For numerous organizations today, competitive gains rely on a cross-disciplinary approach of project type. Furthermore, as projects multiply and open on their internal and external environments, success is increasingly measured in terms of value for the growing number of actors or stakeholders directly or indirectly involved in the projects.In light of this, the aim of our research is to contribute to a better understanding of how managers can create favorable conditions for good progress and the success of projects involving numerous stakeholders. More specifically, a comparison of the literature on organizational politics, project management and competence led us to question the possibility of a collective competence for the political management of project stakeholders.Based on a qualitative methodological plan, including a series of preliminary interviews and two longitudinal embedded case studies, we confirm the existence of a true political competence and, for the first time, we describe how it is shaped and how it operates at an individual, collective, organizational and inter-organizational level. This leads us to support a conceptualization of shared leadership and a more authentic approach of project stakeholder management as a source of performance. Finally, we have proposed several avenues of further research to implement real collective political competence management

The aim of this thesis was to conceptualize a model of political skill adapted to the French organizational context. Based on an intercultural reflection between the modes of French and American organizational functioning, the Political Skill Inventory (PSI) developed by Ferris, Treadway, Kolodinsky, Hochwarter, Kacmar, Douglas, & Frink (2005) has been extended to positional and ideological levels from Doise’s psychosocial theory (1982), to the formal dimension of organizations (Mintzberg, 1983) and to the strategic analysis of Crozier and Friedberg (1977). Four studies have led to the development of a four-factor structure (access to formal knowledge, interpersonal influence, intuition of strategic relationships, propensity for learning) and gave evidence of the initial validity of the scale of measurement: the French Political Skill Inventory (FPSI). We have shown that the factor structure of the FPSI is not maintained in the American organizational context. The dispositional and personal ability antecedents of political skill from Ferris, Treadway, Perrewé, Brouer, Douglas & Lux (2007) revealed a good fit to our model. Following the finding that men reported significantly higher FPSI scores than women, we showed that the gender differences observed are due to variations in gender identity and not in biological sex. In particular, androgynous profiles reported significantly higher FPSI scores than female and undifferentiated profiles

Two milestones guide the implementation of local sustainable development by local governments : first each local authority must conciliate sustainable development pillars on its territory ; then this approach must be integrated with the one of the other local authorities. Only then can local sustainability management be overspread and harmonious. However, the lack of legal constraint imposing the implementation of these milestones has two consequences: on the one hand, Sustainable development norms can be adapted by local authorities to the specificities of their territories, on the other hand, other local authorities do not apply these rules or only partially, taking advantage of “soft law”. Those diverse levels of commitment to sustainable development norms disrupt the territorial cohesion and solidarity that should be part of the notion of sustainable development. In the actual state of law the implementation of sustainable development norms by every single local authority is unattainable. There are nevertheless legal means to enforce sustainable development norms beyond the circle of willing territories. But these means are not completely effective. Therefore, in order to make every local authority apply sustainable development norms, some changes have to be made to the existing Law. The first pillar must become a standard so that local authorities won't be able to ignore sustainable development norms anymore, only to adapt it to their local specificities. Moreover,decentralization would lead to a better articulation between each local governing body, therefore allowing forbetter respect of the second pillar of sustainable development. Finally a better financial redistribution between those local authorities would support these legal changes

This dissertation (in a series of three empirical studies) seeks to explicate how perceived politics in organizations can be used for accomplishing effective employee performance and proactivity, and to lower employees’ intentions to quit. We ground our theoretical frameworks in self-determination theory (Deci & Ryan, 2000) and also borrow support from conservation of resource theory (Hobfoll, 2002), human agency (Bandura, 2006), and the science of positive psychology (Seligman & Csikszentmihalyi, 2014). A quantitative survey was conducted in Pakistan to assess the proposed conceptualizations. Our findings reveal interesting patterns of relationships. We find employees with high psychological capital hold a sustainability demeanor in their performance and proactive behavior, when encountering high perceived politics. At the same time, they experience a psychological vulnerability that drives them to quit. On the contrary, perceived politics presents politically skilled employees an opportunistic / challenging turf that satisfies their innate psychological needs and uphold their proactive activities. Lastly, with regard to the motivational effects of perceived politics, we find that perceived politics hinders the internalization of extrinsic motivation at work. We conclude that employees are an integral part of an organization constituency and their well-being implies an organization’s sustainability. Since, politics cannot be eliminated we suggest managers to equip employees with psychological and social resources for the sake of optimal functioning at all levels

Over the last fifty years, climate change has acquired a political and a legal dimension. In 2009, the Lisbon Treaty included combating climate change among the objectives of the European Union’s international environmental policy, demonstrating the will of the EU to play a leading global role in this domain. This thesis studies the development of the fight against climate change in EU law. In Part I we analyse European ambitions within the framework of international negotiations, where climate governance originally emerged. Then, we examine the European system of competence in order to better understand whether or not it actually serves as the most effective approach to tackling climate change issues. Part II concerns the implementation of the EU climate change policy. Here, we present its main instruments, i.e. the climate and energy package, and examine the mechanisms that the EU uses to give coherence to this cross-cutting policy and influence global climate action by way of internal measures taken. Our analysis furthers the understanding of European contributions, both past and present, to the construction of effective international climate governance. Moreover, the subject of climate change, a major global challenge with an array of specific characteristics, provides us with a privileged point of view to examine several dynamics of the construction of European integration
