The Getting It Together Rural Health Promotion project was established by a group of community health providers in Gippsland, Victoria. The overall aim of Getting It Together was to extend and improve health promotion practice amongst participating organisations. This was achieved through collaboration around health promotion training and planning. Complementary strategies addressing Cardio-Vascular Disease (CVD) were developed across four Local Government Areas (LGAs). Central resourcing was provided for coordination of the project, and for marketing and network support tasks. The project was based on an integrated and coordinated health promotion model, which contained overlapping strategies combining to create a broadly based partnership of action. At the commencement of the project, health promotion workers from each LGA were provided with a three-day training course conducted by the Royal Melbourne Institute of Technology University (RMIT). Participants developed Action Plans based around the three driving strategies of community wide-strategies, targeted strategies and marketing. A special feature of Getting It Together was a common media strategy, to support and reinforce action at the local level. An overall slogan was adopted, 'Slicker Ticker - A Gippsland Healthy Heart Project'. Uniting themes included 'Stress Less Week' and 'Gippsland Get Up and Go'. Latrobe Community Health Service facilitated the project and senior managers from the partnering agencies formed a Steering Committee, which met at key intervals to monitor the project.

Objective: This paper describes the first phase of a larger project that utilizes participatory action research to examine complex mental health needs across an extensive group of stakeholders in the community. Method: Within an objective qualitative analysis of focus group discussions the social ecological model is utilized to explore how integrative activities can be informed, planned and implemented across multiple elements and levels of a system. Seventy-one primary care workers, managers, policy-makers, consumers and carers from across the southern metropolitan and Gippsland regions of Victoria, Australia took part in seven focus groups. All groups responded to an identical set of focusing questions. Results: Participants produced an explanatory model describing the service system, as it relates to people with complex needs, across the levels of social ecological analysis. Qualitative themes analysis identified four priority areas to be addressed in order to improve the system's capacity for working with complexity. These included: (i) system fragmentation; (ii) integrative case management practices; (iii) community attitudes; and (iv) money and resources. Conclusions: The emergent themes provide clues as to how complexity is constructed and interpreted across the system of involved agencies and interest groups. The implications these findings have for the development and evaluation of this community capacity-building project were examined from the perspective of constructing interventions that address both top-down and bottom-up processes.

Purpose – The purpose of this paper is to examine the development of vocational education for girls, focusing on how curriculum and pedagogy developed to accommodate changing expectations of the role of women in the workplace and the home in mid-twentieth century Australia. As well as describing how pedagogical changes were implemented through curriculum, it examines the way a modern approach to girls’ education was reflected in the built environment of the school site and through its interactions with its changing community. Design/methodology/approach – The paper takes a case study approach, focusing on the example of the J.H. Boyd Domestic College which functioned as a single-sex school for girls from 1932 until its closure in 1985. Oral history testimony, private archives, photographs and government school records provide the material from which an understanding of the school is reconstructed. Findings – This detailed examination of the history of J.H. Boyd Domestic College highlights the highly integrated nature of the school's environment with the surrounding community, which strengthened links between the girls and their community. It also demonstrates how important the school's buildings and facilities were to contemporary ideas about the teaching of girls in a vocational setting. Originality/value – This is the first history of J.H. Boyd Domestic College to examine the intersections of gendered, classed ideas about pedagogy with ideas about the appropriate built environment for the teaching of domestic science. The contextualized approach sheds new light on domestic science education in Victoria and the unusually high quality of the learning spaces available for girls’ education.

