According to Naudé and Krugell (2003a) South Africa's cities are too small, dispersed, and over concentrated. In South Africa, households in the country's urban areas have average incomes almost thrice as high as the households in rural areas. More than 70% of South Africa's GDP is produced in only 19 urban areas (Naudé and Krugell 2003b). In Naudé and Krugell (2003a) it is stated that the rank-size rule shows that South Africa's urban agglomerations are too small and the cities mainly offer urbanization economies rather than localization economies. The main focus of this study will be looking at the specialization and diversity of South African cities. The aim is to determine whether certain cities should specialise in certain sectors, which they are currently involved in or should they add to their city and become more diverse and specialize in other sectors in order to promote economic growth. Many believe that a city which is more diverse would grow faster than a city specialising in a certain and thus be more beneficial to the economy than a specialized city would. A city consists of many elements such as humans, buildings, and roads. The complexity of cities is difficult to measure using Euclidean geometry. In this study, we use fractal geometry (scaling analysis) to measure the complexity of urban areas. We observe urban development from different perspectives using the bottom-up approach. In a bottom-up approach, we observe an urban region from a basic to higher level from our daily life perspective to an overall view. Furthermore, an urban environment is not constant, but it is complex; cities with greater complexity are more prosperous. There are many disciplines that analyze changes in the Earth’s surface, such as urban planning, detection of melting ice, and deforestation management. Moreover, these disciplines can take advantage of remote sensing for research. This study not only uses satellite imaging to analyze urban areas but also uses check-in and points of interest (POI) data. It uses straightforward means to observe an urban environment using the bottom-up approach and measure its complexity using fractal geometry.   Web 2.0, which has many volunteers who share their information on different platforms, was one of the most important tools in this study. We can easily obtain rough data from various platforms such as the Stanford Large Network Dataset Collection (SLNDC), the Earth Observation Group (EOG), and CloudMade. The check-in data in this thesis were downloaded from SLNDC, the POI data were obtained from CloudMade, and the nighttime lights imaging data were collected from EOG. In this study, we used these three types of data to derive natural cities representing city regions using a bottom-up approach. Natural cities were derived from open geographic data without human manipulation. After refining data, we used rough data to derive natural cities. This study used a triangulated irregular network to derive natural cities from check-in and POI data.   In this study, we focus on the four largest US natural cities regions: Chicago, New York, San Francisco, and Los Angeles. The result is that the New York City region is the most complex area in the United States. Box-counting fractal dimension, lacunarity, and ht-index (head/tail breaks index) can be used to explain this. Box-counting fractal dimension is used to represent the New York City region as the most prosperous of the four city regions. Lacunarity indicates the New York City region as the most compact area in the United States. Ht-index shows the New York City region having the highest hierarchy of the four city regions. This conforms to central place theory: higher-level cities have better service than lower-level cities. In addition, ht-index cannot represent hierarchy clearly when data distribution does not fit a long-tail distribution exactly. However, the ht-index is the only method that can analyze the complexity of natural cities without using images.

The boundaries of the cities are not immutable, they can be changed. With the development of the economies and societies, the population and pollution of cities are increasing. Some urban areas are expanding with more population or other dynamics of urbanization, while other urban areas are reducing with the changing of the dynamics. Therefore, detecting urban areas or delineating the boundaries of the cities is one of the most important steps for urban studies, which is closely related to human settlements and human activities. Remote sensing data (RS) is widely used to monitor and detect land use and land cover on the surface of the earth. But the extraction of urban areas from the ordinary RS data is not easy work. The Operational Linescan System (OLS) is the sensors of the Defense Meteorological Satellite Program (DMSP). The nighttime lights from the DMSP/OLS provide worldwide remotely sensed data to analyze long-term light emissions which are closely related to human activities. But the nighttime lights imagery data contains inherent errors. Therefore, the approaches to calibrate the data and extract the urban areas from the data are complicated. The long-term objective of this thesis is to delineate the boundaries of the natural cities of the continental United States of America (USA) from 1992 to 2010 of nightlight imagery data with all the different satellites. In this thesis, the coefficients for the intercalibration of the nightlight imagery data have been calculated based on the method developed by Elvidge, et al. (2009), but the coefficients are new and available. The approach used to determine the most appropriate threshold value is very important to eliminate the possible data error. The method to offset this possible error and delineate the boundaries of the cities from nightlight imagery data is the head/tail breaks classification, which is proposed by Jiang (2012b). The head/tail breaks classification is also useful for finding the ht-index of the extracted natural cities which is developed by Jiang and Yin (2013). The ht-index is an indicator of the underlying hierarchy of the data. The results of this study can be divided into two categories. In the first, the achieved coefficients for the intercalibration of nightlight images of the continental USA are shown in a table, and the achieved data of the urban areas are stored in a data archive. In the second, the different threshold values of the uncalibrated images and the individual threshold value of the calibrated images are shown in tables, and the results of the head/tail breaks classification and power law test are also drawn. The results show that the acquired natural cities obey the power law distribution. And the results also confirm that the head/tail breaks classification is available for finding a suitable threshold value for the nightlight imagery data. This study investigated the chemical modification method by citric acid and its enhancement effect on the adsorption capacity of sugarcane bagasse (SB) for copper removal from aqueous solution. Characterization studies were performed by using Fourier transform infra red (FTIR), which showed the introduction of carboxylic group in the structure the modified sugarcane bagasse (MSB). Batch study revealed the influence of pH, time, initial concentration of metal ion on adsorption capacity. The data showed an extremely good fit to Langmuir isotherm model from which the maximum adsorption capacity estimated reached 28.17 mg/g at optimum pH 5.5. Fixed bed column study using the adsorbent MSB confirmed that the breakthrough curves of the adsorption processes were dependent on bed height, initial concentration and flow rate. Linear regression analysis of the data demonstrated that Yoon-Nelson kinetic models were appropriate to explain the breakthrough curves.<br>Nghiên cứu đã thực hiện biến tính hóa học vật liệu bã mía bằng acid citric và đánh giá khả năng hấp phụ ion Cu(II) trong nước của bã mía (SB) trước và sau biến tính axit citric. Khảo sát cấu trúc vật liệu thông qua phổ hồng ngoại FTIR cho thấy các nhóm chức carboxylic có khả năng hấp phụ kim loại xuất hiện trong vật liệu biến tính. Thí nghiệm mẻ đánh giá sự ảnh hưởng của pH, thời gian và nồng độ của vật liệu tự nhiên và biến tính đến khả năng hấp phụ ion Cu(II). Kết quả của thí nghiệm mẻ phù hợp với mô hình Langmuir với khả năng hấp phụ cực đại đạt 28,17 mg/g tại nồng độ pH tối ưu là 5,5. Kết quả thí nghiệm trên mô hình cột cho thấy đường cong thoát của quá trình hấp phụ của vật liệu biến tính và chưa biến tính phụ thuộc và chiều cao lớp vật liệu, nồng độ ion Cu(II) ban đầu và vận tốc dòng chảy qua cột. Các dữ liệu thu nhận được từ thực nghiệm phù hợp với mô hình động học Yoon-Nelson.

Exploring upon the phenomena of smart cities, this paper elaborates the potential of crowdsourced data collection in small scale urban quarters. The development of the Data4City (D4C) hyperlocal app – PinCity – is based on the idea of increasing the density of real-time information in urban areas (urban neighborhoods) in order to optimize or create innovative urban services (such as public transportation, garbage collection) or urban planning, thus improving the quality of life of quarter inhabitants as a long-term goal. The main principle of the app is the small-scale implementation, as opposed to top-down smart city approaches worldwide, preferably in a city quarter, or a community, which can be subsequently scaled and interlaced to other parts of the city.

A urbanização acentuada, fenômeno crescente das últimas décadas, tem atingido níveis elevadíssimos e criado enormes desafios para a gestão das cidades, além de trazer uma vasta gama de efeitos nefastos para a qualidade de vida de seus cidadãos. Dados da ONU de 2016, indicam tratar-se de um caminho sem volta, com uma tendência de agravamento nos próximos anos. Para tentar mitigar esta situação, muito se tem discutido em como aumentar o nível de inteligência das cidades e o interesse pelo tema Cidades Inteligentes tem crescido. Apesar disso, ainda não existe consenso sobre um conceito de cidade inteligente. Se há tempos este conceito se baseava exclusivamente no pilar da tecnologia, hoje uma visão mais evoluída e holística incorpora várias outras dimensões. Já a maioria dos modelos de classificação existentes são estrangeiros e não são aderentes à realidade de um país tão diverso e tão desigual quanto o Brasil. No âmbito nacional, existem algumas iniciativas de criação de conceitos e de modelos de classificação, mas, ou são baseados unicamente no componente tecnológico, ou buscam apenas a criação de rankings tradicionais baseados em ponderações arbitrárias de seus formuladores. A dificuldade de adequação do conceito e dos modelos de classificação à realidade brasileira foram os dois motores principais desta tese. O primeiro objetivo foi desenvolver um conceito de cidade inteligente para o contexto brasileiro. O segundo foi propor um modelo multidimensional de classificação, que fugisse aos padrões tradicionais de um ranking e fosse um instrumento efetivo de aprendizagem, benchmarking e de apoio ao planejamento de políticas públicas das cidades. Por meio de um estudo exploratório e descritivo, junto a 3 cidades de portes diferentes do estado de São Paulo, foram desenvolvidas pesquisas de abordagem quantitativa e qualitativa. A primeira utilizou questionários fechados e levantamento de dados em bases de indicadores específicos para o cálculo dos componentes do Índice Brasileiro Multidimensional de Classificação de Cidades Inteligentes - IBMCCI. Este produto final da tese emprega a mesma abordagem orientada ao usuário do U-MULTIRANK, o ranking multidimensional global de universidades da Comunidade Europeia. A versão final do modelo proposto foi disponibilizada para uso dos gestores municipais com a liberdade de seleção das dimensões, dos indicadores e dos municípios equivalentes para análise. A abordagem qualitativa da pesquisa foi conduzida por meio de entrevistas semiestruturadas, junto a 2 especialistas em gestão municipal. Para validar a ferramenta construída utilizou-se a técnica de validação de conteúdo. Chegou-se à conclusão que é necessário ajustar alguns fatores do modelo e adequar a periodicidade de edição do índice para coincidir com o calendário das eleições municipais. Com estas adequações, o IBMCCI demonstrou grande potencial de se tornar uma ferramenta efetiva de apoio para os formuladores de políticas públicas municipais.<br>The strong urbanization, a phenomenon that has increased in recent decades, has reached a very high level and has created enormous challenges for the management of cities, as well as bringing a wide range of harmful effects to the quality of life of its citizens. UN data of 2016 indicates that this is one-way road, and it\'s forecast to be worse in the coming years. Trying to mitigate this situation, much has been discussed about how to increase the smartness level of the cities and the interest in subject of Smart Cities has grown. Despite this, there is still no consensus on a smart city concept. If for some time this concept was based exclusively on the pillar of technology, today a more evolved and holistic vision would incorporate several other dimensions. Most of the existing classification models are foreign and are not adherent to the reality of a country as diverse and as unequal as Brazil. At the national level, there are some initiatives to create concepts and classification models, but they are based solely on the technological component or they only seek to create traditional rankings based on arbitrary weights of their formulators. The difficulty of adapting the concepts and the classification models to the Brazilian reality were the two main engines of this thesis. The first aim was to develop a concept of Smart cities for the Brazilian context. The second one was to propose a multidimensional classification model, which would escape the traditional standards of a ranking and be an effective tool for learning, benchmarking and supporting the planning of public policies in cities. By means of an exploratory and descriptive study, along with 3 cities of different sizes of the state of São Paulo, research into quantitative and qualitative approaches were developed. The first one used close ended questionnaires and data collection based on specific indicators for the calculation of the components of the Brazilian Multidimensional Smart Cities Classification Index (IBMCCI). This final thesis product employs the same user-oriented approach as U-MULTIRANK, the multidimensional global ranking of European Community universities. The final version of the proposed model was made available for use by municipal managers with the freedom to select dimensions, indicators and equivalent municipalities for analysis. The qualitative approach of the research was conducted through semi-structured interviews, with 2 specialists in municipal management. In order to validate the built tool, the content validity technique was used. It has come to the conclusion that it is necessary to adjust some factors of the model and to adapt the periodicity of edition of the index to coincide with the calendar of the municipal elections. With these adaptations, the IBMCCI has demonstrated great potential to become an effective support tool for municipal public policy makers.

