Introduction. The study of the civilizational development stages of Russia is relevant due to the increasing role of the civilization factor in the modern multi-civilization world. The analysis of the scientific literature on the civilizational development of Russia shows that views on the nature of Russian civilization are pluralistic. The aim of the work is to analyze the historical stages of the civilizational development of Russia. The main tasks include the analysis of the Orthodox, Soviet and modern Russian civilization, their role in the multi-civilization world. Materials and Methods. The theoretical civilization model of S. Huntington is used as a theoretical and methodological basis for the analysis of the Russian civilization. To identify the stages of formation of the Russian civilization, historical, comparative, institutional and structural-functional methods were used. Results. From the point of view of its civilization development, Russia has gone through three stages: the formation of an Orthodox civilization, Soviet and Modern. Orthodox civilization was the core of a multi-ethnic and multi-religious cultural community of the Russian Empire. Its unique qualities did not predetermine confrontation and hostility towards the states of other civilizations. The Soviet civilization was formed as a result of state policy on the basis of communist ideology. It was in confrontation with the capitalist states of other (primarily Western) civilizations. The modern civilization of Russia is formed on the basis of the historical cultures of the peoples of Russia and the institutions of a democratic state of law. Its characteristic features create the possibility of cooperation with other civilizations of the modern world. Discussion and Conclusions. The civilizational development of Russia includes three stages, within which three different civilizations were formed: Orthodox, Soviet and Modern. Throughout its history, Russia has interacted with its surrounding countries and carried out a cultural and civilizational exchange with them. In most cases, this exchange was peaceful and mutually beneficial.

The methodological significance of the transition to civilizational knowledge of history is clarified in the article. The author notes that the methodological reorientation of historians and the transition to the study of the history of the Ukrainian people in the context of the civilization paradigm have contributed for raising the scientific level of historical studies. Due to this, a new vision of key problems of domestic and foreign history was formed and a number of falsified and distorted issues in the imperial and Soviet times were refuted. This made it possible to demonstrate the civilizational identity of Ukraine. Modern science considers the sociocultural approach as a methodological tool for the systematic study of the interaction of all spheres of society. Culture appears as an important criterion for the content and quality of social life. The civilizational model of the historical cognition overcomes the gaps of the Ukrainian history and promotes the establishment of Ukrainian identity. It prevents ignoring the traditional culture and mentality of the Ukrainian people, the deep regional features of the country. With the civilizational knowledge of Ukraine is related it civilizational choice, the European integration processes, which is based on a dialogue with Europe. In the civilization paradigm, the history of Ukraine is considered as the history of a separate country, but not in isolation, in relation to the history of other peoples, in the context of regional and world civilizations.

This article addresses the current confrontation between the United States and China in the context of the history of international relations and civilization expansions. The work demonstrates how most attempts to analyze the essence of this important phenomenon in modern world politics are based on too narrow a view: both from the standpoint of world history and the entire system of modern international relations. The author introduces the concepts of “Westernism” and “Westernist period” in order to describe the modern world. These terms are reminiscent of “Hellenism” and “Hellenistic period”, which the period of the global spread of Western civilizational models. Using world history as an example, the author examines characteristic features of such periods and concludes that the wide geographical spread of the cultural forms of any civilization and the civilizational unity caused by it historically did not lead to complete political unity. As a rule, this spread ended in a period of fragmentation, which in the sense of international relations can be called multipolarity. The author infers that the current Sino-US conflict is neither purely civilizational nor geopolitical, but it demonstrates that civilizationally united westernized world enters a period of political fragmentation. This is how one should understand the process, which in the modern foreign policy language is called the transition from unipolarity to multipolarity.

The text is a response to some of the passages of the report by N.I. Lapin, which was pre­pared for discussion of the methodological grounds of the “Russian Civilizational Devel­opment Project” (Institute of Philosophy of the Russian Academy of Sciences). In the continuation of the methodological searches of N.I. Lapin, the concept of the historical development of the civilization of K. Jaspers is considered in more detail in accordance with the all-human idea of A.V. Smirnov, as well as in the context of the justification of civilizational unity through the phenomenon of transversal reason (V. Welsh). Based on these ideas, the justification for the importance of constructing the unity of world civiliza­tion, which should take place not through the priority of individual cultures, countries or their associations, but on the basis of their originality, is provided. The concept of histori­cal development of K. Jaspers allows us to conclude that the distinction of the first axial time is the formation of cultural identity, local cultural self-awareness as a result of the path of civilization to the transcendent. The second axial time tends to the formation of an all-human civilization, transversely “collecting” local cultural achievements. In modern times, the most important factor in this formation is the progress in science and technology, which determines the main paths of civilizational development. At the same time, the social and humanitarian sciences have a mission to ensure cultural dialogue and participate in the general process of dis­cussing the current problems of our time. Globalization can be thought of as interaction, including the interaction of projects of further world development, taking into account both the unique cultural features and the history of civilizations, and their coexistence in the world as a whole.