As Australian schools move towards the twenty-frrst century more attention is being drawn to the professionalism of teachers. This has led to the recent publication of two NBEET reports, Teacher Education in Australia (September 1990) and Australia's Teachers: A Blueprint for the 90's (January 1991). These reports recognise the need for a reconceptualisation and urgent action in regards to the initial training and continuing education of Australia's teachers. Each goes into considerable detail about the need, scope and format of programs of professional development, and each highlights the importance of Employer/Higher Education Institution co-operation in such programs. The La Trobe University College of Northern Victoria and the Bendigo Regional Office of the Victorian Ministry of Education are in the process of developing this co-operation, especially in the post initial teacher education area. Through the Research Centre for Teacher Development at the La Trobe University College of Northern Victoria, a project is underway to develop this process in close consultation with, and the full co-operation of the Loddon Campaspe Mallee Regional Office. This paper reports on the initial outcome. Fifty-eight Primary Replacement Teachers (RTs) responded to a questionnaire regarding their employment status, professional qualifications, days worked in 1989 and 1990, and their in-service involvement and in-service needs. The investigation was undertaken in order to provide local Ministry and University College personnel with information to assist in planning future in-service needs for this particular group of teachers. In Victoria during 1990 the Ministry employed 40,000 teachers in primary, secondary and special schools. There is constantly a pool of 10,000 teachers on leave without pay from the Ministry. During the 1989-90 financial year 14,000 teachers were employed as Replacement Teachers in primary and secondary schools. Some of these Replacement Teachers came from the pool of teachers on leave without pay, but there is still a large group of teachers whose only source of employment is RT work.

This article is the Inaugural Address given by Professor Aikman, Professor of Jurisprudence and Constitutional Law, Victoria University College, on 11 September 1956. The author discusses the nature of international law in general terms, first by exploring the nature of traditional international law as a set of rules by which states feel themselves bound to observe in their relations with each other. The author then explores the notion that traditional international law was developed as a means for regulating external contacts rather than as the expression of the life of a true society (the favoured approach of Sir Alfred Zimmern). The function of political power is also discussed in the context of the world community, including that of the United Nations. However, the author notes that the United Nations and its related agencies also act on a functional (i.e. social, cultural, economic and humanitarian) field and at a regional level. The author then discusses the role of arbitration, judicial settlement, and the role of moral principles in international affairs. The author concludes that international law requires diversity, commitment, and acceptance.

The substance of this paper was delivered as a public lecture at the Victoria University College, Wellington, New Zealand. It was one of a series of public lectures given by professors and lecturers at that College to mixed audiences. The author, Lecturer (and later Professor) in Law, challenges the notion that "the legal profession is a parasite infesting in the community, and ought to be extirpated" by exploring the true function of a lawyer. It is argued that the duty of the lawyer is to protect and enforce justice by serving their function as officers of the Courts of New Zealand, and that the profession will continue as long as there remains injustice in the world.

Riparian sand and gravel banks are inhabited by a fauna that is well adapted to varying river water levels and frequent inundation of the banks. Arthropods found in these habitats were studied from November 1998 to January 1999 in the upper and lower floodplains of the main rivers and tributaries in ten major catchments in the Victorian Alps. Wolf spiders (Lycosidae, 68%) and ground beetles (Carabidae, 7.8%) were the most abundant arthropods, with densities averaging 14.6 ± 1.8 (s.e.) and 2.3 ± 0.4 individuals m–2 respectively. Species composition and wolf spider densities changed substantially between upland and lowland rivers. These differences correspond with changes in altitude, shading, and gravel and gravel bank size. Comparison of our results with similar studies conducted in temperate Northern Hemisphere floodplains showed significant differences. Carabidae, not Lycosidae, are the dominant arthropod group in Northern Hemisphere floodplains. Wolf spider densities are higher in upper than lower reaches of rivers in the Victorian Alps, but do not change along rivers in the Northern Hemisphere. In contrast, carabid beetles showed similar densities between upland and lowland floodplains in Victoria, but increase in density along rivers in the Northern Hemisphere. A second, monthly sampling program on gravel banks along the Avon River (Gippsland) over a one-year period in 1996 and 1997 provided information on the life histories of eight common gravel-bank arthropods: Venatrix lapidosa, V. arenaris, two undescribed Artoria species (‘A’, ‘B’) (Lycosidae), Eudalia macleayi, Elaphropus ovensensis, Perileptus constricticeps and an unidentified Loxandrus species (‘B’) (Carabidae). Artoria sp. A and sp. B are diplochronous. Despite its smaller size, Artoria sp. B matured one month after Artoria sp. A. Lower temperatures at upland streams and rivers, the typical habitat for Artoria sp. B, may delay its development in comparison with Artoria sp. A, which is generally found further downstream. The life histories of both lycosid spiders and carabid beetles, characterised by prolonged reproductive period and short larval development, appear to have some adaptive value in regard to the disturbance-prone environment.