Reservoirs and dams are often situated in the mountains upstream of cities and towns. This implies a theoretical but difficult to evaluate hazard potential for downstream communities. This paper reflects experiences of the related safety analysis practice including the steps from the breach estimation towards the drawing of special hazard maps.

Many calamities in history like hurricanes, tornado and flooding are proof to the large scale impact they cause to the life and economy. Computer simulation and GIS helps in modeling a real world scenario, which assists in evacuation planning, damage assessment, assistance and reconstruction. For achieving computer simulation and modeling there is a need for accurate classification of ground objects. One of the most significant aspects of this research is that it achieves improved classification for regions within which light detection and ranging (LiDAR) has low spatial resolution. This thesis describes a method for accurate classification of bare ground, water body, roads, vegetation, and structures using LiDAR data and aerial Infrared imagery. The most basic step for any terrain modeling application is filtering which is classification of ground and non-ground points. We present an integrated systematic method that makes classification of terrain and non-terrain points effective. Our filtering method uses the geometric feature of the triangle meshes created from LiDAR samples and calculate the confidence for every point. Geometric homogenous blocks and confidence are derived from TIN model and gridded LiDAR samples. The results from two representations are used in a classifier to determine if the block belongs ground or otherwise. Another important step is detection of water body, which is based on the LiDAR sample density of the region. Objects like tress and bare ground are characterized by the geometric features present in the LiDAR and the color features in the infrared imagery. These features are fed into a SVM classifier which detects bare-ground in the given region. Similarly trees are extracted using another trained SVM classifier. Once we obtain bare-grounds and trees, roads are extracted by removing the bare grounds. Structures are identified by the properties of non-ground segments. Experiments were conducted using LiDAR samples and Infrared imagery from the city of New Orleans. We evaluated the influence of different parameters to the classification. Water bodies were extracted successfully using density measures. Experiments showed that fusion of geometric properties and confidence levels resulted into efficient classification of ground and non-ground regions. Classification of vegetation using SVM was promising and effective using the features like height variation, HSV, angle etc. It is demonstrated that our methods successfully classified the region by using LiDAR data in a complex urban area with high-rise buildings.

Software systems in domains like Smart Cities, the Internet of Things or autonomous cars are coined by a high degree of distribution across several independent computing devices and the requirement to be able to adjust themselves to varying situations in their operational environment. Self-adaptive software systems are a natural choice to implement such context-dependent software systems. A multitude of approaches already implement self-adaptive systems and some consider even distribution aspects.Yet, none of the existing solutions supports the coordination of adaptation operations spanning multiple independent nodes, which is necessary to ensure a consistent adaptation even in presence of network errors or node failures. In this paper, we tackle this challenge to execute adaptations in distributed self-adaptive software systems in a coordinated manner. We present a protocol that enables the self-adaptive software system to execute correlated adaptations on multiple nodes in a transactional manner ensuring an atomic and consistent transition of the distributed system from its source to the desired target configuration. The protocol is validated to be free of deadlocks for any given adaptation at any point in time using a model-checking approach. The performance of our approach is investigated in experiments that emulate the protocol's execution on real devices for different sizes of distributed applications and adaptation scenarios.

In dem vorliegenden paper wird die Position begründet, dass die Regulierungsstrukturen des deutschen öffentlichen Verkehrs reformiert werden müssen, wenn die Aufgabenträger und Unternehmen in die Lage versetzt werden sollen, den zukünftigen Herausforderungen der sich verstärkenden regionalen Disparitäten begegnen zu können: Schrumpfende Städte und dünn besiedelte ländliche Gebiete benötigen andere Mobilitätslösungen als Ballungsräume. Allerdings behindern die bestehenden finanziellen und rechtlichen Rahmenbedingungen des öffentlichen Verkehrs die Entwicklung bedarfsgerechter lokaler Mobilitätskonzepte. Gleichzeitig wird auf diese Weise der Status quo – die kostenträchtigen und unattraktiven Standardleistungen – konserviert. In einem ersten Schritt werden die Ergebnisse der Analyse verschiedener Fallstudien von Gebieten und Städten dargestellt, die mit Prozessen des Bevölkerungsschwunds konfrontiert werden. Die hier ausgewählten Fallbeispiele aus Ostdeutschland werden als exemplarisch für einen generellen Trend betrachtet; diese Vorgehensweise wird durch die entsprechenden demografischen Prognosen gedeckt: Eine rasant ansteigende Zahl von Gebieten und Städten wird in den nächsten 30 Jahren mit der hohen Herausforderung konfrontiert werden, Schrumpfungsprozesse zu bewältigen. Die Analyse konzentriert sich auf zwei Fragestellungen: (1) Auf welche Weise beeinflusst eine schrumpfende Bevölkerung den öffentlichen Verkehr? (2) Welche Maßnahmen und Strategien wurden bislang von den betroffenen Aufgabenträgern und Unternehmen realisiert, um mit den neuen Herausforderungen umzugehen? Die Fallstudien zeigen, dass sich die Schrumpfungsprozesse je nach den spezifischen regionalen Bedingungen unterscheiden. In einem zweiten Schritt wird die zentrale These des papers diskutiert: Entsprechend der Analyse der finanziellen und rechtlichen Rahmenbedingungen wird argumentiert, dass diese Strukturen eine lokale Entwicklung adäquater Strategien des downsizing verhindern. Im dritten Schritt wird dargelegt, auf welche Weise die Rahmenbedingungen des öffentlichen Verkehrs reformiert werden müssen, um vermehrt Lösungen für regionale Anpassungen zu befördern. Solche Gebiete, die absehbar am stärksten durch den Bevölkerungsschwund betroffen sein werden, sollten als offizielle Experimentierräume ausgewiesen werden, so dass hier neue Mobilitätslösungen nicht auf die sonst üblichen (rechtlichen) Barrieren stoßen. So könnten etwa Gutschein-basierte Lösungen erprobt werden, die bisherige Lösungen für die öffentliche Bezuschussung ablösen könnten.<br>The paper argues that the governance of public transport in Germany needs to be reformed if transport authorities and transport companies want to address the challenges posed by increasing regional disparities: „Shrinking cities“ and thinly populated rural areas need mobility solution different from those in agglomerations; yet, the structures of funding and regulating public transport discourage the development of „custom-made“ local mobility concepts while preserving the status-quo of a costly and unattractive standard service. In a first step we will present our analysis of several case studies of districts and cities confronted with a process of „population drain“. Backed by the relevant demographic projections we take the eastern German cases chosen here as exemplary for a general trend: Coping with „shrinking processes“ will be a major challenge for an increasing number of districts and cities in the next 30 years. The analysis focuses on two questions: (1) How does a decreasing population affect public transport? (2) Which measures and strategies have local transport authorities and companies so far adopted to cope with the new challenges? The case studies show that shrinking-patterns differ according to a set of regional characteristics. In a second step the central hypothesis will be discussed: analysing the regulation and financing tools which form the governance regime of public transport we argue that these structures inhibit the local development of adequate „downsizing“ strategies. In a third step we suggest how governance structures must be reformed to make them fit for more regional diversity. Those areas most severely affected by a „population drain“ should be declared „governance laboratories“ where experiments with new mobility solutions are granted special tolerance and regulatory innovations such as a voucher-based system of public funding may be tested.

Before the German reunification, Dresden was a city of motorized traffic and cyclist were rare. But in the 90's began a change of transport policy and cycling became more important. This Master Thesis wants to show the current standing of cycling in Dresden. Thats why the results of the "SrV"-study should be analysed with regard to potential cyclists and their journeys. As methods were used a descriptive analysis and the linear discriminant analysis, both used at a personal and journey-specific level of data. As a result, Dresden have to do much more to become a good "cycling-city", so the bike-level wasn't really high in the year 2013. Instead the car is still the mostly used transport vehicle and the proportion in the Modal-Split is only slowly sinking. But this study shows typical characteritics of cyclists and cycling journays of Dresden, so there is a basis to get more people involved to cycle and become a more eco-friendly city.

Population estimation in inter-censual years has many important applications. In this research, high-resolution pan-sharpened IKONOS image, LiDAR data, and parcel data are used to estimate small-area population in the eastern part of the city of Denton, Texas. Residential buildings are extracted through object-based classification techniques supported by shape indices and spectral signatures. Three population indicators -building count, building volume and building area at block level are derived using spatial joining and zonal statistics in GIS. Linear regression and geographically weighted regression (GWR) models generated using the three variables and the census data are used to estimate population at the census block level. The maximum total estimation accuracy that can be attained by the models is 94.21%. Accuracy assessments suggest that the GWR models outperformed linear regression models due to their better handling of spatial heterogeneity. Models generated from building volume and area gave better results. The models have lower accuracy in both densely populated census blocks and sparsely populated census blocks, which could be partly attributed to the lower accuracy of the LiDAR data used.