Taking into account the methodology of Ukrainian and interdisciplinary studies, the available research on the theory and practice of identification processes, the article considers the phenomenon of civilizational identity of Ukrainians, its origins, formation, and current state from the standpoint of civilizational, anthropological, and sociocultural approaches. The concept of “civilizational identity” indicates the affiliation of an individual, ethnic group, or state to a particular civilization and is interpreted as a set of symbols, ideas, feelings, and self-awareness of their belonging to the Ukrainian cultural and civilizational community, which is based on national and universal values within the space of European civilizations and interaction with them. The author analyzes theoretical and methodological foundations of civilizational identity presented in the works by A. Bergson, M. Weber, К. Wolf, S. Huntington, E. Gellner, I. Hoffmann, E. Husserl, J. Derrida, K. Eder, E. Erikson, G. Simmel, A. Camus, E. Cassier, A. Kuna, K. Levi-Strauss, G. Rickert, E. Smith, A. Toynbee, S. Freud, C. Jung, K. Jaspers, and others. He considers its Ukrainian features and structure: ethnic, national, cultural, religious, political, civic, European, and other components, shown in connection with the mentality and global nature against the background of historical progress and post-Soviet transformations, beginning from the Middle Ages, Kyivan Rus, the Renaissance, modernism and ending with postmodernism; emphasizes the historical mission of Ukrainian Cossacks as a national carrier of a new identity, tracks civilizational self-determination of the Ukrainian identity at the turn of the 19th–20th centuries, as well as the role of consciousness, social psychology, and the national idea in the civilizational transformation of identity; highlights the causes of the identity crisis and schism in the conditions of totalitarianism, its devastating consequences for the identification process of Ukrainians in general. The main focus is put on the study of the specifics of the civilizational identity formation in the conditions of independence of Ukraine; the role of its components – ethnic, religious, national, civic, and European; the contribution of T. Bevz, T. Voropaieva, M. Kozlovets, I. Kutsyi, L. Nahorna, M. Obushnyi, Yu. Pavlenko, Yu. Polishchuk, M. Popovych, O. Rafalskyi, V. Tkachenko, M. Shulha, M. Yurii, and others to the study of key aspects of the problem; the influence on the civilizational identification processes, European integration, and globalization of the modern world, Revolution of dignity, democratization of the society, interethnic relations, aggressive policy of Russia. The article highlights ways to preserve Ukrainian identity in the alien environment, the role of Ukrainians abroad in shaping civilizational identity. Significant attention is paid to the importance of Ukrainian studies as an academic synthesis of historical, philosophical, ethnological, cultural, and psychological knowledge in the elaboration of scholarly bases for building the civilizational identity and summarizing the relevant accumulated practical experience. A number of proposals have been made to further research the problem, increasing the role of the state and civil society in activating the civilizational identification of Ukrainians and their prospects.

The article was prepared as a part of the discussion “Russia and Siberia in the Eurasian socio-cultural space” and is devoted to understanding the problems raised in the work of A. V. Ivanov and Yu. V. Popkov “Spiritual and ecological civilizational perspective: the value potential of youth in the Siberian context”, which initiated this discussion. The aim of the article is to study the place of civilizational identity in the general coordinate system formed by multilevel identity, and in which way the value of civilizational identity as an independent sociocultural phenomenon changes under the influence of globalization processes. The novelty of the research is determined by the research attitude towards the comparative analysis of global and civilizational identities in modern conditions. The author’s view of the changes taking place with the idea of civilization under the influence of globalization, the logic of these processes, internal mechanisms and prospects for further development is proposed. It is shown that globalization initially serves as a trigger for the process of transformation of civilizational identity and sociocultural space in general and then continues to retain its influence as its significant factor. The result of cultural globalization is the formation of a global identity. As a result, global and civilizational identities find themselves in a state of competition, since in the modern system of values they represent two “neighboring” highest levels of identity, transnational in nature, and are largely determined by similar factors. The formation process features of civilizational identity in different conditions (Russia and Europe) are outlined. It is concluded that the general trend is its directed and conscious construction, accompanied by the politicization of this phenomenon. Meanwhile, the difference in the strategies for formation of civilizational identity in Russia and Europe is determined by the emerging relations between civilizational identity and the institution of the national state.

The article discusses the problems of forming a new type of civilizational devel­opment, analyzes the features and new technologies for updating life’s meanings and basic values. Characteristics and growth points are revealed where “world­view universals” (according to V.S. Styopin) act as some sort of basic genes of a different type of sociality. Just like the origin of new types of organisms is impossible without genetic transformations changing the organism genome, the emergence of new types of society and new types of sociality are impossible without updating fundamental life meanings and basic values. Today’s actuali­zation of the phenomena of culture as an object of transferring historical and national legacy is connected with an attempt to imagine it as the genome of civilization’s development. Mostly on this way the strategies compete which pre­serve basic values of the previous type of development with innovational inten­tions focused on searching for new life meanings and on renewing the content of modern reality values. New values are generating within the old culture, and the humanity is interested in these seeds of the future to grow into new civiliza­tion. The author shows that the formation of a new value matrix and the renewal of vital meanings is a condition for the transition to a new type of civilizational development, which grows within modern civilization. The information revolu­tion in the field of communication is radically changing the nature of civiliza­tional development, it is one of the factors affecting the renewal of basic values and life meanings.

To study long-term socio-economic processes and the factors that determine them, two methods, two approaches are usually used at the present time: the theory of the cyclic change of world economic structures (WES) and the theory of the evolution of civilizations. In the theory of civilizations, attention is focused mainly on the factors that have the most long – ​term impact on economic and social processes, namely, on value-sense factors and the principles of the structure of society. The current spiritual, ideological, and geopolitical opposition – ​the confrontation between the American-style approach to globalization and the multipolar world (MPW) – ​can be seen as the most important engine and threat to historical development. The purpose of the article is to describe this confrontation in the language of the theory of civilizations. The article describes the civilizational turning point, the transformation of Christian Western Europe into the civilization of the capitalist West. The main task of this transformation was to eliminate all the traditional highest senses and ethical restrictions for the domination of the capital accumulation attitude and the ideology of individualistic liberalism. The article presents some features of the MPW that allow us to consider it (along with the concept of transition to a new, integral WES) as an emerging new civilization, an alternative to the civilization of the West. The leaders of the development of the new civilization are Russia and China. In these civilizations, the most important sense center is the state. In Russia, the focus on perfecting and heightening the status of the state can largely compensate for the decline of spiritual and ideological factors. This article is a continuation of the articles (Volkonsky, 2018; Volkonsky, Gavrilets, Kudrov, 2020).