In 2018, a community of practice initiative was introduced to enhance the career opportunities for the 53 women academics in the First Year College (FYC) at Victoria University. The FYC is a teaching-oriented college and thus the traditional career advancement through research is largely not applicable to women in the college – many of whom are teaching-focussed academics. The Women in First Year (WiFY) executive developed and implemented workshops with the aim of aiding women on their career trajectory and in getting more women to senior levels and into leadership positions. In this article we will argue that the WiFY initiative has resulted in greater career achievements for women in the FYC. Using data collected from semi-structured interviews as well as relevant research and FYC statistics on career progression, we will argue that WiFY has had a positive effect on the career trajectory of women in the FYC who have participated in their workshops.

Sistren Theatre Collective has been producing theatre and working with community groups in Jamaica for the last thirty-five years. Over the last decade the company has changed its profile to include male drama specialists and social workers in its team. This has come about due to new funding arrangement with the Jamaican Ministry of National Security, which won a large grant from the Inter-American Development Bank to establish the Citizen Security and Justice Programme (CSJP). The CSJP has a community outreach component in which Sistren has been employed to run socio-drama workshops and provide counselling to residents in Kingston's ‘garrison’ communities. In this article Karina Smith compares Sistren's theatre and outreach work under the CSJP programme with the group's previous theatre productions and workshops, devised when it was the leading women's popular theatre company and Women in Development non-government organization in the Caribbean region. Karina Smith is a Senior Lecturer in Literary and Gender Studies in the College of the Arts at Victoria University, Melbourne, Australia. She has published on Sistren Theatre Collective's work in Modern Drama, Theatre Research International, and in Suzanne Diamond's Compelling Confessions: the Politics of Personal Disclosure (2011). Her monograph on the Caribbean community's oral histories of migration to Victoria is forthcoming from Breakdown Press.

By drawing on community development values and principles as well as a social constructivist theoretical perspective, this study aims to understand how people who are homeless and the volunteers who serve them perceive their roles in terms of empowerment and disempowerment. Twenty-nine individuals have participated in this study: 18 had personal experiences of homelessness and 11 volunteered in the homelessness sector. This study collects data through informal in-depth interviews, and it thematically examines a research diary. Research outcomes suggest that volunteers feel elements of perceived and actual power in their volunteerism. The study argues that such power stems from a belief that volunteering benefits the volunteer, people experiencing homelessness and broader society. These findings are consistent with existing literature and popular discourse; however, my research discovers that volunteers also express guilt and a reluctance to self-identify as a volunteer. This reticence, which accompanies volunteers’ scrutiny of the role’s characterisation as superior, runs contrary to how scholarship and popular discourse often understand volunteers. Participants with first-hand experiences of homelessness characterise the role of the Australian ‘homeless person’ through notions of disempowerment and empowerment. They perceive disempowerment in the various ways they experience social disconnection: family rejection, a lack of companionship through friends and low-quality or precarious relationships within the home-less community. They also connect socially expected behaviours, rights, obligations, beliefs and norms to the disempowerment of welfare users. Nevertheless, through topics of public space, safety and protection, these participants express a sense of belonging and perceived empowerment. Crucially, this study finds that 13 of the 18 ‘homeless’ participants had volunteered in the homelessness sector. This unanticipated observation expands the study’s analytical focus beyond an oppression-privilege binary in order to explore the nuances of participants’ complex social positions. As a result, the study tracks the ways by which volunteering challenges what it means to be ‘homeless’ in Australia and how it helps some ‘homeless people’ overcome aspects of the power inequalities encountered in mainstream society and welfare contexts. Overall, the study submits that volunteering signals the personal resources, abilities, skills, knowledge and potential that home-less people possess to improve their own lives and determine their own future. Finally, the process of research challenges the student researcher’s expectations of what it means to perform as an effective scholar. The willingness and ability to listen - to offer kindness, sympathy and compassion – reconfigures how the student understands himself, others and good social work.