Parmi les formes d’organisation de l’habitat antique, il en est une qui est longtemps restée en retrait dans la recherche archéologique française. Les agglomérations antiques, qui correspondent à des formes très variées d’habitat groupé, suscitent un intérêt majeur depuis une vingtaine d’années.L’étude historiographique, à l’échelle de la Gaule, fait ressortir un espace en marge des recherches, celui des cités du Massif central. Cette thèse propose donc d’étudier les agglomérations antiques des cités arverne, vellave, gabale, rutène, cadurque et lémovice entre le Ier s. av. J.-C. et le Ve s. ap. J.-C. Les objectifs sont multiples. Il a été nécessaire dans un premier temps d’établir un corpus de sites à partir de la bibliographie régionale. Celui-ci est composé de notices normalisées au sein desquelles l’ensemble des données actuellement disponibles a été présenté. Pour répondre aux questions d’organisation spatiale et de classification, les données bibliographiques recueillies, complétées par des opérations de terrain (prospections terrestres, aériennes, géophysiques, relevés topographiques), ont été synthétisées à partir d’une série de descripteurs archéologiques développés sur le modèle d’Archaeomedes. L’emploi de ces descripteurs a permis la mise en œuvre d’analyses statistiques multivariées afin de dépasser le simple classement par niveaux de fiabilité (sites rejetés, agglomérations hypothétiques, agglomérations avérées). C’est sur la base de la classification retenue après différents tests et sur la hiérarchie urbaine proposée que les analyses spatiales et morphologiques permettent de brosser un tableau complet de l’armature urbaine des cités antiques du Massif central.Les résultats obtenus ont permis d’exposer et de comprendre à la fois les relations entre les agglomérations et le milieu naturel mais aussi avec leur environnement archéologique par l’étude de leurs relations avec l’habitat rural, les chefs-lieux, les limites des cités, leur territoire théorique, les axes de communications terrestres et fluviaux. En changeant d’échelle, l’analyse interne des agglomérations permet d’appréhender à la fois leur morphologie générale mais aussi la place des édifices monumentaux au sein des agglomérations et au sein des cités, le rôle de l’artisanat, les aménagements hydrauliques, … Pour l’analyse de l’armature urbaine, la thèse prend nécessairement en compte l’évolution chronologique des agglomérations à travers leur origine protohistorique, leur évolution durant l’Antiquité et leur devenir au début du Moyen Âge.Pour mener à bien ce travail, il a été nécessaire de croiser les approches documentaires (bibliographie, opérations de terrains), de croiser les échelles d’analyse (du site au Massif central) et de comparer les résultats à ceux des régions voisines. Passées, les analyses statistiques, c’est à partir d’un SIG et d’une base de données que l’ensemble des synthèses a pu être mené.Cette thèse constitue la première synthèse sur les agglomérations antiques des cités du Massif central. Les résultats mettent en avant l’importance des agglomérations dans le système de peuplement et des armatures urbaines variables entre les cités mais qui semblent structurées en partie par le relief et les axes de communications. Les fonctions présentes au sein des agglomérations, si elles sont variées et récurrentes, montrent des spécificités entre les cités mais aussi une hétérogénéité au sein de chacune d’elles. Enfin, l’analyse chronologique montre une réduction du nombre des agglomérations à partir du IIIe siècle mais pas leur disparition. De même, de nouvelles formes d’habitats groupés apparaissent à partir du IVe siècle attestant non pas une crise mais une évolution dans l’organisation urbaine des cités pour répondre à de nouveaux besoins<br>Among the forms of organization one can observe in the ancient habitat, there is one particular structure that has been slightly ignored by French archeologists: the lesser urbanized settlements. However, in the last twenty years, small towns have attracted renewed interest.A historiographical study of the Gaul territory highlighted a less studied group of population: the ancient peoples of the Massif Central. In this thesis we intend to have a closer look at such populations as the Arvernes, the Vellaves, the Gabales, the Rutenes, the Cadurques, and the Lemovices from 1st century B.C. - 5th century A.D. We first established a corpus of sites starting with the study of the regional bibliography, which enabled us to create records for each area. We completed this first approach with several field operations such as ground, aerial, geophysical and topographical surveys. All those data were synthesized in a series of archaeological descriptors developed using the Archaeomedes model.The use of such descriptors enabled us to develop some statistical analyses and go beyond the simple reliability factor (which allows the distinction between rejected sites, hypothetical and true urbanized clusters). On the basis of our tested and proven classification, keeping in mind the suggested urban hierarchy and with the help of our spatial and morphological analyses, we were able to obtain a more complete picture of the urban framework of the ancient cities of the Massif Central.The data collected allowed us to better apprehend and understand the relation between such urban clusters and their natural environment, but also to place them in an archaeological context by studying the links between rural housing, the ancient administrative structure (chef-lieu), the city and territory limits, and the major communication routes (land and water). Through a multi-scale study of those population clusters, we were able to determine their general structure, to look at the role of local crafts and trade but also the place of major buildings, and waterworks. We took specific care to the chronological evolution in thosesmall towns by looking at them from their protohistoric beginnings through Antiquity and until early medieval times.While we cross-referenced all the different sources (bibliography and field surveys) and the analysis scales within the Massif Central, we also did a cross-comparison with other neighboring areas in order to validate such work. Besides the statistical data, we used the Geographic Information System and our database to reach our conclusions.This thesis aims at uncovering the reality of those ancient population clusters present in the Massif Central. Our results showed clearly the importance of those in the settlement system, their different forms structured according to the local geography and major trade routes. The functions/positions available in small towns were varied and recurrent but also corresponded to specific trades within each structure while remaining homogeneous.Through our chronological analysis we were able to point out a significant reduction in their numbers starting in the third century, though not their disappearing. In the 4th century new types of population clusters appeared, not as a response to an acute crisis, but more as a result of an evolution called on by new needs

Eine der für die biotechnologische Nutzung interessanten Eigenschaften der Hefe Yarrowia (Y.) lipolytica ist ihr Vermögen, unter bestimmten Kultivierungsbedingungen große Mengen an organischen Säuren, darunter auch Citronensäure (CS), ins extrazelluläre Medium zu sekretieren. Aufgrund ihrer Apathogenität, ihres breiten Substratspektrums und ihrer guten molekulargenetischen und verfahrenstechnischen Handhabbarkeit, stellt sie einen idealen Mikroorganismus zur biotechnologischen Gewinnung von Citronensäure dar. Bei der durch eine Stickstofflimitation ausgelösten Überproduktion von CS mit Y. lipolytica kommt es parallel auch zur Ausscheidung von Isocitronensäure (ICS), deren Anteil am Gesamtsäureprodukt in Abhängigkeit von der C-Quelle in Wildtypstämmen zwischen 10 % (Glucose, Saccharose, Glycerol) und 40-55 % (Pflanzenöle, Alkan) liegt. In der Literatur beschriebene Mutantenstämme von Y. lipolytica besitzen ein von Wildtypstämmen abweichendes Produktmuster und können sowohl weniger (2-5 % auf Glucose, 5-10 % Alkan und Pflanzenöl) als auch mehr ICS (15-35 % Glu¬cose, 65-75 % Alkan, Ethanol bzw. Pflanzenöl) sekretieren. Die gezielte Überexpression des für die Isocitratlyase codierenden Gens ICL1 durch die Erhöhung der Kopiezahl führte zu einer drastischen Erhöhung der Enzymaktivität in den entsprechenden ICL1 multicopy Transformanden (10-15fach gegenüber Wildtyp) aufgrund des Gen-Dosis-Effektes. Auf den getesteten hydrophilen C-Quellen Glucose, Glycerol und Saccharose verringerte sich der ICS-Anteil von durchschnittlich 10-12 % auf 3-5 %, auf den hydrophoben C-Quellen Hexadecan und Sonnenblumenöl sogar von durchschnittlich 40-55 % auf Werte um 5-10 %. Im Ergebnis dieser Untersuchungen entstand ein Patent (DE10333144A1), welches ein Verfahren zur Gewinnung von CS mit einer genetisch veränderten Hefe Y. lipolytica beschreibt. Die Zerstörung des Leserahmens des ICL1 Gens in Mutantenstämmen bewirkte das Ausbleiben der Synthese einer funktionell aktiven Isocitratlyase, was den Verlust der Fähigkeit zur Verwertung gluconeogenetischer C-Quellen wie Ethanol, Alkan und Pflanzenölen zur Folge hatte. Auf Glucose bzw. Glycerol zeigten diese Mutantenstämme im Vergleich zum Wildtypstamm jedoch nur eine geringe Erhöhung des ICS-Anteils um durchschnittlich 2-5 Prozentpunkte. Die Zerstörung des Leserahmens des IDP2 Gens, codierend für die NADP-abhängigen Isocitratdehydrogenase, führte zur Glutamat-Auxotrophie des entsprechenden Mutantenstammes auf allen getesteten C-Quellen. In der Produktbildung zeigte diese Mutante im Vergleich zum Wildtypstamm eine Verringerung des ICS-Anteils um durchschnittlich 2-4 Prozentpunkte. Es konnte gezeigt werden, dass Saccharose ein geeignetes Substrat zur Gewinnung von CS mit rekombinanten Stämmen von Y. lipolytica darstellt, die das für die Invertase codierende SUC2 Gens aus Saccharomyces cerevisiae exprimieren. Natürlicherweise kann Y. lipolytica diesen Zucker aufgrund des Fehlens des Enzyms Invertase nicht verwerten. Im Schüttelkolben wurden aus 100 g/l Saccharose unter nicht optimierten Bedingungen bereits 56 g/l CS+ICS gewonnen. Nach der Optimierung durch die Reduktion des für die Invertaseexpression durch pXPR2 notwendigen Peptonanteils von 1,7 auf 0,4 g/l erhöhte sich die Produktkonzentration auf 77 g/l. Die Übertragung des Produktionsprozesses in den Bioreaktor hatte die Verdopplung der Produktbildungsraten (RZA von 0,4 auf 0,85 g/l*h, r von 46 auf 89 mg/g*h) zur Folge, bedingt durch die Aufhebung der Sauerstofflimitation. Die Steigerung der Invertaseaktivität, die sich unter Bioreaktorbedingungen als ein Limi¬tationsfaktor her¬ausstellte, konnte durch die Anhebung des pH-Wertes von 5,0 auf 6,0 bzw. 6,8 er¬reicht werden. Dadurch konnten die Produktbildungsrate RZA um bis zu 80 % von 0,42 auf 0,76 g/l*h, die biomassespezifische Produktbildungsge¬schwin¬digkeit r um bis zu 70 % von 0,06 auf 0,1 g/g*h und die Ausbeute um bis zu 64 % von 0,5 auf 0,82 g/g gesteigert werden. Einen weiteren Limitationsfaktor für den CS-Bildungsprozess aus Saccharose stellt bei ausreichender Invertaseexpression offenbar die Aufnahme von Glucose und Fructose dar. Die Hefe Y. lipolytica zeigte höchste Produktbildungsraten aus Pflanzenölen, wie Sonnenblumen- oder Rapsöl, als nachwachsende Rohstoffe. Um zu prüfen, ob die Produktivität der CS-Bildung aus Pflanzenölen mit Y. lipolytica gesteigert werden kann, sollte die Triglyceridverwertung durch die Erhöhung der extrazellulären Lipaseaktivität verbessert werden. Dazu wurden zum einen Insertionsmutantenstämme, die auf eine erhöhte extrazelluläre Lipaseaktivität im Plattentest hin selektiert wurden, charakterisiert. Zum anderen wurde das für die extrazelluläre Lipase codierende LIP2 Gen in Y. lipolytica überexprimiert. Die erhaltenen LIP2 multicopy Transformanden zeigten eine bis zu 400fach erhöhte Lipaseaktivität im Vergleich zum Wildtypstamm (von 400 U/l auf bis zu 150000 U/l). Eine Verbesserung der Triglyceridverwertung aufgrund der Erhöhung der extrazellulären Lipaseaktivität in den untersuchten Insertionsmutanten und LIP2 multicopy Transformanden wurde nicht festgestellt. Die erhaltenen Daten für die Produktbildungsrate RZA (0,9-1,1 g/l*h), die biomassespezifische Produktbildungsgeschwindigkeit r (0,08-0,14 g/g*h) und die Ausbeuten (1,3-1,5 g/g) waren innerhalb der untersuchten Stämme vergleichbar und ließen keine verbesserte Produktbildung erkennen. Der geschwindigkeitsbestimmende Schritt liegt offenbar nicht bei der Hydrolyse der Triglyceride durch Lipasen, sondern bei der Aufnahme und dem Transport der Fettsäuren und/oder deren Katabolismus.