The geospace stratification substantiate and its spatial differences reveal based on the analysis of the economic growth dynamics. The impact of the COVID-19 pandemic on the slowdown in economic growth confirmed and its negative consequences for the investment sphere clarified, because the ability of countries to respond adequately to these processes is different. It has been determined that under the globalization influence, the world acts as a single whole, and the core of developed countries and the periphery is formed as well as local civilizations are transformed. Attention focuses on the research of the values problems that determine the state of society development. The research of the essential characteristics of civilizations carried out and the ideas of the main European civilizational schools characterized. Based on M. Rokeach’s concept, the features that characterize values are determined. It confirmed the values that dominate in society are the main element of culture. The model for measuring the cultural variability of the cross-cultural plane, which was developed by the Dutch psychologist G. Hofstede, is detailed, and the influence of cultural characteristics on the new economy formation is analyzed. The «World Values Survey» study has been assessed. It confirmed that, due to the impossibility of full-fledged self-realization of the individual, migration processes activated and their analysis shows a tendency towards growth. It substantiated that in the modern world the questions about the nature of the socio-cultural integrity of civilizations and civilizational ecumene, associated with religious differences and demographic processes, remain unresolved. An assessment of the demographic situation in the world carried out and its growing dynamics and regional asymmetries clarified. A spatial analysis of the distribution of countries in the global space with dominant religions carried out and the main trends in the world religions development revealed. The role of strengthening the intangible component in the structure of modern economic reproduction argues. It confirmed that the potential of the countries and the world development as a whole takes place in the process of deepening cross-civilization-integration processes. The main civilizational challenges of global economic development are formulated, they are formed under the multi-vector processes in the world, including: spatial asymmetry of countries’ development, universalization of values, socio-cultural differences, ethnic problems, religious differences, demographic and migration processes.

The paper analyzes the changes in the content of the civilizational idea in modern Russia. It is shown that the substantive changes concern both the traditional fluctuations between the orientation to the European and Eurasian development path, and the emergence of new features, in particular related to environmental and economic issues. At the same time, there is a reconfiguration of the civilizational idea regarding economic and political discourses. There is a fusion of civilizational identity with political identity, which manifests itself in the form of active use of national-state resources for the formation of national-civilizational identity. It is concluded that at the state level, civilizational identity is supported by political and economic discourses, and the Russian-Eurasian discourse itself is being transformed, turning from a discourse about the integration of cultures into a discourse about the integration of economies based on the integration of cultures.

The paper aims to substantiate the role of historical memory in formation of a certain economic culture that determines the specific nature of economic institutions in a multilanguage and multicultural society. Methodological background of research is based on neoinstitutional and civilizational approaches. Because of the chosen methodology, we study the economic institutions as the structures which include norms, traditions and thinking patterns (specific to a particular culture). It is justified that cultural factors related to confessional views, ethnic customs, political and economic traditions determine development, dynamics and structure of economic institutions of Russian society. It is also found that the failures of Russian economic modernization are largely due to underestimation of its civilizational specifics, multiculturalism and economic diversity.

Introduction. The article is devoted to the evaluation of topical ideas of Inner Asia civilization in the multi-polar world. Without doubt, in contemporary global world it is essential for each country to creatively explore ideas and scientific civilizational theories to define its place in modern global community. Today the Mongols actively explore these theories and doctrines which have linkage to Western origin, but the research deserves a creative approach and does not fit properly the national reality and specifics.Material and methods. To define the specific features of Mongolian civilization the authors study philosophical doctrines of existence in harmony, doctrine of duality, time, Buddism – all the ideas that influenced the Mongolian views on “nation” and “democracy”, historical lessons and geopolitics.Results. At present Mongolia has a tough choice in pursuing foreign policy. Three main world development centers- the USA, China and Russia- have emerged and the threat of a potential conflict between them have increased. It is apparent that this process in the future will strongly influence the present and further development of each region and country in the world. Thus the fundamental issues concerning the methodological approach in development philosophy as well as in civilizational philosophy appeared alongside the changes in world situation. The issue of national identity should not be excluded from the political agenda as well as historical and development issues from policy analysis.Discussion and Conclusions. Mongolia in respect to its geographical location belongs to the Asia-Pacific region. In the civilizational aspect Mongols are nomadic nation. These two factors are fundamental conditions for the shaping of national identity. In context of civilizational affinity and national identity Mongols are more close to the Central Asian space. In this area such regional organizations as the Shanghai Cooperation Organization and APEC operate. However, Mongolia is not a member of these organizations and cannot efficiently participate in big regional and world projects and programs having the status of observer. Hence the membership in these regional organizations and the significant economic growth are strategically important for Mongolia.