Chronic diseases have increased dramatically in Australia and around the world over the past decade, causing pain, suffering, disability, psychosocial problems, early mortality and economic and public health crisis. However, many chronic diseases and conditions could be prevented with better evidence based and community based health promotion strategies. Guided by a philosophy of idealism, the aim of this thesis was to develop a community centred health promotion strategy to assist the improvement of health and the prevention of chronic disease in an Australian context. More specifically, the research was concerned with exploring the potentiality of statistical or epidemiological evidence and community collaboration as pathways to chronic disease prevention and improvement of health at an individual, community and system level. The research utilised a praxis paradigm and action research design over three stages. Stage One included in depth quantitative analysis of health and epidemiological data and addressed the question: What is the current evidence/knowledge about health status, determinants and inequalities in Victorian communities and the broader Victorian and Australian context? Stage Two involved qualitative participatory action research methods to engage a small group of community members from the Brimbank region of Melbourne (Victoria, Australia) in the community governance of health promotion and disease prevention. The questions addressed were: What are the benefits of community based health promotion and prevention? What ideas for health promotion action does the community have to offer? Stage Three involved a minor evaluation of the strategy as a whole and addressed the question: In what ways, can health evidence and community involvement in health promotion contribute to better health outcomes? Stage One identified various determinants that impact on health status and result in inequalities. Stage Two revealed six major benefits for community based health promotion and prevention and generated a number of useful ideas for health promotion action in the community. Stage Three showed positive evaluations by the participants and identified numerous indicators of success of the health promotion strategy as a whole.

Caring for the environment has become a global issue, and the role of national parks in preserving species and environments has taken on renewed importance. Many consider that national parks are places to learn and experience nature, and from this experience can come positive conservation behaviour. A dilemma facing park agencies is their capacity to manage the park system with limited resources and funding. A park system that allows human access as well as preservation of biotic communities requires planning and resources. The view that the community may assist with conservation or management of discrete areas was cited in the literature, and assessing the possibility of community involvement is the focus for this study. The research used a case study strategy to examine Human-Environment theory, which refers to the study of humans and their environment. The theory encompasses both the built and natural environment, and the concepts of place attachment and environmental ethics. Although the theory takes in both the built and the natural environment this study did not include the built environment. The study examined the Human Natural World Relationship and conservation behaviour and was placed within an ecosystem management framework. This framework allowed the human-environment interaction to be examined so that human values could be assessed alongside economic, environmental and other values. The study examined the Human Natural World Relationship and conservation activism to establish if the community could contribute to the conservation and management of the national park. The community’s views, values and place attachments were gathered through focus groups, interviews, and the distribution of a self-administered survey to the whole community. The location for the study was Croajingolong National Park and Biosphere Reserve in Gippsland, Victoria. The location was chosen because there was minimal research on the community from the towns of Mallacoota, Cann River and Bemm River, who are the main users of the park. The study found that the identity of the community was deeply connected with the identity of the national park and that several aspects related to the town and the national park affected the community. This has implications for management to ensure that the status of the national park as well of the town of Mallacoota is protected so that the unique identity of the community and the bond they have to the park is preserved. A suggestion by one participant, who expressed the sentiment of many in the community, was that the town should be zoned as a park town has much merit. The study also found that the majority in the community held ecocentric views and were suited to involvement in conservation and management of the national park. Management can use the results of this study to inform strategies for policy and decisions making that take into account the views and values of the community in the validation of park classification, governance, funding, marketing, conflict resolution and communication with the community