Ce travail s'inscrit dans un processus de réflexion qui vise à améliorer la compréhension de l'étalement urbain depuis la seconde guerre mondiale en périphérie bruxelloise, en particulier au travers de la cartographie et de l'analyse de l'utilisation du sol. Depuis cette date, l'urbanisation au sein des espaces ruraux à proximité des villes, processus qualifié de périurbanisation, s'est nettement renforcée. L'examen de la littérature dans ce domaine révèle que peu d'approches se basent sur l'emprise physique des modes d'utilisation du sol. C'est ce constat qui nous a amenée à envisager l'étude de la périurbanisation bruxelloise au travers des formes qu'elle a engendrées en se concentrant sur la notion d'utilisation du sol. Nous l'avons abordée au travers de trois aspects.<p><p>Tout d'abord, nous avons exploré l'apport des nouvelles techniques d'interprétation numérique à l'élaboration de cartes d'utilisation du sol à moyenne échelle (1:100 000) à partir d'images satellitaires. L'analyse des différentes étapes du processus de classification a montré que, lors de l'utilisation de classifications supervisées, la localisation et l'échantillonnage aléatoire des sites d'entraînement ainsi que la combinaison des caractéristiques des paramètres de classification (informations spectrales, texturales et contextuelles) améliorent considérablement l'exactitude du résultat. On constate également, dans ce dernier cas, l'importance de travailler avec une forme de voisinage isotrope et de pouvoir en faire varier la taille en fonction des classes considérées. L'utilisation de classificateurs multiples a permis de tendre vers une plus grande généralisation et de supprimer une série d'artefacts. Enfin, les essais ont montré que la classification par segmentation se rapproche fortement de la généralisation de l'interprétation visuelle tout en diminuant sensiblement le nombre d'objets à classer. <p><p>Dans un second temps, une analyse approfondie de la structure et de l’évolution de l’utilisation du sol à Bruxelles et dans sa périphérie au cours du dernier demi-siècle a été réalisée à partir d'une base de données diachronique à grande échelle (1:25 000). Elle confirme la vision d'une périphérie bruxelloise peu dense où le poids de la classe de tissu urbain résidentiel clairsemé discontinu s'intensifie au cours du temps. Les espaces privilégiés de l'urbanisation ont été identifiés de manière systématique à l'aide de canevas d'analyse radio-concentriques et directionnels. Le croisement entre les données d'utilisation du sol et d'autres indicateurs spatialisables comme les plans de secteur a montré les marges d'évolution potentielles, tant au moment de la mise en place de ces plans que plus récemment. D'autres combinaisons avec des statistiques socio-économiques ou démographiques ont fourni de nouveaux indicateurs permettant d'explorer les densités de l'occupation de l'espace périurbain et de s'interroger sur les discordances entre réalité physique et enregistrement statistique. Enfin, l'arrangement spatial des différentes classes d'utilisation du sol a été exploré. L'ensemble de ces analyses ont fait l'objet d'une synthèse thématique ainsi que régionale, au sein de compartiments paysagers.<p><p>La dernière approche de la problématique de l'utilisation du sol en milieu urbain s'est faite au travers d'une démarche basée sur la modélisation spatiale. La calibration des relations de voisinage à l'aide des règles d'autocorrélation spatiale a démontré que les affinités entre classes décrivent bien la structuration de l'agglomération bruxelloise et traduit le renforcement des structures héritées. L'analyse des résidus de la modélisation a montré le rôle contraignant de l'introduction des plans de secteur pour la classe du tissu urbain résidentiel clairsemé discontinu, laissant beaucoup plus de place qu'attendu dans les parties sud de la zone d'étude. La modélisation dynamique a aussi clairement mis en évidence le changement de logique de localisation de l'industrie et des services, qui rompent avec leurs localisations traditionnelles au cours de la période étudiée.<p> <p>En conclusion, la thèse a permis de confirmer les atouts d'une approche sous l'angle de l'utilisation du sol pour appréhender le phénomène de périurbanisation. Elle montre aussi le rôle unificateur de cette approche, qui peut s'insérer aisément dans les études thématiques ou susciter des questionnements nouveaux du fait des avancées apportées par le caractère quantitatif des exploitations régionales. Nowadays more than half the human population lives and works in cities. This rapid growth of urban areas poses great challenges to local and central governments in terms of urban planning, sustainability, mobility and air quality. With the proliferation of inexpensive everyday objects, embedded with electronics and able to connect themselves to a network, it has become possible to use them to collect and exchange data over great distances. Using a vast network of sensors deployed over a large metropolitan network, it is possible to autonomously collect vast amounts of sensor data and transmit it to a central system that processes it into valuable information that can assist in city governance and improve the citizen's life. The internship Crossroads: ”Real-time classification of roads based on the city data” aims at studying the viability of using traffic and air quality data, collected by a large sensor network, to introduce modifications into a Geographic Information System used by a Routing Service that is able to calculate the best route between a source and a target location. Its main objective is to study algorithms, services, and tools that can be applied to build a small prototype that demonstrates the concept. This report presents and discusses all taken steps, activities developed as well as all artifacts produced during the Crossroads: ”Real-time classification of roads based on the city data” internship.<br>A humanidade experiencia o maior crescimento urbano da história. Hoje em dia, mais de metade da população humana vive e trabalha nas cidades. Este rápido crescimento das áreas urbanas representa um grande desafio para os governos locais e centrais, em termos de planeamento urbano, sustentabilidade, mobilidade e qualidade do ar. Com a proliferação de objetos cotidianos baratos, incorporando electrónica e capazes de se ligar a uma rede, tornou-se possível usá-los para coletar e trocar dados a grandes distâncias. Usando uma vasta rede de sensores distribuídos ao longo de uma grande rede metropolitana, é possível coletar grandes quantidades de dados de sensor, de forma autónoma e transmiti-los a um sistema central que os processa e produz informação valiosa que pode ajudar na administração da cidade e na melhoraria da vida dos cidadãos. Crossroads: ”Real-time classification of roads based on the city data” visa estudar a viabilidade do uso de dados de tráfego automóvel e de qualidade do ar, coletados por uma grande rede de sensores, para introduzir modificações num Sistema de Informação Geográfica, utilizado por um Serviço de Roteamento que é capaz de calcular a melhor rota entre um local de partida e um de destino. O seu principal objetivo consiste no estudo de algoritmos, serviços e ferramentas que podem ser aplicados na construção de um pequeno protótipo que demonstre o conceito. Yes<br>Event monitoring is an essential application of Smart City platforms. Real-time monitoring of gully and drainage blockage is an important part of flood monitoring applications. Building viable IoT sensors for detecting blockage is a complex task due to the limitations of deploying such sensors in situ. Image classification with deep learning is a potential alternative solution. However, there are no image datasets of gullies and drainages. We were faced with such challenges as part of developing a flood monitoring application in a European Union-funded project. To address these issues, we propose a novel image classification approach based on deep learning with an IoT-enabled camera to monitor gullies and drainages. This approach utilises deep learning to develop an effective image classification model to classify blockage images into different class labels based on the severity. In order to handle the complexity of video-based images, and subsequent poor classification accuracy of the model, we have carried out experiments with the removal of image edges by applying image cropping. The process of cropping in our proposed experimentation is aimed to concentrate only on the regions of interest within images, hence leaving out some proportion of image edges. An image dataset from crowd-sourced publicly accessible images has been curated to train and test the proposed model. For validation, model accuracies were compared considering model with and without image cropping. The cropping-based image classification showed improvement in the classification accuracy. This paper outlines the lessons from our experimentation that have a wider impact on many similar use cases involving IoT-based cameras as part of smart city event monitoring platforms.<br>European Regional Development Fund Interreg project Smart Cities and Open Data REuse (SCORE).

Hintergrund: Die regionale Citrat-Antikoagulation im Rahmen der Nierenersatztherapie hat bei interdisziplinären Intensivpatienten in den letzten Jahren zunehmend an Bedeutung gewonnen. Für Schwerbrandverletzte existieren bislang kaum Untersuchungen zu diesem Verfahren. Ziel dieser Arbeit war es, die kontinuierliche Nierenersatztherapie mit Citrat-Antikoagulation bei Intensivpatienten mit akutem Nierenversagen nach schwerem Verbrennungstrauma im Hinblick auf Praktikabilität, Effektivität und Komplikationshäufigkeit sowie die Stabilität von Elektrolyt- und Säure-Basen-Haushalt und Gerinnung zu untersuchen. Daneben sollten Aussagen zur Prävalenz des akuten Nierenversagens in dieser Patientengruppe und zu dessen Einfluss auf die Letalität getroffen werden. Methode: Im Rahmen einer retrospektiven Untersuchung wurden unter Verwendung von Patientenakten und Patientendatenmanagementsystem (PDMS) Daten von 27 Schwerbrandverletzten (VKOF ≥ 20% oder ABSI ≥ 8) mit akutem Nierenversagen ausgewertet, die zwischen Januar 2004 und Dezember 2009 im Verbrennungszentrum des Klinikums Sankt Georg Leipzig mit einer kontinuierlichen Nierenersatztherapie behandelt wurden. Bei allen Patienten kam ein Dialysegerät Prisma CFM (Gambro Hospal GmbH, Deutschland) mit einer Polyacrylnitril-Filtermembran (AN 69, Filterset M 100) der gleichen Firma zum Einsatz. Standardverfahren war eine kontinuierliche veno-venöse Hämodiafiltration (CVVHDF) im Prädilutionsmodus. Bei 18 Patienten wurde eine regionale Citrat-Antikoagulation als Antikoagulationsverfahren eingesetzt, bei 7 Patienten eine systemische Heparin-Antikoagulation, bei 2 Patienten kamen alternierend beide Verfahren zum Einsatz. Für die 18 Patienten unter regionaler Citrat-Antikoagulation erfolgte eine detaillierte Analyse des akuten Nierenversagens unter Einbeziehung des klinischen Verlaufes, der Laborparameter und der Behandlungsdaten des Nierenersatzverfahrens. Ergebnisse: Die Prävalenz eines akuten Nierenversagens mit Notwendigkeit zur Nierenersatztherapie bei Schwerbrandverletzten betrug 15,5%. Die Sterblichkeitsrate war in der Patientengruppe mit Nierenversagen etwa fünffach erhöht (25,9 vs. 4,8%). Die Letalitätsrate bei den Patienten unter systemischer Heparin-Antikoagulation war bei vergleichbarem Verbrennungsausmaß etwa fünfmal höher als unter regionaler Citrat-Antikoagulation (57,1 vs. 11.1%). Die Nierenersatztherapie wurde im Median nach 6 Tagen begonnen, die mediane Behandlungsdauer pro Patient betrug 7 Tage. Bei Start der CVVHDF wiesen 94,4% der Patienten einen Schockzustand mit Notwendigkeit einer Vasopressortherapie auf, 83,3% zeigten schwere Dysfunktionen in mindestens 3 Organsystemen, der SOFA-score lag im Median bei 14. Bei einer mittleren Citratkonzentration von 3,6 mmol/l Blut im Extrakorporalkreiskauf konnte eine mediane effektive Filterlaufzeit von 67 Stunden erreicht werden. Hypocalcämien (<0,9 mmol/l) fanden sich in 1,1%, Hypercalcämien (>1,3 mmol/l) in 0,4%. Hypernatriämien (<150 mmol) waren mit 0,4% ebenso selten wie metabolische Alkalosen (pH >7,50 und BE >4) mit 0,2%. Im Gesamtdialysezeitraum von 3790 Stunden gab es nur ein Blutungsereignis, die Gerinnungsparameter zeigten bis auf einen passageren Abfall der Thrombozytenzahl keine signifikanten Veränderungen. Die erzielte mittlere Dialysedosis war mit 35,1 ml/kg Körpergewicht/h ausreichend hoch. Neben einer Reduktion der Nierenretentionsparameter Serum-Creatinin und Serum-Harnstoff fanden sich unter dem Nierenersatzverfahren verbesserte Oxygenierungsindices und sinkende SOFA-scores. Keiner der überlebenden Patienten war zum Zeitpunkt der Entlassung dialysepflichtig. Zusammenfassung: Die CVVHDF unter regionaler Citrat-Antikoagulation ist bei Schwerbrandverletzten ein effektives und in Bezug auf Säure-Basen-Haushalt, Elektrolyte und Gerinnung sicheres Verfahren. Neben einer effektiven Elimination harnpflichtiger Substanzen konnten eine exzellente Stabilität von Elektrolyten und metabolischen Parametern sowie eine suffiziente Antikoagulation im Extrakorporalkreislauf mit niedrigem Blutungsrisiko und konstant langen Filterlaufzeiten nachgewiesen werden. Die Prävalenz des akuten Nierenversagens bei Schwerbrandverletzten ist hoch, die Letalität bei Vorliegen des Organversagens vier-bis fünffach erhöht.