This article contains the results of the comparative analysis of historical aspects and features of the formation of the institution of the presidency in the Ukraine and Poland. It shows that the civilizational type of the country, together with historical experience of state building, has a significant impact on the formation and activity of the presidency as legal institution. Poland is a part of western civilization and has existed as an independent state for a long time. Therefore there are developed traditions of regulation and activity of the head of state’s body. At first it was the institution of royal power and since 1921 – the presidency. Historical experience also influenced the institution of the Council of State in the Polish People’s Republic. All this played a positive role in the restoration of the presidency already in the Polish Republic in the 90s of the last century. Based on the 1997 Polish Constitution, it acquired stability and has not changed since then. Ukraine, in accordance with the concept of S. Huntington, is a country civilizationally split between Western and Eastern Orthodox civilization with limited experience of the independent state development. In contrast to Poland, the historical experience of state formation in Ukraine has virtually no legal elements and traditions necessary for the formation of the institution of the presidency of the European type, ie, those that meet the fundamental features of European civilization. An important feature of the formation of this institution is the different content and intensity of the impact of civil society and its institutions. The institution of the presidency in the Ukraine was created under the predominant influence of the “old” party nomenclature rather than civil society and opposition organizations. It did not acquire stability, but the president always retains constitutional and informal opportunities for authoritarian tendencies. Today, the prospects for development of this institution in the Ukraine do not look obvious and understandable.

Introduction: the article reveals how extremism and terrorism are perceived in different mental civilizations: paganism (polytheism), monotheism and scientific worldview, from the standpoint of the legal consciousness of ordinary, canonical and secularethnic groups. The aim is to show that those phenomena which in the modern world are called extremism and terrorism and are subject to criminal punishment were perceived in exactly the opposite way in the mental eras of paganism and monotheism. Research methods: we use analysis of historical information about the phenomena of extremism and terrorism in different eras, related to the civilizational mentality of ethnic groups and peoples; we also use generalization (synthesis) of the information obtained. Results: revealing the attitude toward the phenomena that are now called “extremism” and “terrorism” in different mental civilizations allows us not only to understand the historically determined nature of these phenomena, but also to build an adequate system to counter them by changing existing approaches and methods. Conclusions: modern religious extremists and terrorists representinterests of the religious worldview and the way of life that are leaving the historical arena. Their re-socialization should be carried out taking into account civilizational mentality of religious people, relying primarily on the tolerant capabilities of the Holy Scriptures themselves. In the coming years, against the background of the natural decline of religious extremism and terrorism, there will be a rise of such types of “secular” extremism and terrorism as political, social, racial and linguistic, i.e. all those types of extremism that are listed in Articles 280 and 282 of the Criminal Code of the Russian Federation. In order to counteract these types of extremism, it is necessary, first of all, to develop high legal awareness in citizens; in this regard, it is crucial that educational and psychological services of the Russian Penal System carry out systemwide and purposeful work in this direction. The research featured the problems of civilizational identification of Russia as affected by global and local factors. Russian national identity is part of the civilizational identity. It is a specific feature of the Russian people associated with faith, language, historical memory, a sense of justice, etc. The forms of Russian civilizational identity include collegiality, etatism, a symphony of authorities, traditional family, and Orthodox faith. Thus, the civilizational identity and future of Russia are not connected with Western values: they depend on the strategy of internal self-development and the search for civilizational development based on traditional values. The main research objective was to describe the Russian civilizational code and forms of Russian civilizational identity in the situation of aggravated political, economic, and cultural contradictions between the Euro-Atlantic and Eastern civilizations. The paper describes the place of Russian civilization among world civilizations. The author analyzed the difficulties and problems of Russian civilizational identity. The research was based on the civilizational approach to the place of Russia in the global processes and the processes of civilizational identification.

In particular, the elements of the legal system are investigated and analyzed in the context of the civilizational approach to the typology of the state and law, their purpose is indicated. The issues of lawmaking, legal relations, the implementation of law, legal awareness and legal culture are highlighted. It is noted that each previously existing and currently existing civilization corresponds to a certain legal system reflecting the unique features and properties of this civilization. In this regard, not so much in form as in content, the types of legal systems corresponding to a particular civilization can be distinguished. It is noted that a serious problem in Russian law is a reasonable combination of individual and collective principles. The necessity of some adjustment of the existing classifications of legal systems is argued.

The Russian theatre of the last centuries is a distinctly formed identity code, possessing certain content (social and moral) and formal (artistic and aesthe­tic, including those genre and verbal) features. The purpose of this article is to justify the presence of the Russian theater as an identity code, of which we believe there are two discourses — civilizational and mental.Drama is defined as a borderline civilizational code of the Russian theatre. This is both a kind of literature that has developed dynamically, paradoxically, creating an outstanding repertoire for the theater, and the definition of a life situation that characteri­zes theatricality as a specific feature of Russian identity. The civilizational discourse of the Russian theatre manifests itself through the paradoxes of conflict in psychological drama. The unique (mentally deterministic) cultural dimension of the Russian drama forms a logical chain: time, space, and a person lost in time and space. The drama comes into the person’s life not only as a kind of literature, but also as a situation of their existence.Russian directing is defined as a mental/specific and, at the same time, civilizational/universal code. The civilizational discourse in the Russian, as well as the world theatre represents the paradox associated with the institutionalization of director’s profession as an embodiment of the demiurgic beginning and the sphere of self-realization of individual peculiarities of a creative personality (which can be seen in the experience of V. Meyerhold and E. Vakhtangov, G. Tovstonogov and Yu. Lyubimov, and many of the existing directors of today).An actor in Russia is more than an actor; paraphrasing the well-known formula, we pay attention to the characteristic of mental identity code inhe­rent in acting. The triad of playwright—director—actor undoubtedly forms the basis of the Russian artistic tradition and affirms the importance of professional intentions and the cultural and philosophical mea­ning of creative activity of each of the three authors of a theatrical work. The actor in this chain is the final link.The civilizational discourse, based on the universals of cultural practices, is associated with transformation of styles, methods, eternal matters, reflecting primarily in drama. The mental discourse, fully specific, is associated with local themes (acting) and paradoxical receptions of world practices and influence on them (directing).