The proportion of older adults (60+ years) globally, is predicted to more than double between 2017 and 2050. Ageing is often associated with declining health and physical capacity, but has the potential to be a positive experience, often termed Active Ageing or successful ageing. The promotion of Active Ageing within the community, is important, to ensure positive experiences of older adults, and to lessen the burden that older adults have on health and social services. Physical activity (PA) and social support are key determinants of Active Ageing, however, PA declines with age. The aim of this PhD was to investigate Active Ageing in the community, through participation in volunteer-run community activity PA and social programs. This research adopted a case-study approach, specifically the community organisation and associated activities, was Life Activities Clubs Victoria (LACVI). This research included two systematic reviews (study 1), a longitudinal self-report quantitative survey study (n=35, mean age=67) administered in three waves (baseline, six and twelve months) analysed using linear mixed models, and four focus groups (n=24) which were analysed using thematic analysis. A mixed-methods study synthesising results from the survey study and two focus groups (n=11) explored the impact of participation in social and PA programs on social wellbeing, PA and health (study 2a and b). The final qualitative study, analysed the four focus groups, including participants from LACVI and other community activity programs (e.g. Men’s Shed). This study explored how and why participation in PA and social programs impact wellbeing. Study 1. The systematic reviews investigated the association between social support or social integration and PA. In summary, social support for PA and social integration factors, having large friendship networks, and connecting widely and regularly with people, were positively associated with PA levels. Study 2 a and b. Synthesis of the findings of the mixed methods study suggested that program participation significantly reduced loneliness. In addition, participants felt they gained social connectedness through program participation and this was especially important at times of significant life events. The studies suggested that socially oriented PA programs increased motivation to adhere to PA programs long term. This was supported by maintenance of PA levels over one year in the PA groups compared to reduction over one year in social group participants. Study 3. The final qualitative study utilised a leisure-based model of wellbeing to explore the aspects of program participation that older adults felt were important for their wellbeing. in summary, older adults appreciated groups that they could identify with, in order to develop new social contacts, with activities that gave them control, enjoyment, meaning and challenge in their lives. The analysis suggested that both social and PA programs could provide these. Overall, this program of research suggests that community activity programs for older adults offer a variety of benefits for older adults and thereby promote Active Ageing, especially when a variety of types of activity are offered in one setting, with a social focus and in a way that older adults feel they can relate to.

The goal of wetland assessment is to identify and quantify the condition of wetlands, taking into account the presences of threats likely to impact the services and functions the wetlands provide. There are a wide variety of methods available for undertaking wetland assessment; most rely on data collection across a broad range of attributes at wetland sites to gauge wetland condition. This thesis examines the practice of wetland assessment in West Gippsland, south-eastern Australia and it investigates the contribution, and potencies, of component biological, chemical, hydrological and physical data inputs, individually and collectively, to the identification of high social, economic and environmental value wetlands in the region. A systematic analysis using statistics and data-mining techniques was undertaken of the inventory data for 163 representative wetlands to discover pertinent relationships between the values of different site characteristics and the classification of high-value wetlands. Binary logistic regression and neural networks were used to build models mimicking the wetland assessment process, and an assessment of their abilities to do so was conducted. The influences of two wetland classification schemes: Corrick and Norman (1980) scheme, and Ecological Vegetation Classes (EVCs), on the naming of high-value wetlands were also investigated.

Анотація:
Streamflow data are critical for water resource investigations, and their development projects. However, the scarcity of such data, particularly measured streamflow through streamflow gauges, constitutes a serious impediment to the successful implementation of development projects. In the absence of such measured streamflow data, streamflow estimation using measured meteorological data represents a viable alternative. Nevertheless, this alternative is not always possible due to the unavailability of required meteorological data. In the face of such data limitations, many have advocated the use of remote sensing (RS) data to estimate streamflow. The aim of this study was to generate daily streamflow time series data using remote sensing data through catchment process modelling and statistical modelling.