Against the background of urban transformation processes aggravated by e-commerce, this paper discusses chances and challenges of local online platforms. Three hypotheses are introduced. Firstly, the rapid emergence of numerous local online platforms in various European countries is linked to the urban heritage of the European City. Secondly, the success of these platforms depends on the integration of diverse services. Thirdly it is argued, that platforms need to adapt to future topics of smart retail which is why a more holistic approach is appropriate. A best practice analysis is conducted, which gives an insight into the variety and complexity of local online platforms.

Während der bisherigen Verbrauchsoptimierung konventioneller Nutzfahrzeuge lag der Fokus verstärkt auf der Reduktion des Energiebedarfs für die Traktionsaufgabe. Dieser zielte vor allem auf die Verbesserung der Effizienz des Antriebstrangs. Einen bisher wenig betrachteten Ansatz bietet auch die Optimierung des Energiebedarfs der Nebenaggregate. Ziel dieser Arbeit war die Optimierung der Betriebsstrategien verschiedener Nebenaggregate am Beispiel typischer 12 m und 18 m Stadtbusse. Dabei waren folgende Randbedingungen zu erfüllen: • Die entwickelten Strategien sollten auf aktuellen Fahrzeugsteuergeräten umgesetzt werden können. • Am Fahrzeug sollten möglichst geringe technische Änderungen vorgenommen werden. • Es sollte kein hybrider Ansatz mit verändertem Antriebstrang oder zusätzlichen elektrischen Maschinen verfolgt werden. Basis für alle durchgeführten Optimierungsaufgaben bildete ein Multi-Domänen-Fahrzeugmodell, in dem neben dem konventionellen Antriebsstrang alle betrachteten Nebenaggregatesysteme inklusive derer Steuerung physikalisch modelliert integriert sind. Ausgehend von gemessenen und nachsimulierten realen Fahrprofilen liefert dieses Gesamtfahrzeugmodell die zeitlichen Verläufe der Verbrennungsmotorbetriebspunkte und den Energiebedarf der verschiedenen Nebenaggregatesysteme. Für diese Systeme wurden im Anschluss mit Hilfe der Dynamischen Programmierung nach Bellmann optimale Steuersequenzen berechnet. Diese legten unter dem Gesichtspunkt minimalen Kraftstoffeinsatzes unter anderem die Ein- und Ausschaltzeitpunkte sowie die Betriebspunkte des Kompressors, der Lichtmaschinen sowie des Hauptlüfters fest. Die resultierenden Steuergesetze bilden, mathematisch bewiesen, das absolute Optimum, deren dazugehöriger Kraftstoffverbrauch nicht mehr unterboten werden kann und dienen somit als Referenz. Da diese Methodik mit sehr rechenaufwendigen Algorithmen aktuell nicht echtzeitfähig in ein Fahrzeugsteuergerät implementiert werden kann, wurden aus dem optimalen Systemverhalten verschiedene heuristische Regeln abgeleitet, die dann anhand der Referenz bewertet und gegebenenfalls noch verbessert werden konnten. The concept of smart cities points out the future cities, which will incorporate IoT and digitalization for facilitating the communication among people, their devices, government services, and various facilities that can provide enough services for the enormous population in the future cities. To achieve the goal of having the ideal smart cities, it is necessary to go digital and plan for having virtual imagination for every component in the cities, including the construction facilities. South Korean cities have experienced remarkable economic growth starting from the 1980s, characterised by energy-dependent models coupled with a rapid, dense urbanisation process. This growth model has incrementally induced carbon-intensive urban structures that have consequently produced socio-environmental degradation and severe challenges to sustainability. A range of efforts to solve such challenges has not succeeded in breaking strong path-dependencies on existing unsustainable structures, and this concern has raised the necessity to develop a new urban approach towards sustainability. Given that concern, a growing body of literature has endeavoured to understand the processes of ‘sustainability transformations’, and shares an underlying assumption that such change co-evolves with societal agency that collectively creates networks, within which decisions and strategies are developed, negotiated, and implemented. This recognition has raised the essential question about which factors are required for the agency to initiate and perform such transformations in the process of urban development. Against this background, this research aims to examine factors that critically influence the emergence of urban transformation processes by exploring interrelations that appear between them. In particular, the research focuses on the critical role of governance characteristics to influence the emergence of transformation factors. In order to explore the factors in practice, a case study is conducted through document analysis and in-depth interviews. The real-world case selected in this research is the Eco-capital Suwon in South Korea, a pioneering model of sustainability-oriented urban development that employs a set of transformative experiments across action domains. Additionally, this case is critical in that its wider context—in which a more state government-led, centralised practice is dominant—would generate abundant dynamics of interactions across administrative scale levels. In order to scrutinise the factors that are employed not only in the Eco-capital in general but more specifically in its different projects, the research selects three projects as the sub-cases based on the different governance characteristics, as well as action domains. The three selected projects cover the domains of (rain) water management, green transportation, and renewable (solar) energy, which display multiple, unique forms of participation of (inter)national/urban/neighbourhood-scale agency from the public and private sector, academia and research institutes, civil society, and Suwon’s individual citizens and residents. The research has derived the primary findings: 1) ‘Inclusive governance’ encompasses collaborative actor networks and partnerships; and 2) Intermediaries working across different domains and scale levels condition the emergence and characteristics of agency-related factors for urban transformations. The research makes a set of contributions not only to theoretical discussions on urban transformation, but also to policy and practice in urban governance and planning. First, the selected case and its analytical design help to display: 1) a less explored phenomenon where cross-scalar interactions are often constrained by wider political systems (‘why cross-scalar interactions could not occur’); and 2) a clearer understanding of the geographical unit that is advantageous for the emergence of multi-system transformations (where multi-system transformations could occur). Second, the empirical findings shed light on discussions surrounding urban transformation by verifying arguments about the significance of governance characteristics. In addition, the case analysis suggests shifting from domain-specific transformations to domain-transecting, co-evolutionary transformations, such as a water-energy nexus approach. By extension, the research provides a set of policy recommendations to accelerate urban transformations. Indiana University-Purdue University Indianapolis (IUPUI)<br>Urban forestry is a very important element of urban structures that can improve the environment and life quality within the urban areas. Having an accurate classification of urban forests and grass areas would help improve focused urban tree planting and urban heat wave mitigation efforts. This research project will compare the use of high – resolution aerial imagery and LiDAR data when used to classify canopy and grass areas. The high – resolution image, with 1 – meter resolution, was captured by The National Agriculture Imagery Program (NAIP) on 6/6/2012. Its coordinate system is the North American Datum of 1983 (NAD83). The LiDAR data, with 1.0 – meter average post spacing, was captured by Indiana Statewide Imagery and LiDAR Program from 03/13/2011 to 04/30/2012.The study area is called the Near East Side Community Organization (NESCO) neighborhood. It is located on the east side of downtown Indianapolis, Indiana. Its boundaries are: 65 interstate, East Massachusetts Avenue, East 21st Street, North Emerson Avenue, and the rail road tracks on the south of the East Washington Street. This research will also perform the accuracy assessment based on the results of classifications using high – resolution aerial imagery and LiDAR data in order to determine and explain which method is more accurate to classify urban canopy and grass areas.

This diploma thesis is concerned with expenditure comportment of magistrate's cities. The main objective of this thesis was to examine the expenditure side of municipal budgets of cities of the Czech Republic. The thesis is divided into a theoretical and analytical part. The theoretical part describes the basic informations about municipal authorities, budget and budget's process. Next important part is about current and capital expenditure and overview of existing studies on magistrate's cities. Five cities were selected for analytical part. These cities were Olomouc, České Budějovice, Hradec Králové, Havířov and Kladno. The analytical part describes these cities and their budgets and current and cupital expenditures of these cities. The expenses were analyzed according to the sectoral classification. The expenses of these cities were also compared with the municipalities of the Czech Republic.

