This chapter looks at the many people who arrived in Britain from the British Empire—some to serve in the armed forces, others as war workers and wartime propagandists working at the BBC and in British cinema. Mixing between imperial allies produced many close friendships and camaraderie. The British media promoted a vision of an imperial community of allies. But wartime propaganda was potentially undermined by evidence of the practice of colour bars—in the empire and in Britain—and of tensions and antagonisms between imperial allies. Disruption of a publicly disseminated vision of a united empire was kept to a minimum. Colour bars in the empire and at home and antagonism between imperial allies—especially when this involved violence—were under-reported.

In this book Franklin develops and defends a version of event-causal libertarianism about free will and moral responsibility. This view is a combination of libertarianism—the view that humans sometimes act freely and that those actions are the upshots of nondeterministic causal processes—and agency reductionism—the view that the causal role of agents in exercises of free will is exhausted by the causal role of mental states and events (e.g., desires and beliefs) involving the agents. Many philosophers contend that event-causal libertarians have no advantage over compatibilists when it comes to securing a distinctively valuable and robust kind of freedom and responsibility. But Franklin argues that this is mistaken. Assuming agency reductionism is true, event-causal libertarians need only adopt the most plausible compatibilist theory and add indeterminism at the proper juncture in the genesis of human action. The result is minimal event-causal libertarianism: a model of free will with the metaphysical simplicity of compatibilism and the intuitive power of libertarianism. And yet a worry remains. Toward the end of the book, Franklin reconsiders his assumption of agency reductionism, arguing that this picture faces a hitherto unsolved problem. This problem, however, has nothing to do with indeterminism or determinism, or even libertarianism or compatibilism, but with how to understand the nature of the self and its role in the genesis of action. If this problem proves unsolvable, then not only is event-causal libertarianism untenable, so also is event-causal compatibilism.

In chapter 7 the authors examine how state adoptions of the earned income tax credit (EITC), an alternative means of boosting the incomes of the working poor by adjusting their incomes with the tax code, were influenced by the growing awareness of inequality and other state-specific factors. Unlike the minimum wage, the EITC was originally enacted by the federal government in the 1970s and has historically been accepted by conservatives. As Republicans have more recently begun to question this policy at the federal level, we see that it has been expanded substantially at the state level. The analysis shows that this has been the case in states that are most aware of inequality and those where labor unions are strong, and also that, unlike minimum wage increases, both liberal and conservative governments adopted EITC laws at similar rates.

Since individual and group attitudes in relation to animals differ widely, it needs to be asked how much difference a sentientist political order ought to tolerate, and what it should do when any individual or political community acts outside ‘the bounds of toleration’. The chapter argues that sentient rights are minimal norms of justice which set limits on pluralism. Political communities should not tolerate individuals who violate the basic rights of sentient creatures; and the global political order should not tolerate communities who violate the basic rights of sentient creatures. However, it further claims that the types of intervention that are permissible must be constrained by considerations of efficacy and proportionality.

In the 1890s, the Pasteur Institute established a network of laboratories that stretched across France’s empire, from Indochina to West Africa. Quickly, researchers at these laboratories became central to France’s colonial project, helping officials monopolize industries, develop public health codes, establish disease containment measures, and arbitrate political conflicts around questions of labor rights, public works, and free association. Pasteur’s Empire shows how the scientific prestige of the Pasteur Institute came to depend on its colonial laboratories and how, conversely, the institutes themselves became central to colonial politics. This book argues that decisions as small as the isolation of a particular yeast or the choice of a laboratory animal could have tremendous consequences on the lives of Vietnamese and African subjects, who became the consumers of new vaccines or industrially fermented intoxicants. Simultaneously, global forces, such as the rise of international standards and American competitors, pushed Pastorians to their imperial laboratories, where they could conduct studies that researchers in France considered too difficult or controversial. Chapters follow not just Alexandre Yersin’s studies of the plague, Charles Nicolle’s public health work in Tunisia, and Constant Mathis’s work on yellow fever in Dakar, but also the activities of Vietnamese doctors, African students and politicians, Syrian traders, and Chinese warlords. It argues that a specifically Pastorian understanding of microbiology shaped French colonial politics across the world, allowing French officials to promise hygienic modernity while actually committing to minimal development.

Further chapters are concerned with the fundamentals of dielectrics, magnetic materials, lasers, optoelectronics, and superconductivity. The last chapter is on metamaterials, which has been a quite popular subject in the past decade. The book includes problems, the worked solutions are available in a separate publication: Solutions manual for electrical properties of materials. There is an appendix giving a list of Nobel Prize winners whose work was crucial for describing the electric properties of materials, and there are further appendices giving descriptions of phenomena which did not fit easily within the main text. In particular there is a quite detailed appendix that summarizes the properties of memory elements. The book is ideal for undergraduates, and is also an invaluable reference for graduate students and others wishing to explore this rapidly changing field.
