The sole aim of media is to make as much money as they can. Or again, the media are to serve only the people in power, political or economic. If you agree to that, you might as well stop reading this. This issue of Pacific Journalism Review is predicated on the principle that media should serve the public. Journalists can only achieve that if they enjoy independence from financial and political pressures. It is not often enough underlined that they cannot enjoy that independence without the support of the public, the masses of voters and consumers. There is no way the profession can obtain public support unless it listens to readers/listeners/viewers— unless it is accountable to them.

Purpose This paper aims to analyse the role of communication in shaping the mechanisms of accountability routines. Design/methodology/approach Conceptual elements of the theory of communicative action and the literature on routines were used to conduct a field study in two hospital districts in Finland, from 2009 to 2015. Data were based on interviews, document analysis, observed meetings and repeated contact with key informants. Findings The findings explain how accountability routines take different forms – weak or strong – in different organisations and at different hierarchical levels. Differences depend on the generative structures and mechanisms of the communicative process – relational and normative – used to give and ask information to and from organisation members involved in accountability relationships. An explorative finding is that discourse-based communication plays an important role in bridging the gap between weak and strong accountability routines. The main theoretical contribution is to conceptualise and show the role of communicative rationalities in shaping the mechanisms of accountability routines. Practical implications The implication for practitioners and policymakers is to show to what extent the organisation policies and communicative rationalities used in accountability have potential to improve or not to improve the practices of accountability routines. Mutual understanding, motivation and capacity of organisation members to do as expected and agreed upon without pressure improve accountability routines. Originality/value The value of this study is to explain how accountability routines take different forms in practice (weak or strong) in different organisations and at different hierarchical levels, depending on the generative structures of the communicative process used in practicing accountability routines.

This article proposes the concept of ‘cultures of accountability’ as a way to think about the intersection between media, accountability and popular reality. Noting concerns regarding the emergence of accountability as a cultural keyword, I identify schisms in the deliberation of accountability between an ‘administrative’ and ‘redactive’ formation and explore their interaction and coexistence. Building a bridge between the public administration, journalism studies, media studies and cultural studies literatures, the article posits a more complicated picture of the operation of the ‘media’ in accountability debates and invites analysis and discussion of the communicative and discursive conditions of accountability. Journalistic discourse and practice forms not only a site of encounter between different cultures of accountability but also a forum for discussion of cultural expectations surrounding accountability. Critically revisiting the ‘watchdog’ conception of the news media, the article argues for approaches to journalism open to the yoking of public administration, media accountability and cultural studies approaches and greater awareness of different cultures of accountability.

Media accountability systems (M*A*S) have been slow to take root in Oceania. Apart from Papua New Guinea, Fiji is the trend-setter in the region. Following the establishment of the Fiji Media Council in the mid-1990s, several other South Pacific island countries were keen to the follow the lead. Tonga now has a similar body with a code of ethics and which includes public members empowered to receive and adjudicate on complaints against the media. In Samoa, a study has been carried out in order to establish a media council-type body. The Solomons Islands Media Council (SIMC) is an industry organisation that does not yet have a complaints procedure. It is considering including this mechanism in line with the Papua New Guinea Media Council with which it shares a website and has a cooperative agreement. This article examines the debate in six South Pacific island countries that have adopted, or are in the process of adopting, self-regulatory M*A*S mechanisms following government pressure. They are the Cook Islands, Fiji, Kiribati, Samoa, Solomon Islands, Tonga and Vanuatu. The article also argues that there are other M*A*S that regional media can adopt besides media councils and this action would make it harder for governments to intervene and introduce regulation.

The attribution of extreme events to climate change is now a recurrent feature of public communication. These statements are part of a wider refashioning of science and societal institutions to address the catastrophic risks of climate change. This incorporation of catastrophe into climate communication has heightened the tension between scholars concerned with undue alarmism and scholars emphasizing accountability to those most at risk or harmed by climate change. I discuss this tension in the context of extreme event attributions, their role in public discussions of losses and damages, and their implication in problems of climate communication more generally. I suggest it is time for assessments of accountability to balance fears of alarmism during discussions of disaster and denial.

Because journalism ethics draw deeply, and perhaps unreflexively, on liberal political traditions, there is a lot of confusion about what public accountability entails. When interpreted from the standpoint of liberal theory, the perception of the need for public accountability is generally framed by a simplistic opposition between the public's right to know and the individual's right to privacy. Central to the liberal framing of the accountability is a weak notion of ‘publicity’ anchored in notions of representation and revelation. Furthermore, there is also a strong tradition within liberal theory to treat ethics as a matter of private concern, rather than something that can be publicly resolved. For these reasons, the balance of democratic consideration always seems to sit more comfortably with privacy rights than it does with considerations of accountability to the public. This paper explores some of these dilemmas surrounding journalism ethics and public accountability by examining their theoretical underpinnings in liberal political theory and comparing them with a model of public accountability grounded in publicity construed as public participation.