The ultimate goal of this work is providing insights into fundamental (physico-) chemical (redox) behavior of hexavalent uranium (U(VI)), trivalent europium (Eu(III)) and selenium (Se), and upon their interaction with ubiquitous small biomolecules (in case of U(VI) and Eu(III)) or alkaline earth metal ions (in case of Se(IV) and Se(VI)) by application of Nuclear Magnetic Resonance (NMR) spectroscopy. NMR spectroscopy is a powerful method proving its usefulness also to environmental and nuclear waste related studies in aqueous solutions by determination of (potential) binding sites, molecular structures (even conformation and configuration) as well as intra- and intermolecular dynamics, (redox) reaction pathways and mechanisms. The present work comprises extensive NMR spectroscopic investigations in aqueous (D2O) solutions on (i) glutathione (GSH) and glutathione disulfide (GSSG) interactions with trivalent lanthanides (Ln(III), particularly Eu(III)) and U(VI), (ii) molecular structures of citrate (Cit) complexes of U(VI), and their reactions upon light-irradiation, as well as (iii) pH- and temperature-dependent speciation of selenium oxyanions, i.e., Se(VI) (selenate) and Se(IV) (selenite and, notably, hydrogen selenite) as well as Se(VI) and Se(IV) interaction with alkaline earth metal ions. These investigations are supported by time-resolved laser-induced fluorescence spectroscopy (TRLFS), ultraviolet-visible-near infrared (UV-Vis-NIR), IR/Raman, and extended X-ray absorption fine structure (EXAFS) spectroscopy, transmission electron microscopy (TEM), as well as quantum chemical calculations on density functional theory (DFT) level. For NMR spectroscopic data on GSH/GSSG complexation towards both Eu(III) and U(VI) are lacking, the herein presented results are new, and nicely complement other spectroscopic studies. Ln(III) complexes of GSH are characterized by their high solubility at least up to 300 mM and pD 5. However, the formation constant of the Eu(III)–GSH 1:1 complex is quite low with log K = 1.71 ± 0.01 as determined by Eu(III)-TRLFS. The diamagnetic La(III) and Lu(III) showed only little effect on the NMR spectra (< 2 ppm) while analogous Eu(III) solutions revealed hyperfine shifts up to 40 ppm. Eu(III)-induced 1H chemical shift changes are solely upfield and attributed to be predominantly due to pseudocontact contribution caused by dipolar interaction. In contrast, Eu(III)-induced 13C chemical shift changes of adjacent atoms – at least for the carboxyl and α-carbons – show alternating signs, indicating spin polarization effects owing to contact contribution. As expected for hard LEWIS acids and shown by other spectroscopies, complexation facilitates by the carboxyl groups. Qualitative differences between the glutamyl and glycyl carboxylate in metal ion complexation are ascribed to COULOMB repulsion due to the positively charged NH3+ in direct vicinity. Investigations of the U(VI)–GSH system covered experiments under both oxidizing and reducing conditions, performed with GSH’s oxidized form, GSSG, at ambient conditions, while samples with reduced GSH were handled under N2 atmosphere. For either condition, U(VI) showed interaction in aqueous (D2O) solution with both GSH and GSSG as determined by U(VI)-induced 1H and 13C chemical shift changes and U(VI) TRLFS, the latter comprising measurements at 25 °C and –120 °C. In principle, the interactions are stronger as compared to the Ln(III) system, and the speciation in both solution and solid is more complex owing to the aqueous chemistry of uranium. Observed binary GSH complexes are [UO2(H2GSH)]2+ for pD values up to ≈ 2.3, and [UO2(HGSH)]+ predominating for pD > 2.3. Complementary to the Eu(III) results, whenever net neutral binary GSH/GSSG or ternary hydroxo GSH/GSSG U(VI) complexes form in solution, both these U(VI) systems revealed extensive precipitation because of the low solubility of these complexes. Binary U(VI) GSSG and ternary U(VI) hydroxo GSSG complexes yield solid phases from pD 2 through 8, even in carbonatic media. The largest quantities of aqueous GSSG–U(VI) complexes are observed for pD ≈ 3.5, with the association constant for pH 3 determined by TRLFS as log K = 4.81 ± 0.08 for a 1:1 complex. GSH cannot compete with hydroxo ligands for complexation as of pD 6, whereas GSSG can at least partially compete with hydroxo and carbonate ligands upon formation of both quaternary U(VI) hydroxo carbonate GSSG, and ternary U(VI) carbonate GSSG (poly-)anionic species of high solubility. Under reducing and near-neutral conditions (pD 6 – 9) GSH immediately reduced U(VI) with subsequent formation of nanocrystalline UO2+x. After centrifugation of the starting material and allowing the decanted supernatant to age, the dissolved nanocrystals assemble network-like as disclosed by TEM, and further analysed by selected-area electron diffraction (SAED), energy-dispersive X-ray (EDX) and UV-Vis spectroscopy, revealing hyper-stoichiometric UO2+x phases. Such network-like assembled actinide containing nanocrystals, with the arrangement most likely provoked by the presence of GSSG, have never been shown before. Complementary, the precipitate that has also been allowed to age as a wet paste, showed color changes from yellow via olive to black, indicating a reaction to proceed. The repeatedly probed and dissolved material exhibited GSSG in NMR spectra, and UV-Vis-NIR absorption bands attributed to U(IV) and, notably, U(V), the latter implying a one-electron transfer with subsequent disproportionation of U(V) to U(IV) and U(VI). Therefore, obtained results advance the understanding of both fundamental redox behavior of uranium and the role of GSH (and related molecules) in U(VI) detoxification processes in vivo. Although investigated for over 70 years, there are still controversial discussions on both speciation and structures of U(VI)–Cit complexes. By means of NMR’s strength in both structure determination and sensitivity to dynamic processes, studies regarding the U(VI)–Cit system allowed further fundamental insights into the structures of the formed complexes on a molecular level. Upon complexation a chiral center is induced in Cit’s central carbon, resulting in the formation of two diastereomeric pairs of enantiomers, whereupon the dimeric complexes exhibit syn and anti configured isomers. In fact, the combination of 17O NMR (note: at natural abundance) and quantum chemical calculations allowed an unambiguous decision on complex geometry and overall configurations. It is evidenced for the first time that the syn isomer is favored in aqueous solution in contrast to the preferably crystallizing anti isomer. Both isomers coexist and interconvert among one another, with a rate estimated to be in the order of 102 s–1 at 25 °C in acidic media, and a corresponding activation energy of approximately 60 kJ mol–1. Moreover, clear indications for uranium chirality is observed for U4+, with the 1:1 U(IV)–Cit complexes also forming two diastereomeric pairs of enantiomers. Comprehensive spectroscopic experiments combined with quantum chemical calculations improved basic understanding of the photo-reaction mechanism in the U(VI)–Cit system. Regardless of sample conditions, Cit is degraded to β-ketoglutarate, acetoacetate, and acetone, while U(VI) was reduced to U(IV) at pD 2 and U(V) at pD 5, suggesting a two- and a one-electron transfer, respectively. NMR signals observed for pD 5 samples at remarkable 1H chemical shift values between 25 and 53 ppm, in combination with UV-Vis-NIR absorptions at about 750 and 930 nm, are assigned to U(V) complexes of citrate. With regard to reported pH dependence on reaction rate and yield in the literature combined with observations in this work, H+/D+ are considered mechanistically crucial constituents. Furthermore, the photoreaction proceeds intermolecularly, requiring for free Cit to be present in solution. In consideration of both the U(VI)–Cit photoreaction and the U(VI)–GSH chemical redox reaction, regardless of the particular mechanism, in both cases the process is intermolecular. This is not only a highly interesting, but the more a very important result, rendering the reductants not required to be bound to U(VI) in order to reduce it. Owing to the suitability of 77Se as NMR-active but non-radioactive Se isotope, this spectroscopy was also applied to study chemical behavior of the nuclear waste related long-lived 79Se. For the first time spectroscopic evidence is given for hydrogen selenite dimerization in aqueous solution upon formation of homo-dimers by hydrogen bonding that are stable up to 60 °C and so are other selenium oxyanionic species. Additionally, a remarkably higher 77Se chemical shift temperature coefficient of the dimer – as compared to corresponding selenite and selenous acid – was found. These findings are attributed to a significant deshielding upon heating due to remarkably different rovibrational modes upon stretching the dimer as a whole instead of its dissociation into monomers owing to the rather strong hydrogen bonds. Interaction of selenium oxyanions with ubiquitous alkaline earth metals, i.e., Ca2+ and Mg2+, showed formation of weak aqueous complexes of both selenite and hydrogen selenite dimer for excessive selenium, however, at high ionic strength (5.6 M) for equimolar Ca2+ and Se(IV) even at pHc 5 crystalline calcium selenite is formed.

National innovative capacity, a central driver of countries’ long-term economic growth, has been one of the focal points in innovation research for roughly thirty years. Initially proposed as an index to measure technologic invention over time, this concept has become the widely accepted standard for measuring the performance of (sub) national and sectoral innovation systems toward being an analytic tool attributed to innovation systems theory. Country comparison, knowledge flows, and R&D forecasting are in the center of analysis feeding the concrete practical use of innovation policy optimization. In this regard, a rich body of studies has contributed indispensable knowledge about the determinants of innovative capacity. However, the multi-dimensional interconnections have not been covered in depth. Thus, to gain a holistic understanding of the “DNA” behind national innovative capacity a new “comparative” view of these determinants is necessary. To this end, this dissertation proposes revisiting the focus, unit and parameters of analysis that predominate within current national innovative capacity studies and sets forth three interlinked academic articles that focus on different layers of innovative capacity in countries. Besides furthering academic discourse on the determinants of innovational outcome, this conceptual revision leads to a new approach on national innovation capacity research. Its intention is to make policy makers aware of certain pathways leading to the same outcome. This knowledge will enable them to pursue a dynamic approach of supporting the innovative processes in countries by defining appropriate innovation strategies that consider both the countries’ specific preconditions and the sub-systems perspective.:1. Die Adsorption von Additiven an den Oberflächen eines Kristallisates wird als eine hauptsächliche Ursache für die Beeinflussung von Kristallwachstum und Morphologie angesehen und spielt bei vielen Kristallisationsprozessen eine entscheidende Rolle. Gerade für die Calciumsulfate, die im Millionen-Tonnen-Maßstab jährlich in Deutschland verarbeitet werden, stellt der Additiv-Einsatz einen Hauptkostenfaktor dar, während gleichzeitig die Additivwirkung mechanistisch nicht ausreichend gut verstanden und damit derzeit nicht vorhersagbar ist. Text mining is involved in a broad scope of applications in diverse domains that mainly, but not exclusively, serve political, commercial, medical and academic needs. Along with the rapid development of the Internet technology in recent thirty years and the advent of online social media and network in a decade, text data is obliged to entail features of online social data streams, for example, the explosive growth, the constantly changing content and the huge volume. As a result, text mining is no longer merely oriented to textual content itself, but requires consideration of surroundings and combining theories and techniques of stream processing and social network analysis, which give birth to a wide range of applications used for understanding thoughts spread over the world , such as sentiment analysis, mass surveillance and market prediction. Automatically discovering sequences of words that represent appropriate themes in a collection of documents, topic detection closely associated with document clustering and classification. These two tasks play integral roles in revealing deep insight into the text content in the whole text mining framework. However, most existing detection techniques cannot adapt to the dynamic social context. This shows bottlenecks of detecting performance and deficiencies of topic models. In this thesis, we take aim at text data stream, investigating novel techniques and solutions for robust text mining to tackle arising challenges associated with the online social context by incorporating methodologies of stream processing, topic detection and document clustering and classification. In particular, we have advanced the state-of-theart by making the following contributions: 1. A Multi-Window based Ensemble Learning (MWEL) framework is proposed for imbalanced streaming data that comprehensively improves the classification performance. MWEL ensures that the ensemble classifier is maintained up to date and adaptive to the evolving data distribution by applying a multi-window monitoring mechanism and efficient updating strategy. 2. A semi-supervised learning method is proposed to detect latent topics from news streams and the corresponding social context with a constraint propagation scheme to adequately exploit the hidden geometrical structure as supervised information in given data space. A collective learning algorithm is proposed to integrate the textual content into the social context. A locally weighted scheme is afterwards proposed to seek an improvement of the algorithm stability. 3. A Robust Hierarchical Ensemble (RHE) framework is introduced to enhance the robustness of the topic model. It, on the one hand, reduces repercussions caused by outliers and noises, and on the other overcomes inherent defects of text data. RHE adapts to the changing distribution of text stream by constructing a flexible document hierarchy which can be dynamically adjusted. A discussion of how to extract the most valuable social context is conducted with experiments for the purpose of removing some noises from the surroundings and efficiency of the proposed.