The article is devoted to the history of the Russian political modernization study by domestic authors. The relevance of the topic is due to the importance of political modernization for the development of Russian society and the need to systematize the results obtained in its research. The object of the research is concepts of political modernization of Russia in the works of Russian scientists 1990-2020. The subject of the research is the methodological foundations of the concepts of Russian political modernization that dominate in two time periods: 1990-2013 and 2014-2020. The purpose of the study is to identify the evolution of the dominant methodological approaches to the study of the political modernization of Russia in the works of domestic specialists in 1990-2020. The objectives of the study are the following: 1) to determine the methodological foundations of the Russian political modernization concepts that dominated in 1990-2013. 2) to analyze the distinctive features of the study of political modernization of Russia in 2014-2020 in the light of the local-civilizational approach. The author has used historical and comparative methodological approaches, hermeneutical method, methods of analysis, synthesis, induction, deduction and abstraction. As a result of a huge number of foreign and domestic studies of Russian political modernization, its general patterns and specifics were identified, a methodological analysis of the concepts of modernization, democratization and Westernization was presented, as well as the methodological features of the formational and civilizational approaches to its study were analyzed. The scientific novelty lies in the fact that two periods in the study of Russian political modernization by domestic scientists are identified: 1990-2013 and 2014-2021, and a comparative analysis of the methodological approaches that dominate in these two historical periods is carried out. The author’s contribution is represented by the following results. The first period (1990-2013) is characterized by the dominance of studies that use the formational method and the stadial-civilizational method. At the same time, the sphere of production is recognized as the basis of society, and the main task of political modernization is to ensure economic modernization. In the second period, research based on the concept of multiple moderns and the local-civilizational method prevails. On the basis of this method, scientists have made the subject of research the civilizational features of Russia, its spiritual and cultural sphere, abstracting from the general patterns of production development and political modernization

The article analyzes the connection between some forming relevant tendencies and the newest cultural practices, the development of which is due to economical, technical and social context. Such features as mass character, consumerism, innovativeness, integrality, media character, network and information unity, fundamentally transform the image of civilization and people’s lifestyle. Human projective activity vectors are explored with terminological tools of cultural anthropology and civilizational movement dominants defined by modern thinkers. Evolution of language and aims of substantial practices are showed and new architectural and design styles, like recycling-, pop-, eco-, recreational, motion-, media-design and so on, are marked and characterized. Modern phase of art’s development, that integrates it with other cultural practices, such as science, trade, production, communication, medicine, show-business, tourism, etc., which change its forms and nature (media-art, video-art, transmission-art, technological art (electronic, robot- and genomic-art, internet-art). All these types of architectural, design and artistic activity exist and are fulfilled in kind of intensive fusion, organizing and fundamentally changing human’s habitat. The variety of design styles are strongly connected today with the commitment to unify form-creating intentions, that had been disconnected during the movement of social progress, which means conformity with modernity’s character and requirements while maintaining ontological basis that gives a human sense of home and self-identity. Designer practices that implement communicative interactive potential in projectivity while keeping spaces alive and human are able to perform this harmony. Hence, exploration of features and vectors of the embodied in real and virtual substance projective activity gives a deeper understanding of the sense of civilizational transformations and their connection with human’s substantive dimensions.

The article analyzes stylistic features of Russian arthouse films of the last decade. Contrary to mainstream these movies are designed for narrow, aesthetically advanced audience. It is commonly known, that the style of any film is primarily determined by interpretation of screen space, formed first of all through visual images. Every fresh artistic cinema current differs from others by the method of interpretation of artistic space. Proven practices show that most of the art films of the last decade have one thing in common. This is the mode of interpretation of the art space, characterized by realistic, but in the same time conventional environment, in which the characters act. Interpretation of spatial and temporal space in Russian arthouse is close to conventional theatrical style. This phenomenon is explained by the dominance of parabolic plots with abundance of symbols and allegories. Russian art films are also marked with negative perception of reality. Their action mostly takes place in the middle of nowhere with the minimum civilizational and cultural properties. The choice of location, conventional environment, slow-paced action, unambiguous characters are the dominant features defining the style of majority of art films.

The article researches the historical transformation the dichotomy of civilization and barbarism, which was originally in ancient Greece without pejorative meaning. This dichotomy has become relevant today to justify the classification of states according to their degree of acceptance of “civilization standards,” which are understood as the standards of the European model of development. The main features of the stereotype of the divide between civilization and barbarism, which took shape in the Roman era, have survived to the present. The premise of “civilizational superiority” of European culture is accompanied by a moral depreciation of other civilizations, turning a barbarian into an enemy of civilization with an explicit racist connotation. Civilization itself is seen as a “vaccination” in the process of missionary work. There emerges the concept of “Eastern barbarism,” coupled with the concepts of terra nullis and the innate irrational behavior of the population of these countries, which justify the seizing of territories for a “more rational” resource management. This activity is historically accompanied by colonization and, in the modern world, by forceful forms of “promoting democracy.” According to the logic of the divide between civilization and barbarism, non-Western countries are doomed to imitate and perpetually fall behind, which causes the disunity of society and internal hostility of “second-rate “Europeanized” nations. The Western mentoring has transformed from protectorate to the creation of governance structures that are headed by Western-educated local elites and are designed to change the cultural patterns of society. There was a conception that the world is divided into spheres, in the first circle of which there is a progressive civilized European world, followed by a number of countries similar in structure and values to the European model, and then there is a sphere of barbarism and backwardness. In the contemporary version, this theory presumes the division of states into “pre-modern,” modern, and post-modern states. It the conclusion, it is noted that this divide contradicts to the humane essence of culture and civilization process.