This study examined transparency and accountability as bridges to the interpretative and sense making capabilities of the public following the collapse of Crane Bank, Uganda. Content and critical discourse analysis methods were used to: investigate the nature of communication, the information shared; review honesty and responsibility in communication, and also analyze how accountability and transparency are constructed during crisis situations in the South. Assessment of 120 newspaper articles showed that both Crane Bank and Bank of Uganda mainly left it to the media to create and give meaning to stakeholders. Initial communication from both institutions was delayed and subsequent communication was made in a casual, vague and dismissive manner. Transparency and accountability either as information disclosure, responsibility or mutual understanding to translate into sense making for the audience were grossly undermined. Most of the shared information was not aligned to the interpretive capabilities of audiences; and there was no effort to create a good image or influence the audience. The research underscores the importance of transparency and accountability as essential for creating trust in leadership and management, in order to better manage crisis and risk situations.

The article is devoted to the general theoretical characteristics of the directions and forms of communication between civil society and the judiciary in Ukraine. It is substantiated that stable, continuous communication between civil society and the judiciary is based on the principles of transparency, dialogue, transparency. Based on the generalization of modern experience of civil society and the judiciary, systematization of views of domestic and foreign scholars identified and characterized the main areas of communication: 1) public control over the activities of the judiciary; 2) accountability (reporting, responsibility) of the judiciary; 3) informing society and government; 4) consulting the judiciary with the public. It is substantiated that public control over the activities of the judiciary is a kind of social control, one of the forms of exercising the constitutional powers of the people, which consists in direct, free control by civil society entities over the activities of the judiciary, their officials and officials. such forms as: public monitoring, public expertise, public hearings, public inspection, public investigation. The main forms of accountability of the judiciary in accordance with European standards of justice are: 1) the responsibility of judges for their decisions during the appellate review of the case ("accountability of the judiciary"); 2) transparency of judges' activity; 3) "explanatory accountability", ie accountability to other branches of government and society as a whole; 4) "punitive accountability", if a judge is involved in illegal actions, he must bear disciplinary or criminal responsibility. The communicative activity of the judicial system is carried out in various forms and directions, the main of which are: 1) direct (personal) communication; 2) communication with the media; 3) educational activities; 4) educational activities; 5) expert consulting activities. An important form of direct communication between the judiciary and civil society is "coverage programs", which are carried out directly by the courts on a regular basis and targeted at a particular social group. bodies in their activities, as well as the quantity and quality of resources needed to implement such initiatives.

When international companies seek to establish legitimacy, it involves different stakeholders locally and globally. This paper analyses corporate communication in order to trace the discursive construction of the customers, investors, staff and authoritiess from whom legitimacy is sought. It is argued that the notion of legitimacy hinges on accountability, i.e. on the selection of groups to whom the writers feel responsible. Annual reports from the airline industry are used to test previous results that are based on concepts of Eastern collectivity and Western individuality. It is shown that this distinction is misleading: contrary to expectation, management construes accountability in similar ways vis-à-vis investors; in relation to the staff, the East-West difference runs along unexpected status-related lines.

A população brasileira costuma ser menos informada em relação aos candidatos a cargos proporcionais que aos majoritários. Em São Paulo, uma organização da sociedade civil tem por objetivo esclarecer os eleitores a respeito daqueles parlamentares que a entidade julga merecerem a reeleição. Para isso, uma lista em anos eleitorais é divulgada com a ajuda da mídia. Este trabalho busca dimensionar a importância desta entidade para a accountability vertical do sistema político, ou seja, em que medida os eleitores recompensam os parlamentares apontados como os melhores. Palavras-chaves: Eleições legislativas, responsabilização eleitoral, terceiro setor. ABSTRACT It is notorious that brazilian voters know more about candidates for the Executive than for the Parliaments. When legislative elections occur, an NGO based in São Paulo draws up a list of what they think are the best candidates for reelection in the City Council. Our text intends to conclude exactly how important the Movimento Voto Consciente’s list is to the promotion of electoral accountability in a system that discourages this type of popular control. Abstract: Parking and accident services are being revolutionised by a website called "Tap Scan Connect" that makes use of barcode technology. Registered users can place unique barcodes created by the service on their vehicles in case of parking violations or accidents. This gives the general public access to important owner data. Users may quickly acquire the car owner's virtual phone number for direct phone calls and a chat window for quick communication by scanning the barcode with a mobile device. This strategy enhances public safety and facilitates traffic management by increasing accountability, expediting incident reporting, and enabling speedier responses. The project's focus on leveraging digital technologies to monitor transparent and efficient transportation activities is highlighted by terms like accountability, parking management, real-time communication, barcode technology, and public safety. This study examines how newsroom work in the United States has changed in response to some of the latest developments in the news media environment. Using nationally representative survey data, we explore what professional routines American journalists have adopted to avoid spreading or being accused of publishing misinformation. Findings suggest that journalists have added new or intensified practices to increase accountability and transparency. In addition, role conceptions, perception of fake news, and responsibility for social media audiences impact the adoption of such practices. Journalists are more likely to embrace transparency than accountability, suggesting the emergence of new journalistic norms in today’s newsrooms.