Software-Defined Networking (SDN) technology provides a new perspective in traditional network management by separating infrastructure plane from the control plane which facilitates a higher level of programmability and management. While centralized control provides lucrative benefits, the control channel becomes a bottleneck and home to numerous attacks. We conduct a detailed study and find that crossfire Link Flooding Attacks (LFA) are one of the most lethal attacks for SDN due to the utilization of low-rate traffic and persistent attacking nature. LFAs can be launched by the malicious adversaries to congest the control plane with low-rate traffic which can obstruct the flow rule installation and can ultimately bring down the whole network. Similarly, the adversary can employ bots to generate low-rate traffic to congest the control channel, and ultimately bring down the control plane and data plane connection causing service disruption. We present a systematic and comparative study on the vulnerabilities of LFAs on all the SDN planes, elaborate in detail the LFA types, techniques, and their behavior in all the variant of SDN. We then illustrate the importance of a defense mechanism employing a distributed strategy against LFAs and propose a Machine Learning (ML) based framework namely CyberPulse. Its detailed design, components, and their interaction, working principles, implementation, and in-depth evaluation are presented subsequently. This research presents a novel approach to write anomaly patterns and makes a significant contribution by developing a pattern-matching engine as the first line of defense against known attacks at a line-speed. The second important contribution is the effective detection and mitigation of LFAs in SDN through deep learning techniques. We perform twofold experiments to classify and mitigate LFAs. In the initial experimental setup, we utilize Artificial Neural Networks backward propagation technique to effectively classify the incoming traffic. In the second set of experiments, we employ a holistic approach in which CyberPulse demonstrates algorithm agnostic behavior and employs a pre-trained ML repository for precise classification. As an important scientific contribution, CyberPulse framework has been developed ground up using modern software engineering principles and hence provides very limited bandwidth and computational overhead. It has several useful features such as large-scale network-level monitoring, real-time network status information, and support for a wide variety of ML algorithms. An extensive evaluation is performed using Floodlight open-source controller which shows that CyberPulse offers limited bandwidth and computational overhead and proactively detect and defend against LFA in real-time. This thesis contributes to the state-of-the-art by presenting a novel framework for the defense, detection, and mitigation of LFA in SDN by utilizing ML-based classification techniques. Existing solutions in the area mandate complex hardware for detection and defense, but our presented solution offers a unique advantage in the sense that it operates on real-time traffic scenario as well as it utilizes multiple ML classification algorithms for LFA traffic classification without necessitating complex and expensive hardware. In the future, we plan to implement it on a large testbed and extend it by training on multiple datasets for multiple types of attacks.

