The following results have been obtained: 1) optimal values of filter parameters depend upon many factors including image complexity and noise intensity, 2) optimal values also depend on optimization criterion (or metric) used to characterize filter performance; 3) optimal values of parameter β that determines the threshold can considerably differ from 2.6 which is traditionally recommended; 4) this opens opportunities for improving image denoising efficiency; 5) one of this opportunities consists in preliminary analysis of image and noise properties with setting the threshold value according to the obtained dependences. Conclusions: 1) the filter performance can be sufficiently improved due to the proposed adaptive procedure; 2) this happens if either noise is intensive and image has a simple structure or if noise is not too intensive and image has a complex structure; 3) the proposed adaptive procedure requires a very small amount of additional computations for calculating input parameter and can be realized by 60 or more times faster than filtering itself; 4) the adaptive procedure slightly differs depending upon a metric used as performance criterion.

New methods detecting the immune response to proteins which are mostly produced by actively propogating pathogenic microbacteriummake it possible to assess the risk for development of active tuberculosis in patients with latent tuberculosis as well as to prescribe preventive treatment. Their results may be used as a criterion for complex assessment of active tuberculosis and efficiency of anti-tuberculosis therapy.

The analysis of scientific works shows that today there is no generally accepted theory of technical and economic security of the system "personnel-rocket and space complex-environment". However, it should be noted that some elements of this theory are contained in the General theory of risk assessment in combination with the methods of actuarial mathematics, as well as in combination with the methods of assessing the technical and economic costs of the creation and operation of space assets. The known methods of technical and economic assessment of costs for the creation and operation of space objects are based mainly on the cost principle and are focused on the actual costs necessary for the development, production and operation of samples of space technology, space infrastructure with the inclusion of standard profit. At the same time, many of the known methods of technical and economic evaluation of the costs of the creation and operation of space objects can be divided into the following main groups: methods of calculation, normative and parametric methods and methods of expert evaluation. When studying safety issues and preventing accidents at the rocket and space complex, it is necessary to take into account the main features of their functioning, which consist in the mandatory accounting of the properties of maintenance personnel, the actual technical means of the rocket and space complex and the environment. A feature of the system "personnelrocket and space complex-environment" is the presence of a large number of information links that characterize its information efficiency. This scientific and technical article proposes new ways, methods and means to ensure the adoption of optimal (rational) decisions to prevent accidents, taking into account resource constraints on parrying emergencies. Models of some types of resources that are appropriate to use in carrying out technical and economic calculations to solve various problems of the security system “personnel-rocket and space complex-environment”. Core results. The aggregate models of resources which are expedient to use for an assessment of technical and economic indicators of safety are developed. The problem of optimal choice of the level of accident-free SPACECRAFT in the process of flight operation with restrictions on safety using the criterion "efficiency-safety-cost" is solved, nomograms of interrelation of indicators for the criterion "efficiency-safetycost" are received». Practical relevance. The proposed models allow us to estimate the share of costs required to ensure the safety of service personnel, RSC and its components, as well as the environment.

Usually, the existence of a complex network is considered an advantage feature and efforts are made to increase its robustness against an attack. However, there exist also harmful and/or malicious networks, from social ones like spreading hoax, corruption, phishing, extremist ideology, and terrorist support up to computer networks spreading computer viruses or DDoS attack software or even biological networks of carriers or transport centers spreading disease among the population. New attack strategy can be therefore used against malicious networks, as well as in a worst-case scenario test for robustness of a useful network. A common measure of robustness of networks is their disintegration level after removal of a fraction of nodes. This robustness can be calculated as a ratio of the number of nodes of the greatest remaining network component against the number of nodes in the original network. Our paper presents a combination of heuristics optimized for an attack on a complex network to achieve its greatest disintegration. Nodes are deleted sequentially based on a heuristic criterion. Efficiency of classical attack approaches is compared to the proposed approach on Barabási-Albert, scale-free with tunable power-law exponent, and Erdős-Rényi models of complex networks and on real-world networks. Our attack strategy results in a faster disintegration, which is counterbalanced by its slightly increased computational demands.

In the modern realities of the development of the Armed Forces of Ukraine, the current issue is the search for ways to create new aerial and ground integrated reconnaissance-strike complexes that are capable of quick reconnaissance and attack of an enemy. However, a reasonable choice of such a system should not create an excessive burden for the state economy in terms of its development, maintenance, and application, and must also have the prospect of timely bringing it to combat readiness. Therefore, this study considers a methodology for substantiating the choice of an optimal option of the reconnaissance-strike complex or system for its use in operations when developing programmes and development plans of the AF of Ukraine. The proposed methodology has an integral criterion for choosing a rational option of a reconnaissance-strike complex, which combines indicators for assessing the efficiency of the combat use of these systems under various conditions, the sufficiency of the state economic capabilities for its creation, maintenance, and use, and assessing the timeliness of its creation and bringing it to combat readiness. The method is based on a mathematical model of game theory. The decision to choose a particular option of the reconnaissance-strike complex occurs in conditions of uncertainty of the combat situation and the volume of tasks that would rely on these systems when performing combat tasks.