The article examines the main civilisational features of the development of Russia and their role in the modern socio-political transformations of Russian society. These features, according to the author, include the leading role of the state in the implementation of development projects and resource mobilisation; uneven socio-political development in time and space (development of society by impulses and jerks); combination in social dynamics of numerous opposite tendencies; periodic change of cultural and geopolitical vectors of development, caused by social delimitation and divisions. Arguments are given in favour of the fact that many of these features of the development of Russian society are due to the special, intermediate geographical, geopolitical and cultural-civilisational position of Russia between the civilisations of the West and the East. The author proves that a simple, uncritical borrowing and copying of Western political institutions without reformatting and adapting them to the conditions of modern Russia will either lead to a decrease in the effectiveness of these institutions, or to their serious degeneration and change. It is concluded that in the development and implementation of any projects of socio-political and economic development, it is essential to take into account both the general civilisational features of Russia and the internal Russian regional, local specifics, local socio-cultural norms and traditions, since their ignoring can lead to breaking the main social, cultural and value structures of Russian society.In addition, in modern conditions of global socio-political transformations and the numerous challenges associated with them it is extremely important for successful socio-political development to organically combine traditions with the necessary social innovations. However, as shown in the article, at present in Russia there is no such organic combination, and this seriously hinders socio-economic and cultural development. This implies the need to combine centralised planning and the development of federal development projects with the initiatives and proposals of local and regional communities, to focus not only on regional and local bureaucratic structures, but also on initiatives coming "from below" from groups of active citizens, from public organisations, volunteers and others. The author comes to the conclusion that this is especially important in the situation of the ongoing COVID-19 pandemic and the crisis socio-economic and political phenomena caused by it.

The article is devoted to the typology of the state. The main attention is paid to three main approaches to the typology of the state: formational, civilizational, and legal. In many respects, the typology is the result of the description of certain phenomena and their comparison. Based on this, typology problems arise in all sciences that deal with extremely heterogeneous sets of usually discrete objects and solve the problem of orderly description and explanation of these sets. However, it does not matter to which group of sciences these sets and objects belong. These can be both natural sciences (chemistry and biology) and humanities (psychology and linguistics), and social sciences (sociology). In particular, in Western social thought, tendencies to rethink typology appear in both concepts of models of history and models of culture. In contrast, Marxism gave rise to the doctrine of social formations, which was associated with the separation of economic and historical types of society, which were based on certain production relations. It is using the methods of typology, Marxist sociology singled out certain structural units of the historical process, which allowed to formulate a certain, well-argued, explanation of the history of many historical types of society and culture, the existence of various systems within certain social formations. And although the economic fetish inherent in Marxist sociology largely led to the purely one-sided nature of Marxist philosophy, it was its proponents who first raised the question of historical types of state at the scientific level, the first attempt to apply typology to political science. As a result, there was such a category as the typology of the state – the differentiation of groups of states on common features that determine the essential characteristics of these groups of states. In this case, the typology acts, in essence, as a reflection of the process of historically inevitable change of some types of state and law to others, and therefore is one of the most important techniques or means of learning the historical process of state and law. Problems of state typology are traditionally studied by the theory of state and law. At the same time, until now, two approaches have traditionally been distinguished: formational and civilizational. Within the framework of the first approach, the typology of the state is identified with its genesis. The second approach identifies the state and civilization. However, in modern political science, processes have begun in which scholars try to consider the types of state not only in the context of civilizations or social formations but also in the actual legal aspect. Within the legal approach to the typology of the state, several criteria are distinguished. According to the historical criterion, we can distinguish such types of state as primary, evolutionary, bureaucratic, and minimal. The article examines the mentality closeness of Ukraine with Western European civilization. The geopolitical position of Ukraine on the border of Europe (West) and Asia (East) complicates the civilizational self-identification of Ukrainians is emphasized. Such features are due, on the one hand, to strong ties with European countries and de facto geographical affiliation with Europe, and on the other – proximity to Eastern civilization and long-term influence of Russia, which led to involvement in Asian civilization. Ukraine has been a part of the European space since the adoption of Christianity is substantiated. Its European essence has been historically shaped by geographical location, inclusion in European civilization by economic and cultural ties. The basic values and features of the Ukrainian mentality were correlated with the mental principles of the peoples of European countries and it was found that the greatest similarity between Ukraine and European states at the mental level are Ukrainian freedom, individualism and desire for democracy as opposed to Russian despotism and authoritarianism. These features of the Ukrainian mentality have enabled the historical preservation and revival of the Ukrainian nation, help to develop further and become a developed European country not only geographically and economically, but also spiritually is claimed . After all, it is not enough to achieve high economic standards and decent material life as an external form, to integrate into Europe is important at the internal level – values, spiritual and cultural, increase the number of active educated citizens, which is the core of development and progress – actively build civil society. In case of Ukraine's accession to the EU, Europeans will be able to discover Ukraine not only as an arena of political scandals and national upheavals, but also to discover positive mentality traits of Ukrainians – peace and tolerance, emotionality, creativity, high receptivity to new ideas, ability to adapt to different conditions is noted. The article is devoted to civilizational issues, which are largely determined by the environment or background, i.e. the socio-political situation in the country and the world as a whole, which has an indirect impact on it. The author considers a new situation, which is characterized by instability in all spheres of planetary life, which is reflected in the position of a person. This situation is characterized in the literature as the end of certainty or “uncertainty,” which is reflected today in the terminology attributed to the word “new” or the prefix “post.” It has been established that, despite its relevance, this concept has a long history in philosophy, from antiquity to modern times. The author of the article states the contribution of the modern Russian civilizational theory to the state of uncertainty in Russia, due to both the terminological ambiguity and uncertainty of the key concepts of this theory, and the ideological and worldview disagreement of its representatives. Three versions of the existence of civilization in the Russian state are presented, which remain in the humanitarian discourse of new Russia for thirty years. Particular attention is paid to the third version as the most stable, according to which Russia has been and remains a part of the West, the reasons for its popularity have been identified. The concept of the Other, which has recently become very relevant after it was discovered that the movement towards the West without taking into account the historical peculiarities of Russia, was unsuccessful, and the West itself directed all its efforts to contain Russia, was taken as the basic methodological basis for the study of this version. It is concluded that a more attentive attitude to the background will help bring the positions of different authors closer and minimize the uncertainty, which takes on more and more alarming features. This can contribute to the development of worldview coordinates and values that determine vital priorities and development prospects, give an image of the future embodied in a civilizational development project that satisfies the entire society.