Der UNESCO-Welterbestatus als ein kontroverses Thema in der lokalen bis globalen Öffentlichkeit gewinnt für die Stadt- und Regionalentwicklung in Europa zunehmend an Bedeutung. Denn zum einen nehmen die Nominierungen europäischer Stätten als Weltkulturerbe zu, und zum anderen hält der Trend zur räumlichen Polarisierung an. Es wachsen die Disparitäten zwischen peripheren und metropolen Regionen und ihren Städten. Der Notwendigkeit, wirtschaftliche, demografische und kulturelle Konzentrationsprozesse in Metropolen nachhaltig zu lenken, steht die Herausforderung gegenüber, angesichts von Schrumpfung und vielfältigen Problemlagen in peripheren Regionen, Erreichtes zu stabilisieren und Entwicklungen zu stimulieren. Der UNESCO-Weltkulturerbestatus ist in Folge dieser Entwicklungen für immer mehr lokale und regionale Akteure ein relevantes Thema, das gegenwärtig in metropolen Welterbestätten vor allem als Entwicklungsbarriere und Konfliktpotenzial und in peripheren Regionen als Chance für Stabilität und Entwicklung brisant erscheint. Tatsächlich ist das Wirkpotenzial des UNESCO-Labels für die Stadt- und Regionalentwicklung kaum beschrieben. Es fehlen zum einen umfassende Evaluationen, die die Wirkungen des Weltkulturerbestatus im Querschnitt der soziokulturellen bis wirtschaftlichen Stadtentwicklungsthemen darstellen, negative Effekte thematisieren und das Wirken des Labels am Maßstab der Nachhaltigkeit bewerten. Zum anderen fehlen Studien, die systematisch erklären, warum der Welterbestatus wie auf die Stadtentwicklung wirkt und welche Bedingungen das Wirken des Welterbeslabels beeinflussen. Die räumliche Lage einer Welterbestätte und das Handeln ihrer Akeure sind dabei aus praktischer und theoretischer Sicht wesentliche und bislang unzureichend untersuchte Bedingungen. Im Ergebnis mangelt es an übertragbaren, wissenschaftlichen und praxisrelevanten Ableitungen, wie - in Anbetracht differenzierter lokaler Konstellationen - der Welterbestatus ein Teil nachhaltiger Stadtentwicklung sein kann. Ziel der Arbeit sind demnach raumdifferenzierte und akteurszentrierte Ansätze, die den UNESCO-Welterbestatus als Potenzial nachhaltiger Stadtentwicklung erschließen: ihn schützen und nutzen. Dazu wurde das Wirken des Welterbelabels für die nachhaltige Stadtentwicklung evaluiert, differenziert für den peripheren und metropolen Raum und in Abhängigkeit vom lokalen Akteurshandeln. Als theoretische Leistung der Arbeit wurde ein eigenständiger Evaluationsansatz entwickelt. Er dient der Feststellung und Bestimmung der Wirksamkeit des Welterbelabels für die nachhaltige Stadtentwicklung auf Grundlage des sozialwissenschaftlichen Kausalitätsverständnisses und der theoriebasierten Plausibilisierung der Wirkrekonstruktionen. Er ermöglicht, entscheidungs- und verbesserungsorientiertes Wirkungswissen sowie theoriebildendes Wissen zu erarbeiten. Empirische Grundlage ist dafür die Untersuchung dreier, theoriebasiert augewählter Fallbeispiele. Es sind die Weltkulturerbestädte St. Petersburg (Russland), Stralsund und Wismar (Deutschland). Die Städte ähneln sich in dem Merkmal, dass ihre Innenstädte flächenhaft als Weltkulturerbestätte anerkannt sind. Sie unterscheiden sich in ihren Konstellationen der Kriterien "Lage im Raum" (metropoler versus peripherer Kontext) und "Verhalten der Stadtverwaltung" gegenüber dem Welterbelabel (Passivität versus Aktivität). Die zentralen Forschungsergebnisse der Arbeit lassen sich letztlich in vier Punkten zusammenfassen: 1. Der Weltkulturerbestatus ist nachweislich ein Potenzial der Stadtentwicklung, das in einem breiten Themenquerschnitt Entwicklungen der Welterbestadt bedingt bzw. bedingen kann. Die Daten der Arbeit belegen, dass der Welterbestatus sowohl die lokalen Lebensqualitäten und Wirtschaftsentwicklungen in den Fallstudien, als auch die lokale Denkmalpflege und das öffentliche Stadtentwicklungshandeln verändern kann. 2. Das Welterbelabel wirkt bisher in keiner der untersuchten Welterbestädte gezielt nachhaltig-positiv (Nachhaltigkeitsthese). Die Wirkungen des Welterbelabels in den Fallstudien entsprechen nicht durchgehend dem Maßstab der Nachhaltigkeit. Nachhaltigkeit ist in der Arbeit über die Prinzipien der Integration, Partizipation und Verteilungsgerechtigkeit operationalisiert. Negative nicht nachhaltige Wirkungen in den Fallstudien sind beispielsweise welterbelabelbedingte Parallelstrukturen in den Stadtverwaltungen und Überlastungen lokaler Akteure (Verteilungsgerechtigkeit), intransparente Entscheidungsprozesse sowie die labelbedingte Produktion bzw. Verstärkung verwaltungsinterner Ressortgrenzen (Partizipation), welterbestatusbedingte Abschreckungen von lokalen Wirtschaftsakteuren sowie massive Gefährdungen des Bauerbes trotz Welterbelabel (Integration). Diese negativen Teilwirkungen des UNESCO-Labels sind unter anderem die Folge von Unachtsamkeit bzw. Desinteresse lokaler, insbesondere durchsetzungsstarker Akteure gegenüber potenziellen Wirkbereichen des Welterbelabels in der Stadtentwicklung. Die Nachhaltigkeitsthese besagt dementsprechend: Der Welterbestatus ist in den untersuchten Welterbestädten ein ungenutztes Potenzial für nachhaltige Stadtentwicklung. Denn die Wirkmöglichkeiten des Welterbestatus zur Beförderung des lokalen Denkmalschutzes, der lokalen Lebensqualität und Wirtschaftsentwicklung werden von den Akteuren der Stadtverwaltung, Privatwirtschaft und Zivilgesellschaft nicht konsequent integrativ, transparent-partizipativ und effizient-ressourcengerecht bedacht und genutzt. 3. Das Welterbelabel ist ein räumlich differenziertes und akteursabhängiges Potenzial für die (nachhaltige) Stadtentwicklung (Raum- und Akteursthese). Es wirkt begleitend, statt entscheidend auf lokale Entwicklungen. Drittes Kernergebnis der Arbeit ist der Nachweis des UNESCO-Welterbelabels als ein relatives, nämlich räumlich differenziertes und akteursabhängiges Potenzial für die Stadtentwicklung. So betont die Raumthese der Arbeit den Einfluss des räumlichen Kontextes einer Welterbestadt auf die lokalen Möglichkeiten der Inwertsetzung und des Wirkens des Labels. Sie besagt: Das Potenzial des UNESCO-Weltkulturerbestatus für die Stadtentwicklung ist für Welterbestädte des peripheren Raumes größer als für Welterbestädte des metropolen Raumes, denn in Städten des peripheren Raumes mobilisiert der Welterbestatus deutlich stärker die Lokalakteure, Ideen und Aktivitäten zur Stadtentwicklung zu entwickeln und umzusetzen. Es sind Absichten und Aktivitäten zum Schutz und zur Nutzung des Welterbestatus. In der Tendenz sind die Wirkungen des Welterbestatus für den Schutz des baulichen (Welt-) Erbes und die soziokulturelle und ökonomische Stadtentwicklung zudem für periphere Welterbestädte relativ stärker als für Welterbestädte im metropolen Raum. Die Bedingungen für die Inwertsetzung des Welterbestatus sind allerdings im peripheren Raum relativ schlechter als in metropolen Welterbestädten, aufgrund begrenzter Finanz- und Personalressourcen der Lokalakteure aus Lokalwirtschaft, Zivilgesellschaft und Stadtverwaltung. Neben dem räumlichen Kontext einer Welterbestadt sind die Wirkungen des Welterbelabels in der Stadtentwicklung nachweislich vom Handeln der Lokalakteure abhängig. Die Akteursthese der Arbeit besagt: Das Potenzial des Welterbestatus für die Stadtentwicklung ist bedingt durch das Handeln der lokalen Akteure. Je aktiver und querschnittsorientierter Lokalakteure mit Durchsetzungsvermögen den Welterbestatus in Wert setzen, das heißt schützen und nutzen, desto deutlicher und vielfältiger sind die Wirkungen des UNESCO-Labels für die Stadtentwicklung im Rahmen des theoretisch Möglichen. Das prinzipiell positive wie negative Wirkpotenzial des UNESCO-Labels wird erst durch das Handeln, insbesondere durchsetzungsstarker Akteure wie leitende Stadtverwaltungsvertreter aktiviert. Das Wirkpotenzial des Welterbestatus in allen untersuchten Bereichen der Stadtentwicklung ist allerdings nachweislich begrenzt. Denn das Label spricht stets nur kleine Zielgruppen an und wirkt in ihnen als begleitendes, statt entscheidendes Argument für Verhaltensweisen. Ein stetes Mehr an lokalen Inwertsetzungsaktivitäten stößt letztlich an diese intrinsischen Wirkgrenzen des UNESCO-Labels (die Grenzen des theoretisch Möglichen) und damit auf den so genannten abnehmenden Grenznutzen. Zudem ist das lokale Wirken des Welterbelabels nicht allein von lokalen Bedingungen, wie dem Raumkontext der Stätte und das Akteurshandeln beeinflusst. Es steht nachweislich auch - in Einzelfällen sehr deutlich - im Zusammenhang mit überlokalen Bedingungen und Akteurshandlungen. 4. Differenzierte Ansätze, die den Raumkontext und die Akteurskonstellationen der Welterbestätte als Wirkbedingungen reflektieren und abstrahieren, sind praxisrelevante und übertragbare Anregungen dafür, den Welterbestatus nachhaltig als Potenzial der Stadtentwicklung zu erschließen. Letztes Kernergebnis der Arbeit sind zwei übertragbare Ansätze, die den Welterbestatus als Potenzial nachhaltiger Stadtentwicklung differenziert für die Konstellationen „Welterbestädte im metropolen Raum“ und „Welterbestädte im peripheren Raum“ erschließen. Sie bieten inhaltliche, strukturelle und prozessuale Anregungen für das (Verwaltungs-) Handeln in Welterbestädten, die auf den Fallstudienergebnissen, auf Erfahrungen weiterer deutscher Welterbestädte sowie auf den aktuellen internationalen Diskussionen zum Management von Welterbestätten beruhen. Das Forschungsergebnis zum relativen, raumdifferenzierten und akteursabhängigen Potenzial des Welterbelelabels für die Stadtentwicklung begründet die Differenzierung der Ansätze. Es ist zudem der Ansatzpunkt, um die vielschichtigen Situationen in den untersuchten Fallstudien nachvollziehbar in Form von context-mechanism-output configurations zu abstrahieren und damit die Übertragung der Ansätze auf andere Welterbestädte ähnlicher Konstellationen prinzipiell zu ermöglichen. Vor diesem Hintergrund sollte das Leitbild für den lokalen Umgang mit dem Welterbe(status) in metropolen Stadtregionen lauten: Das bauliche (Welt)Erbe der Stadt ist geschützt und wird genutzt und weiterentwickelt, ohne die ihm spezifischen und schützenswerten Charakteristika zu beeinträchtigen und vor dem Hintergrund eines starken Rückhaltes des Denkmalschutzes in der Stadtgesellschaft. Das Leitbild reflektiert sowohl den lokalen Handlungsbedarf und die ideelle Verpflichtung der Stadtgesellschaft gegenüber der internationalen Staatengemeinschaft, das (Welt-) Erbe dauerhaft zu schützen, als auch die empirisch-theoretisch begründete Folgerung, dass aus der lokalen Inwertsetzung des UNESCO-Labels keine bzw. maximal marginale Wirkungen für die lokale Wirtschafts- und soziokulturelle Stadtentwicklung resultieren. Es zielt weder auf das kategorische Ausschließen soziokultureller und wirtschaftlicher Entwicklungen im Welterbegebiet, noch auf den Rückzug der Denkmalpflege, sondern sucht, das Ausbalancieren von Schutz- und Entwicklungszielen nachhaltig zu qualifizieren. Das Leitbild entspricht in diesem Sinne grundsätzlich dem bekannten Leitbild der bewahrenden Stadtentwicklung. Die überlokale Sichtbarkeit des Welterbelabels sowie das garantierte Mindestmaß an Aufmerksamkeit und Mitgestaltungswillen für die lokale Stadtentwicklung seitens der internationalen UNESCO und ICOMOS definieren jedoch letztlich die besondere Chance und brisante Herausforderung des Welterbelabels für die nachhaltige Entwicklung in metropolen Stadtregionen. Der in der Arbeit entwickelte Ansatz für den lokalen Umgang mit dem Welterbelabel greift deshalb zunächst auf prozessuale und strukturelle Elemente zurück, die eine nachhaltige, bewahrende Entwicklung auch in Nichtwelterbestädten fördern und detailliert diese dann in wenige Punkten entsprechend der spezifischen Notwendigkeiten und Erfahrungen in UNESCO-Weltkulturerbestädten. Die welterbespezifischen Notwendigkeiten berühren in metropolen Welterbestädten in erster Linie die nachhaltige \"Sicherung der Qualität von Planungszielen, Maßnahmen und Projekten\" für das (Welt-) Erbegebiet in konfliktfreier Kooperation mit den überlokalen Welterbegremien und ohne Aufgabe der kommunalen Selbstbestimmung sowie die nachhaltige Verankerung des Welterbeschutzgedankens in der lokalen Stadtgesellschaft. Das Leitbild für den Umgang mit dem Welterbe(status) in peripheren Stadtregionen sollte in Ergänzung dazu lauten: Das bauliche (Welt-)Erbe der Stadt ist geschützt und wird genutzt und weiterentwickelt, ohne die ihm spezifischen und schützenswerten Charakteristika zu beeinträchtigen und vor dem Hintergrund eines starken Rückhaltes der Denkmalpflege in der Stadtgesellschaft. Der Welterbestatus wird nachhaltig und erfolgreich genutzt, um soziokulturelle und wirtschaftliche Stabilität bzw. Entwicklungen zu befördern. Im Unterschied zu Welterbestädten im metropolen Raum zielt das Leitbild, neben dem nachhaltigen Schutz des (Welt-)Erbes, folglich auch auf die Nutzung des Welterbelabels für die soziokulturelle und wirtschaftliche Entwicklung bzw. Stabilität der Stadt. Denn sowohl die Handlungsbedarfe in peripheren Welterbestädten, als auch die lokalen Inwertsetzungsabsichten und die theoretisch begründbaren Wirkmöglichkeiten des Welterbestatus sprechen für die Aktivierung der soziokulturellen und wirtschaftlichen Wirkchancen des UNESCO-Welterbelabels. Dabei ist es entscheidend, lokale Strukturen und Prozesse auf- bzw. auszubauen, die nicht nur der Inwertsetzung des UNESCO-Labels dienen, sondern allgemeinhin die sozioökonomische Entwicklung der Stadt fördern. Denn zum einen sind in peripheren Städten die lokalen Handlungsressourcen begrenzt und zum anderen sind den Wirkmöglichkeiten des UNESCO-Titels intrinsische Grenzen gesetzt. Die überlokale Sichtbarkeit des Welterbelabels, die nationale ideelle Mitverantwortung für die lokale Welterbepflege sowie der Zugang zu (inter-)nationalen Welterbenetzwerken definieren letztlich die besondere Chance des Labels für die nachhaltige Entwicklung in peripheren Städten. Der detaillierte Ansatz für den lokalen Umgang mit dem Welterbelabel thematisiert folglich auch, wie diese spezifischen Möglichkeiten nachhaltig genutzt werden könnten. Letztlich liegt in der systematisch differenzierenden Untersuchung zu den Wirkungen verschiedener lokaler Welterbemanagementsysteme weiterer Forschungsbedarf. Es sind Best Practice Beispiele für die nachhaltige (Welt-) Erbepflege und sozioökonomische Welterbelabelnutzung zu identifzieren und kommunizieren, um die Idee des weltweiten Erbes der Menschheit in allen, metropolen wie peripheren Regionen umsetzen zu helfen. Die UNESCO als Träger der Welterbeidee sollte derartige Forschungen verstärkt anstoßen und kommunizieren und damit stärker als bisher ein konstruktiver Partner für die gestaltenden Akteure in Welterbestätten sein. Im Ergebnis ist die Arbeit sowohl ein Beitrag zu aktuellen welterbebezogenen Fachdiskussionen (Welterbemanagement), als auch zu den gegenwärtigen Ziel- (Leitbilddiskussion zur Nachhaltigkeit) und Steuerungsdiskussionen in der Raumentwicklung (Governance, evidenzbasierte Planung).

Diese Arbeit betrachtet ausschließlich die Überlagerung von Förderprogrammen im Rahmen der Städtebauförderung nach Art. 104b GG. Die Einbeziehung von anderen Förderungsmöglichkeiten wie Fach-, Landes- sowie EU-Förderung wird im Rahmen dieser Arbeit nicht untersucht, da die Komplexität der Zusammenhänge den Umfang der Arbeit beträchtlich erhöhen würde. In der weiterführenden Perspektive wird dennoch darauf Bezug genommen. Ebenso komplex wird das Thema, wenn die Überlagerung der Städtebauförderprogramme nicht nur als räumliche Überlagerung betrachtet wird, sondern als inhaltliche (z. B. in den Maßnahmen), finanzielle (z. B. als Mittelbündelung) oder verwaltungsstrukturelle Überlagerung. Als Ausgangsbasis wird die räumliche Überlagerung im Mittelpunkt stehen. In der Analyse sowie Bewertung werden die anderen Aspekte einbezogen, wenn sie von Bedeutung sind. Bei der Betrachtung einer räumlichen Überlagerung ist nur das jeweilige Programm nicht das festgelegte Gebiet von Interesse. In Abhängigkeit vom Programm sind verschiedene Gebietsfestlegungen möglich. In der Analyse werden die rechtlichen Vorgaben sowie der Umgang mit der Überlagerung von Förderprogrammen untersucht. Dabei wird für alle Länder eine Systematik der jeweiligen Regelungen und Positionen erstellt. Die Perspektiven des Bundes und ausgewählter Gemeinden bilden den Rahmen der Untersuchung. Die näheren Gründe für die bisherige Handhabung auf Landes- und Gemeindeebene werden genauer beleuchtet. Insgesamt ergibt sich ein Bild über die bestehenden bundesweiten Regelungen und Praktiken zur Überlagerung von Förderprogrammen sowie deren Genese. Die zweite Zielstellung betrifft die Bewertung der existierenden Verfahren zur Überlagerung von Förderprogrammen. Die Bewertung erfolgt auf drei Ebenen: die rechtliche Ebene, die Zielebene sowie die Ebene der Rahmenbedingungen. Als Grundlage dienen die Analysen aus den vorangegangenen Kapiteln sowie weiteren Quellen.