The proposed model of public response to marketplace advocacy accounted for approximately 80% of variance in attitude toward a campaign promoting the coal industry. Marketplace advocacy is used by corporate interests to generate support for risk-related products, and the findings indicate trust in the message sponsor and perceptions of industry accountability are key to lay audiences' negotiation of these messages. Perceptions of trust and accountability led to favorable persuasion coping outcomes for the sponsor—identification with positive message themes and favorable evaluation of the information in the message—which in turn led to positive attitudes toward the campaign.

This study examined the accountability practices of speech-language pathologists employed in private practice. A second issue was the examination of speech-language pathologists' attitudes toward accountability. A stratified random sample of 1,000 speech-language pathologists in private practice, selected by ASHA from a database, served as participants. The participants were asked to complete and return a questionnaire concerning the use of various accountability methods and their attitudes toward accountability. Results of this study suggest that the traditional methods of accountability in which the speech-language pathologist is trained are frequently used by most respondents. Respondents' attitudes toward accountability were found to be varied. Implications for use of the information obtained in this study are identified along with suggestions for improvement of accountability in the field of communication disorders.

Despite the central role leadership plays in achieving set objectives for organizations, leadership practices can sometimes be an impediment to achieving those goals and objectives. The study examined influence of leadership practices on performance of public organisations in Kenya, Nyeri County Headquarters. Predictor variables included communication, leadership support, accountability, and delegation. Out of the 159 randomly selected participants, 113 successfully participated, translating into 71% response rate. From the findings, 53%, 76%, 73%, and 64% of the respondents respectively agreed that communication, leadership support, accountability, and delegation influenced performance of public organizations. Inferential statistics showed that communication (p=0.002<0.05), leadership support (p=0.001<0.05), accountability (p=0.004<0.05), and delegation (p=0.003<0.05), all significantly influenced organizational performance in the public sector in Kenya. In conclusion, leadership practices generally significantly influenced organizational performance in the public sector. The study recommended good leadership practices in Kenyan public sector through effective HR policies and management structures for better performance.

This article assesses the past and current balance of independence with accountability for the European Central Bank (ECB). The concept of accountability is adapted to the central bank context, notably with the contextualisation of ‘accountable independence’ in the early ECB’s inception. Different endogenous and exogenous determinants might influence such balance. If initially a communication-driven strategy embodied a somehow weak accountability regime, additional accountability practices – beyond the Treaty provisions – progressively readjusted the balance; yet, without guaranteeing to call and fully hold the ECB to account. The magnitude of the responsibilities assumed by the ECB in the recent years, after the economic and financial crisis, triggered an increased demand for accountability. The intensification of ECB’s accountability practices, the provision of justifications beyond mere explanations and an increased scrutiny over the ECB all demonstrate an ongoing step towards an enhanced accountability regime. This is nevertheless a potentially reversible oscillation of the balance towards more accountability. The legal framework for ECB’s accountability seems flexible enough to encompass accountable independence, independence but accountability, to a third-metre waltz of independence and accountability.

The community service aims to provide training and assistance related to the transparency and accountability of the foundation from law, communication, accounting, and information technology at the Radiyatan Mardiyah Foundation (YRM) Prumpung East Jakarta. Currently, YRM is facing several problems, that is does not have a deed of establishment of the foundation. In addition, YRM's financial statements are still simple and have not made financial statements based on the Foundation's financial accounting standards (Interpretation of Financial Accounting Standards/ISAK 35). This problem is due to the limited understanding of the foundation management related to the transparency and accountability of the foundation. These limitations are important to be facilitated by providing training and assistance related to transparency from the perspective of law, communication, accounting, and information technology. This activity builds a YRM web and financial report application based on information technology based ISAK 35. The foundation's transparency and accountability training from law, communication, accounting, and informatics techniques was felt by participants to provide additional knowledge and understanding related to the foundation's transparency and accountability. Participants were satisfied with the material provided because it was in accordance with the information needs that were needed by the foundation management. This activity provides benefits for trainees on how important transparency and accountability are for the foundation. The output of this service is that YRM immediately has a legal entity and is able to implement the information technology-based financial statements based on ISAK 35.