The article deals with the essence, factors, and patterns of macroeconomic risks mitigation. The purpose of the paper is to summarize and present a classification of systemic risks, to analyse principles and methods of macroeconomic risks evaluation. The methodological basis of the study is general scientific and special methods of cognition. The most extended analysis of systemic risks not only from the perspective of geographical and historical aspects but also in the context of modern economic processes is carried out. Results of the research prove that in the context of formation of a new economy of Ukraine and approval of the practice of timely prevention and mitigation of macroeconomic risks in accordance with imperative of modern time, it is necessary to: 1) give real state priority to the most advanced educational technologies. While providing maximum broad and equal access of youth to education, we should have the program for search and practical support of national intelligence phenomena in place; 2) create conditions for rehabilitation and advanced development of innovative directions of applied and, first and utmost, polytechnic sciences. It is the task of the state to ensure their financial support and direct employment at enterprises. All-round support of introduction of high-yield venture developments into the production; 3) secure efficient state protection of intellectual property, create legislatively the conditions for commercial usage of innovative achievements within the country; 4) encourage with maximum efficiency return of high-level engineers and blue-collar workers to the technological area; breathe new life into the system of professional and technical schools where information and programming professions prevail and which graduators would be engaged with priority into operations in unique productions; 5) create modern information market, allround support of introduction of a unified information field. Learning and striving to satisfy human needs without placing systemic risks on future generation being on the Earth should become the core principle of a civilizational development. Value/originality. We may lay down an essential principle of civilizational regulation of systemic risks when each state, specifically the international community, should set up (subject to all complexities of practical implementation) regulating constants, rules, and bans of such contents and in such direction to have business or entrepreneurial activities carried out ultimately in the risk-related mode, which would cause no detrimental effect on the economy as whole.

Within the framework of the sociological approach, the definition of “civilizational code” is considered, the place and role of its main factors in the system of Belarusian society are determined. Among them is a special place occupied by historical memory as one of the most important elements of civilization. The work reveals the essential features and structural elements of historical memory, its role in preserving and strengthening the socio-spiritual foundations of being, a possible use of historical experience in the activities of people or its return to the sphere of social consciousness. By historical memory are understood the selection, reproduction, and transfer of social experience, which is important and necessary to preserve accumulated knowledge and experience, their transfer from generation to generation, as the perception of history by mass consciousness as a set of ideas about the past existing in society both at a mass and individual level, including cognitive, imaginative, and emotional aspects. It is shown that on the turning points of history, at a transition of society from one qualitative state to another, historical memory can be used as an instrument of ideological struggle and purposeful influence on mass consciousness and filled with a specific information content at the request of various social groups and elites.

The world crisis actualized the problem of brittleness of the society and the vulnerability of a human being. The Government intervention through the strengthening of the regulation of the enterprises and the markets are considered by many experts as a method of indirect solution of the above mentioned problem. However, the effective management must be based on the knowledge of features and unique characteristics of each economic entity. Universal in its essence the system of government does not fit to it. Therefore, we speak about the creation of the direct control concept of the environment of the human life – “an Enterprise as a Microcivilization”. Its core is the Culturological paradigma and the Civilizational approach. The structure of the concept includes such models: the Contextual model of civilizational entities, the Complex model of a human, the Growth and the development model of microcivilization, the Model of civilizational entity “human – community – society”, and the applied Method of identifying microcivilization, the Assessment of values and the civilized Profile of microcivilization’s citizen. The conception of “an Enterprise as a Microcivilization” was tested on a group of the Ukrainian food industry enterprises. From the set of 162 enterprises was allocated 9 pretenders for the status of microcivilization. Three of them - identified as a microcivilization. In one of them have been started the formation of the Institute of Cultural Leadership.

The article is a critique of William Wohlforth’s piece on usefulness of IR theory in explaining the history of international relations published in this issue of MGIMO Review of International Relations. It offers an alternative answer to the key question raised by Wohlforth – why humans continue to resort to such a self-destructive method of conflict resolution as war. The author argues that the current aggravation of relations between Russia and the West helps find a new way of answering this eternal question. With the help of historical examples and logical reasoning the author shows that international relations are governed not so much by structural anarchy, as Wohlforth argues, as by «natural spontaneous systemic force», which does not depend on the will of people and manifests itself in events that seem random and irrational. This force can be rationally known by studying how classical geopolitics, cultural (especially legal culture) and civilizational factors influence international relations. These aspects, according to the author, explain both the Cold War and its on-going «second edition». Taking into account civilizational, cultural, historical, linguistic and legal characteristics of actors becomes the key to an adequate understanding of international politics. It should also be noted that cultural and civilizational features affect not only the practice of international relations, but also the IR. According to the author, the theory of political realism in Russia has been reinterpreted in light of the maxim: «God is not in power, but in truth». Thus, an important category of Russian realism turns out to be «justice».The alternative answer to the question about the recurrent practice of wars in international relations can be formulated as follows: the states are sometimes forced to fight each other due to their geopolitical contradictions complicated by cultural and civilizational differences.

The paper is the result of a conference held on December 9, 2020 by the Center for Civilizational and Regional Studies of the Institute for African Studies of the Russian Academy of Sciences on the topic «The Role of Christianity and Islam in the civilizational development of Modern Africa».The conference program consisted of three working sessions. The problems of the organized conference went beyond the issues stated for discussion and were of an interdisciplinary nature. In particular, several conflict points were identified that arose during the events of the Arab Spring and have not been resolved until today. First of all, this is the problem of radical Islamism, which is actively manifested in the region of Northern and Tropical Africa. The problem of the forms and features of Christianity as one of the most important confessions of modern Africa received special attention at the conference. The problem of the clash of secular and religious trends in the civilizational development of post-colonial Africa turned out to be of no small importance. The structure of the paper consists of an introduction, which reflects the topic, problems, purpose, as well as the issues stated for discussion, followed by the short theses of the conference participants, representatives of the leading scientific and educational centers of Russia. At the end of the work, a conclusion is given, which summarizes the main results of the conference.

This essay addresses critical and cohesive research philosophies regarding social theory in an effort to increase awareness thereof social changes as well as considers the features of social behavior through the prism of various methodological approaches. Using logical and comparative methods, the author analyzes the adequacy of the theoretical and philosophical foundations of the concept of social action for the modern situation. The circumstances that contribute to the structuring of social actions, as well as the relationship of social changes with the foundations of solidarity in different societies with their civilizational specifics, are determined. The author considers the implementation of the concrete fait accompli as the only possible variant under certain conditions from the whole range of potential prospects. Such revision of the theory of social action as well as the analyses of philosophical grounds of research approaches confirm the necessity of indispensable use the civilizational approach in additional to applied existing research tools to studying the local specifics. The research results redirects to non-universalized solutions of any social problems and to diversification in planning of development scenarios for different societies.

The article considers the problems of legal regulation of ethno-cultural interaction in the regional dimension. The philosophical basis of the work is the interpretation of the category of ethnic-cultural interaction in the ontological, epistemological and socio-philosophical discourses. The author sees in the ethniccultural interaction the important way of meeting the needs of ethnic entity. In the methodological plan the ethno-cultural interaction is studied in the integration of civilizational and formational approaches. The author considers the structure of a regulatory model on three levels — basic ethnographic, civilizational and formational. The Individuality of the regional models is determined by the uniqueness of the ethnic landscape, by the features of the historical, socio-economic and cultural development of peoples. In the national subjects the rules of state regulation are supplemented by the requirements of customary law recognized by the legal doctrine. The paper presents a brief description of the regional regulatory models on the strength of the fundamental problem of the formation of a civic nation and the implementation details of this task in the regional ethno-cultural and legal space.

The article attempts to assess the research potential of a civilization code's con­cept, which claims to identify the determining algorithm of social life and, re­spectively, the direction of development of societies and states. The analysis of the concept under consideration is based on a constructivist approach. From the standpoint of this approach, it is demonstrated that the supposed conditioning of the civilization code by the dominant ideals of culture is largely determined by personal historicity and responsibility for the past. The ideals of culture also cover the sensory world of subjects – they are fixed in moral norms and regulate the value orientations of participants of historical events. This aspect of the cul­tural conditionality of the social behavior of people, according to the authors, is actually fixed in the concept of the civilization code. At the same time, the work notes that the originality of the manifestations of shame and conscience among the adepts of culture determines both the relationship between them and their at­titude towards other cultures' representatives. Civilization is understood as a form of cultural manifestation with specific features that make it possible to talk about the general mentality of a given society, a given civilization. Meanwhile, there are risks of losing the potential of constructive ideals in a consumer society that presents ideals that focus, first of all, on the satisfaction of personal, egoistic in­terests. The authors believe that the main thing for Russia today is not to lose the potential of personal ideals that focus on the priority of common human, hu­manistic values that demonstrate the rise above egoism and respect for represen­tatives of other cultures.

This paper outlines the main referent features of the culture‒education sphere in the framework of globalizing world order, viewed with the help of philosophical concepts, in particular, the heuristic. The relevance of the topic is determined by the problem of the transforming conditions of human life, which influence the formation of his personality as a result of civilizational changes in the globalizing world. The heterogeneity of the cultural space leads humanity to an awareness of the crisis and the search for non-standard solutions. The article sets the objective of revealing the possibilities whereby the education sector can influence the vector of civilizational developments, and of showing new perspectives of such a research. In following this, the study is based on the methodology of systems analysis, and on the interdisciplinary approach which is innovative in a sense that it highlights the heuristic nature of cognitive activity as a wide-format, conceptual solution of the central problem. The theoretical substantiation of the need to maintain the dynamic stability of the cultural and educational environment of Russia exposes the problem of the integrity of the national cultural and educational space. In this respect, the idea brought about is that heuristic can be applied as an analytical tool, balancing the vision on global and national civilizational processes. This can establish a stronger coherence of political and cultural bodies on the both levels mentioned, with heuristic foundation of sustainable development, public administration and governance. The results make it possible to single out a number of program documents of global importance that consolidate the concept of sustainable development as a priority for managing civilizational processes, contributing to the renewal of goal-setting and the formation of a new vision, a new way to treat the reality. The sustainable path that Russia took determines the tools for modeling the integrity of the cultural and educational space, based on the parameters of the balance of material needs, moral values, and ensures coordination of the goals of culture and education.
